(2) How serious is the air pollution problem to the coal industry? At first these questions may seem elementary and almost trite, but serious consideration of them will show that they are technologically involved and I further complicated by the subjective base to which they must be evaluated.

THE PENETRATION RATE BASELINE DILEMMA The penetration rate is the instantaneous advance rate of a TBM in a rock tunnel. Normally expressed in feet per hour. The production rate is the penetration rate multiplied by the number of hours worked and then factored by the actual utilization of the TBM. In a given rock formation, the actual production rate is a result of many factors some of which are within the control of the contractor and some of which are based on the route selected. Factors that are within the contractors control are cutter profile, frequency of cutter changes, thrust, rotation speed, cutter spacing and the efficiency of the operation. Factors that are site (route) specific are compressive strength, fracture orientation, fracture frequency, micro- fracturing, quartz content, Moh’s hardness, Cerchar Abrasivity Brazilian Tensile Strength and Youngs Modulus of the rock. In addition the following route speci?c conditions are beyond the contractors control; rockjointing, rock stress fault zones, water in?ow and rock decomposition; all of which effect production rate. Any one of the above defined rock properties, equipment specifications and actual operating usage will change the penetration rate. Furthermore, since the rock formation changes both in content and orientation as the tunnel advances, the penetration rate is constantly varying. The current industry practice in bidding tunnels is for each contractor to individually evaluate the rock hardness and other properties and from this information develop a penetration rate. All other factors being equal, the contractor using the most optimistic penetration rate will be the low bidder and be awarded the project. As this view is by definition optimistic, invariably the rock will be harder than the low bid assessment and the contractor will request additional compensation for the changed condition. The contractor will attempt to justify his optimistic assessment as reasonable by using expert supporting analysis. The above described example which is quite common at present in the industry tends to make the most optimistic contractor (at time of bidding) the contractor selected for the project whereas it is in the owners interest to contract with the most efficient contractor not the most optimistic. This situation is similar to the Geotechnical analysis that was prevalent in the industry over twenty years ago. Many projects have experienced a significant reduction of penetration rate from that which was originally estimated. In these cases the contractor often makes a claim for extra compensation based on the difference between the actual rock encountered

Economical remediation of acid rock drainage (ARD) at secluded high-altitude western ore mines is difficult given the current treatment technology. Several passive-engineered systems that are based on wetland technology were tested in the laboratory with three western ore mine ARDs (Co, Cu and Fe mines) and with a copper leachate effluent. These systems used well-weathered lodgepole pine sawdust as the sole carbon source and mud from a pond at one of the mine sites as the source of sulfate-reducing bacteria (SRB). Simple one-pass flow-through systems removed 44% to 99% of the vari¬ous heavy metals front the Co and Cu mine ARDs and increased the pH from 3 to 7 after 28 days of SRB acclimation with a five-day residence time. Carbohydrate utilization rates were generally low, except for one 437-day run, which consumed 25%, 30% and 21 % of the cellulose, hemicellulose and lignin, respectively. Initial pH, amounts of toxic heavy metals and the degree of predegradation of the sawdust were found to significantly affect both remediation potential and acclimation time. Engineered SRB systems, alone or in combination with other passive technologies, offer promise for the economical remediation of western US ore mine ARDs.

John C. Greenway was responsible for much of my success in the seven years from what I called the end of my apprenticeship in exploration until I entered the Army in World War I. I first met Green- way on my return from Promontorio and, as he was replacing Powell, he was to be my boss. Even at first glance you couldn't help liking and trusting him. He was tall, well built, and erect-an old Yale athlete. After college he became a captain in the Rough Riders and a friend of Theodore Roosevelt, distinguishing himself in the Cuban campaign. He made good friends in all ranks of the Rough Riders, some later becoming leaders of industry and others following Greenway where-ever he went. After the Spanish War Greenway worked for iron mining companies around the Great Lakes and when the directors decided that Calumet and Arizona needed a new manager the ones who were also prominent in Oliver Iron Mining Co. selected Greenway It was a lucky choice for Greenway and for me. He became the best manager among those who ran the big copper mines He was open-minded in encouraging discussion and even opposition-until he made up his mind. Then, in military fashion, everyone must follow his decision without question. I think this is an essential of good management. Unfortunately a few did not feel this way and they had to leave. It was characteristic of those times that respect for the boss was so great that in the 16 years in which he was one of my best friends I, like all under him, always called him "Mr. Greenway." Soon after he arrived Greenway asked the leading mine operators in the southwest, Dr. Louis D. Ricketts and James S. Douglas, son of the Dr. James Douglas who had made Phelps Dodge great, to do special work for Calumet and Arizona. I found later that the object of the study was to determine the terms on which the half-dozen Warren District properties of Calumet and Arizona were to be joined in one

In the past, salt cavities for storage of liquid and gaseous fuels have been developed and operated using practical experience as a guide rather than rock mechanics principles and practices. Although many salt cavities are still operating satisfactorily. some of them are beginning to show various problems associated with long-term deterioration of the cavities. This paper describes a major breakthrough in the rock mechanics design of solution cavities which is the development and application of the REM computer simulation system. From the computer simulation analysis, the long-term deterioration process of cavities can be related to the basic parameters of rock mechanics design and the storage operations. The computer simulation system is also used for optimizing cavity design and operational specifications. This optimization technique is explained by its application to the three basic storage systems: 1) open dry storage system for liquids and solids 2) open wet storage system for liquids 3) pressurized storage system for gases, liquids and solids The effectiveness of the optimization technique is illustrated with some field examples by showing the direct interaction between the computer simulation system and field data of a test well including tectonic stress conditions, material property coefficients and geological anomalies.

Roofbolts with expansion anchors have been used at White Pine for more than twelve years, but always with an understanding that their performance was not entirely satisfactory. Some bolts fell out, some were obviously loose, and, when roof failures did occur, very few bolts actually broke. Obviously, there was an anchorage problem. A program was started in May, 1967, to define the problem and to solve it. This paper describes briefly those parts of the program which led to the development of a roofbolt assembly which performs much better in the medium-hard rocks at White Pine. As a result of the changes, significant improvements were found in the torque:tension, tension loss, and pull tests.

INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners' own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands. The U. S. Department of Interior, Bureau of Mines (Bureau) has developed a prototype version of a computer application that combines hydrologic analysis with object-oriented graphics. This software is unique in that it presents analytic element analysis within an object-oriented CAD environment. Its user interface employs mouse handling, scrolling windows, dialog boxes, palettes, and pulldown menus. It can import scanned images of maps and overlay these images within the same window. This application was developed using object-oriented programming techniques. Several programming issues concerning graphics had to be resolved during development of this system. These include (1) how to represent hydrologic elements as graphical objects, (2) how to translate screen coordinates to map coordinates, (3) how to implement ?zooming? (changing the magnification level of a window), (4) how to overlay layers of images, and (5) how to import scanned images of maps. An object library was used to implement graphical user interface features such as scrolling windows and pull-down menus. Algorithms for CAD features such as map coordinate translation, zooming, and the layering of images were developed by Bureau researchers. The application has a modular source code structure and can be modified for use in other research applications.

In our comparison of California and Turkish colemanites, we should first place the discussion in context. In order to exclude technical considerations, which are not germane to this paper, we must make the manifest and basic observation that if colemanite were not acceptable for the production of glass products it would not be used, and we would not be interested in this comparison at all. Suffice it to say that the colemanites, being calcium borates, provide a necessary flux in glass manu¬facture, together with the requisite degree of physical strength and chemical durability which can be achieved only by the use in glass of a. flux substanti¬ally free from alkali; so the sodium borates are automatically excluded from the production of textile fibers. Thus we have today under consideration only California colemanite, Turkish cole mite, and, because it provides a degree of competition to both, ABA, or anhy¬drous boric acid, which, although it is a refined intermediate and of much higher cost, it is also of a much higher degree of purity, and its characteristics can easily be modified to produce a desired end product, so we must include it in any consideration of high quality borates. [Calcim Borate Pentahydrate] Colemanite is a [calcium pentahydrate,] with the formula Ca2B6011.5H20. It has a theoretical B203 content of 50.8%.

"Horsehead Metal Products is a zinc refinery in Mooresboro, NC, treating crude Waelz oxide (WOX) to produce special high-grade zinc by a hydrometallurgical process comprising leaching, zinc solvent extraction/electrowinning, melting and casting and bleed treatment. Cadmium removal by zinc-dust cementation plays an essential role in the bleed treatment circuit to prevent cadmium buildup in the circuit. Silica, though present at a low level of approximately 0.3 percent in the WOX feed material, had a significant impact on the efficiency of cadmium cementation with zinc dust, most likely due to the passivation of zinc dust particles with silica gel. Solid/liquid separation efficiency by filter press was also affected. To identify the source of the silica issues, silica levels were mapped throughout the circuit, and adjustments, including using pregnant leach solution as the feed to cementation, and pH control in the WOX leaching and neutralization were introduced to mitigate the issues created by silica gel in the circuit. IntroductionLocated in Mooresboro, NC, Horsehead Metal Products Inc. is a hydrometallurgical zinc refinery processing Waelz oxide (WOX) to produce special high-grade (SHG) zinc. The flowsheet, known as the Modified Zincex process, consists of leaching, solvent extraction (SX), electrowinning (EW), melting and casting and bleed treatment (Fig. 1). Cadmium cementation, part of the bleed treatment process, provides an essential bleed of cadmium from the circuit, as metallic cement. Spatial auto- and crosscorrelation assessment of variables can be carried out using quadratic function estimates. From the function estimates, multivariate relationships of the variables can be determined in the form of spatial factors. The calculation of the spatial factors requires computation of the corresponding amplitude vectors from the eigenvalue solution. This vector reflects the relative amplitudes by which the variables follow the spatial factors. Instability of some of the eigenvalue solutions requires that caution be used in interpreting the resulting factor pat- terns. A measure of the predictive power of the spatial factors can be determined from the auto- correlation coefficients and squared multiple correlation co-efficients which indicate which of the variables are significant in any given factor. The use of unconditional simulations provides a basis by which geological variables of varying spatial ranges can be modelled using the spatial factor technique. Simulations were generated for a variety of ranges and variables were created that form single or multiple combinations of the spatial patterns. The success of the spatial factor technique depends on the amount of associated noise, and the size of the neighbourhood relative to the spatial range of the variable. The predictive power of the components is dependent on these two factors. Problems with collinearity of variables can result in unrealistic eigenvalues and result in the failure of the method. Application of this method to spatial data in mineral exploration can assist in outlining spatially continuous zones of alteration associated with mineralization.

Most coal seams in the United Kingdom contain firedamp, some of which is released into the ventilating airways as the strata around a working relax. The close sequence of seams in carboniferous strata is usually such that seams in adjacent roof and floor strata are also disturbed and potentially large quantities of firedamp can enter the workings from these sources. Since emission depends on the disturbance rate of the seams, higher coal production rates associated with increased mechanisation in the colliery accentuate the problem. Firedamp concentrations in UK underground workings are subject to statutory regulations1. To enable production to continue uninterrupted and in safety the problem is tackled by ventilation engineers by the provision of adequate ventilation in the airway and by the technique of firedamp drainage. In the UK the latter usually takes the form of cross-measure boreholes in roof strata, and increasingly also in floor strata, drilled from the gateroads, especially from return airways. In this way firedamp emitted from disturbed seams in adjacent strata can be extracted directly to the surface or to some safe position outbye, and the airways of the working district are not contaminated. Despite the use of firedamp drainage, considerable quantities of firedamp enter the ventilation air- stream and the concentration levels may be seen to be related to the coal production activites in the district. Figure 1 shows a typical recording of methane concentration obtained by a BM1 methanometer at a position outbye in a return gate where firedamp drainage was operating. The general rise in level throughout the working week may be seen, together with peaks occurring during production shifts and the gradual decay of emission over the weekend. In view of the fact that ventilation and firedamp drainage contribute a considerable proportion to the operating costs of the colliery, it is essential that the ventilation and firedamp drainage requirements be calculated as accurately as possible at the planning stage of the working. In the past the ventilation engineer has had to rely heavily on experience in neighbouring workings but with the development of mines in previously unworked areas there is clearly a need for a methodical approach to meet the requirements of planning. The work described in this paper represents such an approach and it is hoped that successful development and application of the method of prediction will lead to the widespread adoption of a routine procedure. The current development of a method of prediction of firedamp emission into longwall workings is based on the theoretical treatment of gas emission from coal seams proposed by Airey2 in 1971, which was based on his study of gas emission from broken coal 3 which was published in 1968. In common with other experimental methods of prediction, the method enables a calculation to be made of the total make of gas emitted from all sources of gas in the strata per tonne of mined coal.

California's annual production of >11 million tons of cement, at a value of over $640 million, comes from eight companies, which operate 11 plants. Cement is California's second most important mineral commodity, representing 25% of its total annual mineral production. Although most of the cement produced is consumed within the state, current export locales include the Pacific Northwest, Nevada, Arizona, Utah, and New Mexico. An enumeration of the components required to produce cement is deceptively simple: calcium oxide (65%), silica (20%), alumina (4-5%), iron (3-4%), and calcium sulfate (4%) as a retardant admixture. The last, and most expensive, ingredient in cement manufacture is energy. Detrimental materials in cement mixes include excess .magnesium, alkalis, heavy metals, sulfur, and other volatiles. Each of the 11 cement plants in California requires a unique chemical solution of combined raw materials to produce a uniform product: portland cement. The geologist proposing solutions for the additive raw materials in cement manufacture must have a thorough knowledge of a particular cement plant's needs. In the California cement market, keeping the costs of additive raw materials down is one way to also stay competitive, and using a combination of natural and waste materials as additive raw materials allows cement producers to stay competitive.

The Bureau of Mines is examining mineral deposits bearing strategic elements such as cobalt, for which the United States heavily relies on imports. The Turner-Albright volcanogenic sulfide deposit in southwestern Oregon is marginally economic based on its gold content and associated silver, copper, zinc, and cobalt values. Bureau research on the Turner-Albright deposit was performed (1) to evaluate domestic cobalt recovery as a byproduct of gold production from massive sulfide ores; (2) to develop an analogue of modern sea-floor polymetallic deposits to determine the economic potential of the deep-sea resources; and (3) to compile information on the geochemistry and genesis of the deposit that can aid in future onshore exploration. Cold was introduced as near micrometer-sized disseminations by exhalative hydrothermal fluids near sea-floor vent sites and by late influxes of mineralizing fluids into lower zones of brecciated sulfides and basaltic fragments. Cobalt is a substitutional element in pyrite that occurs in outlying halos around original vent sites. Mineralogic studies conducted with a scanning-electron microscope and an electron microprobe determined that none of the ore minerals are amenable to traditional beneficiation methods such as gravity and flotation. An experimental oxygen pressure-leaching procedure developed by the Bureau has proven successful in treating such complex ores.

Anenopyrite, both pure and in some cases associated with pyrite, was laboratory roasted either isothermally or at a constant heating rate, at temperatures mainly between 723 and 923 K and under environments of air, sulfur dioxide, oxygen and argon, as well as S02/02/H20/N2 mixtures. The mineralogy, arsenic contents and in some cases surface areas of the calcines were evaluated so as to provide an enhanced understanding particularly of the conditions under which the important transformations to pyrrhotite and magnetite occur. A thermodynamic analysis is also undertaken to rationalize the observations and provide some guidance for the operation of commercial roasters.

The paper describes the exploration and development activity associated with a series of open pit gold deposits in the Laverton region of Western Australia with an aggregate resource base of 4 million tonnes at a grade of about 3 grammes per tonne. In September 1988, Hill Minerals N.L., now a wholly owned subsidiary of Ashton Mining Limited, completed the purchase of the Cork Tree Well treatment plant from Austwhim. This CIP plant had a rated capacity of 235,000 tonnes per annum, and is located within the Hill Minerals Laverton Project area. Ore is trucked by haulage contractors from each open pit mine to the central treatment plant at Cork Tree Well. Studies were completed and a plant expansion undertaken lifting throughput to 500,000 tonnes per annum. A contract was let for this expansion in November 1988, and construction completed in April 1989. Concurrent with the above project development work, heap leach metallurgical studies are being undertaken on low grade mineralisation associated with higher grade ore zones at several of the open pit mines, notably King of Creation and Craiggiemore. It is anticipated that heap leaching will provide a useful adjunct to gold production from milling higher grade ores.

Land use and access to land are limiting factors in economic development in the Western region of Ghana. Mining uses land during operations and then rehabilitates the land as part of ongoing operations and closure. Golden Star Resources Limited (GSR) aims to contribute to the sustainability of the local economy during its operations and then post-closure. Following a series of alternative livelihood initiatives, GSR reviewed the success of these programs and decided to focus on an oil palm project that uses out-growers to reach the local economy. The project started using small holdings that were individually managed. However, the ongoing effects were limited. Following a review of the options, the Golden Star Oil Palm Project was started using land committed to the pro-gram by the Bogoso Mine. The initial program covered 275 ha with over 40,000 trees with 300 people involved in the development. The Traditional Authorities have committed additional lands to the project to a planned total area of 18,000 ha.

Rod mills were developed, as a logical substitute for the rolls crusher when larger tonnages had to be handled, on a continuous basis. Today, with even larger tonnages to process, the trend is to install larger equipment, automate the plant and develop the highest availability possible, in order to cut costs. The rod mills, because of design limitations in size and speed 1'2, are not able to meet these new requirements. The autogenous mill was a timely development and serves as an excellent alternative for ores that are suitable to this type of grinding. When ores are not amenable to autogenous grinding, selection of a flowsheet is dictated by liberation characteristics and unit operations to be used for mineral recovery.. The following alternatives are available: (a) Multiple rod mills, capable of drawing no more than 2000 HP each, followed by ball mills. (b) Gyradisc crusher followed by two stages of ball mill grinding.3 (c) Tertiary crushing followed by closed circuit single stage ball mills grinding to approximately -100 mesh, as in the copper industry. (d) Tertiary' crushing followed by two-stage, ball milling. Each stage will operate in closed circuit with either screens or cyclones. It is this last alternative, particularly as it
