"INTRODUCTION Located in the state of Colima, Peña Colorada is one of the largest iron ore operations in Mexico. The project is owned in equal parts by ArcelorMittal and Ternium. Though boasting a production capacity of 4.5 million tons of concentrate per year, Peña Colorada is faced with declining ore grades. In order to respond to this situation, Peña Colorada had to expand production even further. This expansion created various challenges that were overcome by the adoption and application of new technology. Examples of these technological innovations are discussed in detail in this paper and include improvements in geo-modeling, mine planning and mine operations. The successful implementation of these technologies paid for itself many times over, and has led to significant improvements in production and performance, while lowering the operating costs and reducing the variance between planning and execution. PROJECT OVERVIEW Peña Colorada is a mining company which produces about 30% of the iron ore in Mexico. This project generates about 1,200 direct jobs and 3,000 indirect jobs, making a significant contribution to the local economy. Similarly, Peña Colorada invests in its local communities through numerous educational programs, scholarships, university agreements, social development, environmental agreements, etc. Peña Colorada’s operations consist of an open pit mine located in Minatitlán and a pellet plant located in the port city of Manzanillo, as shown in the location map below:TECHNOLOGICAL INNOVATIONS Most mining projects around the world typically follow the logic of “mining the next best ore”. Consequently, head grades tend to decline over the life of the mine. In the case of Peña Colorada, a decline in head grade combined with a decline in iron ore prices forced the operation to adapt to a new business environment and adopt new technologies to face these challenges. However, the first step along this process was to increase the confidence and reliability of the resource model. This task involved additional drillhole campaigns coupled with more detailed modeling techniques. Once the block model was completed, new optimization studies and production schedules were evaluated with new optimization tools that unlocked significant project value in many aspects of the mine plan. Similarly, new geotechnical studies were prepared, which provided new guidelines for pit slope design, and new technology was implemented to monitor ground movement and slope stability. The estimated total energy demand for the U. S. is 60 quadrillion BTU for 1970 and is expected to more than double by the year 2000. Today the energy crunch is here. It is evidenced by brownouts to conserve electrical energy, and the shortage of gas and oil. Many such headlines, including suggestions for energy rationing, are in the news today. Paradoxically we have an abun¬dant source of energy in the form of coal. Energy consumers, however, are geared to use fuel in other forms. It is the intent of this presentation to discuss processes under development for conversion of the energy contained in these vast coal reserves to more usable forms. Coal conversion to synthetic fuels should be of particular interest to those engaged in mining. Coal consumption in a single conversion plant is expected to range from 10,000 to 40,000 tons per day. Plants will be located at the mine mouth and will operate continuously 24 hours per day, seven days per week. Further, many such plants will be needed., For example, looking at natural gas only, the supply/demand gap is estimated to reach 13 trillion cubic feet per year by 1985. Assuming that gas from coal conversion were to fill only 101, of this gap, 15 plants producing 250 MMSCFD would be required. These plants would consume about 90 million T/Y of coal or 135 million T/Y of lignite. It will indeed be a challenge to mine, suitably prepare, and transport coal at these projected volumes without interruption. Many ideas have been conceived for better utilization of coal and these are in various stages of development. Those supported by public money are covered by the Annual Report of the Office of Coal Research (OCR), Department of Interior. The two processes to be discussed, the Consolidation Coal Company's (Consol) C02 Acceptor Process (1)(2)(3) and The Pittsburg and Midway Coal Mining Company's (PAMCO) Solvent Refined Coal Process (4)(5) are both sponsored by OCR.

Transitioning from diesel-powered loading and hauling machinery to battery-electric vehicles (BEVs) responds to the need for deepening underground mines as regulations become tighter. When using BEVs, exhaust gases and diesel particulate matter (DPM) emissions can be eliminated, and the energy required for the machines is used more effectively. Unlike their diesel counterparts, which are refueled, BEV loading and hauling machines — specifically, load haul dump (LHD) machines — can use battery swapping. This brings additional aspects to the operation that need to be considered, which have not yet been studied extensively. This study used discrete event simulation (DES) to analyze how the different numbers of BEV LHDs affect queueing and productivity when using different numbers of batteries and different swapping times in an underground block cave mine. The results identified the formation of working groups, where the machines swapped their batteries concurrently within each group, and their relation to the queueing time. Additionally, the minimum number of batteries per machine was identified to maximize productivity while minimizing queueing time. This study demonstrates DES as a powerful tool to assess and analyze conceptual systems and identify their underlying structures, which can enhance the deployment of BEV LHDs in underground block cave mine operations.

INTRODUCTION Towards the end of the 1890s the attention of a prospector by the name of Thomas Cullinan was drawn to the occurrence of alluvial diamonds east of Pretoria. Persistent prospecting work by Cullinan led to the loca¬tion of the source of these diamonds-a kimberlite pipe on the Elandsfontein farm. Cullinan eventually acquired the property in 1902, and during an extensive evaluation program outlined the largest diamondiferous pipe in South Africa on which the Premier mine was established. Worldwide attention was drawn to this mine in 1905 when the Cullinan diamond, which weighed 3106 carats and is by far the largest gem diamond ever discovered, was recovered. Premier mine operated with varying success until 1932 when the worldwide depression forced it to close. In 1945 the mine was reopened and since then has been a major producer of gem and industrial diamonds. During the early 1950s exploratory drilling revealed that below the 370-m level the pipe had been completely cut off by a younger gabbro sill. This sill has created major mining and metallurgical problems but the existence of vast reserves of high grade ore below it justi¬fied the establishment of virtually a new mine below the sill. Detailed planning of below-the-sill mining is nearing completion and the development of the first mining block (the L1 block) is well advanced. A full discus¬sion of this block follows. GEOLOGY OF PREMIER MINE Pipe Morphology and Country-Rock Geology As can be seen in Fig. 1, Premier mine is an elon¬gated oval shape with a long axis of 900 m on the surface and a short axis of 450 m. The pipe has a surface area of 32 hectares which decreases progres¬sively with increasing depth, so that 500 m below the surface the area is reduced to 22 hectares. The contact between the kimberlite and the surrounding country rock is sharp, with an average angle of dip of 1.48 rad (85°). From the surface down to approximately 350 m, the country rock is a felsite which grades downwards into a norite. In general both rock types are hard and massive, the felsite in particular being poorly jointed. This characteristic combined with other factors results in an extremely stable open pit, and near-vertical side¬walls are currently being maintained. The norite in general is competent but is heavily jointed in some areas resulting in very blocky ground which creates localized tunnel support problems. In the southeastern area below the sill a zone of highly altered and very unstable norite, which has also created localized sup¬port and development difficulties, lies adjacent to the pipe contact. Kimberlite Geology The Premier pipe is a complex multiple intrusion which contains in the region of 15 separate types of kimberlite, most of which are volumetrically insignifi¬cant. On a simplified basis three major types can be identified which correspond to three separate phases of intrusion. They are: Brown Kimberlite: This represents the first phase of intrusion and now occupies the eastern part of the pipe. In plan the brown kimberlite has a crescentric shape resulting from the intrusive relationship with the younger gray kimberlite which lies to the west. The brown kimberlite increases in relative area with increas¬ing depth which is a favorable factor for future mining operations since this kimberlite is the richest area of the mine, having an average grade of 70 carats/ 100 t. Below the sill this rock disintegrates extremely rapidly when exposed to air or water, to form a fine gravel-like material. This characteristic is due to a high montmorilonite clay content. As is common with clay minerals of this type, water can be absorbed into the crystal lattice with a resultant increase in volume which causes the physical decomposition of the rock. The presence of this decomposing kimberlite was a major factor governing the choice of a mining method, as well as development and tunnel support techniques. Gray Kimberlite: This is the most abundant type and represents the second major phase of intrusion. The diamond content is variable depending on the amount of waste rock dilution, and in general the rock is stable and non-decomposing. At the time of formation of Premier, the surface rock type was Waterberg quartzite, a rock formation which has subsequently been removed from this area by erosion. The explosive extrusion of the gray kimberlite caused extensive brecciation of this rock and while the kimberlite was in a mobile state huge masses of quartz¬ite, amounting to tens of millions of tons, slumped into the pipe. This quartzite became concentrated in the central area of the mine and has been a major mining problem throughout the history of Premier since, due to the irregular distribution of the quartzite, effective selective mining has never been possible. The quartzite is therefore extracted with the ore and has a significant dilution effect on the overall grade. Black Kimberlite: In the western part of the pipe a circular, pluglike body of kimberlite is intruded into the gray kimberlite. This plug consists mainly of a hard, dark-colored rock known as black kimberlite, but also contains a number of minor kimberlite variet.ies as well as nonkimberlite carbonate dikes. The Gabbro Sill The sill averages 75 m in thickness and within the confines of the pipe consists of 52 million t of rock. On average the major dip is 0.34 rad (20°) to the northeast which is across the short axis of the pipe, the range of dip being from near horizontal up to 0.52 rad (30°). Due to the pronounced dip, the sill is encount¬ered over a vertical distance of 175 m with the highest upper contacts on the 355-m horizon and the lowest bottom contact on the 530-m horizon.

Except in a few special cases, it is necessary for solid fuel direct reduction in rotary kilns that iron-bearing materials be charged with a minimum grainsize of approx. 5 mm. For fines not usable in such form, the combination of sintering - as agglomeration step - and direct reduction were investigated. During reduction of sinter in rotary kilns prevail dependencies on sinter quality and varying reaction parameters, owing to the use of different coals, which led to a definite statement as to what quality sinter must have and which coals can be used.

The determination of the proper cutoff grade for an open pit metal mine is based on economic criteria and the operating philosophy of the mining company. Previous papers have dealt with the balance of a fixed mine production capacity versus economic return. Mine production capacity is often controlled by the amount of mining equipment and the working area in the pit. A complete cutoff grade strategy is a balance of economic return of mining higher grade material versus the capital costs of additional production capacity and the operating cost of moving the waste and low grade material to assure proper ore release. An approach to the problem is presented which is based in part on work by previous authors and provides guidelines to proper cutoff grade strategy encompassing the time value of money and variable commodity prices.

In 1973 the percentage of total coal production mined by surface methods in the United States again increased, reflecting a long term trend. Barely three decades ago less than 10 percent of the U.S. coal was produced in this manner. Last year surface coal mines produced 299 million tons, 50.7 percent of our nation's coal. At present there are about 2450 strip mines producing coal in 23 states. While accident rates for surface coal mines are less than underground coal mining rates, surface coal mining is certainly one of the more hazardous occupations. Figure 1 shows the injury rates (fatal and non-fatal accidents) of major U.S. industries. Note that surface coal mining is more hazardous than all other industries except contract construction. Accident rates are about the same as the contract construction industry which uses similar equipment. A limited amount of detailed data was available on elements of surface coal mining jobs and this lack of compiled information made it difficult to assess the significance of the conditions contributing to accidents and to make recommendations that would reduce accident frequency. Therefore as part of the Bureau of Mines continuing research efforts related to the health and safety of the coal miner, a contract was awarded to Theodore Barry and Associates of Los Angeles to conduct an "Industrial Engineering Study of Hazards Associated with Surface Coal Mines."

Land subsidence had been observed in recent years throughout the Southwest. Particular examples of this phenomenon that have gained wide publicity axe in the Long Beach and Central Valley areas of California and, the Houston area of Texas. Less well known is the fact that the land surface Is subsiding in many parts of Arizona, including the Phoenix area. The causes of this problem vary from place to place, as do also the rates of subsidence. In Houston it has been related to pumping water from artesian aquifers; in Long Beach to the development of oil fields; and in the Central Valley to both the lowering of artesian pressures in deep aquifers and the wetting of poorly consolidated surficial deposits. The mechanism by which subsidence occurs in southern Arizona, even though it can be correlated with the continued lowering of ground water levels, is not as apparent as in these other cases. It is the purpose of this paper to examine both the causes and affects of land subsidence in southern and central Arizona.

This report summarizes the results of preliminary investigations concerning the influence of block caving mining upon adjacent mine openings and discusses possible methods for reducing critical rock pressures and damage to these openings. These investigations are one part of a general study of the rock mechanics of block caving by the Denver Mining Research Center of the Federal Bureau of Mines. The purpose of this part of the study Is to obtain an estimate of the stress concentrations around mine openings adjacent to block caving stopes for use in developing better designed openings and improving mining methods. When mine openings such as slusher drifts, grizzly drifts, and haulage drifts are damaged by rock pressures induced by block caving mining, the mining cost increases, mine production decreases, and ore recovery may be consider- ably lessened. Methods of mining that result in lower rock pressures and methods of design that enable mine openings to withstand these pressures are desirable. The development of these methods, in turn, requires a fuller understanding of the following: The stres concentrations around the mine openings and the changes in stress induced by adjacent mining; the physical properties, such as the compressive strength and modulus of elasticity of the rock surrounding the openings; and the support supplied by the concrete lining, timber sets, or other types of supports used in the openings.

The Office of Mine Safety and Health Research (OMSHR) investigated ways to increase mine airflow to underground metal/nonmetal (M/NM) mine working areas to improve miners? health and safety. One of those areas is controlled recirculation. Because the quantity of mine air often cannot be increased, reusing part of the ventilating air can be an effective alternative, if implemented properly, until the capacity of the present system is improved. The additional airflow can be used to provide effective dilution of contaminants and higher flow velocities in the underground mine environment. Most applications of controlled recirculation involve taking a portion of the return air and passing it back into the intake to increase the air volume delivered to the desired work areas. OMSHR investigated a Nevada gold mine where shaft rehabilitation was in progress and one of the two main fans was shut down to allow reduced air velocity for safe shaft work. Underground booster fan operating pressures were kept constant to maintain airflow to work areas, inducing controlled recirculation in one work zone. Investigation into system behavior and the effects of recirculation on the working area during times of reduced primary ventilation system airflow would provide additional information on implementation of controlled recirculation into the system and how these events affect M/NM ventilation systems. The National Institute for Occupational Safety and Health monitored the ventilation district when both main fans were operating and another scenario with one of the units turned off for maintenance. Airflow and contaminants were measured to determine the exposure effects of induced recirculation on miner health. Surveys showed that 19% controlled recirculation created no change in the overall district airflow distribution and a small reduction in district fresh air intake. Total dust levels increased only modestly and respirable dust levels were also low. Diesel particulate matter (DPM) levels showed a high increase in district intake mass flow, but minor increases in exposure levels related to the recirculation percentage. Utilization of DPM mass flow rates allows input into ventilation modeling programs to better understand and plan for ventilation changes and district recirculation effects on miners? health.

Zinc ores were first discovered in Tennessee in 1856 at Jefferson City where a deposit of oxidized ore became known as the Mossy Creek Mine. From that time until 1913 small scale attempts at prospecting and mining were made in various parts of the district. The actual systematic development of the zinc deposits dates from 1913 when the American Zinc Company started operations at Mascot. Six mines are in operation by three companies and a seventh mine is being developed by a fourth company. The total daily production from the field is 11,000 tons of crude ore, which grades from 3 to 6 per cent zinc. Most of the ore bodies are large and ramiform, resembling asyrmetrical networks in which the ore shoots form channel like branches with areas of non-comercia1 rock, called blank islands. Most of the orebodies are adapted to large scale mechanization.

The, principle purpose of applying control to any process is to improve -its profitability. Even when considering the impact of a plant on its surrounding ecology this is still, true, since the sanctions felt most immediately from violations of the regulations are the economic penalties or fines which result. 'Economic performance can be improved within a plant in several ways. Steps can be taken to cut the cost or quantity of resources (power, water, steam, reagents) consumed per ton of throughput. Alternatively the operation of the plant can be changed so as to increase product yield per ton of throughput. Or the cost of labor and plant overhead per ton of product can be reduced by raising the total 'throughput, assuming-that the increased amount of product can be sold for the same unit price. In designing a program to improve plant performance, all three routes should be borne in mind. To maximize the return on investment over a longer period, it is also desirable to set up a comprehensive plan of improvement, equipment being specified at each step in the implementation so as to ensure that it fits in with later requirements later implementation being either by means of modular additions or by having the necessary interfaces built into the original equipment. It is much cheaper in the long run to buy features which have been factory-installed, than to have to make provision for their later addition in the field. This paper examines some ways of improving plant performance by the application of various process control techniques using both analog and digital con¬trol equipment. A general philosophy of application is suggested and specific examples described.

Table I identifies the maximum cost of the individual provisions with spoil disposal in Appalachia leading at $3.98 per ton, This was followed by deep mine subsidence control and monitoring at $1.66 per ton. At the request of the U.S. Department of Energy, the Bowser-Morner Testing Laboratories of Dayton, Ohio, evaluated Consol's cost estimates for 14 of the 21 regulatory provisions the company studied. It is interesting to note that Bowser-Morner concluded that Consol's estimates of costs were very conservative and that the actual costs will be substantially higher than what the company reported. In 1978 a joint committee of the National Coal Association and the American Mining Congress made estimates of cost impacts under 11 OSM permanent rules (see Table II). Six rules applied to mid-western strip mining were projected to cost $6.52 to $17.17 per ton. Five rules applied to mid-western strip mines showed costs ranging from $.91 to $6.11 per ton. Three rules applied to deep mines (regardless of region) were seen raising costs from $ .57 to $2.67 per ton. The joint committee reported trouble developing overall figures because member firms used widely different assumptions in calculating their costs. That same statement could no doubt be made when comparing most cost data available today.

Introduction The Red Dog zinc/lead deposit in northwest Alaska is the second largest zinc deposit ever discovered. Being developed by Cominco Alaska, with startup scheduled for early 1990, it will ultimately be the largest zinc mine in the Western World. Table 1 shows the reserves of the deposit. Bob Baker, a local bush pilot, discovered Red Dog in 1968. The US Geological Survey assessed the find. But the Red Dog site had been withdrawn from staking by provisions in the Alaska Native Claims Settlement Act of 1971 (ANCSA). Under the terms of ANCSA, the deposit was selected by the NANA Regional Corporation, one of 13 native corporations established by the Act. Then, in 1980, the US Congress confirmed this selection, in the Alaska National Interest Lands Conservation Act. In 1982, Cominco and NANA reached an agreement that has led to the development of the mine. Under the agreement, Cominco leases the property from NANA, develops and operates the mine, and markets the concentrate produced. In return, NANA receives royalties and, after capital recovery, participates in the net proceeds from the operation. The Alaska State Government is also playing a role in the development of the mine. Under the auspices of the Alaska Industrial Development Authority (AIDA), the state will construct, own, and operate the DeLong Mountains Regional Transportation System. This consists of a 84-km (52¬mile) road from the minesite to the Chukchi Sea. Located here are the port facilities necessary to store and ship the annual concentrate production and receive the mine fuel and supplies. For using this transportation system, Cominco will pay an annual toll fee. Over the anticipated 50 year life of the operation, the fee will provide a 6.5% return to the State of Alaska. In late 1986, Cominco's Board of Directors approved the Red Dog project. And, during the summer of 1987, road construction began. In February 1988, initial stripping began at the ore body and construction started at the millsite. Project setting The project site is approximately 1000 km (600 miles) northwest of Anchorage, 84 km (52 miles) east of tidewater on the Chukchi Sea, and 192 km (120 miles) north of the Arctic Circle (Fig. 1). The countryside consists of low, rolling hills that lead into mountains north and east of the deposit. The vegetation is typical tundra mat. And the site is in an area of permafrost. However, the permafrost is relatively warm and some areas have been found to be thawed. Examples would be creek bottoms and the site of the main waste dump.

"The successful commercialization of a pressure oxidation (POX) process for recovering metal values, including gold, copper, zinc, nickel and molybdenum, is the result of a carefully planned development program. The initial task involves developing one or more conceptual flowsheets, including the POX autoclave and downstream purification and recovery steps. A laboratory program is completed to determine the technical viability of the flowsheets, define the operating parameters for each step and provide information for an initial economic assessment of the process. The process is then confirmed during a continuous pilot plant program, providing engineering design data and other information for the commercial design. A well-thought-out development program has been shown to be critical for reducing the risk of commercializing POX processes. Experiences developing POX processes for refractory gold ores and copper concentrates are briefly discussed. IntroductionPressure oxidation (POX) has become a common commercial operation for processing sulfide-bearing feedstocks. These feedstocks include gold ores and concentrates; copper concentrates; nickel concentrates and mattes; zinc concentrates; and molybdenum concentrates. Drivers for the development and commercialization of POX processes include:• The high cost for pyrometallurgical processing of sulfide ores, much of which is attributed to environmental controls.• The motivation to implement safe and more environmentally attractive alternatives for sulfide ores.• The need to process increasingly difficult ores with complex mineralogy.• Improvements made over the last 25 years in POX equipment design and experience operating commercial POX plants.Although the capital and operating costs for commercial POX processing can be high, this technology is capable of rapid oxidation of most sulfides and arsenic minerals in the feed, with little noxious gases and environmentally stable iron arsenate and other iron compounds in the POX residue (Marsden and House, 2006).In POX operations, sulfides are oxidized to either sulfates or elemental sulfur in an autoclave at elevated temperature and pressure with oxygen gas. Today, mining companies are being proactive and are taking action to protect precious freshwater resources while seeking opportunities to reduce and mitigate their water impact.Delivering a desalination solutionBHP and MEL needed an efficient, technologically advanced seawater desalination plant, along with a conveyance system and infrastructure that would carry desalinated water more than 180 km (112 miles) from the ocean to the mine. Four pumping stations convey the water to a reservoir at the mine site, which is 3,200 m (10,500 ft) above sea level."

Approximately 30% of the world’s production of soda ash comes from mining and processing of naturally occurring deposits of sodium carbonate containing species. Of these deposits, the largest and most profitable have been the trona beds found near Green River, Wyoming. Processing of trona ores is water-energy intensive, particularly due to unit operations of calcination, dissolution, and evaporative crystallization to wield a high-quality dense soda ash product and reject the insoluble gangue species, primarily in the form of oil shale. However, it is speculated that the glass-manufacturing industry, the largest consumer of soda ash, may be able to use a product of a lower grade and consistent level of the insoluble constituents. Thus, pre-concentration of trona ore was investigated using sensor-based sorting, to produce a beneficiated trona stream that would be fed to calcination. The study encompassed preparation of a run-of-mine (ROM) Green River ore sample, selection of 25–75-mm-sized specimens, imaging of the specimens by x-ray transmission (XRT), color, and laser-induced fluorescence (LIF)-based sensors, insoluble analysis of the specimens, and a bench-scale sorting test. Results of the study established that a correlation between the color of the individual ore particles and their insoluble content existed and that a surface detection-based sensor, particularly LIF, was apparently more suitable than XRT to produce a beneficiated trona stream. "Organic smoothing additives are used to produce dense, thick, high-quality cathodes in copper electrowinning. Glue had been used traditionally and is still used in operations that do not employ solvent extraction to produce the electrowinning electrolyte. With the advent of solvent extraction–electrowinning, guar started to be used and remained in use for many years as it does not affect the phase disengagement in solvent extraction. Recently, however, guar has been replaced by less-expensive saccharide- and polyacrylamide-based additives. This paper is the first of a series of four papers that examine saccharides and polyacrylamides as new additives for copper electrowinning. A review of previous research related to copper electrowinning additives is presented here, along with a selected review of additives in other copper electrodeposition systems.IntroductionThe recovery of copper from solution by electrowinning was first practiced in the early 1900s, but it was the combination of solvent extraction with electrowinning (SX-EW) in March 1968 at the Ranchers Bluebird Mine (Kordosky, 1992) that changed the landscape for the electrowinning process. Most copper electrowinning capacity is now associated with solvent extraction, though some copper is still won directly from leach solutions (Robinson et al., 2013). The ability to produce high-purity copper cathodes from SX-EW has taken the continued improvement of SX-EW technology over the past more than 40 years.One of the technologies that has seen improvement is that of the organic smoothing agents used during the electrodeposition of copper in the tankhouse. These organic additives are added to the acidic copper sulfate electrolyte during electrowinning to improve the smoothness, brightness and density of the copper cathodes. The organic additives that are presently in use are different from those used in 1999 (Jenkins et al., 1999). Over the past decade, many tankhouses have replaced the use of guar-based organic additives with those derived from other saccharides. Until now, there has been no comprehensive publication in the open literature on the behavior of these additives during copper electrowinning."

An auxiliary cross-pit mining system, working in tandem with the prime excavator, is evaluated technically, operationally and economically for application in the selective removal and replacement of soils and unconsolidated ovezburden. Previous studies on cross-pit technology and applications of this technology are briefly reviewed. Stratigraphy plus pit, operating and economic parameters are assumed and applied in the evaluation and comparison of a base case dragline system with two alternatives - a dragline/scraper-dozer combination and a drag- line/cross-pit system combination. The economics of the proposed cross-pit system favour it as a viable alternative to conventional systems.

As the environmental movement gained force during the past few years, it was inevitable that attention would be focused on surface mining, and we have seen this method of extracting minerals from the ground come under heavy attack by conservation groups, the press and television, legislators at all levels of government,, and the public at large. It is difficult, and in some situations, perhaps impossible, to measure either the need for, or the results of, land reclamation in absolute terms. Therefore, much of the criticism of surface mining has been based upon subjective analysis rather than hard data, with the result that discussion of the subject often includes a fair amount of emotional response. To be fair, this reaction is not limited to just our critics; even we hard headed engineers sometimes respond in the same way, an observation with which you may agree when I finish this talk. This leads to the thought that whether you are for it, or against it, land reclamation in many respects is a state of mind. That is, our reaction to it can vary considerably, depending on how far we have thought it through. And think it through we must, because the pressures being brought to bear need to be met with positive actions if the problem is to be brought under control, and in the next few minutes I would like to discuss from a management point of view some ideas which might aid in this thinking process. It would be a mistake, I believe, to think that the current energy crisis will suddenly bring the environmental movement to a stop, and therefore, we can relax and go back to running our busi¬ness the way we used to. This is not realistic; on the contrary the energy crisis is focusing attention on the limitations of our natural resources as nothing else could, and with respect to land
