"SUMMARY Injection grouting in rock around tunnels is used to reduce or stop water inflow. Little is known about the distribution of pressure within the rock mass during and after grouting. Instrumentation was developed to record pressure at the back of the packers inside the rock mass during injection grouting in order to improve our understanding of the process. Using this equipment measurements inside multiple injection holes during injection pumping have been made during several rounds of injection grouting in a tunnel. The data has been compared to the data recorded on the grout pumping rig and analysed to gain an understanding of the behaviour of grout injection process in the rock mass. The initial results are reported in this paper. INTRODUCTION Construction of a tunnel in soil or rock below the ground water table frequently results in the flow of ground water into the tunnel if the ground is permeable or fractures conductive. The injection of cement or chemical based grouts is frequently used during tunnel construction to reduce flow of water into a tunnel. Significant water flow into a tunnel is undesirable for several reasons: • there is a high cost in pumping out water over the lifetime of a tunnel; • drips and flows of water have to be diverted from the roadway or track; • where freezing conditions occur there is the possibility of ice build up and; • ground water levels may be changed possibly affecting surface water such as causing drainage of lakes and ponds, and changes in vegetation. Grout injection is most effectively done ahead of excavation to ensure that the grout penetrates the ground. Where heavy flows of water already occur into a tunnel the grout may be washed out before it sets. Normal practice in ground where water flows are encountered is to inject grout in a number of long holes ahead of the face with outer holes forming a ring around the proposed tunnel excavation – eventually forming a shield of grouted rock around the final tunnel, Figure 1. The holes may be sealed off a couple of metres into the rock with an expandable rubber plug around a pipe through which the grout can be injected, Figure 2. A one-way valve in the plug stops the grout from flowing back out of the hole when pumping stops and avoids grout flowing out through neighbouring holes. The rubber packer with a one-way valve permanently installed in the injection hole precludes the measurement of pressure down the hole when pumping is stopped."

This paper will discuss the complex and difficult soil conditions encountered in the sinking of 15 shafts of 18m to 27m depth and the excavation and lining of 6700m of 2.74m dia. interceptor sewer on Staten Island, New York. The complex soil profile consists of dense glacial till and sand outwash strata overlying the much older cretaceous sand, silt and clay strata. The tunnel varies from 8m to 14m below the nearby sea level. A significant amount of boulders were anticipated in the till. therefore, a decision was made to excavate the tunnel with a digger shield installing bolted, gasketed concrete segments. The bid documents stated the soils were dewaterable. Several conditions occured in this complex soils matrix which required modifying the planned means and methods including the necessity to use compressed air. The conditions encountered and the equipment used will be described.

[Commonly accepted maintenance methods are being outdated by the rapid acceptance and use of more complicated hydraulic circuitry on modern mining equipment. It is no longer adequate to use the maintenance program to merely repair or sustain equipment operation. Ever increasing operating costs place a huge premium on lost production time. It has, therefore, placed the maintenance programs in the position of being required to alleviate equipment malfunctions on production shifts and still attain the maximum unit life from each component part.]

The Mineral Park Mine is an open pit copper-molybdenum mine located in northwestern Arizona, approximately 74 miles southeast of Las Vegas, Nevada. The property has been owned by the Duval Corporation, Cyprus Mining Company and Equatorial Mining of Australia. Mercator purchased Mineral Park from Equatorial in 2003. Mineral Park commissioned a 25,000 tpd copper and molybdenum concentrator in November and December of 2008. The process includes two stage milling (SAG and Two Ball Mills) fed by primary crushed ore. Metals are recovered in a copper-molybdenum flotation circuit consisting of mechanically agitated roughers and cleaners. The copper- molybdenum flotation concentrate is thickened and further processed in the molybdenum flotation circuit which separates the copper and molybdenum minerals into salable concentrates. The molybdenum circuit also uses mechanically agitated cells. This paper describes the plant and some of the highlights of the commissioning process.

Numerous articles have been written about the coal mine ; he has been compared with brave men who have gone out to conquer some unknown hazard throughout the ages. Now, however, modern mining is no longer something to be avoided, but a vocation that anyone can be proud of, with remuneration equal to or above that of almost any industry. A concerted effort is being made each day by both the operators of most mines as well as the state and federal inspectors to see that coal mines are as safe or safer than work places in any other industry. How- ever, it is true that mine fires and explosions have occurred in the mining industry since its inception. One of the earliest accurate references to such an occurrence is found in the transactions of the Royal Society of London. In the Colliery Managers' Handbook, 1898, Caleb Pamely writes of an explosion that occurred at Fatfield, England in August 1708, resulting in the deaths of 69 persons. He states: "Three of them, viz, two men and a woman, were blown quite up from the bottom of the shaft, fifty-seven fathoms deep, into the air, to a considerable distance from the mouth of the pit." It is interesting to note that women were employed as miners in England during that period. In the United States, the first record of coal mined was in 1702 by the Jamestown colonists. In 1786, about 20 years after Pittsburgh, PA was first settled, a charter was granted by William Penn to mine coal on the banks of the Monongahela River. Then in 1803, the first important coal company, the Lehigh Coal Co., was established. From this beginning, the mining industry continued to grow in importance and the first state mining law was formulated in 1870. The Pennsylvania state mining law was followed in 1873 by Ohio's, and in 1876 by Maryland's. A mine explosion at Avondale, PA in 1869 stimulated state legislatures to formulate these early laws. In 1907 near the town of Fairmont, WV, there were, within three days, two explosions resulting in a total of 597 deaths. Because of this, the federal government took action and by 1910, the US Bureau of Mines had been established. This was perhaps the most significant change in health and safety for miners during the first half of the 20th century as the USBM concentrated its entire efforts in the study, research, and testing of methods totally directed towards improvement of the health and safety of the miner. After a mine disaster in Illinois, a federal law was passed in 1940 calling for federal coal mine inspectors. Then in 1969, Congress enacted the Federal Coal Mine Health and Safety Act following a mine explosion near Farmington, WV. In 1977, the law was revised and included noncoal mining operations.

In the aftermath of the September 11th attack on the World Trade Center, groundwater control was of immediate concern. Water in?ow from the adjacent Hudson River through the compromised slurry wall ‘bathtub’ surrounding the site, ruptured water and sewer mains, and saturation from fire hoses all contributed to an already critical situation, further hampering the recovery and rehabilitation effort. An extensive pumping and deep well installation program was initiated, focused on reducing the hydrostatic loading to the severely damaged perimeter slurry wall.

In a 2007 report to the U.S. Congress, the Office of Mine Safety and Health Research of the U.S. National Institute for Occupational Safety and Health (NIOSH OMSHR) stated that built-in-place refuge alternatives (BIP RAs) provide significant advantages over mobile refuge alternatives. At present, the requirement to locate refuge alternatives within 305 m (1,000 ft) of working faces makes BIP RAs impractical in most coal mines. BIP RAs would be practical if three issues are addressed: (1) allowing BIP RAs to be located at greater distances from the working face, (2) developing a reliable process for the design and approval of BIP RA stoppings that meet the 0.1-MPa (15-psi) design criteria, and (3) developing systems that reliably deliver breathable air to the refuge alternative. In 2015, NIOSH OMSHR conducted a study of these three issues and issued a report. In the report, justification was provided for allowing the placement of BIP RAs at greater distances from the working face than the currently mandated 305 m (1,000 ft), guidelines were developed that could be used by industry when submitting BIP RA stopping design applications for approval which are patterned after the Mine Safety and Health Administration guidelines for coal mine seal design applications, and insights were provided into options for providing a reliable supply of clean, breathable air to BIP RAs. This paper presents a summary of the study’s findings and also addresses issues discovered during the building and designing of a BIP RA that OMSHR researchers constructed in NIOSH’s Experimental Coal Mine in Pittsburgh to research the testing and improving of BIP RAs. These issues include several issues related to the delivery, distribution and exhaust of ventilation air to the BIP RA and some general construction issues that require further investigation.

COAL CHARACARISTICS AND PREPREPARATION REQUIREMENTS Preparation and Market Specifications The national ambient air quality standards (NAAQS) established by the Environmental Protection Agency in 1977 require that when coal is burned, the environmental degradation should be a minimum. For this reason, even coal containing low ash and sulfur must be used in compliance with the NAAQS. The most important pollutants resulting from the combustion of coal are ash, SO2, and NOx gases, and the particulate matter escaping with the combustion gases. The ash is the residue left after complete combustion of coal. It results from the inorganic mineral matter existing in the coal before it is burned. The SO2 results from the combustion of inorganic and organic sulfur associated with the coal. The inorganic sulfur may occur as pyrite, marcasite, or as sulfate sulfur of mostly iron and calcium. The authorities disagree in the definition of organic sulfur in the coal. However, according to ASTM Standard D2492-77,1 the organic sulfur is that sulfur occurring in the coal after subtracting the sum of pyrite and sulfatic sulfurs from the total sulfur in the coal. The NOx gases are produced from high temperature oxidation of nitrogen in the coal that is released into the atmosphere. The particulate matter may consist of fly ash and unburned coal. Selective Mining The cleaning of coal from included ash and sulfur-bearing materials should start at the working faces of surface or underground mines. This can be done by (1) mining only those seams which meet certain quality standards, (2) not mining sections of the seams which may cause deterioration in overall quality of the mined coal, and (3) using a mining method that allows selective mining of coal areas or horizons either underground or on the surface. Since these steps improve the coal quality before the coal reaches the preparation plant, they can be considered to constitute precleaning of coal. During the exploration and development stage of a mine, core and channel samples taken from the coal seam are used to determine (1) petrographic analysis and physical properties,2 (2) character of roof and floor of the seam, 3,4 (3) character and quality of impurities,5 (4) proximate and ultimate analysis, and (5) washability characteristics. However, all of these parameters are subject to considerable variation even within the same seam during the advance of the coal face. This creates a problem in meeting the market demand for coal quality if the coal is to be shipped directly from the mine. If the mining operation is large enough, special blending silos or mechanical blending systems may have to be used to provide uniform quality to the market. Within the investigation works for the Copenhagen Cityring metro, Geo/CMT have carried out 90 geotechnical boreholes. Together with the previously available investigation, this resulted in more than 15 km of vertical drillings and several thousands of laboratory tests. The design is made for 17 stations, four shafts and two parallel 16 km long tunnels. The geotechnical investigation and design have been carried out in several stages comprising appropriate refinement of structural design and design of excavation operations, including TBM break-in and launching operations at each station shaft. Acceptance of the solution and / or refinement of the investigation and design schedule in the next stage were based on the geological conditions, area availability at surface level, planning and cost-control criteria. The applied recursive design refinement is presented herein with an example of the Østersøgade shaft location.

"Hecla - Lucky Friday is an underground mine that has been in operation for 75 years and produces from depths over 2.3 kilometers (7,500 ft) below the surface. Technical issues at this depth include high rock temperature and seismicity. The use of new innovative mechanization is being examined for ore production. Principal advantages of mechanization are the reduced exposure of personnel, reduced seismic triggers, and increased efficiency. Lucky Friday has partnered with Atlas Copco to design, build, test, and deploy a mechanical miner for primary ore production. We will discuss the background, concept, development and deployment strategy for a mechanical miner. BACKGROUND The Coeur d’Alene mining district in northern Idaho was first discovered over 130 years ago and has been the most prolific silver producer in the US. The Lucky Friday mine of Hecla Mining Company (Figure 1) is the oldest (76 years) and deepest mine in the district, producing approximately 725 tonne per day (800 tons per day) from narrow, vertical lead-zinc-silver veins. Cut and fill stoping is currently employed at depths to about 2.3 km (7,500 ft) below ground surface, making it one of the three deepest mines in the western hemisphere. The #4 Shaft, a winze collared at approximately 1.8 km (5,900 ft) below surface and extending to a depth of nearly 2.9 km (9,600 ft), was recently completed to exploit the high-grade 30 Vein, whose resource has been identified to at least 3 km (9,700 ft) in depth.As with other deep mines worldwide, a number of challenging engineering issues occur, including: high in situ rock stress, squeezing ground, seismicity, high in situ rock temperature that requires refrigeration, diesel equipment that generates diesel particulate matter (DPM) requiring high ventilation airflow rates, and long travel times for worker transport to mining areas."

The function of the mine surveyor is to (a) provide a network of points of accurately known position, covering the entire mine property, (b) obtain the required data for the preparation of useful maps and sections! (c) provide position and directional control for the guidance of the operations, (d) measure the progress of the work, (e) measure the movement of rock masses, and (f) make miscellaneous surveys as needed. Mining properties range from the very small to the extremely large, and from those which involve only surface operations to those involving extensive underground workings. Active mines undergo constant change, necessitating continual updating of the surveys. The differences in the character of the deposits, the scale of mining and the mining methods result in large differences in the surveyor's activities and techniques, but many of the problems involved are common to most mines. The surface work of the mine surveyor is very similar to that, of the plane surveyor in that control points are established by triangulation, trilateration and traversing. Detail is taken by direct measurement, by stadia and by aerial photography. The equipment used, the techniques and the methods of processing the resulting data are likewise very similar. However, the underground work is quite different : A. The lines of sight frequently must be carried through constricted openings, often involving short lines of sight and awkward setups. B. The lighting often is poor, requiring illumination of the backsights and foresights, and the crosshairs. C. The ambient conditions often are difficult, involving falling water, high tem- peratures, poor visibi 'kv and heavy traffic through the area being suneyed. D. The surrounding rock map be unstable, resulting in movement or loss of the surveying stations, as well as hazard to the surveyors. E. The points to be measured often are difficult or impossible to reach. F. Steep vertical sights often are necessary, requiring the use of special equipment. G. Many working levels commonly are involved, requiring the transfer of position and orientation to each with a high level of precision. This section therefore will concentrate on surveying problems peculiar to the mine surveyor, chiefly underground work. 22.1-THE MINE COORDINATE SYSTEM A system of coordinates is essential for all permanent mining operations It is very desirable that all mining operations in a ,given area b~ tied into the same system, as this minimizes problems of boundaries and connections Whenever possible this system should be tied into and made part of the state or regional grid system. It is desirable to orient the coordinate grid on a true-north line and to position the origin of the coordinates so that all of the work will be in the "northeast" quadrant, making the north and east coordinates always positive. This can be done by subtracting suitable constant values from the north and east coordinates of the regional system The residual values are of more convenient magnitude and can be used as the local mine coordinates. If the long axis of the mineralization is not generally north-south or east-west.

"Construction of the largest desalinization plant in the Americas has commenced in northern Chile. It is part of a several billion dollar expansion at a copper mine whose operations nearly stopped due to the challenge of securing a reliable source of water from the Pacific Ocean in a safe and environmentally sound manner. This paper discusses the risk management, design and construction of a quadruple chamber intake and outfall shaft, high capacity pump station, three 7m diameter vertically drilled marine shafts and three subsea tunnels constructed through challenging Andean hard-rock geology. The three 2.5m diameter subsea microtunnels are being mined with vertical curves through variable quality rock 30 meters beneath the ocean and retrieved in the wet from the 7m diameter marine shafts. INTRODUCTION AND BACKGROUND The battle for securing the rights to a constant water supply is a worldwide issue and nowhere is that more evident than the Atacama Desert of Chile, the world’s driest place with areas of the desert that have not seen rainfall in recorded history. The Atacama Desert also happens to be home to some of the world’s largest ore deposits which require huge amounts of water to extract and process. What available water there is comes from three main sources: deep seated wells, glacial water from the Andes Mountains, and desalinated water. Vying for water from wells and glacial streams and lakes are numerous agricultural and domestic facilities in the valleys surrounding the Atacama Desert. Environmental regulations and legal rulings have limited the amount of “natural” source water which can be used for mining purposes. Desalination plants are a known solution for combating water scarcity, albeit a costly one. The total estimated cost of constructing this desalination plant is over $3B USD, which will include a 2500lps capacity and an approximately 118km pipeline from the coast up to the mine located in the Andes. The overall scope of the project includes design, procurement, and construction packages for the 2500lps desalination plant including the seawater reverse osmosis plant, water conveyance to the mine, power transmission, the reservoir and the marine works package which forms the basis of this paper. During 1983, 42.2% of the 686.0 (624.3 Mt) million tons of coal reported, 289.6 (263.5 Mt) million tons were mechanically cleaned, of which 107 (97.4 Mt) million tons were cleaned by dense media (magnetite and sand) processes.' The percentage of bituminous coal and lignite cleaned mechanically by dense medium processes increased from 7 to 38% between 1938 and 1983. The Electric Power Research Institute estimates that 150 million tons (137 Mt) of coal were cleaned by heavy-media processes in 1986, and that this number may increase to 265 million tons (241 Mt) by 1990.2 Dense medium separations include those coal preparation processes that clean raw coal by immersing it in a fluid having a density intermediate between clean coal and reject. As there is a general correlation between ash content and specific gravity, it is possible to achieve the required degree of removal of ash-forming impurities from a raw coal by regulating the specific gravity of the separating fluid. Dense medium processes generally offer the following advantages over other coal cleaning processes: • Ability to make sharp separations at any specific gravity within the range normally required even in the presence of high percentages of raw coal whose specific gravity is near the specific gravity of separation. • Ability to maintain a separating gravity that can be controlled within + 0.005 sp gr units. • Ability to handle a wide range of coal sizes. • Ability to change specific gravity of separation to meet varying market requirements. • Ability to handle fluctuations in feed, in terms of both quantity and quality. Unfortunately, dense medium processes can have the following disadvantages: • Relatively high capital costs caused primarily by the need for equipment to collect and recycle the medium. Relatively high operating costs caused primarily by operation of medium recycle equipment and loss of medium.

"Great effort has been expended for more than 40 years to improve the workplace safety and health of surface and underground miners across the United States. When looking at the past decade, withstanding the 2010, Upper Big Branch (UBB) disaster that took the lives of 29 miners, this effort has resulted in a generally decreasing trend from 57 fatalities (22 coal; 35 metal/non-metal) in 2005, to 45 (16 coal; 29 m/ nm) in 2014. Through August of this year, there have been 23 mining-related deaths (eight coal; 15 m/nm). These results reflect continued diligence and perseverance on the part of miners that stay true to our legacy; and demonstrate significant investments from mine-site leadership, mining corporations, and state and federal regulators. However, over the past five years there have been an average of 32 fatalities per year, with a low of 36 (2011 and 2012) to a high of 45 (2014). If we know that there will be somewhere between 30 and 50 mining related deaths next year, which of us will volunteer to be counted as one of the numbered? Clearly, we all agree that one fatality is too many; and as evidenced by changes following UBB, deaths in any sector are deaths reflective of all mining across all sectors.The impact of each miner death touches us all. Miner’s deaths are felt deeply by family and friends, most significantly the children; their communities in which they served, supported, and worshiped; and by society that has lost a hardworking, dependable contributor. Further, to take a slightly cynical, but realistic view, miner fatality events impact the financial vitality of mining and contracting companies and broadly diminish investor confidence. Just as important, these events significantly impact our communities and result in negative public perceptions, which ultimately drive regulatory policy and related compliance pressures. This resulting pressure forces operations to broadly address safety and health gaps in very specific ways (i.e., see U.S. Mine Safety and Health Administration (MSHA) regulations regarding lids for trash cans) minimizing a mine site’s opportunities for operational flexibility. To break this cycle that is the operational reality, mining companies are focusing tremendous efforts on fatality prevention and specifically on dedicated investment to prevent multiple fatality events."

Minera Escondida is the world's largest copper mine. Its capacity is more than 800 kt/a (880,000 stpy) of copper. The Escondida open-pit mine operates at an elevation of 3,100 m (10,170 ft). It is located in the Atacama desert about 160 km (100 miles) southeast of the port of Antofagasta. At Coloso, 14 km (8 miles) south of Antofagasta, copper concentrate is dewatered by filtration for storage and shipment to overseas markets (Fig. 1). Concentrate filtrate water, after being treated to remove suspended solids, is discharged at 60 m (200 ft) depth into the Pacific Ocean. This effluent is free of particulates. However, it does contain metal levels above US Environmental Protection Agency (EPA) receiving water criterion. EPA standards are more strict than Chilean receiving water guidelines. However, a multiport diffuser provides rapid mixing of sea water with effluent to ensure metal levels in the receiving water remain below EPA receiving water guidelines. The Escondida Mine began operation in December 1990 at a rated mill capacity of 35 kt/d (38,500 stpd). Since then, the complex has since undergone three expansions. In 1996, it processed 115 kt/d (127,000 stpd) of ore. At Coloso in 1993, about 25% of the copper concentrate was fed to an ammonia leach plant for solvent extraction and electrowinng of cathode copper. This plant is designed to produce 80 kt/a (88,000 st/year) of cathode copper. In 1995, the ocean diffuser system's capacity was doubled to accommodate increased flows to a maximum 50 L/sec (793 gpm). This was achieved by extending the diffuser chamber by 32 m (105 ft) and adding 16 nozzles, which doubled the diffuser's capacity. In November 1996, Rescan Environmental Services began a field verification of the outfall/diffuser system's performance. The study's objective was to determine the performance of the outfall/diffuser system by measuring dilution factors using fluorescent Rhodamine dye and to determine if copper concentrations are below the US Environmental Protection Agency (EPA) water quality criterion of 2.9 µg/L total copper (EPA, 1986). Rhodamine dye was injected into the outfall/diffuser system. An oceanographic survey using an in situ fluorometer was conducted to measure dye concentrations in the effluent plume. Water column characteristics were also measured. These included current speed and direction.

Freeport-McMoRan Copper & Gold, Inc. (FMI) will soon begin copper production from the Dos Pobres and San Juan deposits near Safford, Arizona. Ore reserves total 615 M tons grading 0.36% copper, predominantly as chrysocolla. Copper extraction will be by leaching with sulfuric acid. Fluor Canada Ltd. provided EPCM services to design an ore handling and conventional SWEW facility capable of producing a nominal 240 million pounds per year of cathode copper. The ore handling facility will process 114,000 tons per day of ore through three-stage, open-circuit crushing followed by agglomeration and product placement on the permanent leach pad. Stacking of ore on the leach pad will utilize Terra Nova Technologies' "Super Portable" mobile stacking system. The stacking system fleet consists of 13 self- propelled, crawler-mounted mobile conveyor units, each with 72-inch-wide belting and a capacity of 6,800 tons per hour, including ten 250-foot-long portable conveyors, a horizontal feed conveyor, a 285-foot-long horizontal conveyor and a 220-foot-long radial stacker. PROJECT BACKGROUND Project History The Safford Leach Project is located in the Safford mining district in Graham County, Arizona, approximately eight miles northeast of the town of Safford and 170 miles east of Phoenix. The 3,360-acre property is located in the Gila River Valley, immediately south of the Gila Mountains, at elevations between approximately 3,000 and 5,400 feet above sea level. The Safford Leach Project is comprised of the Dos Pobres and San Juan deposits, two of five known copper ore deposits in the Safford mining district.

"In mechanized tunneling the annular gap between the segmental lining and the surrounding soil caused by tunnel driving, must be backfilled almost instantaneously with an adequate grouting mortar. The objective of this research is to perform a fully three dimensional modeled parametric study using FLAC 3D and evaluate the effects of backfill grouting on the tunneling performance. The research focuses on comparisons between different injection materials and state-of-the-art Bi-Component grout and their effects on the settlements on the surface. The research consists of testing a regular situation of tunnel excavation using a shielded machine with face under pressure. The tunnel dimensions and the soil properties are selected as close as possible to the reality and based on Turin Metro case. 1 INTRODUCTION Excavation of tunnels in urban areas can induce ground movements, which have negative effects on existing structures. In such scenarios, shield tunneling has become a well-accepted construction method in various ground conditions. It is characterized by relatively complex interactions between the soil, the tunnel boring machine (TBM) itself, the tunnel lining and the tail void grout. The problem to control the settlement depends on the face pressure, ground properties and back filling procedure and material of the tail void. The face pressure acts against the front to guarantee the face stability. In case of EPB TBMs the stability of the tunnel face is ensured through the excavated soil itself, which is conditioned and is maintained in compressed state within the excavation chamber. When excavating with TBMs a tail void is created between ground and the lining (Fig.1) after the TBM excavation and ring assembly that must be backfilled instantaneously by injecting the backfill material through the TBM’s tail shield. The process is of primary importance as it reduces the surface settlements and creates an immediate link between the ground and lining, sealing against ground water and leakage, reducing the differential movements between segments and providing long-term stability. The most used backfilling materials are: Inert mixtures that do not contain cement instead sometimes they are replaced by fly ash or other substitutes. A typical design of an inert mortar consists of sand, fly ash, bentonite and water. Pea gravel, which is constituted of granular materials with grain size ranging from 8 to 12 mm. This mixture is highly recommended for tunnels being constructed in rock mass with little deformation rates.Cement mortar is composed of cement, water, aggregates and sometimes bentonite. Cement controls the principle mechanical property of the mix, which can reach high values of 15-20 MPa in 28 days. The aggregates contribute towards the shear strength and reduce the pumpablity of the mix (Thewes and Budach, 2009). The reduced active systems have a cement content of 50-100 kg/m3, whereas the active system the binder component derives full hydration with cement content of over 200 kg/m3 ."

An upgrade to Vale?s existing Clarabelle dual-pinion, semiautogenous (SAG) mill was completed by the power and automation technology company, ABB. The mill is used to reduce the size of the ore at the company?s nickel and copper mines in the Sudbury area. The project was completed on time and on budget with an excellent safety record. Located in Ontario about 400 km (250 miles) north of Toronto, Vale?s Sudbury operations are primarily underground nickel sulfide mines, with integrated mining, milling, smelting and refining operations. One of the characteristics of Clarabelle Mill is to accept nickel-copper ore from various sources and companies and to produce a nickel-copper concentrate and copper concentrate for further processing. The size of the ore is further reduced in SAG mills, rod mills and ball mills, where all milling is done wet.

Coal has traditionally been an integral part of life in Kentucky. Coal mining produces a large part of revenue for the Commonwealth of Kentucky and provides a significant number of jobs to the residents of eastern (less in western) Kentucky. Recently, however, the coal industry of Kentucky has had to endure many hardships. The Clean Air Act set forth sulfur dioxide emission standards which have severely affected much of the coal mining industry in Kentucky, because much of the coal mined in Kentucky has a high sulfur content. In this paper, the background around the effects of Clean Air Act on the coal industry is introduced. The economic and social effects of the Clean Air Act on the Kentucky coal mining are addressed.

I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. Fourth and finally, it is important to note that this paper, at least in so far as it concerns the specific requirements of particular regulations, will likely soon be out of date in some important respects.
