The traditional measure of Lost Time Injury Frequency Rate (LTIFR) as a measure of improvement in safety performance is recognised as inadequate and misleading, lulling managers into believing that safety is improving. It is a reactive measure, and steadily declining LTIFRs around the world have failed to be accompanied by a similar reduction in the fatality rate. This paper confronts the industry with the attitudes of some mining managers, such as one that allowed fatalities to occur in the case of a gold mining company at a rate of one death per 150 000 ounces of gold produced while claiming their safety record has improved, as shown by a falling LTIFR, and viewing fatality reductions as a long-term goal instead of an immediate priority. A quantum shift in management attitudes is required to focus on proactive measurements to detect the indicators of an impending disaster, and to predict conditions conducive to fatalities. Corporate CEOs are challenged to attend the funerals of all workers killed in the workplace. CEOs who fail to attend such funerals send a message to employees that the CEOÆs priorities lie elsewhere, and that profits take priority over workersÆ lives. The dichotomy of whether mining companies are run for the benefit of shareholders or whether companies owe social responsibility to the community is examined. The role of individual responsibility for personal safety is examined, together with the psychology of employees in the mining industry. A number of proactive measurable indicators are suggested to stimulate discussion on developing robust measuring tools to predict and therefore prevent fatalities.

One of the major changes in the resource industry in the nineties has been the re- internationalisation of the industry. The history of the resource business has been one of companies from the developed world utilising the cash flows from their operations to explore and develop mines in less developed regions of the world. This resource development has progressively generated wealth and economic development, which in tum, has led to a new generation of exploration and mining projects.   InSouth America, Chile had led the way in a mining resurgence, now closely followed by Argentina, Brazil, Venezuela and Peru. Although Chile has long had a significant copper mining industry, the pre-nationalisation phase was driven by American capital; the current phase has been spearheaded by RTZ - BHP at Escondida with Canadian junior companies, in particular, providing major speculative impetus. The Australian junior companies have not been significant in South America.   Although Canadian and USA exploration appears to be in decline, the mining industry, particularly in gold, is buoyant in North America. Interestingly, a number of listed and unlisted Australian companies are active, particularly in United States exploration.   Australian-based companies have dominated the South-East Asian exploration scene, especially in the Vietnam region. To date, the combination of political and legislative uncertainties have failed to lead to significant resource developments in this region. The area remains one of great potential, as exemplified by the exciting developments in Indonesia.   The Philippines has a history of mining, and this has been dominated by both local and North American operators. Both large and small Australian resource companies have a presence in the Philippines, and the development of the copper-gold potential could be impressive over the next decade.   The tales of the undeveloped mineral potential of China are probably rivalled only by the supposed strings of virgin Russian orebodies! Many Australian companies appear to have looked but few have chosen to proceed with Chinese developments. There seems little likelihood that China will, in the foreseeable future, rival South America as a target for Australian and North American resource capital.   Papua New Guinea has had an active, albeit chequered history in mining, with Australia long being the predominant source of exploration and development funds. The developing nation status of PNG has generated extreme uncertainty, with the current exploration scene all but dead. Most recently, the international flotation of Lihir Gold has tested the international and Australian investment community's commitment to PNG resource development.   The Australian exploration scene continues buoyant, although dominated by gold. The base metals scene is generating, on average, one significant base metal mine developed every couple of years. This is probably the fastest rate of significant base metal development in Australia's history.   The gold scene has been one of incredible dynamics, and there is no evidence that this momentum is waning. The development of new exploration techniques, together with a number of the companies reaching a critical size, has added to the momentum in the industry.

The Mesozoides of North-Eastern Asia represent a collage of exotic terranes which were accreted to the margins of the Siberian continent. In the Late Precambrian and Phanerozoic, the passive margin of the Siberian continent (the current north-east) broke up into a number of discrete fragments as a result of rifting events in the Riphean, Early and Middle Paleozoic. Rift related mineralisation includes stratiform and stratabound copper and base metal mineralisation in the structures of the Omulevka, Okhotsk and Prikolyma basement terranes, as well as along the edge of the Siberian continent in the Paleozoic sediments of the Verkhoyansk passive margin. During the Late Mesozoic the terranes were reassembled in a series of accretionary events. At the end of the Jurassic, the velocity of the Kula plate increased, and the opening of the Canadian Basin in the Arctic commenced, changing the vectors along which the Siberian and North American plates moved. Island arcs terranes were pushed back onto the Omolon super-terrane which was in turn pushed onto the Siberian Craton in a series of massive collisional events that resulted in the restructuring of the whole region. Numerous granitoids characterised by collisional and island arc chemistries with Au and accompanying Sn, and W mineralisation were emplaced. Mesothermal gold-quartz mineralisation was emplaced in a series of narrow belts that adjoin major crustal sutures and that spatially overlap belts of granitoids and zones of subgreenschist metamorphism. Each of these gold-quartz vein belts corresponds with a specific collisional phase. In the middle Cretaceous, the Okhotsk-Chukotka volcanic belt developed along the paleo-Pacific margin of the Siberian continent. Epithermal Au-Ag developed in the volcanics and shallow mesothermal Au-Ag-quartz and Au-Sb mineralisation developed in the Mesozoides. Porphyry and skarn style mineralisation developed in both the island arcs and in the continental Okhotsk-Chukotka Volcanic Belt.

The modern resource extraction enterprise is a complex capital intensive business operating in a world of constantly evolving social, environmental and economic scrutiny. Investors, government, media and special interest groups expect to see business environmental and social performance respond and deliver increasing corporate responsibility and sustainability.   Thorough interrogation of business performance using a multi-disciplinary due diligence approach presents a more sophisticated review and benefits beyond the traditional compliance/conformance 'audit' style assessment.   Using a due diligence approach allows assessment through a comprehensive lens which examines potential short- and long-term risks including sometimes less tangible environmental and social liabilities, and informs management, investors and regulators of broader business performance. This approach provides information in a form that business can measure performance in a repeatable and enterprise wide sense.   This paper provides an outline of the due diligence process applied in this way, drawing from lessons learnt and industry based experiences in the due diligence process and the benefits and tools that can  be applied in an environmental and social due diligence business performance assessment

Miners and explorers in New Zealand are expected to consult with stakeholders, keep out of core conservation areas, and operate a high standard of environmental management and rehabilitation. These requirements are not difficult to meet, but many of the industry's own actions have brought it to a low level of general public esteem in New Zealand. Reasons for this are discussed, drawing examples from the Maruia Society's experiences with the industry since the mid-1980s. The boundary between core conservation areas and other land is not easily drawn, and the Maruia Society has sought to work with the mining industry to promote legislation for net conservation benefit trade-offs. However this initiative was not successful. Today the industry, unlike most other major industry sectors in New Zealand, has no accord with the country's conservation movement.

In the flotation of fine particles, problems arise which do not occur with coarse-ground pulps. For example, the presence of colloidal or near-colloid- al gangue particles gives rise to ex- cessive entrainment in the froth, with reduced grade as a consequence. If the values themselves are finely dissemi- nated, the recovery usually decreases as the particles diminish in size, so a low recovery is combined with poor grade. Sutherland and Wark (1955) referred to the complications arising from the presence of fines, indicating (p.382) that fine grinding "introduces diffi- culties that have not yet been satis- factorily overcome". At the time of writing, very little work has been done on fines flotation specifically, yet the groundwork has been well laid. The availability of better scientific instruments, together with the general advance of understanding in a wide variety of relevant research fields, has taken us a long way toward finding the reasons behind the problems as- sociated with fines, and also toward finding practical solutions. It would be useful to define what is meant by "fine" particles before going further. To some extent, the definition is somewhat elastic as far as flotation is concerned, because the density of the particles has a bearing on whether or not they act as fines. But in general we are dealing with particles less than about 20 pm in Diameter.

Operating metallurgists spend a significant part of their time running plant trials to compare two or more conditions in order to improve the process, such as a new reagent, flow sheet or piece of equipment. The best way to conduct such a trial is as a paired experiment when testing two conditions (eg 'old' and 'new') or a randomised block design when testing more than two conditions. These experimental designs should always be preferred over alternatives if their requirements can be met, because they block the effect of uncontrolled variables ('covariates') and are the most statistically efficient, ie they will lead to the required level of confidence in the outcome faster than other methods. Sometimes, however, it is not possible to switch condition easily, which is a prime requirement of these methods. In such cases the only option may be to switch condition once only, and compare the process performance before and after the switch. Examples are testing grinding media, large equipment, or long residence time processes such as leach trains or CCD thickeners. This paper considers some data analysis methods to deal with this situation. Modelling with intervention analysis (IA) uses regression models with a dummy variable to indicate the presence or absence of the test condition. IA with a time series model ensures that the residuals are uncorrelated. IA with a process model helps to deal with the problem of covariates. The reference distribution is a method free of any statistical assumptions but is less powerful than the other methods. Cusum charts are a helpful visual aid to interpreting time trends. A combination of these methods can help improve the confidence in the final decision. None are as good as a formal experimental design such as a paired trial.

Accurate estimation of rock load and selection of types of ground reinforcement to match post-failure behaviour of rock mass are important issues to assure tunnel stability. This paper focuses on the main factors affecting rock load to evaluate the capabilities of the existing models for prediction of rock load. Rock mass properties, project features and excavation method, as well as ground conditions and stress condition were found to be the key factors affecting the magnitude of rock load. Field data from tunnels of about 37.5?km driven in several geological structures in non-squeezing ground was used in this study. An in depth statistical analysis was performed on data to find correlations between the input parameters and measured/observed rock load. A weighting system was proposed to obtain the proper contribution of each factor for estimation of rock load in tunnelling through various ground conditions. The new classification system offered predicted values for rock load that were in a good agreement with the actual field measurements. The high disturbance factor (D>0.4) was the prime factor which controlled the rock load. Rock mass quality was the second key factor influencing rock load, which could be estimated by GSI, GSIresidual , especially when combined with tunnel depth.CITATION:Afshar, T, Sharifzadeh, M and Rostami, J, 2014. The Fosterville Goldmine in Victoria employs bacterial oxidation (BIOX« Process) to liberate gold from its flotation concentrate. Gold occurrence is primarily as submicron particles in pyrite and arsenopyrite and has been described as being in æsolid solutionÆ and therefore not amenable to direct cyanidation even with fine grinding. Once liberated by the oxidation process, the gold is then available for cyanide leaching. While the oxidation process is very effective, it has been found that a portion of the liberated gold can become suspended in the liquid phase in what appears to be a colloidal state. This liquid becomes a waste stream during washing of the oxidised solids and the suspended gold is therefore lost. This paper discusses investigations into the causes of the loss and also describes the successful use of quebracho tannin in reducing colloidal gold loss. Laboratory and subsequent plant trials, showed a gain of 2.6 per cent in overall gold recovery based on mill feed and waste stream data.

For years traditional optical microscopic techniques have been used successfully to carry out mineralogical studies on processing products. Essential information could be obtained by supplementing microscopic data with X-ray powder diffraction data, chemical analyses, etc. However, most of the time the mineralogists working on plant related issues, would supply qualitative information to the metallurgists, due to quantification not being possible in the available time. Since the late-80s, the use of semi-automated to automated techniques for mineral quantification has impacted positively on the use of mineralogy for optimising processing plants. Rustenburg Platinum Mines (now Anglo Platinum) were the first mining company to purchase a Qem*Sem in 1987. With the success achieved in quantifying the minerals in the concentrator streams of the Rustenburg Platinum operations, a second instrument was purchased soon after. These instruments have proven invaluable tools in understanding the flotation behaviour of the sulfide and gangue minerals in the various reefs of the Bushveld. Restrictions in the resolution of these earlier instruments, as well as the time involved in searching for and correctly identifying the fine-grained platinum-group minerals (PGM), meant that these investigations focused on the deportment of the more abundant base metal sulfides, rather than on the actual PGM. The Mineral Liberation Analyser (MLA), which became available in the late 1990s, was well suited to detect and analyse minerals occurring in trace amounts such as the PGM. Anglo Platinum was the first mining company to purchase such an instrument and now has fourteen systems operating at the AR Crown Mines site. One of the applications of these systems involves the study of feeds, concentrates and tailings from the various concentrators on a monthly basis. These routine investigations provide information on a variety of mineralogical parameters, including liberation, association, and grain size. Results are used to emphasise areas for improvement, and specifically underline those areas where improvements will have the most impact on recovery. After new or different technologies have been implemented, mineralogical characterisation of the different process streams is an essential component in the assessment of the impact of these changes on flotation performance. In addition, the knowledge is databased for future reference to draw trends across the various concentrators around the Bushveld complex, and is also used for comparative studies when plants experience high losses to tailings. Due to the success of these investigations the question was posed whether it was possible to obtain data on a daily basis, as compositing samples could hide the impact of daily events. Although the instruments currently used are suitable for a research environment, these are not ideal for mine-site implementation. For that reason Anglo Platinum, together with FEI embarked on a development program to develop a system that can be implemented on-site to measure the important mineralogical characteristics on a daily basis. Important requirements for such a system include time-to-data, ease of use and regular quality control. Highlighting some results from concentrator studies, the presentation will review the progress on the development of automated mineralogical techniques for fast, automated mineral measurements. An important requirement in every geological quality control program is that the identity and grades of the control samples (duplicates, certified reference materials (CRMs), and blanks) must remain æblindÆ to the analytical laboratory. Once the entity to be controlled is aware of relevant details of the control process, such as the identity of the control samples, the objectivity may be lost and the control may no longer be completely valid. Whereas the blind insertion of field duplicates and coarse blanks can be easily conducted at site, simultaneously with the sampling process, the rest of the control samples should be inserted into the batches during or after sample preparation and prior to assaying, in order to ensure a proper assessment of precision, accuracy and assay contamination, independent of the internal quality control of the laboratory. Such a procedure raises the concern that blind insertion of crushed or pulverised material in sample batches prior to assaying could represent a breach in the chain of custody principle, as samples would have to be temporarily returned to the custody of a non-laboratory person in charge of the insertions. In this seemingly conflict scenario, what should we give up? Do we maintain the strict chain of custody, knowing that the laboratory will be aware of the identity of some of the control samples, or that some duplicates will not be true same-batch duplicates? Do we ignore chain of custody issues to maintain the anonymity of the control samples and insert blind same-batch duplicates, CRMs and blanks? Is it possible to do blind insertions without breaching the chain of custody? Current NI 43-101 and JORC requirements, as well as real-world QA/QC and sample security practices, are discussed in light of AMECÆs approach to the solution of this apparent dilemma.

In September 1988 the Imperial Smelting zinc - lead blast furnace at Avonmouth England, was uprated from its then 52 week annual rated capacity of 90 000 tonnes/year of furnace zinc to 110 000 tonnes. In order to provide sufficient extra feed the sinter plant was likewise uprated in April 1989 by increasing the blowing rate of the sinter/acid plants from 100 000 to 120 000 Nm3/h, effectively a 20 per cent increase. In the 12 months after the uprate zinc production was only 85 000 tonnes. Two years after the uprate zinc production had increased to 100 000 tonnes, but it was not until January 1992 that a rolling 12-month zinc production of 110 000 tonnes was consistently achieved. This paper describes the problems encountered with the uprate and how they have been or are being overcome. It deals chronologically with events starting with the restart of the ISF at the end of 1988 and covers the following issues and their resolution: 1. Initial shortages of sinter due to an offset in uprate timing. 2. Greater difficulties in operating the larger furnace particularly on start-up, the greater tendency for iron production and serious slagging problems. 3. Coincidental timing of deleterious trends in slag chemistry. 4. Refractory problems in the furnace shaft and condenser. 5. Shortages of sinter due to commissioning problems with the wet gas and sinter tip end fans, and difficulties in obtaining sufficient sinter hardness. 6. Unrealised full benefits of the sinter-acid uprate due to a late change in design to dispense with sinter gas recirculation, but offset by successful use of oxygen. In a planned maintenance stop in September 1992 further improvements to the furnace design were carried out to resolve the refractory problems, and with improvements to the sinter plant the furnace zinc output capacity is planned to rise to a rate of 120 000 tonnes/year within two years.

The offshore Maui gas/condensate field was discovered by Shell BP and Todd on Services Limited in 1969. Subsequent appraisal drilling and negotiations with the Government led to a development agreement, æThe Maui White Paper' being concluded in 1973. Part of this agreement provided for the Government to take a 50 per cent shareholding in the field. The field is comprised of a double domed anticlinal structure containing two gas reservoirs at depths ranging from 2700 - 3000 m. Water depth is 110 m. The development plan called for two standalone steel platforms to be installed sequentially over a period of some years depending on gas demand. The first platform (MPA) was put in place in 1976 but difficulties were experienced with piling and drilling of the 12 (later increased to 14) wells did not start until 1978. First gas was piped ashore late in 1979.

This paper describes a mine truck hauling process called "Truck Jigging" which is currently the subject of a process patent application.The investigation explores the production and cost advantages of using the potential energy available in a descending haul truck to assist in elevating an ascending vehicle. Applications are studied for both strip cut mines and open pit operations. Various mechanical connections between the two vehicles are considered, based on a pulley mounted rope system. Fifteen year operating cost estimates show savings of up to 26.5 percent over conventional mine truck operations.

Oceana Gold as part of their environmental strategy are looking at various methods for cost-effective revegetation of their tailings dams. Under the concept of revegetating the tailings this study looked at several issues. These issues were; testing different methods of revegetation, arsenic (As) uptake in vegetation with respect to capping thickness, and background As levels in farmland areas above mineralised rocks. A number of plots were set up in a temporarily disused tailings dam to trial the direct sowing of ryecorn into the tailings.   Ryecorn was sown in sandy tailings (ca 1000 mg/kg As) and then covered with oxidised schist to anchor the seeds. This proved successful and ryecorn was established. Once the plots covered with oxidised schist were growing, 1 m and 2 m strips were sown on the sheltered side of the existing plots without the covering of oxidised schist. The uncovered plots also established successfully. From this set of trials a sowing plan can be developed that uses a minimum of resources to successfully establish vegetation. The maximum As content of the ryecorn was 80 mg/kg. Clover, Yorkshire fog and ryegrass plant matter was sampled from a pot trial that used different thicknesses of topsoil covering tailings material. As the thickness of topsoil increased, the amount of As taken up decreased. Soil samples were taken from farmland areas which were known to have elevated levels of As (up to 1000 mg/kg) in the top 10 cm. Vegetation samples were also taken from the same locations, and show the As levels in plants is <50 mg/kg.

Measurement of the net percolation from the base of a cover system into the underlying waste material is a key component of a cover system monitoring program. The units of measure (ie a percentage of precipitation or rainfall) are simple to understand for all stakeholders, which increases the importance of obtaining representative net percolation values. In general, lysimeters are used to measure net percolation across the cover material-waste material interface; however, the design of lysimeters for cover system monitoring programs in the mining industry have typically not considered fundamental aspects of lysimeter design. Lysimeter design is typically thought of as being conceptually simple, when in reality the design, installation, and operation of lysimeters is often counter-intuitive, due to the complexities of flow through unsaturated soil systems. This paper puts forward a methodology for lysimeter design while also presenting the fundamental design variables that should be considered. Lysimeter design for differing climates, cover materials, and waste materials is discussed. Finally, the performance of lysimeter designs previously installed in the field at sites in Australia, Canada, and the United States are subjected to numerical modelling to determine whether net percolation is being measured properly.

THE question of dealing with the small quantities of copper found in a great many of the purchased ores became a factor of importance when the Sulphide Corporation decided to refine its own lead bullion, as the presence of this impurity has a marked effect on the efficiency of the de-silverizing operations of the Parkes process. Removal of the copper from the base bullion.The copper is removed from the base bullion by drossing, which collects the copper, and at the same time has considerable gold, silver, and lead values. The drassing of the bullion is done in two stages-firstly, at the smelters; and secondly, in thecopper kettles at the refinery. In both cases a "wet" dross is produced, which is subsequently "sweated" in a suitable type of furnace. When "dry" the dross is raked out and stored until enough accumulates to warrant a nUl on dross in the small blastfurnace kept for that purpose. A typical assay of the "dry" dross is as follows...WORKING THE DROSS UP TO LOW-GRADE CU-PB MATTEThe accumulated dross is treated in a small blast furnace with the necessary fiuxes, producing a low-grade Cu-Pb matte and base lead bullion.

AGL is one of Australia’s leading integrated energy companies and the largest ASX listed owner, operator and developer of renewable energy and thermal generation in the country. AGL owns and operates the 2210 MW Loy Yang A power station and adjacent 30 Mt/a brown coalmine in the Latrobe Valley, Victoria. It also supplies coal to the nearby 1050 MW Loy Yang B power station owned by the GDF Suez (Engie)/Mitsui partnership. The mine is currently nearly 5 km long, more than 2 km wide at the operating face and up to 200 m deep. AGL employs a large workforce at Loy Yang and a substantial amount of services are performed on-site by contractors and consultants.GHD provides mine planning, earth sciences, civil/geotechnical engineering, dam surveillance, plant engineering and environmental services to AGL Loy Yang through an alliance framework. GHD is one of the world’s leading professional services companies operating in the global markets of water; energy and resources; environment; property and buildings; and transportation. In addition to GHD’s global footprint, the company also has a significant Victorian presence, including a permanent, well-resourced regional office in Traralgon, approximately 10 km from Loy Yang, as well as a permanent site office.A joint paper on the Loy Yang mine professional services alliance model was written for the AusIMM International Mine Management Conference in 2006 by Woods and Wood. Now ten years on, this paper provides an overview of the present relationship and arrangements, including the continued transformation of the alliance model and maturing of the relationship contract.These are challenging times, with increasing cost and regulatory pressure driving change in the broader energy and resources industry, and locally including both the mining and power sectors at Loy Yang. Flexible models to achieve a balance between internal personnel and access to key external skills, whilst achieving value for money and transparency, is increasingly critical. The right drivers and performance measures are essential, particularly when confronted with potential major technical and environmental risks (considering significant ground failure and fire events that have occurred elsewhere within the Latrobe Valley over the last decade) within a sector that is reducing costs and optimising production.This case study discusses the alliance status and changes, reasons behind adjustments and what the future is likely to hold. The paper also explores the validity of the original objectives and the extent to which they have been achieved. The philosophy of the alliance is to continue closely aligning the objectives of the two companies in the best interests of the Loy Yang site and immediate surrounds/stakeholders.
