INTRODUCTION Mine waste monitoring and management is essential when the industry is being required to accept the environmental liability for all generated, stored and disposed solid and hazardous waste. Environmental regulations mandate the operator to minimize waste production while requiring the operator to cleanup existing contamination. Since these requirements are being enforced, many operators do not have a clear under- standing, whether their existing operation will or could be required to adopt remedial plans to mitigate off-site contamination impacts. The following methods, using conventional and advanced geostatistical methods, provide a tool to make appropriate assessments whether existing or potential contaminant issues are present. BACKGROUND Generated solid wastes from mining operations are currently exempt from Solid Waste Disposal Act (SWDA) Sub- title C (RCRA), statutes and promulgated regulations, however, compliance with SWDA Subtitle D statutes and regulations is required. In order for the mining operator to be exempt from hazardous waste regulations, the operator must demonstrate that generated waste does not have hazardous waste characteristics. In many instances the operator will be able to use statistical tools and their existing data to determine whether their site could be a potential hazardous waste liability. METHODS The following statistical and geostatistical methods can be used to determine whether existing wastes could be a regulatory concern. The following presents a brief discussion of standard statistical methods and discusses, in greater detail, how advanced geostatistical tools can be used to define potential waste issues. The following will discuss how data can be screened, "Data Filtering and Reporting"; how data can be evaluated using "Conventional Statistics"; followed by a detailed discussion o f "Geostatistical and Estimation Techniques" and "Statistical Modeling". Data Filtering and Reporting Data filtering is the simplest, but potentially the most powerful statistical tool because data can be easily sorted to meet regulatory reporting requirements. Filtering includes unions and intersections of data such as date, maximum and minimum values of one or several variables. Using the data base presented in "Mine Waste Data Base Management Procedures", Robinson and Hagar, 1987, an example of a filter group is presented.

"Rotary percussion" implies two types of energy, rotary and percussion. Into these categories fall rock' drills of varying sizes. The larger ones drill above 6" diameter holes; the medium size, 2 3/4" to 4 1/2" holes; and the smallest, 1 1/4" to 2" holes. Essentially, the larger holes are drilled with doom-the-hole drills using tri-cone bits. Percussion energy evolves from the drill piston and rotation power from the rotary table or overhead drive, using drill collars or pull down mechanism to preload the bit.

After World War I the character of my mining life changed completely. Before then adventure had been almost continuous but after the war there was lots of staying in one place, almost routine, between adventures. This was fortunate, as the life of a mining engineer is a wandering one at best, and it makes being married and raising a family a dubious enterprise. It would have been quite out of the question with the life I led before I got married at the end of the war The new sort of life made the "beaconing of adventure" intermittent. There were often long stays at home between wanderings which was fortunate as it changed the continuity of these memories. I must briefly summarize accounts of the more or less routine periods and concentrate on the occasional exciting episodes between. After a long visit with friends in Berkeley, Dorothy and I left for Arizona and three days at the Grand Canyon that were nearly too much for both of us. One beautiful day we started a short walk down the Bright Angel Trail. It was such a lovely bracing day that we kept on walking and enjoying the views until, just after noon, we reached the Colorado River. We were the only ones in sight so to enjoy the sunshine to the full we both had a good swim in the swiftly flowing river. So far, everything was wonderful. But when we started to climb back up the trail, rising nearly 6000 ft in ten miles we soon found that we had counted too much on our youth and endurance. We had to rest every few hundred feet and it seemed as though we would never reach the top. It was eight o'clock in the evening when we finally staggered into our room and collapsed. On the way to the Canyon I had seen John Greenway and Dr. Ricketts in Santa Barbara and they had little idea what would happen to them or to me. Before resuming his position as general manager of Calumet and Arizona and New Cornelia, Greenway must recover from the effects of the gas he had suffered in the war. Dr. Ricketts

The kinetics of gold dissolution in iodide solutions with oxygen in an autoclave was investigated. The leaching process was described by a gas-liquid-solid heterogeneous reaction. The effects of stirring speed, temperature, oxygen partial pressure and lixiviant, concentrations on the overall leaching rate was investigated. It was found that the dissolution of gold could be represented by a heterogeneous chemical reaction. Under the conditions studied, the apparent activation energy ranged from 34.7 to 54.3 kJ/mol. Experimental findings were in good agreement with the kinetic model proposed.

In 1982, the result of a 3-year study was published as "A Guide to the Understanding of Ore Reserve Estimation". The principal conclusions were that computation formed only part, and perhaps not the most important part, of an estimate and that the estimate should recognize that geological, mining engineering and metallurgical judgements formed an essential part of the eventual result. Subsequent expectation/realization studies of several mines have produced case histories which form the principal basis of the paper. These imply that geology is even a larger factor than thought earlier.

M. Gershon The article is an excellent one, providing a basis for the conduct of the major tasks in underground mine planning and scheduling. I object to only one word. Since that word is featured in the title, it is a strong objection. The word used erroneously is optimization. There is no optimization performed in the article. By definition, an optimization is an approach that yields the best of all possible solutions. We can limit this definition to its narrowest sense, the optimization techniques of operations research such as linear programming, or broaden it to include less sophisticated search procedures that find the best mine plan or schedule. No such claim is made in the article. No optimization of any kind is performed. The major tool used is a simulation, which, in truth, is probably more appropriate for this problem than any optimization. But simulation does not optimize. It only allows for quick evaluation of many options, leading to the selection of the best plan "of those tried," not "of all possible plans." This article, of course, is not the first mining paper to make this error. It seems that the word optimization is used more to impress people than to refer to any act of optimizing. It is used in a way that implies "try to optimize"or "come close to optimize," but not to really do it. It is usually appropriate to quietly ignore this error. But when Dr. Chatterjee, who has done so much good work in true optimization projects and whose work I have come to admire, makes such an error, it is time to publicly dispute it. Having discussed this very point with him in the past, I am sure that he will agree. If he can support this position in his response, perhaps people will start to listen and we can reduce the number of false claims of optimization. This should be easy for him in this case since the approach he used, simulation, is the more appropriate one anyway.

Research in the eastern U.S. has shown that productive mine soils and forests can be restored using the following guidelines: (1) cooperation among the mine operator, landowner, and regulatory authority in developing the mining permit; (2) replacing topsoil or creating a desirable medium in which trees are planted; (3) loosely grading non-compacted topsoil; (4) using native and non-competitive domestic ground covers that quickly protect the site; and (5) planting a proper silvicultural mix of crop trees for their commercial value along with nurse trees for wildlife and soil improvement.

Premining investigations involve the determination of roof, floor, and coal seam characteristics to delineate areas of troublesome ground control prior to development of a mine. Data obtained can be useful in mine design, equipment selection, estimation of face productivity, development of ground control plans and assessing ground control costs, and in conducting feasibility studies and financial analyses. This paper discusses 1) the causative factors associated with ground instability, 2) how useful data can be obtained for these factors during premining investigations, and 3) analysis techniques to delineate probable areas of ground instability.

Iron carbide, containing 93.3% Fe and 6.7% C, is a tailor made feed for the electric arc furnace (EAF) and has recently gained worldwide attention as a possible replacement for premium quality scrap. With 38% of the steel in the United States being produced in EAFs, iron ore producers have an interest in becoming direct suppliers to the EAF industry. This paper explains the advantages of using iron carbide in an EAF and describes test work on the product and development work being per formed on engineering designs for a commercial plant.

The pressure pre-oxidation of refractory gold concentrate from the Golden Mile has been investigated and the conditions of temperature, oxygen pressure and percent sulphide breakdown for maximum gold extraction optimised. Both tellurides and sulphides were oxidised under optimal conditions and deposited in the residue as oxides along with haematite. Under non- optimal conditions, a reactive basic ferric sulphate was formed instead on the unreactive haematite. Maximum gold recovery after cyanidation (tail < 1 ppm) is well in excess of that produced by the present roasting process (tail 3-4 ppm).

Stripping of gold and silver from carbon is effected by means of two main processes (AARL and ZADRA ). The main rate-enhancing parameter in the stripping of gold and silver is temperature. A secondary rate-enhancing parameter is ionic strength. (1) Stripping is usually conducted within a solution containing sodium cyanide (0.1 -0.5% ) and caustic ( 1 -3%). The development of a chemistry that increases the rate of gold and silver stripping from carbon in a manner proportional to its concentration is described. Its use in atmospheric and pressure strips is also outlined.

It is well known that iron-ore pellets are considered one of the best blast-furnace burden materials used today. The demand for pellets is demonstrated by the increase in pellet output from one million tons in 1955 to approximately 37 million tons in 1964. This growth continues as new plants are placed on-stream each year. The consumer generally specified (1) the acceptable content and range of chemical constituents, (2) a minimum strength determined by some standard testing procedure, (3) the size range of pellets, and (4) perhaps a measure of reducibility.

The use of clay granules as carriers for pesticides dates from the early 1940&apos;s and by the present day represents a business conservatively estimated at between 200 - 300 thousand tons / year in the U.S. alone. Aside from economic and specific target pest efficacy advantages, the use of clay granules as pesticide carriers also delivers a number of environmental benefits which will be reviewed. Topics to be discussed will include: 1) drift control (versus liquid sprays), 2) mobility (in the environment), 3) worker safety, and 4) transportation (spill) safety.

Fine crushing and rod grinding have been investigated using a laboratory-scale jaw crusher and a rod mill. The net energy consumption in both crushing and grinding was evaluated from torque measurements. An empirical relationship was established between energy consumption, particle size and operating parameters. When the mill feed size is reduced, through fine crushing, to about 80% passing 3 mm, the energy consumption will be minimized in a comminution chain of fine crushing and coarse rod grinding. The results in fine crushing were compared with a large-scale test.

The coal industry is ever changing and complex. This article discusses some problems that must be faced and their projected economic effects. Coal&apos;s dominant market is for electric power generation. While growth rates in the 1980s will be nominal compared to historic growth rates, such growth will be substantial in absolute terms because it comes from a very large base. Higher growth is expected in the 1990s. History When looking toward the future, an examination of the past is helpful. Figures 1 and 2 present production and consumption statistics (expressed in short tons) on bituminous coal and lignite in the US from 1945 onward. After an all-time peak of 572 Mt (631 million st) in 1947, total production dropped to 356 Mt (392 million st) in 1954. Sustained growth in total production did not begin until the 1960s. Coal production from under-ground mines declined from more than 400 Mt (440 million st) in 1947 to about 295 Mt (325 million st) during 1965 to 1970. A further decline ensued until a strike in 1978 reduced production to only 218 Mt (240 million st). Underground mines produced 283 Mt (312 million st) in 1983. Coal production from surface mines has increased steadily since the early 1960s. While some of this increase has come from mines east of the Mississippi River, most has resulted from surface mines developed in the West. Production from surface mines west of the Mississippi River was 224 Mt (247 million st) in 1982. Total coal production from under-ground and surface mines, other than Western surface mines, continues to approximate levels of 40 years ago. In spite of several wage increases, increasing productivity in surface and underground mines enabled the coal industry to hold the average value f.o.b. mine to about $5.50/t ($5 per st) from the end of World War II to 1969. Under-ground mine productivity peaked at more than 13.5 t (15 st) per man-day in 1969. Reaction kinetics for gold dissolution in acid thiourea solutions were investigated using formamidine disulfide as an oxidant. For the conditions studied it appears that a surface reaction limits the rate of gold dissolution. The rate was found to be first order with respect to thiourea concentration and half order with respect to the concentration of formamidine disulfide; the apparent activation energy for the reaction was 10.40 kcal/mol (43.40 kJ/mol); and the reaction rate was independent of pH for the pH range 1.0 to 3.0.

In underground powerhouse excavations, the access to the horizontal sections of the penstocks is most often critical. Other factors which influence the schedule include: the sequences of excavation, the interface dates between contracts, the type of support for the overhead cranes and whether the roof in the powerhouse is a reinforced concrete arch or a suspended prefabricated material. At Outardes 3, Churchill Falls and LG-2, these factors, along with the size of the powerhouse and the local topgraphy and geology were studied to produce the optimum schedule.

Major scientific discoveries cannot be programmed. New or frontier technology, however, can and should be planned. It is the vital force underlying the business strategy of a vigorous and profitable mining and metals company. Generally, a radical departure from existing technology is required to 1) Enhance the competitive value of ore reserves, i.e., to turn low grade or marginal reserves into competitive reserves. 2) To increase yield and decrease costs. 3) To decrease investment. 4) To increase mine life. 5) To improve product quality to meet market demands. The very definition of frontier technology implies that it is so different that the old plant, if already in use, will not be directly suitable to use the new technology. Therefore, a priori, we know that the commercialization of frontier technology would very likely involve new investment. The recommended technique of economic and technical analyses, I propose to call "Success Analysis.&apos;&apos; Simply stated, it forces us, by step- by-step procedure, to ask "what is needed to succeed in this particular project." Therefore, the first step is to identify what is meant by "success." The definition of "success" requires an agreement with top management or sponsors of the project as to what constitutes "success" in their minds as contrast to the technical people perception of "success." In general, top management would define success as meeting: 1) The technical objectives, i.e., technology being developed would produce the desired product at the acceptable quality. 2) Financial objectives, i.e., when commercialized, the project&apos;s capital cost, operating costs and return on investment are better than the projects they would normally fund. The return has to be better because new technology is inherently riskier. 3) Marketing objectives in that the project will produce product of acceptable quality in timely manner, i.e., scale-up to commercial plant would not cause undue delays in start-up and that large fix-up expenditure would not be required to protect the projected return on the investment. Many projects are started in the laboratory to develop "Frontier Technology" in mineral processing. Most of these efforts are never commercialized. There are many causes of these failures. The major causes are listed below: 1) Inadequate communication with the sponsors of the project so that project objectives are defined and agreed to by all. 2) Ill-defined technical problems. 3) Incomplete development of technology. This has two major components: a. Incorrect scale-up and engineering. b. Inadequate start-up and maintenance planning. 4) Incomplete and over-optimistic process economics. 5) Lack of understanding of the future behavior of the marketplace. 6) Failure to complete R&D effort by the time it is needed. 7) Incorrect projections of human resources required; that is, technical, managerial and operating. 8) Lack of realistic forecast of the expenditures required for commercialization of the R&D effort. These pitfalls can be avoided by comprehensive planning and the use of success analysis technique. The major elements in "Success Analysis" are: 1) Identification of the "need" for new technology. 2) Unbiased and complete scale-up engineering. 3) Acceptable economic feasibility with enough margin of error in the sale prices and operating costs to justify the inherent risks in frontier technology. 4) Timing for availability of investment capital and markets. Many failures in the development of frontier technology are preordained because the initial selection of the research project has been without adequate attention to the needs of the industry. Many very innovative hydrometallurgical processes for recovery of copper from concentrates were developed in the past twenty years. They have not adapted except to a very minor extent because they did not satisfy the success analysis criteria. The Golden Bear refractory gold ore roasting operation is located at Huddy Lake, in northwestern British Columbia, about BO km northwest of Telegraph Creek (see Figure 1). The mine access road, used for supplies delivery, was developed by Golden Bear and consists of a radio controlled 155 km gravel road originating at Highway 114. Hine operations are based on a two week in, two week out rotating shift schedule with personnel transport by chartered aircraft from Vancouver, Whitehorse or the 3 Talthan conmunities. The site runway Is located adjacent to the tailings impoundment.
