President Reagan may be "a nice guy," but he is "misinformed, misdirected, and misadvised," when the subject is the state of the US copper industry, according to Sen. Dennis DeConcini (D-AZ). DeConcini took the opportunity as keynote speaker at the Arizona Conference AIME in Tucson to fire a few salvos at the Reagan Administration's industrial policies. "American copper used to stand above the rest of the world," he said. Now 21,000 copper workers, about half of the total, are out of work due to less expensive foreign imports. "Those 21,000 are real people, not statistics," he said. US production has been cut to one-third of its capacity, he said. And the Administration shows no signs of changing its position to favor US copper protection. "Third world copper towns are booming," he continued, "while ours are dying." Regardless of profits and despite oversupply, Chile continues to produce, he said. And, while US mines continue to close, "the International Monetary Fund (IMF) is handing more than $1 billion to six copper producing countries." President Reagan wanted $8.6 billion from the IMF. "I'm damn mad about it," DeConcini said. "For the life of me, I can't understand how this Administration can stand by while this industry is brought to its knees." Last year, the International Trade Commission ruled that imports were injuring domestic copper and recommended relief. The President, DeConcini said, vetoed those recommendations. DeConcini softened his tough talk a bit saying the President's image makes it difficult for people to not like him or stand up to him. "How can anyone stand up to President Reagan?" he asked. "He's such a nice guy. But it's time someone did. He's just misinformed, misdirected, and misadvised. We must take real action and we must have a president who understands this." DeConcini said he has introduced legislation aimed at helping domestic copper. It would limit copper imports to 385 kt/a (425,000 stpy). Imports now stand at about 635 kt/a (700,000 stpy). The bill would also impose a $0.33/kg ($0.15-per lb) duty on foreign copper. DeConcini called the duty a sort of "environmental equalizer" because that is the amount domestic producers must spend on pollution control devices. Foreign competitors do not have such controls, he said. "I face people who are damn mad that this country is being pushed around," he concluded. "It's time we stand up and say we can be competitive. If they (foreign countries) put an import duty on our stuff, we will do the same. It's time this country stopped being the nice guy." As if to underscore domestic copper's desperate situation described by the Senator, Duval Corp. announced about the same time as the meeting that it has nearly closed its eastside office in Tucson. Staff has been reduced from 120 to four. Spokesman Dean Lynch said the four will consist of President A. Everett Smith, a secretary, a person in environmental affairs, and another in purchasing. Duval is also selling an office and a laboratory in Tucson. Pennzoil Co., Duval's parent, has been trying to sell the company for more than a year. It began dismantling Duval in November 1984. Pennzoil took over its subsidiary's profitable sulfur operation in Texas, sold the New Mexico potash facility, and spun off gold interests in Nevada, forming Battle Mountain Gold. Northwest Mining Association - Spokane Rock Jenkins, Associate Editor The true role of minerals needs to be realized by both the policy makers and the people of the US, according to Robert Dale Wilson, director of the Office of Strategic Resources, US Commerce Department. In addition, a re-thinking of the theory of free trade and competitive advantage is necessary. Wilson made his remarks in December at the opening luncheon of the 91st Annual Convention of the Northwest Mining, Association in Spokane, WA. At a later press conference, Wilson said one of the mining industry's main problems is that its presence in Washington has been reduced in the past few years. Part of this can be seen by events within the American Mining Congress (AMC), he said. "The problem with AMC," Wilson said, "is that in 1981, when Reagan came in, no problems were seen for mining and a lot of their (AMC's) lobbyists were let go." He

"The Industrial Comminution Efficiency (ICE) working group, part of the Global Mining Standards and Guidelines Group (GMSG) has engaged a large number of industry professionals representing mining companies, equipment vendors, consultants and metallurgical laboratories with interests and capabilities in the comminution field. These participants have collaborated to develop three guidelines for the assessment of the efficiency of mineral comminution circuits. Two of these guidelines deal specifically with power based modelling techniques to quantify energy efficiency using widely practiced techniques, those developed by Bond (1961), Rowland and McIvor (2009), and Morrell (2009). The third guideline deals with the sampling and surveying of grinding circuits as is required to provide the necessary information, at appropriate quality, to furnish the efficiency analysis promoted by the first two guidelines. This preprint will focus on the Guideline on Methods to Survey and Sample Grinding Circuits, which is currently in the final stages of peer review and finalization by the GMSG. INTRODUCTION It is important to make a clear distinction on the scope of work of the GMSG guideline for sampling grinding circuits. Many mineral processing practitioners are familiar with the sampling and surveying of comminution circuits, in particular grinding circuits, for performance diagnosis and the identification of optimization potential. These surveys often provide information for population balance modelling of individual comminution and classification unit processes, and as a result require a large amount of information to calibrate and validate the unit models. As a result these surveys are labour intensive, somewhat expensive depending on internal capabilities of the mine site or company, and have a long time span from initial planning to final reporting. They also require a high level of expertise to process the survey data, simulate the circuit and make sensible recommendations on follow up actions. As a result of these factors full grinding circuit surveys are not a common occurrence at a large number of facilities, and several years may pass before follow up surveys are conducted. In the ensuing gap between surveys, the efficiency of the grinding circuit must often be taken on faith, and this is considered an unacceptable lapse in an environment of strained natural resources and low commodity prices. To support the rapid and productive energy efficiency analysis being promoted by the ICE working group, a much simplified survey and analysis process is required. The process reflected in the GMSG guideline is indeed more conducive to frequent analysis, at a skill level that is well within the capabilities of the average plant metallurgist. As a result it becomes feasible to conduct mini-surveys of plant performance, which can be used to quickly and precisely diagnose the high level impact of process changes. It can also be manipulated by experienced practitioner to provide sufficient information for modelling of the circuit to estimate the impact of process changes, supporting an initial rate and rank exercise to focus plant optimization efforts."

"BACKGROUND In the event of an explosion or fire in an underground mine, workers can be exposed to a deficiency of oxygen, an excess of carbon monoxide, or both. These threats can occur as separate conditions or simultaneously. A lack of oxygen in the breathing air can only be addressed via the use of a self-contained breathing apparatus (SCBA) acting as a source of oxygen. An excess of carbon monoxide can also be addressed via the use of an SCBA, but if the threat occurs in isolation (that is, the atmosphere still contains sufficient oxygen to support life) and the concentration of the threat gas is not extreme (< 2%) then the carbon monoxide threat can also be addressed by the use of a filter self-rescuer (FSR). Used together, the SCBA and FSR offer a far more efficient and universally capable life support system than when used in isolation. However, the SCBA does not take advantage of the fact that the surrounding atmosphere likely contains some level of useable oxygen; i.e., the SCBA always supplies the total required oxygen from its limited supply, resulting in a ceiling on its useful life regardless of the level of oxygen in the surrounding air. To address this technology gap, what is needed is a ""smart"" SCBA that provides filtration and catalytic protection against threat gasses and has an extended duration life-sustaining oxygen inhale stream independent of the threat content and oxygen deficiency of the surrounding atmosphere. DEVELOPMENT Developed under contract with NIOSH the Smart Escape SCBA is comprised of three major components including; 1) oxygen supply, 2) oxygen sensing & dosing electronics and, 3) a CO catalyst and carbon bed broad spectrum FSR. The SCBA is designed as a hybrid system that provides non-toxic breathing air by using an approved Chemical, Biological, Radiological and Nuclear filter self-rescuer and a catalyst to convert high levels of carbon monoxide to harmless carbon dioxide (CBRN FSR/CO). In addition, the Oxygen Sensing & Dosing Electronics (OSDE) package adds sufficient oxygen to make up for deficiencies detected in the ambient air (Figure 1). By making use of the ambient oxygen, less oxygen is required for a one-hour unit life. This means that the Smart Escape SCBA fits in a smaller and lighter package than a similar-duration conventional Self-Contained Self-Rescuers (SCSR). Alternatively, taking advantage of available ambient oxygen could offer a significant increase in working duration in a unit with the same size as current SCSRs. The research performed under this NIOSH contract involved numerous tasks including: (1) definition of performance and system requirements for the Smart Escape SCBA, including keeping environmental stressors within acceptable ranges, providing at least one hour of breathable oxygen supply, and using a mask or hood that allows high-quality voice communication; (2) designing, building, and evaluating prototype units to support extensive bench top testing at Avon Protection and third party labs to demonstrate the device’s capabilities; (3) building sufficient quantity of Smart Escape SCBAs designed to be intrinsically safe (per MSHA criteria); (4) testing and evaluation by the National Personal Protective Technology Laboratory (NPPTL)."

INTRODUCTION High in the Sierra Nevada Mountains of California, some 50 airline miles (80 km) northeast of Fresno, and near the John Muir Wilderness and Kings Canyon National Park, a large underground hydroelectric project is under construction. Pacific Gas & Electric (PG&E) Company&apos;s 1,125 MW Helms Pumped Storage Project exhibits a number of impressive statistics, unusual features, and other characteristics of interest to the tunneling or power plant designer and construction contractor. The most significant underground facilities include almost 20,000 ft (6,096 m) of 27-ft (8.2 m) diam concrete-lined pressure tunnel; 3,700 ft (1,128 m) of access tunnel; 1,600 ft (488 m) of steel-lined high-pressure conduit, 2 major underground chambers more than 1,000 ft (305 m) below ground; 3 deep vertical shafts, and one steep inclined shaft. Maximum static pressures within the conduits range from 200 ft (61 m) to 1,744 ft (532 m), with hydraulic transients that increase pressure to 2,500 ft (762 m). The purpose of these underground works is to provide 475,000 hp (354,350 KW) of water power to each of the 3 reversible pump-turbines, each connected to a 375 MW generator motor. The units, rated at 1,744 ft (532 m) maximum static head, are among the world&apos;s front-runners, considering the size-head combination. The Helms Project develops the existing power drop between two of PG&E&apos;s reservoirs, Courtright Lake and Lake Wishon. These reservoirs are retained by two concrete-faced rockfill dams completed in 1958, each storing approximately 125,000 acre ft (154 x 106 m3) of water. Gua supergene enriched iron ore deposit from Jharkhand, India has been geostatistically modeled. Population modeling shows a negatively skewed 3-parameter log-normal fit for Fe and positively skewed 3-parameter log-normal fit for Al2O3 and SO2. Semi-variographic studies for Fe indicate spherical function fit using point kriging cross-validation technique with Co=4.06(%)2, C5.11 (%)2, Co+C=9.1 7(%)2 and &apos;a&apos;=348m. Kriging with 50mx50mx 10m block size at 740mRL led to a global mean kriged estimate of 61.98% and kriging variance of 4.04(%)2 for Fe with central 90% geostatistical confidence limits at 61.39% and 62.24% for that level. This led to an ore inventory at 740mRL as 7.29 million tonnes of ore.

The ability to treat refractory gold concentrates that contain appreciable amounts of sulfur and arsenic, in an economic and environmentally safe manner is important to the gold mining industry. Processing alternatives include: autoclave oxidation, bacterial oxidation and roasting. Roasting may be the cheapest of all the alternatives if inexpensive methods can be found to contain the arsenic and sulfur. The research program, being reported here, has been evaluating the ability to use hydrated lime in the roaster to capture both the arsenic and the sulfur. Lime roasting is not a new idea, it was proposed for copper ores by Bartlett in the early 1970&apos;s (Bartlett and Haung 1973) and for cobaltite concentrates by Taylor in the early 1980&apos;s (Taylor et al., 1981). In addition, ores have been roasted that contained limestone and it was shown that partial capture of the sulfur was possible. Lime -sulfur containment has been proposed for the coal fired electricity industry, as well.

A variety of processing technologies exist for recovery from both primary and secondary sources of rhenium. Currently, there are no known primary rhenium deposits; thus, the method in which primary rhenium is produced is dependent on the commodity of which it is a byproduct, e.g., copper, molybdenum, uranium, etc. In addition, focus on the recovery of rhenium from secondary sources, such as alloy scraps and catalysts, is continually growing. This paper presents a review of both primary and secondary processing technologies for the recovery of rhenium.

Water and wind erosion of toxic zinc and lead smelter waste is one of the most urgent environmental problems to be solved in the Silesia region of Poland. Over 87 x 106 Mg of various mining wastes were disposed of in uncontrolled piles leading to soil, water, and air pollution in highly populated areas. Welz and Doerschel process Pb/Zn smelter wastes were stabilized in the summer of 1994 by application of heavy loads of CaCO3 (30 Mg/ha), CaO (1.5 -15 Mg/ha), and municipal biosolids (150 -300 Mg/ha), followed by seeding with a mixture of acid-and salt-tolerant grass species selected in a pot experiment. Vegetation was successfully established on 85% of the Welz material demonstration plot area (0.5 ha), even though it was initially high in water-soluble Zn, Pb, and Cd ranging from 0.4 to 1311,0.1 to 5.8, and 0.05 to 55 mg/kg, respectively. Standing biomass averaged 3.3 Mg/ha on the stabilized Welz waste zone by the end of the third growing season (1997). The revegetation of much of the Doerschel material area failed initially because of extremely high salinity (16 dS m-1), high content of water soluble metals (Cd in particular), and heavy compaction. The area was capped (15 cm) with waste lime and retreated with bio-solids (300 Mg/ha) in 1995, and standing biomass averaged 2.9 Mg/ha in the fall of 1997. The observed plant response to bio-solids and lime indicates this approach to be an environmentally beneficial technology as compared to the traditional methods utilizing topsoil covers.

Mineworkers face a challenging and dynamic work environment every workday. To maintain a safe workplace, mineworkers must be able to recognize worksite hazards while they perform their jobs. Though hazard recognition is a critical skill, recent research from the National Institute for Occupational Safety and Health (NIOSH) indicates that mineworkers fail to identify a significant number of hazards. To further the understanding of mineworkers’ hazard recognition ability and to begin to address hazard recognition performance, NIOSH researchers analyzed data collected during a laboratory research study to determine the effect of individual mineworker factors including risk attitude, work experience, and safety training on hazard recognition accuracy. The results of this study show that mineworker risk attitude and safety-specific work experience affect hazard recognition performance while hazard-specific safety training does not. These results suggest that some of these individual factors can be overcome through experience and training. Potential strategies that can be used to address these factors are also discussed.

Exploration expenditures in Alaska last year amounted to $8.9 million. This was comparable to 1985&apos;s $9.1 million. Development expenditures dropped 29%, $24.3 million in 1986 vs. $34.1 million in 1985. The exploration industry is restructuring and stabilizing after the loss of major mineral firms during the last few years. These included Anaconda Minerals, Asarco, Hecla Mining, Enserch Exploration, Phillips Minerals Division, Exxon Minerals, Noranda Inc., General Crude, Mohawk Oil & Gas, Inspiration Development, Teton Exploration, and St. Joe Minerals Division. Some of these companies were mineral subsidiaries of oil companies and were either dissolved or redirected to programs outside of Alaska. However, recent entry exploration firms include Echo Bay Mines Ltd., Long Lac Minerals, and Exvenco. They are busy evaluating prospects and mineral developments in the southeastern panhandle. In the 1970s, about $254 million was spent on Alaska mineral exploration. Of this, about 5% ($12 million) was for nonmetallics and coal, about 26% was directed at precious metals ($66 million) mainly gold, and 69% ($175.3 million) for the base metals zinc, copper, molybdenum, tin, tungsten, and nickel. Since the early 1980s, trends have reversed. Of the nearly $196.3 million spent from 1981-1986, 48% has been for precious metals ($94.3 million) and 40% on nonmetallics and coal. In the last two years, nearly 70% of the Alaskan exploration dollar has been spent in search of precious metals. Three gold skarns were explored during the year - the Nixon Fork project in western Alaska (Battle Mountain Mining Co.), the Nebesna and Rambler lodes of the northern Wrangell Mountains (Nebesna Mining Partners), and the Zackley project near Paxson in southcentral Alaska (Nerco Minerals). Nearly 7.6 km (25,000 ft) of diamond and rotary drilling were conducted on these three properties. The application of aluminum matrix composites, due to their unique properties, is significantly growing in the variety of industries such as aerospace and automobile. In comparison to other light metals, such as magnesium and titanium, aluminum is lower in price. These are the advantages that this metal dominates the others. In this research, first by applying the lost foam casting method, the SiCp/A356 composite was cast in the bottom and side gate conditions with 690°C and volume fraction of 10%. Furthermore, the effects of reinforcement particles (60 µm, 75 µm) were examined. The results present the particles distribution in the side gate methods is more homogeneous than the bottom gate casting method. Also, by increasing the particles sizes, the fading rate in the side gate are reduced from 22% to 19%, as well as from 26.4% to 25.4% in the bottom gate. In an effort to reduce the risks to underground miners of health hazards associated with exposure to high concentrations of diesel particulate matter(dpm), the Mine Safety and Health Administration(MSHA) published proposed rules in 1998 limiting dpm exposure in both underground coal and metal and nonmetal mines. The proposed rule for underground coal mines would require removal of 95% of dpm by mass, while the rule for metal and nonmetal mines would eventually limit total carbon exposure from dpm to 160 micrograms per cubic meter of air over an eight-hour shift. The comment period for both proposed standards ended on July 26, 1999.In this session, representatives from MSHA, the National Institute for Occupational Safety and Health (NIOSH), equipment manufacturers, labor and industry will discuss the impact of the proposed regulations on mine operations and worker health. Questions will be taken from the audience after brief presentations from each panelist. This paper provides a compilation of written summaries of each panelist’s opening presentation.

Computer Controlled Scanning Electron Microscopy (CCSEM) analyses of sediment samples from coastal regions of Kerala and Tamil Nadu states and the heavy mineral deposits of Chavara, South India, show large lateral differences in the titanium content in ilmenite due to varying degrees of iron leaching. As the depositional environments for the sands with varying degrees of ilmenite alteration are comparable, the cause for the different degree of alteration is due to differences in the primary source of the ilmenite or to differences in the geochemical history of the ilmenite grains during transport from source to deposit. The CCSEM analyses of the heavy mineral fractions show that source of sediments with a high content of titanium-enriched ilmenites, mainly the heavy mineral deposit around Chavara, resides in the khondalite belt of South India (granulite facies metasediments). The less titanium-enriched ilmenites are sourced from other rocks in the area such as the charnokites. Those conclusions are based on the high MgO content in the leached ilmenites, chemical composition of the accompanying garnets (low CaO and high MgO), and the concentration of aluminum-rich minerals in the sands.

Some aspects of kerosene penetration into tar sand have been investigated. The natural tar sand porosity was measured and used to analyze the performance of the hot water process. Subsequently, pretreatment experiments, using 20 kg tar sand samples (Asphalt Ridge and Whiterocks, Utah), and kerosene as a diluent were carried out at the expected summer temperature (26°C) and the expected winter temperature (-14°C). The natural tar sand porosity accessible by diluent has a crucial impact on the reduction of bitumen viscosity, and influences the penetration time required for successful bitumen separation from tar sand by hot water processing. Thus the tar sand porosity is an important variable which determines appropriate operating conditions. Experimental results indicate that diluent penetration into the Asphalt Ridge tar sand (high porosity) is almost complete after 30 min, whereas for the Whiterocks tar sand (low porosity) the penetration process is much slower, and still not complete after 15 hours regardless of the ambient temperature.

The lean, but extensive iron ore deposits of the Dunderland Valley north of Mo i Rana, Norway, is the raw material for the Rana Mines which is a division of the state owned steel mill A/S Norsk Jernverk. Activities for the exploitation of the orebodies were commenced in 1902 by the English Dunderland Iron Ore Company. During its operating period the company constructed a total of two large scale concentrating plants. The activities were strongly marked by technical problems and labor disputes. Thus actual production was limited to the years 1904-1908, 1928-1931 and 1937-1939. During these periods a total of 1.9 million tons of crude ore was mined and 0.6 million tons of concentrates produced for export. The present plant commenced operations in late fall of 1964. Up to and including 1976 about 26.6 million tons of crude have been put through the concentrating plant and about 10.7 million tons of concentrate produced.

The pelletizing process for low grade iron ores has undergone continual changes since its inception over twenty years ago. These changes have necessitated filtration equipment changes in order to produce a product suitable for balling. With modern techniques it is now possible to produce pellets of 68% Fe from ores containing as low as 26% Fe. Low grade ores require fine grinding to liberate impurities This shift to finer grinds over the years has necessitated major changes in the filtration steps. Techniques are now available for producing suitable product from ores with Blaines as high as 3600 cm2/gram. This has been made possible by the development of high performance filters. Recent developments have reduced maintenance costs and produced higher production reliability. The paper discusses iron concentrate filtration from its beginning to present day design. It will be shown that the dewatering step prior to balling has gone through four generations of filters. Particular emphasis is placed upon hydraulic studies which have allowed today&apos;s optimum designs.

nt in the mining industry, and identifying factors associated with these injuries is critical for developing prevention efforts. This study identifies nonfatal injury incidence rates, nature of injury, work activities, glove usage, and sources of hand and finger injuries in the U.S. mining industry, as reported to the Mine Safety and Health Administration (MSHA) from 2011 to 2017. Hand and finger injuries occur at a rate of 6.53 per 1,000 full-time employees, which is nearly double the rate of the next highest affected body part, the back. Most of the hand and finger injuries were classified as cuts/lacerations/punctures (53 percent) followed by bone fractures/chips (26 percent). Materials handling and maintenance/repair were common activities at the time of the incident with miscellaneous metals — such as pipe, wire and guarding — and hand tools as the primary sources of hand and finger injury. Although the information on glove use was limited, leather gloves were most often worn when an injury occurred.

Sustained elevated metal and coal prices in 2011 continued to drive mining projects across British Columbia. The province is the top producer of copper, exporter of coal and the only producer of molybdenum in Canada. The province also produces significant amounts of gold, silver, lead and zinc and more than 30 industrial minerals. The total 2011 value of solid metal production is an estimated $8.6 billion and the outlook for 2012 is positive. British Columbia is poised to bring several new mines onstream in the next few years. Construction continues at the New Afton and Mt Milligan copper-gold projects that are anticipated to be open in 2012 and 2013, respectively. The provincial Environmental Assessment Office indicates there are 26 mine proposals in process with three currently under review and 23 in the preapplication stage. The following text briefly describes 2011 metal and coal mining activities in the five regions reported on by the provinces? regional geologists (Fig. 1).

The transportation of solids by pipeline is not new. In 1891 a United States patent broadly covering a method of pumping coal with water was granted to W. C. Andrews. His pilot plant was constructed on what is now the site of the New York Public Library in Manhattan. His process was applied to pumping coal mine waste back into the worked out portion of coal mines. On October 26, 1967, the world&apos;s first long distance iron ore slurry line was put into service by Savage River Mines. The commissioning of this 5.0 million dollar installation climaxed three years of development, testing, and construction and proved the Company&apos;s faith in pioneering this unique transportation method for iron ore. This paper will discuss some of the more pertinent items in connection with that three- year period. Also to be discussed will be the operation of this line during the past eleven months.

This paper reviews the past 18 months of geostatistical work in a coal deposit performed jointly by the University of Arizona and the Homer City Owners. The objective of the study was to better predict the in-seam sulfur values of the deposit for the purpose of future emission control. Based on initially available 112 DDH information, variogram models were developed for Sulfur, Ash and Thickness for the entire deposit. The deposit was then kriged using 333 m x 333 m (1000 ft x 1000 ft) panel size. The estimation variance information obtainable from geostatistics was next utilized to improve the development drilling activities that were underway. The results of this effort are presented in this paper. In addition, this paper describes (1) the reasons for preferring kriging over the conventional isopachs, (2) the results of empirical validation of the kriged estimates using 19 additional DDH information, and (3) up-to-date experience on the use of conditional simulation of the same deposit for the future emission control strategy development.
