Planning is a management tool used to solve problems and provide data and decision alternatives for company growth, profitability, and direction. Strategic planning is defined as the efforts needed to accurately measure the risks of obtaining a result from future actions given a finite number of outcomes. The techniques of strategic planning are being applied more and more to underground mine design as a result of the fierce market conditions underwhich the industry is facing today, and the conditions they will likely face in the future. The objectives of strategic planning are centered on the ability of the operator or company to manuever its limited resources to the best position available under the given future scenarios. This paper briefly examines the most popular techniques for accomplishing these objectives, how these techniques fit into the current mine management decision-making, and what results to expect from these techniques in planning efficient underground mines.

The broad front concept is based on the principle that gasification can be achieved more efficiently and completely from a plane broad combustion front in contrast to other geometries obtainable with current methods of gasification. By restricting combustion to a plane broad front, the ideal condition for gasification is achieved. A plane broad combustion front can be developed in coal by initiating and propagating combustion from the walls of an oriented channel and collecting product gases from another similarly oriented channel. Flow will then be directed along the highest permeability of the coal bed, the available cross-sectional area for fluid flow is substantially increased and, more importantly, the increased flow will be uniformly distributed throughout the whole mass of coal. The success of the method is greatly dependent on how well an initial and rigorous permeability survey and associated corrective measures yield a well-characterized coal bed. To maintain uniform reaction rates, the advance of the combustion front is located with pressure- or mass flow-transducers. These sensors are then connected to servo-controlled mufflers for controlling segments of the fire front which are advancing ahead of others. Finally, the development of the concept to overcome problems of roof collapse, reactant and product gas leakages, and water invasion are briefly summarized.

The role of governments as a factor in the international non-metallic minerals industry can take several forms. Classically, the government acts as a taxing agent, collecting part of the economic rent on behalf of the country from private-sector mine operators. In addition to its taxation policies, the state can and does provide the practical commercial framework of regulatory and fiscal incentives and restraints that shape the activities of the mining firms. In addition to its functions as an agent of the public interest, the government can choose to take a more direct stake in the mining industry, and has done so in the instance of several industrial minerals that are actively traded on world markets. In this paper, the actions of three governments are reviewed and the consequences of their actions are examined.

Weighting materials as we know them today were first recognized in 1922 by B. K. Stroud1. Stroud, who was supervisor or the Mineral Division of the Louisiana Department of Conservation, tested galena, cement and hematite as weighting materials and successfully used hematite to make a "heavy mud". The first use of barite was in the fall of 19222 . The process of adding heavy minerals in mud was patented in 1926 by Stroud and National Pigments and Chemical Company, a subsidiary of National Lead Company now NL Industries, Inc. The ground barite was marketed as BAROIDR barite.

In this section the chemical, physical, and mechanical principles of hydrometallurgical processes are developed and reviewed. Plant practice is not discussed other than to note the metals which are processed using the various systems that are available. These notations will permit the reader to refer to the appropriate section in Part II of the Handbook for specific details on a particular metal or mineral. The equipment used to accomplish the desired unit operation is de¬scribed. Comparative data are presented to illustrate performance characteristics of unit operations, process, and equipment. The economic efficiency of individual processes is outlined. Some of the chapters contain material that is covered in detail in other sections of the Handbook Such chapters are developed only sufficiently to indicate the specific application of the techniques to hydrometallurgical processes. In this section considerable cross-referencing to the other related sections has been done.

Pinson Mining Company was formed to develop a gold orebody located in northern Nevada near Winnemucca. A feasibility study was undertaken in 1979 by a consortium of three Toronto-based mining companies and a Reno-based exploration company. The study indicated a viable project with gold priced above $225 per ounce. A project manager, and mine and mill superintendents, were hired in late 1979 to expedite the development of a 1000 ton per day mine-mill complex. Plant design engineering was contracted with Industrial Design Corporation in Salt Lake City. Three experienced plant metallurgists representing Pinson were stationed in Salt Lake to guide the work of Industrial Design. Among the many design criteria spelled out by Pinson, foremost were bringing the mill on line as quickly as possible at minimum capital cost. Fourteen months after the beginning of design engineering, the completed Pinson mill became operational. Total capital cost, including mine development, was $18 million. The Pinson project has proved to be far more than viable; the entire capital cost will be recovered within 18 months of the mill start-up.

INTRODUCTION The past decade has witnessed a literal explosion in formal modeling of energy systems and markets. This rapid development was stimulated primarily by policy issues arising from the energy price shocks of 1973- 1974 and 1979- 1980. The suddenness of this interest is illustrated by comparing the current and earlier editions of Mineral Economics. The third edition, published in 1976, includes an addendum to the section of projection and forecasting methods because, Since the foregoing chapter was written, major events in petroleum have caused an explosion in formal modeling efforts in the energy field.a In contrast, this fourth edition includes the present chapter on energy modeling, and a separate chapter on nonfuel minerals modeling. The considerable interest in formal energy models is based on the complexity of the system, in particular the interaction between technical and engineering data and designs, and economic behavior of energy producers and users. Energy is a vital component in the economic and social well-being of nations, and must increasingly be explicitly considered in developing economic growth and welfare policies. Energy models can contribute to policy development and analysis, both by improved understanding of the energy system, and of the interaction between energy markets and the economy, and as an explicit means of analyzing and comparing the implications of alternative policy actions. At their best, formal models can clarify and illuminate policy options. In this chapter we will survey the objectives, methods, and potential contributions and limitations of energy system modeling. Section 2 considers the objectives, scope, and approaches to energy system and market modeling. Methodological approaches are then discussed more formally in section 3. Our approach is to intro- duce each model type and method via relatively simple generic models, illustrating their use by a selective review of the applications literature. Section 4 shifts the focus from modeling methods to procedures for model evaluation and improving model credibility especially in policy research and analysis. We conclude with some brief remarks on directions and opportunities for future modeling research. ENERGY MODELS: OBJECTIVES, SCOPE AND APPROACHES The concept of a model usually evokes an image of a complex, computerized system of mathematical or econometric equations providing detailed information concerning the operation of the process being modeled. In fact. models may be simple or complex, formal or mental, depending upon the purposes for which the model is intended. Archean supracrustal rocks of the South Pass greenstone belt of western Wyoming have been an important source of gold and iron ore. Actual gold production statistics are incom- plete although gold production estimates for the South Pass- Atlantic City district range from a low of 2.0 Mg (70,000 oz) (Koschmann and Bergendal, 1968) to a high of 9.8 Mg (327,000 oz) (Hausel, 1980). From 1962 to 1983 iron ore was also mined from the greenstone belt and production totaled more than 91 Mt (90 million It). The supracrustal rocks of the South Pass greenstone belt occur in a tightly folded synform bounded by Late Archean granite and granodiorite. The youngest of the Archean successions has a reported Rb-Sr isochron age of 2.8 b.y. (Stuckess, et al., 1985). Metamorphism of the supracrustals increases towards the flanks of the belt and is amphibolite-grade enclosing a small island of greenschist facies rocks. The supracrustal sequence consists of metasedimentary and metaigneous rocks that are divisible into four mappable units. The metasediments include metagraywacke, quartzite, pelitic schist, banded iron formation, metaconglomerate, and graphitic schist. Metavolcanics include metabasalt, meta-andesite, and ultramafic schist. These supracrustals have been intruded by mafic sills and dikes and tonalitic stocks and dikes. Two granite plutons and associated pegmatites intrude the supracrustals in the western portion of the belt, and the supracrustals exhibit both fault and intrusive contacts with granitic batholiths along the western and eastern margins. The northeastern flank of the Archean belt is unconformably over- lain by Paleozoic sediments, and the southern portion of the belt is onlaped by Tertiary sediments.

The most widely used machines for grinding coal to the sizes prescribed for the pulverized coal firing of furnaces, boilers, and kilns are the vertical ball-race, roller-race and roller-bowl types of mills. However, the increased use of coal has led to an increased use of tumbling ball mills for coal grinding. Specifically, air-swept ball mills are now a part of many dry pulverized coal firing systems, offering the advantages over vertical mills of lower maintenance costs and the ability to handle strong or abrasive (high ash) coals. The current use of wet ball mills is to prepare coal-water slurries for direct combustion, although in time they may also find routine application for preparing slurry feed for coal gasifiers. In either application, wet ball mills ofer the advantages that coal grinding and wetting can be accomplished in a single step, and that the mills are readily used with fine wet screens to assure top size control in the slurry product. The simulation of tumbling ball mills with mathematical models has reached a fairly advanced stage, but the concepts have been applied only recently to coal grinding. As this paper will demonstrate, however, significant progress has been made in the use of models in ball mill circuit design for coal grinding. Included is a description of the techniques used for simulation, recommended parameter estimation methods, and demonstrations of process engineering calculations for large scale coal grinding circuits.

With the advent of new high-strength magnetic materials, rare-earth magnetic separators have become more common place for processing heavy mineral sands. In many instances, rare-earth magnets have replaced conventional separators such as electromagnetic cross-belt and induced-roll type machines. This paper will present the results from a detailed test program developed to evaluate the performance of rare-earth drum and roll separators for processing heavy mineral sands. The effect of machine design parameters, such as magnetic element configuration and separator diameter, will be reviewed in light of these test results. The impact of basic operating parameters (i.e. feed rate and roll speed) on separation efficiency will also be presented.

In relating geology and mineral resources to the nongeologist engaged in planning and zoning, a major hurdle to overcome is often the concept of natural resources. Statements listing such "resources" generally include and often may he limited to such items as "open space", "buildings of historical value", "forest and wilderness areas", and "sites of natural beauty" but seldom mention minerals even where they are of significant economic importance to the area. Unfortunately, mention of mineral resources is often limited to statements calling for tight controls on mining to prevent "ravaging of the land". While, the concept of sequential use involving mining is sometimes acknowledged, it is frequently done in such a manner that this approach is discouraged. In the conflict for land between urban development, recreational open space and mineral extraction, far too often the mineral industry will be the loser. In Missouri, there have long been continuing requests for geologic and resource data for planning purposes from city and county government and from Federal agencies for inclusion in the various river basin studies and Soil Conservation Service projects. These reports vary in detail from concise statements of the geology of an area to rather lengthy reports on mineral and water resources, bed rock and engineering geology characteristics. In most cases, these reports as written were directed to a geologically-oriented reader. Our initial approach to presenting geologic data to the land-use planner was in the area of engineering geology with attempts to show the limitations that bedrock and soil conditions can place on development. Processing nonmagnetic taconites by selective flocculation-desliming and flotation requires large volumes of water. If impounded without treatment these off-process waters require excessively large areas for containment. To discharge the waste water into natural waterways would contribute to stream pollution and likely would not be permitted. In Bureau of Mines experiments conducted in the Twin Cities Metallurgy Research Center&apos;s 900-lb/hr pilot plant, approximately 85 percent of water requirements for the flotation-based treatment of a Michigan nonmagnetic taconite were met by reclaimed water. Water reclamation of the off-process streams from flotation was accomplished by controlled additions of lime, sodium carbonate, and a synthetic flocculant to reduce turbidities to <1,000 ppm equivalent Si02, while maintaining a Ca(II) content of 516 ppm in the finished effluent. Flotation concentrates of good quality were obtained using the reclaimed water. The cost of chemicals used in water reclamation was approximately equal to the savings in flotation reagents attributed to recycling of the water.

During the past fifteen years considerable progress has been made in the technology of slope design. It is possible to design rational slope angles if suitable data on geology, hydrology, and rock properties are available. It is of course preferable to conduct a full scale slope design study, but there are those situations where a full scale study is not feasible because of time and budget constraints. In this paper we will treat two situations: (1) choosing slope angles for a preliminary feasibility study at the exploration stage; and (2) dealing with a slope failure in an operating pit. In these instances slope angles must often be chosen on the basis of available or readily obtained data. In an exploration program all too often a feasibility study is initiates just a few months prior to the decision deadline to drop the property or to exercise an expensive purchase option. If all that is available at this point are a few cross sections at odd angles showing ore and waste contacts and a dog-earred map of the surface geology there may not be time to collect and organize enough information for design of slope angles. On the other hand if during the drilling program geologic cross sections are constructed and the structural data is presented in tabular form, rational slope angles can be determined within the allotted time. Certain types of data can be collected only at specific times during a project. Two prime examples are logging fracture intensity and collecting samples for rock testing before the core is split. It is particularly disheartening to ask to see the core and to be shown a tattered cardboard box filled with plastic bags of sample pulps.

The Malmberget Division of LKAB is located 70 km north of the arctic circle and has about 2000 employees. The dominating products are sinter feed concentrate and pellets. A general flow sheet for the operation is shown in Figure 1. About 20 percent of the ore body consists of hematite, which is mined separately and processed into sinter feed concentrate. That pert of the ore consisting of magnetite passes through a dry cobbing plant. The robbing process includes crushing, screening and dry magnetic separation. The entire cobbing product is used as feed for the wet concentrator. After rod mill grinding and magnetic separation the concentrated slurry is classified. The coarse fraction (+200 mesh) becomes sinter feed concentrate and the slime fraction after further ball mill grinding and magnetic separation, becomes pelletizing feed. A small quantity of the magnetite ore is processed into special iron-rich products in the the wet concentrator. Two types of pelletizing plant are used, shaft furnace and straight grate. This paper will deal only with experience gained at the straight grate plant.

In the early 1940&apos;s Humphreys Mining Company in Florida pioneered heavy mineral mining with a dredge in the United States, In 1948 Du Pont, in conjunction with Humphreys, opened their first of two mining operations recovering a titanium dioxide product in Florida. Later on in 1952 Du Pont opened their second plant, both of which used a cutterhead suction type of operation. This process is also used in heavy mineral mining in Australia and Africa. In 1957 ASARCO started prospecting in New Jersey. Test borings indicated a large deposit of ilmenite bearing heavy mineral sands had been deposited and concentrated in an area near Lakehurst in central New Jersey. Humphreys Mining Company was contacted about the possibility of mining the ASARCO New Jersey property in much the same way as Du Pont and themselves were doing in Florida. An extensive study was made to determine the economic feasibility of mining the ASARCO property. During this study, extensive test drilling and samples for a pilot plant were taken.

Acid mine drainage became a reality through the exposure of the first bituminous coal seam, either by man or by nature. At first the small amount of acid formed was quickly and efficiently neutralized by basic rock strata and by neutral or alkaline water. As soon as extensive mining operations overtaxed nature&apos;s own defensive measures, acid mine drainage became a problem of concern to government and the coal industry. It was the purpose of the studies conducted at Mellon Institute to accumulate knowledge, both applied and fundamental, relating to the formation and disposal of acid mine effluents. It was during this program that the microbiology of acid mine water was studied. Most bituminous coal mine effluents are highly acidic and contain, along with other ions, high concentrations of ferrous iron. The acid is sulfuric, and. the iron is present as the sulfate; both are the oxidation products of iron sulfides (FeS2) which are present in the form of pyrites, marcasites, or other sulfuritic minerals. Soda ash is the common name for sodium carbonate (Na2CO3), an alkali compound that is the 11th largest inorganic chemical in terms of production of all domestic inorganic and organic chemicals, excluding petrochemical feedstocks. Despite that most people have never heard of soda ash, it is an important industrial compound used to manufacture glass, chemicals, soaps and detergents, pulp and paper, and many other familiar consumer products. Natural alkalis have been used by mankind for thousands of years; however, their industrial manufacture dates back to only the latter half of the 18th century. Natural deposits of sodium carbonate have been known as early as about 3500 BC, when the Egyptians used natural soda ash in making glass. They also mixed lime and soda ash to make sodium hydroxide (caustic soda) that was combined with silicate minerals found in the Sinai desert. This made a soluble silica, which when added to aluminum-rich silt from the Nile River, produced a silica- aluminate cement mortar with excellent bonding properties for construction. The Romans in the first century AD also used natural soda ash in glass manufacture but expanded its use medically for the treatment of colic pains and skin eruptions, and in the making of bread. Elsewhere, people used the ashes of wood to obtain their source of alkali. People learned over time that different types of wood yielded various ashes with different properties; therefore, various plants were burned specifically for their ashes. Ash from plants grown in salt-bearing soils (such as saltwort) and from kelp and other seaweeds, especially Spanish barilla, were so different from ashes obtained from other vegetation that it became known as soda ash (due to its sodium content) versus pot ash, a potassium-based alkali ash. About 13 t of barilla ashes produced 1 t of sodium carbonate and 14 kg of iodine as a byproduct. The difference between these two ashes was relatively obscure until Duhamel Dumonceau made the distinction clear in 1736. The word soda ash developed from common usage and is perhaps more well known today than its synonym sodium carbonate. One of the primary ores of soda ash is trona, a sodium carbonate-bearing mineral that&apos;s name is traced back to Arabic origin. Trona also is known internationally by other names such as urao (Venezuela), kaum (Nigeria), natron (from Greek nitron and Latin natrium), and szekso (Hungary). The beginning of the Industrial Revolution in Western Europe in the late 18th century soon put a strain on the availability of raw materials to meet consumer demands. One of these scarce materials was soda ash. Because of the Seven Years War with England and the Napoleonic wars with other parts of Europe, France could not obtain sufficient quantities of Spanish barilla or other supplies of vegetable alkali to meet the growing demand. Efforts were needed to synthesize soda ash. In 1775, the French Academy of Sciences offered a large prize of 2,400 livres to someone who could find an inexpensive method to make soda ash. In September 1791 at St. Denis, Nicolas Leblanc (1742- 1806), a French chemist, developed such a technique using salt, sulfuric acid, coal, and limestone. The French Revolution interfered with its development, and his patent and factory were confiscated with Leblanc receiving only token compensation. Napoleon returned his factory to him; however, Leblanc was not able to raise enough capital to reopen it, and he committed suicide in 1806. A small, but not particularly successful, Leblanc plant was established in England in 1814. It was not until 1823 when the process first became commercially successful in Liverpool, England. The process was introduced in Germany in 1843 and in Austria in 1851 (Harness and Coons, 1942). Soda ash production by the Leblanc process reached its peak of about 599 500 t in 1880, after which it began to decline as the Solvay process became more popular. The Leblanc process was used to a limited extent in Europe during World War I but had disappeared by World War II. The Solvay process, also known as the ammonia-soda process, was developed by Alfred and Ernest (1 838-1922) Solvay in 1861 based on a concept by Fresnel that had been known since 1811. For the next 50 years, the implementation of the idea evaded industrial chemists because no large-scale and economic means could be found to commercialize the concept. Although Ernest Solvay was unaware of the existance of an ammonia-soda concept, he solved the problems by utilizing carbonating towers. The Solvay process produced soda ash from salt, limestone, and coke, with ammonia as a catalyst. With a capital of 136,000 francs, the first plant was built by the Solvay brothers at Couillet, Belgium, in 1863 with production commencing in 1865. Synthetic soda ash production amounted to 1.5 tpd in 1866, but reached 10 tpd by 1872. They patented their use of carbonating towers in 1872 that had made ammonia-soda manufacturing a successful continuous process. Their second plant was built in 1872 at Dombasle, France. In 1874, the first Solvay plant in England was built at Northwich by Ludwig Mond, the namesake of Brunner Mond and Co. (formerly Imperial Chemical Industries), the company that currently operates the two English Solvay plants. In the United States, William B. Cogswell in February 1879 heard a presentation on the Solvay process and sailed to Europe to meet with the Solvay brothers to seek their support for using their process in New York. At first, the brothers were not interested; however, Mr. Cogswell was persistent and ultimately gained their support. The Solvay Rocess Co. was formed Sep. 2 1, 1881, and construction began immediately on the first Solvay plant at Geddes, near Syracuse, NY. The plant came onstream Jan. 10, 1884, and produced 11 180 t in its first year of operation. In 1910, rotary calciners were installed that increased capacity to 1 000 tpd. By 1930, plant capacity was up to 2 400 tpd. The facility remained in continuous operation for more than 100 years. By 1939. 10 Solvay soda ash plants were in operation in 6 States throughout the nation. The Syracuse plant was officially closed Jan. 6, 1986, with total shutdown completed by Feb. 1986. Ironically, this facility was the first Solvay plant as well as the last. Other than the first Solvay plant beginning in 1884, the majority of US soda ash supplies during the 19th century came from imports. The remainder of the US supply

Mineral models provide a systematic and comprehensive approach for analyzing and fore- casting the behavior of mineral markets and industries.&apos; They also permit the analysis of a wide range of policy decisions. Obviously such models cannot capture all of the intricate relationships that shape the behavior of a mineral market. However, such models have become extremely useful and in many cases support the decision making approach of judgmental analysts. They tend to narrow the range of likely outcomes and thus reduce the risks and uncertainties of investing, trading, and speculating in minerals. Mineral models provide not only answers to "what-if" questions, they also inform analysts of the benefits and costs associated with mineral investment decisions. More recently they have been applied to specific mineral issues of the possible impact of buffer stock stabilization schemes and of import supply restrictions. Mineral Models Defined Because mineral models are so diverse, we must begin with a fairly broad definition. A mineral model is a formal representation of a mineral market, industry or system where the behavioral relationships included reflect the underlying economic and engineering factors as well as the political and social institutions. Of ten, but not always, a mineral model will consist of some combination of the following components: demand, supply, inventories and prices. Modeling of demand behavior normally begins with an interpretation of basic demand responses to prices and income (i.e., the associated price and income elasticities). Price elasticities vary among different minerals and among their diverse uses. They tend to be lower for minerals without close substitutes than for those where such substitutes exist. In addition, these elasticities vary with time as well as with the actual excess demand or excess supply. Variations like these, coupled with the relative instability of prices for a number of minerals, make explanations of demand behavior difficult. The degree to which demand responds to changes in income depends on the income elasticity of the end products to which the minerals serve as inputs. Those products with a relatively low income elasticity tend to experience proportionally smaller swings in sales than those with higher elasticities. The transmission of demand cycles to minerals producers comes through a series of stage-of-process effects. Demand measurement also is influenced considerably by mineral substitution patterns. The cross-price elasticity of a competitive or complementary commodity also varies with minerals, markets, and time. Where minerals easily substitute for one another, as in the case of cop- per and aluminum in electrical conductor applications, cross-price elasticities are relatively high. In conjunction with experiments to improve the particle size preparation of coal bore cores prior to washability testing, discrete-event breakage of coal, shale and homogeneous low-strength concrete cores was studied. Breakage of individual size classes by drop-shatter and by incremental tumbling in an end-over-end hand-driven tumbling cylinder revealed systematic changes in the breakage function, namely, that breakage in any size class diminishes as the number of events increases. The effect of the fines removal enhances the breakage of harder material (having lower grindability indices), but appears to have less effect for softer material.

6.1 INTRODUCTION A surface structure will suffer damage when the additional stresses induced by ground deformations associated with surface subsidence, plus the original stress introduced by construction de¬sign, exceed the strength of the structural elements. In this con¬text, there are two methods available for preventing and control¬ling surface structural damage: one is to strengthen the structure and the other is to design the mining operations such that ground deformations at the structure site can be reduced to an acceptable level. Mining operations include panel layout and mining tech¬niques. These methods are detailed in this chapter. It must be noted that most prevention/control methods men¬tioned in this chapter are used in the countries where the reference papers are cited. In the United States, the coal operators are not required to take those measures mentioned in this chapter. Some of the methods described in this chapter cannot be implemented with¬out changes in the current mining practice as permitted by laws. In addition cost of implementing those methods are not considered here. 6.2 PANEL LAYOUT As shown in Figs. 2.9, 2.10, and 2.11, permanent ground deformations in a subsidence basin mainly concentrate near the edges of the underground opening, and can be divided into four zones. A structure located in different zones will be subjected to different types and magnitudes of ground deformations. In laying out the panels, Table 5.1 and Figs. 2.9, 2.10, and 2.11 could be taken into consideration. Attempts could be made to avoid placing the structure on a location where the ground deformation to which that structure is sensitive is at its maximum. Therefore rational design of the panel is the simplest way to reduce structural defor¬mations. Panel design involves the determination of panel dimension, panel edge location, direction of face advance, and use of yield chain pillars. A. Panel Dimension Since longwalls in the US employ a multiple-entry system, where rows of chain pillars are left unmined, subsidence over those chain pillars is usually smaller. Therefore, whenever possi¬ble, the panel dimension could be designed such that a major structure or structures are over those unmined chain pillars, be¬tween adjacent panels, or some distance beyond both ends of the panels. At the center of the supercritical final subsidence basin, a structure will not be subjected to any final or permanent ground deformations. In order to create such a condition, the panel width must be such that the structure will be located beyond the major influence zone of the final subsidence basin, the minimum dimen¬sion of which must be: [ ] where L is the width or length of the final mined out gob, t is the width or length of the structure to be protected, h is mining depth and [ ] s is the angle of full subsidence. B. Panel Edge Location Wherever there is a permanent panel edge, there are large ground deformations induced on the surface on both sides of the permanent panel edge. Therefore whenever possible the panel di¬mension should be designed such that the permanent panel edges could be located in the areas with the least impacts. In terms of permanent edge location, it is best to eliminate any permanent panel edge under a structure or groups of structures. If this cannot be done, the panel should be lengthened to reduce the number of permanent panel edges, or narrower multiple panels advancing in the same direction in a staggered manner could be employed. If the structures are located in Zones II and III, the longer dimension of the structure must be parallel to the nearest perma¬nent edge (Fig. 6.1). But in Zone IV, the longer dimension should be tangential to the corner of the permanent panel edge. If the structure is inclined to the permanent panel edge, it will be sub¬jected to twisting and shearing. C. Direction of Face Advance The direction of face advance should be parallel to the long axis of the structure. But if the structure is to be located at or close to the center of the final subsidence basin, the direction of face advance should be perpendicular to the long axis of the structure. Careful choice of the direction of multiple face advance is the most effective way to reduce structural deformation and thus dam¬age. This applies the principle of overlapping and cancellations of ground deformations, due to multiple face advance, at the right time and at the right intensity, e.g., opposing tilts, concave and convex curvatures, tensile and compressive strains are induced simultaneously on the structure to be protected by two or more faces. D. Use of Yield Chain Pillars In US longwall panels there are generally two or three rows of stiff chain pillars between the panels. The combined width of the chain pillars ranges from 100 to 350 ft(30 to 107m). depending on mining depth. In general, surface movement above the chain pil¬lars after the panels on both sides have been extracted is much smaller, as compared to that in panel center. Thus in order to create critical or supercritical width of opening and eliminate sur¬face bumps over the chain pillars, yield chain pillars may be em¬ployed (Jarosz and Karmis, 1986). However if yield pillars are to be used, it must be designed such that it yields totally right after the panels on both sides have been extracted. Unfortunately cur¬rent yield pillar design techniques cannot predict when and how much it will yield. In summary, whenever possible attempts could be made to lay out the panel in such a way that surface structures are located above chain pillars between panels or above solid coal beyond both ends of the panels. In those areas the surface structures will most likely be unaffected, or if affected, the damage is so minor that no remedial measures are necessary. 6.3 CONTROLLED MINING TECHNIQUES Several mining techniques are available for reducing the sur¬face ground deformations of specific types.
