To operate a mine in California requires compliance with State environmental regulations, including assessment of risks and associated financial assurances for postulated worst case catastrophic event scenarios. Carson Hill Gold Mine, an open pit, heap leach operation, completed new risk assessment catastrophic event analyses in 1988. The risk assessment was performed at the same time that a new leach site (Leach Site 3) was being designed. Leach Site 3 is located about 400 m upslope of New Melones Reservoir, which is a public recreation facility and a source of drinking water. Release of leachate (pregnant solution) or ore containing cyanide and metals from Leach Site 3 into New Melones Reservoir was considered to pose the largest risk of environmental damage.Flow failure of the ore heap, potentially induced as a result of liquefaction of the saturated portion of the ore, and/or overtopping of the leach site containment embankment due to excessive precipitation were found to be the most plausible leachate release scenarios. Yearly combined probabilities of various downstream release volumes were estimated. The release volume corresponding to a yearly probability of 0.05 percent was then used to estimate potential environmental impacts and mitigation costs. The costs include earthwork to restore the geometry of the ore heap and repair the fill slope below the Leach Site 3 containment, and impacts on New Melones Reservoir.

World coal producers have been under constant pressure in recent years because of falling export prices arising from oversupply and the Asian slowdown. This has resulted in a dynamic market place, a sharpening of focus on bottom line costs and some rationalisation of participants. Productivity has increased dramatically as many inefficiencies, typical of the coal industry, have been eroded through workplace reform. This is true for the both open cut and underground sectors of the industry. At the same time, the technology of underground mining is undergoing dynamic change. Mine operators are implementing better exploration and planning tools and are also starting to make gains against chronically low equipment availability and utilisation. æStep-changeÆ improvements in output are imminent. As the statutory environment shifts to a æduty of careÆ regime, it is hoped that mine safety performance will improve, particularly with regard to fatalities. The focus of the paper is on the Australian coal sector, although references to international benchmarks are made. Despite environmental threats to the future of coal, it is concluded that the next ten years will see impressive performance results from underground coal mines which will assist coal to maintain its position as the preferred fuel of lowest cost.

During the course of an investigation into the fundamental chemistry of the cyanide process, it became evident that the usual method of determining protective alkalinity was not completely satisfactory. T.he routine method for the determination of protective alkali by first removing free cyanide by the addition of silver nitrate, followed by titration of alkali with dilute acid using. phenolphthalein as indicator, can be shown to give correct results only when the alkali is a strong base. For other sUbstances, the alkali so determined is not the protective alkali. In view of the complications associated with the presence of zinc in cyanide solutions the discussion will be restricted in the first place to solutions free from zinc. Until the chemistry of simple cyanide solutions is placed on a quantitative basis it will be difficult to elucidate the behaviour of complex mill solutions.By the use of physico-chemical theory, it is possible to treat certain aspects of 'the chemistry of cyanide solutions in a manner which not only illustrates the important variables involved, but which also shows the need for care in interpretIng results obtained by conventional methods.In the following, comparatively simple systems are discussed; the principles established should be of use in interpreting the behaviour of more complex solutions. The methods described are not intended for routine work, but may be regarded as supplementary to the usual analysis carried out for the control of plant solutions, or as alternatives to be used when the latter do not appear to be satisfactory.

SustainabilityÆs imperative of economic development in tandem with social advancement and environmental protection is widely accepted, but much debate remains about the practical implications for the minerals processing technologies and practices for the future. Experience in other industry sectors however suggests that sustainability can be a value-adding framework for innovation in processing technologies, business models and management systems. This position paper explores how sustainability can drive innovation in minerals processing, by reviewing pertinent ideas and experiences gained in non-minerals sectors. Sustainable innovations can generally be broadly ranked from incremental to transformative, with each category having its own typical improvement potential, timescale and technological and operational challenges. This leads to a æmud mapÆ for sustainable innovation in minerals processing with three distinct tracks: eco-efficient operations; sustainable plant design and sustainable processing. Competing models for the sustainable innovation process through either forecasting or back-casting, have in common the strong reliance on vision, perspective and competency, which in turn highlights the importance of sustainability frameworks. Such sustainability frameworks provide normative goals and option elicitation prompts to assist with the analysis of current processes and scoping of more sustainable alternatives. A comparative analysis of five prominent environmental sustainability frameworks revealed three cross cutting sustainability themes that challenge current resource processing technologies and practices. These are: fate of materials (zero dissipation of materials); compatibility of materials and processes; and materials intensity of industrial products and processes. Although the sustainability concepts presented in this paper have not been extensively road tested in the minerals processing industry, there is ample evidence that recent initiatives in the Australian resource sector illustrate the applicability of the proposed framework. It is therefore argued that more in-depth assessment of sustainable innovation concepts would be a valuable contribution to the sustainable resource processing theory and practice.

Removal of gangue minerals from ilmenite concentrates can beaccomplished by relatively low temperature roasting in controlled gasatmospheres to selectively enhance the magnetic separationcharacteristics of the ilmenite. At roasting temperatures below 800¦C the magnetising reactions are often not consistent with phase equilibria considerations. Metastable phases can nucleate and control the roasting products. In weathered ilmenites the phase assemblages and microstructures in the altered ilmenite grains can influence the roasting reactions. In this paper we give an overview of the phase chemistry of chemically weathered ilmenites and of metastable phases formed by low temperature roasting. We also report the results of roast experiments conducted in a neutral gas atmosphere. Major increases in magnetic properties after short roasting times at low temperatures were obtained for a range of ilmenite concentrates. For example heating a secondary ilmenite concentrate from Western Australia for 15 minutes in nitrogen at 600¦C gave an increase in the three kilogauss magnetic fraction from three to 92 wt per cent. The solid state phase changes accompanying the inert atmosphereroasts were characterised by combining elemental analyses withquantitative phase analyses of the ilmenite concentrates and their roast products. It was found that the phase reaction that is principally responsible for the increase in the magnetic properties of weathered ilmenites involves a transformation of disordered ferrous-containing pseudorutile to an ordered ilmenite-hematite solid solution containing typically ten to 35 mole per cent of the hematite component. Examples are given of the application of the inert atmosphere roast to effect separations of ilmenite from gangue minerals.

Drilling has disclosed a sequence of Cainozoic sediments immediately to the west of the Ediacara mineral field containing little or no dolomitic debris in the lower and middle sections, but with gravel beds of dolomite derived from local rocks in the upper part. It is suggested that the lower and middle sequence of Cainozoic strata was deposited over the area of the Ediacara Range, and that this range was uplifted, probably as a horst block, during Quaternary times and was first exposed to subaerial erosion during the upper Pleistocene epoch.Lower Cambrian dolomites with associated stratiform lead mineralization, which formed the target of drilling on the western downthrown block of the Ediacara Fault, were eroded before deposition of Cainozoic sediments.Intense leaching of basal Cambrian dolomites around the periphery of the Ediacara Basin took place during Mesozoic and Tertiary times. This leaching process has resulted in enrichment of copper and lead mineralization in a thick marginal zone of residual clayey material overlain by dolomitic collapse breccia. These zones of leaching and enrichment were preserved under Cainozoic sediments which have subsequently been eroded. The Ediacara Fault appears to have been a major conduit for mineralizing fluids and is the main lineament of the Torrens Hinge Zone. Contemporaneous movements on this fault have controlled rates of depositionand thickness of sediments across the fault during Adelaidean and Cainozoic times. Though latest movements of this fault have been west block down, the predominant movement has been east block down with associated thickening of sediments to the east in the Adelaide Geosync1ine.

The performance of 460 stope surfaces at WMC ResourcesÆ Olympic Dam Operation (ODO) has been used to investigate the confidence that can be placed in the Stability Graph Method for design of stope dimensions. A detailed database of stope performance and ground condition information was established for each stope. The database contains all the required stability graph information as well as other factors thought to influence stability, such as discrete major structures, poor shape and exposure time. The performance of each stope surface was quantified by calculating Equivalent Linear Overbreak/Slough (ELOS). The performance of stope walls and crowns was plotted on the supported and unsupported case history stability graphs. Based on this information an ODO design limit of HR = 3.3 x NÆ0.33 has been suggested for stope walls. Walls that plotted above this line were 80 per cent stable, 20 per cent unstable and zero per cent failed. Below the line 60 per cent were stable, 30 per cent unstable and ten per cent failed. Supported crowns that are flat or arched in shape and are not within the influence of major structures can be designed in the stability graphÆs æstable zoneÆ with a strong likelihood of stability. The Stability Graph Method did not reliably predict the performance of unsupported crowns at ODO.

"In some lode-style gold deposits the geological (lithological) uncertainty may have similar economic significance as the grade uncertainty. In the absence of precise knowledge of the deposit geology, geological models of these types of deposits that are used to constrain spatially the estimated (or simulated) grade values may influence significantly the contained metal. Methods for assessing geological uncertainty quantitatively are rarely considered due to their perceived inability to consider exhaustive geological interpretations, and resulting models that often appear geologically unrealistic. Furthermore, should the lodes have been subjected to folding, or where the mineralisation continuity does not follow a planar orientation along strike or down dip, standard methods of variography and interpolation using linear vectors in space often do not provide a good representation of continuity. An alternative approach is to relate spatial samples from adjacent drill holes using an unfolding plane.The paper demonstrates conditional simulation of the geometry and gold grades of a folded lode-style deposit where:simulation of lode geometry considers explicitly the geologistÆs interpretation, andsimulation of gold grade values that consider explicitly the folded nature of the lodes.The results are contrasted to the traditional approach of linear vectors in real space for a single lode interpretation.CITATION:Richmond, A, 2012. Geological structure is one of the main controls on ground conditions within mining. It has a significant impact on the mining conditions and productivity of coal mines within the Sydney - Bowen Basin. The three main types of faults common to this region, normal, reverse and strike-slip systems, each present distinct challenges to mining. These systems effect a wide range of geotechnical and mining conditions within the mines. These include coal quality, strata stability, goat and caving behaviour, productivity and maintenance schedules of mining equipment, mine design and mine-site stress fields. A better understanding of the regional, local and mine-scale structural setting, timing relationships of structural events and the mechanisms of fault formation will greatly aid industry's push for greater productivity and competitiveness.

The Murray Basin is known to contain major deposits of heavy mineral sands and intensive exploration for new deposits is being conducted in Victoria, South Australia and New South Wales. The western Basin was well served in the Pliocene and Early Pleistocene by a variety of appropriate sediment sources, and potential coastal traps. Immature, fluvially-sourced sediments forming the Pliocene coastal complex of the Marmon-Jabuk Range in South Australia are part of a marginal marine assemblage containing a suite of economically important heavy minerals that include ihnenite, zircon, rutile and tourmaline. From a consideration of Pliocene palaeogeography and coastal dynamics, specific targets where concentrating processes are likely to have operated are identified in the South Australian portion of the Murray Basin. Such palaeo-environments include the down-drift, littoral zone of discrete foredunes or coastal barriers, the source area for transgressive dune complexes, tombolo facies, and intertidal shoals and sandbanks. Similar coastal processes are recognised for a preserved Early Pleistocene barrier complex.

Several logging methods are presently available to the oil industry for the evaluation of formation porosity: the Sonic and Neutron logs are already widely used, the Gamma-Ganmia log is being progressively introduced. The readings of these instruments are primarily a function of the rack-porosity, hence the general term of "porosity tools". Apart from porosity, however, other variables such as type of fluid in the pores, nature of matrix and degree of shaliness have an important influence.The response of each device is a different function of such parameters: therefore, a cci bination of porosity tools can lead to information on these variables in addition to the evaluation of effective porosity.For example, the presence of gas; rather than water or oil, in a formation which is not deeply invaded, will tend to give Neutron derived porosity values which are too 'low; on the other hand, the Sonic derived porosity: value will be too high in such- a case. For the same porosity, the Sonic gives a longer transit time in sandstone than limestone, whereas in the low porosity range, the Neutron will read more counts per second in a sandstone than in a limestone of the same porosity. The presence of shale also affects the readings of the various porosity tools in different ways so that the combination of two or more methods may lead, in some cases; to an evaluation of both the-effective porosity and the shale, content.In conclusion, it may be said that the various porosity tools pre-sently available, are, to a large extent, complementary, and that in many problems the use of two porosity tools, instead of one, is very likely to bring valuable additional information.

A simple method of designing effective fill drainage systems for slurry backfill is presented. By using the proposed method, it is easy to calculate and predict the expected fill drainage rates or to provide additional drainage systems to accelerate the fill drainage. The fundamentals of hydraulic fill and an efficient method to determine its permeability is also explained. The safety in hydraulic filling and bulkhead stability depends totally on achieving effective drainage regime for the fill. This paper provides the basis for creating such efficient drainage regimes. The recent fatal fill bulkhead failures in Australia were the result of poor drainage from the respective fill masses, and therefore it is more important to provide suitable drainage arrangements to continue using hydraulic fill to the benefit of the mining industry. At present there is no procedure available to mine operators to estimate the expected bulkhead pressures to design a satisfactory bulkhead. Some mines are constructing bulkheads after their initial investigations carried out years ago. Other mines have simply borrowed the ideas from the pioneer mines and using in their areas. It is high time that we develop a rational approach to estimate the expected bulkhead pressures for the design of bulkheads. We need a simple model that could be understood and used by the mine operators on a day-to-day basis. This paper also presents a model to predict the bulkhead pressures for designing safe bulkheads.

It is a very great privilege for me to be able to address you tonight and I am deeply sensible of the honour which has been done me. I am equally sensible of the inadequacy of my training for the position of President of your Institute.May I say at once what a very great pleasure it is to have so many members from the mainland States visiting us here in Tasmania. We do hope that you will find pleasure and profit in your stay.Since the Annual Conference is always held in the vicinity of one or other of the great mining fields, it has become the practice for the Presidential address to review the history of the particular field and t(j) indicate its place in the economic structure of the country.I propose to follow this practice and to try and present to you a short picture of thÇ mineral industry as it has existed in Tasmania. None of the information is new it is available in diverse and remote geological reports and in publications such as Witham's Western Tasmania and the more recent Peaks of Lyell. The last composite approach was written twenty years ago by P. B. Nye and published as a Geological Survey Bulletin.I have enjoyed preparing this address because on occasion I find it refreshing to look back and see what was known and what was accomplished in the days when the going was a little tougher than it is now, and to speculate upon the reasons that drove men to do what they did. The provision of electrical power is an important consideration in project develop- ment. The first step to be taken in this area is to assess the power requirements of the project. The alternatives of taking a supply from a power authority or providing local generation can then be considered. This requires additional definition of the prob- able characteristics of the supply. The availability of authority power in Australia is limited by the extent of the state power grids. Recent developments now allow these grids to be extended and their load capacity increased to meet major load increases at less cost than was possible pre- viously. The options for local generation include diesel, gas turbine, steam, hydro, solar and wind, each having its particular performance characteristics and costs. The choice of fuel for diesel, gas turbine, and steam plant likewise involves consideration of a range of factors. The arrangements adopted for a number of development projects illustrate some of the aspects which influence the decisions on power supply.

Currently, mining in Australia underpins the economic vitality of the nation, generating massive revenue from commodity exports and providing substantial infrastructure and employment. In addition, it is predicted that mining related services will in the future develop a global market of their own that could eventually grow to rival, in value, the export trade in mineral commodities. There is however little room for complacency. In the short- to medium-term, escalating, vigorous competition can be expected from many previously underdeveloped countries that are reforming their own mining and mineral export industries. In addition, most mining companies are facing a modem-day renaissance in terms of new expectations, changing social norms, evolving employee relations and statutory obligations. Thus, along with whatever promise the future might hold, the mining industry is currently being subjected to a growing number of largely unprecedented problems and pressures, both economic and social, that are both highly complex and demanding. In particular, it remains a matter of on-going concern that relations between mining companies and their employees still, in spite of recent reforms, continue to constrain productivity, perpetuate inefficiencies, affect quality of work life and retard progress towards mutually beneficial goals and achievements. If mining in Australia is to attain and hold on to a commanding position on the global scene, then further changes will clearly need to be made. Realisation of this appears to be growing, with most mining companies having attempted in recent years to improve workplace culture. Based on a wide ranging study, this paper presents an overview of what has been learned to-date with regard to the `people factor' when it comes to implementing and progressing positive change and reform in mining. From this, a number of practical suggestions, arising from hard won lessons and experiences in the field, are offered. Attention to the nine `key principles' given should help to ensure that many of the common problems encountered to-date with change and reform in the mining industry are in future avoided or at least minimised.

Australian coal mines have spent considerable capital on dragline improvements over the last two years. This has included ~$30 M on UDD conversions, >$20 M on new buckets, boom upgrades, electrical upgrades, etc. This is a natural part of the response of mining companies to technology and replacement programs. Capital expenditure is a normal part of the ongoing success of most companies. There is however, a tendency for some people to rely on the capital alone to provide the ongoing improvements in equipment productivity. Implementing new technology through capital expenditure is only part of the equation in continuous improvement. For 80 - 90 per cent of the year, the operator controls the productivity achieved by the dragline. Variation between operators is huge. The average standard deviation in productivity is 12 per cent and maintenance impact is over 40 per cent. Robbins 2003, states: Contrary to what we were taught in grade school, we werenÆt all created equal. Most of us are to the left of the median on some normally distributed ability curve. Further, he states: The issue is knowing how people differ in abilities and using that knowledge to increase the likelihood that an employee will perform his or her job well. There are two options for reducing variability between operators; improving operator ability and getting the machine to take over what the operator is doing (automation). Dragline automation will be discussed, however, this paper will focus more on the æhuman factorÆ and how to establish a dragline with minimum variability between operators.

The selection and design of process options to deliver outcomes consistent with sustainable development requires simultaneous consideration of multiple objectives, within a climate of uncertainty û including the environmental and social aspects of technology management in addition to the technical and economic aspects of such. An issue of particular relevance in primary metal production is the deportment of minor and trace components within orebodies, products and wastes and the implications of such deportment for eco-efficiency û in particular, the long-term environmental impact of solid waste management practices. The identification of opportunities to enhance recovery of valuable by-products and simultaneously improve the environmental acceptability of final waste output requires a clear understanding of the distribution of the relevant ore components, which results from the choice of processing route and unit operation efficiency. This is challenging, given that process streams generated during primary metal production are generally poorly characterised and the behaviour and deportment of trace to minor and trace components is not well understood. This paper demonstrates how current data gaps and inconsistencies can be systematically addressed through the meaningful reconciliation of empirical plant data with a fundamental understanding of the mechanisms and parameters influencing element behaviour and deportment during the formation and subsequent beneficiation of mineral ore deposits. On this basis, quantitative distribution data and a comprehensive and comprehensible inventory of unit process inputs and outputs as a function of ore compositions and processing technology options can be generated, which is consistent with early design stage information requirements, both in terms of detail and accuracy, ie is æfirst-orderÆ in nature. This predictive approach to element distribution during primary metal production provides decision-makers with key information in the early design stages of a project (in terms of developing processes within the context of sustainability), whilst simultaneously guiding further data collection and environmental impact prediction studies.

This paper addresses the actions of the Australian mining industry, its regulators and educational providers towards ensuring that a pool of competent mine managers is maintained in Australia and that mine management remains a desirable career path for future mining professionals. The Australian and global mining industries are experiencing an acute skills shortage. Mine managers, traditionally drawn from the ranks of mining engineers, are at the sharp end of this shortage. Exacerbating the shortage is a perception that a professional mine manager is not an attractive career option. This perception is influenced by the following forces which combine to make the role of a modern mine manager very demanding:legislative requirements for owners and managers to ensure (guarantee) the safety and health of employees; an increasing trend towards prosecution over exposure to risks to health and safety a need to be more aware and responsive to community and environment; financial, technical and æpeopleÆ pressures traditionally associated with the job of managing a mine; and mine management roles being filled by younger and less experienced professionals. Universities and other educational providers have the challenge of both ensuring that undergraduates are exposed to these issues during their study and continuing to promote mine management as a desirable career option. Anecdotal and statistical evidence indicates that young graduates are choosing and remaining in technical roles rather than taking on the challenge of mine management. Furthermore, it is suspected that the issues referred to above are contributing to the low retention rate of young professionals at mine sites. The challenges are not insurmountable, however. This paper reviews the initiatives of industry, the regulators and educational institutions in addressing these challenges. It includes a focus on:prosecution policies and their impacts, tertiary education program content and delivery modes, CPD initiatives of the Mine Managers Association of Australia, and alternative pathways for obtaining mine management qualifications.

The advent and easy availability of fast and powerful digital computers has marked a transition from one era to another in the field of process control in many industries. Mineral processing is no exception. Aims, practices and problems associated with process control of mineral beneficiation plants in the 'old days' are compared with those available at present. Although basic processes remain generally the same, there have been simultaneous social and economic developments, which directly relate to the development and present value of process control. Lower head grades are now treated, plant capacities have increased, and a large proportion of future capital in the mineral industry will be associated with large capacity plant, treating still lower grades. Environmental considerations have pressurised moves to better control in some areas. With these changes, economic operating incentives have changed, and process control has, in many plants, become more critical. Finally, while computer technology has developed recently at a very rapid rate, developments in the fields of instrumentation, basic on-line measurement and sampling have in general lagged behind, limiting the progress possible in process control.
