As a basis for my address to you tonight I thought it might be opportune if we considered the great history of the mineral industry in Australia, and the contribution it has made to the development of the country. While it is perhaps interesting to review the achievements of the past there is also the opportunity to examine the developments of the future.The names generally given to the three periods of man's life on the earth-the Stone, the Bronze, and the Iron Ageand to which should perhaps now be added the Atomic Age, imply the vast importance of the progressive steps in 'man's discovery of minerals and the means of working them. They tell the story of his advance from the flint knife to the bronze celt, and then to the keen-edged iron weapon, and now to the possibilities of the peaceful application of atomic energy. Not only have the stories of gold, iron, copper and tin told a great deal of the history of the progress of mankind, but they have also traced the commercial and industrial growth of Australia over the last century.Gold in the 1850's was responsible for the most significant period of immigration Australia has ever had-when the population almost tripled in the ten years to 1860. Minerals were also responsible for opening up Australia and determining the pattern of settlement. As mineral finds were made, railways were constructed to these fields, then agricultural development followed.Then, as the industrial era started, minerals provided the raw material for Australia's rapid industrial expansion, and they have all contributed to the extent that they have made...

There has been a reduction in overall workforce in the mining industry during the current downturn; a corresponding reduction in fatalities and high potential incidents (HPIs) has not been observed. The same contributing factors can be seen in the vast majority of these incidents. These include inadequate supervision and lack of adequate risk assessment. How management structures, trains and leads an operation can have a great impact on eliminating these factors and reducing the risk of fatalities and HPIs.Contractors now account for 41 per cent of full-time equivalent employees in the Queensland mining workforce, and are disproportionately represented in the majority of fatalities and HPIs. Having a clear strategy for how contractors are integrated into the workforce is crucial. The subject of my paper is one which, I am certain, has exercised the mind of every man on whom depends the safe and economical conduct of mining operations; particularly in this district where the enormous size of the ore body has necessitated the mine workings assuming a scale that was hitherto unknown in the history of Australian mining. I, therefore, approach the subject with the feeling that I am displaying considerable t.emerity, knowing as I do that the subject has engaged the earnest attention and thought of everybody immediately concerned in the extraction of the ore of this district, and particularly of the Broken Hill lode.I think I shall not be contradicted in asserting that a very large proportion of eur accidents are distinctly traiceable to inexperience on the part of the miner, and records at the mines and verdicts of coroners' juries in many instances uphold this assertion by showing that the accident under notice was the direct result of lack of knowledge of the conditions of the work, or, at any rate, of an error of judgment hardly conceivable in the experienced miner. That this assertion is correct may also be proved by visiting any of the mines of the district.To the experienced eye it will be evident at once that a very large number are not in way skilful in the use of their tools and, therefore, lack the experience which of necessity must be coincident with the acquirement of skill. Seven papers included in Session 8 of the Third International Mine Water Congress under the heading "Achievements in Mine Water Management & Research" have been reviewed. Only one paper, a case study by Masters on biological treatment of inorganically polluted effluent, has any connection with research in the sense of seeking new, generally applicable knowledge which would advance the frontiers of mine water management. The remainder deal with various aspects of the management of mine water ranging from investigation of the geology of a specific aquifer system through operating dewatering systems to the management of specific effluent disposal problems.

In primary copper smelters, the received copper concentrate and other materials contain a certain amount of moisture, ranging from six to 14 per cent. Moisture in wet concentrate has a negative effect on the performance of the smelting furnaces when it is fed directly to the furnaces, namely increasing the energy consumption and the off-gas flow. There are several drying technologies available for drying copper concentrate, varying from direct heated rotary dryers and flash dryers to indirect heated steam dryers. Application of steam dryers has changed the drying process for copper smelters. Produced from a waste heat boiler, steam as heating medium enables plant-wide heat utilisation. Fossil fuel used from outside sources to remove water is no longer required and the combustion chamber is not required. In addition special attention has been paid to overcome the known problems of pollution emissions, excessive wear, clogging and frequent maintenance. The Kumera steam dryer is featured with many advantages based on principal improvements in reducing tube element wear and increasing drying efficiency. Thus, it has been considered as the first choice for those smelters where steam is available.

This paper presents a review of computer techniques for the automatic contouring of geological and geophysical data with output as interactive display on graph plotters or graphics terminals and passive display on automatic drafting tables. The advantages of the method of fitting a triangulated surface to randomly distributed data using an advancing front algorithm are described, as well as the technique for determining interpolated values for the production of contour line segments and a contour smoothing algorithm. This contouring method is employed by the Geological Survey of Queensland and is implemented as an interactive system. An alternative method ideally suited to randomly distributed data involves the use of piecewise parametric cubic splines. This method which is ideal for sharp variations in magnitude and areal extent typical of geophysical anomalies is discussed. The mathematics of surface interpolation using non-parametric splines and an explicit piecewise surface fitting technique are discussed. Curve tracing techniques which are suitable for automatic contouring are also presented and the inherent advantages of interactive contouring using on-line plotters and graphics terminals for previewing of displays are described.

Geosynclines have been well studied for many years, but very little has been written about the concepts of sedimentary basins in spite of the vast amount of data available. They have been regarded, perhaps, as well- understood intuitively, and therefore not worthy of study. Many of the fundamental concepts of geology were developed during the 19th Century with the construction of coal mines, canals and railways. It was a happy chance that led railway engineers in the early days to think that trains could not climb any but the smallest gradient, so, in Britain at -least, numerous railway cuttings and tunnels were made. These exposed to view and study, in a better form than Nature usually provides, a great deal of interesting geology. Because of the lack of literature about the concepts of sedimentary basins, it is not possible to be sure what the early geologists thought. It seems that sedimentary basins were regarded as recording a history of subsidence during the early stages, when a transgressive sequence accumulated; and a history of uplift during the later stages, when a regressive sequence accumulated. It seemed axiomatic that the age of folding and faulting was younger than the rocks folded or Faulted.

This paper deals with the evolution of present mechanised declining and orebody development practices at Kambalda, since their inception in 1969. Eight separate decline accesses have been established over the past eighteen years and to date some 175 kilometres of declining and lateral development has been achieved utilizing a wide range of mechanised development and mucking units. Improvements in-the range of equipment available, functionalization of the develop- ment tasks and the resultant changes to piecework contract structuring have all contributed to the improved performances achieved in this concept of mine development. Even though numerous development advance rate records have been established at Kambalda, an ongoing evaluation of changes to both drilling and mucking units is underway to further improve these development performance rates.

This present paper deals with the fundamental study of the separation of fine cassiterite and quartz by liquid-liquid extraction using iso-octane as an oil phase, dodecylamine acetate (DAA) as a collector, and sodium chloride as a depressant. With regard to the distribution of fine cassiterite and quartz between oil and aqueous phases, the effect of DAA has been investigated in terms of pH, DAA and NaCl concentrations, zeta potential, and adsorption density. From the results of the experimental work, a maximum recovery of cassiterite in the oil phase was obtained with pH around 6.0, DAA concentration of 1.0 x 10-5 mole/litre, and NaCl addition of 0.1 mole/litre. In these conditions of liquid-liquid extraction, most of the fine quartz remained in the aqueous phase. Thus it was found that NaCI was an effective depressant for fine quartz under optimum conditions. A series of separation tests by liquid-liquid extraction was then conducted for the mixed samples (6.0 per cent Sn) of cassiterite and quartz. By a single separating process, the per cent of recovery of cassiterite in the oil phase was about 92 per cent with a grade of 27 per cent Sn. The same results could also be obtained by using kerosene in place of iso-octane as the oil phase.

The relationship between the maceral composition of coal and the strength of the coke produced from that coal has received a great deal of attention in recent years. Studies using two Bulli Seam coals, and blends of Bulli and Wongawilli Seam coals, from the Illawarra Measures of the Southern Coalfield of New South Wales were carried out. The optimum range of vitrinite was found to lie between 45% and 60% (mineral matter free). Above and below this vitrinite range coke strength deteriorated. I Coke strength indices increased with rank and the optimum vitrinite content increased with an increase in rank. These changes will require confirmation as trends by testing a third level of rank. It was noted that vitrinite content decreased with an increase in the specific gravity of separation of the coal. . T Use of- petrographic analyses will increase confidence in choosing coals for coking, provided the coals are well known. Such analyses offer the possibility of greater flexibility in coal purchases and the possibility of producing a marketable blend from coals, which have limited market potential. Critical base coals for blends can be conserved. Significantly more work is required before coal reserves can be utilised to optimum advantage. This work would require extension of-the studies discussed in this paper and, in particular, the testing of a wider range of rank.

This paper presents the results of state parameter estimates in an active coal boiler ash storage facility using the most recent methods currently in use for cone penetrometer interpretation. State parameters estimates are also compared with the critical yield stress ratio approach, which is proposed as an additional liquefaction potential screening method. Recommendations are provided regarding additional in situ tests and laboratory tests that may be undertaken to improve the state parameter assessment and data produced for use in subsequent stability or liquefaction studies.

Increasing growth in the minerals industry over the past decade has raised the question of whether the standard of training for new geologists has been negatively impacted. This hypothesis was tested by means of a survey. Factors considered included the quality of training and whether it has changed over the past 50 years, preferred styles of training compared to styles of training received and whether the quality of training provided by a company changed with the type or size of company. Data from 435 survey respondents showed a consistent standard of training, but a significant increase in the level of responsibility allocated to new geologists. Those with increased responsibility also had reduced access to additional support and were often asked to perform tasks for which they had little or no training. New geologists were more likely to receive better quality training in a large company (over 100 employees) that owned the mine or exploration lease. A more structured training program was more likely to provide a higher quality result than those with minimal or no structure.

Performance trials followed the commissioning of three large mine fans at Mount Isa in 1965. Actual performance characteristics were determined. These were in good agreement with predicted performance. Piezometer rings for volume flow and pressure measurement were calibrated, and the performance of some aerodynamic components of the installation was studied.Test equipment, preparation, and conditions are described.

The experiments described in this paper were carried out as a preliminary to a comprehensive study of the factors which affect the behaviour of lead during and subsequent to deformation by rolling and pressing. These observations are therefore to be considered as introductory to a further paper dealing more specifically with the above-mentioned variables.EXPERIMENTALThe rolling was carried out in a small mill with six-inch diameter surface ground rolls, both of which were electrically driven at 15 r.p.m. The average draft per pass approximated 0·03 in. The pressing was performed between platens in the compression unit of a 30-ton Amsler machine. The flat faces used had a ground finish comparable with the surface of the rolls. All hardness measurements were made with a Herbert "dead load" Brinell machine. The following te'sting conditions were maintained: ball diameter-5 mm.; load-10 kgms.; duration of loading-30 seconds; temperature of testing-16 to 18°C. "The Gold Technology Group at Curtin University through the AMIRA P420 series of projects has recently developed the integrated liberation leach model (ILLM) for optimisation of gold plants. The model encompasses recovery by both gravity (batch centrifugal concentrators or BCCs) and leach adsorption (CIP/CIL) circuits. The ILLM essentially combines the Group’s well-known standalone models (ie gravity and SIMCIL) to create a robust simulation package.The ILLM process model provides a tool for sites to determine optimum set points for operations to optimise recovery (eg target grind size). It can also be used to predict the effect on gravity recovery, leach recovery and overall recovery when changes are made to circuit design, either temporarily (eg a leach tank taken off-line for maintenance) or as part of a circuit expansion (eg expanded gravity circuit capacity, or addition of leach tank capacity).This paper discusses the capability of the ILLM process model by highlighting a recent case study. This paper describes studies into two particular aspects of the Lochiel deposit which formed part of feasibility level geot2chnical and hydrogeological investigations for proposed open cut mine development. The two aspects were depressurisation of thick beds of silt located through the profile and the determination of characteristics and origins of soil structure and their effect on pit stability. The studies were very detailed and multi disciplinary and highlight the integration of geology, geotechnics, hydrogeology and mining that is required for mine development studies. It is considered that as more marginal deposits are developed throughout the world the demands for efficient economic mining together with in- creasing scales of operation will require simi- lar types of studies. As such the studies pre- sented herein are likely to be a forerunner to a,emerging trend for development of open pit mines in difficult ground and water conditions.

Costain Resources Limited operates two open cut coal mines in the Hunter Valley coalfields of New South Wales, Ravensworth Mine and Warkworth Mine. The location of the Ravensworth operation is shown in Figure 1. In the case of the Ravensworth Mine, Costain Australia is essentially a contract miner and is contracted to supply coal to Pacific Power (previously The Electricity Commission of New South Wales), on contracts won through a tender system. Due to the existing infrastructure and the lease area that associated with the contract, the mining strips at Ravensworth South have a maximum strike length of 1500 metres. This paper deals with the methods of scheduling used to overcome the challenge of mining the short strike length, multi-seam deposit at Ravensworth South.

It is my pleasure to deliver the first Keynote Address to the first joint conference between The Australasian Institute of Mining and- Metallurgy and The American Institute of Mining, Metallur- gical and Petroleum Engineers. I am particularly pleased to be participating in this first joint meet- ing as I have been a member of one Institute for 41 years and the other for 35 years. An examination of the membership of both Institutes confirms the fact that the mineral in- dustry is an international one. This has long been the case and basically stems from the occurrence of mineral resources in most countries of the world. It is therefore fitting that these two 'Inter- national Institutes', representing the professions involved in the mineral industry, should choose `International Resource Management' as the theme of the first joint conference. The topic of this Keynote Address is `The mineral equation' or the counterbalancing supply and demand items and the factors affecting them. I propose to attempt to present the overall picture of the mineral equation as subsequent papers and sessions will deal with specific items in more detail. My thesis is broad and deceptively simple; it is that the continued existence and growth of world material civilization depends, in large measure, on the continued use and further dis- covery of world mineral resources. Material civili- zation is used as a broad term to include the pro- duction of man's shelter and tools together with the production of the `consumer' goods and ser- vices needed by society. First let us spend a few minutes looking at the development of material civilization.

A new gold cyanidation assay technique has been proven for a range of ores, where it has demonstrated benefits of being: ò Accurate (reduces the typical range of assay scatter almost three-fold, and avoids common fire assay interferences). ò Fast (under one hour, providing a quantum shift in space requirement and equipment utilisation each bottle roll can provide over 15 determinations per day). ò Simple (suitable for field application, no high skill or experience requirements). ò Profitable (reduced drilling, drilling time, ore misclassification and/or double handling after mining). ò Cheap (far lower cost than Fire or Aqua Regia Assays, ie LeachWELLTM costs around 10ó for a 20 g sample at 50 per cent solids, proportionately greater for larger samples eg $1 for 200 g samples which address most nugget effect problems). ò Relevant (distinguishes economic. ie cyanide-extractable gold, the only unequivocal value to use for true resource definition, mine planning and grade control). ò Robust (rough bucket chemistry of samplers does not seriously affect results). A new development is the provision of LeachWELLTM CAS, a solution, which also contains optimum cyanide and stabiliser concentrations; and offers greater: ò Safety (the dilute cyanide solutions are stabilised to avoid generating toxic HCN vapours; and present no cyanide dust or flying chips to deal with). ò Ease (a single squirt dispenses precise quantities of the entire reagent suite, avoiding multiple weighings). ò Reduction in total reagent costs. An inter-laboratory comparison on nine ore types, using two assay techniques (Fire Assay and Aqua Regia) involving 45 laboratories, has demonstrated that LeachWELLTM 60X assays for the samples tested, were equally or more reliable than typical Fire or Aqua Regia Assays. There is particularly great benefit in applying LeachWELLTM 60X assays to richer ores in comparison to Aqua Regia assays, which appear to be prone to very significant underassaying depending on individual analyst skills, and which often suffer greater nugget effects. The major impacts for heap leaching are that: ò Using the LeachWELLTM assay technique for grade control, ore of marginal grade is not accidentally discarded to waste or visa versa due to the scatter of assay data inherent in typical small charge (25 g) fire assays. ò LeachWELLTM assays very importantly report only that gold which will be recoverable in the heap, viz that which is liberated - an important factor where the coarse crush often leaves ten per cent of gold unliberated. These impacts are of particular importance for many ores (ie most of those recovered from open pit operations and at the margins of rich ore subject to slurry processing) subjected to heap leaching as the oxide zones often present major problems of nugget effects as well as mineralisation that cannot be accurately assigned through interpretation of clear structural controls.

Acid rock drainage (ARD) can have detrimental effects on mining infrastructure, water reuse options and environmental discharge. As a result, some form of short- or long-term treatment is required at many mine sites. Successful treatment depends on a number of factors including the selection of an appropriate treatment technology and its correct implementation. A variety of passive and active technologies are available for dealing with ARD. Passive treatment solutions do not require continuous chemical inputs but take advantage of naturally occurring chemical and biological processes. They are often low cost, site specific approaches and are predominantly used in post-closure situations. Passive systems are well suited to drainage with low acid loads and low soluble aluminium concentrations, and are more effective with highly reduced (ie low oxygen) water. While they are often regarded as permanent fixes, most require some form of ongoing maintenance and all have an engineered life expectancy (ie finite carbonate and organic matter budgets). Passive treatments include, oxic limestone drains, anoxic limestone drains, limestone diversion wells, various reducing and alkalinity producing systems, pyrolusite limestone beds, aerobic and anaerobic wetlands, permeable reactive barriers (organic ¦ carbonate and zero valent iron), slag leach beds, and gas redox and displacement systems (GaRDS). Active treatment solutions require a continuous or semi-continuous activity (eg reagent dosing) to correct water quality issues. They can be engineered to treat virtually any type of drainage or site specific ARD issue, and have no set acid load or redox limitations. Tasks handled by active treatment systems are almost invariably larger and more costly than for passive systems. Active treatment approaches include; pH control, adsorption/absorption, ion-exchange, electrochemical concentration, biological mediation/redox control, flocculation/filtration and crystallisation. A range of generally available and proprietary technologies has been developed around these approaches. Active treatment involving pH correction with alkaline amendments is the most common and cost-effective form of ARD treatment. A variety of fixed plant and portable treatment systems are available. Calcium-based reagents, including quicklime (CaO), hydrated lime (Ca(OH)2) and limestone (CaCO3) remain the reagents of choice for the majority of active ARD treatment worldwide. This is principally due to their widespread availability, non-proprietary nature, and variety of proven dispensing technologies and cost-effectiveness. Limestone, in particular, is a very low cost reagent. However, due to æefficiency of useÆ problems with limestone in passive treatment systems, combined with its very low cost, there has been a recent emphasis on developing active treatment systems that use limestone efficiently. As the requirement for treatment increases, there is a growing emphasis on treatment sludge management and sludge stability. The final choice of a suitable treatment technology is dependent upon water chemistry (eg pH, type of metal contamination, acidity), flow rates, acid load, local natural resources (neutralising materials, topography), climate, site logistics, environmental risk and economics. The benefits and limitations of both passive and active treatment technologies are summarised.
