The most economical method of reclaiming land that has been mined, whether it be in urban areas or in rural areas, is when the final configuration of the mining area is that which is required by the subsequent use. Surprisingly, there are a number of examples of this situation. In the arid southwest where water production for the expanding population is a problem, many urban sand & gravel excavation areas subsequently serve as holding basins for ground water recharge. In other areas of the county where water is not in short supply, sand and gravel excavations can be planned in such a way that subsequent land uses such as parks and homesites can be enhanced by utilizing the excavated areas as a water amenity. Reclaiming land for agriculture is another example of utilizing the excavated area for a subsequent use providing the excavated area has not been mined too deep. Other than replacing the layer of topsoil on the excavated area, the final configuration of the mining area is in many cases ready for the subsequent agricultural use.

I.INTRODUCTION The B E I R-III Report (NAS-1980) introduces large increases in the estimated health effects of radon as compared with previous work (NAS-1972). It is the purpose of this paper to point out some important failures of these new BEIR-III estimates, to offer a general critique of the procedures used in obtaining them, and to offer more rational estimates. In Sec. II we use the BEIR-III model to calculate the risk to non-smokers from environmental radon, and show that it predicts more than twice the total lung cancer rate actually experienced by nonsmokers. In Sec. III we review the histological evidence which shows that no more than about 10% of the lung cancers among non-smokers can be due to radiation. In Sec. IV, we discuss alternative causes of lung cancer, which further reduces the fraction that can be caused by radiation, and in Sec. V we summarize and conclude that the BEIR-III model over-estimates the lung cancer rate in nonsmokers due to environmental radon by at least a factor of 40. In Sec. VT we review the evidence on risk of radon exposure to smokers, and conclude that it is probably not more than four times the risk to non-smokers; this means that the BEIR-III model over-estimates the risk of low level radon exposure to smokers by at least a factor of 10. In Sec. VII, we consider the reasons for the large over-estimates in the BEIR-III. Report. II. BEIR-III LUNG CANCER RATES DUE TO ENVIRONMENTAL RADON AND COMPARISON WITH TOTAL LUNG CANCER RATES AMONG NON-SMOKERS The BEIR-III Report gives the following estimates of the lung cancer risk from low-level radon exposure in terms of working-level-months (WLM): age 35-49, risk = 10 x 10-6 /yr-WLM 50-64, 20 >65, 50 where ages refer to age at death. For latent periods between exposure and onset of these risks it gives age 0-14, latent period = 25 years 15-34, 15-20 years (we use 17 yr) >35, 10 years where ages refer to age at exposure. This is a clear and unambiguous model which is readily usable for deriving numerical estimates. We begin by using it to calculate lung cancer rates due to environmental radon. *This is an abridged version of a paper scheduled to appear shortly in Health Physics. The first step in this process is to estimate the environmental exposures; this was done in a recent paper (Cohen-1981) which concluded that these are about 0.22 WLM/year. In Table 1, this is used to calculate the BEIR-111 predictions for radoninduced lung cancer rates in the U.S. (Col. (5)), and by combining these with population statistics, it is shown (Col.(7)), that it predicts about 24,500 fatalities per year, almost one-third of all U.S. lung cancers. The comparison between the age-specific expected rates from Col. (5) of Table 1 and observed rates among non-smokers is shown in Table 2. The recent paper by Garfinkel (1980) presents the results of a 12 year follow-up on one million Americans in a study by the American Cancer Society. The paper by Hammond (1966) gave the results of the first four years of that study. The paper by Kahn (1966) is based on the so-called "Dorn Study" of 293,000 U.S. veterans of World War II who carry government health insurance. It represents 8 and 1/2 years of follow-up. A recent update on that study (Rogot-1980) does not give absolute lung cancer rates, but the age-standardized ratio between smokers and non-smokers has remained the same which indicates that there has probably not been an important change in the rates for either. The paper by Hammond and Horn (Ha-1958) was an early study by American Cancer Society. It is immediately evident from Table 2 that the BEIR-III estimates for lung cancer induced by environmental radon exceed the [total] lung cancer rates due to [all] causes among non-smokers by about a factor of two at every age. It is only fair to point out that this does not represent a direct discrepancy with the BEIR-III Report since the latter states that its estimates for non-smokers may be too high by a factor ranging from 1 to 6, favoring a factor intermediate between these. Comparisons can also be made with total lung cancer incidence for all ages. A paper by Hammond and Seidman (Hammond-1980) gives the rate for ages above 40 to be 177 x 10-6/year for men and 124 x 10-6/year for women, whereas the rate calculated in Table 1 from BEIR-III for ages above 40 is 309 x 10-6, a factor of two higher. For all ages, the rate among women was reported as 36 x 10-6/year (Hammond 1958) as compared with 114 x 10-6/year calculated from BEIR-III in Table 1, a discrepancy of well over a factor of two. All of the data we have presented are basically from three study groups, but in all three cases the BEIR-III estimates for lung cancer induced [by environmental radon alone] are a factor of two higher than actual [tota] lung cancer rates among non-smokers. Over 100 saprolite samples from Turkey Hill Gold Mine, Lumpkin County, Georgia, were analyzed (-80 mesh) for As, Au, and Sb. Maximum values are 16.2 ppm As, 7.9 ppm Au, and 29.1 ppm Sb. Results show trace element content of saprolite varies with topography: ridge top samples show a pronounced decrease in Au and Sb, and to a lesser degree in As, whereas, slope and valley samples have anomalous Au and Sb concentrations, with no discernable pattern for As. Statistical analysis shows strong correlation between Au and Sb and none between Au and As. This study will serve as a model for gold exploration in deeply weathered terrains with variable relief.

In the United States, about one-quarter of the fuel oil and natural gas consumption is associated with power production in utility and industrial boilers and process heat needs in industrial furnaces. Coal has been an attractive candidate for replacement of these premium fuels because of its low cost, but there are penalties associated with the solid fuel form. In many cases pulverized coal is unacceptable as a premium fuel replacement because of the extensive cost of retrofitting an existing boiler designed to burn oil or gas. In the cases of synthetic fuels from coal, research and development still has a long way to go and the costs of research and development are very high. Another option which appears very attractive is the use of solid coal in a liquid fuel form, coal slurry fuels. Occidental Research Corporation (ORC) has been developing coal slurry fuels in conjunction with Island Creek Coal (ICC,) Occidental Petroleum's wholly-owned subsidiary. Both Coal-Oil Mixtures and Coal -Water Mixtures are under development. ICC is a large eastern coal producer, engaged in the production and marketing of bituminous coal, both utility steam and high quality/low volatile metallurgical coals. A sister division, Sheridan Enterprises is engaged in the development of western coals.

Land Application Discharge (LAD) is a useful method of disposing of waste water from mining operations and in certain climatic regimes, stormwater runoff. LAD systems function under the premise that metals, salts and nutrients in water are dispersed over a large area and are effectively assimilated into the soil profile. Depending on the soil structure, migration or mobilization of dissolved metals through the soil profile can be Substantially reduced. Land application of treated effluent from sewage lagoons or waste water plants was probably the first general use of land applied water. LAD has gained popularity with the mining industry as a means of disposing of waste water and process water. In addition, large volumes of snow meltwater and stormwater are often placed in storage in Montana during spring, and Land Application Discharge has shown to be an effective method for disposing of stormwater during the dry, summer season. LAD can also provide an alternative to recycling or treating waste water at on-site waste water treatment plant&. Application of stormwater or process water can result in little or no change to the background concentrations of metals in baseline water quality samples. One cautionary note about LAD: high salt concentrations and pH values are associated with process water from heap-leach facilities and are known to cause burning of local vegetation. Some pre-treatment of process water may be necessary to prevent such environmental problems.

GEOLOGY One of the largest copper resources in North America occurs in the Bingham mining district, located 40 km (25 miles) southwest of Salt Lake City, UT. Anaconda's present contribution to the development of this resource is the Carr Fork mine. (Fig. 1, Bingham district plan map.) The Carr Fork story began about 300 million years ago when a thick sequence of sedimentary quartzite and limestone was deposited in the Oquirrh Basin. Subsequent earth stresses formed a series of west-northwest-trending overturned anticlines and synclines that were later offset by northwest-striking thrust faults and northeast-trending normal faults. (Fig. 2, Bingham district cross section.) About 38 million years ago the Bingham stock was intruded into some of the folds, resulting in the formation of porphyry ore in the intrusive, and fissure, replacement, and skarn ore deposits in the sediments. The Carr Fork skarns were formed preferentially in two limestone units, called the Yampa and Highland Boy, which average about 46 m (150 ft) in thickness, separated by about 76 m (250 ft) of quartzite. Copper mineralization consists almost entirely of chalcopyrite associated with pyrite and molybdenite in a gangue of garnet, diopside, magnetite, quartz, and carbonate. Molybdenum, gold, and silver are economic byproducts. (Figs. 3 and 4, indicated ore in plan and section.) EXPLORATION HISTORY The West Mountain mining district, of which Carr Fork is a part, was organized in 1863, after leaf-silver ore was discovered in the Carr Fork of Bingham Canyon. However, it was not until 1873, when the Bingham and Camp Floyd railroad to the town of Bingham was completed, that the mining camp flourished. Many small mining companies in the district were reduced, often through consolidation. By 1937 only the National Tunnel and Mines Co. was active in the Carr Fork area. In 1948 it declared bankruptcy, and was later purchased by The Anaconda Co. Anaconda conducted geologic investigations in the Bingham district until 1968, when a concerted diamond drilling program was initiated to fully evaluate the geologic potential of the Carr Fork area. The exploration program commenced with one diamond drill, but was enlarged to three drills following discovery of the first major ore intercept. Near completion of the exploration effort, large oil well rotary drills were used to drill to depths of 762 to 914 m (2500 to 3000 ft), after which the holes were completed by standard diamond drilling techniques. All holes were collared vertically, but considerable deviation occurred because of structure and rock conditions. Cement production involves the processing of raw materials that contain - Si02, A1203, Fe203, CaO, MgO, LOI (loss of ignition), S03, K20, Na2O, Ti02, P2055 and Cl- to produce the synthetic mineral mixture called "clinker". The use of other additives - sandstone, flyash, iron ore, and clay - is also mandatory in order to achieve the optimum blending requirements of cement. However, the use of these additives needs to be minimized due to their significantly higher costs ($/Ton). This paper presents a mixed integer programming (MIP)-based optimum quarry scheduling algorithm, which is used to generate quarry plans, satisfying geometric and production capacity constraints while providing minimum cost/optimum blend of raw materials mix to a cement plant. The benefits of this new methodology are demonstrated on a case study.

In June 1992, the Mine Safety and Health Administration (MSHA) published the 'Report of the Coal Mine Respirable Dust Task Group; Review of the Program to Control Respirable Coal Mine Dust in the United States." As one of its recommendations, the report called for the accelerated development of two mine dust monitors: (1) a fixed-site monitor capable of providing continuous information on dust levels to the miner, mine operator, and to MSHA, if necessary, and (2) a personal sampling device capable of providing both a short-term personal exposure measurement as well as a full-shift measurement. In response to this recommendation, the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Center, initiated the development of a fixed-site machine-mounted continuous respirable dust monitor. The technology chosen for monitor development is the Rupprecht and Patashnick Co., Inc. tapered element oscillating microbalance. Laboratory and in- mine tests have indicated that, with modification, this sensor can meet the humidity and vibration requirements for underground coal mine use. NIOSH is continuing that effort by developing prototypes of a continuous dust monitor based on this technology. These prototypes are being evaluated in underground coal mines as they become available. This effort, conducted as a joint venture with MSHA, is nearing completion with every promise of success. The immediate benefit of this effort will be to researchers, regulatory personnel, and mine personnel, by permitting evaluation of specific mining practices to see which expose mine workers to excessive dust levels. Using this information, mine personnel can optimize mining procedures to reduce dust exposure. MSHA and the operators will also be able to use the dust concentration data to judge whether dust plan parameters are adequate to continuously maintaining environmental dust levels below the applicable standard. The second development recommended by the Dust Task Group was a person-wearable version of the continuous dust monitor. It will be a monitoring system designed to provide a measurement of worker exposure to respirable dust, both during and at the end of the shift.

"Hecla's Greens Creek silver-gold-lead-zinc mill began using carbon dioxide rather than sulphuric acid to control pH in April, 2015. High pH levels in the grinding and lead flotation circuits are caused by the presence of re-mined cemented paste backfill in mill feed and need to be lowered to achieve good flotation response. Carbon dioxide has proven to be quite effective at controlling pH in the lead circuit with greatly improved pH target attainment. The allowable amount of carbon dioxide used is not limited by effects on lead-zinc selectivity and by poor froth characteristics, as was the case with sulphuric acid. Startup and implementation went smoothly, with few operational issues needing to be resolved. Early results from implementation of the system and its effects on mill performance will be presented. INTRODUCTION Hecla Greens Creek is a silver-gold-lead-zinc mine producing flotation lead and zinc concentrates, as well as a gravity gold concentrate. Besides their base metal contents, both the lead and zinc concentrates carry precious metals. The circuit is largely conventional, with SAG and ball mill grinding being followed by graphite removal preflotation, then conventional lead flotation and conventional zinc flotation. Both rougher concentrates are treated in regrind steps, followed by cleaner flotation. The cleaners tails are treated in an unorthodox bulk circuit to produce a low-grade zinc-lead concentrate marketed to Imperial Process smelters (1). BACKGROUND Backfill and Flotation pH The Greens Creek mine is an underground operation in which mined areas, after ore extraction, are backfilled, using rammed paste or pumped slurry. The backfill consists of mill tailings to which approximately five percent Portland or similar cement is added to enhance its compressive strength. Later mining near backfilled areas inevitably results in a considerable amount of old backfill being mixed with new ore before being shipped to the mill. Depending on orebody geometry, mining methods etc., the amount of backfill in mill feed is often 20% to 25% and sometimes even higher. Commercial cement, and consequently backfill prepared using it, contains excess lime. Because of this, backfill in mill feed is indistinguishable from the addition of a large amount of lime, so mill natural pHs often range above 10 or even 11. Similar situations have been recognized for many years at mines throughout the world (2)."

The expansion of gold production in Nevada's Carlin Trend over the last few years has been staggering. To increase gold production while minimizing capital requirements and providing for the safe and efficient mining and processing of ores has required a tremendous effort by the mine engineering group at Newmont Gold. Organizational changes were implemented by the company to effectively deal with a full range of engineering problems. Specially developed computer software and its applications will be explained in this article as well as improvements in the techniques used in converting geologic resources into reserves. Scheduling procedures for the mining of multiple pits to feed multiple processing facilities will likewise be presented. Ore control procedures and current mine engineering practices are discussed. Growth at Newmont Gold Expansion of production levels at Newmont Gold Co. was brought about primarily by the economic incentive to exploit increased reserves. The grinding process in the mining industry has seen an increased throughput to accomplish greater production and lower overall production costs. Up to 8-9 MW, a single motor can be connected to drive the mill through a pinion and ring gear. Above the single-pinion drive limit, the dual pinion approach was developed to allow two drive motors to be used. This allowed the mill input power to be increased to 16-18 MW. Recent developments in clutch and ring gear materials and design are allowing greater input powers of up to 20 MW to be considered. To avoid damage to the ring gear by uneven load sharing between the two motors, it is critical that the two machines accurately share load. This is typically achieved by either drives capable of controlling load torque between motors or using a GE proprietary control system that accurately controls the load torque from each motor.

TBMs can last for decades and be rebuilt project after project with proper maintenance. How successful can rebuilt TBMs be? At the DigIndy Tunnel System in Indianapolis, Indiana, USA, a rebuilt TBM was used to great effect. The 6.2 m diameter Main Beam, originally manufactured in 1980, bored 40+ km of tunnels and set three world records in its size class of 6 to 7 m, including a best month of 1,754 m. In this paper, the authors analyze the TBM rebuild, performance and lessons learned to make recommendations for future projects seeking to use rebuilt TBMs over long distances.

Dimension stone includes a wide variety of natural materials that are put to an equally wide variety of uses. It is possible to classify dimension stone according to the end use to which the stone is put or according to the lithology of the stone. Both schemes are used by the United States Bureau of Mines in the annual Minerals Yearbook. The 1969 Yearbook lists 15 specific uses and has additional miscellaneous catagories. The same Yearbook lists five specific rock types or lithologies, and also includes a miscellaneous category. In a short presentation it would hardly be possible to list and define all these categories, much less discuss the evaluation of deposits with regard to all possible combinations. Besides, I am only slightly familiar with some of the uses and their requirements. I have therefore chosen to limit my remarks to some special problems in evaluating dimension stone that is to be cut and finished to specific sizes, tolerances, and finishes for use in buildings and some monuments. This use class is called cut stone in the Minerals Yearbook. In terms of dollar value it is the largest single use category. In 1969 the dollar value of cut stone was $29,122,000 which is more than twice the value of the next largest category. For those of you who are interested in other use applications of dimension stone I suggest that you start with recent articles by Bowles (1960), Currier (1960), and Barton (1968).

Minerals, together with agricultural and forestry products, are the primary source of wealth produced in the United States. Although the production of minerals requires only a small fraction of the state's total land surface, as compared with either agriculture or forestry (Table 1), mining activities generally are much more disruptive to the land surface, and rehabilitation is more complex and costly. The past 10 to 15 years have witnessed a sharp increase in mineral exploration and mining, particularly coal mining, which has brought with it an increase in conflict over land use and an increase in negotiations for purposes of mineral prospecting and mining. The general increase in the production and consumption of coal and the particular increase in the percentage of coal extracted by surface mining methods coupled with a growing nationwide environmental consciousness have created increased public concern and in some cases outrage over mining activities. Although there is ample evidence to indicate that it is possible to plan for and design mining activities in such a way that they are compatible with other activities and can thus be made a part of a sequential land-use plan, there is a general lack of knowledge regarding the importance of mining as the provider of basic and essential raw materials to supply society's constantly expanding and increasing mineral needs. This lack of knowledge extends to such matters as land and mineral rights negotiations, the character of mineral deposits and minerals, mineral economics, and land-use planning.

Dump leaching and ,in-situ solution mining have received considerable attention during the past few years due to their apparent economic viability and minimal environmental impact. Solution mining actually dates back to the 17th century when leaching of copper ore was first reported. However-, modern day leaching didn't begin on a wide scale until the mid-1900's. In-situ mining for copper, nickel, salts, and oil shale is currently looking more attractive as the technology advances. Presently, about 15 percent of the copper production in the United States is from leaching operations at approximately 14 active sites, the largest of which are the waste dumps near the Bingham Copper Mine, Utah. To establish a common background, the discussion is centered around state-of-the-art conditions. For dump leaching, complications inherent to the physical conditions and chemical reactions such as channeling, porosity and permeability, sorption, air flow, rock alteration and pH control are discussed. Emphasis is made on those conditions which render solution recovery rates and solution mineral concentrations unpredictable. By illustrating typical and actual field conditions, the generally accepted flow theories for both dump leaching and in-situ solution mining, including rubblization, are presented. For in-situ mining, hydrogeologic techniques such as geophysical well logging, aquifer testing and digital computer modeling are also discussed. The importance of artificial fracturing and well stimulating to solution injection and recovery is made with regard to project development. "Location: The Menominee district has been described geologically in several units, because the known iron-bearing formations of the larger region are not a really connected. From the commercial and mining standpoint, however, the district em¬braces, all that territory extending from a point about five miles east of Vulcan to a point a few miles west of Iron River, an east-west distance of about fifty miles, and from a line about two miles south of Vulcan to one ten miles north of Crystal Falls, a north-south distance of about thirty-five miles. This area is largely in the State of Michigan, but includes more than two hundred square miles in Florence County, Wisconsin. The chief towns of the district are Vulcan, Iron Mountain, Iron River, and Crystal Falls, in Michigan, and . Florence in Wisconsin. The Wisconsin portion of the district has not produced a large portion of the output of the area.History: The earliest reports of iron ore in the Menominee district were made by J. W. Foster and S. W. Hill, who conducted a geological exploration from Lake Superior to Green Bay in the fall of 1848. It is a remarkable fact that in spite of their plain statements regarding their discoveries, these state¬ments were apparently forgotten for a period of nearly twenty years. Foster states that ""about two miles southeast of the lower falls (of the Twin Falls on the Menominee River) near Sec. 30, T. 40 N., R. 30 W. there is a large bed of specular iron ore associated with the talcose and argillaceous slates. It makes its appearance on the north side of the Lake and can be traced a mile and a half in length and in places is exposed one hundred feet in width."""

Knowledge of the behaviour of flotation machines had developed and increased considerably over the last few years. Although much work remains to be done on the study of the fundamental processes that influence the collection of hydrophobic particles at an air-water interface, there is enough information to permit the building of realistic models of the gross flotation behaviour of various ores. These models serve as an ideal base for the development of simulation techniques for the steady-state behaviour of entire flotation plants that consist of a large number of individual flotation machines. Simulation techniques have a very real role to play in assisting with the design of new plants and in improving the operation of exisiting plants. Recently, highly efficient data-logging systems have been introduced on flotation plants. These systems are based on the on-line measurement of volumetric flowrate, pulp densities, and metal contents, and they generate enormous quantities of information regarding the operation of the plant. Unfortunately, this information is largely wasted at the present time because efficient data-reduction techniques, although available10 are not in common use. Simulation techniques play a central role in such data reduction because they form the essential link between the fundamental kinetic flotation processes on the one hand and the plant data on the other.

Risk analysis is used extensively in many engineering applications. Although its use in the field of dam safety has been limited in practice, it has received considerable attention in recent years in the dam safety literature. Thus far, it has been shown that risk analysis in the evaluation of existing dams has the potential for providing a more rational basis for decision- making because of its focus on the direct issues--likelihood of failure, likelihood of loss of life, and risk cost of damages. It provides for a logical balance between the risk a dam imposes and the degree to which rehabilitation is required, compared to traditional evaluations based on somewhat arbitrarily chosen design events applied to large classes of dams. Dam owners could benefit by optimizing the cost of remedial measures. Downstream landowners could benefit by minimizing the likelihood of flood damages. However, it is also clear that significant technical and policy issues remain to be resolved before risk analysis in dam safety is accepted and routinely implemented in engineering practice. An obvious and important potential application of risk analysis is its use by the state regulatory agency as an in-house evaluation tool, or even as part of regulatory policy, in the implementation of its state dam safety program. Adoption of such a policy would have an important impact on the mining industry. .Although no state dam safety programs are known by the writers to have officially incorporated risk analysis into their regulations, there appears to be considerable interest in the concept. In recent surveys 47 states agreed that the development and promotion of a risk assessment methodology for state dam safety programs should be encouraged (Tschantz, 1983; Tschantz, 1984). The issue has also received important attention within the Association of State Dam Safety Officials (1986). One state-Illinois-proposed regulations during 1986 to allow risk analysis to justify lower spillway requirements for existing dams (Illinois Department of Transportation, 1986). At the Federal level, the National Research Council has found risk analysis especially appropriate for assessing dam safety at high-hazard dams (National Research Council, 19851, the Bureau of Reclamation has published guidelines for incorporating risk analysis into their dam safety grogram (U.S. Department of the Interior, 1986), and the Federal Emergency Management Agency has recently sponsored workshops and supported research related to risk analysis in dam safety (Federal Emergency Management Agency, 1985a ; Federal Emergency Management Agency, 1985b; - - McCann, et. al., 1985a, 1985b).

Vertical shaft furnace design and operation have their roots deep in antiquity. There is substantial evidence to indicate that iron was reduced from its oxides to serve mankind's needs long before recorded civilization - - actually prior to 3500 B .C. For at least 5500 years man has been matching wits with Nature to find better methods of extracting this most common, yet essential, metal from her, grasp. And, during nearly all of this period, the vertical shaft furnace has played a principle role in this dramatic struggle.
