Nationalization is high on the policy agenda in South Africa. This paper considers the case for nationalizing the local mining sector from an evidence-based perspective, which is derived from theoretical considerations and related to the known features of the South African mining sector and economy. A strong case against nationalization emerges, which can be summarized as follows. The mining sector is competitive and therefore a poor candidate for public ownership. Furthermore, the resources sector does not dominate the South African economy nor does it create the risk of a decrease in the competitiveness of the industrial sector via the unintended adverse impact of an appreciating real exchange rate due to a commodity boom (Dutch Disease). Nationalizing the mining sector will cost the government more than it receives. This is not only a bad idea in itself, but it will limit the scope for distributive policies on the national budget. The contemporary international experience demonstrates the risks of fiscal imprudence. Finally, nationalizing the resources sector will undermine support for those very market-based institutions required to achieve a higher long-run growth trajectory.

Sublevel caving (SLC) is a mining method adopted in a wide range of mining depths and ground conditions with various layouts adopted to suit orebody geometry. Sublevel caving offers more flexibility and versatility compared to other cave mining methods and is a low cost alternative to open stoping. SLC also has the advantage that stopes are not required to remain stable during production, and no backfill is required. This flexibility combined with increasing pressure on mines to target deeper and lower grade mineralisation has led to increased uptake of the method. The implementation of SLC mining methods across a wide range of mining depths and rock mass conditions has led to ground control practices which vary globally from mine to mine. To date, there has been limited documentation of ground control practices in SLC mining and few benchmarks available in the literature. This paper describes the main findings from a global benchmark of sublevel cave mines conducted over three years as part of the Caving 2040 research consortium. The purpose of the project was to document and compare operational practices, technical aspects and hazard management techniques across SLC mines around the world. The review included 21 mines spread over four continents and 17 different mining companies. This paper provides an overview of geotechnical conditions, challenges and ground control practices at each of the benchmarked SLC mines. Mine design and sequencing practices adopted for ground control purposes and hazard mitigation are provided with case studies. The impact of depth and rock mass conditions on mining productivity and development rates is also described.

"The Kittila underground mine is extracting one of the largest known gold deposits in Europe and has an estimated mine life through 2034. The Kittila mine is located in the Lapland region of northern Finland, approximately 900 kilometres north of Helsinki and 150 kilometres north of the Arctic Circle. The ore at the Kittila mine is refractory, making gold extraction relatively difficult because the gold is generally locked inside the two main sulphide minerals – arsenopyrite and arsenic-rich pyrite. The orebody consists of a complex pinch-and-swell structure including up to 100 different gold mineralization lenses. Fluctuating gold prices and other economic considerations increase the need to maintain and update the mining plans more frequently. Over 3,000 stopes need to be designed and optimized once a year for the LOM-plan and more frequent updates are needed for mid- and short term plans as well as production studies. As a large part of ore body is very sensitive to cost and gold price changes, stope optimization is crucial to find the best possible production scenario for every moment. Kittilä has gone through several methods for stope design and optimization. Most recently the Deswik Stope Optimizer (Deswik.SO) has been successfully used. Dewsik.SO has helped Kittilä to design and optimize stopes in a timely and cost efficient manner. Together with the Deswik suite of planning tools, reliable and auditable plans are created. This paper describes the methods used for stope design and optimization at Kittilä. THE KITTILÄ MINE The Kittila underground mine in northern Finland is extracting one of the largest known gold deposits in Europe. Kittila achieved commercial production on May 1, 2009, becoming Agnico Eagle’s first mine to open outside of Canada. The Kittilä orebodies were initially mined from two open pits – Suuri and Roura – and underground operations were added in October 2010. The pits were mined out in November 2012, so mining is now entirely underground in the Suuri and Roura deposits. Additional, small open pits will mine any remaining near-surface reserves in the future. The Kittila mine is located in the Lapland region of northern Finland, approximately 900 kilometres north of Helsinki and 150 kilometres north of the Arctic Circle. With a mine life estimated through 2034, Kittila is Agnico’s longest-life mine. The mine’s proven and probable reserves contain 4.7 million ounces (32 million tonnes at 4.6 g/t gold). Ore has been mined from underground since 2010. The original 3,000-tonne-per-day operation underwent an expansion project to increase the throughput capacity of the mill by 1,000 tonnes/day, starting by the end of 2014. The region around the Kittila mine is underlain by mafic volcanic and sedimentary rocks of the Kittila Greenstone Belt oriented nearly vertical. This greenstone belt is similar to those hosting Agnico Eagle's Canadian deposits in Quebec’s Abitibi region and Nunavut. At the contact point between iron-rich and magnesium-rich rocks lies a 100- to 200-metre-thick structural zone known as the “Suurikuusikko Trend”. This trend hosts the Kittila deposit, where multiple mineralized zones have been traced over a strike length of more than 25 kilometres."

[INTRODUCTION] The significance of gamma exposure to uranium miners has been recognized only in the last few years. Most ore deposits which have been underground mined, were 1% or less U308. Full-time mining of this grade ore can result in exposure exceeding 1 Rem per year. Several companies in Saskatchewan are planning to mine recently discovered ore bodies which contain ore pods in excess of 10% U308. The purpose of this paper is to present dose data which can be used to estimate gamma exposure from high-grade ore deposits, and to present mining techniques which will minimize miner exposure. [Dose Estimates] When one has a point source of radiation, the conventional laws of isotropic emission and the fall of dose with square of the distance, make dose calculations relatively easy. However, if one has an area source of infinite thickness, the assumption must be made that a uniform gamma flux is being emitted from all faces of the source (Figure 1). Dose from gamma emission would fall off only due to air attenuation up to such a distance at which the source can be considered to be a point source (usually 10 times the largest dimension of the source). For short distances, such as to the cab of ore-moving equipment, the dose reduction would be negligible. Assumptions: 1) Radium and gamma-emitting daughters are in secular equilibrium with uranium. 2) All gamma radiation is emitted from radium and its daughters. 3) Average gamma energy of 0.8 MeV. 4) Uranium ore has a linear attenuation coefficient of 0.212 cm-1, similar to that of Si02(sand). 5) Uranium ore density of 3.0 gm/cm3. 6) One curie of radium emits 6.84 x 1010 photon/sec(l). 7) One percent uranium ore contains 1 x 10-8 Ci/cm3 of radium. 8) Each MeV of 0.8 MeV photon results in a dose of 2.10[ ]10-3 mRem/hr. per MeV/cm2 -sec. 1) 9) Minimum ore depth 100 cm. 10) Linear attenuation coefficient instant for radium gamma of 0.374 cm -1 [ ] The photon flux from a radioactive slab is computed as follows: [Flux = photon/cm3 3(1) 2u S] [where, us is the linear absorption coefficient of s the source (uranium ore).] Thus, 1% uranium ore, in the form of an infinite slab, emits 1613 photon/cm2-sec, which results in a dose rate of 2.71 mRem/hr. "IntroductionShot-saws are used for sawing rock throughout the dimension stone industry especially in granite quarry mills. Shot-saws, as currently designed, have an inherent wear problem which leads to slow cutting rates and repetitive blade changes which consumes much time. Because the saw blades are made from steel the abrasive shot used with them is limited to a certain hardness which effects the over-all efficiency of the sawing operation. Suggestions are made toward optimization of blade design and the sawing process. Blade DesignA common steel blade design is shown in Figure I. Note the perforations in the blade. These perforations or holes in the blade serve two or three purposes. The most obvious reason is to allow the abrasive shot a pocket in which to collect at the bottom of the blade, so that it can be distributed from these pockets into the cutting zone underneath the blade. The abrasive is fed to the saw in a slurry and usually comes in from the top. The blade must then cut a kerf wider than itself in order that the abrasive grains have a path leading from the top of the blade, down along its sides, and finally reaching the pockets and cutting zones. This circuitous path followed by the abrasive leads to side wear on the blades and high friction which can lead to blade buckling in severe cases. However, the fluidized path of the abrasives down the sides of the blade serves another purpose which is a positive gain if conditions are properly controlled. The abrasive slurry interacts with the perforations of the blade, the blade itself and the rock. This gap and the perforations in the blade, which are fluid filled, are sites of constant shearing motion. Eddy currents form in these gaps and pockets which tend to stabilize the blade by setting up balanced hydrodynamic forces which otherwise might not form in a non-perforated blade. A stable blade produces a more uniform cut in the rock. The third and final reason for the perforations are to allow the blade to wear in such a fashion that new pockets are always being formed and, consequently, new cutting surfaces between these pockets are also formed."

Nas indústrias petroquímicas, nucleares e farmacêuticas o avanço tecnológico tem como objetivo a segurança e confiabilidade dos equipamentos com relação à resistência mecânica e à corrosão. Atualmente, o uso dos aços inoxidáveis superausteniticos é uma solução interessante, para uma maior vida útil dos componentes industriais submetidos a ambientes agressivos, como em meios salinos. Esse trabalho tem como objetivo investigar o aparecimento de pites em um aço comercial superaustenitico de composição química aproximada 25Cr28Ni4Mo em solução salina de cloreto de sódio. O aço foi fundido e tratado termicamente por solubilização a 1050ºC por 1h com o objetivo de eliminar os precipitados. As análises microestruturais antes e após os ensaios de corrosão foram feitas por microscopia óptica e eletrônica de varredura. Observou-se com os ensaios eletroquímicos de Polarização linear e impedância, que o aço inoxidável superaustenítico apresenta excelente resistência à corrosão em meio salino, caracterizado também pelas imagens que não revelaram a formação de pites, mesmo quando submetidos a elevados potenciais.

"This paper analyzes mine emergency management and rescue practices in German underground coal mines and compares them to those used in the United States. The German mining industry has developed these practices over more than 100 years, and they have successfully managed numerous fire, water inundation and ground control emergencies using these techniques. The authors interviewed German mine emergency professionals about rescue team and emergency operations. These operations were then analyzed to determine which of these German principles would be of interest to United States mine rescue teams. Implementing these programs into United States mine rescue and emergency operations was analyzed. INTRODUCTION Coal mining has become much safer industry than it has been in the past. Advances in safety and health regulations and company polices have improved working conditions for miners all over the world. Even with these advances there is still a need for continued attention to safety and health. It is also important for mine safety professionals to observe practices and procedures in other countries and cultures and learn what and how to apply this knowledge in their own systems. Coal mine rescue has been an integral part in improving coal mine safety. Mine rescue procedures have evolved with time, experience and technology development. Today, coal mine rescue teams are still needed and must be continually trained and prepared for any mine emergency. Although it is hoped that improved mine safety policies and practices will eliminate coal mine disasters in the future, accidents remind us that disasters can still happen today. In May 2014, Turkey experienced a severe coal mine disaster where 301 people were killed [G.Tuysuz, 2014]. Our industry must learn from these incidents, focusing on disaster prevention and making improvements in mine rescue operations. Mine rescue procedures differ from country to country due different regulatory environments and different historical evolution of emergency response. Sharing practices and procedures from one country to another enables learning from different experiences and cultural backgrounds. Sharing is also a way of preserving information, identifying and learning best practices."

This final report on methods of reducing and controlling methane in coal mine gob areas indicates that vertical degas holes are beneficial to the mines of northern West Virginia working the Pittsburgh Coal. The USBM funded project involved the drilling and testing of eight vertical holes (four over longwall panels and four over room and pillar panels) based on a review of 13 previously in existence. Areas of observation included gas production history, flow entry profile, underground methane reductions, strata separations, and casing loads (accompanying subsidence). Observations led to the drilling of successful holes drilled short of the mine. Eleven gas production response to applied vacuum tests were conducted at nine degas holes under the contract. Significant production responses were recorded over longwall gobs.

Ergonomics is the scientific discipline concerned with the understanding of interactions among humans and other elements of a system, and the profession that applies theory, principles, data and methods to design in order to optimize human well-being and overall system performance. Despite the fact that the application of ergonomics principles can make a major contribution to the management of significant occupational safety and health risks, ergonomics is currently applied on a limited scale in the South African mining industry. The objective of this paper is to provide a perspective of ergonomics, the main aim being to create a point of departure for the development of strategic objectives to enhance existing health and safety initiatives through the application of sound ergonomics principles. Two of the major consequences of poor ergonomics, namely work-related musculoskeletal disorders and worker fatigue, and possible means of introducing ergonomics into the South African mining industry, are discussed.

The Metropolitan Water Reclamation District of Greater Chicago's Tunnel and Reservoir Plan (TARP) is a multi-purpose urban public works project with a total cost of $3.7 billion. Currently 51 miles of TARP tunnels are completed and operational and 34 miles are under construction. The excavated TARP tunnels have been constructed in rock utilizing 29 tunnel boring machines, ranging in size from 6.5 to 35.3 feet in diameter.

O processo de pelotização foi desenvolvido com a finalidade de aproveitar as partículas finas e ultrafinas geradas nas operações de exploração e beneficiamento do minério de ferro. Entretanto para atender as usinas de pelotização, faz-se necessário utilizar a moagem para adequar as características de granulometria e superfície específica das misturas de minérios de ferro às especificações da produção de pelotas. Porém os moinhos possuem alto consumo de energia elétrica, elevando o custo operacional do processo de pelotização. Frente ao cenário atual, foi realizado o trabalho para estudar a substituição à moagem (área úmida) por processo de multi prensagens. Além disso, foram misturados os minérios de ferro com carvão, a fim de reduzir também o custo da moagem deste insumo. O objetivo principal foi quebrar as partículas de mistura de minérios de ferro e carvão, e avaliar os resultados de superfície específica e granulometria deste produto comparando com o processo padrão (moagem e prensagem). A prensa de rolos de bancada e as análises físicas e químicas foram realizadas para o desenvolvimento do trabalho. Foi concluída a possibilidade de atingir granulometria e superfície específica através de multi prensagens, atendendo o processo de pelotamento.

Iron ore mining in the Adirondack region of northern New York dates back to the Revolutionary War. It is recorded that Benedict Arnold in his campaigns in the Lake Champlain area during the American Revolution utilized the local ores to produce armament and cannon balls. Through the efforts of early pioneers, the iron mining industry in northern New York gained impetus so that in the 1880's mines in the area accounted for nearly one fourth of the iron ore produced in the United States. Both magnetite and red hematite ores were mined during this period. With the discovery of the Lake Superior ores, the iron ore industry in New York started to decline and remained relatively unimportant until 1938. Modern day methods of mining and beneficiating sufficiently high tonnages of low-grade ores to justify the large expenditures for plant and equipment prompted a resurgence in northern New York mining. During the past several years, the production of iron ore from the Adirondack magnetites has greatly increased, and production which amounted to .6%, of the United States total during the 1918-1928 period (Mining and Metallurgy, November 1943) has been increased to 2.85% of the total in 1948. The Gilt Edge Superfund Site is a former heap-leach gold mine that currently is being remediated in the Black Hills of South Dakota. Mine runoff water is treated before release from the site. The field pH, before treatment, is about 3, and the water contains arsenic and some heavy metals, in addition to sulfate concentrations of about 1400 to 1500 mg/L. In the Keystone area of the Black Hills, naturally occurring arsenic has been detected in ground-water samples from wells. Keystone City Well #4, which is not used currently, showed arsenic concentrations of 36 parts per billion (ppb) and sulfate concentrations of about 19 mg/L. With field samples of water from these sites, a limestone-based method was successful in reducing arsenic and heavy metals concentrations. The results are significant because previous research with the limestone-based method mainly had involved samples prepared with distilled water in the laboratory, in which interference of other ions such as sulfate did not occur. The research indicates the potential for broader field applications of the limestone-based removal method.

Magnetite pellets were simultaneously reduced and indurated on a laboratory scale in order to determine the effects of temperature, induration time, degree of metallization, and sulfur content upon the physical and chemical properties of prereduced pellets. The reductants were commercially-pure tank gases. Among the findings were these: 1,100° C is the minimum temperature that will produce acceptably hard pellets using carbon monoxide as the reduc-ing gas. Prolonged treatment time improves the pellets' crushing strength, but the rate of improvement falls off sharply after 2 hours' induration. At 1,120° C, 75-percent metallization produces the maximum crushing strength; there was no corresponding peak at 900° or 1,050° C. Sulfur in the furnace atmosphere lowers the required induration temperature. A few tenths of 1 percent sulfur in the pellet increases the sintering rate of metallic iron in pellets by forming a liquid FeS phase that facilitates iron transfer.

The relationship between efficient liner exchange, concentrator availability and concentrator profitability is well documented. Russell Mineral Equipment’s (RME) relationship with OZ Minerals’ Prominent Hill site personnel enabled sound collaboration between the two parties. Both parties worked together to identify the sources of productivity and efficiency loss and developed solutions to reverse them.This paper chronicles the identification of production inefficiencies and the resulting removal of mill relining from the critical path through the materialisation of mill relining optimisation strategies. Offgrade chromite concentrate, with a Cr-Fe ratio of 1.3 to 1.4 has been successfully smelted to produce useful ferroalloys. The Cr-Fe ratio is not improved, but the alloys can be used without a too drastic change in normal steel-mill practice. The ordinary high-carbon ferrochrome has been successfully produced by smelting under highly acid smelting conditions. An alloy containing 50 percent chromium was produced at a power consumption of 4,490 kw.-hr. per ton of alloy. Alloys containing 20 percent silicon were made by direct smelting chromite concentrate and silica.

The object of this report is to present certain pertinent data on the physical and chemical properties of South Arcot lignite and to present the results of several special tests to show how the raw lignite can be upgraded to superior fuels for certain special uses. The Bureau of Mines Branch of Coal Technology laboratories at Denver have advocated the drying and carbonization of all low-rank fuels for special uses and have introduced and developed new techniques for upgrading and refining noncoking coals. Application of these techniques to the South Arcot lignites was the object of the investigation, and this report presents significant data necessary for planning a fuel program based on utilization of dried and carbonized dusts. In general, the South Arcot lignite is similar in chemical properties to the high-moisture lignites found in the United States and has some physical properties similar to Australian brown coals. The samples submitted for test had lost moisture before delivery to the laboratory, and it has been necessary to estimate the analysis of the lignite in place in the mine. Various observations made in India by qualified technicians indicate that the bed moisture content of the entire seam is in the range of 54 to 56 percent. For estimating purposes in this report, the bed moisture content has been taken as 56 percent and the ash content of the fresh coal as 2.5 percent. INTRODUCTION The Mount Isa Mine is a large modern underground mine located in North-Western Queensland, Australia. Two ore types are mined and treated separately. Currently silver-lead-zinc ore is mined at the rate of 2.6 million tonnes per annum and copper ore at the rate of 4.6 million tonnes per annum. The silver-lead-zinc orebodies are mined by sub level open stoping and cut and fill methods whilst all copper ore is extracted by various forms of sub level open stoping. The mining operations are highly mechanised and utilise diesel powered load-haul-dump units of various sizes, two and three boom face drilling jumbos, electric-hydraulic rotary-percussive ring drills, in-the-hole hammer drills, rotary blasthole drills, raiseborers, battery/trolley locomotives, a large fleet of rubber tyred service and supply vehicles plus light rockdrills mounted on airlegs, rail mounted overshot shovels and battery and diesel powered locomotives. All stoping production ore is extracted with diesel powered load-haul-dump units. The ore is tipped into orepasses which connect to the main rail haulage levels. On the haulage levels electric battery/trolley locomotives are used to pull rakes of bottom dump or side dump trucks which feed the ore into primary crushers. Following two stage crushing the ore is conveyed to the shaft and hoistod to surface in bottom dump skips. Each ore stream has its own rail transport system, crushing stations and hoisting shaft feeding separate concentrators. This paper will consider some aspects of the role of equipment and machinery in the growth of the mine, will discuss in some detail the machinery and equipment in use today and will conclude with a look at some possible developments in mining equipment for the future, with particular reference to the Mount Isa Mine. A summary of mining equipment in use at Mount Isa is given in the Appendix. THE PAST Silver-lead-zinc ore was discovered at Mount Isa in 1923 and within a very short time many small mines were being developed. However the rich surface ore traces did not continue and by 1928 Mount Isa Mines Limited had acquired sufficient leases to plan for a large scale mine to exploit the low grade orebodies. At this early stage it was recognised that the mine would need to adopt the most mechanised mining techniques then available in order to overcome its twin disadvantages of low graaes and extreme remoteness. The Company introduced bar mounted drifters and overshot shovels to replace hammer and tap and hand shovelling in development work and by 1930 headings were advancing at the rate of 30 metres per week. In keeping with the concept of mechanisation the early engineers designed the Man and Supply shaft with a very large, for those days, cage compartment measuring 3.8 m x 3.4 m. This shaft was the main means of access into the mine for 36 years until the K57 shaft (now R62 shaft) was commissioned in 1966. Man and Supply is still in regular use. Production commenced in 1931 at an annual rate of approximately 660 000 tonnes of silver-lead-zinc ore. The mine was mechanised to an extent which was previously unknown in Australia; whilst the concentrator, smelter and power house utilised the most modern and efficient equipment available. Even so, the mine was very near to closure on several occasions and did not return a dividend to its shareholders for many years. Production levels remained at or slightly below 660 000 tonnes until a separate copper ore streani and mill was commissioned in 1953, doubling the existing production levels. The first underground crushers were installed at this time. Production rates expanded in the years between 1953 and 1973. By 1960 production reached 2740 000 tonnes of ore. In 1965-66 total production was 3650 000 tonnes and in 1973 the production rate plateaued at the current level.

"For the production of partially composed metal matrix composites, namely discontinuous MMCs, using a casting· process, the interpenetrated phase composites with SiC particles were fabricated by pressureless iDfiltration using molten Al-Si alloys. This process is based on a wetting phenomenon, therefore, we discussed the technique based on the reactive wetting. The SiC particles coated by diluted water glass were sintered in a mullite Tammann tube and simultaneously infiltrated with molten Al-Si alloys in air at 1173~1573K. As for the improvement of the wettability between the SiC and the liquid aluminum alloy, Fe3O 4 powder was mixed with the water glass due to the thermit reaction between Fe3O4 and molten aluminum alloy. In some experiments, pure aluminum powder was placed on the sintered SiC to increase the interfacial area and the chemical reaction between the sintered Sic. and the melt. By combining these conditions, we succeeded in the complete infiltration without pressure at 1173K.IntroductionAs is well known, the mechanical properties of metal matrix composites (abbreviated MMCs) are superior than that of ordinary metals. However, their use has not been widely accepted because the production cost is very high due to their poor machinability. Therefore, the production of partially composed, namely discontinuous MMCs, by as the Lanxide process [l,2] has been investigated for many years. The Lanxide process, it takes a long time, sometimes up to 10h, in a nitrogen atmosphere for the infiltration. Therefore, the cost will be higher for common use. Underground stone mining represents an emerging sector for the U.S. mining industry. As this expansion takes mines under deeper cover and as more efficient mining methods are utilized, adequate stone pillar design methods will become more important. It is the purpose of this paper to examine current design practices and to discuss issues for safe mine layouts so that a rational first approach towards balancing the demands for increased production can be weighed against increased risk to worker safety from rib instabilities and pillar failures. Seventy-two stone mine pillar designs were examined. Pillars with width-to- height ratios below 1.5 and subjected to excessive stress levels appear more likely to fail. When width-to- height ratios fall below 1 .0, defects in the pillars, such as through-going discontinuities, can have a significant influence on stability. Discontinuity persistence, dip, material properties, and orientation are important factors controlling pillar strength. The influence of discontinuity dip, a characteristic easily identified in the field, was examined so that its presence could be accounted for in developing generalized guidelines for pillar design.
