During wet grinding the electrochemical interactions between grinding media and pyrrhotite not only accelerate the media wear but also adversely affect the flotation response of the sulfide mineral. A possibility of remedying the adverse effect on its floatability by applying electric potentials to grinding media was examined. Flotation tests, Auger electron spectroscopy and x-ray photoelectron spectroscopy were used to study the surface properties of pyrrhotite. Although anodic polarization of the steels increased the metal loss by corrosion, the flotation recovery of pyrrhotite was increased. In the case of cathodic polarization, the flotation recovery improved in a narrow range of overpotentials. At higher cathodic overpotentials, however, the floatability of the mineral was progressively lowered although the corrosive wear of grinding media might be reduced.

The Southern Company is one of the nation's largest electric utilities and is the parent firm of five operating companies: Alabama Power, Georgia Power, Gulf Power, Mississippi Power and Savannah Electric and Power. Another subsidiary is Southern Company Services (SCS) which provides engineering and technical sup-port to the five operating companies. This technical support includes the procurement and supply of over 40.9 Mt (45 million st) of coal annually for the 22 coal fired plants in the system. Approximately 80 percent of this tonnage is purchased under long term contracts and the remaining 20 percent is purchased on the spot market. The coal is principally supplied from Alabama, Illinois Basin and the eastern Appalachian coal fields. Most of the coal is delivered by unit train and barge but one plant in Alabama receives all its coal by truck and conveyor belt.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. Large reserves of high calcium limestone have been outlined in the Redwall formation at Nelson, Arizona. Geologic mapping, core drilling and shallow seismic refraction studies have outlined more than 100 million tons of high quality, chemical and metallurgical grade limestone in the Mooney Falls member of the Mississippian Redwall Limestone. Well developed Karst zones in the Redwall were delineated by field mapping, seismic profiling and core drilling. Development of large reserves of high quality, thick beds of limestone near the present mine and rail facilities was the basis for the current mine and plant expansion. When completed in 1978 the planned 1800 Tpd production will represent the largest lime operation in the Western United States.

In this study, a unique excavation system was characterized, utilizing waterjet technology as the primary tool for material removal during rehabilitation of reinforced concrete and shotcrete structural liners. Through empiric testing, this research seeks to validate the hypothesis that waterjet removal of these support systems will result in less unintended damage than conventional removal methods. The intent is to develop a viable technology that will reduce the collateral damage caused to surrounding liners during excavation, improve the adhesion between shotcrete and the substrate for longer lasting ground support, and improve overall safety for workers in underground environments. An analysis on the fracture mechanisms and operating parameters of each method was completed. Instrumented shotcrete panels were physically tested and examined through visual inspection and ground penetrating radar (GPR) to compare substrate damage according to each testing method. After testing was completed, the data strongly indicates that waterjet cutting causes less collateral damage to the surrounding intact liner and substrate when compared to that of conventional impact hammers. This research is intended to provide a scientific basis for additional applied research in the rapid excavation and repair of shotcrete support systems.

Yield pillar-based gate road designs oftentimes fail to provide mine operators with adequate ground control because of the unknowing misemployment of "critically" sized pillars. A "critical" pillar is one that is too large to either yield nonviolently or yield before the roof and floor sustain permanent damage, but is too small to support full abutment loads. To demonstrate the critical pillar concept, a field study of a tapering gate road was conducted by the U.S. Bureau of Mines at the Sunnyside Coal Mines, Sunnyside, UT. Extreme pillar stresses and associated coal bumps characterize the response to first panel mining of a 16.8-m wide critical design. Significantly lower pillar stresses, early yielding of the pillar and adjacent panel rib, and an absence of coal bumps suggest that a narrower 12.2-m-wide design more closely approaches proper yield pillar dimensions. Probehole drilling of several 1 O.6-m-wide pillars revealed low stress levels and substantial pillar and panel rib yielding prior to abutment onset, indicating a properly functioning yield pillar design.

In flotation practices, as particles become finer, such as smaller than 20 μm, process efficiency declines markedly. Selective agglomeration of fine particles is a technique to enhance the recovery of fine valuable minerals in flotation circuits. Different agglomerating methods have been introduced and tested. One method that has recently received much attention is to make use of magnetic force to aggregate fine particles. A selective aggregation of fine paramagnetic particles, such as sulfide minerals, can be achieved in the high-intensity magnetic field prior to or during flotation. The method is simple, selective and effective for fine particles and has low operational cost, though a minimum magnetic susceptibility for fine grains is required to promote the process. In this paper, the implementation of the ProFlote magnetic conditioning device in Boliden’s Garpenberg old concentrator in Sweden, where a complex massive sulfide ore is treated, is presented and discussed based on Boliden’s Garpenberg plant. The results showed an increase in the flotation recovery of fine valuable minerals. Zinc (Zn) production was increased by between 1,100 and 1,500 t/a, while salable yearly silver (Ag) production was increased by 1,500 kg. The copper (Cu) grade in the final concentrate was increased by 1 percent, while reductions in its Zn and lead (Pb) grades were obtained. People are our most valuable resource. It is as true today as any point in mining history as we face unprecedented personnel shortages aggravated by a workforce that is aging, significant generational gaps and difficulties recruiting younger professionals all amidst increasing global mineral demand. The educational system has a similar, but slightly contrary problem. Many historically strong mining engineering programs have died. Now, fewer mining oriented universities are trying to produce more students in order to meet the demand. Moreover, their situation is aggravated by a similarly aging workforce, a general lack of mid-career PhD?s with the interest and field experience to teach effectively, an extremely slow hiring and funding process, and an inability to be competitive against private industry compensation packages. The traditional instructional model, while not necessarily broken, is most certainly dated, and can penalize programs and students where schools do not have in-house expertise in a given topic. Mining companies, like Rio Tinto, have the opportunity, if not necessarily the obligation, to positively influence how this model works. Educational Partnerships may be the key. This paper will address some observations, and possibilities, associated with Rio Tinto?s efforts in this area.

The case study assessed submicron aerosols at a continuous miner (CM) section, diesel aerosol concentrations at the longwall (LW) section, and elemental carbon (EC) and total carbon (TC) exposures. Aerosols at CM sections were a mix of freshly generated and those from main drifts. Low ambient concentrations and personal exposures suggest effective control strategies, with further reductions possible by curbing emissions from high-emitting light-duty vehicles.

"Frac sand is industrial silica sand much like glass, foundry, filtration and blast sand. The sand must meet certain specifications set forth by the industry that consumes the product. The production and consumption of frac sand has experienced record growth in the last 10 years because of new oil and gas drilling, new horizontal well drilling, multi-stage fracturing and the stimulation of older wells that have little or no production. Frac sand is needed to “prop open” the fractures in the rock reservoirs to allow oil and gas to flow out more freely.According to the U.S. Geological Survey (USGS), the estimated production of frac sand in 2015 was 71 percent of the total production of industrial silica sand or 67.4 Mt (74.3 million st). This is a decrease of about 12 percent from 2014. However, the silica sand industry and other industry sources estimate only 50 Mt (55 million st) of frac sand were produced in 2015. In recent years both the USGS and industry studies have been very close in estimating the production of frac sand but with the recent downturn in frac sand production, perhaps, reporting to the USGS was not as accurate. These discrepancies may be that the USGS statistics are based on voluntary reporting by the industry and some companies report their approximate production, others may not. It is always difficult to obtain accurate production figures of any industrial mineral or construction aggregate operation as most companies tend to keep those figures somewhat confidential. It is certainly accurate to report that the production of frac sand had decreased since the last quarter of 2014 and through 2015. The oversupply of oil and natural gas has led to this decline in frac sand usage. Oversupply has idled drilling rigs and well completion activities. World Oil Magazine reports that 2015 was the worst year for rigs in a quarter century. The only wells being completed are those that have contract agreements to do so, others have been capped. Very few new wells are being drilled. Since about 98 percent of well completion is sand and water, the sand supply has caught up with the demand. There are some bright spots in the “oil patch” as the Permian Basin in Texas and the Woodford Shale in Oklahoma have kept pace somewhat with drilling and completion. It has been reported that the frac sand producers in the Brady-Voca, TX area are producing to nearly capacity. The northern frac sand producers like those in Wisconsin, Illinois and Minnesota are feeling the downturn because of the cost of shipping sand to these moderately active basins and plays. The “rule of thumb” is that freight is 2/3 and sand is 1/3 the cost."

Researchers from the Spokane Research Laboratory, National Institute for Occupational Safety and Health, in cooperation with engineers from the Department of Mining and Geological Engineering, Montana Tech, Butte, MT, conducted tests to evaluate the tensile strength, fiber count, and adhesion of shotcrete applied to panels at the Chief Joseph Mine, a research and training facility operated by Montana Tech. The tests were conducted in the mine ramp 45 m (150 ft) inward from the access portal at a 15.25-m- (50-ft) long test area divided into five 3-m- (10-ft) long sections. The shotcrete was applied with an Aliva 240.5 machine fitted with a predampener. Different amounts of fiber were entrained for each panel. Background data for the tests were obtained from earlier tests in Nevada, where the typical amount of fiber in the shotcrete is 6.54 kg/m3 (11 lb/yd3). All shotcrete was applied to a minimum thickness of 76 mm (3 in). Cylindrical cores were drilled at the wall-rock interface, and adhesion was tested after 28 days of curing. The goal of this research is to reduce the need to install multiple supports at the advancing face by creating a safer mining system that limits the time miners are exposed to unprotected roof.

Sewage presently being discharged into the Tijuana River Valley pollutes the valley as well as the beaches in the South Bay of San Diego, making the beaches unusable nearly year round. The SBTO will convey flows down a 8.5 m (28 ft.) by 58 m (190 ft.) deep drop shaft, through a 3.35 m (11 ft.) by 5.8 km (3.6 mile) long tunnel, and up a 46 m by 2.7 m (150 ft. by 9 ft.) riser shaft connecting to a 1.5 km (0.95 mile) of seafloor pipeline and 1.2 km (0.76 mile) of diffusers on the ocean floor. The drop shaft will be sunk through 38 m (125 ft.) of saturated sands and gravels and 20 m (65 ft.) into the dense fine sands of the San Diego Formation. The tunnel liner has been designed as a five piece, single pass, gasketed, bolted, reinforced concrete liner designed to withstand an external head of 76 m (250 ft.) of water and internal operating head of up to 27 m (89 ft.) and to accommodate movement at the numerous fault crossings. The tunnel is contemplated to be driven with a state-of-the-art Earth Pressure Balance Machine (EPBM) or slurry shield machine through a wide range of conditions from clay to gravel with boulders.

Reconstruction of historical exposures to silica dust is required in an ongoing cohort mortality study of workers in the diatomaceous earth (DE) industry. However, historical data were collected using three different sampling methods. This study was conducted to derive empirical quantitative relationships from linear regression equations between the three methods: standard impinger, total mass, and respirable mass. Dust from one diatomaceous earth processing plant was sampled simultaneously by all three methods. Results from 61 clusters of the three sampling devices indicate that the phcle size distribution of the dust varies with the two parent products sampled. baghouse product and main product. The relationships between particle counts and respirable mass are: Respirable mass (mg/m3) = 0.064 (mppd) impinger count for baghouse product dust, and respirable mass (mg/m3) = 0.018 (mppcf) impinger count for main product dust. The relationships between particle counts and total mass are: Total mass (mg/m3) = 0.837 (mppcf) impinger count for baghouse product, and total mass (mg/m3) = 1.21 (mppcf) for main product dust. In all four euuations, the intercept did not differ significantly from zero, and the correlation coefficients ranged from 0.90 to 0.95. Results are compared with data from four previously published studies.

From 1968 to 1975, most work in surface modification of inorganic materials involved silane coupling agents. A silane coupling agent can be described simply as an oganosilicon chemical having a general formula RSi-X3 wherein the R group is attached to a silicon in a thermally and hydrolytically stable manner, and X is a hydrolyzable group usually having an alkoxy functionality. About 1975, Kenrich Petrochemicals brought into the market place titanate coupling agents. Titanate coupling agents usually consist of one alkoxy group and three functional groups attached to a central titanium atom. Zircoaluminates became available in about 1982. Zircoaluminate organometallic coupling agents, which vary principally in their respective organofunctionalities, arise from a basic technology in which two different types of organic ligands are selectively bound to a low-molecular weight zircoaluminate backbone.

Rio Algom Mines Ltd. owns eight uranium mines and mills in the Elliot Lake district of Ontario, seven of which were producing before 1960. At present only one mine is operating meeting current contract requirements. Under present economic conditions, it is not feasible to mine ore of less than 2.0 lbs./ton U308, although there are very large reserves below this grade. We are interested in preconcentration for three possible applications: to extend ore reserves by permitting use of lower grade ore, to reduce costs on processing of present grade ore, and to reduce capital investment in expanding production to meet future production goals.

"Biodegradation of sodium isopropyl xanthate using two types of bacterial strains, Paenibacillus polymyxa and Pseudomonas putida, is demonstrated. At concentrations higher than 50 mg/L, the presence of xanthate in the growth medium resulted in bacterial toxicity, retarding growth kinetics. Adaptation through serial subculturing in the presence of higher xanthate concentrations resulted in the development of xanthate-tolerant bacterial strains. Stress proteins secreted by bacterial cells grown in the presence of xanthate were isolated. Bacterial cells could utilize xanthate as a growth substrate, degrading xanthate species in the process. Acidic metabolic products generated by bacterial metabolism promoted efficient xanthate decomposition. Probable mechanisms for the biodegradation of isopropyl xanthate are illustrated.IntroductionDifferent types of alkyl xanthates (ethyl, isopropyl, amyl, etc.) have been used as flotation collectors in the concentration of sulfidic ores for several decades. Large quantities of waste water and xanthate-containing effluents are generated by ore flotation processes, posing considerable environmental challenges. Billions of cubic meters of such process waste waters are produced annually across the world, most of which are discharged to the environment, often without any treatment. Leakages and accidental release of xanthate reagents from manufacturing plants and during transportation and storage can also contaminate the environment. Residual concentrations of xanthate reagents are encountered in waste effluent, which are found to be toxic to aquatic life and unfit for human consumption (Harris, 1984; Okibe and Johnson, 2002). Further, direct recycling of such waste waters for plant operations can compromise water quality standards required for process operations. The presence of residual xanthate in recycled waters from flotation plants deleteriously influences flotation processes. Xanthate can be easily decomposed at low pH values; however, CS2, which is more toxic, will be produced by the acidification of neutral and mildly alkaline xanthate-containing solutions. Physico-chemical methods such as flocculation, chemical oxidation and decomposition and physical adsorption used to remove residual collector reagents from mill process waters are often expensive and not environment-friendly (Oliveira and Rubio, 2009; Cheng et al., 2012; Molina et al., 2013,)."

The prestressed concrete industry in particular, and the precast concrete industry to some extent, are rank newcomers to the concrete construction field compared to the cement, ready-mixed or concrete masonry industries. This young industry reflects its youth and vigor in its enthusiasm, optimism and the belief that it can reach any goal it chooses to set -- and it is setting its sights high. The prestressed and precast concrete industry fully expects to become the major structural and architectural material by the 1980's. Before exploring how the industry expects to reach this goal, a brief look at the origins and the growth of the industry may be useful in an evaluation of the feasibility of this goal. It was always recognized that concrete, strong and efficient for supporting loads which cause compression, was weak and inefficient when used to carry loads which induce tension. Thus the reason for reinforced concrete in which the concrete efficiently carries the compression in a flexural member while low grade steel bars reinforce the concrete in the areas 'of tensile stress. (Fig. 1). The steel being relatively inexpensive, can passively, but quite effectively carry tensile force while the concrete carries compression. The concrete in contact with the reinforcing also protects the steel from corrosion and acts as insulation to provide a superior "built-in" fire resistance. The major disadvantage of reinforced concrete relative to its main competitor, steel, is its weight in relation to its load-carrying capacity. High-pressure roll mill comminution of heterogeneous multicomponent feeds was simulated with artificial limestone-quartzite mixtures using a piston-die press. The influence of heterogeneous interactions between components of the mixture on grinding path, energy utilization and energy split have been examined. Primary fractures are governed by differential fracture strength and attrition resistance of the components at heterogeneous contacts; subsequent secondary and tertiary fracture events are governed by coarse-fine interactions in the particle-bed. The weaker component is preferentially ground out of the feed size fraction and concentrates in the fines. Energy split among the components in the mixture is a function of their relative fracture strengths. It doubles for limestone and decreases by a factor of 5 for quartzite over the entire range of the mixing ratio.

High speed drilling, mucking, and hauling equipment was used in driving approximately 2.16 km(7100 ft) of lower power tunnel in quartz diorite for the Tyee Lake Hydroelectric Project near Wrangell, Alaska. The .91 m(36 in.) guage rail mounted equipment included a Tamrock 2-boom electric/hydraulic drill jumbo, a Haggl and 8HR mucker , and 3 Hagglund 115C shuttle cars. Several other innovative techniques allowed maximum advance rates of up to 17.5 m/day(57ft/day) in the 3 m(10ft) horseshoe section. Average tunnel advance was approximately 11 m(day(35.4 ft/day). The primary difficulties preventing full utilization of the equipment potential were the operators' "learning curve", the need for complete retraining of all personnel in the new methods, and minor sections of faulted ground.

The automation (robotization) of coal mining activities at the face offers improvements in worker safety and productivity. The evolutionary introduction of autonomous, intelligent robotic machines to perform the most hazardous tasks may become a reality within the next 10 years. The U.S. Bureau of Mines Robotics and Automation research program is aggressively pursuing the development of the enabling technology necessary to achieve this goal. This program consists of both core and applications research, each focused on the fundamental issues of robotic technology. In the short term, the research is directed specifically to the robotization of present-day underground equipment and is being performed in a manner that can make incremental improvements in safety and productivity. The long-term goal is the development of intelligent autonomous mining systems.
