Mining companies require accurate short-term mining forecasts to meet budget targets and customer needs. Challenging mining conditions along with employee turnover and lack of standard geologic modeling and mine planning processes can result in time-consuming and inconsistent mine plans. Documentation and automation of the processes involved in mine planning, as well as proper software utilization, are critical in overcoming these challenges. This paper discusses the steps involved in achieving an optimized mine planning system to accomplish productive and cost effective operations. In addition, a case study is included to describe the process of implementing a semi-automated system whereby the geologic model and mine scheduling database are updated monthly to incorporate changes in geology in a relatively complex open-pit coal mine. This case study proves that the ability to update geologic models based on the latest information gathered from production drilling and mining activities can greatly enhance the ability to accurately predict short-term mining production.

There is an increasing requirement for mines to meet a certain minimum criteria for sustainability within the context of the physical environment, ecosystem and socio-economic system in which they are located. The mining industry has wrestled to develop methods for assessing the ‘sustainability’ value of a mining project and indicators of ‘sustainability success’. A methodology for the evaluation of sustainability of a mining project using the Multiple Accounts Analysis (MAA) system was developed. The MAA is a platform for engagement of stakeholders and for the assessment of site-specific alternatives based on both qualitative and quantitative indicators of success.

This work discusses the sulfur dioxide (SO2) leaching of low-grade ferruginous manganese ores to selectively recover manganese (Mn) as manganese sulfate (MnSO4), followed by electrowinning of the purified MnSO4 to produce electrolytic manganese dioxide (EMD). The effects of the leaching process parameters on Mn recovery were studied, and the leaching duration and SO2 flow rate were found to have significant effects. Under the optimum conditions derived for grade 1 ore (with total Mn content of approximately 17.16 percent), the specific SO2 requirement (SSR) — that is, the SO2 flow rate per gram of Mn in the leach slurry — was calculated to be 0.014 L/min. At the SO2 flow rate calculated using SSR for grade 2 ore (with total Mn content of approximately 26.29 percent), a Mn recovery rate of 94 percent was realized. Electrowinning of the purified MnSO4 generated after leaching resulted in EMD with 88.01 percent purity and a γ structure.

In recent years there have been significant advances in computing power and programming technology, enabling more complicated processes to be modelled in greater detail. This has led to increased understanding of these complex processes, including mineral processing circuits. JKSimMet was developed over the past 35 years, incorporating outcomes from various research projects conducted at the Julius Kruttschnitt Mineral Research Centre (JKMRC), part of the Sustainable Minerals Institute at The University of Queensland. It is a steady-state software program that allows the user to mass balance, model fit and simulate crushing, grinding and classification circuits. JKSimFloat has been developed over the past 20 years, incorporating outcomes from the JKMRC and other institutions around the world through the AMIRA International P9 project ? The Optimisation and Simulation of Mineral Processing Circuits. It is also a steady-state software program, similar to JKSimMet, but is focused on analysing flotation circuits. Both programs have been used in a wide variety of optimisation and design projects over many years. This paper provides an overview of both JKSimMet and JKSimFloat and examples of how both programs have been used to better understand, develop and optimise mineral processing circuits around the world.

In the first half of the year, lessening of cold war tensions was welcome. But Iraq's invasion of Kuwait in the second half led to the Persian Gulf War in January and February 1991. This caused an oil shock that dampened the economy. So the US gross national product rose only 0.9% to $5,463 billion (US billion = 109). The buildup of military forces in the Persian Gulf area focused greater attention not only on petroleum but also on other strategic materials. The Department of Defense continued to review stockpile goals and to upgrade several mineral materials. In addition, the Bureau of Mines continued to maintain the standby Emergency Minerals Administration. The Defense Production Act, which authorizes priorities, alloca¬tions and supply expansion, lapsed on Oct. 20. So the Selective Service Act of 1967 became the authority for assuring that orders of the armed forces and defense atomic-energy programs were given priority treatment. Consumer demand strongly affects mining worldwide. US citizens carry significant debt, and large stocks of housing and consumer goods are already in place. Some 250 million persons have 188 million licensed motor vehicles and 100 million dwelling units. Consequently, new car production fell 11 %, to 6.1 million units. Truck and bus production fell 8%, to 3.7 million units and new private housing starts fell 13% to 1.2 million units.

This study was initiated by the Bureau of Land Management (BLM) to develop guidelines for determining the maximum economic recovery of resources in coal mines. The work was in response to a requirement in the Mineral Leasing Act of 1920 and Federal regulations. The intent was to address the economic rainability of small, irregular reserves in existing longwall mines. In particular, there was a need to determine if room-and-pillar mining using a continuous miner (CM method) was economically sound, or whether unconventional (short or odd-shaped) longwalls could be used to recover small coal reserves economically. Small reserves, called "widgets" are left in longwall mines on one side of the mains, near outcrops and adverse geological conditions, or near any other location where reserve geometry does not lend itself to mining with a rectangular longwall panel. The work included (1) analysis of the geologic, geo-technical, and economic factors that influence the recovery of small coal reserves, (2) analysis of historic changes in supply, demand, and coal prices, (3) development of typical cost models for room-and-pillar and longwall mines, and (4) development of a practical methodology for determining maximum economic recovery. The methodology included an evaluation of the ratio of coal mined during longwall mining to that mined for development (LDR) as well as costs of maintaining coal quality depending on market conditions. The tracer gas method of conducting ventilation surveys is a means of determining air quantity in underground mines with knowledge of the concentration of the tracer in the atmosphere and the flow rate at which the tracer is being released. The technique is useful in inaccessible areas of underground mines and areas where traditional point measurement of velocity is not practical. Sulfur hexafluoride (SF6) is the industry standard tracer(Kennedy 1987) used in underground mines because it is safe, stable, and not naturally occurring in the mine environment. The implementation of a second tracer will increase the versatility of the tracer gas technique allowing for simultaneous releases for the study of interrelated ventilation circuits, and for conducting multiple experiments in less time. This paper will detail the selection of perfluoromethylcyclohexane (PMCH) as a novel tracer with sensitivity, physical properties, and analysis characteristics similar to SF6. Methods for the release of liquid PMCH into underground mines will be recommended, and the vulnerabilities of sample loss due to condensation of vapor PMCH will be explored. Finally, the benefits and implications of using PMCH as a second tracer will be discussed.

For the second time in four years, the coal industry was brought to the forefront of the nation’s consciousness in 2006, as two separate events unfolded which involved coal miners trapped underground. Unfortunately, the tragic results of the 2006 incidents were not the same as in 2002 when the trapped miners were all successfully rescued. In January, two different incidents, both in West Virginia, focused the public’s attention on the dangers that miners face on a daily basis. As a result of these unfortunate events new legislation requiring improvement in safety in underground mines passed both at the federal and state level. In 2006, a total of 47 miners died on the job, matching the total number that occurred in 1995, and more than double the 22 killed in 2005. Notwithstanding those tragic events, coal production in the United States reached another record level in 2006, ending the year at 1.05 Gt (1,161.4 million st) according to preliminary data from the U.S. Energy Information Administration (Table 1). Production in 2006 was 27.1 Mt (29.9 million st) higher than the prior record set in 2005 of 1.03 Gt (1,131.5 million st). Although coal production rose in 2006, U.S. total coal consumption actually declined for the year. Coal consumption decreased in the electric power sector by 1.1 percent, while coking coal consumption decreased slightly. Only the other industrial sector had higher coal consumption in 2006, increasing by 0.3 percent. (Note: All percentage change calculations are done at the short tons level.) U.S. coal exports declined slightly in 2006, while coal imports again reached a record level. The excess production over consumption allowed total coal stocks to increase significantly during the year, as electric generators rebuilt their stockpiles that had fallen substantially in 2005 because of missed shipments in the second half of that year.

Mining project feasibility is projected from a geological model and a mining plan. Ore grade is assumed to be continuous, based on drill hole assays as much as 80 m apart. Eighty meter is 80,000,000 micron. Base metal concentrators may be said to work at 80 micron, for flotation at least. In short, metallurgical and financial performance in green field metal mining is forecast on rejecting waste after comminuting the ore down by roughly a volume factor of 1,000,000,000,000,000,000 (1018) from the feasibility/banking study parameters. This is the gap between mine and mill, between present sulphide mining practices and mineral dressing capabilities, and ultimately between lenders/shareholders expectations and mine/mill performance. By inserting a new upgrading technology in this gap, new opportunities for reserve enhancement and cost reduction are created, and risk could be reduced. Blast holes for extracting the outlined ore might be 8 m apart. Most ore bodies do not abruptly change composition at 8 m intervals; nor are they homogeneous in grade at the 8 cm (3?) rock size, optimum size for sorting. Mining in 8 m blocks will inevitably cause dilution of the mill feed and ore losses in the waste rock. This is well recognized in the mining industry. Much work is going on applying the vast data storage and manipulation capability of computers to mine scheduling. One only has to consult the SME Annual Meeting presentations. At the 2007 Meeting, Clark and Dagdelen described the challenges faced by Newmont at its operations and the application of sophisticated software tools and methods in its search of solutions to mining optimization. Block models can often contain in excess of one million blocks. Additional complexity exists when multiple grades are modeled for each block. The authors identify the main optimization problem as the system?s ability to cater to large scale problems in an acceptable timeframe; in other words, still larger computers are needed. At the same Meeting, Menabde et al (2007) presented a new pit development planning tool called Blasor, developed by BHP Billiton Technology, and its co-developed Blasor IPD (In Pit Dumping), (Zuckerberg et al (2007)). For purposes of this paper, Blasor/IPD incorporates options on processing capacity constraints and blending targets, eliminating arbitrary up-front decisions about cutoff grades for each block of material in the extraction sequence.

The present versions of the Welding Codes, such as BS7608, have long been known to be compatible with hand computations of membrane and bending stress, rather than detailed finite element solutions. However, in the last five years, in the mining industry, this incompatibility has been largely ignored, and the code interpretations have been pushed into the realms of ground welds, residual stresses, and even flaw growth. Such techniques have to be recognized as extrapolations not necessarily sanctioned by the original code documents. The safety of such extrapolations, as they are related to grinding mill fatigue design, is investigated herein.

U.S. Borax’s mine in California’s Mojave Desert is the source of nearly half the world’s supply of refined borates. These minerals are used in hundreds of products, including essential plant nutrients that increase crop yield and quality, and safe building products that protect homes from insects and the elements. Borax’s workforce is also safe. In fact, it is among the safest in the nation. In 2003, the company was recognized by the U.S. Mine, Safety and Health Administration (MSHA) for achieving the best safety record among large U.S. mining operations. It was also recognized by its parent company, Rio Tinto, for achieving the best record among its nearly 80 worldwide mining operations. Borax’s safety performance is five times better than the national average. And its workforce recently achieved more than two million hours without a lost-time injury.

The ever increasing energy costs associated with mining at depth has become an important issue that needs to be addressed for future sustainable production. Vale Inco Limited?s Creighton Mine being the deepest has the highest energy cost per ton due to the ventilation system requirements. A review of the ventilation systems was undertaken with respect to current practices and identification of opportunities to the practical application of technology that would facilitate energy savings. Energy conservation initiatives such as time of day controls have been implemented; however there still remained some opportunity for further reduction. Based on previous studies that identified opportunities due to actual time spent in the workplace, our mining method and ventilation design, it was determined that Ventilation on Demand (VOD) could provide further additional energy reductions with respect to our auxiliary fans. A pilot project has recently been initiated to apply a Ventilation on Demand concept to two 112 kW auxiliary fans and their related workings located on the 2340m level of Creighton Mine. The project objective is to determine the practical methodology and application of this technology in the field. This project involves the installation of variable frequency drive (VFD) starters on the auxiliary fans to allow variable volume (through speed control) based on demand. The required flow is determined based on equipment and/or personnel via identification tags. The Fans adjust to the flow requirements as measured by flow sensors. Since the fans are sized for the final requirements the required flows can be achieved regardless of system length. Energy savings are realized by supplying only the volumes (power) as required and only when required. This paper discusses the rational and program being tested at the VALE Inco Limited, Creighton Mine.

The Construction of Tunnel and Edison Force Mains contract involves the installation of two new force mains to provide a redundant means for sewage conveyance from Middlesex County Utility Authority?s (MCUA) Edison Pump Station on the northern shore of the Raritan River to the Central Wastewater Treatment Plant on the southern shore. The force mains will be installed in a 1,192 m (3,910 lineal foot) long tunnel with a 4.09 m (13'-5') inside diameter, fully gasketed precast concrete segmental lining, which is to be tunneled underneath the Raritan River utilizing an Earth Pressure Balance TBM. The tunnel is anticipated to encounter flowing soils near and beneath the river. Two new 60-inch diameter Centrifugal Cast Fiberglass Reinforced Polymer Mortar force mains will be installed within the tunnel leaving an open utility corridor above the force mains for future consideration. The project also includes the design and construction of two slurry wall shafts with associated piping. The paper will provide an overview of design and provide a case history of the construction of the tunnel and highlights of the construction methods implemented to date.

Recent accelerated exploration efforts in southwest China have progressively quantified the vast phosphate resources in the Yunnan Province. To date, according to Chinese geologists, potential reserves in the province may be on the order of 4 Gt, which would equal the entire US reserve base. Development of this vast reserve is underway at two sites located 60-70 km southwest of Kunming, the provincial capital of Yunnan. The first, the Kunyang open-pit phosphate mine, produces an estimated 1.5 Mt/a of 22-30% P20,5. The other project located north of Kunyang is the Haikou mine, which the Chinese consider a possible 2.0-Mt/a operation. Because average ore grades run 3% less than those of Kunyang, beneficiation will be necessary. While the latter project has been initiated on a small scale, it is basically still on the drawing board. Brown and Root and the US Bureau of Mines are assisting on the project. Both operations are under the direction a regional administration which reports to the Ministry of Chemical Industries in Beijing. Combined production from both mines could represent some 70% of China's future productive capacity. Ore reserves in the region are estimated at 400 Mt by local officials. Geology of the District The phosphates are considered Cambrian in age and rest on a Precambrian dolomite. The Indian Ocean, Chinese geologists say, may have been the original source. The line of deposition stretches on a trend from Vietnam in the southwest, through Yunnan, into Sichuan Province to the northeast. Because the area is considered very stable from a geologic viewpoint, large quantities of phosphate have been deposited and large outcrops are known to occur everywhere in the province, according to Chinese sources. The Kunyang and Haikou ore bodies are thought to be two wings of an anticline with the former the southern portion, and the latter the northern portion. Each ore body strikes on an east-west axis. While there are many localized phosphate operations throughout the province, the Kunyang mine is the premium producer. Kunyang's Mining Development The Kunyang open-pit mine was opened in 1966. During the early years, operations were considered somewhat disorganized. Systematic mine planning and normal operations were not initiated until just two years ago, according to mine management. In 1979, Kunyang finally reached its design capacity of 1.5 Mt/a. The ore body consists of two phosphate beds separated by a band of shale. The top layer of phosphate varies from 4 to 8 m, averaging 6 m. The middle shale layer is 2 in. The third layer, which is not as rich as the top, is approximately 4 m. There are multiple stages in a mining operation that a mining engineer has to draw polygons to be used as operation guidelines. These polygons are drawn by hand and based on engineer?s experience. However, having automatic procedures for forming the shapes can increase the quality and decrease the efforts required. These shapes need to be homogenous in grades and rock types so that the quality and dilution of material sent to the plant can be estimated with the good approximation. In this paper, a clustering algorithm with shape control is introduced which can provide reasonable guidelines for all the aforementioned shapes by manipulating its parameters. At the end, implementations of the algorithm on a small part of a gold deposit with different mining strategies is presented and evaluated based on homogeneity of grade, rock types and determined destinations as well as the shape.

"Lax, misguided, and dangerous" is Rep. James Santini's description of the official US position on strategic nonfuel minerals. Santini (D-NV), chairman of the House Mines and Mining Subcommittee, criticized the Interior Department for "its long record of benign neglect" regarding the domestic minerals crisis. Santini made his remarks at a news conference at the American Mining Congress convention in San Francisco, where he released his subcommittee report "US Minerals Vulnerability: National Policy Implications." The report-said to be the first major congressional study of the minerals issue by a committee of jurisdiction is the result of a two-year inquiry. The investigation was undertaken, according to the chairman, "because no person or agency in the executive branch of government fully grasps the critical importance of nonfuel minerals to the nation's economy, defense, and quality of life." The report also urges a larger role for the Department of Defense, which has "stood passively by for many years as a consuming by-stander," according to the report. President Carter's incomplete Non-fuel Minerals Policy Review also drew the committee's ire; Santini calls it "a tragic waste that cost tax-payers $3.5 million and the loss of some 13,000 person-days." The subcommittee examined the following issues for its report: • The US minerals industry's inability to meet national raw material needs under a "hodgepodge of contradictory, restrictive, and irrational" federal regulations; • Dependency on foreign sources of strategic minerals in times of "increasing resource nationalism" and "Soviet mineral expansionism;" • National security needs for foreign mineral resources that do not have effective substitutes; • The US government's approach to national minerals policy "amid a growing realization that such a policy does not exist." The subcommittee report includes an analysis of public and private studies on nonfuel minerals and discusses a series of policy problem areas that negatively affect domestic production. Capital formation disincentives, tax policies, antitrust enforcement, environmental laws, health and safety regulations, technical problems, and restricted access to federally-controlled public lands contribute to what Santini calls a "tragic irony." "The irony is that we are a nation vastly rich in mineral resources yet our own government chooses to stifle development of these critical raw materials and thereby increase offshore reliance. The tragedy is that we also are ensuring US vulnerability to severe economic dislocations and a weakening of our national security." In just six years, from 1973-1978, the US trade deficit in nonfuel minerals rose from $2 billion per year to $8 billion, according to the report. The country imports more than 50% of 23 critical minerals, including 100% of its manganese, chromium, cobalt and platinum. The US is promoting its dependence on foreign mineral sources at the very time the security of many of those sources is becoming less certain, the report notes. Santini said the subcommittee investigation revealed a vulnerability that may be more serious and pervasive than that of foreign oil. The US may be able to develop alternate energy resources, but there are no effective substitutes for many nonfuel minerals. The report also discloses that US stockpiles of critical and strategic minerals are of inadequate supply and quality. Holdings of some vital minerals are far below present objectives, and for some there are no holdings at all, according to Santini. To resolve the current crisis, the report makes the following recommendations: • Complete immediately President Carter's Interagency Nonfuel Minerals Policy Review; • Implement (throught the Interior Department) the 1970 Mining and Minerals Policy Act; • Create an Office of Energy and Minerals with the same stature, power, and oversight responsibilities as the Council on Environmental Quality; • Ease federal restrictions on mineral exploration and development on public lands and implement a complete review of public land use policies; •Fund for and fulfill US nonfuel minerals stockpiling objectives; •Increase federal funding for non-

Developers of advanced mining projects face the challenge of how to craft a “Request for Proposal for a Feasibility Study” that will result in bids that are comparable and will lead to a successful execution of the study. Mining engineering consulting firms are challenged by “Request for Proposals” that may consist of a limited description of the Scope of Services and other items, which could present difficulties in the subsequent financing and/or development of the project. Changes in international disclosure requirements have also changed the landscape on how resources and reserves are reported by introducing new disclosure requirements and concepts such as qualified persons. This paper lays out a strategy for preparing a Feasibility Study “Request for Proposal” based on the experiences of a mining engineering consulting firm working on a diversity of projects around the world, and in light of the recent changes in international reporting standards for reserves.

Dharwar craton in the southern Indian shield, comprises the Neoarchaean foreland in the west and a relatively younger accretionary complex composed of granitoids and intervening gold-bearing volcano-sedimentary belts. The Hutti schist belt hosting a major gold producing mine is situated in the northern part of the eastern Dharwar craton. It is a horse-shoe shaped structure comprising predominantly of pillowed metabasalt of tholeiitic composition with minor amounts of clastic sediments and felsic volcanic rocks. The belt is intruded on all sides by circular to tabular bodies of granites and granodiorite. Important gold deposits are located at Hutti, Hira-Buddini and Uti villages. Felsic volcanics in the Hutti belt occur as tabular bodies of quartz porphyry and breccia. Two of the gold-bearing reefs in the Hutti mine, Viz., Middle and Strike reefs are intimately associated with tabular sub-vertical sheets of mylonitic quartz-feldspar porphyry intruding pillowed metrabasalt. In Uti mine area, the felsic volcanics occurs as a tabular body. At Hira-Buddini, the felsic volcanic occur as a irregularly shaped sheet in pillowed metabasalt. Mineralogical and geochemical studies suggest that the felsic volcanic rock in Hutti mine area is a rhyolite and at Uti and Hira-Buddhini it is of dacite composition. Scheelite occurs as veins, veinlets, stringers and blebs along fracture planes of felsic volcanics in the Hutti mine area, whereas at Uti and Hira-Buddini it is insignificant. On the basis of spatial association of metabasalt and felsic volcanics and on geochemical grounds, we interpret that the felsic volcanics might have originated by the partial melting of basalt. REE patterns of the granite, granodiorite and metabasalt of Hutti are similar to each other indicating that they could be co-magmatic. However, REE in the Hutti felsic rocks is significantly higher than in Uti and particularly Hira-Buddini mine areas. The two felsic volcanic samples drawn away from the mineralized zone from all the three mine areas were analyzed for tungsten. In Hutti one sample assayed 0.15% and another 0.062%. At Uti, in one sample it assayed 0.056% and another less than 1 ppm, whereas at Hira-Buddini, it is less than 1 ppm in both the samples. The spatially associated basalt analyzed 23 to 235 ppm tungsten, whereas granites and granodiorites have very low (<1 ppm) tungsten. Therefore, the source of tungsten in the felsic volcanics of Hutti area could be traced to metabasalt. The absence of significant amount of tungsten in the felsic volcanic of Hira-Buddini could be attributed to the lack of REE enrichment compared to REE in Hutti and Uti felsic volcanics.

Over 800 mines have closed in Australia in the past 25 years. This paper summarizes the data obtained from those closures and includes all Australian States and Territories and all commodities, including metalliferous, coal and industrial minerals. Twenty five percent of the mines closed due to resource exhaustion or depletion; 24% due to high costs, price drops, or declining grades; 8% due to open pit resource depletion (but with underground reserves remaining) or underground reserves depleted (but plans to open cut remainder) and 7% due to receivership or voluntary administration. The environmental, social and economic impacts of these closures are also significant and include acid mine drainage and impact on mine employees. An understanding of the causes of premature mine closure will better equip mining companies and governments to better manage future mine closures, wherever in the world the mines are operating.

Newmont?s Twin Creeks Mine, located in northern Nevada, is producing gold ore from surface mining operations. The ore is currently processed at three different on site facilities depending on the ore type and the grade. The processing facilities operate under stringent geochemical blending constraints that must be met from mine ore deliveries and off site sourced ore. To analyze various strategic options, the technical team utilizes the mathematical optimization approach. However, due to the size and the complexity of the operation, there are unique challenges in optimizing life of mine production scheduling. This paper describes those challenges and the methodology developed to take advantage of different scheduling software systems that effectively compensate each other and result in reasonable guidance. The paper also describes how those scheduling results are reflected in detailed mine plan and cost estimate work.
