Lime addition to acid mine drainage waters (AMD), possibly accompanied by aeration, has been the basis for their remediation by precipitation of predominantly metal hydroxides. An efficient novel alternative technique causes precipitation of double M(II)-M(III) hydroxy sulfates which readily precipitate and are easily dewatered. When the Fe(II)/Fe(III) + Al(III) ratio of the AMD is appropriate, the Green Precipitate (GP) Process provides a more effective alternative to normal liming/aeration. The process can be adapted to give a continuous in-line treatment by the choice of suitable computer-controlled reactors designed to improve the liming efficiency, reduce scaling and control the rate of treatment. The processes are described in terms of the chemistry involved.

Since its formation in 2004, the Task Group for the Extension of the Continental Shelf (EMEPC) has been collecting hydrographic, geological and geophysical data to support the extension of the continental shelf beyond 200 NM. In 2008, the EMEPC acquired a 6,000 m rated ROV named "Luso" and has been cooperating with several national and international institutions to increase and improve its operational capabilities to conduct research on deep-sea minerals. The Portuguese continental shelf corresponds to a broad area of the seafloor encompassing different physiographic domains: the mid-Atlantic ridge system, abyssal plains and numerous seamounts. From 2008 to the present, the mid- Atlantic ridge and seamounts have been the most visited sites with the ROV "Luso". Several hydrothermal vent sites are known to occur along the mid-Atlantic ridge to the south of the Azores archipelago and mostly within the Portuguese EEZ. Vent fields were also discovered in the extended continental shelf, namely the Rainbow and the Moytirra sites located to south and to the north of the Azores archipelago, respectively. The most studied seamounts correspond to those forming the Great Meteor chain and the Madeira- Tore rise. All these visited sites are related either with the occurrence of polymetallic sulphides or cobalt rich Fe-Mn crusts and the opportunities to further pursue their exploration will be discussed.

In 1995 I was asked to participate in a litigation matter between a corporation and its insurance carriers concerning insurance coverage for remedial costs at a large, environmentally contaminated closed-down former industrial facility. One of the buildings on this site became known to the lawyers representing the company as “the infamous Building 8”. This building housed millions of documents retrieved from various locations at the facility while it was being shut down. It became apparent that the facility management had no document destruction policy, and thus Building 8 contained internal memoranda, notes, copies of correspondence, permits, operating records, inventory records, and the like from fifty years of operation. Needless to say, some of these documents, all of which were subject to discovery by the insurance companies in the litigation, contained material that was less than helpful to the company’s case. Of course, there were also a few helpful documents, but the overall usefulness of these records was outweighed by the negative impact they had on the conduct of the litigation. A second example involves e-mail. Several years ago, acting on an anonymous complaint that we later discovered was made by a disgruntled former employee who had been fired, a small army of federal environmental investigators descended on a client’s operating facility and, armed with a search warrant, literally commandeered the facility’s EH&S department. The investigators impounded the computers of the EH&S personnel and extracted all of the data from the hard drives of those PCs, as well as all EH&S related files from the hard drives of several servers used by the facility. These computers contained many years’ worth of stored e-mails, draft letters and memoranda, and other documents that provided grist for a four and one-half year criminal grand jury investigation of the facility and its EH&S staff. Both of these companies would have benefited from following a rigorous, enforceable, corporate records policy. Here is a third problem. My client had, during the 1960s, made a brief, and unprofitable foray into the nuclear fuel processing business. It ultimately sold the subsidiary, and was forced to give the purchasing company a broad indemnity against future liability. As might be expected, years later the facility was found to have considerable soil and ground water contamination both by chlorinated solvents and low-level radioactive material. Several years into the remediation program, my client discovered a tractor-trailer load of files, apparently removed from the subject facility, sitting in a parked trailer in a company-owned lot 300 miles away from the facility, where they had been for nearly thirty years. These documents were not helpful to the client, but had to be reviewed, at considerable cost, by paralegals. Moreover, several of the boxes turned out to have been mildly radioactive, setting off a chain of health and safety issues that consumed tens of thousands of dollars of legal expenses before they were resolved. Today, formal, enforceable corporate records management programs have become an extremely important element of overall corporate management. What was for most of the last century little more than a low level warehousing function is now a critical, actively managed, operating function that affects every level of corporate management. The rapid assimilation into corporate culture of electronic document management and the prevalence of e-email as the primary means of internal communication have created records management complexities the likes of which were not even conceived of fifteen years ago. Record preservation and destruction are no longer matters that can be handled on an ad-hoc decision making basis. Because of regulatory requirements affecting various classes of documents and the litigation consequences of ad hoc retention and destruction of corporate business records, and the need to have the ability to quickly retrieve documents in either a litigation or business negotiation context, a set of records management norms have evolved over time that have become the core elements of virtually every corporate records program. A model of a new laboratory magnetic separator has been conceived to cater the needs of process engineers and mineralogists world over engaged in mineral characterization and beneficiation. It would be essentially a laboratory instrument for the separation and concentration of various ferro and non-magnetic minerals. Based on the basic concept of Frantz Isodynamic Magnetic Separator, the new separator conceived would not only speed up the work of a process mineralogist and save the energy, but it would effectively separate and sequentially produce about fourteen fractions at a time. In the present paper, the probable operational procedures and the design have been discussed in detail for the various mining companies to assess its economic feasibility. This paper will address methods for minimizing liability and protecting materials from disclosure as result of self- evaluative audits and internal investigations. Specifically, the paper will cover the role of counsel in the investigative process and how best to design and conduct internal investigations to minimize the development of problematic material and disclosure of information. The paper will also address the extent of privileges that may be relied upon to protect materials and information from disclosure. These include the attorney-client privilege, the self-critical analysis privilege, and the attorney work product privilege. These privileges are qualified and understanding the limits of their coverage is essential to minimizing liability.

The Ore Mountains in Germany have a history of more than 850 years of underground mining activity. This has created a situation where thousands of old mine shafts and adits are due for rehabilitation. While no long-term stable rehabilitation was executed in previous centuries, those abandoned mine sites which date back to the uranium mining boom from 1945 to 1962 were rehabilitated immediately after mine closure according to state-of-the art technology. Over the years, however, it has become obvious that most of these sites are not long-term stable and thus it has become necessary to rehabilitate them a second time. Technical University Bergakademie Freiberg is carrying out a research project on the optimization of this process. 70 mine site rehabilitation projects, the technology and the materials used have been assessed. A technical guideline for future rehabilitation projects, based on the outcomes of this assessment, is under development with the goal to make it easier, faster and more economical to select and apply suitable designs and construction materials for dams, plugs and other rehabilitation structures in former uranium mines.

During early stages of the detailed design for Detroit?s Upper Rouge CSO Tunnel Project, a Value Engineering Recommendation suggested the design team investigate alternative concepts to the usual cast-in-place or precast concrete lining system for the Project?s many smaller diameter Deaeration Vent Shafts. The resulting design investigation produced not only an alternative lining system, but lead to a proposed non-conventional approach to shaft installation means and methods through soil and rock necessary to construct the permanent shaft lining system. This paper will outline and summarize the technical issues, contractual restrictions, and cost considerations that eventually lead to the final shaft design

The elimination of the incidence of silicosis in employees in industries such as mining and pottery is an ongoing international initiative. After many decades of industrial activity in these industries and many dollars spent on preventative measures, silicosis is still occurring. The exposure-prevention measures taken so far have certainly improved the working environment dust concentrations; however, the illness is still regularly diagnosed in workers. More funding is needed for interventions to improve working conditions. Many aspects of dust prevention and suppression will be researched and exposure assessment methodologies and equipment will need to be reviewed for the purposes of improvements in effectiveness. This paper presents results from laboratory tests carried out on gravimetric sampling pumps and cyclones. It highlights the erratic flow produced by gravimetric pumps of three different manufacturers who claim their respective pumps are equipped with flow stabilisers. The standard BS EN 1232:1997 is used as a basis for the tests. A method, albeit impractical for fieldwork, is shown for the elimination of the pulsation in the flow. This method serves to prove the method and protocol used in this study. The pressure loss caused air-flow resistance of cyclones is measured. The air inlet aperture size of cyclones is measured. The large discrepancy in the two criteria between individual cyclones is shown. The paper concludes that all the pumps tested failed the prescribed limits of BS EN 1232:1997 regarding the pulsation of the gravimetric sampling flow. The difference in flow characteristics of the cyclones, together with the erratic flow produced by the pumps, throws into question the accuracy of the exposure assessments. It is suggested that substantial resources be channelled towards solving these flow problems in parallel with measures taken to reduce exposure. In principle, the accurate assessment of exposure and dust concentration levels is a prerequisite for effective management of the problem of silicosis.

Soil erosion is strongly related to soil hydraulic properties. Understanding how surface coal mining impacts those properties is important in developing effective management practices to control erosion during reclamation. Soils from undisturbed areas, roughly graded mine spoil, replaced topsoil before seeding, and revegetated areas at the Rosebud Mine in Eastern Montana were evaluated to determine impacts on soil hydraulic properties. Field and laboratory studies were conducted to determine soil hydraulic properties, including particle-size distribution, organic matter content, and saturated hydraulic conductivity. WEPP simulations and risk analyses were performed on the soil hydraulic property data to determine the impacts of changes on soil erosion. The hydraulic properties of the soils in each representative area have significant differences due to the mining and reclamation practices at the mine. WEPP simulations show that the potential for soil erosion increases due to mining activities disturbing the soil. WEPP simulations also indicate that the potential for erosion may return to pre-mining levels over time with effective revegetation practices.

The Pennsylvania Department of Environmental Protection (PaDEP) has been issuing surface mining permits since 1984 that authorize remining in areas that will affect preexisting pollutional discharges. These permits require the mine operator to employ best management practices to reduce pollution loading from abandoned mine discharges. A total of 110 completed mining operations with 233 discharges were evaluated to determine the impact to water quality. Overall, acid loading from these discharges was reduced by 7,200 kg (15,900 lbs) per day or 61%. Metals loadings were also reduced. For acidity, 49% of discharges improved or were eliminated, 52% showed no significant change, and fewer than 1% got worse. Loading reductions resulted from a combination of reduced concentrations and lower flows.

Gravity concentration at the Pegasus Gold/Montana Tunnels Mine, near Helena, MT, began in June 1991 when a coarse-gold-scalping circuit was commissioned. It processes a small portion of the ball-mill circulating load to reduce the risk of gold particles that are too coarse to float from advancing to flotation. The circuit also cost-effectively enhances overall gold recovery and payable gold ounces. This gravity circuit has been a major success. Since the circuit was commissioned, throughput has increased 30%. Several modifications and improvements were made during the last three years that allowed the gravity circuit to keep pace with the higher tonnage. The overall approach to gravity concentration at Montana Tunnels has always been to optimize production rather than maximize the gold ounces produced. This philosophy has now yielded a circuit expansion and relocation project. It will allow for an estimated 50% increase in gravity gold production, while significantly reducing the unit costs of production.

INTRODUCTION The need for cleaning and recovery of fine (minus 28 mesh or 0.5 mm) coal fraction has increased in recent years. This results from realizing a substantial recovery of ultraclean coal from the waste stream improving overall Btu (heat) recovery, providing extra revenue for the coal industry. Also the potential of using the clean coal so obtained for making coal-water mixture which could replace oil. An additional benefit of recovery clean coal from the waste stream is reducing environmental concern of burning uncleaned coal and in waste disposal. Deashing of coal by physical beneficiation processes is limited by the degree to which ash components are liberated from coal. Conventional processes have been inefficient in terms of Btu recovery, for ultrafine coal. Chemical cleaning methods, which involves leaching of ash material from coal, have provided ultraclean coal at high Btu recoveries, are more costly than the physical cleaning methods. An advanced physical separation technique that appears to address the need discussed above is selective flocculation. This technique which has been successfully utilized in iron ore beneficiation offers the potential of processing fine and ultrafine coal to produce a clean fuel. OBJECTIVES The main objective of the present study is to investigate applicability of selective flocculation technique for recovery of clean coal product from the waste coal slurry supplied by the Peabody Coal co., from their three different coal preparation plants. It is also the objective of the program to conduct preliminary economic study of the selective flocculation process.

The title of my paper today is "public relations challenges for the pending minerals crunch". There isn't anyone in this room who would dispute. That the minerals industry has always had public relations challenges . . . No matter what the circumstances, mineral shortage or abundance. The industry suffers from an image that is second to none in longevity. It defies all actuarial formulas of the past or the future. Never mind that such an image is outdated, distorted, overstated, and reiterated. I submit that the minerals industry had public relations challenges long before there was anything called public relations. This account of egyptian mining practices, recorded for posterity by Diodorus Suculus at the end of the second century, b.c., is indicative. "On the confines of Egypt . . . And Ethiopia is a place which has many great mines of gold, where the gold is got together with much suffering and expense. Resin bolt performance is dependent on the size of the resin annulus, the difference between the hole and bolt radii. The vast majority of the millions of resin roof bolts installed each year in the United States employ an annulus of 0.125 or 0.188 inches. Short encapsulation pull tests with resin annuluses of 0.125 and 0.095 inch resisted an average of 2.25tons per grouted inch, with no significant variation. Resin loses to simulated fractures increased as annulus size decreased, with a minimum loss of35% and a maximum loss of 60% associated with0.188 and 0.095 inch annuluses, respectively.

In its 2001 diesel particulate matter (DPM) rule for metal and nonmetal underground mines, MSHA established an interim concentration limit of 400 micrograms of total carbon (TC) per cubic meter of air (400TCµg/m3), and a final concentration limit of 160TCµg/m3, to be phased in over five years. Following a court challenge to the 2001 rule, MSHA, industry and organized labor reached a partial settlement of the litigation under which the agency agreed to issue a proposal to amend the 2001 rule by, among other things, changing the surrogate from TC to elemental carbon (EC), applying MSHA's traditional hierarchy of controls, and revising requirements for one-year special extensions for complying with the final DPM exposure limit. MSHA issued a final rule in 2005 converting the interim concentration limit from 400TCµg/m3 to 308 micrograms of EC per cubic meter of air (308ECµg/m3) based on a miner?s personal exposure. Pending further rulemaking, MSHA retained the final concentration limit of 160TCµg/m3. In May 2006, MSHA issued a final rule that clarified that the final limit of 160TCµg/m3 would be based on a miner?s personal exposure rather than as a concentration limit. The 2006 rule also phased in the final DPM limit in three steps over two years, beginning in May 2006 at 308ECµg/m3, followed eight months later in January 2007 with a limit of 350TCµg/m3, and finally reaching 160TCµg/m3 in May 2008. Also in the 2006 rule, MSHA committed to converting the 160TCµg/m3 limit to an EC limit in future rulemaking. This paper reviews the DPM exposure limits in the context of the MSHA rulemakings and discusses the DPM engineering controls that were utilized by mine operators to attain compliance with each progressively lower limit.

A new monitoring device called SAFEBOLT (Stress And Force Evaluator in BOLTs) has been recently developed at McGill University. The device is essentially an alternative to the load cell, it permits the monitoring of bolt axial load in the field. The SAFEBOLT system consists of a portable readout unit, a connecting cable and the SAFEBOLT device, which is installed in the bolt head. The new device can be installed on any industry standard rockbolt or rebar. The device is completely encapsulated in the bolt head, which makes it resistant to corrosion, rugged, and free of any electric wires. Pilot tests at two underground Quebec mines were carried out and helped improve the initial design of the device head.

This paper presents an evaluation of tailings dam incidents from the 1994 USCOLD Tailings Dam Committee report. Comparisons are also made with water storage dam incidents from USCOLD reports and recent tailings dam incidents. The evaluation results show that tailings dam incidents are due to a number of factors including overtopping, static and seismic instability, seepage and internal erosion, and foundation conditions, and that no particular type of tailings dam or operational condition is more susceptible to incidents. In addition, the results confirm that tailings dams should be located, designed, operated, and reclaimed with a thorough knowledge of site conditions, mill operation, site monitoring, and tailings characteristics.

This holds true even more when dealing withenvironmental indicators.The use of existing environmental indicators in the mineral raw materials industry leads to false orat least distorted results. Therefore the Institute of Mining Engineering I from the RWTH AachenUniversity developed indicators and an assessment system for the mineral raw materials industryon operation, company and sector level on behalf of the Federal Ministry of Economics and Labour(Bundesministerium für Wirtschaft und Arbeit, BMWA) and the Federal Institute for Geosciencesand Natural Resources (Bundesanstalt für Geowissenschaften und Rohstoffe, BGR).In total 30 indicators were defined and designed to assess the performance of the mineral rawmaterials industry in terms of sustainable development, 10 indicators for each pillar (economical,ecological and social pillar).The following paper describes some of the results focussing on the development of environmentalindicators. These had to be adapted or completely new designed in order to match the specificcharacteristics of the mineral raw materials industry."
