With the passage of the Surface Mining Control and Reclamation Act (SMCRA), and the implementation of state permanent programs, underground coal mining operations are for the first time subject to government regulations regarding subsidence. These regulations now and in the future will directly affect the manner in which mining companies mine their coal. Since the promulgation of the original final regulations by OSM, numerous changes in those regulations have been made and many additional changes are pending in the near future. This paper will discuss state and federal approaches to regulating underground coal mines and examine issues surrounding future subsidence regulations.

"This paper is intended to show that grinding media can effect flotation results, and in some instances the results are vastly different. I do not suggest that autogenous grinding is beneficial in the separation of all complex base metal ores, in fact I know of a case where autogenous grinding would be disastrous to any selective flotation. I do however contend that prospective flow sheets and reagent balances of any complex base metal ores should be tried with both types of grinding. I feel fortunate that the paper to be presented later in this meeting by Rene Klymouski will, I think, compliment and perhaps explain some of the results of my research.This paper will be in four parts. The first part deals with a literature survey on the subject. Surprisingly enough, very little information has been printed on the subject. The second part deals with results obtained in bench scale tests on an ore from Chester Mines Limited. It was in these tests that we realized that steel grinding was giving us serious problems. So bench scale tests are shown giving results with a stainless steel grind, a mild steel grind and a grind in a ceramic mill with ceramic billets.The third part of the paper deals with results obtained in the Mines Branch Pilot Plant, when again we ground the ore with three different types of grinding media. Incidentally, this has been the only pilot plant test made at the Mines Branch in which flotation products were made on both steel grinding and autogenous grinding on the same ore. The fourth part deals with two other New Brunswick ores and is intended to show that changing the grinding media effects ores other than that of Chester Mines Limited."

Grinding circuits are operated in the presence of disturbances due to ore changes and equipment malfunctions. One of the challenges faced by the operators is the detection of a disturbance, the identification of its origin and of the action to correct the problem. Hydrocyclones overloading, worn or partly plugged apexes of the units of a nest, surging and internal liner detachment may cause a loss of classification capacity and quality leading to a less efficient grinding operation. A dynamic simulator is used to assess rules for the diagnosis of hydrocyclone faults from the trends produced by sensors.

A complete review of the use of chelating agents in the sepa ration of rare earths by ion-exchange is given as well as a concise description of the recent pilot-plant operations of the Ames Laboratory. The two chelating agents which show the greatest promise are ethylenediamine-N,N,N',N'-tetraacetic acid and N'-(2-hydroxyethyl)ethylenediarnine-N,N,N '-triacetic acid. The first successful separations of rare earths by ion exchange were reported in a collection of papers which appeared in the November, 1947, issue of the Journal of the American Chemical Society.1'9 Some of this work was performed at the Ames Laboratory of the A.E.C., the remainder at the Oak Ridge National Laboratory. The processes developed at Oak Ridge, as well as some of the early Arnes methods, employed 5 pct citric acid-ammonium citrate eluant at low pH and were carried out on either H+-state or NH:-state resin beds. These techniques were successful for the separation of small quantities of either naturally occurring or radioactive rare earths and are still used for the isolation of rare-earth activities from fission products. Concentrated citrate is not economical, however, for use in moderate or large-scale rare-earth separations. For this reason, the Ames Laboratory turned its attention to lower concentrations and higher pH's in order to make more effective use of the eluting agent.10-14 Although elutions have been performed successfully over a wide range of conditions, 0.1 pct citrate at a pH of 8.0 is highly recommended for use on H+-state resin beds.15,16 Elu-tion with 0.1 pct citrate in the pH range from 5 to 9 brings about the separation of the constituent rare earths into a series of flat-topped elution bands which progress down the resin bed, head to tail, without actually pulling apart as do the rare-earth peaks which develop when trace quantities are eluted with 0.25M (5 pct) citrate at low pH's. Because of this, elution with 0.1 pct citrate at pH 8.0 do not produce pure rare earths unless sufficient quantities are present to provide developed bands which are at least several inches long on the columns. Although other eluting agents have proved more effective than citrate solutions, articles concerning the use of citric acid for separating rare earths still appear in the literature occasionally. For example, Ketelle and Boyd17 reported some further studies on the separation of rare earths with 5 pct citrate in 1951. They used 270 to 325 mesh Dowex-50 columns at 100°C and a pH of 3.28. vickery18 compared the effectiveness of a number of eluants for the separation of rare earths on NH+4 state Dowex-50 in 1952. He found that citric acid was more efficient than acetic, malic, tartaric, and aminoacetic acids. In 1953, Mayer and Freiling18 reported that citrate was inferior to malate, glycolate, lactate, and EDTA for the resolution of Sm-Eu and Y-Tb mixtures on 250 to 500 mesh, NH+4-state, Dowex-50 at 87°C. pinta20 used 5 pct citrate in the pH range 2.8 to 3.4 to obtain some rare earths for analytical work the same year. Trombe and Loriers21 reported the use of citric acid in their laboratory to separate rare earths in kilogram quantities. Lariers and Quesney22 reported some separations with citrate in 1954. They used 5 pct citrate at pH 2.8 to separate yttrium and the yttrium-group rare earths from the cerium-group rare earths. briers23 used 5 pct citrate at pH 3.2 and 90°C as late as 1956 to isolate thulium in fair purity. For the separation of tracer quantities of rare earths, Mayer and Freiling19 have recommended pH 5.00, 0.24M lactate at 87 °C on 250 to 500 mesh, NH+4-form Dowex-50. Freiling and Bunney24 have also employed lactic acid for the separation of fission-product rare earths. Cunninghame, Size-land, Willis, Eakins, and Mercer25 have reported a 4-hr separation of Y, Eu, Sm, Pm, Nd, and Pr with 1M lactic acid at pH 3.25 on Zeokarb-225 at 87°C. Stewart, et al.,26 reported separation factors for rare earths distributing between Dowex-50 and 0.25M glycolic acid. stewart27 also reported a 30-61 separation of Y, Tm, Er, Tb, and Lu tracers with buffered, 0.25M glycolic acid containing 0.05 pct Aerosol OT. The resin bed was 400-mesh Dowex-50 (X12). The pH of the ammonia-buffered eluant was 3.5. Various aminopolyacetic acids have also been used to obtain varying degrees of separation of the rare earths. "Bedding-parallel thrust-hosted gold veins are developed in the Sabie-Pilgrim's Rest goldfield, eastern Transvaal, South Africa. The reefs display a complex history characterized by temporally and spatially overlapping events of similar mineralization and deformation. Recognition of the episodic reactivation of these low angle (5° to 10°) thrust faults implicates high fluid pressures (equalling or exceeding lithostatic pressures). Geochemical constraints limit the amount of fluid-rock interaction and the occurrence of transgressive mineralization within the Archaean granitoid basement suggests that the high pressure fluids originated at depth beneath the Transvaal Basin.Similarities exist between gold deposits of Sabie-Pilgrim's Rest and Telfer, Western Australia as well as Passagem de Mariana, Minas Gerais, Brazil. All deposits are sub-parallel to the enclosing bedding which is shallowly inclined. Furthermore, they are also hosted by contractional deformational structures and are clearly epigenetic in origin."

Near Bunker, Mo., in the New Lead Belt, Ozark Lead Co. operates a 6000 tpd lead-zinc mine. Mined ore is transported to the surface in three mechanized and automated steps. The mine is developed by a rectangular-shaped sublevel haulage drift 15 ft high by 28 ft wide, driven on strike below the ore zones. Ore transfer raises were driven from the sublevel at locations near the shaft, 1500 ft distant, and on subsequent 1000 ft centers. These 6 x 5-ft raises are slashed to obtain maximum storage below dump points. These dump points are located on each mining level and are of steel and concrete construction. Spiral 12 X 24-ft inclines driven from the sub-level provide access to these levels for equipment and mine utilities.

For several years prior to about the middle of 1928 both the number and capacity of natural-gasoline plants showed a steady increase; this resulted from a material gain in the supply of casinghead has due to the discovery of a number of flush fields with relatively high gas-oil ratios. From 1928 to date some form of proration has been continually in force, with a consequent curtailment in the supply of wet gas. This decline in available gas and a severe decrease in prices, due largely to the increasing competition of light refinery products, has eliminated virtually all of the weaker units during the last 5 years, with the result that the number of plants declined from 1,155 on January 1, 1928 to 19035 on January 1, 1930, to 909 on January 1, 1932, and then to 859 on January 1, 1934, The struggle of the small high-cost producers to exist is illustrated further by the trend in the number of shut-down plants, which has increased from 36 on January 1, 1930 to 100 on January 1, 1932 and to 128 on January 1, 1934. The increase in the number of plants prior to 1929 resulted in a material gain in the total capacity, but the decline in number between 1929 and 1932 was not followed by a corresponding decrease in capacity, as gains resulting from the construction of a few very large plants overbalanced the loss due to the dismantling of a large number of small ones. However, the low prices of 1932 and 1933 supplied little incentive for new construction, and the total capacity declined in approximately the same ratio as the number. Thus the total capacity declined from 11,387,000 gallons daily on January 1, 1932 to 13,060,000 gallons daily on January 1, 1934, Of the latter 9,181,000 gallons (91 percent) represented the capacity of the operating plants and 679,000 gallons (9 percent) the capacity of the idle plants.

DuRing the early mine development period, 1929 and the first part of 1930, a 300-ton pilot-plant concentrator was built at Nkana mine of the Rhokana Corporation, Northern Rhodesia. This plant operated from May 26, 1930 until Oct. 26, 1931, treating 101,080 tons of Nkana ores and producing 4372 tons of concentrate. The plant was built, primarily, as a test unit to determine the grinding characteristics, floatability, etc. of the Nkana ores and other ores of the Rhodesian copper belt and to supply sufficient data on which to base the design of a 5000-ton concentrating plant at Nkana mine. The test unit operated wholly on development ores and no attempt was made to grade or select the ores from any section of the mine. The average assays for the 17 months of operation are given in Table 1. The first ground was broken for the 5000-ton concentrator during June, 1930, and the construction of the plant was completed in November, 1931. The plant started on Dec. 10 and has operated continuously since that date: The whole of the concentrating plant is compact and closely connected, yet with sufficient space for expansion of all sections up to 20,000 to 25,000 tons per day capacity. Mining operations are carried on along a length of about four miles on the easterly limb of the Nkana syncline. This length includes the North orebody, from which all production has thus far originated, and the Mindola orebody, now being developed for production. The ore-bearing measures in the North orebody are leached for some 75 ft. below the surface; the oxidized zone varies in vertical extent from 100 to 150 ft. "I had been requested earlier this year by MetSoc, our sister society of CIM, to contribute a chapter on technical developments in Canadian mineral processing over the past 50 years to their 50th Anniversary volume. Accepting the challenge of assembling such a chapter seemed at first a reasonably straightforward task, until one realises that the list of contributions by Canadians to mineral processing over this period has been more than just significant. It turns out to have been an extraordinarily fertile time for innovation and impact for Canadian-based technology. The list is necessarily a subjective one, however I had no trouble identifying twenty technology developments that are clearly outstanding, and there are undoubtedly others. As much as possible, I approached the individuals themselves who played key roles in each technology and asked that they tell the “story”. Without exception, all who were invited accepted eagerly and delivered more than I had hoped for. The technologies have been grouped into those that are truly Canadian innovations, such as the Knelson gravity concentrator and the McGill gas dispersion sensors in flotation, and technologies where Canadians and Canada played a very significant role in their success and implementation, such as AG/SAG grinding and ion-beam surface analysis. Also included are what may be termed technology transfer initiatives and institutions that have risen to a world class level, such as SGS Lakefield and the Canadian Mineral Processors Society of CIM. The challenge is now for the coming generation to continue this record of innovation and contribution to the industry, and that includes the (mostly) Canadian mining and metallurgical companies who have taken the longer term view and supported many of these initiatives, through their critical early years, with both financing and project sites for these ideas. Let us hope that the current trend of mining company globalization will not dampen their enthusiasm to participate. This plenary presentation will highlight many of these technologies, the individuals behind them, and their significance to the mineral processing industry."

The Bureau of Mines has extended its previous development of cast Mn-Cu damping alloys to powder metallurgy (P/M) consolidation of alloys containing 55 to 75 wt-pct Mn. Blends of minus 200-mesh elemental powders were compacted cold in directional and isostatic presses. With 1 pct binder, typical green densities ranged between 76 and 80 pct of theoretical when pressing at 30 or 48 tsi. Green strength increased with compacting pressure and copper content. As-sintered tensile strengths ranged to 60,000 psi fox a hydrogen, sintered 60Mn-40Cu alloy, along with 5-pct elongation. Sintered densities ranged between 90 and 96 pct of theoretical. Sintering (a as effective when holding for 1 hr at maximum temperatures of 900° to 1,040` C, dependent on composition. Strength and ductility were considerably lower than for equiva¬lent cast alloys. When aged to the damping condition, alloys containing 60 to 70 pct Mn exhibited >40 pct specific damping capacity (SDC) at 5,000-psi stress, considerably higher than values reported for equivalent cast material. Effects of 1 or 3 pct Sn or Zn additions on SDC and other properties were assessed. Trials were conducted on consolidating rings and gears of the 65Mn-35Cu alloy on industrial-type P/M equipment.

This paper is a collection of thoughts and frameworks. It addresses a simple question: æIf we are to believe the large number of people and institutions indicating that humans are destroying the Earth and that the end is nigh, why do we bother trying to be sustainable?Æ The paper lays out evidence for the existence of multiple hazards to global society. The existence of a hazard alone is insufficient to make an assessment of risk. Risk estimates are required to support decision-making. An approach to assessing risk is provided and some limited data are presented. A new ædefinitionÆ or statement of what sustainability (in a broad sense) might have become is then given. A decision framework for guiding decision- making about the risks is developed. This framework includes a definition of leadership with inherent implications for what determines whether a leadership position by title is actually leading. The paper concludes by offering a view of minerals industry sustainability and considerations around maturity in the current economic situation. It is hoped that by placing this collection of frameworks around sustainability, a supporting structure emerges that will facilitate action. It is proposed that action taken in this way will be more effective than reaction to regulation or even social license to operate imperatives because it is driven by a more holistic view of the challenges and the potential roles of individuals û all of whom are potential leaders at some scale of action.

"INTRODUCTION During September, October, and November 1946 the Safety Division of the Bureau of Mines, off' the United States Department of the Interior, Pittsburgh, Pa., tested four new types of self-contained breathing apparatus and approved them in accordance with Schedule 13C. Approval was granted with the proviso that certain specifications outlined on the approval plate be made fully effective, and with the understanding that established safe practices in training in the care and use of self-contained breathing apparatus are of major importance.The excellent records made during the past 30 years in the safe use of self-contained breathing apparatus, some of which required the almost continuous wearing of apparatus during several hours daily for days, weeks, or months, may be attributed largely to the Bureau's system of rescue organizations, selection of physically fit rescue workers, effective training, and educational work done in rescue and recovery operations during fires or following disasters and in the care and use of self-contained breathing apparatus. Loss of life during wearing of breathing apparatus was due almost invariably to poorly assembled or otherwise defective apparatus, poor physical condition of the wearer, or insufficient training or some incorrect procedure.The newly developed breathing apparatus are of much simpler design than the conventional type used for the past several years; however, it is just as important to select rescue crews carefully and to train them properly in the care, use, and limitations of the new types of apparatus as for the older long-established types, if anything like safety is to be achieved in using them. The Bureau of Mines considers that 1/2-hour and 3/4-hour self-contained breathing apparatus should be used only as auxiliary equipment in mine rescue and recovery work, and their capabilities and limitations should be well understood by those who wear them."

A 3800 m long temporary water-retaining dike has been constructed under extreme conditions in the harsh northern climate to enable two of the kimberiite pipes at the Diavik Diamond Project reserve to be mined using open pits. The Diavik Diamond Project is located on East Island at Lac de Gras in Canada's Northwest Territories, approximately 200 kilometres south of the Arctic Circle. The dike which has been constructed in up to 25 m deep water from crushed granite quarried from the site projects into Lac de Gras encircles the first two of the kimberiite pipes to be mined. An 800 mm wide diaphragm cut­off wall constructed of bentonite, cement and crushed rock, totalling 33,000 m2, and a two-phase jet grouted curtain wail at its base, totalling 8,400 m2, have been installed through the dike and underlying till foundation into bedrock. The cut-off is designed to minimise water seepage from Lac de Gras through the dike. In order to ensure that the dike had adequate internal stability and diaphragm wall construction could proceed safely, the crushed rock fill material dumped into the lake was first compacted by TR 75 deep vibrators. In 2000, Bauer Maschinen GmbH of Schrobenhausen, Germany were awarded the contract for the supply of all specialist foundation equipment required on site and for providing technical support to the Canadian main contractor Lac-de-Gras-Construction throughout the construction of the cut-off walls during 2001 and 2002. Installation of the cut-off walls was completed in July 2002, three weeks ahead of schedule, and dewatering of the inner dike areas commenced just 5 days later and has continued throughout August and September. After completion of extensive testing of the diamond recovery plant, the mine is scheduled to go into full open pit production in February 2003.

In arriving at economic losses in coal mining due to accidents, a statistician is confronted with many difficulties on account of the lack of information relative to nonfatal accidents. For comparative purposes the ex¬ perience of those countries, States, or companies that keep complete records can be drawn upon and an extimate can be arrived at whereby one State can be compared with another, or one mine compared with another in the same district. Such a comparison for the United States has been compiled by the United States Bureau of Mines. It will be observed in Table 1 that the cost per ton for accidents in the State of Washington for the year 1927 is higher than for any other State, with the exception of Georgia and North Carolina, with a small combined tonnage of 130,089 tons. (The figures for coal production in Table 1 are taken from Bulletin 319, 1930, of the United States Bureau of Mines.) The reasons why the cost of accidents in Washington might be higher than the average are on account of physical conditions such as steep pitches, faults, igneous intrusions, highly explosive coal-dust, extremely friable coals, presence of gravel and water, very gassy coal beds, rugged topographic conditions, inherently bad roof and floor, thick beds, and heavy cover. The nature of the coal beds requires the use of preparation machinery. The mines are often deep, and topographic conditions are such that long and fast haul¬ age becomes necessary. All of these factors not only tend to cause high cost of production, which is manifested largely in a. lower than average daily pro¬ duction, per man, but..they.also affect to some degree a tendency toward a higher than average cost for accidents.

Under this program two tape recording and triggering systems were developed and delivered for use in the Bureau of Mines microseismic program. The systems are designed to improve the effectiveness of the Bureau owned Sangamo 3500 series and SABRE VI instrumentation tape recorders. The system is designed to capture random microseismic data, digitize and temporarily store these data, start the tape recorder; and then transfer the data to magnetic tape for permanent storage. The system is designed to pack data on tape such that the tape may be simply played back through galvo drivers onto an oscillograph such that a continuous series of analog records, with corresponding time of day information, are reproduced without excessive oscillograph paper waste or the need for the operator to search for valid events.

Michigan is becomining one off the important oil-producing States of the country, The amount of crude oil produced within its boundaries has increased from only 4,000 barrels in 19253/ to nearly 16 million barrels in 1935.4/ The Bureau of Mines method of crude-oil analysis and classification indicates that the oils from the several producing fields are predominantly paraffin-intermediate-base, wax-bearing crudes. In general, they will yield 25 to 35 percent of highly paraffinic gasoline and about the tame amount of kerosene and gas-oil combined, 12 to 15 percent of lubricating oil stock, and 20 percent of residuum with a carbon residue of about 6 to 7 percent. In addition, there appears to be some correlation between certain properties of the crude oils and both the geographical location and geological structure of the oil-producing areas within the State. These general conclusions are based on the analytical data presented in this report, which is one of a series of papers that record the general characteristics of crude oil from the many producing fields of the United States. This report discusses briefly the oil fields of Michigan and the characteristics of the crude oils produced from them. The analyses of 15 samples are given. The $980m (€750m) Dublin Port Tunnel, Europe’s biggest urban highway tunnel project, was opened in December 2006. The culmination of this immense scheme is set to transform the environment, mobility and road safety of Ireland’s capital city. This paper summarizes the key aspects of a project linking both sequential and parallel construction of individual tunnels and describes various approaches to bored, mined and pre-support cut-and-cover tunneling in a wide variety of ground types and depth of cover. Examples of innovative approaches to deal with structural and geotechnical problems while maintaining full operation of both road and rail traffic and the integrity of properties in a dense urban corridor are described.

A 16 m by 4.7 m by 24.5 m (52 ft by 15.5 ft by 80.5 ft) underground ore bin was constructed at an 810 m (2660 ft) overburden depth in poor quality, faulted and altered intrusive rocks at Molycorp's block caving molybdenum mine. Geological engineering incorporated detailed structural mapping, rock quality classification, in-situ stress field determinations, numerical stress and failure analysis, and convergence monitoring. The ore bin was mined by conventional methods from the top down and utilized a bored raise for mucking. The initial ground support of rock bolts, lightweight steel sets, and reinforced concrete was later supplemented with an array of 6, 12 and 21 m tensioned, grouted rock bolts when wall closure was noted in the upper ore bin area. The supplementary support was optimized by computer analysis and monitoring.

El objetivo del presente trabajo es describir el sistema de relleno hidraúlico en los tajeos de vetas angostas de la mina de Morococha a través del método "Arch Back". Actualmente el sistema de relleno convencional es lento, costoso y ofrece desventajas respecto del *R/H. Los objetivos del R/H son aumentar la eficacia de minado, controlar las leyes del mineral, minar los tajeos de baja ley, mejorar el sostenimiento de las cajas y la baja de costo. En este sentido, se describen las operaciones unitarias de los tajeos con R/H y se comparan con los métodos convencionales, encontrando eficiencias en los tajeos aplicados con el método Arch Back y los tajeos de vetas angostas, así como se mejora la producción y los costos de la misma.

This interpretation of the mining laws of British Honduras has been prepared from the best available information in Washington and is released subject to amplification or correction, if necessary, by United States foreign-service officers. INTRODUCTION The mining law governing all mineral substances other than oil is ordinance No. 7 of 1927 (Minerals Ordinance, 1927), passed by the Legislative Council on March 25, 1927. The accompanying regulations, No. 3 of 1932 (General Minerals Regulations, 1932), made under the authority of section 66 of the minerals ordinance, were made by the Governor in Council on December 23, 1931.
