This article is a continuation of a series of publications by the authors on the international debate on resource nationalism, with specific reference to South Africa. Previous outcomes have shown that mine nationalization is not a solution for South Africa, and that maintaining stability of the current mineral and tax regimes is fundamental. It will not be wise to replace existing law and policy instruments until there is a better understanding of the distinction between fact and public perception about the impact of the current system. The new scheme of state custodianship linked to a mining royalty that effectively targets economic rents provides for effective resource use. The methodology in this article is to consider how South Africa's mineral tax regime can be tweaked to achieve optimal management and benefit from mineral extraction and associated rents by avoiding changes feared by investors. The major finding is that the current suite of instruments can be considered a suitable platform for optimal management of resource rents. However, it will be necessary to first investigate ways of improving the mineral beneficiation intent of the royalty structure, and secondly investigate whether the mineral rent portion of the royalty formula can be ring-fenced for the purpose of establishing a sovereign wealth fund.

Coal mining has evolved into extensive use of continuous mining machines for development and production. This has resulted in an increase in dependence on the versatile continuous miners. The present-day continuous miners are powerful in terms of rated power but are still plagued by wear of bits which hinders development and production as the bits have to be continuously changed at regular intervals. Previous attempts to analyze bit wear has been either restricted to the theoretical approach and or laboratory testing. This paper discusses about the overall aspect of bit and drum design for different conditions. Using the laboratory model set up, numerical models and field testing, a new bit and drum design was analyzed to evaluate their performance under different conditions. The results proved that a newer bit design and drum design were successful in limiting the amount of wear as well as improving the performance of the continuous miner and production.

Once the draw process has begun in a block cave, it is very difficult to identify which regions of the cave have successfully propagated, where the caved material is flowing from and where it is flowing to. The uncertainty around cave flow increases as the cave is drawn and can be further compounded by poor draw control practices. These uncertainties make it difficult to plan effective draw strategies to control dilution, as flow model predictions tend to gradually diverge from the actual state of the cave. There have been documented occasions where observed caving phenomena, such as muck pile surface rilling, could not be reproduced with the cave flow models of the time. The ultimate consequence of cave flow uncertainty is generally manifest as higher dilution and lower grades.In order to measure the real-time flow of caved material within an active block cave, CRC Mining and Elexon have developed, together with Rio Tinto, a cave flow monitoring system called Cave Tracker, which is being trialled at Argyle Diamond Mine (ADM) in Western Australia. The Cave Tracker system at ADM comprises electronic ‘beacons’ that have been installed down long HQ diameter drill holes located above the extraction level. As the cave-back propagates and the rock mass fragments, beacons are released into the muck pile and flow along with the caved material to the drawpoints below. At Argyle, the beacons are configured to emit a signal every three days. These signals are picked up by detectors installed on the extraction and undercut levels, allowing the positions of the beacons to be determined.By examining the real-time material flow in different regions of the cave, flow mechanisms can be better defined. Draw control strategies can then be actively tailored to manage the current state of the cave. Thus, previously undetectable indications of excessive rilling, rapid cave propagation, cave stall, air gaps and dilution entry can now be identified early and assessed continuously as the cave progresses. In this study by the Federal Bureau of Mines Pennsylvania anthracite from the Eastern Middle field was oxidized by concentrated nitric acid at steam-bath temperature for 24 to 1,000 hours. The quantitative data obtained include yields of nitric-acid soluble and insoluble products and the distribution of carbon and ash in each. The acid-insoluble residues were examined for solubility in aqueous sodium hydroxide. With a sodium hydroxide concentration of at least 1 normal, a portion of the residue could be extracted in the form of a true solution. With lower alkali concentrations, peptization occurred. Alkali solubility of the residue increased with length of oxidation. However, when expressed in percentages of original coal weight, the alkali solubility remained essentially constant after 192 hours of oxidation. This suggests that the alkali-soluble products are converted to acid-soluble products at the same rate as the original coal substance is converted to alkali-soluble material. Microscopic observations of the peptization of the acid-insoluble residues revealed a gross micellar physical structure. The action of nitric acid is apparently not restricted to the surface of a coal particle. The acid penetrates the particle through the pore structure, dissolving some of the ash and altering the bonds between the coal micelles. The bond alteration, as indicated by ultimate analyses, involves the physical and chemical adsorption of the components of nitric acid. Some of the altered bonds are not thermally stable; this instability is shown by the complete loss of peptizing ability when the acid-insoluble products are heated above 200° C. This loss is accompanied by the evolution of water, oxides of nitrogen, and hydrocyanic acid.

This report describes a microcomputer-based instrumentation system for structural monitoring of the circular, concrete-lined Silver Shaft in northern Idaho, The 1-ft-thick concrete lining and surrounding rock mass were instrumented with a total of 12 multiple-point borehole extensometers, 16 pressure cells, 22 concrete embedment strain gauges, and 12 thermistors. The instruments were distributed among four test sites and installed immediately above the shaft bottom during sinking at the 2,414, 4,063, 5,191, and 5,955 levels. Limited access to the instruments prompted the development of a microcomputer-based remote data acquisition system that could be operated from the surface. The system scanned the instruments on a programmed schedule, printed out reduced data, and stored the data for plotting and recall. Data acquisition from off-site and uploading of data to mainframe computers were accomplished by the addition of modems to the basic system. The system is suitable for use in monitoring the structural behavior of any deep mine opening, especially in harsh operating environments and where access is limited.

THE writer has reread Mr. Ingalls' interesting article in the July, 1923, issue of MINING AND METAL- LURGY on "The Use of Spelter in Galvanizing." It seems that most writers, in commenting upon coatings of spelter on sheets and wire, dwell upon the thin coatings which these materials carry, and rightly so. However, they seem to forget that until very recently, in the case of wire, the manufacturer did not know how to apply a heavy coating of spelter to the wire, especially if the wire was to be woven into fence or fabricated in some other manner, because heavy coatings of spelter are exceedingly brittle. This is even true in the case of high-grade spelter, but to a lesser degree than with Prime Western. Because of this brittleness, it has been necessary for wire manufacturers to smooth the coating by passing the wire through tightly compressed wiping means of some kind, usually asbestos. This removes all of the excess spelter and allows only a thin coating to remain. The latter, as a rule, is malleable and the wire can be fabricated without material injury to the coating.

This paper describes the tunnel seismic reflective survey, which has been developed by the authors in order to detect the geological condition ahead of the tunnel face three-dimensionally using reflected seismic waves. In addition, the applicability and the accuracy of the result of this system has been validated by comparing with the geological observation results at the tunnel face and the result of the drill logging system, which was conducted simultaneously with this survey in order to predict the rock properties using the data acquired during drilling from the tunnel face by rotary percussion drilling. In dieser Arbeit werden Reflektionsseismische Tunneluntersuchtungen beschrieben, die von den Autoren entwickelt wurde, um die geologischen Eigenschaften am Tunnelstirnende dreidimensional an Hand reflektierter seismischer Wellen bei minimaler Unterbrechung der Arbeit zu untersuchen. Darüber hinaus wurde die Anwendbarkeit und Genauigkeit der mit diesem System erhaltenen Ergebnisse durch Vergleiche mit den Ergebnissen geologischer Beobachtungen am Tunnelstirnende sowie den Ergebnissen des Bohrlogsystems bewiesen. Das letztgenannte System wurde gleichzeitig mit dem hier genannten System eingesetzt, um die Gesteinseigenschaften mit Hilfe der Daten vorherzusagen, die beim Bohren von Probelöchern im Tunnelstirnende mit einer Drehschlagbohrmaschine erhalten wurden. Cet article décrit une méthode de prospection sismique de tunnel, développée par les auteurs, pour déterminer en 3 dimensions les conditions géologiques existant derrière le front de taille, au moyen d’étude et de mesure des ondes sismiques réfléchies dans le sous sol, et ce, avec un minimum d’arrêt des travaux d’excavation. En outre, l'applicabilité et l'exactitude des résultats de ce système ont été vérifiées, en comparant les résultats des observations géologiques effectuées au front de taille, avec ceux du log de forage qui a été effectué parallèlement à ce système, en vue de prévoir les propriétés de la roche, grâce aux données collectées au cours du forage d’un trou de sonde depuis le front de taille à l’aide d’une foreuse rotative à percussion.

This paper describing the mining practices at the Old Dominion mine, Globe, Ariz., is one of a series being prepared by the United States Bureau of Mines on mining practices, methods, and costs in the various minim districts in the United States. The Old Dominion mine is situated in the eastern port of the Globe-Miami district, about 1-1/2 miles north from the center of the town of Globe. An average of nearly: 1,200 tons per day was mined during 1928. The prevent production is about 1,500 tons per day; of this amount,, approximately 100 tons is direct-smelting ore that is shipped to the smelter at Miami and 1,400 tons milling ore which is treated in the company?s concentrator at Globe. About 600 men are employed at the mine.

VOLUME I Volume I of this three-volume report is the result of development of a comprehensive, coordinated approach to site data-acquisition activities to produce key plans and reports during the evaluation and development of a surface coal mine. A logic diagram illustrates activities in the planning and decision-making process from exploration through post-mining monitoring. The report briefly discusses major elements, other than the site environment, which influence development of mining and reclamation plans and refers to other readily available literature for details outside the scope of this study. The essence of the rationale is shown to be the 1 employment of necessary skills at the proper time to evaluate specific data ' requirements and integrate them into a cost-effective program to produce initial and major feasibility reports, mining, and reclamation plans, and the environmental impact assessment.

Traditionally (with a few exceptions) tunnel boring machines (TBMs) have been utilized on tunnel projects where the risks associated with deep tunnels (rock burst, squeeze, etc) are low (or expected to be low). This has generally been due to the extremely adverse consequences of entrapping or damaging a TBM under such conditions; but also due to the relative difficulty of dealing with these ground conditions in the confined working area of a TBM, in comparison to a drill and blast heading. This paper review the constraints of operating a TBM in a deep tunnel and discusses related project experience, particularly recent and current experience with TBMs in the deep Alpine Base Tunnels. Potential future applications of TBMs in the development of large, deep underground mines are also discussed.

This report summarizes the results of laboratory investigations made by the Bureau c! Mines on the recovery of mercury from caustic sulfide solutions by aluminum precipitation and by electrodeposition. Statistical methods were used to design the experiments and evaluate the resulting data. Precipitation studies demonstrated tint metallic mercury could be recovered from mercury sulfide-sodium sulfide solutions with aluminum. Other metals and their salts and aluminum, salts precipitated only black mercury sulfide. Over 95 percent of the mercury was precipitated from solutions prepared with reagent-grade chemicals and from cinnabar leach solutions. Two equivalents of aluminum were required to obtain 95 percent precipitation of the mercury. Under optimum conditions 1 gram of aluminum precipitated from 4 to 7 grams of mercury; the excess Aluminum was recovered for reuse. The effects of time and temperature on the precipitation of mercury were minor when compared with the effects of mercury concentration and aluminum equivalents. The particle size of aluminum had no significant effect over the ranges studied. When aluminum was used as a precipitant, the mercury concentration in solution was reduced to below 1.0 grams per liter. Adding arsenic and antimony sulfides to the mercury solution resulted in their coprecipitation with the mercury when the aluminum was added From 95 to 99 percent of both the arsenic and antimony were precipitated as metal, which amalgamated with the mercury.

Oceanic subduction-related volcanic frontal arcs extend over 20 000 km within the western Pacific basin and over 21 500 km worldwide, yet they remain largely unexplored with respect to active seafloor mineralization. Systematic exploration of 26 major submarine volcanoes along ~840 km of the Kermadec arc northeast of New Zealand has documented ten (39 per cent) as being hydrothermally active. This frequency of venting is comparable to that on slow-to-moderate rate spreading mid-ocean ridges, which comprise ~80 per cent of the 60 000 km-long global system of spreading centers. The chemistry of fluids discharged from the Kermadec arc volcanoes is moderated by magmatic components in both the gaseous (CO2 + SO2-H2S) and liquid (Fe) phases at very high concentration.The high frequency of venting coupled with chemically rich discharge discovered during this first systematic survey of any arc system forecasts submarine arcs as being important sources of chemicals to the oceans and as potentially lucrative exploration sites for seafloor mineralization. The exploration protocols developed during these surveys include bathymetric mapping of mostly unknown volcanic edifices, followed by detailed water column profiling and sampling to detect and characterize volcanic fluid emission signatures. These procedures are being refined as the survey progresses, both for efficiency and as direct seafloor observations become available for predictive application of water column plume information to guide seafloor mineral exploration.

[As part of the Bureau of Mines effort to provide thermodynamic data for advancement of mineral resources technology, the standard Gibbs energies of formation (?G°f) of MnS (manganese sulfide) and Fe0.9 S (pyrrhotite) were investigated with a high-temperature galvanic cell employing stabilized Zr02 (zirconia) as the electrolyte. Potential measurements were obtained for the cell Pt, MnS, MnO, S02 (g, 1 atm)//Zr02//02(g, 0.0114 atm), Pt with the overall cell reaction MnS (s) + 1.5 02 (g, 0.0114 atm) = MnO (s) + S02 (g) . (1) These results give the standard Gibbs energy of formation of MnS for the reaction Mn (s) + 0.552 (g) = MnS (s) (2) ?G°f = -66.487 + 15.19 x 10-3T±0.207 kcal/mole (896.4 - 1,208.1 K) (3) where temperature (T) is expressed in kelvins. Similar measurements were obtained for the cell Pt, FeO .9S, Fe304 , S02 (g, 1 atm) //Zr02//02 (g, 0.0114 atm) , Pt with the overall cell reaction 10/3 FeO .9 S (s) + 16/3 02 (g, 0.0114 atm) = Fe.,04 (s) +10/3 S02 (g). (4) These results yield the standard Gibbs energy of formation for the reaction 0.9 Fe (s) + 0.5 S2 (g) = Fe0.9 S (s) (5) ?G°f = -35.229 + 12.67 x 1073T+-0.104 kcal/mole (839.5 - 1,086.6 K). (6) A third-law analysis of MnS data yields a standard enthalpy of formation (AH°f) for the reaction Mn (s) + S (rh) = MnS (s) (7) ?H°f298 = -51.16±0.21 kcal/mole (8) A similar third-law analysis for Fe0.9S data yields a ?29°f298 for the reaction 0.9 Fe(s) + S(rh) = FeO .9S(s) (9) ?HO\°f298 = -24.01±_0.15 kcal/mole. Resource Engineering and Development, Inc. is desigining and building a portable 150 to 225 tpd, flotation-cyanide leach plant with unitized, skid-mounted components. This plant design, with its portability, low capital investment, and high recovery of silver and gold from many partially oxidized ores, is well suited to treat many small, highgrade deposits, old waste dumps, and old mill tailing piles. A description is given of flotation and/or cyanide leach tests run on 18 partially oxidized, newly mined ores; waste dump materials; placer slimes; and old mill tailings.

A etapa de flotação convencional do Concentrador 2 ocorre em um circuito com 13 tanques de flotação que recebem o produto dos ciclones limpadores (-0,15mm +0,030mm). O concentrado desta etapa contribui com aproximadamente 80% do volume de produção do concentrador. A necessidade da implantação do sistema de controle avançado de processos (SCAP) advém da alta heterogeneidade na alimentação do concentrador, uma vez que a Samarco não conta com pilha de homogeneização. O objetivo principal do projeto foi maximizar a recuperação metálica da flotação convencional e reduzir a variabilidade do teor de sílica no concentrado final. Aliado ao sistema de análise de imagem de espuma e ao analisador de sílica online, a ferramenta demostrou que, além de atingir os objetivos esperados, trouxe estabilização ao processo e padronização da operação.

This iron ore mine site, located in the Pilbara region of Western Australia, commenced operations in 1998, with ore derived by mining of open-cut pits in Channel Iron Deposits (CIDs). A portion of the ore extracted at the mine is processed at wet processing plants that produce both ore saleable product and waste fines (i.e. tailings) slurry. The waste fines produced at the wet plants are presently stored within Waste Fines Cells (WFCs).Waste fines cells A (WFCA) and B (WFCB) are located within an Autonomous Haul System (AHS) area and consist of embankments that span the width of the pit in east-west alignments. Technical studies and design analyses were carried out to support embankment raises and ongoing development of the WFCs. During operation and development of the WFCs, a multitude of simultaneous activities took place to the immediate north and south of WFCA respectively. These activities included the construction of the embankment raises using the AHS fleet, mining of the CID to not only mine the ore but to also create future deposition space for WFCB, blasting next to the WFC embankments as part of the mining activities, seepage collection and dewatering of the pit in the vicinity of the WFC.This paper discusses the material characteristics, design approach, construction staging and equipment requirements, blasting near embankments, water management, facility consequence category and closure concept.CITATION:Boshoff, J J, 2018. "IntroductionA brief literature search will reveal that the information available concerning rod mills and ball mills is quite extensive. This type of equipment is used to treat every element from antimony to zinc. The size and capacity of individual mills, the number of units employed, and the configuration of the equipment within a concentrator add another dimension to the possible scope of this discussion. It would be impossible to treat this volume of material with any degree of thoroughness.It is the intention in this paper to describe the simplest and generally the most typical circuit wherein a single rod mill and ball mill operate in parallel. Some of the subject matter will not be entirely applicable to every installation. However the principles should be generally relevant to most applications.Typical Circuit DescriptionFigure 1 illustrates the arrangement of the equipment associated with a rod-ball mill circuit.Ore is extracted from a fine ore storage bin (1) the capacity of which is large enough to allow .continuous mill operation independently of the mine and crushing plant production schedules. A number of feeders (2) may be employed to control the flow of ore to one or more feeder conveyor belts (3). In larger tonnage operations several such conveyors are employed at least one of which will be equipped with a variable speed control to allow adjusting of the amount of feed reporting to the rod mill. A rod mill feed conveyor (4) accepts all of the ore from these feeder belts for ultimate transfer to the rod mill. This conveyor is normally equipped with a weightometer (5) to monitor the flow rate of ore to the rod mill and ultimately to allow control of this flow. Typically these conveyor belts would be equipped with feed deficiency switches which would give a remote alarm of the fact that no ore is present on the conveyor. The conveyor belts are protected by underspeed monitors which will provide a remote alarm and automatic shutdown of the conveyor in the C'.'~nt that belt slippage occurs. Finally the belts are protected by monitors which will alarm and shut down a belt if it is not running straight in the idlers."

The use of cyanides in the extraction of gold and silver is well known.1 Such extractions employ con¬centrations of cyanide in the range of 0.02-0.25 % sodium cyanide equivalent in leaching cycles of 24-48 hours and frequently longer. Copper minerals, even though minor components of precious metal ores, dissolve in these cyanide leaching solutions, consume cyanide, cause fouling of mill solutions, and thus interfere with the precipitation and recovery of gold and silver. 2,3,4 This paper presents a summary of laboratory investigations on the use of cyanide solutions as extractants for copper from various copper-bearing ore fractions. In view of the metal contents involved, it will be apparent that larger quantities of cyanide are required to extract copper than for the extraction of precious metals. In cyanide solutions of concentrations generally favorable to copper extraction, sulfide and oxide copper minerals were found to dissolve rapidly at room temperature and atmospheric pressure. For example, on products in the flotation size range, the major portions (e.g. 65-85%) of the extractable copper frequently dissolved in 2-10 minutes. At coarser grinds, e.g. 100% minus 28 mesh and 100% minus 10 mesh, 75-85% of the total copper was extracted in 30 minutes.

the leaching of near-by rocks, had had no other result than to bring out from obscurity three certain features of practical lmport, all the labor of that controversy would have been well expended. These three points are : (1) a clear distinction between the vadose and the profound zones; (2) a determination of the manner in which the latter may be invaded by conditions of the former; and (3) an establishment of the general truth of the lateral-secretion theory when vadose conditions prevail, and of the. ascension-theory under profound conditions. In the practical consideration. of ore-deposits these generalizations are fundamental. Their wider application must be productive of great industrial advantages. Of first importance in the broader scientific survey of ore-genesis is the recognition of a sharp distinction between vadose and profound conditions. To many who listened to Professor Posepny's remarkable paper, read at the Chicago session of the Institute during the Columbian Exposition in 1893, this seemed, as Dr. S. F. Emmons has already observed, its most valuable and suggestive feature. Notwithstanding Posepny's implications to the contrary, and his vigorous berating of Sandberger's views, the immediate and lasting .effect of the . argument was really to strengthen greatly Sandberger's position. For it completely and sharply separated the lateral-secretionists from the ascensionists, raising the sphere of the former bodily above the line of permanent water-level and at the same time confining .the sphere of the latter to regions below that horizon. A little later, Professor Van Rise showed in some detail how meteoric waters may deeply invade the profound zone and carry vadose conditions into it. The zonal limitations of two great and apparently opposed agencies being thus definitely fixed, it is found that neither of the theories based thereon is susceptible of general application. If the generalizations of the lateral-secretionist be propounded solely for vadose conditions, we are able to agree with all of his more-important contentions; while there is general acquiescence in the views of the ascensionist if their application be restricted to the profound zone.
