Uncertainty estimates on coal resources were computed as part of the U.S. Geological Survey’s National Coal Resource Assessment study of more than 60 coal beds and zones in the Appalachian Basin, the Colorado Plateau, the Gulf Coast, the Illinois Basin, and the Northern Rocky Mountains and Great Plains. The estimates were made to provide zone specific measures of uncertainty on the historical categories of geological assurance, namely measured, indicated, inferred and hypothetical. Previous estimates were based solely upon distance from a drill hole. These new estimates incorporate site-specific variability and spatial correlation and indicate that there is considerable difference in variability within and between regions. Uncertainty estimates for the measured category are discussed in this paper.

Islais Creek Contract E, a transport/storage tunnel in San Francisco, was visited on a fieldtrip during construction by delegates to the 1995 RETC. This paper is a follow-up to that fieldtrip. The project’s two tunnels are 3.7 m and 3.2 m finished diameter, 155 m and 77 m long, respectively. The contractor used 1,000 overlapping jet grout columns to pre-treat the weak Bay Mud along the tunnel alignments, then mined them with an open faced tunnel shield, eliminating the need for compressed air tunneling. This paper documents the jet grouting program and the tunneling operation used on the project.

The evaluation of raw materials in terms of quality profile, mineralogical character and mechanical properties is of great importance to the cement industry. The variability of their chemistry and structure is among the decisive design parameters in the choice of any mining, handling and preblending systems. Furthermore, clinker and cement production require sound estimates of the above parameters, to help produce some appropriate and realistic raw mix configurations and achieve minimum standard deviation of the major components. This paper addresses this subject from the perspective of a cement producer and presents the principles of a methodology aimed at optimizing mine planning and process design. Finally, results from case studies on actual sedimentary deposits currently in operation are discussed.

Despite a present, short-term economic recession, a remarkable enthusiasm exists in Hong Kong for building infrastructure including major tunnel projects. This paper provides details of current and recent bored tunnel works together with an insight into the impressive list of future underground projects planned by the MTRC,KCRC, Highways Department and Drainage Services Department for the next decade. Risks for each of these works including pipejacking, mixed face and rock tunnelling generally in Hong Kong are also identified. From this is evident that the scale and difficulty of such works continues to increase, requiring the use of more sophisticated methods of construction, the need for better methods of assessing and managing risks and for Government to utilize improved, more equitable Conditions of Contract for such major tunnelling projects.

Five years ago, Phillips Coal Company decided replacing mainframe/workstation programs with a new package of PC software was clearly the best solution for computer reserve modelling. The system chosen was actually three programs distinguished by their power, cost, flexibility and integration, and ease of learning and use. Phase I involves the use of the "StratiFact" program for borehole data management and seam correlation. This phase is probably the most neglected, yet critical aspect of reserve evaluation. Phase II employs the "PC/Cores" package for modelling and volumetrics. Phase m is "PC-Cut" which provides mine planning tools including an automated cut generator.

Saudi Arabia’s mineral potential offers development target that compliment the national effort to diversify the income of this oil and gas economic based nation. Ma’aden, a joint stock company with paid-up capital of US$1 billion, has from its inception in 1997, actively developed in-house engineering and management skills to transform the Arabian shield’s mineral potential into such real projects. Gold mine operating facilities of 100,000 oz/yr underground and 50,000 oz/yr open pit are de-scribed, as well as 3 targets, two of which are underdevelopment; Al Hajar (3,000 tpd at 2.5 gpt Au)and Al Amar (5,000 tpd at 20 gpt Au). Emphasis is also on exploitation of phosphate rock and down-stream fertilizer products, based on the Kingdom’s107,000 sq. km. northern basin geological reserve. Al Jalamid, the prime target, represents 216 million tonnes of these P2O5 reserves. Saudis and expatriates, together, lead international engineering companies and contractors operating and developing these facilities.

In order to understand the intricate nature of blast damage mechanism and to counter the associated problems, small scale blasting experiments were performed on hydrostone, concrete and granite. This was followed by a 2.4 m x 2.7 m (8'x 9') drifting operation in a quartzite quarry. Interior as well as exterior damage was assessed by different techniques. On the basis of the experimental results, the effect of explosive characteristics on the damage was examined.

Only 40% of fly ash generated by the power plants in US are recycled and used for commercial applications. Of these, the high lime, Class C ash had been preferred. Systematic laboratory and field-scale studies have shown that, by including calcium chloride in the mix design of stabilization of roadbed materials, both Class C and Class F fly ashes can be effectively utilized. Test data reveal that the addition of calcium chloride to the system accelerates its curing rate, thereby increasing early strength and long term durability of the constructed road. For road construction, a preblended Class F fly ash–CaCl2 system tends to be more forgiving than the Class C fly ash–CaCl2 system. The former system produces more durable roads. The role of calcium chloride as an accelerator in these systems is discussed along with a mathematical model developed for fly ash- CaCl2 stabilized roadbed systems.

The authors previously had developed a methodology that combines injury and citation measures into an overall mine safety performance evaluation tool, called the Safe Performance Index (SPI). It can be easily adopted by mine operators to monitor trends in their injury and citation experiences as a risk assessment method. In this paper, six normalized safety measures and the SPI are used to evaluate the risk that existed at mines in the two years preceding the occurrence of a fatality. The percentage of mines is given for which the risk was high or where trends of some of the safety measures indicated moderate risk. In 50% of the mines, this mine safety performance tracking method could have been helpful to the companies, state agency, or MSHA in recognizing and addressing emerging problems with actions that may have been able to prevent high-risk conditions, the fatality, and/or other serious injuries. The approach would have given scrutiny to the risk for mines that encompassed 74% of the fatalities during 2007-2010.

Room-and-pillar mining at the Big Island Mine uses narrow, yield (i.e., load transferring) pillars to achieve high resource recovery and productivity. Two flat-lying 3- to 3fi-meter (10- to 11fi-ft) seams are mined. The interburden between the seams is about 10 meters (33 ft) and the cover depth is 250 to 330 meters (820 to 1,080 ft).Most of the mining has been single-seam, but two-seam mining will begin in the near future. Yield pillars minimize stress transfer between the seams. However, it is important that good long-term stability be maintained to prevent subsidence over a large portion of the mine beneath the Green River channel. Three stress issues impacting stability are discussed in this paper: (1) higher-than-gravity vertical pre-mining stresses, (2) time-dependent stress transfer or arching, and (3) stresses induced by strata gas. Although the stress environment and behavior is not fully understood, steps have been taken in mine design and operations to minimize impacts to stability. Stress determinations have been very important to verify analytical predictions used in mine design and in long-term stability assessment.

The objective of this international conference was to assist the mining and minerals industries in their global transition to sustainable development. The main theme of the conference was the development, monitoring and assessment of sustainable development criteria for mineral operations. Emerging technologies were also presented that can assist in the development of criteria and performance indicators.

The vast majority of valuations produced for mineral properties using the net present value method provide an estimate of Investment Value or Use Value. Such an estimate can be a long way from the price that the property would sell at if placed on the market. Indicators from the market need to be used to validate or modify the net present value calculation. The comparable sales and replacement cost approaches used in the appraisal of urban buildings generally fail us in the appraisal of mineral properties. Other methods of sales analysis are introduced. Guidelines for what a minerals appraisal report should contain are presented.

The National Coal Resource Assessment – 2000 project was a multi-year effort by the U.S. Geological Survey to identify, characterize, and assess the coal resources that will supply a major part of the Nation’s energy needs during the 21st century. The purpose of the USGS National Coal Resource Assessment (NCRA) was to (1) digitally assess selected coal beds and zones that will be the most important in the next few decades, (2) create publically available stratigraphic, geochemical, and geographic information system (GIS) databases to answer a variety of questions of importance to government, industry and public decision makers, and (3) provide interpretive geologic and geochemical information for the primary coal resources of the Nation. Five priority regions were assessed: the Appalachian Basin, Illinois Basin, Gulf Coast, Illinois Basin, and Northern Rocky Mountains and Great Plains. The NCRA was a cooperative effort between the USGS and a number of State geological surveys in these coal-bearing regions. A study of coal resources on Federal lands was also conducted. Adequate energy supplies and the efficient use of those supplies are critical to the economic well being of a country. Affordable and reliable coal supplies are essential to the interests of our national and local policymakers. Policy makers require a range of information on the energy supply, as well as the economic and environmental issues associated with that energy source and its use. Formulation of an effective national energy policy and development of energy resources requires that we understand the geology, distribution, quality, and size of the national energy endowment.

The Non-Time Critical Forest service CERCLA Action at Mansfield Canyon, Santa Cruz County, Arizona designated previous locators of unpatented mining claims as owners/operators of the Hazardous Waste Facility, retroactively liable for all reclamation costs including reclamation of mines acquired by the Forest Service. The CERCLA Action is based on non-existent tailings, a non-existent permanent resident, inaccurate and unreliable data and did not review or consider prior USGS and USBM data. The consequences of the Forest Service action include(1) reduced exploration, (2) loss of credibility, (3)public disillusionment and distrust.

The Mineral Economics and Management Society (MEMS) held its fifth annual conference in Montreal, Quebec, Canada earlier this year. “The Minerals Industry: Responding to the Global Challenge” was the first MEMS conference to be held outside of the United States. About 125 mining- and minerals-related professionals attended. The MEMS program included six sessions and three distinguished speaker addresses. The session topics included: “Minerals in the Macro economy: Development in Demand,” “Trends in Global Metals Supply: The Producers’ Challenge,” “Global Environmental Issues: Policy Perspectives,” “Global Environmental Issues: Quantitative Analysis” and “Minerals in the CIS: Phoenix or Albatross?” A student session was also offered. It provided a competition for monetary awards for outstanding papers.

At the present time, whether an electric utility uses high-sulfur coal is largely determined by geographical location, clean air legislation, and the age of the power plant. Acid rain legislation may well be the new force to change the use of high-sulfur coal. A number of coal papers were presented at the SME Fall Meeting in St. Louis, MO, Sept. 1986. These papers discussed high-sulfur coal in relation to its economics, trends and prospects, value of cleaned coal, and coal-cleaning technology. The Clean Air Act of 1970 required the reduction of SO, emissions from most stationary electric-generating plant to 0.5 kg (1.2 lbs) SO2, per million Btu of heat input. It was possible for many plants to utilize lower-sulfur coal or a mixture of high-sulfur and low-sulfur coal to meet this emission requirement. This 1970 act greatly increased the use of low-sulfur western coal. The 1978 amendment to the Clean Air Act required all new plants to use Flue Gas Desulfurization (FGD) to meet a requirement of 70% reduction of potential SO2 emissions to 0.3 kg (0.6 lb) SO2 per million Btu of heat input. With the requirement to use FGD, there was little or no demand for low-sulfur western coal in new eastern power plants. If' new acid rain legislation is enacted, it likely will require sizeable reductions in SO2, emissions by existing coal users. There might then be a shift to greater use of low-sulfur coals. The low-sulfur coals could come from either western or eastern mines or from cleaned eastern coals. Economics will dictate the approach older power plants will take to meet new regulationsuse FGD or low-sulfur coal. Coal use for electric power generation has changed from 1970 to 1985. Table 1, (Land, preprint 86-333) shows the change. The table shows that in 1985, US utilities used about 255 Mt (280 million st) of high-sulfur coal. Some 45 to 54 Mt (50 to 60 million st) of high-sulfur coal is being used in plants equipped with FGD and most of this use is in eastern states. This leaves 200 to 209 Mt/a (220 to 230 million st) of high-sulfur coal being used without FGD treatment. These plants are at risk if acid rain legislation is passed. Most of these plants are in the east and are more difficult to supply with low-sulfur coal. Estimates range from $20 to $30 billion capital investment and from $5 to $9 billion dollars per year operating costs to reduce SO2, emissions from those old medium-to-high-sulfur coal-burning plants. G. W. Land, (preprint 86-333), also presents tables relating to power generating costs and coal types. The author's tables are extracted from Land's tables IV and V. Table 2 here presents costs for a new plant. This includes the impact of different heat rates, fuel costs, fuel qualities, operating and maintenance costs, labor costs, and waste disposal costs. Table 3 compares estimated costs to retrofit an older plant with a limestone scrubber versus switching the same plant to low-sulfur eastern or western coal. Costs of switching include upgrading the electrostatic precipitator and - with western coal - costs of derating. Bhagwat, (preprint 86-325), details the trends in high-sulfur coal markets from 1974 to 1984. He also gives some prospects for high-sulfur coal markets, 1984 to 1994. The prospect depends mostly on whether acid rain legislation is enacted. By 1994, if New Source Performance Standards (NSPS) continue to be applied, high-sulfur coal demand from six mid-west and eastern states is expected to increase by 27 Mt (30 million st). • L. A. The introduction of computer technology to the mining industry has produced many benefits for the mining engineer. The most significant is the dramatic increase in productivity realized by the individual user. This is important during times of competitive market conditions. Software for the minerals and energy industries has evolved substantially over the past decade. But even today it remains difficult to find a system that features the flexibility and integration capabilities to effectively (and cost-effectively) handle the needs of professionals in each phase of the mining industry - from exploration to reclamation. Several national software developers are now addressing this challenge. One Denver-based company, MINEsoft Ltd., offers a software package that is currently being used in each phase of the mining industry. The basic technology used in MINEsoft's database management system was developed in the 1960s. But during these early years of the computer industry, most of the technology was available only on mainframe computers, and then only as separate entities. MINEsoft's system unifies these various systems in one package that can be used on most computers manufactured today. Database Management System TECHBASE is a flexible, integrated database management system designed specifically for technical applications. The system features a database manager with no practical limit to the amount of data it can store, retrieve, and manipulate, according to the company. TECHBASE in¬cludes Applications Packages (TAPs) designed to meet the needs of professionals in a host of industries. Clients use the TECH BASE system to prepare many reports, including important EPA information. The package reduces data to a manageable level and enables users to increase productivity with a smaller staff. Mining engineers no longer need to do things by hand. What used to be a day's work can be accomplished in an hour or two. Exploration "Using the TECHBASE system to generate maps has probably saved us the expense of three or four draftsmen," says Ralph Fitch, regional manager and senior staff geologist with Chevron Resources in Portland, ME. "The system has great flexibility. You can treat it much like a spreadsheet. If you are halfway through with a particular project, the system allows you to add fields and calculations with ease but without starting over." Fitch uses TECHBASE for the "straightforward" plotting of results and generation of geochemical and geophysical profiles. "In exploration," he says, "these are the two key elements ... the generation of maps and data profiles. The system allows you to plot as many elements and variables in these areas that you like." Other aspects are important, too, says Fitch, including drill hole sections. "We use all the basic capabilities the system provides in the complete package," he explains. Introduction The efficient process control of a uranium mill and its associated mining operation requires a nearly continuous knowledge of the uranium concentration in the ore. Generally, the approach is to use laboratory assays of grab samples from the mill feed belt. In some cases, elaborate and expensive systems have been used to ensure random sampling, but even with these systems, mass-balance discrepancies still exist. There is a requirement for an on-line instrument that can give a prompt, accurate analysis of a large portion of the feed stock. The authors have recently evaluated a laboratory system that achieves these goals using neutron activation and delayed neutron counting. The development of the on-line uranium ore analyzer is a consequence of previous work done at the Whiteshell Nuclear Research Establishment (WNRE) (Campbell et al., 1978 and 1981), and is based on the emission of delayed neutrons after the neutron irradiation of fissionable materials. The mechanism of delayed neutron emission has been described (Keepin, 1965), but briefly is as follows. The fission fragments resulting from irradiation are in an excited state. Certain of these delayed fission products, precursors, decay to a more stable state by the emission of a delayed neutron. The delayed neutrons can be divided into six groups with effective half-lives ranging from 0.2-55 sec. It is important to note that more than 50% of the delayed neutrons are emitted within the first 6 sec after irradiation; this has an influence on the design of the analysis instrument. Measurement Cycle The measurement cycle involves a neutron irradiation, a delay time, and a counting period. The laboratory demonstration model of the ore analyzer comprises a californium-252 neutron source, a source chamber, a pneumatic transfer facility, and a neutron irradiation and counting module (Fig. 1). The ore sample is placed in the irradiation chamber. The neutron source is transferred to the center of the chamber for a 5-sec irradiation while the helium-3 thermal neutron detectors are switched off. As the source returns to the storage chamber, the detectors are switched on and the delayed neutrons counted. The total assay cycle is 16 sec. The current instrument design calls for the ore to be cut from the main belt every 16 sec by a mechanical arm and dropped into the analyzer directly, or via another belt. The cycle starts when there is a sufficient mass of ore in the irradiation chamber to depress a switch and stops when the delayed neutron count is finished. The ore is then dropped through the bottom of the analyzer chamber and returned to the main belt. The counts from each cycle are accumulated and the data reduced to give the desired information. The source is contained in an iron capsule and pneumatically transferred between the irradiation/counting and storage chambers. The irradiation/counting chamber possesses 12, 600-mm (24-in.) long helium-3 thermal neutron detectors embedded in an annulus of wax (Fig. 1). Two sets of six detectors are each interfaced to a preamplifier, amplifier and single-channel pulseheight analyzer system, and the two systems are connected to a scaler. A special timing unit controls the transfer of the source and the on and off switching of the detector assembly, in sequence with the movement of the source. Results and Discussion In the experimental demonstration, using the 107 neutron.s-1 source, a 10% uranium ore was measured to ± 10% (2o total error) in 10 cycles and ±6% (2o) in 100 cycles. Since a larger source was not available, it can be statistically predicted that a 109 neutron-s-1 source could be used to measure a 0.1% ore to ± 10% (20) in 10 cycles. The uranium can occur as discrete nonhomogeneous particles in the ore, and the error caused by such a distribution of particles is ± 4% (2o), as determined by

Gold ores containing antimony suffer from poor recoveries of gold in cyanidation due to the impact of antimony on the cyanidation process. Techniques such as lowering the pH for cyanidation can improve gold recovery, nevertheless a limit can be reached where high cyanide consumption makes traditional processing uneconomic. The paper outlines a process for the pre-treatment of gold-antimony concentrates to remove the antimony resulting in a low-antimony content gold-bearing residue suitable for efficient treatment for gold recovery through cyanidation. This hydrometallurgical process produces a by-product credit of commercial grade antimony trioxide as Senarmontite that can significantly offset the cost of the pre-treatment.
