Numerous mineral deposits of somewhat limited extent and grade are associated with most of the Tertiary granitic intrusions in the Cascade Mountains of Washington. The Silver Star area in southwestern Washington is typical of many of these small, and at the present time, economically marginal mineralized areas. Small but fairly high grade deposits of copper, lead, and zinc sulfides are found within the borders of a small granodiorite stock, and in surrounding Tertiary volcanics. This paper will discuss these deposits and their genetic relationships with the intrusion.

In recent years, equipment manufacturers have been busy developing remote control systems to catch up with the sophistication and efficiency of continuous miners. Now the tables are turned, and manufacturers are undertaking the new challenge of upgrading, refining and equipping continuous miners to take full advantage of the capabilities made possible by modern, successful remote control systems. Because the operator can safely advance the miner farther without pulling out for roof bolting, continuous miners now need to be equipped with means of complying with correct face ventilation, dust suppression, methane detection, diffusion and improved lighting. Some of the exciting possibilities being developed to catch up with remote control include feedback controls using laser beams as datum points, coal sensing devices with feedback signals to show the operator what the machine is doing, show where it is relative to the coal seam, how hard it is working, and more sophisticated use of cyclic control. Mining machinery manufacturers have accepted the new challenges, and faster, safer mining procedures are already in sight.

The Amax Gold Guanaco mine is located in the Atacama Desert, approximately 260 km southeast of Antofagasta, Chile. The 6,000 tpd leach operation produces approximately 90,000 oz of gold, and 360,000 oz of silver per year. Production began in 1987, and the operation has been managed by Amax Gold since 1992. The mine has been plagued in the past by high operating costs and low production. Several significant changes have been made to the operations which have resulted in lower costs and higher operating efficiencies. A review of these changes is presented herein.

Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone's welfare.' Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island's resources are owned by Friday as in the case where they are under Crusoe's control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. Ventilation is necessary in coal mines to supply fresh air to the working faces for the health, safety, and comfort of the miners, and for the circulation of air to the extent that it will dilute, carry off, and render harmless the noxious or dangerous gases generated. Adequate ventilation depends upon good face control, as well as upon a well designed and properly controlled overall ventilation system. Generally, this includes fans, airways, overcasts, air locks, regulators, checks, and canvas or plastic stoppings near the working places to prevent short circuiting of air, and effective bleeders to maintain a continuous flow away from the working places along the pillar lines at all times and to prevent diffusion of methane back to the pillar line in case of temporary interruptions in ventilation. In the development of a new mine, or the virgin area of an old mine, the main headings should properly be considered a construction project, designed with, only the number of permanently supported (roof) headings required to conduct the necessary air volume to and from the major panels in which mining is conducted by room and pillar or longwall methods. Although subject to hazards from methane quite frequently and requiring constant and careful attention at all times, development of headings has some built in safeguards which make it a less difficult problem in control of methane than exists in pillaring.

This paper presents a new algorithm for solving the Controlled Flow Mine Ventilation Problem in an optimal manner - minimum power consumption. The use of booster fans and restrictions on the locations of ventilation regulators are dealt with in a straightforward manner. This new approach is based on a common Operations Research algorithm for which there are many fast computer programs available.

Techniques utilized to incorporate geological data in computer modeling and ore reserve estimation have undergone considerable evolution during the past fifteen years. Computer analysis and evaluation of two precious metal deposits are presented as examples of innovative computer techniques developed at Asarco. The first is a gold deposit occurring in a steeply dipping Pre-Cambrian greenstone sequence. The second is a manto-like manganiferous silver deposit occurring in a relatively flat sequence of Late-Paleozoic sediments. In both deposits, four sub-horizontal zones of geological influence are evaluated.

The stability problems of back- filled spoil banks became more important since the Federal Surface Mining Control and Reclamation Act of 1977 was enacted. The material properties of spoil banks were categorized as the first part of the study and spoil slope stability was evaluated using computer programs as a second part. Emphasis was placed on the effects of natural barriers, which is required in the federal law.

Infrared spectroscopy, employing the internal reflection method in conjunction with solvent extraction techniques, was used to study surface reactions between aqueous potassium ethyl xanthate and both sphalerite and precipitated zinc sulfide each activated with aqueous copper sulfate. It was determined that reactions occurring on the sphalerite and zinc sulfide surfaces produce the reaction products ethyl dixanthogen and cuprous ethyl xanthate, some of which are ad¬sorbed on the mineral surfaces. According to infrared spectra showing the reaction to form these compounds, the ratio of cuprous ethyl xanthate to ethyl dixanthogen adsorbed is directly related to pH of the flotation solution.

Success of The Carter Mining Company's safety program can be primarily attributed to "total immersion" of all operating and staff personnel in program design and implementation. Currently, the Company operates two surface coal mines in Campbell County, Wyoming. Total employment is about 440 and current annual production is about 15 million tons. The safety program has evolved from one which was administered primarily by staff personnel (the Safety Department) to one which requires active participation by line management and operating personnel. Lost time accident frequencies have declined from a high of 1.86 per 200K hours worked in 1978 to zero in 1982. Reportable accident frequencies have declined from slightly over 5 to slightly over 2 during the same period. Analysis of program results indicates that the most important achievement by the company has been to gain strong commitment to safe operation by all employees. It is important that program format and content be frequently changed and modified so that: 1) The requirement for safe job performance is communicated well and often, 2) The safe job performance message is trans- mitted in new and interesting ways, and 3) Operating personnel participate in design and implementation of the program.

A new method for interpolating a block model is proposed, where both the diamond drill holes (DHs) and blast holes (BHs) data are used. Combining these data types poses a geostatistical "class size" problem due to the different statistical properties of the densely populated BHs and the sparsely populated DH data. This paper discusses how linear regression was used to adjust the DH values prior to the interpolation to account for the "class size" problem which is inherent to the procedure. The correlation between the BHs and the DHs is found. The DHs are then corrected based on the regression line. Each block that falls within a certain range of influence of a blast hole is assigned a different code and is interpolated with the combined BH and regressed DH data set. Blocks that fall outside the range of blast hole influence are interpolated using the original DH data set. A comparison against other methods, indicate a 12% improvement over using DHs only and a 2% improvement over using BHs only.

During the past ten years we have experienced a period of rapidly-changing ground rules for the mining industry. Domestically we have had to contend with numerous new regulations controlling the impact of mining-related activities on the environment. However, for the purposes of this presentation we will assume that in the United States, after a certain amount of compromise on all sides, the industry will be able to work within the framework of the new regulations, and therefore we will concentrate on offshore developments. Due to the limitations in time and scope, this paper will be directed primarily toward the metal mining industry. We contend that the U.S.-headquartered mining company should remain active, and even expand its interests in foreign countries in the future. This is our feeling in spite of recent setbacks and the low return on investment experienced in recent years by some of the metal mining companies in their foreign operations.

Talc deposits in the Precambrian of southwestern Montana (Beaverhead and Madison Counties) are unique within the U. S. A. in that large bodies of tremolite-free talc can be open-pit mined. All known deposits are in pre-Beltian dolomite units. The origin is suspected to be metasomatic, with the siliceous component having been contributed by an intrusive Precambrian granite gneiss. Precambrian deformation was extreme and is characterized by multiple periods of tight isoclinal folding and the flowage of less competent rocks, rather than by faulting. Post- Precambrian folding has been relatively negligible; the characteristic Laramide structure is block-faulting developed along northwest-southeast trends. The talc is thought to have been formed in Precambrian time; the high-angle block-faults probably have no significance with regard to the formation of the talc, but do tend to complicate mining operations. Tremolite-free talc ore bodies with horizontal widths of more than 200 feet, vertical depths of several hundreds of feet, and strike-lengths of as much as one-half mile are known in the Ruby Range and the Gravelly Range. Where dolomite is interbedded with tremolite-free talc in the Gravelly Range, the scale of this relationship permits the use of conventional open-pit mining methods with subsequent upgrading by hand-sorting techniques. Underground mining has been used in the past, but all current Montana talc-mining operations are on the surface. The hand-sorted ore, some of which is shipped overseas, is finely ground or micronized in roller mills and fluid-energy mills. The products are distributed both nationwide and abroad.

The necessity for mineral extraction and its impact on man and the natural environment is a subject of increasing concern to Americans. Rising living standards and new demands for energy require increased mineral extraction, whereas the "new environmentalism" and concern over social well-being warn of the dangers to both the environment and the social system. This dilemma can only be solved by a complete understanding and analysis of all the factors relevant to human welfare which include environmental considerations, economic implications, and the social and psychological dimensions. A decision-making framework is therefore necessary which will encompass all relevant views of the problem.

Almost nine years after the assertion of enormous and pervasive federal control over coal mines by means of the Federal Coal Mine Safety and Health Act of 1969, 30 USC Section 801 et seq, as amended by the Federal Mine Safety and Health Act of 1977 (which basically increases the punitive powers of government) a brief assessment of some of the underlying causes, present status, and possible alternatives to governmental control is appropriate. In a governmental system based upon the principles of democracy and the protection of individual freedoms and constitutional rights the ultimate mechanism for abrogation of these rights is the creation and exploitation of fear. Machiavelli in rendering advice concerning the power over men provided by fear stated, "... it is much safer to be feared than loved .. fear preserves (the government) by a dread of punishment which never fails." The Prince. Within the context of the assumption of control by the government over industries or segments of our population - popular fear provides a convenient and almost necessary mechanism for the avoidance by law or regulation of democratic principles. The popular fear of coal mines has been successfully exploited by various goal oriented groups in the past and most recently by a Congressional constituency with a vested interest in controlling the mines through regulation.

A test of a solvent extraction (SX) pilot plant featuring electrostatic coalescence has been performed by C-E Natco at the United Nuclear uranium mill in Church Rock, New Mexico. Operating in parallel with the United Nuclear SX system, the C-E Natco electrostatic SX pilot plant exhibited comparable extraction efficiency to the United Nuclear system which utilizes conventional mixer-settlers. The C-E Natco pilot, however, operated at much higher liquid loading rates and exhibited less communication between the aqueous phases of the extraction and stripping circuits.

Studies in eastern Ohio, northern West Virginia, and southwestern Pennsylvania determined whether subsidence caused by longwall mining influences soil moisture and tree growth. Soil moisture was measured both over new longwall panels and over an unmined control area throughout the growing seasons of 1990, a wet year when the panels were excavated, and 1991, a dry year. No significant effects of mining could be detected. Tree growth was studied in two pairs of woodlots. In each pair, one woodlot was located over a longwall panel excavated about 1980 and the other over an unmined area. Differences in tree growth between mined and unmined areas were neither significant (for most species) nor consistent in direction. The above results imply that if mining does have impacts they are likely to be highly site-specific and localized such as by disruptions of springs or soil slippage.
