The Chinese energy and mineral industries are readying themselves for a period of dynamic transition, unprecedented in the country's long and sometimes turbulent history. The transition comes as a result of the government's new program of "Four Modernizations" in its agricultural, defense, industry, and science and technology sectors. The announced program is generally considered by Western observers to be a moderate, pragmatic approach to get China on the road to industrial parity with Western nations by the year 2000. The game plan calls for integration with the West to beef up Chinese know-how and the purchase of foreign technology to supplement areas where China lacks the ability to do so itself. While the role of energy and minerals is not specifically mentioned in the program, it was made clear to ME that China realizes the basis of any sustained modernization program is tied closely to the health of its minerals sector. Various published reports have indicated the existence of an already vibrant energy and minerals sector with world rank production in coal, iron ore, tin, antimony, cement, pyrite, asbestos and tungsten to name just a few. For the most part, except for the export metals, the primary focus of China's production has been on fulfilling domestic needs. Now the new initiatives are aimed not only at self-sufficiency, but also on propelling the country's natural resource clout into international prominence. With a mineral resource base that is considered by many westerners a potential bonanza, China's new long march toward modernization will be an exciting adventure, well worth watching. Big Projects Spark Excitement China's renewed commitment to a more liberal program is as much a desire to "walk on its own two legs" as it is a backlash from the frustrating years that followed the Cultural Revolution of the 1960s and early 1970s. Much of the early excitement was initiated by China's Premier and Party Chairman Hua Guo-feng in speaking to the fifth National People's Congress (NPC) in 1978. Here, Chairman Hua presented the Communist Party's 10-year blueprint for economic development. Specifically, the Party's plans called for completion of 120 large-scale industrial projects by 1985. Certain hydrologic parameters are affected by development of a mine. These include the area, yield, and storage in a watershed. Alteration of these parameters results in variations in lake levels and stream flow rates and in changes in ground water elevations and gradients. These factors have become increasingly important in light of present environmental design standards and government regulations. Mitigation of adverse hydrologic impacts can be costly and can create operating constraints which complicate the mining process.

Elastomeric liner products have been used for over two decades in a wide variety of uses including pond liners, hazardous waste barriers, dam face rehabilitation and mining applications. Asphalt blended with polymers is enjoying renewed interest in the engineering community because of its durability, high yield attributes, fewer CQA steps due to seamless installation, and ease of installation and repair. As in other lining technologies, advancements in polymer chemistry and improvements in installation techniques have had dramatic impact on the quality of fluid-applied asphalt (FAA) membranes. Membrane 6, man­ufactured by Deery Oil, Inc. for over 16 years is a hot-applied polymer modified asphalt membrane that can be applied to a variety of substrates in a reinforced configuration or installed directly on an asphalt surface. By blending thermoplastic polymers with asphalt, very favorable stress/strain characteristics can be achieved (Chambers, 1980). Typically the membrane will yield under rel­atively low stress and also exhibit high elongation capability. In service applications where puncture resistance is a concern, fluid applied asphalt materials have the flexibility and com­pressive strength under heavy loading that leach pad designers may find attractive. Additional security is achieved if long term service life is important as in the case of radioactive waste con­tainment. The Department of Energy selected Membrane 6 over seamed liners for a surface barrier that must isolate and contain radioactive waste for 1000 years. Asphalt has a long history of use as a water-stop material and it is believed that this natural construction material combined with SBS polymers will per-form for a millennium. (Freeman, 1994) The process of installing Membrane 6 varies according to job size and the type of surface to be protected. Lining applica­tions on compacted substrates require the membrane to be applied to a scrim cloth (fig 1). Some early pioneers in FAA technology neglected this step and therefore never achieved per­formance levels that satisfied regulatory guidelines. The scrim provides a cohesive surface that promotes membrane flow while achieving high impermeability (2Xl0 '11).

"The Haile gold mine in South Carolina is increasing the automation level of its processing plant in order to improve operational stability. One step toward this goal is the application of a digital twin concept to provide virtual instruments. Haile has engaged Andritz to implement virtual instruments at its grinding area hydrocyclones and at its tailing thickener underflow pump. These virtual instruments provide density values in a traditionally difficult location for reliable slurry density measurement. The digital twin is a first-principles integrated design engineering with advanced simulation (IDEAS) simulation model, connected in real time to the control system. Results have been promising, with the virtual instrument values matching the physical instrument under normal operating conditions and showing better prediction under upset conditions. Haile plans to use the virtual instruments as optional process control parameters.OceanaGold’s Haile gold mine is located near Kershaw, SC, about 80 km (50 miles) southeast of Charlotte, NC. This location was first mined in 1827 and has produced gold through several operating periods since then, including a heap leaching operation from 1985 through 1992. In October 2015, OceanaGold acquired Romarco Minerals, the previous owner of the Haile operation.The current operation began in 2017 as an openpit mine with additional underground resources. The nameplate throughput is 5,760 t/d (6,350 stpd) ore, and 2017 production was 3,345 kg (118,000 oz) gold, with 3,968 to 4,384 kg (140,000 to 155,000 oz) gold expected in 2018. Proven and probable reserves exceed 85 t (3 million oz) gold at a grade of 2 g/t (0.06 oz/st) gold. The process, as shown in Fig. 1, includes a primary jaw crusher, comminution with a semiautogonous grinding (SAG) mill and ball mill circuit, flash flotation, rougher flotation, regrinding, pre-aeration, carbon-inleach leaching, carbon elution and regeneration, cyanide recovery, electrowinning and refining. The Haile operation’s inaugural gold pour took place Jan. 20, 2017. Mine life is expected through the year 2030."

Recently Lurgi has succesfully commissioned Peru's first direct reduction rotary kiln at SIDERPERU?s Chimbote works. The order included comprehensive engineering services and supply of special equipment to modify three existing cement kilns according to the SL/RN process. The kilns were cut to 62m length and installed with a slope of 2.5%. A new heating system, including shell burners, was supplied and inlet and outlet ends of the kilns completely renewed. Figure 1 shows the kilns after modification.

It has been 2-1/2 years since the Congress passed the Surface Mining Control and Reclamation Act of 1977 (PL95-87) the Office of Surface Mining every deadline specified in the Act. Hopefully the Congress will begin to realize that specifying unrealistic deadlines does not accomplish the end desire of legislation any sooner -- it only adds to the confusion, and actually hinders orderly, efficient progress. OSM has been sued by all categories of involved parties -- environmental activitist organizations, the states, and the coal operators. This situation has resulted for two reasons: (1) insufficient time was allotted by the Congress to properly develop the regulations and program, and (2) OSM?s philosophy that it must dictate every detail of reclamation operations from Washington, even though many of its people are inexperienced with coal mining. These law- suits are now demonstrating their value. OSM is showing signs of "pulling-in-its horns" and, hopefully, will approach the revised regulations in a more realistic fasion.

A booster fan is an underground ventilation device installed in the main airstream to handle the total quantity of air circulated to one or more working districts. It is installed in a permanent stopping and equipped with airlock doors, a monitoring system and interlocking devices between the main fan and the booster fan. When adequately installed, a booster fan can be used to reduce the main fan pressure, reduce leakage and decrease the power consumption. However, an inadequate installation can increase the likelihood of mine fies and recirculation of air contaminants. This study identifies hazards associated with the operation and maintenance of booster fans. It analyzes the accompanying risks and recommends control measures to reduce those risks to acceptable levels. The ventilation network of an existing coal mine was updated to include a booster fan. The hazards associated with the operation of this fan were identified, the risks analyzed and the esponse to each failure mode established.

INTRODUCTION Coal flotation is a fine cleaning process usually present in all but the older preparation plants. It is typically used to clean either the -28 mesh (-500 pm) or - 100 mesh (- 150 pm) raw coal fines, and it is the only commonly used preparation method that can effectively recover coal particles finer than, say, -200 mesh (74 pm). To place coal flotation into its proper context, it should be noted that the bulk of the raw coal sent to preparation plants is treated by gravity concentration. On a worldwide basis, from 0 to 40% of the raw feed to a preparation plant is treated by flotation, while in the US only about 10% of the raw coal feed is floated. Roughly, 50% of US preparation plants use flotation to process at least a portion of the raw coal feed, although most of the newer plants incorporate flotation into their flowsheet. Historically, the process has only been used to treat the raw coal fines naturally occurring after mining and a minimal amount of crushing at the preparation plant. This is in sharp contrast to ore flotation where, typically, the entire tonnage is first ground and then floated. As a consequence, of the approximately 500 Mt of raw coal treated by preparation in the US yearly, it is estimated that only about 40 Mt are sent to the flotation circuits (producing -30 Mt of clean product).'O1 This small tonnage compares with about 400 Mt of ores treated annually in the US by flotation. By analogy to ore flotation, where it is an effective, large tonnage, low cost, easy to operate process, its potential in coal preparation should be great. Reasons why it has not achieved a greater potential in coal preparation have been attributed by Aplan 102 to: 1. Indifferent results in removing sulfur and ash. 2. Difficulty in floating low rank and oxidized coals. 3. Inability to make clean separations with the finer sizes. 4.Inability to clean slurries with a high percentage of clay. 5. Problems with water chemistry. 6. Competition with effective, gravity coarse-cleaning methods. 7. Low value of coal historically. 8. Dewatering problems. 9. Transportation and storage problems with coal fines. 10. Marketing problems with coal fines. 11. Inadequate attention to the process in the plant. 12. Inefficient use of capital and operating monies. Inadequate attention to procedures, machines, and processes.

The liquid-phase mixing within CANMET's Western Research Centre's (WRC) 0.76-m-diem pilot-plant flotation column was characterized using a salt tracer. The process variables studied were frother addition and, gas and liquid flow rates. The response of the column to a tracer pulse was monitored at three axial and two radial locations. The results showed that the 2-tph flotation column was well mixed. Discussed are the implications of this observation to column design and scale-up.

A variety of dynamic failure cases with regional impact were described at a bump symposium held in 1958. These types of events, while rare, are of particular interest because their ability to impact a large area has disaster potential. These cases can be grouped into two broad classes of events by mechanism. These are (1) a slip along steeply dipping faults and (2) the fracturing of strong strata above or below the coal seam. Both failure modes produce dynamic or “shock” loads on the perimeter (roof, rib and floor) of mine openings. Special consideration should be given to these failure modes in the planning of deep coal mines, since their occurrence is not within the professional experience of many contemporary workers. In addition, their potential is not evaluated by many of the analysis tools commonly used to evaluate hazards in coal mine plans.

INTRODUCTION Ambient concentrations of radon and its daughter products have been measured and analyzed by a number of investigators for a variety of purposes. Principal among these purposes have been: (1) descriptive, to characterize the distribution and changes in concentrations under various conditions; (2) research in the use of radon as a tracer gas in the study of atmospheric characteristics and motions, such as eddy mass transfer, diffusivity profiles, large scale circulations, and the like; and (3) the use of radon as an atmospheric tracer in exploration for uranium deposits.* This information forms the basic data for this paper and for its placing the ambient natural, or non-anthropogenic, radon concentrations into the perspective of ambient radon health standards and lung cancer risk calculations. To enable better understanding of some aspects of the ambient radon data, review and analysis is also performed on selected measurements of radon emanation or flux from the surface of the earth into the atmosphere. These measurements have generally been made for purposes similar to those for ambient radon, i.e., (1) description of radon emanation characteristics; or (2) to support and justify the use of ambient concentration measurements in atmospheric research; or (3) in exploration for uranium. Interest is also developing in the use of such measurements for earthquake prediction. In addition, to complete the perspective, brief examination is given to anthropogenic ambient and flux radon measurements related to the mining and milling of uranium, so that comparison can he made with the values from natural sources. As a frame of reference we cite here previous summaries of studies which have presented representative values and ranges of ambient concentrations and emanation rates. H. Israel, in the Compendium of Meterorology (1951), cites eight studies of ambient radon concentrations which we have selected as representative of non-anomalous continental values. Their means generally range from [0.06 to 0.15 pCi lit-1 with the smallest reported minimum of zero and the largest maximum 0.53 pCi lit-1. The overall mean is 0.10 with a standard deviation of 0.03 pCi lit-1. Means over oceans are much smaller, and the data scarcer, with only three values ranging from 0.0004 to 0.003 pCi lit-1 and a mean of 0.0016 pCi lit-1.] Thirteen studies from Israel's list were selected as representative of mountainous terrain. These data, except for the cases of higher elevations, frequently show significantly higher values than the average cases in non-mountainous terrain described-above. The averages range from 0.10 to 0.59 pCi lit-l; the smallest minimum is zero and the largest maximum is 9.2 pCi lit-1. The overall mean is 0.30 with a standard deviation of 0.17 pCi lit-1. Israel also cites five studies of radon emanation (flux) from the earth's surface. These show a mean of 0.40 pCi-2m-2 sec-1 and a range of from 0.21 to 0.74 pCi m-2 sec-1. Data on flux are naturally scarcer in the literature than data on ambient concentrations, because of the greater interest in and utility of the ambient information. In this paper we also give special consideration to observations of the variability in time and space of radon flux rates, and to the impact of these phenomena on the use of such data for a variety of purposes. NATURAL(NON-ANTHROPOGENIC)AMBIENT RADON CONCENTRATIONS We have examined the following reports for the data selected for this category; these studies were generally intended to describe radon characteristics in the atmosphere. Jonassen and Wilkening (1970); Bradley and Pearson (1970); Wilkening (1970); Lambert, et al (1970); Pearson and Moses (1966); and DickPeddie, et al (1974). Another set of studies which was reviewed was selected because the investigators made ambient radon measurements in the course of examining the use of radon as a tracer in atmospheric research. This set consists of: Israel and Horbert (1970); Carlson and Prospero (1972); Subramanian, et al (1977); Larson (1978); Cohen, et al (1972); Hosler (1966); and Shaffer and Cohen (1972). Finally, unpublished data from uranium exploration activities (Milly and Thayer, 1976) was analyzed. [Treating the ocean cases first, the mean values are generally consistent with those quoted earlier from Israel (0.0004 to 0.003 pCi lit-1); they range from 0.001 to 0.011 pCi lit-1, with 0.003 the most frequently reported value. Continental values, from eight studies, range in means from 0.07 to 0.41 pCi lit-1 (not including mineralized areas, or "uranium country", discussed later), with maxima as high as 2.4 pCi lit -l. For comparison, the means from Israel are 0.06 to 0.15 pCi lit-1, with a maximum of 0.53 pCi lit-1. NTRODUCTION In the mining industry, a "drill jumbo" is a drilling unit equipped with one or more rock drills and mounted on a mechanical conveyance. Jumbos range from single¬drill ring drills mounted on simple steel skids to sophisti¬cated multiple-drill units mounted on diesel engine powered carriers and equipped with automatic controls and sound-abatement cabs. Individual types of jumbos usually are designed for specific tasks such as fan drilling in sublevel caving operations. Some units, such as development jumbos, can be utilized for several functions in addition to their normal applications, e.g., for production drilling in room-and-pillar operations, stoping in cut-and-fill mining, etc. Mine operators can purchase individual components from manufacturers, assembling these components into a jumbo suitable for specific conditions. However, this requires that mine personnel have good engineering and mechanical abilities. Although manufacturers of jumbos maintain facilities for designing machines to meet con¬ditions created by new mining methods and unusual ap¬plications, the cost of the engineering and experimental work for new types of jumbos should be evaluated in terms of both costs and benefits; it may be advantageous to plan the mining operation so that existing and proven units can be utilized. GENERAL SELECTION CRITERIA Since the operating conditions vary in underground mines, the design of a jumbo must be selected to cope with the individual characteristics of the mine. The necessary considerations include access space into the working areas, grades expected to be encountered, radii of the curves, ambient temperatures, the characteristics of the rock, the acidity or alkalinity (pH rating) of the mine water, etc. Access to Mine Workings The mine workings must be accessible to the selected jumbo. Frequently, a jumbo must be disassembled at least partially to pass through the mine shafts. There¬fore, a bolted construction allowing disassembly into pieces of suitable size and weight is desirable in most applications. Type of Undercarriage Generally, a crawler-type undercarriage should not be used in trackless mines having acidic mine water. The acidic water causes an electrolytic action between the individual crawler parts and causes rapid corrosion and early failures. Propulsion A two-wheel drive on a pneumatic-tired jumbo is marginal for grades exceeding 12%. A four-wheel drive unit with good weight distribution is capable of operat¬ing on grades of up to 35%. At least 30% of the gross vehicle weight (GVW) should be carried on the steering axle; otherwise, the steering tires may not have sufficient traction on loose road surfaces and may "plow" instead of steer. To assure stable operation in mines with steep grades, the height of the center of gravity of the jumbo should be considered. It should not make the unit prone to rolling over on the steep grades that may be encoun¬tered. Turning Ability In confined working areas, a skid-steering or crawler unit has the best maneuverability. An articulated carrier is preferable when base-rotated parallel booms are being utilized. A rigid-frame jumbo with automotive steering is compact and economical, having lower maintenance requirements than the other two types. However, the turning radius of a rigid-frame unit is wider than either the skid-steering or articulated units, and this wider turning radius may be detrimental in mines with narrow drifts. JUMBO COMPONENTS Rail Undercarriages A mine with a rail-transportation system generally utilizes drill jumbos that are mounted on rail-type under¬carriages. With a light load and good weight distribu¬tion, this carrier may consist of a simple two-axle four-wheel platform onto which the boom-mounting brackets are attached. As the depth of the round and the penetration rates increase, the weight of the equip¬ment installed on the chassis also increases. The greatest problem with a heavy overhung load is balancing the carrier; a three-boom unit may require a substantial amount of counterweighting to maintain an acceptable 70% to 30% axle-load balance. Although lengthening the wheelbase helps balance the unit, a long wheelbase increases the turning radius, often creating problems on curves and sometimes requiring a swivel truck-type chassis. A good rule of thumb for a simple four-wheel undercarriage is to maintain a wheelbase length to track gage-width ratio that does not exceed 2.5 to 1.0. For a larger ratio, a swivel truck should be utilized. Swing-out outriggers or roof jacks help keep a jumbo in place during the drilling cycle. Usually, a rail-mounted jumbo is not self-propelled. Instead, it is maneuvered into place by a locomotive. Occasionally, several headings are being advanced in close proximity, and a self-propelled jumbo is con¬venient. In electrified mines, such a jumbo utilizes conventional battery-powered traction gear; in dieselized mines, hydrostatic drive components offer good flexi¬bility. There are many methods to estimate costs quickly. One of these is the Parametric Method, where costs are estimated from general algorithms (or curves). Derived from an original tool based on the O’Hara model, a software called MAFMINE was developed. MAFMINE is based on parametric models to estimate investment and operational costs in mining. The software itself is based on the use of a computer model known as client-server. However, the model needs new inputs from advances made by the mining industry, mainly in terms of electrification, automation, digital transformation and preconcentration to face Environmental, Social and Governance (ESG) concerns. Thus, this work was to prepare a new core module ready to incorporate the new technologies aiming to deliver operation and capital costs associated with environmental impact mitigation. The tool generates an order of magnitude estimate for CAPEX and OPEX to establish a very first Discounted Cash Flow (DCF) in a mining venture. For quick evaluations, at a preliminary level, the results are very promising.

Lithium-ion battery applications are increasing for battery-powered vehicles because of their high energy density and expected long cycle life. With the development of battery-powered vehicles, fire and explosion hazards associated with lithium-ion batteries are a safety issue that needs to be addressed. Lithium-ion batteries can go through a thermal runaway under different abuse conditions including thermal abuse, mechanical abuse, and electrical abuse, leading to a fire or explosion. The NIOSH Mining program is conducting research to prevent and respond to lithium-ion battery fires for battery electric vehicles in the mining industry. In this study, experiments were conducted to investigate the effectiveness of different suppression systems including dry chemical, class D powder, and water mist for lithium iron phosphate battery pack fires. The effects of activation time and release time of the water mist system on the suppression of lithium-ion battery fires were studied. The results of this study may be helpful for developing strategic firefighting and response plans for battery-powered vehicles used in mining.

Swelling clay soils have been problematic to many types of infrastructure in the United States. However, their impact on underground construction is often misunderstood. The use of swell pressures in design of initial tunnel and shaft support lacks proper guidance and is often mis-interpreted. This paper provides insight and guidance on how to implement a geotechnical investigation program to determine if swelling soil exists at a site and how it impacts the design of temporary support systems for underground projects. An example is provided for how swell pressures were incorporated into the design of an initial support system for a rib and lagging tunnel system and problems that occurred.

The main purpose of mine ventilation design is to provide sufficient quantity and quality of air to the workers and to dilute methane and other contaminants. It is generally perceived that the additional air along the longwall face will improve methane dilution on the face and in the tailgate. However, computational fluid dynamics (CFD) modeling efforts at the Colorado School of Mines (CSM) under a National Institute for Occupational Safety and Health (NIOSH) funded research project have found that higher flow velocities along the longwall face are shown to increase the pressure differential between the gob and longwall face allowing more methane to be entrained in the active face and tailgate (TG) area, thereby negating the dilution effect. The increased face ventilation causes an increase in pressure along the headgate side which allows more oxygen to ingress into the gob area, thereby increasing the amount of oxygen available to form explosive methane air mixtures in the gob and to support spontaneous combustion of the coal. Two things are happening at two different locations along the longwall face, increase in pressure as the flow enters the active area cause an increase in pressure which forces more oxygen into the gob, but as the flow is developed along the longwall face, the higher velocities causes greater pressure drop allowing methane to enter the active face further downstream from the headgate (HG) towards the tailgate side. In this paper, a parametric study will be presented to discuss the effect that varying the face air quantity has on methane concentrations in the tailgate and formation of explosive gas zones (EGZs) in the gob. Counter to conventional wisdom, it appears that increased longwall face air quantities may increase the explosion hazard as they result in increased EGZ volumes in the gob, along with increased methane quantities in the tailgate return.

This study applies a machine-learning technique known as multiclass logistic regression on a 10-year injury dataset from the U.S. Mine Safety and Health Administration (MSHA) to determine miners’ susceptibility to injury and to help identify significant risk factors associated with different classes of injury. The analysis identifies specific risk factors that influence a mineworker’s susceptibility to a given class of injury: nonfatal with no days lost or restricted activity; nonfatal with days lost and/or days of restricted work activity; and fatal and total permanent or partial permanent disability. These factors include miner’s age, mine type (coal versus noncoal), experience on the current job (years), shift start time, employment type (operator versus contractor), mining district and type of accident. The results of the analysis indicate that a miner’s experience on the job (the number of years worked in a current job) is a significant risk to injury occurrence, even for those with decades of total mining experience.

Drilling into coal mine roof strata to install roof bolts has the potential to release substantial quantities of respirable dust. Due to the proximity of drill holes to the breathing zone of roof bolting personnel, dust escaping the holes and avoiding capture by the dust collection system pose a potential respiratory health risk. Controls are available to complement the typical dry vacuum collection system and minimize harmful exposures during the initial phase of drilling. This paper examines the use of a bit sleeve in combination with a dusthog- type bit to improve dust extraction during the critical initial phase of drilling. A twistedbody drill bit is also evaluated to determine the quantity of dust liberated in comparison with the dust-hog-type bit. Based on the results of our laboratory tests, the bit sleeve may reduce dust emissions by one-half during the initial phase of drilling before the drill bit is fully enclosed by the drill hole. Because collaring is responsible for the largest dust liberations, overall dust emission can also be substantially reduced. The use of a twistedbody bit has minimal improvement on dust capture compared with the commonly used dust-hog-type bit.

INTRODUCTION Estimation of capital and operating costs for mines and mills has long been a necessary ingredient of feasibility studies, and though many practitioners have successfully used "rules of thumb" and factor estimating methods for many years, a great deal of work is usually required to prepare an initial estimate and/or to update or revise such an estimate. Development of comprehensive mining and milling cost models during the 1970's by the U.S. Bureau of Mines and by Canadian workers (O'Hara and Mullar) provided the basis for feasibility-level cost estimates, but the numerous equations and the apparent rigor and complexity involved in preparing a project estimate using these models has discouraged many, if not most, potential users. Their acceptance was also hindered by a broad misunderstanding by many engineers in the minerals industries who had little exposure to such procedures, and by a possibly inadequate level of explanation or documentation of the parametric approach to cost estimating. The preliminary nature of most databases, geologic/engineering/ and market, available to the engineer or analyst during the early stages of a mineral project is a universal problem. Basing corporate mega-investment decisions or even individual equipment selection decisions on the usual "SWAG’s has always been a risky practice, but in the current business environment, the "guesstimates" are almost 'verboten', and are certainly becoming antiquated with the advent of both the described models, the ubiquitous microcomputer, and the nearly-ubiquitous hybrid species known as the "computerized engineer". Engineers have almost always sought techniques of cost estimation that can be applied and justified when geologic and engineering information for a mining project is preliminary and incomplete. The answer, in some cases, is the "parametric" approach. Equations, based on actual, past experience are developed to relate capital and operating costs to major physical variables such as the rate of mining or milling, with modifiers for such details as mining method, process characteristics, methods of construction, or types of equipment . Cost Engineering Standards Five major types of fixed capital cost estimates have been defined by the American Association of Cost Engineers : 1. Order-of-Magnitude estimate based on previous cost data and minimal knowledge. usually a "ratio estimate" with no better than +/- 30% accuracy. 2.
