THE writer approaches this subject with a great deal of diffidence —first, because it is utterly impossible to treat it satisfactorily within the limits of a paper, and, secondly, because the larger development is of so comparatively a recent date as to make authoritative data on some interesting points unavailable. For over one hundred years small charcoal-fnrnaces have been in existence, at widely scattered points, making a few tons of iron daily, and then gradually increasing to a daily output of, say 10 to 12 tons, as the market widened. With the exhaustion of local supplies of wood, inaccessibility to market, and sharp competition, bringing lower prices, many were compelled from time to time to make temporary stops, and finally to cease altogether. During the first half of the century there were at different times in operation between 75 and 90 charcoal furnaces. The last Directory of the Iron and Steel Works of the United States (1890) gives 19 as the number of charcoal-stacks in Virginia. Of these several are cold, and, it is

Many investigations have been made on the effect of the variables of pressure, sintering temperature and sintering time on the physical and microstructural charactcristics of metal-powder compacts. Severa1 such investigations have indicatcd that pressure is the least important of these three factors in an attempt to secure a dense. strong compact by a simple coltl-pressing and sintering procedure. However, it was felt that a further study of the effect of pressure on pressed and sintered metal powder compacts might prove interesting, for the following reasons: In work done in the past on the effect of pressure, temperature. arid time, the, metal-powder compacts were subjected to long sintering periods, and temperatures right up to the melting point of the metal were applied. It was thought that pressure might exert a more profound effect under short-time simtering and within narrower ranges of temperature. such as normally would be applied in large-scale production of metal-powder parts. 2. It was hoped that something further might be learned of the nature of the bond in pressed and sintered metal-powder compacts. 3. It was thought that interesting infor mation concerning the work-hardening effect of pressure on the crystal structure. of sintered metal-powder compacts would be obtained. Procedure Rectangular bars, 2 by 1/2 by 1/4 in. were molded from the following metal powders: Atomizcd till powder, 325-mesh Atomized aluminum powder, 325-mesh Reduced copper powder, 100-mesh Electrolytic iron powder, 100-mesh Atomized 70-30 brass powder, l00-mesh The, till powder was molded at various pressures up to 40 tolls per sq. in. This was the maximum, because at higher molding pressures there was considerable extrusion of tin into the die wall, jamming the die plungers. The tin specimens were not -in tered, as this phase of the work was- done merely to see how much a very sold metal could be compressed. The aluminum powder was compressed at various pressures up to 50 lons per sq in. Higher pressures could not be used because of extrusion into the die wall The compacts were sintered one hour at 000 in pure dry hydrogen. The copper powder was molded at vari-ous pressures up to 96 tons per sq. in. One set was sintered at 750°C., another at 050 C. for one hour in pure dry hydrogen. The electrolytic iron powder was molded at various pressures up to 00 tons per sq. in. and sintered, one set at Soo°C and one set at 1300°C for one hour in pure dry hydrogen. Extra 325-mesh specimens were also prepared to study the effect of reduced particle size on grain structure. The brass powder was molded at various pressures up to 96 tolls per sq. in. and silltered for one hour. one set at 65o°C. and one set at 800°C, in pure dry hydrogeu.

Edward Stafford, Chester, Pa.:—Doring all my business life, I have been engaged in the manufacture of Bessemer and open-hearth steels, but, during my long connection with the Shoenberger Steel Co. of Pittsburg, I had some experience in the manufacture of high-grade puddled iron for horseshoes, and in making, by Dr. Otto Wuth's process, extremely pure, low-phosphorus puddled blooms (analyzing from 0.005 to 0.01 per cent. of phosphorus and sulphur), which were melted with low-phosphorus pig-iron in acid open-hearth furnaces, to make extra locomotive fire-box steel. I have also seen the Danks puddlers in operation at different times and places, notably where they were most successful, at the Otis Steel Works, Cleveland, Ohio; then under the management of our friend, Mr. S. T. Wellman. These Danks blooms were made solely for open-hearth melting-stock, to which they were well adapted. (The unavoidable presence of bits of ore-fix imbedded in the mass of the metal always prevents the profitable manufacture of merchant iron from Danks' blooms.) With the experience just described, I was to some degree in position to value fairly the means, methods and results of Mr. Roe's mechanical puddling from the metallurgical or technical and economic points of view, when given an opportunity by Mr. Roe to see his puddling-furnace or machine in operation in Pottstown, Pa. Briefly, the furnace, with water-cooled bottom, is rectangular in plan, about 20 by 8 ft. in the clear, suspended by trunnions at the middle of the long sides, at a height of 17 or 18 ft. above the general level. The oscillation (65" each way from the vertical) is accomplished by geared segments (attached to the downward-projecting side or trunnion-plates) with which engage pinions driven by a reversing engine. The melting points of mixtures of titanium dioxide and other titanates have been reported to a limited extent as binary systems and some results have been reported in conjunction with silicon dioxide. The limited data indicated that a low melting zone might exist in a ternary or quarternary system of CaO-MgO-TiO2-Al2O3, since the eutectics reported in the binary systems of MgO.TiO2-TiO2, Al2O3TiO2-TiO2 and CaO.TiO2-TiO2 were of about equivalent composition of TiO2. The importance of a low melting region with a high titanium oxide value in the developing of high titanium slags is fully appreciated by metallurgists. A comprehensive study was undertaken to establish basic information on low melting titanate mixtures. Compounds in the System CaO-MgO-TiO2 -Al2O3 Preparation of the titanates of CaO, MgO and Al2O3 confirmed reported data that the following compounds could be formed under oxidizing conditions in solid state reactions: CaO.TiO2, 2MgO.TiO2, MgO.TiO2, MgO-2TiO2 and Al2O3.TiO2. Under oxidizing conditions it was not possible to react MgO with TiO2 in mol ratios higher than 1:2 without having unreacted TiO2 in the product, nor was it possible to form calcium or aluminum titanates with a higher mol ratio of CaO and A12O3 to TiO2 than 1:1. By fusing mixtures of Al2O3-TiO2 and MgO-2TiO2 together a series of solid solution products were obtained, which showed an MgO-2TiO2 X ray diffraction pattern shifted to smaller inter-planar spacings. Range of Investigation Data in the literature1 indicated that these titanates had melting points which ranged from 1645 to 1860°C. Since the purpose of the study was primarily to provide useful data for smelting titaniferous ores, the work was restricted to the zone of the system which would include the crystalline phases present in the slags. The explored limits were bounded by CaO.-TiO2-MgO.TiO2-TiO2in the base plane. The system was extended to a fourth component Al2O3-TiO2 since many titaniferous ores contain appreciable amounts of A12O3. In the quarternary system CaO-TiO2-MgOTiO2-TiO2-Al2O3TiO2, a tetrahedron was used to represent graphically the components, with one component at each point of the tetrahedron. In the base plane, mixtures were pre- pared to represent fairly uniform changes of composition over the desired range expressed on a mol percent basis. Al2O3-TiO2 was brought into the system in increments of 10 mol pct up to 40 pct. Mixtures were then made up for each of the Al2O3-TiO2 planes. The ranges employed were then represented by five planes cutting the tetrahedron at 10 mol pct Al2O3-TiO2 intervals. Choice of Equipment Although it was necessary for all smelting work to be done in a strongly reducing atmosphere, it was decided that all melting point determinations should be done under oxidizing conditions. This decision was prompted by the fact that TiO2 reduced to lower oxides in a reducing atmosphere with consequent changes in melting points. The use of a micropyrometer and a platinum strip furnace for work of this type is adequately described in the literature.2 With modifications, equipment was selected which provided a fairly rapid method of determining melting points of refractory oxides. The final assembly, which was used, consisted of a platinum strip furnace and a Leeds and Northrup disappearing filament optical pyrometer attached to a special telescope which magnified the sample about 20 diam. The furnace assembly consisted of a platinum strip 0.005 X 0.3 X 2.2 in. mounted on brass posts on a refractory base. This was enclosed in a black steel shell which had a 2-in. opening at the top for purposes of sighting the telescope. The platinum strip was in series with two 0.04 ohm nichrome resistors connected to the secondary of a 2 kw transformer which supplied 17 volts. The current to the primary was varied

The formation tester, as the name implies, is a tool built for testing the contents of sands encountered in drilling Wells Without actually cementing casing on the sand. The tester was developed in the Mid-Continent and has been in use commercially there since about 1926. However, some two dozen patents have been issued on formation testers dating back to the seventies. The method apparently was an outgrowth of the old Mother Hubbard grain or bean packer, used around casing before the days of cementing casing. These packers were also seated in a tapered hole and if the formation tested was not satisfactory the casing was pulled loose and the hole taken down to another formation. A great deal of experimental work has been done in its development, and as a result of this work the formation tester became an accepted integral part of the petroleum development in California. The formation tester was introduced into California some three years ago by M. 0. Johnston. Months of discouraging and expensive work followed its introduction into this state, but one organization after another tried the tool and its use is now fairly general. Shortly after Johnston began testing in California, the Halliburton tester was also introduced into the state and now another tool is being introduced, the Shaffer-Roles tester. Principle and Operation of Testers The principle employed in all formation testers is that of packing off the fluid in the hole above the formation to be tested and thereby prevent,ing it from having access to the testing tool. This permits the fluid contained in the given formation to have unrestricted access to the tool. It is accomplished by running the tool and packer on the bottom of the drill pipe; the valves in the tool being closed while going into the hole to prevent fluid from entering the drill pipe. The packer is then seated at the desired point, trapping the drilling fluid above it. When this has been done, the valves in the tool are opened and the fluid from the formation is allowed to enter the empty pipe through the tool. If the

ARE we a "have" or a "have-not" nation in our domestic supply of metals and minerals? Impinging on the ears of a people weary of war and faced with the problems of reconversion to peace, the import of this question has built up with the momentum of an avalanche. Stemming from statistics cited by Pehrson and accelerated by the pessimistic and possibly biased statements of Ickes, hardly an issue of any technical periodical dealing with mining has appeared during the past year but within whose pages was to be found some comment, some discussion of the question: Are we a "have" or a "have-not" nation? We have proved commercial reserves of high-grade iron ore in the Lake Superior region sufficient for 22 years, based upon the prewar rate of consumption; commercial copper reserves to last only 34 years, one fourth being inferred ore; zinc sufficient for nineteen years, over half being inferred; lead for twelve years, two thirds of which is inferred; mercury for only three years. So read the figures. Although admitting that these figures may be extended by new discoveries, by the use of marginal and submarginal ore, and by further technological advances, are we nevertheless to assume complete pessimism in the acceptance of the meaning of these statistics; are we to expect a rapidly increasing dependence upon foreign sources of mineral supply; are we to believe that we are at or near the peak of the "metal age" as has been held by Theodore J. Hoover? Or is some more optimistic viewpoint possible?

Production of oil in Oklahoma during 1927 amounted to 273,256,900 bbl. (Table l), an increase of nearly 100,000,000 bbl. over the previous year. All of the major fields declined with the exception of those of the Seminole district which produced 136,105,000 bbl., almost one-half of the total production of the state. Because of this large new production, most of the development in the state during the year took place in that district. The Seminole City pool located in T.-9-N., R.-6-E., was the first of these pools to be developed. The Indian Territory Illuminating Oil Co. brought in the first well in this field in March, 1926, for 1100 bbl. This well is located in Sec. 24-T.-9-N., R-6-E., and produced from the Hunton lime reached at depth of 3900 ft. The first Wilcox production was developed by the Independent Oil & Gas Co. and R. S. Garland in Sec. 26, T.-9-N, R-6-E. This well was being drilled for production in the Hunton lime but was dry in this horizon and was deepened to the Wilcox sand in July, 1926, and at the total depth of 4069 ft. developed a maximum production of 8000 bbl. daily. It held up in wonderful manner and was the cause of not only the development of this pool but the prospecting of the whole district for the Wilcox sand. This led to the discovery of the other major pools in that district. Seminole City pool reached a peak production of 264,500 bbl. on February 22, 1927, and slowly declined so that by December it had a daily average of 56,200 bbl. from 321 wells. The second pool in this district to be discovered was the Searight pool which was discovered by F. J. Searight et al. in Sec. 33, T-10, R-6, in April, 1926. The first well was drilled to the Hunton lime encountered at 4115 ft., and came in for 1300 bbl. daily. During August, 1926, the second well was drilled on the same farm through the Hunton lime to the Wilcox sand which was encountered at 4360 ft. It came in for an initial production of 4000 bbl. daily. This started active drilling in this field for the Wilcox sand. The field had a peak production of 40,621 bbl. on June 15, 1927, and declined to a daily average of 22,300 bbl. from 73 wells during December.

THE amount or value of the precious metals consumed in dentistry is probably amazing to most people. It falls very little short of that which is consumed in jewelry. Inasmuch as the ultimate destination is in the human mouth, dental alloys enjoy some importance because life and health depend upon restorations made with them. Prosthetic dentistry has made wonderful progress in the last few years. The manufacturers who supply the metals also deserve commendation. This industry which deals with metals to go-into people's mouths is comparatively new. There is no literature on the subject, and little or no precedent by which to be guided. It was only by close cooperation with the dentist or prosthetic technician that desirable physical properties were produced, as-nearly as possible, in the metals which were available and permissible. It is true that there were and still are conflicting opinions among the dentists as to the physical properties they require. Sometimes they request the impossible, such as alloys which are exceedingly stiff and springy, yet will bend or adjust easily. Even in this latter instance, progress has been made by supplying methods of heat-treatment whereby metals may be softened or hardened at will. (Figs. 1 and 2.) The demands made upon manufacturers are extremely varied. They must supply metals of tensile strengths ranging from approximately 30,000 to 100,000 lb. per sq. in. and over. The latter metals must be workable and in many instances capable of extreme deformation. They must not be affected by mouth conditions, nor should they oxidize greatly when molten, at red heat, or during a soldering operation. In addition to physical, specifications, color demands must also be met. The firm of which I have the most, knowledge manufacturers 11,553 standard stock articles of precious metals, taking into consideration formulas, finenesses, grades, colors, gages, lengths, sizes and weights. If special demands are taken into consideration, the number would be in excess of 25,000. Wrought metals are manufactured in a great many alloys of different sizes and shapes, such as plate, bar, rod, wire, sheet, strip, mesh and foil. There are also other products of importance.

The objective of this paper is to present practical methods of applying radioactivity logs to problems of interest both to those engaged in evaluating fundamental reservoir data as well as to those engaged in subsurface structural work. The basic theories underlying the operation of radioactivity logging methods are briefly discussed along with some of the problems arising in the interpretation of the log. Relative methods of quantitative interpretation are described, with a discussion of relative reference lines and specific examples are given showing the application of these relative quantitative interpretation methods. To show the variation of the methods described, specimen wells penetrating formations widely divergent in point of geologic age were selected to demonstrate the application. A relative reference line is determined for the Neutron Curve and by comparison to known petrophysical data such as porosities from diamond cores, a direct quantitative relationship is developed. The application of this relative calibration curve to logs of unknown wells will permit a reasonably accurate determination of porosity in limestone and dolomite formations. Specific examples are given showing the application of these relative methods of interpretation to logs of the Smackover limestone in Louisiana, the Edwards limestone and dolomites of South Texas, and Permian dolomites of West Texas. Radioactivity logs have been used extensively by the petroleum industry for a number of years and recognition of their value has grown steadily, not only as tools to aid in the solution of specific stratigraphic problems, but also as potential sources of the basic data necessary for the estimation of net pay and reserves. The value of radioactivity logs for stratigraphic work has been pointed out in the literature,1,2,4,5,6 and now has long been recognized by the industry, but the quantitative application of the logs has advanced but little beyond the stage of a strong conviction that radioactivity logging curves will some day provide the information on such important quantities as the porosity and the liquid saturation of the formations. During the past few years the staffs of the Lane-Wells Company and Well Surveys, Incorporated, have devoted a great deal of time, thought, and experimentation to the relationships existing between radioactivity curves and the lithologic conditions encountered, and this paper is, in a manner of' speaking, intended as a progress report of this work and includes suggestions which the authors have found useful in the interpretation of radioactivity logs. The section on theory is not intended as a complete exposition of the physical processes involved, but rather as a brief introduction to the reader of these processes so that he may acquire a better understanding of the behavior of the radioactivity curves under the varied conditions encountered in normal well logging. Three relative methods for using neutron logs for the quantitative estimation of porosity in limestone or dolomite are presented. These methods are based on the comparison of logs and porosity data from wells in Louisiana, South Texas, West Texas, and New Mexico. These areas were selected because not only were there more core data available from these areas but also the majority of these data were from limestone or dolomitic zones. The correlation between core data and logs is simpler for limestones and dolomites than it is for sandstones due to the fact that sandstones are more complex than limestones and differ more widely among themselves as to composition of cementing materials, siltiness, etc. When data applicable to the various types of sandstones are available, the authors hope to present a discussion similar to this paper covering sandstones or possibly a more general discussion covering all types of reservoir rocks. The relative methods for estimating porosity which are presented in this paper fall short of the absolute method sought. However, these methods possess the advantage that they can be applied to almost any neutron log as long as the range of application is held within the limits imposed by the local lithologic conditions which prevailed during calibration, i.e., these methods are for short range application only. PROGRESS in the general field of nonferrous physical metallurgy during the past .year has been uneventful but healthy. A continued increase is apparent in the number of useful alloys and in the mechanical treatment and heat- treatment of finished metals and alloys nothing can hinder the multiplication of alloys or the diversification of their treatment as knowledge of the behavior of .alloys increases; as ternary and quaternary alloys are better understood, hundreds of new metal combinations with unusual properties may well be expected. Evidence of rapid progress is already at hand.

In making gold alloys possessing certain physical properties, such i~nportant factors as corrosion resistance, color, hardness and melting points must be considered. All of these requirements depend directly upon the composition. It is possible to obtain the same colored gold alloy by using different compositions, but in doing so one may bring in some undesirable property. Other investigations have been carried on in this field by F. E. Carter,' E. M. Wise12 and L. Sterner-Rainer2 To make a complete study of the effect of composition upon these properties, a systematic investigation was carried on involving a range of copper content from 85 to 65 per cent. Elements such as zinc, silver and nickel were used to replace in part the copper content. The gold content in all the alloys remained constant. Only 10-karat gold alloys of those containing 41.6 per cent gold will be considered. All of the alloys were made in an induction furnace. Each alloy was cast in a 3 by 1/4 by 3/4-in. ingot. The method of obtaining the melting points and making color determinations was described in a previots paper.4 The Rockwell B scale with the 1/16-in. ball and 100-kg. weight was used for all hardness determinations. The submersion of test pieces in concentrated nitric acid is one of the standard corrosion tests used in the optical trade. A test piece in the 50 per cent cold-worked condition, % by 2 by 0.045 in., is blanked from a skip using a die, and the weight loss per square inch of surface is taken as a means of comparison. The time for this test is 2 1/2 hr. of actual submersion of the test picce in the acid. This standard test was applied to all of the 10-karat gold alloys discussed in this paper. The tensile tests were made upon strips of the dimensions shown in Fig. 1. The test pieces after blanking were annealed at 1300" F. for 20 min. and cooled in air. Thc "drop of the beam" method was used in determining the yield point, as there was a very marked "drop" when the yield point was reached.

A performance calculation method was used in conjunction with experimental studies to develop means of predicting and interpreting miscible floods and to explore possible methods. of improving their efficiency. The calculation method is based upon the division of reservoirs into multiple independent zones or strata. Comparison was made with some experimental floods and with a field project to obtain some measure of the applicability of the method. Two aspects of miscible flooding were considered: (I) the displacement of a miscible front through a reservoir, and (2) the distribution and utilization of the solvent volume injected to maintain miscibility. Calculations and experihental observations indicate that alternate gas-water injection behind a miscible front significantly improves miscible flood performance, both within a single stratum and in a multistrata reservoir. Calculations were made on the extent to which miscibiliry is maintained by a given solvent volume in a stratified reservoir. Two alternate criteria for determining the optimum volume of solvent for injection are discussed. The preinjection of a small volume of water ahead of the solvent is suggested as a method of obtaining more efficient utilization of solvent. Calculations and experiments were made to investigate the effects of water preinjection. INTRODUCTION Miscible fluid displacement as a possible means of recovering oil has been the subject of extensive research and numerous field tests over the past several years. This work has brought out both favorable and unfavorable features of the miscible recovery methods. Many tests have shown that a miscible fluid can displace all of the oil contacted, leaving no high residual oil saturation, as is characteristic of immiscible displacements. The miscible methods have proven dificult to control, however, as evidenced by early breakthrough of the displacing fluid and poor sweep efficiency in several field projects. It became apparent early in the investigation of miscible displacement that the development of improved techniques and better methods of control would be required to extend the range of applicability to any significant portion of our petroleum reservoirs. The purpose of this study was to consider the problem of designing miscible floods to obtain better performance. A performance calculation was used in conjunction with experimental studies to develop means of predicting and interpreting miscible floods and to explore possible methods of improving their efficiency. Two aspects of miscible floods were considered separately in this study and the results are presented in two parts. The first part concerns the manner in which the miscible front is displaced through the reservoir. In these calculations the condition of miscibility between the reservoir oil and the displacing fluid is assumed. In the second portion the distribution and utilization of the preinjected solvent in maintaining rniscibility is considered. This portion dealing with solvent utilization applies only to the enriched gas or LPG slug processes. CALCULATION METHOD AND EXPERIMENTAL STUDIES COMPUTATIONAL MODEL The calculations for expected reservoir performance are based upon the multi-strata concept of reservoir properties. The method assumes multiple, independent strata (no crossflow between strata) and explicitly includes variations in patterns, injectivity, areal sweep and displacement efficiency. Lateral variation in permeability within the strata (for example, directional permeability) may be considered in the calculations, provided the variations are similar in all strata. The calculations based on this model furnish the rates of injection and rates of production of both oil and the displacing fluid for the composite system of strata. To carry out calculations on the mathematical model described, information is required on the performance of the displacement process under consideration in a single stratum element of the pattern to be used. In particular, for a given pattern and displacement process, data are required relating injectivity and composition of the produced stream to the volume of fluid injected. Data on the variations in areal sweep must also be available if it is desired to track the areal sweeps in the multi-strata model. These data may be obtained from experimental work such as model studies or other suitable methods. This representation of reservoir properties is, of course, an approximation and may be inappropriate in some cases. But the representation is not an arbitrary one since most oil reservoirs are essentially successive layers of sediment with the net producing pay zone often comprising but a fraction of the gross formation thickness. The fact that permeabilities measured in the vertical direction are frequently but a fraction of the horizontal permeability adds some evidence to the validity of this model. This type cal-

Most commercial alloys undergo changes in phase composition after casting. This is a natural result of the fact that the alloys are not in a state of phase equilibrium as cast and phase changes will therefore take place, with more or less rapidity, in an attempt to attain equilibrium. The practical aspect of aging in zinc-Alloy die castings concerns the changes in physical properties and in dimensions that may accompany aging phase changes. Harmful alterations have been reduced to a minimum and zinc-alloy die castings are being produced today that are so stable with respect to dimensions and physical properties that they are entirely suitable for most practical purposes1. In the first paper2 of this series, and in this paper, aging phase changes of zinc-alloy die castings have been investigated and the possible influence of these changes on dimensional changes of the castings has been evaluated and compared with the dimensional changes actually experienced. The change of dimensions has been selected for practical comparison in these papers because the effect of phase changes on the dimensions of a casting is directly calculable from X-ray crystal-analysis data of the phase structure. The die-casting alloys considered contain, in addition to zinc, 4 per cent of aluminum, about 0.03 per cent magnesium, and from 0 to 3 per cent of copper. It was shown in the former paper that the eutectoidal decomposition of the beta aluminum-zinc phase, while intrinsically capable of causing a considerable shrinkage, can have very little effect on the observed shrinkage of die castings because it takes place within a few days of aging, whereas the observed shrinkage continues for five weeks. It was therefore concluded that the other existing phase change, namely, the segregation of secondary phase from the zinc-base solid solution, must account for the major portion of the shrinkage.

A comprehensive solution is offered to the problem of dust emissions at belt conveyor transfer points. Details of enclosure design are discussed and a straightforward procedure for calculating required dust control exhaust volume is presented. Many design variables are taken into account which heretofore have been commonly ignored or inadequately considered. These include belt widths, belt speeds. enclosure openings, material flow rate, material bulk densities, material lump sizes, height of material fall, material temperature, and ambient air temperature. All of these questions are handled by means of a "fill-in-the-blanks" type of calculation form, permitting quick, reliable solutions by relative "non-experts."

THE dealings between concentrated capital invested in the conduct of our various industries and the combinations of labor known as "trade union organizations," have produced not only in the United States, but abroad, many novel methods of negotiation between employers and wage-workers. The size and strength of these organizations have destroyed the personal elements formerly governing the dealings between employer and employee and have produced various forms of trade-agreements now in more or less successful operation. The difficulty, however, has- been to secure consent of both parties to an equitable agreement. For this purpose there have been devised various forms of arbitration, either compulsory under the shadow of governmental legislation, or voluntary by mutual agreement. But these have not been altogether successful from a technical stand-point, for the reason that a compromise has generally been necessary, and in an effort to reach an agreement, terms have been made which have been neither fair nor satisfactory to either of the contending parties. The Anthracite Board of Conciliation represents one of the few thoroughly successful courts for the settlement of trade-disputes, if not the only one which has yet been evolved. The prestige of this board rests upon its successful treatment of the labor-troubles of the anthracite region for a period of more than eight years, and upon the fact that it has been able not only to reach decisions based upon the merits of the controversies, but to enforce its decisions upon both the employees and the employers. It has never been obliged to shape its conduct to secure the consent of the contending parties, and its decisions have been strictly and, in the main, cheerfully observed.
