Under a DOE-funded project, four advanced flotation technologies (the Jameson cell, the Outokumpu HG Tank Cell, an open column and a packed column) were evaluated at the benchscale to identify the technology or combination of technologies that best improved fine coal recovery and reduced processing costs. The results indicated that two-stage application of the Jameson and packed column cells provided the optimal performance. Subsequently, proof-of-concept scale testing was conducted at the Cyprus Emerald Coal Preparation Plant. The results confirmed that levelized production costs were lower using two-stage cleaning with the Jameson cell followed by the packed column.

INTRODUCTION In looking over the diversity of the papers that are being presented during this meeting on The Industrial Practice of Fine Coal Processing one cannot help but be impressed with the progress the industry has made in beneficiating fine raw coals, and in the number of innovations that are under study to increase recovery and to improve the quality of the finest size particles produced at a preparation plant. Those who are not in our industry, who look at the technical program, might be confused, when they see that the papers include such topics as cleaning to zero and heavy media cyclone cleaning 28M x 100M; application and performance of fine coal jigs, tables, hydrocyclones, spirals, and flotation; filtration, dewatering and thermal drying; and ancilliary aspects such as fines handling, instrumentation and process control plus screening and liberation. This is an observation and not a criticism of the diversity of papers being presented. The program fits within the parameters of fine coal preparation as the term "coal preparation" is defined, but perhaps not as the term "fine coal" is defined. Admittedly these definitions are sometimes loose. However, each should be made more definitive if a meaningful fine coal preparation overview is to be possible. COAL PREPARATION DEFINED In the opinion of the writer, the term "coal preparation" should be defined as including all work activities that are performed on all components of a run-of-mine coal from the time it leaves a surface reserve or an underground portal, until all components are either ready for shipment or are stowed on, or in the earth in an environmentally acceptable manner. This definition excludes the work that is performed to improve coal quality or handleability inside the mine or pit. This work is commonly called "face" or "pit" preparation. FINE COAL DEFINED The term "fine coal" means different things to different people. In the past, anthracite finer than No. 3 Buckwheat (3/16 in.) was considered fines which often were discarded from the breaker as an unsalable by product; and bituminous coals finer that about 1/4 in. (slack) were either discarded or sold at cost to prevent an accumulation of "no bills" which referred to a product having no immediate sale. Although a standard definition of "fine coal" is yet to be accepted by the industry, a designation of coals by particle-size range has evolved through the wide use of three-circuit flowsheets, wherein the optimum size range by washer type determines the size fractions: a coarse-coal circuit for the plus 3/8 in., a -11- coal circuit for the 3/8 in. x 28 Mesh, and a fine-coal circuit for the remaining 28 Mesh x 0. Logically, the term "fine coal" should refer to some resultant size fraction or some top size by zero. This definition should include a 28 Mesh x 0 feed to a flotation cell but should exclude a 28 x 100 Mesh size fraction fed to a heavy media cyclone. Failure to include the resultant sizes in the definition precludes accounting of the full range of particle sizes present in the feed to the plant. Since the 28 Mesh x 0 fraction is treated in the final circuit of the three discreet washing circuits, now almost always used in U.S. commercial applications, and since it contains all of its resultant sizes, in the writer's opinion, it should be designated "fine coal". Mine haul roads degrade rapidly due to extreme loads on suboptimal construction materials. Unmanned aerial vehicles (UAV) are suited to quantify large-area road-network conditions, such as surface roughness, defects and grade to optimize remediation of poor conditions and reduce overall costs. Mine haul roads present unique challenges, such as material type and edge characteristics, to automatic road detection that often fails, requiring manual road input. This research work proposes a new method using the road center determined by the principal curve of a haul truck’s path. Analysis grids were created from this center line. A dense point cloud from UAV photogrammetry was generated and multiple linear regression analysis was conducted on each individual grid. The root-mean-square error in each grid indicates the surface roughness, and the change of slope between grids indicates the road grade inconsistencies. This method was applied to 26 road sections, and the results were validated by images taken from the truck operator’s vantage point. Critical defects were identified including excessive pothole formation, corrugation, depressions retaining water, and narrowing of travel lane. The results demonstrate this is a valid method of road identification and quantification of road defects at a mine site.

The present U.S. production of bromine is from inland brines located in Arkansas and Michigan. The most concentrated domestic brines (up to 5,000 ppm bromide) are situated in Arkansas. Less concentrated brines (about 2,500 ppm bromide) are located in Michigan. The amount of bromine sold or used in the United States came from three companies operating in Arkansas and Michigan. Arkansas, with its six plants, was the leading U.S. state in bromine production. Bromine being the leading mineral commodity valuewise produced in the state. The Michigan bromine production was a byproduct of magnesium compounds production.

Brazil is a major mineral and metal producer, has magnificent fauna and flora, and superb architecture. In 1693 gold was discovered in Ouro Preto and Brazil produced about half of the world's gold. In 1726 diamond was discovered in the region of Tijuco in the Province of Minas Gerais, 150 km east of Bello Horizonte. The country became independence from Portugal in 1822 as the Brazilian Empire. In 1876, an Englishman succeeded in obtaining from the Amazon region seeds of rubber trees and secretly transferred them to England, where they were planted in the royal gardens at Kew. Some of the seedlings which spouted were sent to Ceylon and Singapore. Thus, began the rubber industry in the East. Today, Brazil is the largest producer of niobium, and produces a large number of other metals. The Mineral Research Center in Rio de Janeiro is the countries main Government establishment for mineral research. The country has been a republic since 1889 with its capital in Brazilia.

This paper presents an innovative ground support solution developed to construct a tunnel cross-passage for the MUNI Metro Turnback (MMT) Project. A “soft center” jet grouting approach was designed to provide solid ground support while maintaining a soft center to allow for hand-mining of a 2.44 m (8 ft.) wide, 3.66 m (12 ft.) tall and 4.6 m (15 ft.) long cross-passage through soft Bay Mud. Prohibitive costs and schedule impacts associated with mining under compressed air (at the time being used for main tunnel construction) were the catalysts to search for alternative methods for cross-passage construction. Limited surface disruption, relatively low costs, ease of subsequent excavation, nominal schedule impacts and proven local success of jet grouting were key factors in selecting and designing this method of ground support.

In April 1990, the Homestake Gold Mine embarked on a five year, $US 23 million underground drifting and drilling program to explore promising ore targets north of the current mine. This paper describes the ventilation and air-conditioning system that was installed for the 4m x 4m x 5.2 km (ultimately) drift, which is being driven at about 8m per day in 48OC (118.5 F) crystalline rock. Design parameters are described first. Differences in South African, Canadian and U.S. drift ventilation and civil tunneling techniques proved interesting. Details are then given on equipment selection, installation and performance. Costs are included. Special note is made of safety considerations for a long, dead-end drift.

Arizona copper mines produced nearly 67% of the nation?s copper in 2000, according to a report released by the Arizona Mining Association (AMA). This was a slightly larger share than in 2000 despite large reductions by one major copper producer and production cutbacks at several other facilities. In 1999, Arizona mines produced 64% of the nation?s copper. The report was prepared by economist George F. Leaming of the Western Economic Analysis Center in Marana, AZ. It also showed the copper industry had a $4.6-billion impact on the Arizona economy in 2000, a 26%decline from 1999. This is the lowest financial impact since 1973 and less than half the record reached in 1981of $9.6 billion. The decline is primarily due to a sustained low copper price and a slow-down in the US economy. The mining industry?s impact included combined direct and indirect contributions of $1.283 billion in personal income for Arizona residents, the equivalent of 43,000jobs. More than 5,000 of those jobs were in state and local government and more than 18,000 were in trade and ser-vice businesses. The copper industry directly employed fewer than 8,000 people statewide in 2000. This was down about 23% from 1999.

The vision-based approach to process control involving fine particles in harsh on-line environments is discussed in this paper. The sensor equipment at the process location, consisting of a light source and a CCD camera provides RS-170 B&W video output. The video can be seen on a process monitor in the control room and is sent to a computer based Vision Processor. The Vision Processor contains a video digitizer and Canty developed software that extracts process information. The iron mine application controls thickener agent feed rate and thus settling pond overflow clarity. The sensor is mounted in the overflow flume of the outdoor settling pond and is used year around in the Minnesota weather. Alternate control system needs a low flow water sample which is subject to freezing in winter. The computer based vision processor provides 4-20 mA analog outputs for real time control as well as file archive for a history record.

INTRODUCTION Shabanie mine, situated some 180 km east of Bula¬wayo, has been a producer of chrysotile asbestos for more than 50 years. The ore bodies occur in serpentinized dunite, which overlies talc-carbonate schist. A zone of relatively competent rock of varying thickness occurs between the schist and the ore bodies, which are gen¬erally less competent. The hanging wall of the ore bodies is economic, and the hanging-wall serpentine carries a variable subeconomic amount of fiber. It is important to note that, in general, the ore body competence is less than that of the foot and hanging-wall formations. Historical After surface operations ceased, cut-and-fill stoping was used to win ore from underground; this was success¬ful until the increasingly stoped-out area caused insta¬bility in the stope pillars and back. Consequently, dur¬ing the early 1950s, a gradual change to cave-mining methods was made, the ore being won by hand lashing in drawpoints, situated in the basement of the stope blocks, and passed through orepasses under gravity to the haulage level some 13 m below. About this time, interest was focused on the sub¬level caving method in use in Swedish iron ore mines: it was felt that it might be applied economically to the Shabanie ore bodies. Accordingly, in 1958, an experi¬mental stope block was laid out in which sublevel inter¬vals and extraction tunnel spacing were 9 m. The tun¬nels (ring drilling drives) were oriented on strike-in contrast to the Swedish system, in which crosscuts that retreat from hanging to footwall are used. The advantages of the method were quickly appre¬ciated by the operating personnel and, despite the in¬evitable teething troubles pertaining to the introduction of any new mining method, it was not long before sub¬level caving was providing a high proportion of the mill feed. The disadvantages also became apparent at an early stage, however, and, from that time to the present, continuing modifications have been made to mining lay¬outs in an effort to improve ore recovery. GENERAL DESCRIPTION OF METHOD The mine is served by a vertical hoisting shaft, in which two skips, a man cage and a service cage, provide adequate capacity for production requirements. The rock hoist is a Ward Leonard control hoist, in which two electric motors drive a common gearbox. The man winder is driven by an a-c motor. Several auxiliary shafts provide secondary egress and intake and return ventilation. Main haulage levels are above (Fig. I a and b). Blasthole fan patterns are drilled by drifters of 100 mm bore, drilling 41-mm holes; when a sufficient strike length has been drilled, a slot is cut in the upper¬most sublevel and the rings are broken into the slot. Initially, a limited tonnage is drawn, since it is essential to ensure that the hanging wall caves behind the retreat¬ing stope face. Once this has been established, maxi¬mum tonnage can be drawn, as described later in this chapter, under the heading "Draw Control." The broken rock is loaded by 0.14 and 0.20-m3 load¬ers into cocopans (rocker-dumping type of tipping truck), which are hand trammed to orepasses, discharg¬ing on the haulage where 11-t electric trolley locomo¬tives haul 3.95-m3 Granby cars to the main shaft bins. As is evident from Fig. 1, the layout is simple, the block is brought rapidly into production, there is a high degree of selectivity and flexibility, and the result is a low-cost high-productivity mining method. DEVELOPMENT Main haulages are developed at 3.2 x 3.2 m, and once the service winze connections have been completed the development of the sublevels is undertaken. The footwall drives are cut first, to obtain access to the block. These ends are of the standard section, 2.4 x 2.8 m, and from them crosscuts at intervals of 70 m are driven through the ore body to the hanging wall. These crosscuts are used to supplement the geo¬logical information previously obtained from diamond core drilling, and they provide additional and more de¬tailed data on fiber percentages and lengths, structural features, and other relevant criteria which are used to build up the geological assessment of the area and to classify it in terms of the geomechanics rock classification (Laubscher and Taylor, 1977). The crosscuts also allow the necessary orepasses to be sited conveniently so that tramming distances from the loading points are not excessive. Development Drilling Once the skeleton development has been completed, the extraction headings are developed at 2.4 x 2.4 m as shown in Fig. 1. Standard development practice is to use crews of a machine operator and his helper, equipped with air-leg mounted jackhammers, to drill rounds of 1.8 m with integral tungsten carbide tipped drill steel. Newmont has been producing gold from the Carlin Trend for over 45 years. Naturally the focus, scale and complexity of the operations have changed considerably over this time. Newmont discovered and developed the Carlin Main ore body which is located about 32 km (20 miles) north of Carlin Nevada. The property was developed as a one mine one gold mill treatment plant operation which produced about 6,200 kg (200,000 Troy ounces) of dorè gold bars per year. The initial mine, mill and gold refining facilities were relatively small in comparison to today?s standards. The milling circuit used the Merrill-Crowe zinc precipitation process to recover dissolved gold and prepare a concentrated precious metal ?precipitate? to be melted into a dorè bar for sale.

Banded ironstone and associated fine-grained carbonaceous sediments near Jardine, Montana, are enriched in gold, arsenic, and tungsten. The mineralized sediments lie within a thick sequence of quartz-mica schists cut by a 2.6 b.y, granite. Surface, underground, and drill hole mapping are used to construct structure contour maps of individual ironstone lenses. Each lens is then unfolded by triangulation of minimum surface path distances between drill hole penetration points. Major and minor element abundances in composite ironstone samples are interrelated through R-mode factor analysis. Results indicate five significant element groupings thought to reflect coarse detrital, fine detrital, sulfide-rich chemical, iron-rich chemical, and epiclastic ultramafic sediment. Ultramafic factor scores are highest in a previously undefined rock type rich in cummingtonite, biotite, and chlorite; lacking in quartz; and closely associated with at least one ore horizon. Detrital dilution of ironstone, calculated from chromium and nickel content, drops off significantly as ore-bearing ironstone is approached. This observation may indicate that centers of gold precipitation have protected themselves, either topographically or by rapid deposition, from detrital contamination. Gold mineralization correlates most strongly with the sulfide- rich factor. Gold may have been introduced through hotspring activity as a bisulfide complex.

Thallium is not significantly removed from mining influenced water (MIW) through conventional treatment in hydroxide precipitation plants. We experimentally investigated modifications to hydroxide precipitation schemes to concurrently remove thallium. Our goal was to determine cost effective and efficient hydroxide precipitation process modifications for thallium removal. Strategies for removal targeted multiple mechanisms including sorption, co-precipitation and/or oxidation of monovalent thallium. Modifications were tested in batch and included oxidant evaluation and the role of manganese. Removal of thallium was enhanced by the addition of permanganate as well as oxygen by aeration. In addition, contact with retained solids and the initial manganese concentration played an important role in the extent of thallium removal observed. This paper reports on our findings and discusses the implications in the removal of thallium with minor modifications to the hydroxide precipitation process.

Mining is likely to be targeted by The United States Environmental Protection Agency (“EPA”) as one of its key enforcement targets for fiscal year 2002-2003. Identifying the mining industry as an enforcement target, coupled with an increase in enforcement activity in recent years, places each mining operation at increased risk of receiving enforcement attention. A properly developed and implemented Environmental Management System (“EMS”) tailored for your operation is invaluable in reducing the risk of incurring liability for non-compliance. At the heart of an effective EMS is an audit program that checks the company’s compliance with environmental requirements. In addition, audit privilege (in select states), voluntary self-disclosure, and the attorney-client privilege serve as very effective tools for managing those liabilities that may arise during auditing a well-developed program. Of course, these latter tools are effective only if the auditing program is properly structured and properly managed. EPA and some states also provide varying degrees of immunity for environmental violations that are voluntarily disclosed in writing by the company. However, self-disclosure laws and policies typically prescribe stringent requirements for parties seeking to take advantage of them. For example: U.S. EPA has recently extended the time period in which to provide full written self-disclosure to 21 days. However, U.S. EPA’s revised Self-Disclosure guidance also addresses when a company obtains knowledge of a violation for purposes of triggering the 21-day clock and specifically extends the knowledge requirement to include the company’s agents and consultants. This expansion increases the difficulty companies may have in clearly defining and managing when they obtained knowledge. The low-grade talc deposits in Tallapoosa County, Alabama, are associated with a mafic-ultramafic rock complex that is part of a widely distributed schist and gneiss group. These rocks form a synform structure overlying Inner Piedmont lithology. Paragenetic sequence of the Tallapoosa talc is interpreted as enstatite-anthophyllitetalc. Talc occurs as massive boulders formed by the alteration of enstatite-anthophyllite and as finely disseminated discrete particles in the enclosing saprolite matrix. Weathered rock reaches depths as great as 60 feet. The quality and quantity of the talc, however, are variable. Mineral analyses of the talc-bearing samples, by petrographic grain count, indicate a talc content of 16 to 26 percent. Most of the talc occurs as plates or scales that are moderately stained with limonite. Fibrous talc also occurs in the deposits and is often mistaken for anthophyllite asbestos which is intimately associated with the talc. The size, shape, and occurrence of the talc deposits precludes any method of min¬ing other than open-cut. A small-scale mining operation began in the district in 1969. Potential capacity of the operation is 5, 000 tons per year. Inferred reserves, based on field investigations, are placed at approximately 8 million tons. Safe and successful mine closure represents a fundamental work element that needs to accommodate the geochemical conditions existing at the completion of the mining and ore processing effort. Given the interests in limiting costs and time associated with mine closure efforts enhanced prior understanding of the geochemical conditions likely to exist upon exhaustion of the economic reserves can provide important benefits. The purpose of this paper is to document the benefits associated with geochemical modeling and understanding how the ore formation process may impact mine closure efforts, using one ore deposit type as an example. Specifically, this paper will emphasize the geochemical processes leading to the formation of sandstone-hosted uranium roll-type deposits and how the resultant concentrations and distributions of ore and gangue phases need to be incorporated into understanding the geochemical conditions projected to exist at the end of mineral recovery efforts. The paper will describe the evolution of geochemical conditions leading to ore body formation and the geochemical effects induced by open pit mining and how these may be used to understand both the geochemical controls and constraints on residual mine water. In addition, a discussion will be provided on how these conditions may be simulated by solution equilibria and kinetic modeling to develop optimum approaches to achieve applicable closure standards. This paper will also discuss specific augmentations to existing industry standard solution equilibria and kinetic models and associated thermodynamic databases to maximize the predictive accuracy of the geochemical modeling results. The benefits of understanding the electrochemically reactive behavior of uranium and associated gangue phases and incorporating this behavior into mine closure efforts will be presented. The culmination of the benefits of the geochemical modeling will ultimately be the development of a sustainable approach to uranium mine closure that is based upon an engineered environment designed to return the ore body to stable geochemical conditions.

"National Institute for Occupational Safety and Health NIOSH is conducting research on jackleg use and related accidents in underground metal mines. This paper provides an analysis and overview of jackleg drill usage, accidents, operational characteristics, and alternatives, based on information from injury reports, legacy research, stakeholder input, and published literature. Jackleg drills are involved in more ground fall accidents in underground metal mines than any other drill. Jackleg-related injuries are most prevalent at the face in the course of installing initial ground support. Alternatives to jacklegs for drilling and bolting under incomplete support in narrow underground openings are not yet available. Small mechanized bolting equipment needs to be developed to address jackleg-related accidents and improve safety at mines where jacklegs are being used. JACKLEG DRILL Description The term “jackleg drill” is a generic name for a class of handheld, rotary, percussion rock drills that are equipped with an attached reaction leg to provide stability and thrust for the drill (Figure 1). All of the drill and leg controls are located near the operator’s handle at the rear of the head portion of the drill. Jacklegs are classified according to the bore size of their pneumatic pistons which normally range from 6.03 to 8.26 cm (2.375 to 3.25 in) [Kurt, 1982; Clark, 2012]. Jacklegs typically weigh 460 N (103 lbs), but their weight can approach 535 N (120 lbs) after they are fitted for operation with drill steel and air and water hoses [McKibbin and Clark, 2001]. In underground mines, jackleg drills are commonly used to drill 3.8-cm (1.5-in) diameter holes 1.83 m (6 ft) deep in rock. Application The jackleg drill is primarily used in underground mines when the size of the ore body, the ground conditions, or the mining method do not permit large openings to be mined using mechanized equipment (e.g., narrow vein mining). Jacklegs are used to drill blast-holes for explosives and also holes for installing ground support. These versatile drills are used in nearly all phases of mining including exploration, development, production, and maintenance [Kurt, 1982; Williams et al., 2007; Chen and McKinnon, 2012]. The jackleg is used to drill holes in rock using drill bits attached to hollow steel bars called drill steels (rotary percussion drilling). After the hole is drilled, the jackleg can be used to install different types of ground support components, depending on the ground conditions and the specific ground support measures that are needed. For example, the jackleg can be used to install expansion-anchor rockbolts or resin-grouted rockbolts using the drill’s rotary-motion feature. On the other hand, the jackleg can also be used to install friction-type Split-Set™ rockbolts using the drill’s percussion (hammer-motion) feature. As shown in Figure 1, various washer-like bearing plates can be installed along with these bolts to provide additional ground support and to help secure surface control products, such as wire mesh and shotcrete that are in turn used to retain small, loose material between the bolts [Clark, 2012]."

For nearly two decades, MINExpo International has held the title to the biggest show in mining. The 2012 MINExpo is expected to be the biggest yet, with nearly 1,800 exhibitors rolling out the newest equipment and services across 12 halls. From September 24 to 26 in the Las Vegas Convention Center, MINExpo will present the newest in everything from automation and robotics to safety and communications equipment to reclamation services, and much, much more. The last MINExpo, in 2008, had nearly 38,500 visitors. The show?s sponsor, the National Mining Association, expects this year will be even bigger, with more than 40,000 visitors over three days. Twenty talks on the issues facing mining today are scheduled for Tuesday and Wednesday mornings, but the real action will happen out on the floor. That?s where ultra haul trucks big enough to carry as much as 363 t (400 st) of rock will be assembled next to underground loaders able to lift more than 20 t (22 st) in one scoop. Caterpillar, Komatsu, Liebherr, Sandvik, Atlas Copco: all the big names in mining equipment will be there. Their massive earthmoving equipment and mining machines are the centerpiece of the show. Preassembly for the largest pieces begins on August 6, 2012.

The vat leaching operation at the Yerington Mine was started in October, 1953. The original plant facilities consisted of primary and secondary crushing, eight leaching vats, precipitation launders, sulfuric acid plant and the necessary maintenance, warehouse and administrative facilities. By 1961, 35,000,000 tons of oxide ore had been removed from the mine exposing the underlying sulfide ore body. A 5,000 ton per day concentrator was constructed and put into operation to treat the sulfide ore in November, 1961. The original crushing plants were used for both oxide and sulfide ores. By adding a third crushing shift for six days per week, the treated ore was increased from 12,000 to 17,000 tons per day. To balance the oxide and sulfide ore reserves, the concentrator was expanded to 13,500 tons per day in 1967. Again, no additional crushing facilities were added. It was anticipated that the treatment rate of oxide ore would be reduced from 12,000 to 9,000 tons per day. Instead, the addition of two crushing shifts per week, and improved operating procedures, increased the treated ore to 26,500 tons per day, 13,000 tons to the vat leaching and 13,500 tons to the concentrator.

This is part two of an article on the prominent role that the United States and its industry leaders have played on the International Tunnelling and Underground Space Association (ITA), which represents the underground construction and underground space industries worldwide. The U.S. is officially represented in ITA by UCA of SME. (Part one is in T&UC, June 2007, pp 39-42) Tunnel advances in 1960s and 1970s The 1960s and 1970s were active and productive times for the U.S. tunneling industry. During that time, federal programs, sponsored by the Federal Railroad Administration (FRA), the Office of High Speed Ground Transportation (OHSGT) and the Advanced Research Projects Administration (ARPA), stimulated tunnel research and development. Also, the American Society of Civil Engineers (ASCE) and SME collaborated to create the Underground Construction Research Council (UCRC) and the Rapid Excavation and Tunneling Conference (RETC) series.
