The present paper describes a number of experiments with fine silver, coin silver, silver-cadmium oxide and silver-nickei-copper compacts, prepared by powder metallurgical methods. The test data are of a preliminary nature, since most of the work was exploratory. Fine Silver Eject of Compacting Pressure on Hardness and Density during Cold and Hot Pressing The cold-welding properties of silver have received considerable attention and the welding characteristics are functions of such variables as: cleanliness of metal particles (impurities and adsorbed gases), chemical nobility of particles, plasticity and hardness, particle assortment, particle shape, particle porosity, apparent density, temperature, pressure, time, recrystalliza-tion characteristics. Chemical nobility, plasticity and low temperature of recrystallization after work-hardening are responsible for the excellent low-temperature bonding properties of silver. Several series of compacts were pressed at pressures of 5, 10, 20, 30, 40, 50, 60 70 and 80 tons per square inch, at temperatures of 32°C. (room temperature), l00°, 2000, 300°, 400°, and 450°C. Silver powder of minus 325-mesh, produced by displacing silver from a nitrate solution by means of copper, was used. The density was calcuiated from accurately measured and weighed compacts. The hardness was measured on the Rockwell F scale. The investigation shows that an increase in pressure promotes a higher density and hardness regardless of pressing temperature, up to a temperature of 400° C. The pressure-density curves at various pressing temperatures are shown in Fig. I, the pressure-hardness curves at various pressing temperatures, in Fig. z. The greatest increase in both hardness and density was obtained in the pressure range of 5 to 20 tons per square inch. A compact from each series was annealed at 300°C. in air, for various lengths of time. The hardness values after annealing are shown in Table I. A minimum hardness was obtained after one hour of annealing. No change in density occurred during annealing. The maximum density was obtained at 80 tons per sq. in., and at this pressure the hardness is equal to that of hard-drawn wrought

U.S. Gold Commission Established. - The President, with the authorization of Congress, has named a gold commission made up of 17 individuals, most of them Government officials, to study U.S. policies related to the role of gold in domestic and international monetary systems and report its findings and recommendations to Congress. U.S. Lead Exposure Ruling. - On June 29, the Supreme Court upheld the Government's right to set lead exposure levels for employees at the workplace. The Court ruled in favor of the Occupational Safety and Health Administration (OSHA) in a challenge by a group that alleged that OSHA had failed to conduct a cost-benefit analysis prior to issuance of the lead standards. It was the Court's contention that Congress did not require such an analysis when it empowered OSHA to establish workplace standards. The petition to the Court was made by the Lead Industries Association Inc., Battery Council International Inc" American Iron and Steel Institute, St. Joe Minerals Corp., and other lead mining and consuming firms.

Much progress has been made in understanding the forward process for blast vibration simulation: that is, how to create a resultant seismogram from an empirically determined seed waveform. What has not been successfully investigated to date is the reverse process: Determining the contribution of each borehole to the resultant seismogram. It might seem that these should be two sides of the same coin, but the reverse process is much more complicated. That is because the source, geological path, and receiver contributions must be unraveled and then dissected. If that can be done, a relationship can be developed between the seismic source properties and the explosive interaction with the surrounding rock. This paper presents a first step in the unraveling process, through analysis of blast seismograms using wavelet transforms.

The Overthrust Belt in portions of Montana, Idaho, Utah, and Wyoming, an area that has contributed generously to the Nation's mineral supply, is one of the few remaining oil and gas frontiers on the North American continent. Determination of the oil and gas potential and development of mineral resources of the area have been affected by a variety of land withdrawals and other restrictions, The purpose of this study is to determine the extent of these withdrawals and restrictions and to discuss the mineral resource potential within the study area. Statistics in this report refer to land status on January 1, 1979. At that time, of the 27.3 million acres of Federal mineral lands within the study area, applications tor Federal oil and gas leases for more than 4,4 million acres (about 16 percent) were pending; the average length of time was 2 years. Federal oil and gas leases covering 8.8 million acres were also on record. Although drilling has occurred on some of these leases, others are subject to restrictions that discourage or prevent development. Some in fact contain stipulations disallowing any development.

"INTRODUCTION The injection of water into partly depleted-oil-bearing formations as a means of supplying additional energy to flow oil wells now is recognized by the petroleum industry as an effective method of increasing the recovery of oil. The benefits to be derived from water-flooding oil sands were discovered accidentally more than 4o years ago, when oil producers in the Pennsylvania and western New York fields observed suustantial increases, in oil-production rates when water leaked past corroded casings of old wells into producing sands. This observation prompted some operators purposely to perforate or slit the casings opposite the producing formation in some of their wells to permit water to enter the formation. However, as many operators viewed the practice with skepticism and considered it to be in violation of oil-conservation principles,- systematic water-flooding was not initiated until the Pennsylvania legislature, in 1921, enacted a law authorizing water-flooding of oil sands in that State.Although water-flooding has been practiced in a haphazard manner for more than 25 years in Chautauqua and Montgomery Counties, Kansas, planned or systematic water-flooding in that State had its inception in 1935, when the legislature, following the example of Pennsylvania, also passed a lava/ authorizing water-flooding. The early operations and, to some extent, those still, practiced in the Chautauqua-Montgomery area consisted in raising or perforating the casing to allow water from upper strata to gravitate into underlying oil-producing formations. The extent to which this type of water-flooding affected petroleum production in the old stripper area of eastern Kansas is not known, but it is known to have increased oil production ap¬preciably from many leases.Following enactment of the law permitting water-flooding in Kansas, three operators inaugurated, in that same year, three organized flooding projects in three different counties of the southeastern part of the State. The first organized project on record was that of the York State Oil Co. in the Seeley pool, Greenwood County. On this project, the injection was started on May 15, 1935, into the Bartlesville sandstone at a top depth of 1940 feet."

SINCE the Sixth Book has described the iron tools, the vessels and the machines used in mink, this Book will describe the methods of assaying1 ores; because it is desirable to first test them in order that the material mined may be advantageously smelted, or that the dross may be purged away and the metal made pure. Although writers have mentioned such tests, yet none of them have set down the directions for performing them, wherefore it is no wonder that those who come later have written nothing on the subject. By tests of this kind miners can determine with certainty whether ores contain any metal in them or not ; or if it has already been indicated that the ore contains one or more metals, the tests show whether it is much or little ; the miners also ascertain by such tests the method by which the metal can be separated from that part of the ore devoid of it ; and further, by these tests, they determine that part in which there is much metal from that part in which there is little. Unless these tests have been carefully applied before the metals are melted out, the ore cannot be smelted without great loss to the owners, for the parts which do not easily melt in the fire carry the metals off with them or consume them. In the last case, they pass off with the fumes ; in the other case they are mixed with the slag and furnace accretions, and in such event the owners lose the labour which they have spent in preparing the furnaces and the crucibles, and further, it is necessary for them to incur fresh expenditure for fluxes and other things. Metals, when they have been melted out, are usually assayed in order that we may ascertain what pro- portion of silver is in a centumpondium of copper or lead, or what quantity of gold is in one libra of silver ; and, on the other hand, what proportion of copper or lead is contained in a centumpondium of silver, or what quantity of silver is contained in one libra of gold. And from this we can calculate whether it will be worth while to separate the precious metals from the base metals, or not. Further, a test of this kind shows whether coins are good or are debased ; and readily detects silver, if the coiners have mixed more than is lawful with the gold ; or copper, if the coiners have alloyed with the gold or silver more of it than is allowable. I will explain all these methods with the utmost care that I can.

The first indication of tungsten in the Bishop area was the discovery of scheelite concentrations in a gold placer operation in the ( since named) Tungsten Hills in 1913. After early intermittent production, the deposits of the district were slowly discovered and developed. The Pine Creek mine, located in 1916 and under the direction of Union Carbide Corporation since 1935, became the principal producer in the district. By the end of 1965, the total production of the district had reached 3,450,932 units of WO3, 17,071,242 pounds of molybdenum, and 19,599,110 pounds of copper. The topography of the district is characterized by its extreme relief, ranging in elevation from 13,986 feet to about 4400 feet in the Mount Tom quadrangle. The present topography is the result of the uplift and erosion of the Sierra Nevada and the great subsidence of the Owens Valley with its related deposition and volcanism. The general structure of the pre-Tertiary rocks consists of a series of tightly-folded metasedimentary and metavolcanic rock remnants surrounded by exposed plutons ranging in composition from hornblende gabbro to alaskite. The metasedimentary rocks consist of low- to intermediate-grade metamorphic equivalents of fine-grained sediments deposited during the Paleozoic era in a miogeosynclinal environment. Later volcanics were deposited in a eugeosyncline. The ore bodies in the Bishop district consist of scheelite-bearing tactite formed by the pyrometasomatic replacement* of calcareous sediments along the contact with an acidic granitic intrusive. A number of the metasedimentary remnants have had tungsten deposited along their edges.

Present information indicates that a copper deposit can be safely fractured with a nuclear explosive and the copper successfully recovered by the in-situ leaching method. The process is not yet at the stage where it can be presented t ) the mining industry as a technique proven in all its aspects, but it is a method with high success potential. Unknown factors must be evaluated by a full-scale test before the economics or the extent of the use of the method by the mining industry can be predicted. Preliminary calculations indicate that the cost of fracturing a copper deposit nuclear explosives may range from l.8 to 55.2 cents per ton or in some case: less than a cent per pound of recoverable copper. Copper may be recovered at less cost than by conventional methods. Deposits with 4 pounds of recoverable copper may be economic and production from a deposit may begin in less than half the time required for conventional methods.

With the advent of the environmental "green" movement of the 1960s, eventually leading to Earth Day 1970, Congress responded by passage of the National Environmental Policy Act (NEPA), 1970. NEPA gave impetus to a flood of federal acts and laws in the subsequent three decades. Many of those protecting man's environment, health, and well-being also affect mining. For purposes of this chapter, a current mineral law summarization lends itself to a division into two parts: viz., Part I, General Mining Law, and Part II, Enviromining Law. The word enviromining has been coined by the author and is defined and used herein as those federal and state statutes and regulations that were created to provide protection and preservation of man's environment, health, safety, and welfare, and they have particular application to and affect on mining activities. They are listed and treated under Enviromining Laws in Part II. Mining, as a basic industry to provide the essential minerals for mankind's necessities and well-being, truly reflects the mining industry's slogan, "If it can't be grown, it must be mined." Without the basic minerals and rocks won from the earth by mining and mineral processing for their valuable physical properties or chemical constituents, man would soon be forced to revert to the cave-dwelling age. Unfortunately, for man to survive in the "manner of life to which he has become accustomed," he is caught between the demands of cleaning up his deteriorating environment and a continued supply of his basic requirements and amenities for daily living supplied by mining of the earth's minerals. He must have "clean living" at the same time with "good living;" neither is expendable. A very high pricetag accompanies this essential and critical choice which must be paid by society. The United States is internationally recognized as the world leader in environmental matters. Many countries are following suit, principally the other Anglo nations. Because US law is founded and based on English law, on occasion, Anglo-American law is referred to and cited as authority in litigation anywhere in the Anglo-American world of jurisprudence. For this reason, and because mining and the industry is international in nature and operations, some British Commonwealth cases will appear in various topics. If the case is of interest to the reader, further inquiry at a law library may be made through use of the case's style and citation given. "Style" refers to the name of the litigating parties. "Citation" refers to the law publication in which the case and decision may be found, as well as the jurisdiction and court of decision. Citation of cases from the United States and British Commonwealth nations is explained under Case Citation Explanation. Space and time limit exhaustive treatment of subjects and covering all geographic and jurisdictional areas. This chapter is intended as a broad outline and is based on the author's master's thesis at the University of Missouri-Rolla, 1992. I. R. Kramer (Martin Co.)—In a recent paper Nakada and Chalmers24 reported some observations of effects of surface conditions on the stress-strain curves of aluminum and gold single crystals. It is of interest to compare these observations with the results published previously in this journal and to comment on their general conclusions. In brief, Nakada and Chalmers concluded that the removal of the surface layer of a prestrained specimen lowered the stress-strain curve for aluminum but not that for gold. Further, they concluded that the surface work hardening of aluminum is confined to a depth not more than l0-3 cm. In our results25 published previously, it was pointed out that when prestrained specimens of aluminum and gold were polished to reduce the thickness upon reloading the initial flow stress decreased markedly. Further if a sufficient amount of metal was removed, the yield point failed to appear. With continued application of the load the stress-strain curve became coincident with that of the virgin crystal. We have found this behavior in some 100 determinations to hold consistently for gold, aluminum, and copper in both single and poly-crystalline specimens. The amount of strain required before the curves coincided depends upon the amount of metal removed but it is usually less than 0.01. This type of behavior is the same as that reported for metarecovery by other investigators.29 For aluminum specimens which have been prestrained and then heated to temperatures above 50°C we have consistently found that the stress-strain curve was typical of the orthorecovery28 type. In this case the stress-strain curve always lies below that of the virgin specimen. With respect to Ref. 24 the curves for aluminum are always below that of the virgin curves, while those for gold become coincident. This observation indicates at least for aluminum that the specimens must have been heated to a temperature high enough to cause recovery by an alteration of the internal dislocations. In addition, a recovery would be expected because of the removal of the surface work-hardened layer. Nakada27 had reported that, with his particular apparatus in which a perchloric acid polishing solution was used, the temperature of the specimen increased 65°C. The curves presented in Ref. 24 for gold do not permit one to detect the initial flow stress upon reloading after the surface-removal treatment. In fact, contrary to the method used by Nakada and Chalmers, the change in the stress-strain curve produced by a surface-removal treatment cannot be described in terms of a decrease in stress at strains much higher than that at the initial flow stress because of the coincidence of the curves at the higher strain values. With regard to the depth of the work-hardened surface layer, our data show for aluminum single crystals (7.5 by 0.3 by 0.3 cm) that the initial flow stress remained constant after 12 x 10-3 cm had been removed from the thickness. This depth was independent of the prior strain. For gold crystals this depth is somewhere between 10 x 10-3 and 20 x 10-3 cm. Y. Nakada (author's reply)— Kramer states,28 "for aluminum specimens which have been prestrained and then heated to temperatures above 50°C, we have consistently found that the stress-strain curve was typical of the orthorecovery28 type. In this case the stress-strain curve always lies below that of the virgin specimen." However, Cherian et a1.26 discovered that aluminum polycrystals annealed at 32" and 100°C showed the metarecovery behavior. They showed that the orthorecovery behavior did not appear until the crystals were annealed at 150°C. Kramer suggests28 that the drop in the flow stress of aluminum crystals after the surface removal by electropolishing24 may be due to the recovery caused by the temperature rise which may occur during the electropolishing.27 However, as indirectly stated in Ref. 24, the current density used in these electro -polishing experiments was 0.15 amp per sq cm. According to ref. 27, this current density should cause a temperature rise of only 40°C. This may cause the metarecovery but not the orthorecovery. Furthermore, as stated explicitly in Ref. 24, the surface removal was accomplished by chemical etching as well as by electropolishing. The results were the same for both electropolishing and etching. During the etching, the specimen temperature did not rise above 35°C. Some aluminum crystals were placed in water at 35° C for 30 min. These crystals did not show the decrease in flow stress. Therefore, it is quite clear that the flow-stress drop after the surface removal is not caused by a high-temperature recovery. However, as Kramer points out,28 it is quite possible that the internal dislocation structure may have been altered because of the removal of the highly work-hardened surface layer. However, how much this rearrangement contributes toward the flow-stress decrease is not known at present.

This report summarizes the program to develop and construct an improved light-scattering dust monitor (ILSDM). This improved light-scattering dust monitor, which operates on the forward light scattering principle, provides instantaneous measurements of airborne dust concentrations in units of mg/m. The program was divided into two phases. Phase I involved the design of the ILSDM which was reviewed by the Bureau of Mines. Phase II included the fabrication of a prototype ILSDM based upon the design developed during Phase I. After completion, the ILSDM was delivered and demonstrated at the Bureau of Mines. A description of the final ILSDM design, operating instructions, maintenance instructions and recommendations for additional work are also included in this report.

Laboratory column leach tests are used routinely to evaluate gold and silver ores for heap leaching. The tests are fairly straightforward. The ore to be tested is placed into an appropriately sized leach column. Then an alkaline cyanide solution is applied to the ore and the effluent solutions are collected. The effluent solutions are then put through a column of activated carbon to recover the gold and silver in solution. Zinc precipitation may also be used for silver ores or if the ore contains a significant amount of soluble silver in addition to gold. The length of the leach time in the tests is mainly a function of how quickly the precious metals are recovered from the ore. At the completion of the tests, the tailings are assayed and the recoveries determined from the calculated head grades. The amount of ore to be used for a test is partly a function of its crushed size. The coarser the size, the larger the sample size for the column. A typical small-scale laboratory column test on ore crushed to -12 mm (-0.5 in.) would usually be conducted in a 100- to 150-mm-diam (4- to 6-in.-diam) column 2 m (6.6 ft) in height, containing about 20 to 45 kg (44 to 99 lb) of ore. A comparable test on the same ore crushed to 50 mm (2 in.) would be conducted in a 200- to 300-mm-diam (8- to 12-in.-diam) col¬umn 2 m (6.6 ft) in height, containing about 80 to 200 kg (176 to 441 lb) of ore. Larger-scale tests can be run by increasing the column heights and diameters. Conducting larger-scale tests results in increased costs for sample procurement, preparation, and running of the tests. Mining regulations pertaining to the use of diesel engines were solicited from foreign countries with mining operations by the Bureau of Mines. Responses were received from 27 countries; the information received and U.S. regulations were reviewed, and those parts pertaining to the use of diesel engines in underground mining were synopsized according to the following subject categories: types of engines permitted, testing and certification procedures, fuel quality specifications, emission control requirements, procedures and frequency of testing exhaust gases, mine air quality and quantity (ventilation) requirements, procedures for testing mine air quality and quantity, and noise standards. All categories except the types of engines permitted and testing and certification procedures are summarized in tables. Contacts are provided for each country to facilitate inquiries concerning regulation revisions or interpretation.

The majority of the tailings dam operations in South Africa will be required to comply with the new Global Industry Standard on Tailings Management (GISTM) within the next one to three years, depending on the dam classification and the requirements of the respective investors and insurers. With up to 72 auditable requirements, the implementation of the Standard needs careful planning and prioritization. This paper focuses on the practical steps to GISTM compliance for tailings facilities in operation in South Africa. The discussions are based on current practices, South African regulations, and industry standards requirements. The possible changes in dam classifications and the associated requirements are presented.

WHEN finely divided ferrous sulphide, FeS, is roasted at a moderate, carefully regulated temperature, the iron and sulphur are oxidized, the first products being probably ferrous oxide and sulphurous acid. In the presence of oxygen of the air the ferrous oxide soon becomes ferric oxide and in the presence of oxygen and the ferric oxide the sulphurous acid oxidizes to sulphuric acid. These facts are well known, having been established by Plattner many years ago. As a further reaction, some of the sulphuric acid parts with a portion of its oxygen to oxidize more ferrous oxide to ferric oxide, and a portion of it escapes uncombined or else unites with the iron oxides to form sulphates. Ferrous sulphate is usually soon oxidized to ferric sulphate and if the heat becomes sufficient this is then decomposed into sulphuric acid and ferric oxide. As a result of these reactions a mass of more or less pure ferric oxide is formed which is generally made porous by the escaping gases and, if rabbled properly, practically all the sulphur is expelled. If ferric sulphide or ordinary pyrites, FeS2, is roasted, a portion of the sulphur sublimes and usually burns to form sulphurous or sulphuric acid, although at times and under favorable conditions some of the sulphur is driven off uncombined and can be collected as such. Under ordinary methods of roasting, however, only a small portion escapes combustion. By the combustion of the sulphur an increase of heat is de¬veloped and, as a consequence, the reactions mentioned take place more rapidly and actively-more sulphuric acid is formed and the oxidation is more complete-nearly all the iron being left as ferric oxide with practically no sulphate or ferrous oxide. When the iron sulphide is in lumps the roasting proceeds generally as with fines, but with some changes due to mass. The

"It has long been recognized that mining workers subjected to high levels of hand-transmitted vibration may suffer from vibration-related complaints. Prolonged exposure to whole-body vibration may also result in adverse effects. In this study, the effects of vibration on mining workers are examined. Previous work documenting the occurrence of vibration-related disease is reviewed. From this work, it is apparent that operators of hand-held pneumatic rock drills are exposed to a significant risk of developing vibration disease. Vibration levels recorded on the rock drills now in use are presented and shown to exceed levels recommended by a proposed ISO standard.IntroductionThe possible harmful effects of exposure to excessive vibration levels have long been recognized, particularly among operators of hand-held tools. Numerous cases have been reported of a vasospastic disorder commonly known as vibration white finger disease (VWFD), which was a term coined by the Industrial Injuries Advisory Council in Scotland in 1970(1 ), Those suffering with the disorder have frequent vasospastic attacks in which the fingers, hand and, in advanced cases, the lower arm turn white and numb, usually after a cold stimulus. Advanced stages of VWFD have been reported in which the skin becomes ulcerated and gangrenousm. The incidence of the disease has been particularly serious in the forest industry due to the extensive use of chain saws. However, in recent years, the introduction of antivibration saws has resulted in a significant reduction in the occurrence of the disease.In a recent report for the Canadian Department of Supply and Services - Energy, Mines and Resources, Hutton & Brubaker considered the effects of vibration on workers in the mining industry. In this report, the physiological and medical effects of vibration were considered, relevant vibration standards were discussed, previous vibration measurements were documented and field measurements carried out. In the present paper, the results recorded in this study will be summarized, together with results that have been previously published relating to vibration levels existing in the mining industry."

The dependence of ortho kink-band formation on crystal orientation, on temperature, and on the conditions at the ends of a specimen is described. Load-compression curves for crystals that kink are presented. The reversibility of ortho kinking is demonstrated, and motion of kink planes through crystals is shown. Finally, a phenomenological explanation of ortho kink-band formation is given. ORTHO compressive kink bands (Fig. la) were discovered for the case of metals by Orowan,1 and they have been discussed by Jillson2 and in some detail by Hess and Barrett." However, their history in nonmetallic crystals is considerably older. It is not known when they were first observed in mineral crystals, but descriptions of them may be found as early as 1885.* They were sometimes mistaken for twins.6 Mügge seems to have been first to realize their true nature and importance. He reviewed the knowledge of them for a wide variety of crystals: anhydrite, antimonite, kyanite, vivianite, gypsum, mica, graphite, molybdenite, barium bromide, cal-cite, sodium nitrate, and barite. Also, the "twins" observed by Bridgman7 in sapphire crystals resemble kink bands more than twins. The terms ortho and para kink bands have been coined in order to distinguish between two types of kink bands which seem to represent the same geometrical configurations, but which have different origins and sizes. Ortho kink bands are the usual type that form at low loads when zinc crystals are compressed parallel to the basal plane. Para kink bands form at much higher loads in highly deformed crystals. These terms refer to compression phenomena and are not to be confused with analogous tension phenomena such as tensile kink bands and deformation bands. Mügge described the geometry of ortho kink bands quite completely for kyanite crystals, Fig. lc. The geometry observed for cadmium by Orowan1 and for zinc by Hess and Barrett3 is very similar to that described by Mügge. (See Hess and Barrett for a complete discussion.) This paper aims to increase our understanding about existing capacity-building approaches and their implications for obtaining a social license to operate in the mining industry. The notion of ?capacity building? is gaining increasing currency in the mining sector in developing countries due to a rapid rise in the globalisation of mining operations. Capacity-building is conceived here as a process that lasts after the mine-cycle, intended to provide local mining communities with tangible skills and knowledge to gain meaningful employment in mining or other industries relevant for the local economy. Building community capacity to understand and effectively respond to these transformations is vital for obtaining a social license to operate, as it promotes sustainable and locally relevant development. Accountability mechanisms such as global norms and international standards increasingly highlight the need to build capacity among stakeholders, particularly among local communities adjacent to mining operations. International frameworks and mining companies have embraced the notion of capacity-building as a driver to assist corporate social and operational performance. However, this narrow understanding of capacity-building through the prism of corporate social responsibility and ?best practice? is preventing the industry from meaningfully impacting communities and maintaining a social license to operate. This latter notion is being widely embedded across multiple industry sectors, as a social and economic reward from mining companies to compensate communities for natural resource extraction and gain social acceptance. Although both concepts are widely recognised in the minerals industry, insufficient attention has been paid to the implications of applying a top-down (mining-orientated) or a bottom-up (community-orientated) capacity-building approach for obtaining a social license to operate, or indeed how these two concepts are linked and applied in practice. At times, communities lack the necessary capacities in the form of education and skills to deal with mining-led livelihood transformations. This is preventing both mining companies and communities from forging sustainable livelihoods and responding to mining-led livelihood transformations, a situation that is creating discontent among communities and reducing the possibility of obtaining and renewing a social license to operate for the industry. Based on a review of current scholarly debates, accountability mechanisms in the mining industry and fieldwork findings in Colombia, this paper will contribute to an understanding of the implications of existing capacity-building approaches that support a social license to operate.

The production of all Russian fields incressed from approsimatctly 74,000,000 bbl. during 1926-27, to approximately 83,000,000 bbl. during 1927-28. Of this amount Baku was responsible for 54,.500,000 bbl., Grozny for 25,800,000 bbl., and Emba for 1,200,000 bbl. Accordingly, the proportional importance of the Grozny oil field has been considerably increased, the present production being twice that of 1913. The most notable factor of production during 1927-28 was the importance of gushers; 40.8 per cent. of the total was thus obtained. In the Baku fields 26 per cent. of the total, and in Grozny 74.2 percent'. of the total were produced by naturally flowing wells. This may be explained by the reduction in authorizations for drilling by the central authorities, and, accordingly, the local trusts increased the production to the planned figures at the expense of the proved prolific reserves. In Baku region, the Surnkany oil field produced 36.1 per cent. of the total Baku production, or an equivalent of 53,800 bbl. per clay, the largest percentage coining from the fifth horizon. Nest year's plans call for continual development of that horizon as well as of the sixteenth horizon in the Bibi-Eibat field, which was opened lately. In the Grozny fields the New Area (Bellik) WAS responsible for 79.4 per cent. of the total production. The authorized plan for 1928-29 production calls for 92,200,000 bid., and a reasonably accurate estimate for 1932--33 production is placed at. 156,000,000 bbl., with Baku contributing 101,800,000 bbl., Grozny 44,100,000 bbl., Emba 6,200,000 bbl., Kuban 2,100,000 bbl., Saghalien Island 1,400,000 bbl., and Russian Turkestan 400,000 bbl. In connection with recent discoverices in the Baku area these figures art. quite conservative. The average production per well per day in the Baku oil fields was 49.2 bbl., in Grozny 175 bbl.; in detail, Surakany oil field averaged 250 bbl., and the New Area in Grozny 514 bbl. per day. New completions in all Baku fields averaged 264 bbl. per day, and in Grozny 970 bbl. pel. day. These figures show a considerable progress in the technical developnlent of all fields, compared even with the prerevolution figures, since all the mprovements are noted in the fields that arc over 30 years old.
