Immigration has influenced Australia's development more than any other factor. As well as being critical to our economic growth and development, it has made a major contrib- ution to our population growth, to the richness and diversity of our society and to our inter- national relations. Migration from the United Kingdom has been the mainstay of our settler intake for many years, but its relative importance has declined in recent decades. Non-British European migration formed an important part of our post-war intake and, in the past few years, migration from Asia has reached significant levels - particularly through our resettlement of Indo-Chinese refugees. In planning our future immigration, it is important to look beyond short term direct economic consequences. Australia has looked to its resources for progress, but Japan, Korea, Taiwan and Singapore have achieved dramatic economic progress without resources, based on the will and dynamism of their societies. Immigration can contribute greatly to the development of a dynamic, outward looking Australian society able to make the most of our great resource potential.

The article presents methods of testing and recording of water amount pumped out in surface mining. The authors describe necessary recommendations how to carry out measurements so that one can separate the surface run-off and groundwater inflow from the total inflow. They demonstrate methods of evaluation of these kinds of inflow in open pits when water amount testing is carried out every eight and 24 hours as well as simple methods when only monthly records of water are available. The authors also describe procedures for evaluating the water inflow when an open pit is dewatered gravitationally and measurements in discharge channels are irregularly carried out.

"This paper details the many improvements possible in narrow vein mining from the use of treated mining/milling waste as mine fill. Such fill can be: treated mill tailing, cemented or uncemented; development muck, treated or untreated, cemented or uncemented; andsome combination of these materials, or surface sands/gravels. Treatments involved may be both physical (optimisation of particle size gradings) and chemical (neutralision of potentially harmful milling chemicals).Potential benefits include a reduction in: back stress; vein closure; alternate ground support requirements; mining dilution; potential for surface subsidence; and extent of surface disposal of mining/milling waste, resulting in reduced environmental impact. Considering the usually small production tonnages involved, preparation and placement of a highly applicable fill material can be economically accommodated.Emphasis is placed on steeply dipping orebodies being mined overhand, although practice in the much less steeply dipping RSA gold/platinum-type orebody is also considered.CITATION:Thomas, E G, 2012. The paper reviews recent valuations of mineral properties, many of which are at an early stage of exploration. The various methods used are outlined. The problem of comparing, in terms of whether it is fair and reasonable, a highly subjective opinion of the present value of a portfolio of exploration tenements with a vendor consideration, the real value of which, in most cases, lies at some indeterminate time in the future because of the application by the Australian Stock Exchange (ASX) of escrow conditions, is highlighted. Examples are given of some of the questionable logic used by consultants in handling this difficult issue. A proposal for revision to current flotation and listing practice which, the author believes, would circumvent the problem and at the same time provide better protection for the investing public is offered for Consideration.

In 1939 Dr Neil George gave us the statement: Safety is a state of mind by which men are constantly made aware of the possibility of injury at all times. Is this statement still relevant? Have we been able to capture the essence of Dr GeorgeÆs statement in our current safety management systems and have we been able to capture the lessons from the past? Drawing upon 25 years of experience in the mining industry we explore what was done in the past, how this related to Dr GeorgeÆs statement and how the industry has progressed to the current safety management systems. We review the safety management system used by Roche Mining and demonstrate how it has improved safety outcomes for Roche. We then look to the future û are there new challenges? Are the current management systems equipped to cater for these new challenges and deliver continued improvement in safety outcomes? There will always be a desire to improve the industryÆs safety outcomes and so how are future generations going to achieve the improvement in safety outcomes?

The requirement of mineral resources is increasing as the economy is continually increasing in China. The mining practices of various complex sulphide deposits and precious metal deposits, and the treatment of mine tailings and other industrial solid wastes, have greatly improved fill quality in the metal mines. From early-1980s, high density slurry fill, paste fill of total tailings, low density slurry fill with addition of silicate gelling agent, etc has been studied and applied, and some progress has been achieved. Today, mine tailings, slag and power plant ash are widely used as fill materials in mining. A number of cemented fill mines equipped with large capacity trackless mining machines are in production. Recently, The 3rd Chinese National Symposium on Mining with Backfill, 1995 has been held, the progress of fill technology in mines has been exchanged and summarised. In the paper, some aspects of fill technology used in the metal mines of China are briefly introduced and some applications of fill research work are presented.

Australia has been a major exporter of LPG since production from the Bass Strait fields commenced in 1970. Export levels have been maintained through the seventies, the bulk of material being delivered to Japan. During this period the use of LPG in domestic markets grew only'slowly and demand was largely met by production from refineries with only shortfall supplies being drawn from naturally occurring sources. The domestic demand is forecast to grow significantly during the eighties as the traditional, automotive and petrochemical uses of LPG are expanded. An increasing amount of naturally occurring production will be directed into these markets. Despite this redirection the current level of exports (about 1.5 million tonnes per year) is likely to be maintained through much of the decade ahead as production from the Cooper Basin and the North West Shelf becomes available.

The Argyle Diamond Mine is the first significant diamond producer in Australia. The project has been developed with new concepts in circuit design, process control technology, organisational development and training. After its first year of operation, the Argyle Heavy Medium Separation Plant has proven extremely efficient in recovering diamonds. Apart from cyclone wear, no major problems have been encountered. Ferrosilicon consumption is well below the design level which is a reflection of the sound design of the medium circuit. An Audit Plant continuously monitors the Heavy Medium Separation Plant tailings for diamond loss.

The dissolution of gold from various ore-bodies is discussed in terms of extraction rates and reagent consumptions during leaching. Gold dissolves slowly in cyanide but reagent consumptions are usually satisfactory. In almost all cases where excessive cyanide consumptions occur, similar high consumptions result with other lixiviants. Recovery of gold from cyanide solution is well established and comparatively simple technology.Gold dissolution in thiourea is faster than cyanide but significant consumptions of thiourea, due to both adsorption and oxidation, occur. Gold recovery from thiourea solutions is likely to be more difficult than from cyanide.Chlorination of gold is very fast in acidic conditions but excessive consumption of chlorine occurs for ores containing greater than 0.5% S. Reprecipitation of gold and handling of acidic chlorine solutions are both significant problems. The mechanism of gold reduction onto activated carbon creates difficulties in the carbon in pulp process for recovery of gold but means a simplification in the production of bullion from loaded carbon.

Industrias Pe±oles, S A de C V (Pe±oles) in Mexico, is a major silver producer. The Pe±oles mining division has eight operations and the flotation process in seven of them to concentrate the metal and mineral values. Common metal and mineral values are: metallic gold and silver; gold-silver alloy (electrum); silver sulfide minerals (acanthite, pyrargyrite, freibergite, proustite); lead sulfide (galena); zinc sulfide (sphalerite); and copper sulfides (chalcopyrite and bornite). This paper aims to share Pe±olesÆs mineralogical and metallurgical information on the seven operations where the flotation process is used. Some basic conclusions are drawn from this analysis. Some of the information presented includes: types of orebodies, concentration processes, concentrator throughputs, head grades, concentrate grades and recoveries. Importantly, grind size and liberation values for the main mineral species are presented along with the relationships between sphalerite liberation and its recovery, and galena liberation and its recovery. Also included are three mineralogical case studies: maximisation of silver recovery at the Fresnillo mine producing a silver-zinc concentrate; options to improve gold recovery at the Tizapa mine; and sphalerite iron content for the different orebodies.

On the basis of the data known on formation, characteristics and stability of solute heavy non-ferrous metals under different temperature and pressure conditions and different concentrations of substances dissolved it is found to be possible to obtain a condition of mineral formation resulting in selective production of free-floating minerals. This process of forced mineral formation has been taken as a basis of new methods of refractory copper raw materials concentration, complex processing of lead dust from copper smelting plants, lead flotation tailings final concentration and of those of polymetallic ores concentration. This list of effective utilisation of the process is not exhaustive (Bekturganov Abishev and Shkodin, 1987; Bekturganov and Sim, 1987; Bekturganov, 1988; Abishev and Bekturganov, 1989; Bekturganov, 1989a). To understand the character of the sulphurising thermodynamic and kinetic examination have been done. Analysis of conditions of the newly formed mineral associations formation and stability facilitates the elaboration of methods of improvement of results of the valuable components selective separation.

Open pit planning and scheduling play a significant role in establishing, maintaining and improving the economics of open pit mining ventures.The development of an open pit plan and schedule involves consideration of the following elements:ò the market for the mineral, ò the mineral deposit,ò the treatment process, ò the external factors,ò the mining method,ò the scale of operations, ò the open pit design,ò the open pit schedule,ò the calculation of economic performance, andò the implementation of the open pit plan and schedule.The above factors are described and discussed. Open pit planning and scheduling is the linkage which enables a mineral deposit amenable to open pit mining to meet a market requirement for the particular mineral. To effect this linkage the open pit planner should have a good detailed appreciation of both the mineral deposit and the market.

The blasting of the 2190_6095 stope at Kimberley Nickel MineÆs Sally Malay operation in Western Australia is an example of what can be achieved with electronic detonating systems when a drill and blast engineering team is faced with complex blast geometry and a major pump station in close proximity to the stope. Using Dyno NobelÆs HotShotÖ system, the engineering team successfully designed and initiated the 36.5 Kt stope firing, with a powder factor of 0.35, resulting in no damage to the pump infrastructure, better fragmentation of the ore and less overbreak in what had previously been a geotechnical and geometrically challenging stoping environment. This paper will discuss the design parameters used for this stope blast as well as the benefits the operation found in using precision detonator timing in this 252 hole shot over two levels using a combination of up and down and slashing rings that were initiated in four different directions.

A cry that is often heard from front-line employees, particularly as a mine grows or circumstances change is "We used to be one big team but now they have set up teams for different functions - we don't know what's going on and we don't share resources any more. We used to just get in and do what had to be done, now we can't.". It usually occurs after management decides that, with the increasing mine complexity, functions and accountabilities of a manageable size need to be identified and defined for individuals and teams to facilitate optimum performance. However, as the statement indicates, these changes have often not delivered all the intended benefits. This paper will explore the reasons why the full benefits have not been realised and will identify actions which can be taken to improve the likelihood of optimal outcomes.

In the recent past a number of smelting plants were commissioned in India to supply the rising demand by domestic steelworks for manganese-based ferroalloys, and they enjoyed cheap electric power and readily available high-grade manganese ore. Presently, the cost of electric power is much higher than in some neighbouring countries, there continues to be poor transport infrastructure and the prices of high-grade manganese ore have increased. Additionally, the Indian Government has opened its economy to the outside world, resulting in the import duties on ferroalloys being drastically reduced. In this paper the current situation in India will be detailed, the electric arc furnace and blast furnace smelting methods for ferroalloys compared and proposals for the construction of a new ferromanganese blast furnace in India outlined. The future of ferroalloy smelters in India will be assessed and actions which could be taken to improve their position discussed.

The education system today is turning out potential Mine Managers and Superintendents for the coal industry who are lacking in adequate management knowledge. They are required by the Mining Act to be highly skilled operators who are operations and production oriented. This puts them in much the same category as airline pilots and ships' captains. The real need is for them to be management and profit orientated. Changes over the years in Managers' and Superintendents' roles are highlighted by identifying those professions and vocations with whom they must now work. Comparing classifications in the 1916 award and the current award, and making a comparison between management and mining degree courses, leads to the conclusion that separate degree courses are necessary for future Mine Managers and Mining Engineers. Mine management must become a profession in its own right if optimum profits are to be made from mining in the future.

This brief overview of the history of Brown Coal mining in Victoria is a luncheon presentation -I do not intend to make it indigestible with extensive listings of resources or production. There is a vast pantry of collated historical records and of vari- ous predictive studies available for the enquired with a hearty digestion. A gourmet collation is provided in The Aus IMM Monograph No 11 published in 1984 entitled "Victoria's Brown Coal-A HUGE FORTUNE IN CHANCERY", currently still on offer by the Institute and available at a bargain price in the foyer at this conference. Monograph No 11 also provides a feast of excellent references on the theme of Victorian Brown Coal assembled by the several contributors. In contrast, my presentation paper is a fast-food service, extracts from the printed paper only-you have no choice-you "get what you get" and in small quantity. Benchmarking of mining operations has been in vogue for a number of years: it seems teams are forever flying around the world to try to understand what other operations are doing. However, unless a benchmarking exercise involves data gathering at a fundamental level and a rigorous analysis process is applied, the trip will be nothing more than industrial tourism. When benchmarking is performed thoroughly, the range of comparisons that can be made is extensive and informative, and need not be restricted to sites with similar conditions and equipment fleets. This paper describes the detailed and rigorous process for benchmarking used throughout AMC benchmarking studies. The paper demonstrates how, through drilling down to the underlying drivers, the often heard cry of æyou canÆt compare us, weÆre differentÆ can be overcome. Included in the discussion are a number of significant issues that have been identified during AMC benchmarking studies. The paper then considers the types of opportunities that have been identified and the potential for improvement. The paper concludes with a discussion of the implications for planning, measuring and management of operational performance.

Wheal Gawler was Australia's first metal mine. This leader was followed by an army of other metalliferous underground mines and surface operations in Australia. As a mine it was not highly significant economically because its small total production of nearly pure galena had low multiplier effects on the economy of South Aus- tralia. Its importance lay in its symbolism: here was a silver-lead mine close to the new town of Adelaide posing the question of what other min- erals lay in the Mount Lofty ranges and in the fields beyond.

The rights of nations to explore and exploit minerals in the continental shelf were recognized by the 1958 Convention on the Continental Shelf. The Commonwealth Government has expressed the view that, as a party to the Convention, it has, by virtue of its foreign affairs power, full rights to legislate with respect to offshore minerals. States have taken the view that the rights recognized as extending into the continental shelf are land mineral rights, which belong to the States, and the Commonwealth legislative power in this field is strictly limited. Without prejudice to each other's rights, Commonwealth and States agreed to "mirror" legislation in relation to offshore petroleum. Commonwealth and State legislation, of which the operative parts are in identical terms, are both administered, in relation to areas adjacent to each State, by State Ministers of Mines. The legislation has functioned well in practice, though difficulties are encountered by the Commonwealth Government due to lack of direct accountability to Commonwealth Parliament. An alternative scheme designed to overcome this problem is outlined.
