There are no formulas that guarantee success when it comes to obtaining zoning approval for mineral aggregate mining. Local land use decisions often times represent the most controversial issues faced by community. Public awareness, concern, willingness to get involved, sensitivity to the environment and probably most importantly fear of change only begin to describe the atmosphere in which local land use decisions are made. Add to this the public hearing process which is quasi judicial, adversarial, and unfortunately not designed for resolution of disputes and it is not difficult to see the need for an alternative to present methods. Hopefully, some day we will have a process that will do away with or at least minimize unnecessary, unproductive and unmanageable community conflicts.

Whilst all public mineral reporting codes require classification of mineral resource and reserves according to the level of geological knowledge and confidence of the estimates, companies are not required to disclose how mineral estimates and associated cashflow projections respond probabilistically to the incorporation of different types of risk events. As the level of expectations and scrutiny of investors and stakeholders continue to increase over the years, it will be essential for companies to adopt an integrated framework for sensitivity analysis to increase corporate value through better capital allocation and reduce potential losses associated with poor investment decisions. Failure in fully capturing the impact of unexpected incidents in mineral estimates and financial modeling could be extremely harmful to the business, affecting the company’s reputation, and negatively impacting the relationship with stakeholders.

The North Auckland Line (NAL) in Northland, New Zealand, is being upgraded to pass Hi-Cube containers. The line includes many tunnels and bridges which need to be refurbished to improve structural clearances and line capacity. Tunnel 2 along the line, the Makarau Tunnel, has posed special challenges. Opened in 1898, the tunnel suffered multiple collapses during construction and has shown significant distortion during operation. The tunnel has been repaired many times since opening. Successfully enlarging this delicate and distressed structure has involved historical research, advanced analysis and design, and careful construction. The results provide lessons for dealing with brick lined tunnels and poor ground conditions

Research in the field of mining safety and health in the United States plays an important part in protecting the lives of miners. The National Institute for Occupational Safety and Health (NIOSH) Mining Program conducts surveillance, studies and developmental work aimed at improving the safety and health of miners. With recent reviews of the Mining Program by the National Academy of Sciences and the Mining Program response (NIOSH, 2008), the importance of setting goals, conducting high quality engineering and scientific research and evaluating the outputs, outcomes, relevance and impacts of these projects has been reemphasized. Surveillance of reported injuries is a first step in deciding on research directions and in designing specific projects. Groups of injuries often share features and attributes that suggest common causes and may respond to similar preventive efforts. Identifying groups of injuries also serves to prioritize intervention efforts. The Mine Safety and Health Administration (MSHA) Accident and Injury database (MSHA, 2008) provides individual case reports of mining injuries, illnesses and certain no-injury accidents (events such as roof falls that stop mine production or miners’ activities for more than one hour). This database is an indispensable resource for researchers and stakeholders needing information on the statistics of these events. From an epidemiological perspective, research projects target groups of miners at risk due to specific patterns of work, equipment, mine settings and the management of safety and health in their mines. Incidence rates are provided by the MSHA data for selected variables, such as surface/underground location, standard industrial classification and state. While incidence rates are the preferred measure for all variables, denominators are not typically available; for example, to more clearly understand the data about injury by occupational type, it would be necessary to conduct demographic surveys. A current survey of the demographics of the mining industry should be complete by 2010, which will allow incidence rates to be developed for a number of variables such as age, occupation and experience. This survey will provide the first update of its kind since the first survey was conducted in 1985. This report describes an alternative method of analyzing and presenting MSHA data for the purpose of identifying high-cost, high-severity injuries and illnesses. Researchers at the NIOSH Spokane Research Laboratory (SRL) developed programs to find the top five most frequent accident classes, natures of injury, types of accidents and other selected variables from the MSHA database. Studying these variables gives a cross-sectional snapshot of the most frequent groups of injuries within a commodity, regional group or time period, and allows researchers to quickly understand developing patterns for new research projects. A technique is described for the solvent extraction of zirconium. In this method, zirconium has been extracted quantitatively from 0.005 M sodium salicylate solution at pH 2.5 - 3 using 0.01 M triphenylphosphine oxide dissolved in toluene as an extractant. Zirconium has also been recovered quantitatively from 0.2 M potassium thiocyanate solution, but extractions in nitric and hydrochloric acids (as media) were negligible. The resulting extracted metal ion has been stripped with sulfuric acid (0.5 M) and determined with inductively coupled plasma atomic emission spectrometry. This method has been applied successfully to achieve 95% recovery of zirconium from zircon concentrate.

"Refuge alternatives (RAs) are required in underground coal mines to support life post-disaster. RAs are mandated by MSHA to maintain an apparent temperature (AT) at or below 95°F (35°C) while providing a safe and livable shelter for a minimum of 96 hours. Because strata composition and mine temperatures will affect the final AT within an occupied RA, NIOSH researchers have collaborated with five underground coal mines across the US to characterize the effects of geographic location and seasonal temperature fluctuations on mine air temperature, relative humidity, and mine strata temperatures. The data collected indicates that some mines will experience greater temperature fluctuations than others, based on geographic location. The mine which demonstrated the greatest temperature differential over the course of the year resulted in a mine air temperature that ranged from 53.4°F (11.9°C) to 84.2°F (29.0°C) and a rib surface temperature that ranged from 55.4°F (13.0°C) to 82.8°F (28.2°C). This data suggests that the location and seasonal peak temperature can significantly affect the mine strata temperature, which could lead to a fully occupied RA exceeding the 95°F (35°C) AT limit over the course of 96 hours. The data reported in this paper could be used to examine the heat buildup inside an RA for actual mine conditions. Thermal simulations could be implemented to evaluate maximum occupancy ratings based on actual mine temperatures and strata compositions. INTRODUCTION In the event of a mine disaster, miners’ primary focus is to escape. Should their attempt be futile, they can enter a refuge alternative (RA) to await rescue. In 2008, the Mine Safety and Health Administration (MSHA) mandated that underground coal mines implement RAs within 1,000 ft (304.8 m) of the working face and spaced within one-hour travel distances in outby areas where persons work such that persons in outby areas are never more than than a 30-minute travel distance from an RA or safe exit. These RAs are required to provide a safe and habitable shelter for a minimum of 96 hours and to prevent the apparent temperature (AT) from exceeding 95°F (35°C) [1]. There is concern throughout the industry that in some cases the internal ambient of occupied RAs may exceed the 95°F (35°C) AT limit due to the potentially hot mine atmosphere as well as the metabolic heat generated by RA occupants and the carbon dioxide scrubbing system. The National Institute for Occupational Safety and Health (NIOSH) has conducted tests in its Safety Research Coal Mine (SRCM) and its Experimental Mine (EM) to investigate heat buildup in RAs. It was found that the number of occupants in an RA may need to be reduced based on the ambient mine temperature, which varies from mine to mine [2]. Further testing and analyses were completed to evaluate the mechanisms (conduction, convection, radiation) by which heat is transferred from an RA to the mine surroundings. Additionally, the effects of varying mine strata compositions on the heat buildup inside an RA were studied [3]. The mine strata temperatures will increase due to heat transfer from within an RA. Depending on the mine strata composition, some mines may be more thermally conductive than others. For example, sandstone is much more conductive than shale or coal (i.e. it disippates heat at a quicker rate). All things being equal, the air temperature inside of an RA after 96 hours will be higher for a mine with strata that has low thermal conductivity compared to a mine with high thermal conductivity."

In our previous work, a population balance model describing the simultaneous processes of size reduction and mineral liberation has been developed. The experimental verification of this model, however, has been limited to a binary mineral system containing only one composite particle class. When considering multiple classes of composite particles, the estimation of model parameters becomes much more difficult. In the present work, a procedure for estimating model parameters for a multiple composite class model has been developed. Emphasis is placed on the direct experimental determination of these parameters. The physical significance of the breakage rate function and the liberation function in characterizing the liberation process is also discussed.

Vermiculite is the mineralogical name generally applied to a group of hydrated, trioctahedral ferromagnesian aluminum platty or micaceous silicate minerals. In microscopic particles the mineral as mineral is differentiated from montmorillonite by a higher Si:AI ratio of approximately 3:l and a higher layer charge and higher cation exchange capacities. Commercial vermiculite, the vermiculite which is mined, beneficiated, and discussed in this chapter, is an important industrial mineral which is formed by the alteration of macroscopic particles of biotite and iron-bearing phlogopite. In natural form it has the size and shape of mica, while possessing the ion exchangeable properties of zeolites and some clays. Within the internal structure of vermiculite lie water molecules, which when rapidly heated to high temperature, transform into steam causing the vermiculite particles to increase in volume. This process of thermal exfoliation produces a lightweight product which finds use in various construction products, agriculture, horticulture, and other industrial applications. In exfoliated form it has the low density and biological inertness of expanded perlite, while maintaining a chemically active surface. Most of the uses of vermiculite are for the thermally exfoliated material. In addition, the cation exchange potential of vermiculite and its layer-silicate structure are properties which can be used as the basis for numerous products including intumescent coatings and gaskets, inorganic films, and the treatment of nuclear and other toxic waste. When chemically and physically modified, it possesses some properties common to organoclays and synthetic compounds. In high purity concentrates and manufactured products, these properties can be altered and optimized in applications to produce superior performance. GEOLOGY Mineralogy Vermiculite was first described as a mineral by Thomas H. Webb in 1824. Webb believed vermiculite to be a variety of talc and described its diagnostic property of thermal exfoliation thusly: "If subjected to the flame of a blowpipe, or that of a common lamp, it expands and shoots out into a variety of fanciful forms, resembling most generally small worms having the vermicular motion exact." Observing that with one exception, all commercial vermiculite has formed by the alteration of iron-bearing phlogopite, a simple definition of vermiculite might be the alteration product of trioctahedral micas, macroscopic particles of which display marked exfoliation when heated rapidly to temperatures above 374°C (the critical temperature of water). The first vermiculite described was found near Worcester, MA, but it was later pointed out by Brush (1866) that vermiculite had been known for some time in Japan as a children's novelty. Because the techniques for mineral analysis were somewhat primitive com- pared to those routinely available today, and because the structure and crystal chemistry of the micas and related minerals were not widely understood, the early literature generated at least 20 "new" minerals which were nothing more than variations in the color and chemistry displayed by vermiculite. Trade names such as Dugarlite, Mandolitem, Strong-LiteTM, and Zonolitem are sometimes used to denote commercial vermiculite, thermally exfoliated vermiculite and their products. Vermiculite particles resemble mica and vary in color from colorless through tan and green to black, depending on the chemical composition. Most physical and optical properties are close to those of biotite, with perfect basal cleavage, hardness between 1.5 and 2.5 Mohs, and specific gravity between 2.2 to 2.8. Fine-sized particles will feel talcose, especially when wet. However, for commercial vermiculite the diagnostic test is that of thermal exfoliation. Vermiculite can display a wide range of compositions, depending on the composition of the original mica and the change of chemistry during weathering and ion exchange. Chemical data for some commercial vermiculites are given in [Table 1]. There are numerous analyses for vermiculite given in the literature, and the analyses of vermiculites from commercial deposits will fall within the range indicated by the average analysis in the table. Many analyses separate the adsorbed water (H2OP) from crystalline water and water as hydroxyl (H20+). The basis of separation of adsorbed water is generally considered to be 100°C. However, hydrate water within the vermiculite interlayer begins to be lost at 75°C and lower. Therefore, measured water content and loss on ignition are combined in the table as H20[total].

"INTRODUCTIONThe Port of Miami Tunnel (POMT), designed and constructed by Bouygues Civil Works Florida between 2009 and 2014, was a Public Private Partnership between the Miami Access Tunnel Concessionaire, Florida Department of Transport, Miami-Dade County and the City of Miami. The project comprises dual 11.3m internal diameter, 1.27km long, twin lane road tunnels running between Watson and Dodge islands under the main shipping channel in Biscayne Bay. Five cross passages (CPs), spaced at 200m centre to centre, provide emergency access between the two tunnels, as shown in Figure 1.The CPs were constructed by open-face excavation methods but the particular geological conditions at the project site (loose and variable carbonate sedimentary strata with very high permeability) required specific ground treatment solutions to provide safe excavation conditions and to ensure the long term serviceability of the permanent works construction. Where access allowed, ground treatment was performed from the ground surface using deep-mixing techniques; however, at two locations (CP2 and CP3) surface access was restricted and ground treatment by freezing, performed from the tunnels, was required. The CPs are 12.3m long with an excavation diameter of 5.8m and are located up to 30m below the water table partly or wholly within the Key Largo limestone (termed Layer S7 in the ground model). Layer S7 is a coralline limestone having a metastable honeycomb structure and high variable porosity. At CP2 the upper portion of the excavation was within the overlying Anastasia Formation limestone (Layer S6), comprising a highly permeable coquina. The geological profile along the project is shown in Figure 2.This paper presents aspects of the freeze design and the risk mitigation necessary to successfully achieve the construction of the CPs in the unique geological conditions."

A stochastic discrete fracture network (DFN) model is developed based on mine site core log data to predict the horizontal and vertical permeabilities from the surface to the top of the caved zone at a longwall mining site in southwestern Pennsylvania. One hundred DFN realizations were generated to determine permeabilities for the isolated zone over an abutment pillar after mining the second panel. The results from this study show that the vertical and horizontal permeabilities from the DFN model agree closely with field measurements, which indicates that the resultant permeability obtained from the field measurements is representative of the predicted permeabilities. With this agreement, the aperture data for other zones of the mine could be obtained from the geomechanical model — specifically, for the fractured zone over the gob. Based on the successful validation of this model, this model could be further developed to predict the permeability of the fractured zone over the gob with fracture aperture obtained from the geomechanical analysis. This will complete the fracture characterization of the overburden, which could be used to predict potential shale gas flow to the mine in the event of a breach. This prediction could provide information on the associated risk of a casing breach and determination of methods to proactively prevent such an occurrence.

I am Alfred E. Michon, Vice President- International for Burlington Northern Inc. I work for BN's holding company and my responsibilities include co-ordinating the activities of our eight subsidiary companies as they relate to international commerce--an increasingly important aspect of the overall business of our company. Until last April, I was President of the Fort Worth and Denver and Colorado and Southern railroads, subsidiaries of BN. Prior to that, I headed the marketing and pricing area of BN's coal transportation business. Based on my experience in the energy industry, both domestic and international, I would like to discuss the world-wide trend towards the reliance on low-sulfur coal in lieu of natural gas and oil for the generation of electricity. Since pontification on the energy scene world- wide is best left to consultants with scenario-spitting computers, let me in- stead emphasize this trend through two examples. First I will describe the regulatory and economic factors which have encouraged the replacement of natural gas by low sulfur coal as a boiler fuel in the US. BN's investments in track and equipment were instrumental in this conversion. Secondly, I will show how this same combination of factors has created a large demand for steam coal in the Far East. Again, our company's strategy is to facilitate conversion to coal overseas through timely and sufficient investments.

The Annacis Island Outfall Project includes two TBM bored tunnels with face pressures above 3.5 bar, with an internal diameter of 4.2 metres. This paper discusses the innovative approach to TBM tunnelling and TBM design at the Annacis Outfall Project. The TBM custom design includes a 3.6 m OD core machine manufactured by Herrenknecht and a 5.0 m add-on by the Contractor (Bessac), acting as an extension kit, with optimized gantry design to accommodate for short tunnel drives and quicker launches. This novel design approach produced safety improvement, cost and schedule savings while streamlining logistics of TBM retrieval.

Murer Company, Andermatt, Switzerland, can claim to have done pioneer work in the construction of inclined shafts. This happened in 1968/69, when we decided to bore with a Wirth tunnel borer an inclined shaft, 1100 m in length, 3.0 m in diameter, and with a grade of 65%, in the 2400 kilo pascall per sq. cm granite of the Montblanc Massive. The whole excavation was accomplished in ten months which, at least for European conditions, can be claimed as a record. It was, at least to our knowledge, the first inclined shaft to be bored full-face (Fig. 1). Encouraged by the experiences and performances attained at Châtelard, we approached other projects of the same kind. We were awarded, together with Hochtief Ltd., Essen, a contract from Schluchseewerke, Freiburg, Germany, in December 1969, for the construction of a penstock for the Hornbergstufe at Wehr, Germany, with a diameter of 6.3 m. This inclined shaft with a grade of 55% is located in Schwarzwalder granite with a compressive strength of up to 2000 kilo pascall per sq. cm, about 31,000 psi. As no exact geological data were available about the rock to be worked, and a fault zone from 80 to 150 m long had to be faced, as well as a few individual fissures of varying thickness, it was decided to use the multi-stage method. The 3-m diam tunnelling machine which had driven the oblique shaft at Châtelard had now finished work, and an immediate beginning was made with driving the pilot staft. This was very welcome to the contractor, since exact information about the type of rock present and the inflows of water was required immediately and before the final borehole diameter was fixed, for the purpose of dimensioning the supports to be subsequently installed.

Introduction Given the mountainous nature of the local igneous terrain, hard rock tunnelling plays an important role in the development of Hong Kong's infrastructure. In 1990, tenderers for two tunnel projects were encouraged to consider using hard rock TBMs, the territories' first. As a result the 7.5km long, 3.56m diameter Tolo Effluent Tunnel and the 5.3km long, 4.8m diameter Hong Kong Electric Cable Tunnel were excavated by hard rock TBMs. The successful completion of both projects in 1992 should make the TBM method an attractive construction alternative for planned, upcoming projects in Hong Kong. Tunnelling Conditions Tunnelling solutions are frequently adopted in Hong Kong due to the intensity of development, lack of flat landscape and proximity of mountainous terrain to the main centers of population. This is carried out primarily in granites or granitic-type rocks which surround Victoria harbour, and to a lesser extent in the outlying volcanic rocks which include extremely hard tuffs and lavas. Removal of S02 from smelter gases is being investigated, using an innovative technique that results in the almost simultaneous recovery and production of elemental sulfur. S02 is removed from the gas stream by scrubbing with suitable aqueous salt solutions or high-boiling organic fluids. The S02-laden liquor is then reacted with H2S Crystalline, high-purity sulfur is instantly precipitated and, after filtration, the regenerated liquor is recycled. The H2S required for the process is produced by reacting a portion of the recovered sulfur with hydrogen or with methane and steam. The chemistry and results of preliminary laboratory research are discussed.

For the desulfurization of weak SO2 gas streams, Degussa developed a process using dilute H2SO4 solution containing H2O2 instead of conventional gas scrubbing with all solid absorbent medium (limestone, MgO). The process is based on fast reaction of H2O2 with SO2 yielding H2SO4 up to 70% strength, depending on off-gas tem­perature. Compared to the conventional systems with typically < 95% efficiency, independent on the raw gas SO2 concentra­tion, residual SO2 concentrations of less than 20 mg!Nm3 can be easily achieved, corresponding to nearly 100% removal. These features render the H2O2 process a very attractive, low capital cost technology to retrofit existing conventional desulfurization plants.

The Deep Ore Zone (DOZ) Mine is PT Freeport Indonesia&apos;s (PTFI) newest operation. Production at the mine began in September 2000. The DOZ Mine produces 25 kt/d (27,500 stpd) using mechanized block cave mining methods. The DOZ Mine has several major improvements when compared with previous block cave mines in the district. It has an independent and improved ventilation system, a flexible and efficient truck haulage system, and a more reliable crushing and conveying system. PTFI&apos;s copper and gold mining complex is located in the Ertsberg mining district in Irian Jaya, Indonesia (Fig. 1). The Ertsberg district is located in the Sudirman Mountains at elevations from 3,000 to 4,500 m (9,800 to 14,700 ft) above sea level. The topography is extremely rugged and rainfall in the mine area averages 3,000 mm/a (118 in./year). Freeport began production in the district in 1972 when the mill began processing ore from the Ertsberg openpit. Underground mining began in 1980 when the Gunung Bijih Timur-Ertsberg East (GBT) Mine was brought online using block caving methods. In 1991, the GBT Mine reached a maximum production rate of 28 kt/d (31,000 stpd). Ore from the mine was exhausted in 1994. The Intermediate Ore Zone (IOZ) was brought into production in 1994. It, too, used block caving methods and had a design rate of 10 kt/d (11,000 stpd). The IOZ is currently producing at a rate of 21 kt/ d (23,000 stpd). The DOZ was discovered in the mid-1980s by deep drilling from the GBT. The GBT, IOZ and DOZ deposits are all situated in the Ertsberg East Skarn System (EESS). In 1993, the first of several studies was completed that indicated that portions of the DOZ Mine could be economically mined using block caving methods. Limited development was started in 1995. Full-scale development and construction began in late 1997. The crusher and conveying system began operating during the first quarter 2000. The first of two main exhaust shafts has been com¬missioned, along with three of the four new main fans. The second exhaust shaft and fourth main fan will be in service by the end of 2001. Undercutting and production began in September 2000. The DOZ Mine will reach its design production rate of 25 kt/d (27,500 stpd) in 2003. A study is under way to determine if an ultimate production rate of 35 kt/d (38,500 stpd) is feasible.

Borehole (slurry) mining, in which a tool incorporating a water-jet cutter and a downhole slurry pump mines phosphate through a borehole, was field tested in northeastern Florida as part of a Bureau of Mines program to increase the domestic availability of critical minerals. Approximately 1700 tons (1.54x106 kg) of phosphate ore were mined at 40 tph (10.1 kg/s) from a depth of 250 ft (76 m). The borehole was filled with water during mining for roof support and to assist slurry pumping. Underwater cutting was enhanced with an air-shrouded water jet. Mined cavities were backfilled to prevent subsidence after abandonment. Roof subsidence during mining was avoided only when the cavity was filled with water. Environmental monitoring before, during, and after mining included hydrological studies and measurements of water quality. Significant water quality changes occurred only in the zone being mined and were confined to the immediate area of the borehole.

Oxidized sulfide minerals, commonly formed by weathering, increasingly are becoming important resources as primary sulfide deposits are depleted. Oxidation, in general, reduces selectivity and recovery in flotation. The objective of this research was to determine the mechanisms of oxidation and collector adsorption in sulfide systems as a step towards developing improved technologies for beneficiation of oxidized sulfides. Data from microcell flotation tests are combined with electrochemical and spectrophotometric measurements. The adsorption of ethyl xanthate (EX) on oxidized sulfides was characterized using AC impedance techniques and correlated to flotation response. The floatability of chalcocite, chalcopyrite and pyrite was dependent on the extent of oxidation. Oxidation for 1?) d at 65? C inhibited flotation of chalcocite, and chalcopyrite even after the addition of a large amount (1 x 10&apos;) M) of collector. Heavily oxidized (27 d) chalcocite remained unfloatable. However, longer oxidation of pyrite and chalcopyrite restored the floatability. Oxidation resulted in an electrically resistive, nonporous surface layer.

The world&apos;s largest hydraulic excavator was recently introduced at Syncrude&apos;s North Mine at Fort McMurray, Alberta, in Canada. O&K&apos;s 826t (910-st) behemoth RH400, with a 42-m3 (55-cu yd) bucket, is capable of loading 72.5 t (80 st) in one pass. Syncrude&apos;s Alberta operation is the nation&apos;s largest single source of crude oil. It is also the world&apos;s largest producer of oil from oil sands. Syncrude produces 205,000 bbl/day, expects to increase production to 225,000 bbl/day by 1999 and to 320,000 bbl/day by 2005. That translates to 73.5 million bbl of Syncrude Sweet Blend (SSB) produced in 1996, 82 million bbl in 1999 and 114 million bbl in 2005. The North Mine is a new development that will replace the current East Mine, to be depleted of oil sand by the end of 1999. The North Mine will feature hydrotransport, a new and unique method of transporting oil sand from the pit to the process plant. Oil sand from the truck-and-shovel operation will be processed through a double-roll crusher and placed in a cyclofeeder where it mixes with hot water. The material is then screened and transported by pipeline to the extraction plant. Hydrotransport will replace conventional conveyor transport for moving raw product from the pit. Mine development will also use two 290-t (320-st) haul trucks to compliment the fleet of existing 218-t (240-st) trucks.
