The Permanente plant of Kaiser Cement & Gypsum Corporation is located at a unique thick deposit of Calera Limestone (Figure 1) on the southwest side of San Francisco Bay. Limestone is rare in the eugeosynclinal Franciscan assemblage, constituting less than 0.1 percent of the total volume. On the northwest part of the San Francisco peninsula Calera Limestone is present as isolated masses from the type sect ion near Rockaway Beach southeastward for ten miles, where the belt is truncated by the San Andreas fault. The large Permanente deposit is sixteen miles south of the truncated belt, on the northeast side of the San Andreas fault. Scattered small exposures are known for about twenty miles southeasterly from Permanente. (1,2) Most deposits of Calera are thin; the type section is about two hundred feet thick. At Permanente, however, the normal limestone section contains at least four hundred feet of limestone; and, due to folding and extensive faulting, the total vertical thickness of the limestone section is over 1400 feet. The unusual thickness of limestone is due to low angle thrust faulting. This fortuitous structure formed a deposit of limestone that supplies an 8,500,000 barrel cement plant in a major metropolitan market.

Rather than attempting to present a summary of the many and highly varied papers that have been presented at this symposium on sampling and grade control, I will attempt to extract the general philosophy of analysis and approach, and attempt to identify the trend of future developments. First, the term "sampling" is used with its broadest connotations. A sample consists of a representative portion of a larger mass, and must represent the mass not only in the grade of contained metals or minerals, but also in all other respects in terms of mineralogy and mineral quality (1, 5), deleterious materials, recoverability of economic components, physical behavior, geophysical response (1), and even archaeological and environmental aspects (7, 11). The sample must be taken from a locality and in such a manner and quantity that it is representative of the larger rock mass. This calls for complete and accurate geological control and an understanding of the nature and distribution of the contained chemical and physical elements and a record of the effectiveness of the different sampling methods. Second, value of a given mass of ore material is based upon its profitability - the difference between recoverable value and costs to achieve recovery, beneficiation and sale. There is a strong movement in mining geology control toward more complete analysis in determining cutoff grades and in grade control, as illustrated by the kriging of metallurgical recovery factors as well as grade at the Mercur Mine (8). To achieve a "profitability factor" as a guide for economic mining practice requires further integration of: 1) the value of contained metal or mineral, 2) percentage recovery of values, 3) dilution of ore with waste rock, 4) addition to, or loss of value as a consequence of by-product materials or deleterious components, 5) cost of producing a saleable product plus minimum profit to justify the effort (cutoff), and 6) cost of land restoration (7, 11). All these parameters vary with the rock type, rock structure, mineralogy, depth, geometry, mining and metallurgical methods, but they must be sampled and analyzed if sampling and grade control are to reflect profitability. A wide variety of deposits has been presented at this symposium; each deposit with its own problems and special solutions. Deposits containing high unit-value components, e.g. precious metals and diamonds, present special problems in the obtaining of accurate samples and generally require statistical analysis control methods or may disregard or modify occasional high or occasional low values, based upon experience (12). Grade control may be accurate for the long term but may vary for the short term. Bulk sampling is always essential. Deposits containing metals or minerals with low unit value are very sensitive to transport costs, and they are often very sensitive to small amounts of deleterious components or differences in physical or chemical behavior. Problems of sampling and grade control change with the genetic type of deposit, with the stage of deposit development and with the size of the information base. Precious metal epithermal deposits (2, 6, 8), because of rapid vertical zonation and erratic lateral distribution of values, have always been difficult to evaluate and maintain grade control and ore reserves. On the other hand, evaluation and grade control are relatively easy in bulk-lowgrade deposits (4, 13). However, these deposits generally have a low margin of profit and are sensitive to mining and beneficiaton costs, price fluctuations and political costs. Industrial mineral deposits (5) often must be evaluated on the basis of their behavior, rather than by chemical analysis. Environmental impact generally increases with the scale of the operation, but certain elements or minerals have especially high impact effects (7, 11). In the exploration phase there is no production control of sampling procedures and careful geological observations are particularly essential. The greatest number of problems is related to the oxidized outcrop where the chemical environment of the ore body has changed and the contained values may have been enriched, depleted or values left unchanged (2, 6). Present evidence suggests that gold values may be very mobile under certain conditions (2, 6) and stable under others. Everything must be sampled in detail. Principal values and by-product or deleterious elements may vary dependent upon their position within the soil profile. Such factors as geomorphic position, erosion rate, vegetation, climate, etc., may affect the interpretation (1, 3). To address the problem of grade estimation in a general three-dimensional shape and the uncertainty associated with the estimate, the technique of jackknifing/block kriging short-cut is proposed. A new estimator called jackknife kriging is introduced first. Through the jackknife variance, a confidence limit for the reserve grade estimate can be calculated. Unlike the kriging variance, which is more a measure of data configuration and is independent of data values, the jackknife variance reflects the true variability of the data. This approach provides a simple way to set a confidence level for global estimation of resources.

Atlantic Cement Company's new multimillion dollar, 10,000,000 barrel per year cement plant went into full operation in February, 1962, bringing into reality a new concept in the distribution of Portland cement. The Cerro and Newmont Mining Corporations, well established in the mineral extraction and dressing industry, backed the venture. To take advantage of the, economics inherent in single production units of large capacity, it was necessary to first find a market' capable of absorbing such large quantities. Cement can be economically shipped by rail and truck about 200 miles. Beyond' that radius from the producing facility the freight costs become prohibitive. No single marker area within that radius exists which could absorb such a large volume of cement. However, water transportation provides a relatively inexpensive method of transporting bulk products many times over such a distance. Thus, it was decided to locate the producing facility near a deep water port which had ready access both to the Atlantic Ocean and, just as important, a good source of raw material. An extensive feasibility study was made and the site at Ravena, New York on the Hudson River near Albany was chosen. Here, vast quantities of limestone in the foothills of the Catskill Mountains are found within a short distance of-the deep-water Hudson River.

The Federal Surface Mining Law enacted in 1978 is now being translated into regulations which must be followed in future coal mining. Substantial change to mining procedures is required to maintain stricter air and water control while mining and to return the mined out land to equal or better use than before. These changes do not come easy; and in most cases, they create a substantial additional cost. Based on field observations and mining studies, Caterpillar has been making suggestions on the use of their types of equipment to conform to the new standards at the least cost. This paper will be a brief review of some of the overburden stripping and reclamation methods suggested by Caterpillar. A production and cost comparison of dragline, scraper/dozer and truck, loader systems in 20 to 150 ft. Overburden conditions illustrates potential cost savings using mobile equipment.

This paper will concern the processing of kaolin clays from the sedimentary deposits of Georgia and South Carolina, While the major processing steps will be touched on briefly, emphasis will be given to the dewatering of the clay-water slurries (slips) formed in the processing of kaolin clays The dewatering steps discussed will include gravity settling, centrifugal dewatering, vacuum filtration, and thermal dryings Of these dewatering steps particular attention will be given to vacuum filtration and the variables affecting filtration of these kaolin clays.

The idea that fragmentation for mineral processing results from some tradeoff between increased drilling and blasting and increased load on the primary crusher is well known. In a previous paper (Lundquist and Konya, 1963) the authors reported on the results of a laboratory scale study which attempted to quantify this tradeoff in energy terms. If we look only at the production of new surface area, blasting is 1700 times as energy efficient as crushing. On an energy cost basis, crushing is 57 times as expensive per unit surface produced as blasting with dynamite and more than 700 times as expensive as blasting with ANFO. The comminution process at an open pit operation starts with the drilling of blast holes and ends after the material has gone through the fine grind circuit. Operators usually break the process into several separate operations and do their cost analysis based on this approach. Often drilling and blasting is considered as one system and crushing and grinding are considered as one or two separate and independent systems. Operators will independently optimize each system. The cost for the drilling and blasting system is obvious in operations which use contract drillers to do the drilling and either contract the blasting to a distributor or do the blasting themselves. The cost of rock breaking in this manner is readily available since the contract driller will supply a monthly drilling cost to the operation and either the distributor who is contracting the blasting or the distributor who is supplying the powder to the blasting operation will also supply a monthly billing. In either case, the costs can easily be seen on a monthly or per ton basis. They are not difficult to compute even when drilling and blasting are done entirely in-house.

My "outside exploration" began in November 1908, only 16 months after I had come to Bisbee as a raw engineer. The well publicized reputations of eminent engineers up to that time, including John Hayes Hammond, Herbert Hoover, James Douglas, D.C. Jack- ling, J. Park Channing, and a few others had been due to new mines they had found or brought to successful operation. And here was I, a mere youngster, given a chance to join the group. I knew there would be disappointments but I had no idea how many of them. In spite of the many prospects that turned out to be worthless I never looked at a new one without the feeling that this one might turn out to be the big success. This confidence, blind as it was, gave every arduous examination a zest and it made me climb every mountain on which the owner said there was something worth seeing, or on which T could see a distant staining that might mean ore. If I looked at every showing the owner suggested he at least would think I was honest and would bring other properties to our attention. This reputation of never refusing to go to see an outcrop, no matter how hot the desert sun or how rough the terrain, was probably one of my best assets. High as my hopes were at the start, they proved not to be exaggerated and if I were given a chance to do it again I would not hesitate, in spite of the jaundice, rheumatic fever, and other maladies that beset some of the expeditions. On the whole the results have equaled all my hopes. Toward the end of my years of active exploration I totaled up the score. Out of the prospects submitted to us about two out of three were eliminated after questioning the owner or prospector, without an examination. This left about a 1000 mines or prospects that seemed worth at least a preliminary look. One out of seven of these was worth a little development and a seventh of this seventh turned out to be a modest success or better. And nine or ten in all, or one out of 1000

In less than two years, Stratmin has discovered, explored, developed, financed and put into production by open pit, a large graphite mine. The deposit, hinted by airborne electromagnetic survey, was discovered in September 1987 through various ground geophysical surveys, diamond drilling and trenching. The open pit started production in February 1989, feeding a nearby leased mill at Notre-Dame-du-Laus (Quebec), having a processing capacity of 400 tons per day. A new 1,000 tonne per day mill was built at the mine site, in Lac-des-lies (Quebec) and began production in April 1990. The Lac-des-lies graphite operation is currently one of the largest of its kind in the world. Mine and mill facilities are operated by Stratmin Graphite, jointly owned by Stratmin Inc. (75%) and Imetal-France (25%), a wholly owned subsidiary of Imetal (France). From initial exports limited to Japan and United States, Stratmin Graphite is now exporting in fourteen different countries, attesting to the very high quality of its products, with grades ranging from 92% to 97% carbon. Among the numerous graphite deposits discovered in Canada, Stratmin Graphite Inc. has emerged as the leader and virtually the sole crystalline graphite producer in North America, operating on a continuous basis.

The A. P. Green Refractories Co. operates clay mines in ten states. Eight of these states have reclamation laws with which we have to comply and indications are that the U. S. Congress will pass a federal surface mining reclamation act in the near future. These regulations, in addition to the value of land in most areas, dictate that mining and reclamation be considered as a single operation. In many instances the land may be more valuable after properly planned mining and reclamation than before. Refractory clay, commonly called "fire clay" is defined as a siliceous clay rich in hydrous aluminum silicates, capable of withstanding high temperatures. It is deficient in iron, calcium, and alkalies and approaches kaolin on composition. Refractory clay is much more limited in occurrence and usage than common clay or shale. During 1971, common clays and shales were mined in 47 states with a total production of 45 million tons. Fire clay production was reported in 22 states with a total production of only slightly over 3 million tons.(1) Many of these producing areas are extremely limited in extent and production. Several are contained within a one or two county area. This reflects the unique geological conditions required for the formation or development of fire clay. The major fire clay producing areas in the United States are shown in Figure 1.

This paper briefly reviews the historical development of the Rotary Kiln-Electric Furnace Process, which was first applied commercially to the treatment of qarnieritic ores in New Caledonia in the mid-fifties. It describes various technological improvements introduced, since, in industrial plants or developed in pilot facilities where a wide variety of nickel oxide ores has been treated success- fully over the years. Major categories of ores are characterized. The effect of their physical and chemical properties on their performance in the electric furnace is discussed. The relationships between ore composition, ferronickel grade and slag composition are analyzed and their effect on slag and metal tapping temperatures, nickel recovery, and electrode voltage are discussed.

This study summarizes the ventilation requirements for a highly mechanized P.T.Freeport Indonesia's underground mine operation in Irian Jaya, Indonesia. The Deep Ore Zone (DOZ) is a copper-gold deposit being developed underneath the current Intermediate Ore Zone (IOZ) mine. One of company's current plans is to prepare this mine for a steady oreflow of 25,000 tpd by year 2003. This study includes the estimation of airflow requirements for various mining activities, the design of major intakes and returns, the determination of airway resistances and specifications of fan duties. It also includes the results of air pressure/quantity measurements in existing airways and the standards stated by the current Indonesian mining law.

The U.S. Geological Survey has developed mathematical-modeling techniques to assess potential impacts on the hydrologic system resulting from mining of coal and oil shale in northwestern Colorado. Potential impacts of oil-shale mining on ground-water hydrology have been simulated using a quasi-three- dimensional finite-difference model. The model has been used to simulate hypothetical mine-dewatering operations at two proposed oil-shale mines. Dissolved-solids distribution and solute transport were simulated with a three- dimensional finite-difference model that was used to evaluate the effects of flooding in hypothetical abandoned mines. The potential impacts of coal and oil-shale mining on watersheds were investigated using a digital watershed model. This deterministic physical- process model predicts responses of the hydrologic system to modifications resulting from mining in basins having snow as the major source of runoff and recharge. Potential impacts of coal development on surface-water quality were investigated using a river-quality assessment model.

This section contains a description of the ore processing methods of the walled industrial minerals that are not described in major sections of the book. Table I contains the production figures for each of these commodities in the United States and the world. Specifications for concentrates or final mineral product are also summarized as well as prim for them at the time the section was written. In each chapter an attempt has been made to provide the reader with information on the common commercial mineral or minerals involved with the commodity, some of the uses. the processes used to recover and concentrate the minerals, as well as geographical areas where these process are utilized.

A series of batch flotation tests was performed on chalcopyrite-quartzite, pyrrhotite-quartzite, and on chalcopyrite-pyrrhotite-quartzite mixtures. Pulp potential measurements in the flotation tests of single sulfide minerals indicated that each sulfide mineral had its own optimum potential range for flotation. When these results were used to select the potential ranges for the separation of the two minerals from their mixture, their flotation responses changed and the selectivity of separation was adversely affected. A possible mechanism involving surface alteration through galvanic interaction is discussed. A method to improve the selectivity of flotation separation was proposed.

The purpose of this article is to present design information and operating data on a pilot gas scrubber which is believed to be a new approach for removing noxious gases and particulate matter from the off gases of coal burning power plants and smelters. This principle of scrubbing gases, particularly, scrubbing with an aqueous slurry of lime, was conceived by the author early in 1972. The National Lime Association financed the design, fabrication and initial operation of the unit. The unit was fabricated by Hazen Research Inc. of Golden, Colorado. It has been tested on the off gases of two coal burning power plants and one smelter. The current environmental program has stimulated research and development activity directed toward the removal of sulfur oxides, oxides of nitrogen, particulate matter and other undesirable substances from gases discharged into the atmosphere. At present, most of this effort is focused on the removal of sulfur dioxide and particulate matter by aqueous scrubbing of the gases. This presentation deals particularly with the removal of sulfur dioxide using an aqueous slurry of lime as the scrubbing medium. In recent papers, the author has called attention to-the sludge problems resulting from aqueous scrubbing and to some earlier data on the pilot scrubber about to be discussed.1/

A prototype automated mapping and spatial information management system has been developed, and illustrates how a powerful map manipulation capability and a comprehensive display system can be combined using both raster and vector mapping: The concept of a mapbase and information retrieval mechanism, query language as well as text and graphical menus, is introduced. The Geographic Information System (GIS), which has been built around a system for storage and retrieval of spatial and textual data, allows interaction with geographic space represented on a displayed map. The prototype is demonstrated using maps and information of an open pit mine.

A quality assurance program consists of all those activities aimed at providing confidence to the purchaser that the suppliers quality system will provide a product that will satisfy the purchaser's stated quality requirement. An organizing principle is necessary for prioritizing the quality control activities of quality personnel in the face of a myriad of technical possibilities, data-analytic applications, and an overwhelming number of possible activities promoted in the literature and by quality "gurus". The organizing principle I like is that quality assurance exists when those involved in the quality process: (1) know what they are supposed to do, (2) can tell if they are doing it and are set up to continue doing it and, (3) if they are not, they can remedy the situation in a timely fashion. Any incremental activity which facilitates this organizing principle is a continuous improvement activity. That activity which has the chance to facilitate this principle to the greatest extent is the next one to work on. In these days of lean corporate and regional staffs it is as important to know what not to work on as it is to know what to work on. In this paper I shall discuss in general terms the implications of this organizing principle for the design of Quality Assurance (QA) Programs for coal mines and also provide some comments about the application of Statistical Process Control (SPC) methodologies in the coal industry.
