During several months in 1996 and 1997, Cyprus Twentymile Coal Co. (TCC) set world production records at its Twentymile Mine in northwestern Colorado. These records were due to the company's implementation of a state-of-the-art longwall mining and conveyance system along with a -highly dedicated work force. This article is a case study of the design of long panels at the mine from conception to implementation. Obstacles that needed to be overcome included subsidence engineering, environmental regulations, conveyance, ventilation, equipment design and continuous miner (CM) development timing.

Caterpillar has led the way for sound reduction in off highway trucks (OHT) used for mining. In 2000 Caterpillar introduced the 793CXQ sound reduction OHT (Figure 4) to meet local noise level demands in the Hunter Valley near Sydney, Australia. The sound level of the mining equipment in the Hunter Valley is being reduced to pre-serve the quality of life for the residents of the area. To meet the levels established required a major redesign of the 793C, as a result the sound power level was reduced by 9 dB (A), which is a less than 1/8the original sound level.

A generalized mathematical structure is proposed whereby internal species mass flows within a flotation network are defined uniquely by a matrix of enhancement factors. An element of the enhancement factor matrix is defined as the ratio of the mass flow of that species leaving a given cell in the concentrate to the species mass flow leaving the same cell in the tailings. To predict the enhancement factors, knowledge of flotation kinetics effects is required. Recently experimental data has become available relating to the performance of industrial flotation circuits which indicate that the discrete or discrete-distributed kinetic schemes are capable of reasonably effective simulations. These simulations show the importance of including froth effects. The prediction of performance of networks from small-scale batch tests on flotation streams shows that the model for the froth phase used in the simulations does not scale-up well and that aeration effects are also difficult to predict. The network analysis should be useful in differential flotation of complex ores and it is disappointing in this context that little information on the kinetics of activation and depression is available.

The scrutiny given to model predictions of pit-lake water quality has focused attention on the uncertainty associated with long-term predictions. Although comparison of probabilistic predictive modeling of water quality in existing pit lakes indicates that short-term predictions can bracket most parameters, uncertainties in wall-rock reactions and the stability of groundwater composition and climate remain unquantified. This overview of the uncertainties associated with longer-term predictions is presented as support for those considering policy decisions that must be made in the absence of reliable estimates of future conditions.

The Pennsylvania Department of Environmental Protection in 1998 reviewed its permitting process to determine how effective its program has been in preventing pollution and to identify here it could be improved. Of the 1,699 bituminous mine permits issued from 1987 to 1 996, 50 were identified to have current or past postmining discharges with water quality problems. The remaining 1,649 sites had no known current or past postmining discharges problems. The 50 sites were selected for further review. On closer examination, 33 of these permits no longer had water quality problems or the problem had not actually resulted from the permitted mining activity. Only 17 permits, or one percent of the total permits issued, were found to have caused long-term postmining discharges serious enough to require treatment and prevent bond release. Analysis of these 17 sites using current knowledge of mine drainage prediction, revealed that the most common cause of error was inadequate information in the permit application. Errors in interpretation of the application data and in implementing the permit were less common. A very small percentage of all permits issued resulted in postmining discharges for no clearly identifiable reason. Trends over the 10-year study period indicated a decreasing incidence of permits resulting in postmining discharges. Further, with the exception of the first few years of data, most of the postmining discharges were of mildly acidic or alkaline quality and amenable to passive treatment.

INTRODUCTION For more than a century, artificial ground freezing has been used for groundwater control and structural support for excavations. Most of the early uses of the freezing method were for sinking deep access shafts for mines and tunnels (1,2,3,4). More recently, ground freezing has increasingly been used for construction of large diameter cofferdams and soft-ground and mixed-face tunnels (5). Although ground freezing has been used in the past-for tunnels, it was invariably used as a last resort measure, where more conventional measures could not be used. The more recent freezing applications, however, have become increasingly cost competitive with more conventional techniques, and are now being included as part of the design concept (6,7,8,9,10,11,12). The purpose of this paper is to describe some of the more recent applications of ground freezing for tunnel construction. The paper begins with a brief description of the most commonly used freezing system, the Poetsch process. Recent tunneling projects utilizing ground freezing for structural support are then discussed. Though generally rather non-selective in nature long chain collectors nevertheless function in different ways in accordance with their own particular physical characteristics. Altering various parts of their structures such as chain length, type of chain, etc. can therefore substantially alter the adsorptive behavior of the collectors in a set environment. The effect of such structural differences of the collectors on physical parameters such as solubility, critical micelle concentration, acid or base strength, tendency to be expelled from the aqueous phase is discussed, as is also the effect of these parameters on flotation behavior.

In September 1970, the Quebec Cartier Mining Company, started development of the Mount; Fright iron ore mine. The estimated ore reserve is in excess of 1,000,000,000 long tons with an average grade of 31.5% Fe. The run of mine ore is crushed, ground and concentrated to a product having 66% Fe and 5% silica at an annual concentrate production rate of 18.4 million long tons. The daily production rate of over 50,000 long tons of concentrate necessitates a daily mine output of approximately 250,000 long tons of material of which 50% is waste. The mine is located in the Province of Quebec, close to the Labrador border approximately 600 miles north-east of Montreal. The development of the mine necessitated the construction of an all electric one thousand housing unit townsite along with associated services such as a shopping center, swimming pool, arena, school, etc... A one-hundred mile long, 315 K.V. Dower line was built between the mine site and the Hydro-Quebec 735 K.V. existing power line between Churchill Falls and the Montreal area. The construction near the mine of a beneficiation plant was necessary to upgrade the 31.5% iron ore to a marketable product of 66% iron.

Many questions exist within the geotechnical industry as to the applicability of Strength Reduction Factor (SRF) values to the design acceptance criteria (DAC) of mining operations. There are many factors that contribute to changes in the SRF estimate, some of which are numerical (e.g. dilation angle) and some of which are geometric (e.g. model grid size)[1]. Numerous studies have confirmed equivalent values of SRF and FOS are found for soil slopes of limited height as presented in, [2] and [3]. However, significant deviation of the SRF value was observed for highly cohesive materials (rock slopes) of heights typically encountered in mining, [4]. This paper builds on the work presented in [4], providing a more rigorous examination of the modeling parameters that control the SRF estimate. The failure mechanism assumed for this study was a simple circular shear surface in a uniform material. Both LEM and numerical methods are suited well for analysis of this failure mechanism. A parametric study was completed to evaluate and test the relationships of key numerical variables that affect the estimated value of the SRF using Itasca’s Fast Lagrangian Analysis of Continua (FLACTM) software. The effect of groundwater has been tested and may be significant but is not presented as part of this body of work for brevity and simplicity of presentation.

This paper discusses the design of long panels for longwall mining at Twentymile Coal Company (TCC) from conception to implementation. The case study of the long panels at Twentymile includes extensive mine plan reengineering in the early 1990's to world record production months in 1996 and 1997. The obstacles of subsidence engineering, environmental regulations, conveyance, ventilation, equipment design, and continuous miner (CM) development timing had to be overcome to successfully begin longwall production within a 4 year time frame. The background and some detail for each of these areas listed will be discussed to show how the coordination of many facets must be pulled together to implement a successful long panel mine plan.

In today's work environment a tremendous amount of data is required to provide the regulatory agencies justification to issue a mining permit. The demands for data, specifically environmental characterization data, grow and the mine plans must address the issues raised by the interpretation of that data. Computers and computer software can provide operators and consultants with the tools necessary to assimilate, digest and interpret these seemingly unmanageable data sets. This paper presents some examples of how Mincom's MineScape software can be applied to the task of developing coal mine permits in an electronic format.

Forecasting mined grade variability from exploration information is a challenging task in mine planning. For effective planning of activities, such as workplace scheduling, ore grade quality control, etc., development of realistic numerical simulation models of in situ variability from exploration information is an essential first step. Geostatistical conditional simulation (GCS) is one of the well known methods to develop such simulations. Recently, stochastic fractal models based on the assumptions of scale-invariance and self-similarity have been used for developing simulations of several natural phenomena. It has been suggested that these models might permit the generation of short-scale variability information from exploration data with greater fidelity when the data satisfies the attendant assumptions. In this paper, stochastic fractal models are reviewed, and their relationship to geostatistical variogram models is examined. A comparison of the two simulation techniques has been performed using coal sulfur data from a mined-out coal property. The results of this comparative analysis are also presented in the paper.

The production of crushed stone in the United States has exceeded 1.0 Gtpy since 1987. Eighty percent of the crushed stone produced is used in the aggregate industry, accounting for over half of the quantity of natural aggregate consumed in the United States. Approximately 718 of the crushed stone produced in 1989 was limestone and dolomite followed by granite, traprock, sandstone and quartzite, miscellaneous stone, marble, shell, calcareous marl, volcanic cinder and scoria, and slate in order of descending volume (Table 1). Of the remaining 20% crushed stone produced in the United States and not used as aggregate, 12% is used in the manufacture of cement which is an important construction material. Only 8% of crushed stone is used in specialty products not associated with the construction industry. Therefore, this chapter will concentrate on crushed stone as used in aggregates, with occasional reference to other uses or to chapters which discuss specific nonconstruction uses of crushed stone. Construction aggregates are hard, essentially inert materials suitable for being formed into a stable mass by the addition of cementing or binding materials that produce a concrete by compaction, or by natural weight to produce a road or foundation fill. Aggregates are usually from 80 to 100% of the material volume of the construction masses in which they are used. Conditions necessary for a rock deposit to be developed for construction crushed stone include: Quality-should pass rigid specifications for strength and durability; Quantity-adequate volume of rock is needed to have a production life of at least 10 years, preferably 20 or more years; Market-must have adequate market to support a new crushed stone operation; Transportation-transportation cost must be competitive for the intended market; Environmental-the impacts of mining, processing and transportation of crushed stone on the environment at or surrounding the mine site must be within acceptable limits; Permitability-mining, processing and transportation of crushed stone must usually be permitted by governing agency. The following discussion will touch upon all facets of crushed stone operations from the mineral deposit and its geology to technology, uses, economic factors and end with governmental regulations of mining crushed stone. The sections are not designed to answer all questions, but rather to be an introduction to the crushed stone industry. Where more information is required, The Aggregate Handbook by Barksdale (1991) is recommended as the best general source.

A relatively inexpensive and reliable method of using liquid phase tracers to aid in the solution of material balance problems is introduced. The method is of value in situations where one is required to calculate a material balance around a process that has the operating appearance of a "blender" or "splitter" with respect to the available slurry sample data. The paper briefly reviews material balance development and tracer applications in mineral processing, introduces the problem to he addressed, and provides both theoretical and industrial evidence establishing the potential of the method.

Proponents of geomorphic mine land reclamation have criticized current reclamation practices in the coal fields of steep-sloped Central Appalachia as too narrowly focused on civil engineering principles and neglectful of the functional and aesthetic benefits of reclaiming mine sites in ways that mimic natural landforms and drainage patterns. They observe that current mining and reclamation practices are radically transforming the mountain-and-valley terrain into gigantic flat plateaus and, in doing so, disrupting the beauty and ecology of the natural landscape. Instead of designing and constructing linear or planar surfaces and unvarying slope gradients during the reclamation process, they recommend ?landforming,? i.e. the adoption of curvilinear, compound slope forms that blend well with the surrounding physiography and represent the result of naturally stabilizing geomomorphic processes. The authors feel that the concept of geomorphic mine land reclamation is sound, however, its application to the Central Appalachian coal fields faces significant--albeit not insurmountable--challenges. They include: (1) existing reclamation enforcement regulations that are focused on civil engineering principles and not explicitly supportive of geomorphic methodologies; (2) regulatory agencies? current intent to limit the down-gradient reach of excess spoil fills in order to allay disruption or burial of natural streams; (3) actual or perceived increases in reclamation costs; and (4) the challenge of designing and constructing ?natural? landforms that are mature and stable in an otherwise youthful, erosional landscape.

Burrier pillars in underground coal mines could eventually be subjected to a water head due to the build-up of mine water in the old workings. The water head could not only act ns a force to destabilize the pillar, but it could also cause seepage flow through the pillar and its surrounding strata. Excessive seepage flow could induce piping failure that, ill turn, could accelerate the mechanical failure process of the barrier pillars. In this paper, a finite element simulation approach was employed in the evaluation of the barrier pillars. Both the stress distribution and the seepage flow pattern in and around a barrier pillar have been simulated numerically. The effects of ground stress on rock permeability to water seepage has been taken into consideration in these simulations,

Bauxite is currently produced at three centres in Australia: - Weipa in northern Queensland; Gove on the northeastern tip of Northern Territory; and in the Darling Range near Perth, Western Australia. At each of these centres the bauxite is of Tertiary age and occurs as blanket-like, lateritic crusts in which gibbsite is the predominant mineral. Development was essentially in situ although possibly the deposits, particularly at Gove, are in part of transported origin. All of the deposits formed from quartz-rich parent rocks with those at Weipa and Gove being derived from kaolinitic sands while in the Darling Range, granite and other crystalline rocks of Precambrian age immediately underline the lateritic bauxite.

The Tunnel and Reservoir Plan (TARP) is the largest tunneling program in the history of the metropolitan Chicago area (Figure 1). Between September 1976 and September 1977, rock tunnel contracts having an estimated cost of approximately $420 million will be advertised. During the past six months, the Metropolitan Sanitary District of Greater Chicago (MSDGC) has awarded contracts for 16.5 miles of rock tunnels in diam of from 9 ft to 30 ft having a total bid price of $120,261,750. RECENT CONTRACT AWARDS Addison-Wilmette Tunnel $63,140,480 Upper Des Plaines #20 Tunnel 35,749,664 Upper Des Plaines #21 Tunnel 21,371,607 Addison-Wilmette Tunnel The first contract was advertised in September 1975. This contract, described as the Addison-Wilmette Tunnel, runs from Wilmette Harbor at Lake Michigan under the North Shore Channel to Addison Street in the City of Chicago, a distance of 10 miles. The contract calls for constructing approximately 27,750 linear ft of 30 ft ID and 24,020 linear ft of 22 ft ID unlined rock tunnels, excavation of two construction shafts, and the excavation of 32 drop shafts of various diam. Two hundred ninety-three companies were notified of this contract being advertised, 70 companies took out contract specifications and 3 companies ultimately submitted bids. INTRODUCTION The accomplishment of a well engineered design, and the realization of efficient plant operation cannot be achieved without weaving a web of safety consciousness from the beginning of the project. When the plant becomes operational, and throughout its life, responsibility safety will rest with the client or operator. Recognition of this understanding does not reduce the importance of the engineering and construction contractor's role, but merely puts the responsibility where it belongs. A project which has had little or no operator input during the early stages of design is almost certain to have serious work place safety, health, and environmental problems in spite of the fact that all MSHA and OSHA design requirements were met and the engineering was performed using accepted practices. DEFINITIONS The author has a personal preference in safety definitions that begins and ends with simplicity. If the safety criteria, program, and rules are confusing or complex, the results will soon become obvious. Confusing and complex are the key elements in the avoidance of responsibility and if punitive is added to the list, a brew exists which breeds accidents, illness, and poor performance. A safely designed and operated plant is one that a worker can journey to each day; leaving that person and his or her family with the above average expectation that the person will return healthy, emotionally intact, and hopefully a little wealthier. "Rare earth elements (REEs) found in coal are in the form of minerals, ion-adsorbed onto clay surfaces or inner layers, or organically bound. Rare earth minerals such as monazite exist in coal and have grain sizes smaller than 5 µm. In this study, froth flotation was successful in concentrating rare earth minerals existing in a thickener underflow material derived from Fire Clay seam coal that contained around 431 ppm of total rare earth elements (TREE) on a dry ash basis. Conditioning with fatty acid followed by processing using multiple stages of conventional flotation produced a final concentrate containing 2,300 ppm TREE. Using a laboratory flotation column to limit hydraulic entrainment, the TREE content was further enriched to around 4,700 ppm, which equated to an enrichment ratio of 10:1.IntroductionRare earth elements (REEs) are becoming increasingly important and have been widely used as raw materials for the production of phosphor, metal catalysts, magnets and batteries (Binnemans et al., 2013; Zhang et al., 2015). REE recovery from alternative sources such as coal and coal byproducts has the potential to stabilize the economic viability of coal mining operations while providing a dependable supply of critical materials.The average REE content of the world’s coal resources is around 60 to 70 ppm (Zhang et al., 2015). There are many well-known coal beds with high contents of REEs such as those in the Far East coalfields in Russia with contents of 300 to 1,000 ppm, the Fire Clay coal seam in eastern Kentucky in the United States with contents around 500 ppm and the Sydney Basin in Nova Scotia, Canada, with contents of 72 to 483 ppm (Birk and White, 1991; Seredin, 1996; Hower, Ruppert and Eble, 1999; Blissett, Smalley and Rowson, 2014). The occurrence of REEs in coal and coal byproducts can be classified into three types: (1) rare earth minerals, such as monazite and xenotime, (2) ion-adsorbed REEs on clays and (3) REEs associated with organic matrices. The rare earth minerals in coal and coal byproducts are very small in particle size, generally on the micrometer and/or nanometer scales (Honaker et al., 2014). Froth flotation, which concentrates minerals based on surface chemistry differences, has been widely used to treat fine rare earth industrial minerals such as monazite, xenotime and bastnaesite (Abeidu, 1972; Cheng, Holtham and Tran, 1993; Pavez and Peres, 1994; Pavez, Brandao and Peres, 1996; Jordens et al., 2014). As such, flotation is a promising method for the concentration of rare earth minerals from coal and coal byproducts."
