Taiwan is located in the orogenic belt of island arcs on the western rim of the Pacific Ocean. The structure of the Taiwan coal fields is much complicated as a result of active Cenozoic orogenic disturbance in Plio-Pleistocene time. The abundant faults and folds have created poor structural conditions of the coal seams and some peculiar safety problems in mining however, the domestic coal still played an important role in the economic development of Taiwan for the years before 1968. Because of increasing mining depth and a decreasing number of miners, the coal production dropped from nearly 5.1 million metric tons in 1968 to 2.45 million metric tons in 1981. There were 173 small active coal mines and about 22 thousand miners in 1981. The coal mining in Taiwan has a history of more than one century. Specific efforts have been undertaken in solving major coal mine safety problems such as gas outbursts, bad roofs and weak floors, difficulty in ventilation due to deep underground mining, spontaneous combustion etc. We have thus acquired much helpful experience which, we deem, is worth reporting at this meaningful meeting.

Natural materials can be used successfully in the construction of heap leach pads. The use of these materials usually result in the least expensive approach for such facilities. Sufficient geotechnical experience has been gained in the design and construction of clay heap leach pads so that they can be used with confidence. A number of operators presently use clay pads in their heap leach facilities; these include Alligator Ridge, Ely, Nevada (gold), and Union Carbide, Gas Hills, Wyoming (uranium). This paper describes the construction and field investigation of a clay pad for the heap leaching of agglomerated precious tailings. The project is located in the Mojave Desert, Southern California. The design had to satisfy operational requirements as well as regulatory requirements. The California Water Quality Control Board (WQCB) was one of the agencies which had to issue a permit for the project. Their biggest concern was the discharge or escape of cyanide into the environment. Rather stringent requirements were therefore placed on the pad design criteria, especially in terms of permeability.

Trees are an essential ingredient of sound reclamation in nearly all surface mining regions. There are, however, possible problems in current reclamation regulations and practices which need to be evaluated and remedied. Recognition and accomodation of growth requirements for trees and other plants will greatly increase reclamation success. Surface mining encompasses a series of processes from a pre-mining baseline study to bond release following revegetation. Land owners, and society, have a great interest in subsequent plant growth on reclaimed areas and in future land values.

The Automatic Extraction System (AES) was designed and built under a U.S. Department of Energy Contract by the National Mine Service Company in cooperation with the Lee Engineering Division of Consolidation Coal Company. The Pennsylvania State University, Mining Engineering Section, was contracted as an independent auditor of the AES performance. The AES had a rotating cutter drum like a continuous mining machine; but two hydraulically powered roof supports, four roof-bolting drills, a dust scrubber, a ventilation fan and ducting in the roof supports, semi-automatic control, an extensible chain conveyor, and other innovations led to the distinction "extraction system" as opposed to "miner-bolter" or "continuous mining" machine. After design and assembly, the AES was field tested experimentally in an underground coal mine. The in-mine performance audit was preceded by a computer simulation of the potential production for a later comparison with the actual tonnage mined by the AES. This paper describes the results of an in-mine trial and assesses the production potential of the AES.

An economic analysis for evaluating coal preparation plants in the Appalachian Region is presented. A complete coal preparation plant which includes multi-streams and/or multi-stages coal cleaning circuits, complete closed water circuits, environmentally acceptable refuse disposal and reclamation systems is used to determine the capital and operating costs. The plant is capable of producing metallurgical grade clean coal or deep cleaned steam grade coal for future power generating plants use. Utilizing a profit maximization as a decision criterion, an optimal yield, and optimal coal clean¬ing circuits, closed water circuits, and disposal and reclamation systems for a given coal characteristic may be selected among the process alternatives by using a process simulation-economic model of the coal preparation plant. A deterministic analysis is used to calculate the discounted-cash-flow interest rate of return (DCFIROR) and project the selling prices, and determine the Return on Investment (ROI) for the cases of 32.65% and 52.74% plant utilization with producing two cleaned products. Sensitivity analyses are performed to quantify the effect of total capital investment, operating cost, run-of-mine cost and yield on an economic criterion-ROI and selling prices. A probabilistic evaluation using the Monte Carlo simulation technique is further made to quantify the risk involved in obtaining the desired profit levels. The results of the economic analysis for a given coal preparation plant configuration and characteristics of raw coal indicates that the selling prices of producing two cleaned products are greatly affected by the change in percent of plant utilization (production schedule), yield, and run-of-mine cost, and total capital cost. The sensitivity analysis also shows that the total capital investments has a three times greater effect on required selling prices than operating costs. The risk analysis shown that the overall economics look very attractive with current coal sale prices and 52.74% plant utilization.

A problem that has continued to plague the Florida phosphate industry is the loss of coarse phosphate in the flotation circuit. Attempts to remedy this problem such as floating the coarse material (plus 425 µ m) in a separate circuit have resulted in limited success, but recovery is still not optimum. The Bureau of Mines is investigating ways to improve the recovery of coarse phosphate through improvements in the conditioning step. Studies to optimize conditioning parameters such as agitation energy, conditioning time, conditioner solids, and residual clay content have resulted in improved P2O5 recovery. Optimizing these and other conditioning parameters resulted in a rougher concentrate grading 30 pct P2O5 with a P2O5 recovery of 97 pct.

I.- In order to keep pace feeding its fast growing population, Mexico with only about 20% of its surface suitable for intensive agriculture, will need the application of modern foodgrowing techniques. To assure greater crop yields it will be necessary to apply more fertilizers than used at present (yearly average of 29 Kgs/hectare)** For its fertilizers production Mexico still depends mostly on imports of phosphate concentrates from Florida, U.S.A., Morocco and Spain. To reduce or eliminate this dependence on foreign providers, the Consejo de Recursos Minerales -a Federal Government exploration Institute- started in 1974 an exhaustive exploration program for phosphate deposits more amenable to commercial exploitation than the phosphatic limestones contained within the La Caja Formation of Upper Jurassic, found along the Sierra Madre Oriental. After studying literature on the origin and deposition of marine phosphate and visits to deposits in Florida, U.S.A., the Baja California peninsula was selected as most favorable for starting this program because of its geologic and sedimentary history and also for its geographic location, where the cold California and warm Counterequatorial currents meet. Exploration activities executed by FORNOS, S. A. (1956) led to the disco very of low grade phosphate (3 to 5% P2O5) in the recent beach sands along the Bahia de Magdalena (Fig. # 1). In his doctoral thesis Bruno D'Anglejan Chatillon (1965) reports the presence of nodular phosphate on the continental shelf, between Isla Margarita and the Vizcaino peninsula. He estimated reserves of up to 1.5 million tons. A Mexican-American marine exploration company attempted in 1966 the evaluation of this deposit with negative results.

The main industrial minerals produced are non-metallic - clay, dolomite, limestone, pumice, salt, serpentine, and silica sand. The other minerals, some with minor production, include diatomite, feldspar, magnesite, sulphur, asbestos, and perlite. Energy and metallic minerals and aggregate are excluded from this account. These industrial minerals occur in a wide range of rock types and geological ages. For example clays are known from the weathering products of Cretaceous rhyolite and leaching of Eocene coal measures; from Quaternary weathering of contemporary loess and shallow marine sediments, and of greywacke of Triassic-Jurassic age; and from the hydrothermal alteration of Late Cenozoic acidic volcanic rocks.

Starting in 1980, a committee of the National Research Council studied the question of why some underground coal mines are safer than others and what could be done to improve the ones with poorer performance. The results indicated that safety is improved by management commitment to safety, by cooperation between labor and management on safety matters, and by quality training of employees and managers. Younger mines have higher accident frequencies, but are less likely to be killed or permanently disabled by a lost-time accident. Methods for improving safety performance are proposed.

Millions of mechanical anchor roof bolts are used each year for mine structural support. The benefit of this bolting depends on a number of factors including rock density, bolt length, in situ stresses, time elapsed between mining and installation, rock properties, bolt patterns, and tension (Lang, et al., 1979). Installation tension is a major determinant of support quality. Postinstallation tensions indicate both the usefulness of the individual bolts and the behavior of the reinforced rock structure. The importance of short- and long-term bolt tension measurements is well recognized, and such measurements are required by regulations (Fed. M/NM Nine Safety and Health Reg.). These regulations also take into account the difficulty of practical tension measurements. Only a statistical sample of the bolts installed is required to be measured using current torque wrench technology. Drawbacks to this practice are that the anchorage is disturbed and perhaps weakened, accuracy is limited by friction to about 30% (Lang, et al, 1979, and Barry, et al., 1956), and the procedure is relatively time intensive.

Coal has in general a wide range of density from minus 1.3 to plus 2.0 g/cm3 because of its variations in purity, rank, and porosity, etc. The coal density has great impact on froth flotation performance, but much less attention has been paid to particle density than particle size. Our previous research results demonstrated that cavitation-generated nanobubbles around 700 nm in diameter can significantly improve coal and phosphate flotation performance over a wide particle size range. In this study, the effect of nanobubble on the flotation performances of different density fractions (minus 1.3, 1.3-1.4, 1.4-1.5, 1.5-1.6, 1.6-1.8, 1.8-2.0, 2.2-2.2, and plus 2.2 g/cm3) of coal was investigated using a bank of 10-liter flotation cells, a specially designed 50-mm-inside-diameter column, and a 152-mm-inside-diameter column. It was found that nanobubble has the biggest impact on the flotation performance of 1.4-1.8 g/cm3 medium-density coal particles.

"One of the major issues that the Rare Earth Elements Mining Industry has to deal with is the legislation vacuum that exists in many countries around the world. Among these, are countries which have long history and tradition in mining. In many cases the lack of direct legislation for REE mine management as well as for other potentially polluting industries can be a barrier to sustainable development. Moreover, the case of lax legislation in China has led to environmental pollution problems and extended smuggling of rare earth elements. This paper looks into the current regulatory status on the mining of REEs, identifies the loopholes and suggests some elements for a new global legislation framework for sustainable development in the REE mining industry. The setting of this regulatory framework will be in line with the present and future challenges of the rare earths market as well as with the policy strategies that are defined internationally. The aim of such a legislative framework will be to strengthen the global rare earth elements supply chain, appease social concerns and ensure the preservation and conservation of the environment. INTRODUCTION The general public received their first introduction to rare earth elements (REEs) in 2010, when the previously inconspicuous commodities became the subjects of front-page headlines. It was when China created a furore in global high-tech markets after imposing an embargo on Japan following a minor marine dispute (Barakos et al. 2015b). Soon enough the Chinese embargo was extended on REE export restrictions all over the world and thus aroused concerns to many countries over potential supply disruptions. The world had suddenly realized that these wonder materials underpin products that they care about. Governmental and industry executives, policymakers and material scientists voiced concerns and conducted numerous reports stating the situation and the risks of a supply crisis. The price spike of 2011 intensified the crisis and the public turmoil, yet the drama did not last for long as the prices declined significantly in 2012. Nevertheless, the world was nonplussed by the fact that China has the total control of the market with more or less the 90% of the global production. More potential entrants became interested, thus initiating an exploration boom during the recent years that has resulted in a significant increase in known global REE reserves that could have potentials for exploitation."

Introduction Alumina (aluminum oxide) is the material from which all the world's aluminum is produced. In the Western World, all the alumina is made from bauxite by the Bayer process. In the nearly 150 years since aluminum was first isolated by Oersted, the metal has grown from a laboratory curiosity to a position of major importance in the world's commerce. In terms of annual production rates aluminum is first among nonferrous metals. Oersted's discovery-reduction of aluminum chloride with potas¬sium amalgam-was improved on by Ste. Claire Deville, whose so¬dium amalgam reduction of aluminum chloride led to the commercial production of aluminum in France in 1855. Ste. Claire Deville's method prevailed until 1886 when Charles Martin Hall and Paul T. Heroult each invented a process for the production of aluminum by the electrolysis of alumina dissolved in molten cryolite. The inven¬tion by Karl Josef Bayer in 1888 of an economical process for making very pure aluminum oxide (alumina) from bauxite established the necessary link between known ores and the Hall-Heroult reduction process. Bayer's work completed the scientific base-the ore bauxite refined to alumina by the Bayer process (U.S. Patent No. 515,895), the alumina reduced to aluminum in the Hall-Heroult cell (U.S. Patent No. 400,766--upon which today's aluminum industry is founded. Small-scale production of aluminum in the U.S. began in 1888 utilizing the Hall cell. By 1903, bauxite properties and a Bayer process refining step had been incorporated into the production activities. On this base the aluminum industry in the U.S. has grown at an annual compounded rate of 15%. Since 1946 the annual growth rate has been 10%.1 The rapid growth of the industry is the result of many factors among which are the existence of widespread bauxite ore deposits; a sound and economic production technology; and the properties of the metal-lightness, strength, ductility, good electrical and heat con¬ductivity, and pleasing appearance, which lead to ever greater de¬mands for aluminum in an industrializing society. At the inception of the industry, the only market that could be found for aluminum was in the production of cooking utensils. How¬ ever, the rapidly accelerating industrial and technological development of the Western World soon created new needs for aluminum, and today aluminum is marketed in a broad range of industrial, commer¬cial, and consumer applications. The principal uses for aluminum are:' building and construction, 22%; transportation, 18%; electrical, 13%; packaging, 11%; consumer durables, 10%; machinery and equipment, 7%; other, 19%. The 1974 production of primary alumi¬num in the world was 14.5 million short tons, which at an approximate ingot price of 40¢ per lb puts a value of $11.6 billion on the industry product prior to fabrication. While aluminum is widely distributed in the earth's crust and is a major constituent of many rocks and soils, to date no method of extraction of aluminum from such nonbauxite material has been brought to commercial practice in the Western World. In the USSR alumina is produced by the complex processing of nepheline syenite, but elsewhere all commercial production of alumina is from bauxite. A brief discussion of recent developments and other processes for alumina is included in the subsection "Other Processes for Alumina," page 19-15. In early 1973, a major U.S. aluminum producer announced the successful development of processes for the production of aluminum from aluminum chloride. This achievement promises to exert a major influence on the future of the aluminum industry. In the initial com¬mercial application of this new technology, Bayer alumina will be chlorinated, and the aluminum chloride then reduced by electrolysis. Important claims for the new processes are lower energy requirements (one-third less than obtainable in Hall cells) and reduced labor costs. Capital costs are said to be no greater than for conventional plants. While the announced intention is to produce the aluminum chlo¬ride from Bayer process alumina, the new chloride reduction process will eliminate the other raw materials, carbon and fluorides, required by the conventional Hall cells. The electrodes in the chloride cell will not be consumed on the reduction process and the electrolyte will have, as the name indicates, a chloride rather than a fluoride base. 2. Bauxite Definition and Origin. Bauxite is a naturally occurring raw material composed principally of a mixture of one or more of the hy¬drated aluminum oxide minerals gibbsite (Al2O2 3H2O), boehmite (Al2O3 H2O), and diaspore (Al2O, - H2O), and impurities of silica, iron oxide, titania, and other various elements in trace amounts. It is an end or near-end product of chemical weathering. Depending on the amount of iron impurities, the color of bauxite varies from dark red and brown to pink to white. Some bauxite is finely divided, free digging earthy material, while other forms are dense and rocky, requiring explosives in mining. Many gradational forms exist. It is one of the most variable of mineral raw materials in chemical composition and physical appearance. It is generally believed that bauxite deposits resulted from intense chemical weathering of aluminum-bearing rocks or formations under tropical or subtropical conditions with alternating wet and dry sea¬sons. Topographic conditions were favorable for drainage and the in-situ accumulation of aluminum, iron, and titanium oxides. There was low to moderate topographic relief with a minimum of erosion during long quiet periods in earth history.2 The occurrence of bauxite is widespread and it has been found on all continents except Antarctica. Production was reported from 27 countries in 1974, at which time total world production was over 79 million metric tons. Of this production 76% was from seven coun¬tries-Australia, Jamaica, Surinam, Guinea, USSR, Guyana, and Greece-which ranked in that order of production. Underground mine roof bolting is a crucial operation for miners’ safety and mine sustainability. Since roof bolting is a manual or human-supervised operation, miners’ safety is at risk due to dust or rock falls. Traditional machine learning algorithms have shown limitations to detecting drillable areas, mainly due to harsh lighting conditions. The authors propose an adaptive deep-learning framework for autonomous roof bolting. The proposed framework is based on implementing a binary semantic segmentation algorithm on color images to classify pixels that belong to rock from those that belong to non-rock. Significantly, the proposed framework implements deep learning semantic segmentation on images from traditional and neuromorphic vision sensors in underground mines. The performance of the proposed model shows an impressive accuracy level of at least 98% at a low number of training epochs with smooth learning curves. The high accuracy enables the implementation of autonomous roof bolting, greatly improving miners’ safety and operational efficiency while reducing human exposure to safety hazards. This research will advance the use of deep learning in mining automation and has the potential to revolutionize the traditional mining industry.

"Ground support is a critical element in maintaining the stability of mining drives in deep and high stress mines. In challenging ground conditions, it is necessary to continuously explore ground support strategies that can control the resulting large deformations. It is an objective of mining operations to optimize the ground support by selecting appropriate systems at the time of installation of each reinforcement element. A successful ground support strategy will result in the use of a system that ensures both the structural and operational integrity of the excavations and mitigates the need for rehabilitation.Preliminary ground support design is often based on empirical observations and methods. Once a design is implemented, field trials, observations and in situ pull tests are used to fine tune or improve the design. Although not often employed during this process, numerical modelling can provide helpful insights into the impact of different ground support strategies. In this respect, it is possible to explore the use of multiple options before selecting the most promising ground support system for implementation in field trials. The challenges associated with the numerical modelling of rock support for mines have been described by Lorig and Varona (2013) and Potvin (2017). The employed numerical models should capture all potential failure modes of reinforcement throughout the mining sequence of the excavation. In particular, it is important to emulate the observed in situ ground support performance, as well as the influence of the installation sequence of the support. However, the time and expertise required for this type of modelling of ground support is often not available at mine sites. Even when the expertise is available, it requires a major time commitment and commitment of resources to set up, run and calibrate the sophisticated models capable of explicitly capturing the behavior of ground support.Rock reinforcement is an integral part of all ground support systems used in underground mines. Long, flexible tendons can reinforce the rock mass deeper into the walls and create a thicker reinforced shell around the underground excavation. This article focuses on the optimization of the cable-bolting strategy in squeezing conditions at the LaRonde Mine in Quebec, Canada by integrating the 3D distinct element method (DEM) in the design process. A calibrated numerical model is used to investigate a series of cable bolt configurations and provide recommendations for the ground support design."

In many instances, blasting exerts the dominant control over the economics and safety of excavation, where the materials involved are too hard and tough to be fragmented efficiently by other means. However, associated with the fragmentation process other effects very often result that are not desirable and may even be hazardous, such as fly rock, air blast, excessive overbreak, and damaging ground virbrations. It has always been the desire of those concerned with blasting to better control the forces involved so as to improve the breakage of materials, but at the same time reduce, or eliminate if possible, the unwanted side effects. Until the last decade or two, little was known of the phenomena concerned with blasting. However, since that time many investigators have studied blast mechanisms produced from both chemical and nuclear explosions, with the result that general concepts of the principles have been developed. But, in general, it is assumed that the energy from the explosion would be propagated spherically throughout the material, the latter of which for convenience of analyses is considered homogeneous and isotropic, i.e., the properties are the same in all directions, However, rocks are not isotropic as a rule, and evidence clearly indicates blasting forces rarely function uniformly or in spherical form as theorized.

Model pillars of limestone, marble, sandstone, and granite, with length-to-diameter ratios of 3, 2, 1, 0.5, and 0.25 (0.286 for granite), were broken in axial compression to determine to what extent an increase in end constraint increased compressive strength. Radial end constraints of 13 to 23 percent of the average axial stress in the pillar, produced by solid steel rings bonded with epoxy to the ends of dogbone-shaped specimens, increased compressive strength somewhat above that of cylindrical pillars without ring constraint. However, when the results were compared with those obtained by other investigators for straight specimens of several rock types taken collectively, with L/D ratios greater than 0.5, the resulting strengths were not significantly different. Thus, the amount of end constraint produced by the solid steel rings was about the same as that produced by the friction from the steel end plates. In other tests a radial prestress of 3,000 psi or 5,000 psi was applied prior to axial loading by adjustable hardened steel rings to increase the constraint above that obtained for the solid rings. The average radial constraint stress, expressed as a percentage of the average axial pillar stress at failure for the 3,000 psi prestress, was 54.3 percent for limestone, 40.3 percent for marble, 44.7 percent for sandstone, and 23.4 percent for granite. The average radial constraint stress, expressed as a percentage of the average axial pillar stress at failure for the 5,000 psi prestress, was 74.2 percent for limestone, 51.2 percent for marble, 61.6 percent for sandstone, and 29.7 percent for granite. These constraints increased the compressive strength significantly above the strength of straight specimens and solid-ring constrained specimens. These results suggest that large horizontal stresses in orebodies mined by the room and pillar method should increase the strength of the pillars and allow an increase in ore recovery by a reduction of pillar size when major structural defects are absent.

"The use of gas, temperature and airflow sensors to monitor mine ventilation atmospheres offers numerous safety and operational bene-fits to mines. Detection of dangerous gases, changes to airflows and temperature variations are some of the obvious benefits of using at-mospheric sensors in mines. The prediction of atmospheric conditions between sensors however is potentially difficult, and gaining full cover-age a mine will require either many sensors or a method of extrapolat-ing and predicting atmospheric conditions between and downstream from a sparser array of sensors. A dynamic simulation computer model technique is demonstrated to predict time based changes to atmosphere conditions downstream from sensors. The dynamic model predicts the time based changes to conditions throughout a mine model by simulating the mixing, addition and dilution of gases and airflow changes in incremental time steps. The advantages of this method is that a real time overview of full mine atmospheric conditions can be viewed at all locations, even areas without sensors. In addition, with careful planning and consideration of potential contaminant sources, the number of required sensors can be minimized. INTRODUCTIONMine Ventilation Sensors The importance of continuously monitoring mine atmospheres has been recognised since mining underground began and the effects of harmful gases on human health were discovered. Through the 19th and early 20th centuries, coal miners would take canaries underground with them as an early detection system against life threatening gases such as carbon dioxide, carbon monoxide and methane (Figure 1). The canary, normally a very songful bird, would become agitated, stop singing and eventually die if not removed from these gases, signalling the miners to quickly exit the mine (Davalle, 2011)."

The Wyoming Province is an Archean craton which underlies portions of Idaho, Montana, Nevada, Utah, and much of Wyoming. The cratonic block consists of Archean age granite-gneiss with interspersed greenstone belts and related supracrustal terranes exposed in the cores of several Laramide uplifts. Resources found in the Province and in the adjacent accreted Proterozoic terrane include banded iron formation, Au, Pt, Pd, W, Sn, Cr, Ni, Zn, Cu, and diamonds. The Province shows many similarities to the mineral-rich cratons of the Canadian shield, the Rhodesian and Transvaal cratons of southern Africa, and the Pilbara and Yilgarn blocks of Western Australia, where much of the world's precious and strategic metal and gemstone resources are located.

The Andacollo gold mine is located near the small town of Andacollo, Chile (population 14,000) in the fourth region. It is approximately 35 miles by paved road from the coastal city of La Serena, and Santiago lies about 300 miles to the south (see map.) Site elevation varies between 3300 feet and 4200 feet. The climate at the site is moderate but arid, with an average annual rainfall of only five inches. Because there is little rain, and the temperature varies only a few degrees (57"F to 75°F); there are no freezing, solution dilution, or pad saturation problems. The climatic conditions are ideal for heap leaching.
