Some project managers accept unsatisfactory economic evaluation modelling because they are unaware of what constitutes good practice. They tend to leave it to the evaluation specialist or others to decide. The AusIMM has published on its website a draft set of guidelines for technical economic evaluation which will allow these project managers to take control and demand worldÆs best practices.The style of the guidelines is described and the source of a worked spreadsheet example in Excel is given.Economic evaluation in project management is described. A simple test for the acceptance or rejection of evaluation work is offered. The nature of modelling and evaluation in each of the three study phases of concept, prefeasibility and final feasibility are described. Suggestions on the selection of specialists for each phase are given. The three levels of evaluation thinking are described, namely, modelling, valuation and evaluation. Finally the meaning of æfinancial analysisÆ is explained.The conclusion is that æthe role of an economic evaluation specialist is to create models and evaluations for the whole project team to readily understand and use: it is not to create models for his/her own useÆ.CITATION:Card, P, 2012. Introduction Technological advances in mining and processing have started the domestic mining and mineral industry back on the road to competitiveness. A massive trade deficit, however, coupled with foreign competition and more government regulations threaten to slow this recovery. So say mining executives in Colorado and Minnesota. These industry decision-makers agree that their challenge is to continue the technical innovations of their industry. The journey back to profitability and competitiveness means improved products, they say, but at lower production costs. At separate gatherings in January, officials in both states said that they believe their industry is up to the challenge. Worker attitudes will have to change, they understand, and management styles will need adjusting. And, while they are willing to make the necessary adjustments, they are going to need some help. Or, at the very least, less interference from the federal government. Foreign markets, all but closed to American products, must be opened up on a reciprocal basis. The nation's $170 billion trade deficit is a priority item that can no longer be ignored. And, closer to home, federal and state environmental regulations concerning mineral production must themselves be monitored. 1987 in Colorado While Colorado's service and trade industries should have a fairly good 1987, the state's mining industry can expect another disappointing year filled with layoffs and declining profits, according to the Colorado Mining Association. Once again, foreign competition and government regulations are seen as the main reasons for the mineral industry's woes. And state mining officials see little relief until at least the 1990s. Speaking to a group of reporters at its annual press briefing in Denver, CMA officials said Colorado's overall nonfuel mineral production is expected to fluctuate between a flat and declining growth trend. Mining employment in the state is expected to fall by 400 people this year, to about 7500. In 1981, Colorado mines employed as many as 17,800 people. During the 1970s and early 1980s, the employment rate in mining in the state grew by 12% annually, according to a summary report compiled by the CMA. Last year, worldwide molybdenum production continued to exceed demand US moly producers, therefore, were forced to continue their familiar path of production cutbacks, as well as workforce reductions. And some molybdenum mines in the US closed altogether, the CMA report stated. In Colorado, Amax's Climax and Henderson molybdenum mines operated at about 50% of combined capacity. Climax employed about 200 people at the beginning of 1987, producing about 5.4 kt/d (6000 stpd) or ore. Henderson employed about 700 people, producing about 24.5 kt/d (27,000 stpd) of ore. In coal, the number of licensed coal mines in Colorado has declined from 124 in 1960 to 43 in 1986, of which only 23 were producing. Once a stable source of employment and production, the metallurgical coal industry in the state has only one surviving metallurgical coal mine, Mid-Continent's Orchard Valley mine. High production and transportation costs, weakness in the US steel industry, and a weak market position have contributed to the decline, the summary reported. All of these terms are often used synonymously by the trade and even in mineralogists and other reference books. Actually, tripoli is a ma- is a material of definite and distinct physical and chemical properties and all of the other terms belong to a different material with just as definite and distinct properties.Originally the term tripolite (loosely called tripole) was given to a diatomaceous cart from Tripoli in Northern Africa. Dena (J.D. Dana, A System of Mineralogy 6th Ed.) calls this material tripolite and gives no authority for the use of the terms tripoli. Between 1880 and 1890 the deposits near Missouri, were opened and the material placed on the market as ""Tripoli"" no doubt due to its resemblance in some respect to the original tripolite or diatomaceous worth from Tripoli. Since that time the term tripoli has with increasing definitenesss been reserved for the Seneca material and other siliceous of similar origin and physical properties, while all siliceous material of organic origin, containing dilators, has been called diatomaceous earth (or its synonyms infusorial earth, kiselguhr, etc.). Rottenstone is sometimes classed with tripoli."

In the Evraz Highveld production process, iron ore is prereduced in rotary kilns prior to charging into submerged arc furnaces (SAFs). Owing to the highly aggressive slags that are formed within the combustion zones of these kilns, chrome-oxide-containing lowcement castables have been used for some years in the kiln lining. Due to concerns around the potentially harmful effects should Cr(V1) be present in the spent linings, Highveld and its suppliers of kiln castables devoted time to developing alternative chrome-free lining materials. Such materials needed to be cost-effective and ensure good performance and improved kiln availability. This paper discusses all the parameters surrounding this development. The University Link project extends Seattle?s light rail from downtown to University of Washington (UW). It includes 5.0 kilometers (3.15 miles) of twin-bored, 6.4 meters (21 feet) excavated diameter tunnels, and two cut-and-cover stations. The Capitol Hill Station (CHS) requires an excavation 170.7 meters (560 feet) long, 22.6 meters (74 feet) wide, and 22.9 meters (75 feet) deep. The University of Washington Station (UWS) requires an excavation of about 238.4 meters (782 feet) long, 21.3 meters (70 feet) wide, and 33.5 meters (110 feet) deep. The project is within the glacially diverse soils of the Puget Sound region, below groundwater. This paper highlights major station and tunnel design elements, including the approach to support of excavation at both station boxes, and the site staging requirements.

Sodium sulfate is one of the larger tonnage industrial minerals. A little more than half of this tonnage — 3 Mt/a (3.3 million stpy) of natural product— is recovered from ore deposits. Most of the rest is produced as a byproduct from other manufacturing operations. Sodium sulfate is mined in a variety of ways. These include conventional room-and-pillar mining, strip mining, in situ leaching of thick ore beds, solar evaporation and cooling-crystallization of lake brine, and the pumping of brine from complex salt deposits. There is also a variety of commercial sodium sulfate ore sources. They include thenardite (the mineral form of sodium sulfate, or Na2SO4), mirabilite (glauber salt,Na2SO4•10H2O), glauberite (Na2SO4•CaSO4), astra-kanite (bloedite; Na2SO4•MgSO4•4H2O), burkeite(2Na2SO4•Na2CO3), sodium sulfate-containing caliche and various brines.

Copper smelter operations around the world are under sustained pressure to reduce costs and increase output. Through the provision of reliable data on fundamental properties of the chemical systems the opportunities for improvements of industrial copper production can be identified. Experimental and modelling studies on phase equilibria, thermodynamics of copper slag/matte/metal/gas systems have been combined into an integrated research program undertaken at PYROSEARCH. Experimental phase equilibria studies involve high temperature equilibration in controlled gas atmospheres, rapid quenching and direct measurement of compositions of equilibrium phases with electron probe X-ray microanalysis (EPMA). Thermodynamic databases development and modelling is undertaken using the computer package FactSage in conjunction with advanced models used for complex solution phases. Progressive development of these research methodologies has brought significant advances in characterisation of these complex systems, including a new optimised thermodynamic database for the copper-containing slag system Cu2O-Al2O3-CaO-FeO-Fe2O3-MgO-S-SiO2.The new data and models can now be applied to assist in improvements of the processes. The effects of changes to chemistry and process conditions within the smelting reactor can be examined. Several examples of new descriptions of the phase chemistry of the Cu2O-CaO-SiO2 and Cu2O-FeO-Fe2O3-SiO2 systems in equilibrium with metallic copper showing calculated and experimental data are presented.

Detailed mineralogical investigation of a tailing sample from the Juno plant circuit at Tennant Creek was carried out to determine the nature of the unrecovered bismuth and whether any possibility existed for improving bismuth recovery. The investigation showed that the Ibismuth was present in a complex mixture of Bi-Pb-Ou-Se-S minerals (termed "bismuthinite"), of which about 74 per cent was locked (mainly with magnetite) and 26 per cent was liberated (18 per cent in the minus 7 µm slime). The results suggested that attention should be directed to both finer grinding and improved flotation of slime "bismuthinite", and testwork carried out by Peko Mines N.L. on the basis of these recommendations led to a significant improvement in bismuth recovery.Detailed mineralogical investigation of two Juno concentrates was carried out to determine the nature of the selenium present and whether any possibility existed for improving the selenium grade. The investigation indicated that virtqally all the bismuth, selenium, and lead was present in "bismuthinite", which showed a composition range of 32-82 per cent Bi, 0-42 per cent Pb, 0-24 per cent Se, and 5-18 per cent S. Differences in the Bi/Se ratios of the two concentrates could be attributed to different average Bi/Se ratios of the constituent "bismuthinite", and the relatively low selenium grade of the "bismuthinite" precluded the possibility of obtaining a high grade selenium concentrate with high selenium recovery.However, differential flotation and/or low intensity magnetic separation to remove chakopyrite, and magnetite, the main diluents of the concentrate, could be expected to upgrade the selenium content byup to 80 per cent (relative) and .festwork carried out by Peko Mines N.L. on the basis of the recommendations of the mineralogical investigation confirmed that depression of chalcopyrite in the flotation circuit could produce significantly improved selenium grades.These investigations illustrate the application of mineralogy to the practical problems of improving plant performance. Mineralogy has an important role to play in providing quantitative data on which the metallurgist can evaluate plant performance and base a programme of metallurgical testwork, and early mineralogical investigation of feeds, concentrates, middlings, and tailings can lead to the avoidance of much abortive and expensive metallurgical testwork.

The objective of this study is "to assess the impact of surface mining on soil compaction in the Midwest". The study revolves around a unique field sampling program targeted at four mine sites utilizing four distinct types of soil movement of midwestern prime land. Through the preparation of a final report for use as a guidebook, an assessment is made of the degree to which surface mining operations contribute to the soil compaction problem. The final report is formulated through the use of field study data as well as information gathered in an intense literature review. The final report centers on applying collected data to practical field applications. Soil sampling on the four mine sites centers on a comparison of natural and replaced soils for moist bulk density. This characterization evaluates changes in density and texture throughout the soil profile to a depth of 48 inches. Fertility of the topsoil is also assessed for natural and replaced soils. During field sampling and observations, a base of information has been gathered to compile a case study on each mine site. The report accesses the regulations in the prime farmland areas through the use of a matrix. The regulatory matrix allows easy access of mining personnel to State and Federal regulations.

The bulk of high carbon ferromanganese produced in India continue to have more than 0.35% phosphorus since they are produced by carbothermic reduction process. The low phosphorus manganese ores are depleting fast and ferromanganese manufacturers will have no option but to use medium and low grade ores having high phosphorus content resulting in high phosphorus in the product. A systematic study was taken up at NML to solve this problem. Initially, a thermodynamic analysis was carried out for which Ba-P-O ternary predominance diagrams were constructed at several temperatures to predict the most suitable conditions for selective removal of phosphorus from high carbon ferromanganese. These conditions required a usage of a flux having a high level of basicity, moderate oxygen potential as well as low melting temperature. The experimental results showed that it was possible to remove phosphorus from high carbon liquid ferromanganese from 0.56%to 0.18% using BaCO3 based fluxes at the rate of 16-wt% of the ferromanganese charged. However, the Mn loss varied in the range of 2-5%. The objective of the subsequent study carried out at the laboratory scale was to optimize the flux consumption as well as minimize the Mn loss with effective dephosphorization by using BaO based calcined pellets instead of BaCO3 based powders. It was felt that the handling of pellets under plant conditions would be easier and also eliminate the loss of flux as a dust, which occurs when powder is added. These pellets were forced towards the bottom of the melt for better efficiency. For this purpose, a plunging system was designed and fabricated in-house that helped in reducing the flux consumption to less than 5% and also improved the kinetics of the process. The desired results were achieved within 10 minutes of the addition of the flux. The know-how is ready for transfer to interested parties and authors are willing to conduct large scale trials with them.

The mining regulations of all 50 States were reviewed by the Bureau of Mines, and those parts pertaining to the use of internal combustion (IC) engines (particularly diesel engines) in underground mines or confined spaces were extracted. Also extracted were subjects associated with the use of IC engines; for example, storage and handling of flammable liquids, maintenance, and ventilation requirements. As the laws now stand, 29 States have specific regulations that affect the operation of diesel engines in underground coal and/or metal and nonmetal mines. The other States have no regulations because either they have no mining activities or they defer to Federal regulations. Six states have regulations expressly prohibiting the use of diesels in underground coal mines. Specific contacts (addresses and phone numbers) precede each State's regulations to facilitate inquiries about regulation revisions and interpretation.

"Geometallurgical mapping is a new team-based approach that documents variability within an orebody and quantifies the impact of geology (host rocks, alteration and structure) and mineralogy on grinding, metallurgical response and metal recovery processes. The quantitative, spatially constrained database that results can be readily integrated into 3-D block models and mine planning activities. Thus it is an important tool to reduce the technical risk associated with new mine developments or expansions.Normally undertaken during pre-feasibility or feasibility planning stages, the first step of geometallurgical mapping is to review the geology, mineralogy and other critical parameters and construct a geometallurgical matrix. This matrix provides an objective base to then guide sampling and/or compositing activity for physical property and metallurgical testing. Depending on the project, an array of testing techniques can be used to characterize the ore and feed data into the geometallurgical model.While the range and number of tests needed is project-dependant, the geometallurgical mapping approach allows the development of empirical models or interdependent relationships, grounded by spatially-constrained real data. Extensive data sets collected using less expensive testing methods can be meaningfully correlated with results from complex specialty tests to yield realistic metallurgical recovery data.With geometallurgical mapping completed, the resulting database can be integrated into an overall 3-D block mine model. This means that metallurgical response can be used to realistically forecast the recoveries of specific blocks, perhaps sampled only by drilling. Mine planning can then incorporate the forecasted metallurgical response and generate future project cash-flows; opening the door to economic optimization of the mine exploitation."

The additive property of dispersion variances was found experimentally by D.G. Krige using data from the gold deposits of the Witwatersrand. In this property, called ?Krige?s relationship?, the dispersion of a small unit, v, within the deposit is equal to the sum of the dispersion of v within a bigger unit, V, and the dispersion of these units, V, within the deposit, D. It is known that the variance of the grades decreases as the support increases, the so-called volume-variance relationship. To analyse volume-variance and Krige?s relationship, the methodology herein proposed combines blending piles and geostatistical simulation to simulate the in situ and the pile grade variability. Variability reduction in large piles is based on the volume-variance relationship, i.e. the larger the support, the smaller the variability (assuming perfect mix). Based on a pre-defined mining sequence to select the blocks that will form each pile for each simulated block model, the statistical fluctuation of the grades derived from real piles can be simulated. Using this methodology, one can evaluate within a certain time period the expected grade variability for various pile sizes, and also calculate the Krige?s relationship between the small blocks and the piles of different sizes. A real case study using a large Brazilian iron ore deposit illustrates the methodology and demonstrates the validity of the results.

Emulsions explosives, like slurries or water gels, are water based explosives. Emulsions were first introduced as a packaged blasting agent in the late sixties. Since then, many new variations have been developed, from small diameter detonator sensitive products to bulk loaded anfo/emulsion blends. Explosive detonation characteristics such as velocity of detonation, density/sensitivity relationship, strength, and water resistance along with how they relate to the type of rock and type of application will be presented. Various methods of sensitizing such as glass microspheres and chemical gassing along with product limitations and safety recommendations for bulk loading emulsions will also be presented.

San Martin Mine is an open pit, gold heap leach operation located approximately 70 kilometers from the Honduran capital of Tegucigalpa. Mining operations commenced in 2000 and were completed late in 2007, while heap leaching operations continue. Reclamation was executed concurrently with operations to the extent practical. The area has distinct rainy and dry seasons and closure objectives include: prevention and mitigation of acid rock drainage, sediment and erosion control, and mitigation of visual impacts. Final closure is well underway at San Martin and this paper describes the closure processes conducted to date, problems encountered, and the subsequent lessons learned.

The purpose of a mineral comminution circuit with a ball mill running in closed-loop with a hydrocyclone classification cluster is to feed the downstream process with the target particle size. Maintaining the optimal particle size in the flotation feed can significantly improve plant cash flow. In particular, reducing the amount of coarse material is often a major challenge. Existing instrumentation to provide particle size measurement is considered standard equipment in most modern concentrator plants. However, availability is often very low, mainly owing to high maintenance requirements of the analyser and associated sampling system.CiDRA Minerals Processing has developed two novel and robust technologies that address this challenge by providing high reliability and very low maintenance systems for on-line measurement of coarse material in the overflow of individual hydrocyclones. The first system is non-invasive and measures pebbles and rocks greater than 6 mm. This paper focuses on the second system, which is a ruggedized wetted sensor design with no moving parts and provides a real-time trend of the desired target grind size parameter, such as percentage above 150 micron.Both systems have simple robust designs and measure in the primary overflow stream of the individual hydrocyclone. Individual hydrocyclone measurement enables identification of poor performing hydrocyclones in addition to providing a representative measurement of the whole hydrocyclone cluster. The systems do not require sampling and associated sample transfer piping circuits that are prone to plugging, thus avoiding high maintenance requirements.The wetted sensor will be described in detail along with its implementation in a robust control scheme in a major copper concentrator in North America. The implementation of routine real-time micro-seismic monitoring of open pit mine slopes has been discussed. Some examples of seismic arrays have been given, and a recommendation of suitable seismic sensors made. Unfortunately near-surface sensors are required for good location accuracy, and the effects of reflection, mode conversion and surface waves must be accepted and compensated for during processing of the seismograms. It makes sense that mining at the base of a slope and levels of seismic activity within the slope should be related, and this is confirmed using both 2002-2003 and 2005 seismic data recorded at Navachab mine. An example of how seismic data can be used to gain information about seismically active geological structures has been described. The removal of broken rock, and not blasting nor the breaking of supporting rock, has been found to cause slope micro-seismicity. While the standard Brune source model is suitable for some 20% of the seismic events, unreasonable results are obtained for the rest. A moment tensor inversion has been performed after S-wave splitting and surface effects have been filtered out. This approach confirms a predominantly shear mechanism for a typical high frequency source.

The World Trade Center (WTC) is located on the west side of Manhattan in New York City, approximately 0.5 miles north of Wall Street, and is owned and operated by the Port Authority of New York and New Jersey (PA). As part of the WTC site redevelopment the New York City Transit Authority?s No. 1 subway line which runs through the site below grade, was underpinned so that the soil beneath it could be removed along with the rest of the new east basement excavation. Consequently a scheme comprising micropile installation through and around the existing subway box was designed. The subway had to remain in use throughout save for planned weekend outages to allow a portion of the underpinning to be fitted through or on to the existing structure. At times this involved accessing and drilling from within the subway tunnel under short General Order (GO) Subway shutdown periods. At either end of the subway passage through the WTC site jet grout underpinning was designed to provide support and to complete the excavation and construction of the east basement wall in the areas beneath the subway where it was impossible to install a slurry wall. The jet grout blocks thus formed had to be largely installed around the clock during 53 hour long GO weekend outages and had to overcome severe logistical constraints in and over the tunnel. The jet grout blocks had to provide strengths of at least 500 psi at 3 days and 700 psi at 28 days. The jet grouted soil mass also had to have a level of permeability less than 0.03 feet/day (1 x 10-7 m/s). After an extensive trial program and then production testing it was concluded that the glacial till above the rock proved to be a particularly difficult soil strata to collect test data from and hence the level of observational monitoring was increased to progress the excavation works. Throughout the installation of micropiles and jet grout columns extensive monitoring was in place and prompted a variety of working method changes.
