Disposal of solid and liquid wastes from mining and milling operations has become a focus of attention in recent years. Consequently, the geotechnical engineer is more frequently associated with design of disposal facilities. Jack Wulff, a representative of one consulting firm with experience in this field, talks with ME about the geotechnical engineer's contribution. Mr. Wulff, mine and mill waste disposal today is receiving more attention-and many more dollars-than in the past. Regulatory agencies have promulgated demanding requirements concerning mill waste (especially uranium mill waste) and specialist consultants are frequently being called in to design disposal systems. What can the experienced geotechnical engineer add to the development of waste disposal facilities? It's true that geotechnical engineers have recently become more visible in the minerals sector, but we've been around mining for a long time-as foundation engineers for mills and mine support buildings, and for geotechnical aspects of open pits, pipelines, railroads, roads, and so forth. We've also designed water supply dams, which could be considered recursors of tailings dams and other forms of disposal systems. Let me show by example what geotechnical engineering can contribute to waste disposal facility design. I recently was asked to look at several small wastewater impoundments which had failed. The design of the earth embankments appeared, at first glance, to be rather conservative. They were only about 3.4 m high, the slopes were 3 to 1 (horizontal to vertical), with about 24 m of bottom contact with the earth foundation. But there had been three episodes of dike failure in a few months, all upon initial filling. The problem was the nature of some material in the foundation that was also used as structural fill-a dispersive clay that readily deflocculated and eroded on contact with water, especially with seeping or flowing water. The design did not include the defensive measures required to use such materials confidently in water retention structures. Apparently, the designer did not recognize the potential problem posed by the unusual soil characteristics. That's the sort of engineering information fundamental to geotechnical engineering, but not necessarily a part of the civil, structural, or mining engineer's professional training or experience. This difference in expertise is not simply a matter of factual knowledge-it also affects the design process. The structural engineer can design a structure to fit the client's functional needs and can specify the materials (grade of steel, PVC, concrete, etc.) to meet the demands of the design. The geotechnical engineer's design process is somewhat different, since we work with natural materials, not man-made materials produced according to specification. We first have to establish what kinds of materials are available (usually directly from the chosen site, since importation of materials becomes expensive). Then we determine the engineering properties and characteristics and, finally, design the structure to fulfill the client's requirements within parameters dictated by available materials. In brief, the geotechnical engineer works with naturally-evolved, not man-made, materials and uses design techniques developed to accommodate that fact. Because no two sites are exactly alike in configuration, structural (geologic) characteristics, or available materials, there will be unique design and judgmental questions to be resolved on virtually every project. You said that water retention dams could be considered the precursors of tailings dams-you probably had a specific technical relationship in mind. There's a very strong carryover of methodology from earth dam design, where the technology developed and where it has become very refined. This paper is intended to deal with the material handling aspects of fine coal cleaning as applied to a recently built plaint in: southern West Virginia. This plant is processing 160 tons per hour of 1/4" x.0 coal on a two shift basis. Past experience with this very friable low volatile metallurgical coal indicated that its plastometer readings, varied directly with the size and length of time elapsing between mining' and ultimate consumption. Due to the mines location with, respect to its consumers, little could be done to decrease the time element. Studies indicated that the plastometer readings are considerably less in the minus 60 mesh range than that experienced in the plus 60 mesh sizes. Therefore, handling the coal in such a manner as to have the least amount of degradation became extremely important.

The procedure to arrive at an energy efficient autogenous grinding plant is carried out in the following steps: First Step - Determine power requirements to grind a particular ore. This work carried out on small samples ground in a 450 mm diameter Aerofall Hill and the results are checked against a standard Bond Index test. Second Step - A bulk sample from the ore zone is ground in a 1.8 m diameter pilot mill. This work is carried on until the power objectives as indicated from the first step have been realized. Third Step - Correlate the pilot mill data, with the data from the numerous samples ground in the small 450 mm mill and arrive at design criteria for the commercial plant. Ensure commercial mill design will be suitable to obtain similar results as those obtained in the pilot mill.

Fluid flow phenomena and therefore the flotation efficiency of air-sparged hydrocyclone (ASH) flotation are strongly dependent on operating and design variables such as air and slurry flow rates, underflow and overflow opening areas, percent solids of the feed, reagent levels, particle size and ASH length. Time-averaged multiphase flow characteristics, as determined by X-ray CT (described in a previous publication), are used to understand and explain the steady-state ASH flotation of quartz. A detailed parametric study of quartz flotation by a nominal 2in. diam. air-sparged hydrocyclone (ASH-2C) revealed the influence of these variables on the flotation response, which is discussed in terms of the multiphase flow characteristics. Thus, a phenomenological description of quartz flotation has been established to assist in the further development and utilization of the ASH technology.

Starting with rutile, containing more than 55% TiO2 and of the proper particle size, the commercial production of titanium tetrachloride via fluidized bed chlorination is relatively very simple and economical. As compared to shaft chlorination, it operates at a much higher capacity for given sizing of equipment, and appears more foolproof, requiring less attention. Operating data were obtained on a 53" diameter fluidized bed chlorinator using Australian rutile and petroleum coke of controlled particle size. Production rates varied from 20 to 50 tons of crude TIC14 per day for a campaign extending over one month. Close to theoretical yields and efficiencies were obtained from the viewpoint of chlorine and/or rutile consumption. Details of important equipment design, critical operating conditions and pertinent results are described.

Meramec Mining Company, a joint venture by Bethlehem Steel Corporation and St. Joe Minerals Corporation, is engaged in the mining, concentrating, and pelletizing of iron ore from the Pea Ridge Mine located near Sullivan, Missouri, about 70 miles southwest of St. Louis. The orebody was delineated in the mid-1950's by St. Joe during an exploration program to discover new lead orebodies. An airborne magnetometer survey which was run by the U. S. Geological Survey, the Missouri Geological Survey, and several min¬ing companies was published in 1950 and showed an anomaly in the Pea Ridge area. Test holes drilled in 1953 and 1954 revealed the presence of a large orebody of probable commercial significance; additional drilling in 1956 and 1957 provided confirmation of this. Meramec Mining Company was incorporated in 1957 and shaft sinking began in the latter part of that year. The Pea Ridge orebody lies under about 1300 feet of sediments. It is tabular, about 2600 feet long and up to 600 feet thick, and lies in an approximate east-west delineation. The orebody dips about 800S and is of unknown depth. The ore is primarily high grade magnetite with smaller zones of specular hematite, The Pre-cambrian wall rock is rhyolite porphyry. This paper presents a summary of the current employment practices with respect to recent graduates in Mining Engineering, as observed at the Colorado school of Mines. Because our experience is limited to our own group of students it prob¬ably does not correspond exactly to that experienced at other mining schools, but because the Colorado School of Mines graduates approximately 15 per cent of the men in this field our experience is probably representative. We have chosen to limit the information presented here to that pertaining to the period since July 1, 1960. This corresponds to the experience with the class of 1961 and to the experience of the class of 1962 up to the end of the first semester of the senior year. There were 36 mining engineering degrees given in 1961 In a class numbering 43 senior. We expect to give 30 first degrees in 1962 in a class numbering 44 seniors.

A system for the on-stream X-ray diffractometric determination of mineral phases in slurries was developed in response to the mining industry's need for process control during the beneficiation of industrial minerals. The instrumentation for and results from testwork conducted at a phosphate rock beneficiation plant in Florida are discussed. Results show that the concentrations of the minerals apatite (var. francolite) and quartz can be accurately determined every few minutes, so that adjustments to the flotation circuit can be timeously executed from the control room. The on-stream measurements can ultimately be integrated into an automated plant control strategy. Estimates of savings on reagent and staffing costs, as well as the benefits from consistent grades and greater recoveries, have shown that the investment in such a system could often be recovered in less than a year.

The effect of pyrite, pyrrhotite, chalcopyrite, realgar and arsenopyrite on gold dissolution in cyanide media was investigated. The cyanidation of synthetic gold ores in the presence of various concentrations of sulfides was studied under constant experimental conditions. A mineralogical analysis of the minerals was performed. The leaching kinetics were determined. The negative effect of sulfides on the gold dissolution rate varies with the sulfide mineral and decreases according to the following order: realgar > pyrrhotite > chalcopyrite > pyrite > arsenopyrite. The chemical characterization of gold and sulfide minerals surfaces using X-ray photoelectron spectroscopy (XPS) was undertaken to identify the mechanisms involved. XPS analysis showed that a passivation layer of sulfides, arsenic or iron compounds might form on the gold surface as a result of the dissolution of the sulfide minerals. The use of a 25.4-mm- (1-in.-) diam water-only hydro-cyclone for separating liberated 125 x 25- µm high-density particles from similar-size lower-density (2.65 g/cc quartz particles, as might be used in soil washing applications, was investigated. As expected, cyclone performance was greatly affected by changes in cyclone geometry and operating conditions. A single-stage separation recovered 75% of the magnetite (4.8 g/cc) while rejecting nearly 60% of the quartz. With ferrosilicon (7.0 g/cc) as the heavy component, the recovery improved to 85%. The use of dense medium in a single stage increased both ferrosilicon recovery and quartz rejection to approximately 90% each. In addition, computer simulations of a three-stage circuit were performed. The simulations showed that recoveries approaching 97% with quartz rejections of 95% were possible.

Land use planning is not a new concept in the United States but the emphasis has changed drastically since the early 1960's. Under the old interpretation we tried to expand our frontiers and develop our land, but as society has become more affluent and mobile the demand has grown to preserve those parts remaining undeveloped. There is something of a paradox inherent in this change of emphasis. While affluence has motivated our support to preserve the quality of the natural environment, industrial development is needed to support the affluence. Because we cannot accomplish all of each, sound planning and compromise will be necessary since it is unlikely that, the American people will want to surrender much of their life-style or their awakening environmental concern. Any industrial society, whether a goal reached or an aim yet ahead, is built largely on the use of mineral raw materials and energy, the physical base of nearly all activities and products. The standard of living which is important to us all is growing more dependent upon these minerals, metals, and energy fuels. Although reduction in consumption of raw materials may be acceptable to those at a certain economic level of a society, those who have not reached that level cannot be expected to accept a lowering of their present or anticipated standard of living.

Regardless of the mechanical design features of a particular air classifier certain basic principles apply. Specifically , there are two forces at work: 1. An air drag force 2. An inertial or centrifugal force. The air drag force has an increasing influence as particles become smaller. A very small low mass particle is easily carried along with an air stream even when turning a corner. Thus, fine particles follow the air away from the classifying zone. Inertial forces increase as the mass of a particle gets larger. Thus oversize particles tend to obey Newton's laws and respond to centrifugal forces or simply continue in a straight path when the airflow changes direction.

Case studies are presented in this paper to illustrate the usefulness and applicability of using conditional simulation in under- ground coal mine planning. Conditional simulation is a technique developed in the last five years that allows the building of a simulated ore body (or coal deposit) model. Construction and validation of the simulated model is described in order to show how well the model reproduces the essential characteristics of the deposit. In the model, the thickness, ash, and sulfur content are known everywhere in the deposit and each variable has the same mean, variance, and spatial variability (variogram) as that variable has in the real deposit. Use of the simulated deposit in the design of drilling strategy for long range mine planning is demonstrated in me case study. Determining the potential of short term production scheduling to reduce the fluctuations of sulfur in run of mine coal is described in the second case study.

The United States has the largest total (364 billion metric tons) and recoverable (182 billion metric tons) coal reserves in the world.1 However, progressive coal utilization in this country has been hampered by environmental constraints, such as restrictions on sulfur dioxide, nitrogen oxides, and particulate emissions. New technologies are being pursued both to appease these environmental concerns and improve economic performance and process efficiency. These technologies, however, have not reached the level of effectiveness required for optimum operation. If more stringent emission standards are imposed, it is likely that the coal industry, and the industrial and utility sectors will look increasingly toward the successful development of new and advanced coal cleaning technologies in order to continue and promote the use of coal in this country. The EPA New Source Performance Standards In 1979, the Environmental Protection Agency in response to the amendments to the Clean Air Act of 1977 issued new source performance standards (NSPS) for utility and industrial boilers. The NSPS set emission standards for sulfur dioxide, nitrogen oxides, and particulates affecting boilers of 250 MM Btu per hour heat input or 'greater that started construction after September 1978. Plants starting construction or in operation before September 1978 remained subject to the provisions of the regulations promulgated in 1971, i.e., SO2 emissions of 1.2 15/MM Btu. The NSPS for SO2 emissions provides a sliding scale for SO2 reduction depending on the sulfur content of the run-of-mine coal, with an upper limit of 1.2 lb of SO2 per million Btu and a minimum emission level based on 70% SO2 removal. Table 1 summarizes the EPA NSPS for SO2 emission standards.

Spokane Research Center personnel have been investigating the use of seismic tomography to monitor the behavior of a rock mass, detect hazardous ground conditions, and assess the mechanical integrity of a rock mass affected by mining. Seismic tomography can be a valuable tool for determining relative stress in deep (> 1220 m) underground pillars. If high-stress areas are detected, they can be destressed prior to development or avoided. High-stress areas can be monitored with successive seismic surveys to determine if stress decreases to a level where development can be initiated safely. There are several benefits to using seismic tomography to identify high stress in deep underground pillars. The technique is reliable, cost-effective, efficient, and non-invasive. Also, investigators can monitor large rock masses, as well as monitor pillars during the mining cycle. By identifying areas of high stress, engineers will be able to assure that miners are working in a safer environment.

Enclosed cabs have been used for many years to isolate workers on mobile equipment in the mining industry for health and safety reasons. These enclosed cabs create a microenvironment for workers where they can be either more protected or more vulnerable to contaminants. Over the past decade, the U.S. National Institute for Occupational Safety and Health (NIOSH) has performed substantial research efforts to improve the air quality inside enclosed cabs of underground and surface mobile mining equipment. In these efforts, NIOSH has partnered with mining companies, original equipment manufacturers (OEMs) and manufacturers of filtration and pressurization systems in a synergistic effort to reduce respirable dust and improve the air quality inside these enclosed cabs. Various field studies over this time have shown an array of results ranging from very minor to very significant reductions (protection factor: 3-89) in respirable dust levels inside these enclosed cabs. In addition to and concurrent with the field work, NIOSH also performed a comprehensive laboratory study to evaluate all the factors involved in cab filtration and pressurization systems and identified those factors that were most significant for an effective system. From this comprehensive research effort, the key components for an effective filtration and pressurization system have been identified in an effort to provide the best air quality to equipment operators inside of enclosed cabs of mobile mining equipment, thus minimizing respirable dust exposure.

The Duval Corporation porphyry copper deposits at Copper Canyon and Copper Basin, though widely separated, form an economic unit requiring integrated exploitation. Contrasts in mineralization, host rocks, and mode of occurrence present unique mining and milling problems. Mixed oxide-sulfide ore is treated in extensive dump leaching facilities in both areas. Complex copper-gold-silver ore is treated in a 4,000 tpd mill at Copper Canyon. In both areas, hypogene metallization occurs within large aureoles of metamorphism and hydrothermal alteration related to quartz monzonite intrusions of mid-Tertiary age. Supergene processes further altered the rocks and enriched the hypogene protore. At Copper Canyon, hypogene copper and iron sulfides with gold and silver occur in fractures, as partial replacement of favorable beds, and as disseminations in Paleozoic sedimentary rocks. The lower part of the Pennsylvanian Battle Formation was a particularly favorable host. Metallization occurs to a lesser extent in quartz monzonite. Metal zoning is well developed. The deposits at Copper Basin consist principally of supergene copper minerals in arenites of the Cambrian Harmony Formation. Oxidation of hypogene copper and iron sulfides in tactite zones has formed at least two commercial deposits; intersections of fractures with favorable beds exerted important ore controls.

The indirect method of drying coal fines is applied to filter cakes which ordinarily contain 22 to 30% moisture and are not readily transportable. The "Thermal Dryer", which operates on the mass transfer principle, has found wide use in coal preparation plants. The thermal dryer is penalized in operation by the necessity of adding coarse coal to the wet fines before entering the dryer body in order to produce a permeable bed, and thus enable hot gases to uniformly contact the wet mass. The ratio of coarse coal to fines varies from 2:1 to as much as 4:1, depending on the average particle size, moisture, and ash content of the fines.

Nabarlek is situated in the Arnhem Land Aboriginal Reserve about 270 km due east of Darwin in the Northern Territory of Australia. During the dry season (May to November) Nabarlek is accessible from Darwin over the Arnhem Highway-- a distance of 330 km. Throughout the wet season (December to April), except for a few days, access is provided by aircraft from Darwin to the Nabarlek airstrip. Because of the limited access during the wet season, reagents and supplies have to be stock- piled for six months on the site to maintain operations. With the mine and plant being remotely located on private Arnhem land with very limited access outside the site fence, operating personnel are flown to Darwin every six days for their days off.

Mr. Chairman; honored guests; ladies and gentlemen: The subject assigned me today by your committee, according to the program, is "the mineral industry and the public land law I have preferred to title the talk, "you can't mine here", for that is the essence of the message we, as an industry, have been getting from so many agencies of the federal government for so long. And, unfortunately, we can expect to hear the same message even louder and clearer -- with increasing frequency in future, unless. Every segment of the industry devotes the necessary time, energy and creative thought to combat successfully the forces that are writing and broadcasting that message. I said that agencies of the federal government are sending the message --- and this, of course, is true, the forest service, for example, and some bureaus of the department of the interior as well as others have appeared in recent years to be abiding by a policy designed to block mineral entry to as much of the public lands as possible and to wipe out existing mining claims.
