Introduction Coeur d'Alene Mines Corp.'s largest precious metals property is located in the historic Rochester Mining District 40 km (25 miles) northeast of Lovelock, NV. The property encountered cold weather operational problems soon after its fall start-up in 1986 due to its elevation of over 1830 m (6000 ft). The problem of ice buildup on the heaps because of sprayed solution application was faced immediately. It was felt that allowing ice to build up all winter long until a spring thaw was impractical due to the large area under leach. Further, the operating cost and delivery schedule for a solution heating system was unacceptable. The development and installation of a leach solution distribution system using drip emitters made efficient, cost-effective winter operation possible. Other benefits of this system have also been observed and are discussed here. General process description 15,422 kt/day (17,000 stpd) of - 1.27-cm (-1 /2-in) crushed ore from the three-stage crushing plant are delivered to the leach pad using 77.1 t (85 st) rear dump haul trucks. The ore is drifted into place with a D-9 bulldozer. Leach panels are contiguous and are approximately 8861 m'(90,000 square ft) in area built in 6-m (20-ft) lifts. New panels are built on top of older areas to a final height of 61 m (200 ft). Each panel is ripped and cross-ripped prior to leaching. Barren solution is distributed to the heap using drip emitters at rates of 0.02 to 0.41 L/min/m2 (0.0005 to 0.01 gpm per sq ft), depending on the age of the panels. The pH of the leach solution is 10.7 with a cyanide concentration of 0.75 kg/t (1.5 lb per st). Approximately 50% of the silver and 80% of the gold are finally recovered. Pregnant solution percolates though the heap and flows by gravity into one of two 9.46 ML (2.5 million gal) pregnant solution ponds. The solution is then pumped to a conventional Merrill-Crowe process plant. Clarification takes place in three 9464 L/min (2,500 gpm) capacity filters. The solution is then pumped to a packed vacuum deareation tower for the removal of dissolved oxygen. Typical deareated solution contains 0.7 parts per million dissolved oxygen. Precipitation of gold and silver is accomplished by adding a zinc dust slurry to the deareated solution at the suction of the filter press feed pump. Precipitated gold and silver are recovered in three recessed plate and frame filter presses. Barren solution is discharged into a 11.7 ML (3.1 million gal) pond where cyanide makeup occurs. This solution is pumped back to the heap for further leaching. The precipitate filter cake, containing approximately 75% dore (Ag + Au), is then fluxed with anhydrous borax, soda ash, sodium nitrate and fluorspar to yield a neutral, bisilicate slag. The fluxed precipitate is then charged into a propane-fired melting furnace and heated to 1150° C (2100° F) for 3 1/2 hours. Slag and dore bullion are poured into conical cast iron pots yielding buttons of 800 to 1000 troy oz. The dore typically contains 98.5% silver and 1 % gold. Slag is crushed and tabled to recover the trapped dore blebs and beads. Concentrate from the table is returned to the furnace. Table tails are sent to the crushing circuit and out to the leach pad. Solution application The area kept under leach at Rochester is approximately 130 000 m2 (1.4 million sq ft). Barren solution is delivered to the pad at 21.2 kL/min (5600 gpm) for a resultant application rate of 0.16 L/min/m2 (0.004 gpm per sq ft). A traditional solution sprinkling system using No. 12 Senninger Wobblers with individual pressure regulators was installed at the onset of leaching activities. The Wobblers were placed at 9.1-m (30¬ft) staggered centers and were fed off of a gridwork of Yellowmine plastic piping. Solution flow rates were moni¬tored to each panel. The onset of cold weather with an average nighttime temperature of -12° C (10° F) made it apparent that continual operation would not be possible with the sprinklers. A significant amount of ice was built up on top of the heap, making maintenance and pipe removal dangerous, if not impossible. Leach solution application was restricted to daylight hours to inhibit ice formation. Process plant flow rates were reduced to maintain steady-state operating conditions. However, as daylight temperatures dropped below freezing, ice continued to accumulate due to the sprays. Besides the obvious operating hazards brought on by the growing icefield, there was also the potential environmental hazard associated with an early thaw melting the ice too rapidly for the solution containment facilities. One other option for preventing ice formation was heating of the barren solution prior to spraying. Initial plant design allowed for expansion of the propane storage and distribution system as well as modification of the barren piping for a solution heater. This option was not exercised because the operating costs for an adequate system would have been prohibitive, and timely delivery of a system was not available. An investigation was conducted on the various drip irriga¬tion products available, since subsurface solution applicators would eliminate ice formation altogether. Systems utilizing external flow emitters were ruled out because of their ten¬dency to clog when buried. Emitter systems using perforated tubing were also eliminated from consideration due to their inability to adequately control flow over required lengths of tubing. An in-line emitter system was finally selected which demonstrated clog resistance and adequate flow control, enabling direct burial.

Under various state laws enacted mostly within the last 20 years, reclamation requirements and standards for hard-rock mining operations have been established virtually everywhere in the western United States. Unlike the uniform and detailed coal mine reclamation requirements under the federal Surface Mining Control and Reclamation Act ( "SMCRA" ) and state programs mode led after SMCRA, the various state law hard-rock mine reclamation requirements are based upon a variety of objectives, and therefore are subject to varying standards from state to state. While the diversity of reclamation requirements complicates the determination of what reclamation measures will be required at any particular mine, there are valid reasons for this diversity. There are dozens of different commodities mined in the United States, and mining methods are different for each commodity. Local natural conditions such as climate, precipitation, geology, hydrology, and biology vary widely across the county. Site-specific conditions also affect mining and reclamation methods. Also, factors such as economics, land use, and environmental protection issues receive different priorities in different states and communities within those states. State reclamation requirements in general provide the flexibility to consider site-specific circumstances, allowing operators to design and engineer the best reclamation measures for each mining site. To the mine developer or manager, reclamation requirements must be translated into design, operational, and closure measures for mine planning. Each of these measures must then be assigned additional costs to be factored into the economic decisions for a particular mining operation. On a broader level, reclamation costs must be factored into decisions such as where to invest in exploration and mine development. The purpose of this paper is to provide a summary of the state non-coal mine reclamation requirements in twelve western states. This summary comparison may be useful as a starting point in considering how local reclamation requirements will impact potential mining costs.

"PROJECT OVERVIEWThe Liantang/Heung Yuen Wai Boundary Control Point (BCP) and Associated Works will be the seventhland crossing between Shenzhen and the Hong Kong Special Administrative Region (HKSAR) of China.The project includes site formation of about 23 hectares of land for the development of the BCP and anapproximately 11-kilometre (km) long dual two-lane trunk road (the “Connecting Road”), connecting theBCP with the existing Fanling Highway. The route alignment is within a relatively rural area of HongKong, with very limited similar infrastructure works carried out nearby. It passes beneath bothmountainous terrain, and alluvial plains, and falls within an area of several major regional faults andassociated metamorphism, resulting in a complex variety of ground conditions.ALIGNMENTThe Civil Engineering and Development Department of the Government of the Hong Kong SpecialAdministrative Region carried out extensive public engagement in selecting the alignment of theConnecting Road. Over 70 consultation forums with public bodies, including the District Councils, RuralCommittees, local representatives, etc. were held during the alignment design process. In order toalleviate the concerns of various nearby villages, and to minimize land clearance and environmentalproblems, the original alignment of 10 km long (3.5 km of tunnels and 6.5 km of viaducts) was revised toits final alignment of 11 km long which comprises 5.7 km of tunnels, 4.3 km of viaducts and 1.0 km of atgrade roads.The finally adopted alignment commences at the southern end with an interchange with the existingFanling Highway, part of Route 9, which is a dual three lane expressway currently being widened to dual4 lane. Alongside the expressway is the main rail connection to the mainland of China, and theinterchange viaducts connecting to the southern portal of the Lung Shan tunnel must cross over thisrailway. The southern portal is located in the foothills of Lung Shan, and the 4.8km long tunnel is alignedin a north-northeasterly direction. The southern half passes under mountainous terrain of Lung Shan,and then crosses a valley containing the Kwan Tei river. The northern section comprises low hillsseparated by an alluvial plain and Tan Chuk Hang village area. At the northern end, the tunnel turns tothe north-west to connect with Sha Tau Kok road, an existing single carriageway road, with a newroundabout interchange. Mid-way along this tunnel there will be a ventilation building, connected to the main tunnel by a 330m long ventilation adit. To the north-western side of this interchange is the900m long Cheung Shan tunnel, and after this the remaining 4.3km of the highway connecting with theBoundary Control Point is to be constructed as an elevated viaduct. The alignment is shown in Figure 1."

"The 13.2 m external diameter double deck Istanbul Strait Road Tube Crossing is one of the most challenging underwater tunnel projects in the world. Subjected to 11 bars of hydrostatic pressure, variable geology, and being in a very active seismic area, the execution of the project required innovative solutions, sophisticated construction techniques, and prudent risk management approach. The 5 km tunnel consists of 3.4 km TBM bored tunnel, 1 km twin NATM tunnels, and cut and cover sections. The project is being delivered in a Build-Operate-Transfer (BOT) contract in a public-private partnership. The technical challenges, coupled with financial and commercial risks required the implementation of sophisticated risk management tactics including the provision of Independent Design Verification. Presently, the project is in its advanced stages of construction with a recent successful TBM breakthrough on August 22nd 2015. The paper presents the technical challenges of the project from the design, construction, and risk management aspects and provides the status of the construction. PROJECT BACKGROUND The $1.245 billion Istanbul Strait Road Tunnel Crossing project, dubbed the Eurasia Tunnel, is one of several major infrastructure projects being implemented in the Republic of Turkey in a public-private partnership approach. The project provides a direct and easy connection between the Anatolian (Asian) side of Istanbul and the heart of its historical district on the European side across the Bosphorus Strait which connects the Black Sea with the Sea of Marmara. Upon its completion in 2017, the project will improve connections to a wide network of motorways on both sides, increase capacity across the Bosphorus by 100,000 vehicles a day, reduce congestion and save motorists an average of 45 minutes of commuting time in each direction, and bringing significant economic benefits to the city and the region; it will ease traffic across the strait, reduce congestion, decrease pollutants and emission while maintaining the historical silhouette of the city. Figure 1 provides a general view of the project location and alignment. The overall project consists of three parts totaling 14.6km. Parts 1 and 3 consist mainly of widening existing motorways, providing connections to existing roads, reconstructing local bridges and underpasses on the European and Anatolian sides respectively. Part 2 is the tunnel crossing across the Bosphorus; it is the most complex part of the project with the greatest challenges and risks. Part 2 is 5.4 km long consisting of 3.4 km of 13.2m external diameter TBM bored tunnel under the Bosphorus Strait, 1-km of twin NATM tunnels on the Asian side, cut and cover transition boxes in the Asian and the European sides and depressed approaches on both sides. In addition, this segment includes the toll plazas, ventilation buildings, and the tunnel control and maintenance facilities."

The viscosities of various FeO-SiO2 slags were calculated using a previously developed structural-based model. Using hole theory and the atomic pair model, an expression was derived to relate the viscosity to temperature and the fraction of the bridging oxygen in silicate melts. The deduced equation was successfully applied to predict the viscosities of FeO-SiO2 slags in the composition range of 0.1 < XSi02 < 0.423 for several temperatures. The calculated data agree well with the experimental viscosity data.

Zeolites are common secondary components of a variety of igneous rocks. However it is extremely rare to reach such abundances to form a rock. An unusual rock composed almost entirely of natrolite, a zeolite mineral, has been discovered ; in a mountainous terrain called the Kop mountain range in the eastern Turkey. In the region, country rocks are essentially metamorphic rocks. These unique rocks are resulted through metasomatic changes acted on microdioritic and andesitic parent rocks occurring generally as dikes and stocks in the country rocks consisting chiefly of serpentinized harzburgites. These metasomatic rocks are investigated with respect to their mineralogical, petrographical, and geochemical characteristics. These products consisting dominantly of natrolite are termed "natrolitite" and those containing additional pargasite, an amphibol mineral, are termed "pargasite-bearing natrolitite or pargasitic natrolitite ". The dikes and stocks show concentric zoning, each of which has distinct chemical and mineralogical compositions: Na2O and H2O contents show enrichment outward from the core to chill zones whereas, SiO2 and CaO show depletion. Mineralogically, plagioclase variety, abundance and chemistry change outwards from the center due to partial to complete replacement of natrolite: anorthite contents of plagioclases decrease outward, which is indicated by A1203 and CaO decrease and SiO2 and Na2O increase, showing inverse relationship with increasing natrolite content.

Acid rain legislation, the new tax package, excess coal capacity, the effects of low oil prices, how to increase coal exports: These were among the items discussed at the May 4-7, American Mining Congress coal convention in Pittsburgh. Some 2000 people attended the convention, which also offered 15 technical sessions. As always, the state of the domestic coal industry might be characterized as "long-term promise, short-term problems." And one of these problems is acid rain. Acid rain The proposed acid rain legislation in Congress could be the most costly piece of environmental legislation ever written. In its present form, the measure could cost the nation up to $110 billion over the next 15 years. Rep. Henry Waxman&apos;s (D-CA) bill, HR 4567, would mandate large reductions in sulfur dioxide emissions from coal-fired power plants. The bill has more than 150 Republican and Democratic cosponsors. Ed Addison is president of the Southern Co., one of the nation&apos;s largest utilities and users of domestic coal. Addison noted that America&apos;s electric utility industry buys and uses nearly 85% of the coal consumed in this country. He said Waxman&apos;s bill would drive up prices of low-sulfur coal, raise electric rates, and force miners out of work in high-sulfur coal regions. In repeating a standard coal industry response, Addison said the Clean Air Act is doing the job. In recent years, while coal use has gone up, S02 emissions have gone down. Current air pollution standards are producing cleaner air, he said. Despite concern over HR 4567, the bill&apos;s future is uncertain. Several coal industry executives and analysts predict the bill will die under weight of opposition from coal, utility, and steel interests. But the acid rain issue is gaining momentum. Future legislation of some kind is likely. Meanwhile, research continues to develop clean coal technology to deal with the S02 problem. Commercialization of these front-end technologies currently lags public sentiment for acid rain legislation. Ground water runoff and contamination is another area where future legislation would seem likely. Already, one bill has been introduced in Congress. A second is being drafted. The impact of such legislation may be significant according to Bruce Leavitt, a hydrogeologist with Consolidation Coal Co. He said if current proposals are adopted, there will be more federal, state, and local government involvement in ground water regulation. In any event, the coal industry can expect to see more emphasis on preventing acid mine drainage and on water replacement, according to Leavitt. He urged those in the coal industry to present information about mining and ground water. That is needed to prevent misdirected state and federal programs, he said. Another coal industry concern is excess capacity. The industry has the mines, equipment, and employees to produce 15% more coal than at present. Problem is, the markets are not there. Slower-than-predicted growth in electric utility coal use has kept sales sluggish. There are also tax uncertainties. Congress is considering repeal of the investment tax credit and elimination of black lung payments and excise taxes as deductible expenses. One analyst estimates the coal industry would lose $1.1 billion in five years, if the changes are approved. In addition, there are the usual concerns about excessive governmental regulations involving safety and environmental matters. Bill Kegel, for example, said these regulations mean extra costs and delays in developing mines. Kegel is president and chief executive officer of the Rochester & Pittsburgh Coal Co. More than half the electrical power in the US is generated by coal-fired plants. That percentage could slip by a couple of points as nuclear generators come on-line the next few years. About 1990, though, we will see the end of US nuclear plant construction. No new nuclear plants have been scheduled since 1978. So any growth in electric power use should benefit the coal industry. BethEnergy - High Power Mountain During 1985, BethEnergy - a Bethlehem Steel Corp. - subsidiary developed High Power Mountain, a 1.8-Mt/a (2-million-stpy) surface mine in West Virginia. Construction saw movement of more than 3 hm3 (4 million cu yds) of earth. A computerized 544 t/h (600 stph) heavy media cyclone prep plant and a 3.6-kt/h (4000-stph) railroad loadout facility were built in six months. And a 5.6-km (3.5-mile) railroad spur and loop bridging a major highway were constructed. Larry Willison of BethEnergy noted the project&apos;s ambitious construction schedule. It was forced by the need for the project to be market driven and - lacking available capital - externally financed. BethEnergy did several things before obtaining with Detroit Edison a market for 0.9 Mt/a (1 million stpy) of coal. Willison said his company prospected and proved the eastern half of its 8-km2

Spectroscopic techniques are becoming increasingly popular for characterizing the interior of adsorbed layers of surfactants and polymers at solid- liquid interface as well as in the identification of com- pounds on mineral surfaces. This review encompasses the application of fluorescence and ESR spectroscopic techniques to reveal the microscopic environment of the adsorbed layers of surfactants and polymers on minerals with a special reference to the adsorption of anionic surfactants (e.g., sodium dodecyl sulfate) and polyelectrolytes (e.g., polyacrylic acid) at positively charged mineral (e.g., alumina) - water interfaces. Finally, the utility of XPS and auger techniques to identify the surface elemental composition of different mineral species has been related to their flotation efficiency.

The mechanistic approach to comminution consisting of incorporating particulate breakage functions into a suitable population balance equation has been developed by a number of researchers over the past decade or so. (1) To date this approach has been developed and demonstrated primarily for batch-operated, laboratory or small-scale ball mills. However, since industrial mills are mostly quite large and operated in the continuous mode; suitable population balance models and methods for obtaining the necessary breakage and other model parameters must be developed. This paper describes and investigates a radioisotope tracer technique for this purpose, Population balance models previously developed(2,3) are adapted for this study.

"Improved safety and more environmentally friendly operation are basic advantages of mechanical excavation over the drill and blast method. Raise Boring Machines (RBMs) are one of the types of these machines which have recently been increased use in Turkey. The excavated hole with RBM is more stable than other methods and has better air flow, making it ideal for ventilation shafts. This paper is a summary of the performance of a RBM in the Balya PB-Zn Mine in Turkey. Length and diameter of the ventilation shaft are 200 m and 2.4 m, respectively. The geological and geotechnical characteristics of the strata excavated in the mine are first given and later the validity of a model developed to predict the machine performance is discussed. It is believed that the results of this study and the model given to estimate the performance of the RBM will be useful guide for future applications. INTRODUCTION Raise boring technology was developed to meet the demands of the mining industry, but has also found numerous applications in tunneling or infrastructure projects for ventilation purposes. Raise boring machine uses a small diameter drill rod, around 230-350 mm to drill a pilot hole down to the required depth up to around 2000 m. Once the pilot hole has been drilled to the desired depth, a reamer of up to 9 m diameter is attached to the drill rod. The reamer is then pulled back up to the upper level, creating a round shape. Continues operation provides a faster advance rate than other methods. RBMs are suitable both in hard and soft rock. The flexibility in different angles and diameters is a great advantage compared to drill and blast excavation method. RBM creates a shaft with smooth walls which usually does not require lining. The hole is more stable than a drilled and blasted method and has better air flow, making it ideal for ventilation shafts. Raise boring is convenient method in competent rock; however several problems are faced in geological formations where geological discontinuities are dominant. Moreover, assembly and disassembly time may be long in some cases. The performance and operational parameters of the excavating machine should be predicted prior to starting the excavation operations in order to fulfill the economic requirements of the project. In the light of this fact, the main objective of this investigation is to summarize a case study on raise boring machine performance and suggest a new model based on laboratory test results. First, general description of the mine and project are provided. Then, the physical and mechanical characteristics of the samples taken from project area are discussed. In the third section, performance and operational parameters of RBM are investigated to understand the machine behavior in different rock characteristics and also to collect a useful database for further investigation. In the fourth section, a new model for performance estimation of RBM are recommended."

A wind tunnel investigation into the fundamental characteristics of jet fan performance is described. The effects of varying fan positioning in a square tunnel cross section are reported for two fan outlet diameters and velocities. Tests were conducted, also for a jet fan placed in a flow developed by an external fan operating in the same direction as the jet fan. The position of the jet fan relative to the tunnel walls was found to affect its performance. Performance parameters were determined and used to formulate theoretical equations based on momentum and energy considerations. The results identified a range of flow ratios which can be used to design an effective jet fan ventilation system and provide a basis for the selection of jet fans for practical mining applications

The Egyptian marine phosphorite of Sebaiya West, the Nile Valley, consisting of both non-oxidized hard siliceous and oxidized leached friable ore types, is subjected to a roughing-cleaning silica flotation circuit for production of wet-process phosphoric acid concentrate. Operating at its maximum capacity of 268 t/hr, the following were the main problems encountered during the early stages of running the plant: 1. The tremendous amount of slimes generated by scrubbing the crushed ore causing turbidity in the plant thickener after a short time of operation, regardless of the added flocculant. 2. Rod mill choking leading to inefficient performance of all other equipment and poor flotation results. 3. The drastic increase in imported oleic acid price. Pulp density and slurry flowrate measurements at different points of the plant as well as ore microscopy, size distribution analysis, chemical analysis and x-ray diffraction analysis of representative ore samples coupled with Work Index measurements of feed samples showed that the wide variation in the ore&apos;s hardness was responsible for such problems. Application of the locally produced non-edible rice bran oil as a substitute to imported oleic acid in flotation resulted in total saving of U.S.$2 million in 1990. The total unsaturated fatty acid content of the oil is high, ranging from 75.2 to 81.5 mole % of which the C18-unsaturated fatty acid content ranges from 72 to 79 mole %.

For reasons of hydraulic design and constructability, water supply tunnel systems are often located relatively deep, in competent rock. Where the rock lies below a thick cover of water bearing soils, artificial ground freezing offers a low risk, cost-effective method of constructing access shafts. Several examples, in Kansas City, MO and in Brooklyn and Queens, NY, illustrate the use of freezing to provide structural support and ground water exclusion. In the case histories presented, the shafts range from 6m to 12m (20 to 40 ft) in diameter and soils vary from clays to boulder beds with depths in excess of 73m (240 ft) to competent bedrock. Where tunnels for infrastructure are designed to be driven in rock, vertical access may encounter a considerable thickness of overburden soils with groundwater. In such cases, shaft sinking problems are analogous to those confronted by mining engineers over 100 years ago. At that time, newly developed refrigeration machines were set to freeze the ground water and stabilize running sands. Although modern technology has refined our efforts, the basic features of the ground freezing to be described here are the same as those used in the last century. Vertical holes drilled on a circle surrounding the shaft site are equipped with leak-free steelpipes through which a refrigerated brine is circulated. In this manner, a frozen cylinder, seated in rock, is formed when the earth freezes between adjacent pipes. Shaft excavations take place inside a self-supporting, ground-water excluding structure. For mines, no better method of sinking production shafts through deepwater-bearing ground has yet been established. Indeed, major deposits of coal, potash, and salt would have remained inaccessible to this day were it not for the continued use of artificial ground freezing. If mine shaft freezing became relatively commonplace, early applications to civil engineering were few. Mussche and Waddington (1946) mention only five projects between 1892 and 1935; three of these relate to subway or vehicular tunnels in Paris, Antwerp, and (the most extensive) at five locations of the Moscow Metropolitan Railway development. In the United States, the method was used to spectacular effect in 1936, freezing about 3,000 cubic yards of silt to stop a slide

Although many notable scientific investigations relating to roof control have been made, roof control still must be considered one of the more baffling problems confronting the miner. Each year contributions are made to our understanding and techniques in dealing with various single phases of the overall problem, however, an equation considering all the variables involved in roof control, if formulated, would indeed be hopelessly complex. Among the factors to be considered is first, gravity which is always acting but which is sometimes less of a problem than lateral forces. There are lateral forces due to expansion, resulting from the weight of overlying rock; to these must be added lateral stresses of orogenic or tectonic orgin, which may be enormous. Stresses due to plastic flow of beds, water pressure, gas pressure, expansion due to absorption of water, faults, joints, fractures, pot heads, and the like may complicate the solution. Therefore, we must base decisions on roof control, and roof bolting in particular, largely on experience, and far too often on few "knowns" and many "unknowns", The development of "in situ" roof trusses may prove of benefit because, they unlike roof bolting, promise positive calculable roof support. These trusses require installation of steel tensioned rods in the roof, which rods are arranged to produce a stress pattern similar to a bridge truss, the roof rock acting to transmit the compression forces. The simplest form of truss (see figure 1) consists merely of two steel rods anchored at the back of holes drilled at an angle of approximately 45° over the pillars, collared near the the middle of the room, the lower ends of the rods being connected together by tierods and turnbuckles. Used in this way, a 3/4" diameter rod can offer greater support than a 10" x 5-3/4" wide flange steel beam. By tightening the turnbuckle, uplist on the roof can be produced,, the downward reaction being transmitted to the pillars by the rods. This simplest form of truss has been used in rooms up to 24&apos; in width. Trusses of four panels, that is, consisting of a truss within a truss, as shown in figure 2, have been used successfully in rooms 30&apos; wide. (figs 2 & 3) It appears a 6 panel truss could be used in a 40, wide room.

As a result of recommendations made in the 1988 Report of the Mine Safety and Health Administration Advisory Committee on Standards and Regulations for Diesel-Powered Equipment in Underground Coal Mines, the Mine Safety and Health Administration (MSHA) initiated a program to develop and test a diesel particulate sampling device. The sampling device employed the principles of inertial impaction to separate respirable dust into two fractions; one fraction containing particulate material having an aerodynamic equivalent diameter equal to, or greater than, 1.0 micrometer, and the other fraction containing particulate material having an aerodynamic equivalent diameter less than 1.0 micrometer. The design criteria were based on data which showed that virtually all of the diesel particulate material and very little of the mine generated dust was less than 1.0 micrometer in size. The instrument was tested in underground dieselized coal mines and in the laboratory. Comparative measurements were obtained with the MSHA designed impactor sampler, a University of Minnesota (UM) designed impactor sampler and MSHA&apos;s standard respirable coal mine dust sampler. Simultaneous measurements were also obtained with five of the MSHA and five of the UM designed impactor samplers to investigate between sampler precision. The paper discusses the design differences between the MSHA and UM impactor samplers, the precision of replicate measurement obtained with both instruments and compares measurements obtained with the respective samplers of the sub- and supermicron fractions of the respirable material.

Utilization of belt air in underground coal mines has been discussed extensively during the last decade. The Final Report of the Technical Study Panel on the Utilization of Belt Air and the Composition and Fire Retardant Properties of Belt Materials in Underground Coal Mining formed by the Mine Improvement and New Emergency Response (MINER) Act of 2006 recommends research on leakage, use of booster fans, and escapeway safety. This paper discusses the role of ventilation modeling in evaluating primary escapeway pressurization in a three-entry development system to improve emergency escape in a coal mine using belt air. The intake entry of the National Institute for Occupational Safety and Health (NIOSH) Bruceton Experimental Mine was pressurized using a 1.1-m (42-in.) diameter, 37 kW (50 hp) fan. The work details air movement in the simulated three-entry system and the resulting leakage patterns. Three mine ventilation software packages were compared to analyze their performance in predicting the airflows and leakage conditions with different fan settings. NIOSH researchers found that the measurement results correlated well with the results of modeling.

Introduction Coal mining in Alaska&apos;s interior, specifically in the Healy area, began as early as 1918 with the construction of the Alaska Railroad. Mining was originally limited to underground operations but has expanded to entirely surface operations. In 1943, the Usibelli Coal Mine was formed and started developing Alaska&apos;s first surface mine east of Suntrana (Usibelli Coal Miner, 1984). Production from the local coal deposits has steadily increased and, in 1978, surface mining of Poker Flats was initiated (Fig. 1). Currently, a 25-m3 (33-cu yd) walking dragline strips two coal seams, using an extended bench on the second pass. In addition, a fleet of trucks and shovels are used for coal removal and some limited overburden stripping. In 1984, a contract was signed between Usibelli Coal Mine and Sun Eel Shipping Co. in 1984. Since then, production has nearly doubled to more than 1.3 Mt/a (1.5 million stpy). This article will discuss geotechnical constraints on mining within the steeply dipping coal deposits that exist within the Poker Flats mining area. Specifically, the article will describe how the mining operation retriggered an historic landslide on the No. 5 coal seam (Fig. 2). And the article tells how a mine plan was developed that allowed the coal to be safely removed without inducing additional movement. Regional geology The coal-bearing group in the Nenana coal field is of Tertiary Age. It is overlain in some areas by several thousand feet of Tertiary gravels - the Nenana Gravels. In areas mined by surface methods, the Nenana Gravels have been eroded off, and up to 30 m (100 ft) of quaternary outwash gravels overlay the coal-bearing formations. The coal-bearing group is divided into five formations: Healy Creek, Sanctuary, Suntrana, Lignite, and Grubstake (Wahrhaftig, 1969). Lignite Creek lies on the north limb of a west plunging anticline. This has brought the Suntrana coal-hearing formations near enough to the surface to allow surface mining. Mining is presently in progress on the south side of Lignite Creek in the Poker Flats area. The coal-bearing formation is cut off to the south by a fault having perhaps several thousand feet of vertical displacement, with the upthrust side to the north. South of this fault, Nenana Gravels are exposed on the surface. The Suntrana Formation contain the minable reserves at Poker Flats. This formation is a repeated sequence of poorly consolidated pebbly sandstone near the bottom, grading through a silty fine sandstone to a footwall clay unit immediately below a coal seam cap. The footwall clays are high plasticity clays to silty clays. It has been reported that they contain 30% to 50% montmorillonite (Usibelli Coal Mine Inc., 1982). There are six coal seams in the Suntrana Formation, No. I (the lower seam) through No. 6. Only the top four seams are currently exposed. No. 3, No. 4, and No. 6 seams are the only mined seams. The No. 5 seam is very thin or not present. Portions of the undisturbed Suntrana Formation are overlain by up to 15 m (50 ft) of Quaternary outwash gravels or recent landslide rubble. The surface is overlain by a very thin layer of muskeg and isolated areas of permafrost. In many areas, the outwash gravels are found immediately below the surface muskeg. Numerous landslides have been documented along the north facing slopes of Lignite Creek (US Geological Survey, 1970, and Wahrhaftig, 1958). These appear to be surficial solifluction or skin flow types of landslides. In addition, deep-seated structurally controlled slides are also evident on both the north and south sides of Lignite Creek. Structural features Premining aerial photographs (Fig. 3) of the Lignite Creek slopes in the Poker Flats area indicate substantial evidence of deep-seated landsliding. The landslides noted in Fig. 3 are both inside and outside of the current mining area. Surface mapping and geologic exploration indicate that the coal seams are dipping out of the slopes within the noted slide areas. It is suspected that, historically, these landslides were triggered by undercutting of the toe of the slopes by Lignite Creek. And sliding it thought to have taken place on one or more of the clay beds underlying the coal seams (Golder, 1985). The slide areas are characterized by semicircular head scarps and slumped topography. Based on the premining photographs, these slides do not appear to have been recently active. With the extension of mining beneath residential and industrial areas, it is becoming increasingly necessary to extract coal and minerals in such a way that subsidence damage due to groundmovement is reduced to a minimum. Understanding clearly of the mechanism of subsidence development is a must in view of the environmental problems and the energy crisis today. This paper gives a simple analysis of various components resulting from subsidence and the influence of other factors on their development. An up-to-date review of the subsidence and strain profiles is presented, with particular references to the coal mining operations. The importance of this topic from mining damage to structures, buildings properties and environment in mining areas is undeniable. Field results are discussed.

The development of Vitrokele™ Technology over the last 10 years is reviewed with reference to mine site piloting and com­mercial applications. The first mine site piloting was conducted in Australia in 1989 followed by a further six continuous site trials in Australia, Canada and the USA. These major pilot plant studies are complemented by over 50 laboratory scale batch and pilot testwork programmes. The first commercial plant using Vitrokele™ Technology was the Connemara project commissioned in Zimbabwe in 1995. Subsequent to this, three commercial scale projects have been designed using Vitrokele™ to recover precious metals, base met­als and cyanide. The various projects are discussed with relation to the differ­ing flowsheets applied to each particular case.

The Garfield Mine is a legacy vanadium mine in western Colorado with multiple mine openings, waste rock piles, and adit seepages that Cyprus Climax Metals Company (a Freeport-McMoRan Inc. subsidiary) voluntarily remediated through the Colorado Voluntary Cleanup Program (VCUP). The process to obtain a No Further Action determination from the VCUP is presented. Water treatment of the adit discharge, which is not part of the VCUP, is also presented. The remedial action objectives (RAOs) included preventing direct human or biotic exposure to the waste rock and radiation emitting from the waste rock; reducing metal concentrations and radionuclide activities in adit discharge and keeping the discharge from leaving the site; maintaining the existing undeveloped character of the surrounding landscape; and eliminating the need for a stormwater permit. The design included regrading, installation of an infiltration barrier and rock cover, a diversion channel, and a biologically based passive remediation water treatment system. An initial lab-scale evaluation provided design criteria for the full-scale system, which consists of a sulfate-reducing biochemical reactor and post-treatment aerobic polishing cells. The system has been operational since construction was completed in late 2016. Results indicate that the treatment objective of 90% bulk removal of constituents of potential concern (COPCs) is largely being met. The system also provides year-round operation and non-point discharge of effluent. After 20 plus years of site investigations, the remedial action was completed in 2016 with all RAOs met and a No Further Action determination granted in 2018. INTRODUCTION The Garfield Mine is a legacy vanadium mine located approximately 11 miles north-northeast of Rifle, in Garfield County, Colorado. It was leased and operated intermittently from 1929 to 1975 but was never operated by Cyprus Climax Metals Company (Cyprus) (a Freeport-McMoRan Inc. subsidiary). Prior to reclamation, site features included: • six mine openings—five adits and a vertical opening; • two adits discharging mining-influenced water (MIW)— Adit 1 at less than 4 liters per minute (L/min) and Adit 2 at 7 to 10 L/min; • main waste rock pile (13,500 m3) and small waste rock pile (minimal volume); • debris (small structure, mattress, bottles, shells, etc.) indicating site used for recreational purposes; and, • unimproved road, which has been used to access forest fires.
