A series of difficult ground conditions causing high groundwater inflows and hazardous gas intrusion abruptly halted the construction of a 6.4-meter (21-foot) finished diameter and 1,890 meters (6,200 feet) long tunnel planned to serve as a 4-millioncubic meters (1-billion gallon) per day capacity river outfall for treated wastewater. Some 808-meters (2,650-feet) section of the constructed tunnel, TBM, and all other tunneling equipment were completely flooded with hydrogen sulfide laden artesian groundwater. The subsequent pumping and tunnel recovery efforts were unsuccessful and the tunnel was abandoned. In the end, the construction contract was terminated and options to redesign and reconstruct the project were re-evaluated to maximize the use of already constructed tunnel facilities such as the construction access and inter-mediate shafts and six outfall diffuser shafts in the river.

The Nancy Creek Tunnel is a deep tunnel, designed to store and convey wastewater by diverting flows from trunk sewers currently at or near capacity in the northwest of the City of Atlanta. The tunnel, constructed in hard rock, has an overall length of 13,300 m (43,700 ft), and a finished diameter of 4.9 m (16 ft). The project is currently under construction by a joint venture of Obayashi/CJB for the City’s Department of Watershed Management. This paper describes the contractor’s techniques and equipment, as well as discussing challenges which were overcome. The project is scheduled to be complete in October 2005.

"Uma Oya Multipurpose Development Project is under construction in Sri Lanka. This project involves 2 Rolled Concrete Core (RCC) Dams connected through a tunnel currently under construction by Drill and Blast method. The water is transferred from first diversion dam to the 2nd regulatory dam and from which, it will be transferred through a 14 km headrace tunnel to the top of a 650 m deep drop shaft that feeds the high pressure water to an underground powerhouse and turbine chamber for generation of 120 MW of electricity. The Headrace and Tailrace tunnels are being excavated by two 4.4 m diameter double shield TBMs. The headrace tunnel has already passed 5km milestone and is mined in hard rock, while the tailrace tunnel has been completed in rather weak and fractured ground. This paper will review the history of the project along with the geology of the site. The operation of TBM in headrace tunnel will be discussed in more detail, focusing on the challenges of excavating through very strong and abrasive quartzite and gneiss on this site, as well as reaches of tunnel in high inflow of water reaching 400 L/Sec. INTRODUCTION This paper aims to introduce the Uma Oya Multipurpose Development Project (UOMDP) as a hydro mechanical project in Sri Lanka, targeted generating hydro-electric power, transferring water for irrigation purposes and controlling seasonal devastating flood. This project lies in the south-eastern part of the central highland region of Sri Lanka (Figure 1). The main part of the project is located in the south-western part of the Badulla district in the province of Uva. The south-eastern end of the project site is in the central west of the Moneragala district (province of Uva). Bandarawela is the largest urban setting within the project area, located halfway between the upstream and the downstream ends of the planned hydropower plant and combination of dams, tunnels, and downstream facilities. The Multi-Purpose Project Of Uma Oya is planned to convey water from Uma Oya to Kirindi Oya Basin for hydroelectric energy generation includes Puhulpola RCC Dam on the Uma Oya river, Dyraaba RCC Dam on the Mahatotilla Oya river, a conveyance tunnel from Uma Oya to Mahatotilla Oya (L=3750m), a long feeder tunnel from Mahatotilla Oya to Kirindi Oya. The feeder (power) tunnel Lot consists of a headrace tunnel (L=15554m), the surge shaft (L=200m) and tank on the upstream of the vertical shaft, a vertical shaft with steel lining (L=650m), an underground powerhouse and a tailrace tunnel (L=3650m)."

Environmental Impact Assessment (EIA) is the accepted method for evaluating proposed mining and other industrial projects to obtain regulatory approval and to help companies plan for responsible development. Another evaluation system becoming increasingly more common for proposed projects is the Environmental, Social and Health Impact Assessment (ESHIA). An ESHIA differs from an EIA for its more comprehensive and inclusive approach to evaluate potential impacts on public health, and its ecosystem services approach to assessing biodiversity impacts. An ESHIA may also be required by certain lenders for financing major projects. Conducting an ESHIA for a proposed mining development is not without its challenges, with costs, scheduling, regulatory concordance and other constraints to be considered. This paper examines some benefits and challenges of ESHIAs and summarizes lessons learned using a case study approach.

Several static tests estimate the capacity of mine waste to produce and neutralize acid and are used as tools for predicting metal-mine waste drainage quality. Various methods and their accuracies are addressed. More accurate quantification of these capacities, as well as their availability and reactivity, may be necessary to predict drainage quality from some mine wastes. Chemical analyses, x-ray diffraction, optical microscopy, scanning electron microscopy, and electron beam analyses are among the techniques commercially available to more accurately quantify these capacities and provide insight into their availability and reactivity.

The extraction and processing of minerals from surface mines and quarries can produce significant fugitive emissions as a result of site activities such as blasting, unpaved road haulage, loading, primary crushing and stockpiling. Uncontrolled fugitive dust emissions can present serious environmental, health, safety and operational issues impacting both site personnel and the wider community. Simulation technology is finding increasing use for the purposes of advanced warning of potential problem emissions in addition to providing a basis for future planning applications where demonstrable compliance with regulatory requirements are necessary. The initial re-entrainment and subsequent dispersion of fugitive dust presents a process complicated by the combination of the in pit topography, the surrounding natural topography and the dynamic nature of emissions from these sites. These factors impact upon the accuracy and reliability of the conventional Gaussian plume based computational prediction methods employed for regulatory compliance and IPPC applications. This paper proposes that optimal modelling of open pit emissions may be more accurately achieved by the use of a multi-scale predictive modelling approach utilizing computational fluid dynamics (CFD) methods for high resolution near source dispersion and conventional Gaussian based methods for far field dispersion modeling. This paper presents a numerical based flow and dispersion analysis of a typical UK based open pit utilizing CFD in conjunction with a conventional Gaussian plume based methods. Typical operating emissions and meteorological conditions are obtained from long term data records collected at a large operating quarry extraction operation in the UK. Emissions are modelled using a Lagrangian framework within conventional atmospheric boundary layer (ABL) profiles expressed as functions of turbulence and velocity parameters under assumed neutral conditions. Results are presented in terms of the impact of site topography on in pit retention as compared to the Gaussian based method.

Introduction The issue of coal mining safety plays an important role in the United States' growing dependence on coal to supply its future needs. This article will address the federal government's role, principally the US Bureau of Mines, in meeting this challenging growth and demand while reducing the social and economic costs attributed to injuries and fatalities in underground mining. Some interesting facts and projections with respect to the nation's energy picture will be discussed. This includes the distribution of its reserves and the projected role of coal in the energy and economics of the nation's future. Underground mining will continue to be an important means of providing this coal. The author will discuss how the Bureau of Mines' research program addresses the problems of health and safety that grow out of the demand for more coal. Future projections First, a synopsis of salient facts and projections concerning the US's situation with respect to energy and the economy. Figure 1 depicts the relative quantities of recoverable energy reserves in the United States by their type. Most people are aware of the nation's use of oil. We hear a lot about natural gas. And we are aware of the controversy over the use of nuclear energy. But, while looking at Fig. 1, the question becomes, "Where will our fuel to meet the demand for energy in the future most certainly have to come from?" With 82% of the nation's recoverable fuel reserves being coal, the answer is irrefutable. Coal will be that source. Figure 2 is the present market for coal. It shows that 77% of the coal mined goes to supply electric utilities. Therefore, the coal industry as a whole is most sensitive to the trends and demands for electricity. It is less affected by what happens in other markets, such as export and direct industrial use. In fact, the coal industry is three times more sensitive to the electric utility market than to all other markets combined. Therefore, the trend in the demand for electricity must be examined. Electricity demand is expected to increase steadily over the next 15 years. It is projected to grow from its present 2.3 trillion kWh per year to 3.5 trillion kWh per year by the year 2000. The fuel to supply this increase in demand must come from somewhere. The question is "How much of this extra fuel will be coal?" Although the demand for electricity is predicted to increase, the demand for coal does not necessarily follow. Coal must maintain its fraction of the energy sources used for electricity generation if its demand is to increase at the same or greater rate as electricity. Except for a near-term dip in demand due to a slight increase in nuclear capacity, the domestic electric generation accruing to coal will go from 56% in 1985 to more than 60% in 2005. Thus, the predicted trend is for coal to become a larger part of the fuel mix for electric power generation. Similarly, looking at the most recent forecast for total coal consumption trends, it can be seen that for electric power generation alone, the coal industry must be able to supply an additional 316 Mt/a (348.5 million stpy) by the year 2000 (Fig. 3). It must be stressed here, though, that without significant improvements in mining safety, it can also be easily predicted that injuries and fatalities will increase in proportion to the increase in coal production. Will society consider that acceptable? This author does not believe so. Figure 4 examines the effect of coal prices on the price of electricity. The projections show that the already high proportion of fuel cost will become a greater fraction of the consumer price for electricity. Specifically in 1985, 36% of the price of electricity was the cost of the fuel. In 1995, 46% of the price of electricity will be the fuel cost. That implies that the price of coal will have an increasing influence on the consumer price for electricity. Thus, as coal is used more to generate electricity and as fuel becomes a greater

Over the past eight years, Phelps Dodge (a subsidiary of Freeport-McMoRan Copper & Gold, Inc.) devoted a significant amount of effort to the development of a suite of processes for the effective hydrometallurgical treatment of copper sulfide concentrates. This effort resulted in the development of high-temperature (>200ºC) and medium-temperature (150° to 165ºC) pressure leaching processes. Specific configurations of both processes have been commercially demonstrated at Phelps Dodge?s facility in Bagdad, Arizona. This paper reviews in detail the chemistry of medium-temperature pressure leaching of copper concentrates and reports on the process development work conducted by Phelps Dodge and others for this technology. This paper is Part I of a four-part series on this technology. Part II covers the development of medium-temperature pressure leaching and direct electrowinning technology; Part III considers the large-scale demonstration of the MT-DEW-SX process at Bagdad, Arizona; and Part IV addresses the development and design of a full-scale commercial application at Morenci, Arizona.

The coal mining industry in the western United States is seeing the same boom as the rest of the country and the world. Most coal mines in the West are operating flat out as the nation’s appetite for energy continues to grow. And many of the coal mines have either increased their production capacities or are in the process of doing so. However, transportation issues along with environmental restrictions are keeping many mines from expanding even further. Some coal companies held off on further expansion plans until Congress and President Bush could agree on a national energy policy, one that recognizes coal as the nation’s leading source of electricity. In August, Congress passed and the president signed into law such a measure (see Washington Survey, page 7). The legislation includes research funding for clean coal technologies. So western and eastern coal could become even more important in the national energy picture. This is particularly true as supplies of natural gas diminish and the price of oil continues to increase.

INTRODUCTION Soft, near normally consolidated clays generally provide ideal conditions for tunneling using Earth Pressure Balance (EPB) shields. It is easy to turn the clay into a low permeability, viscous spoil that can be pressurized to maintain the required face pres-sure. Despite this, there are records of relatively large, and often quite variable, surface settlements over EPB driven tunnels in soft clay. To understand this variation it is necessary to identify the various factors that contribute to settlement. Tunnels in soft clay are ideal for study these effects in the field, as an unsupported void will close almost immediately, due to the low shear strength of the soil. In the short term, deformation in a soft clay will occur at constant volume, so short term surface settlements can be related to movements at tunnel level. In this paper, data will be used from EPB driven tunnels in Singapore marine clay. In all of the cases discussed the lining consisted of precast concreted segmental rings erected in the tail of the shield. The marine clay in Singapore has been studied, among others, by Tanaka et al.(2001). The clay typically has a plasticity index of 40 to 60, and the undrained shear strength (SU ) can be derived from: SU = 0.22 svo' where svo' is the current vertical effective stress. Figure 1 shows a summary of undrained strength/depth plots used for design on two sections of Singapore’s North East Line. The stability of a tunnel in clay can be assessed by comparing the stability number (N) of the tunnel with the stability number at total collapse (NTC). The stability number can be calculated from the equation: N = (?Z + q – Pt)/SU where: ? = the average unit weight of the ground above the springline of the tunnel Z = the depth to the springline of the tunnel from the ground surface q = the surcharge Pt = the support pressure within the tunnel The stability number at total collapse depends on the size, geometry and depth of the tunnel, and typically ranges between 5 and 9. Charts for assessing the number at total collapse are provided in Kimura and Mair (1981), based on the testing of model tunnels in a geotechnical centrifuge. For tunnels in the Singapore marine clay, the stability number of an unsupported tunnel would be over nine if the tunnel ois more than 8m deep. As a result, a support pressure

According to the model of product life cycles, the global coal mining industry is in the stagnation phase. The coal demand of the main consumer, China, has peaked in 2013 and is slowly declining. The Norwegian sovereign wealth fund, the world’s largest, has excluded coal-related companies for ethical reasons. Important players like the UN or the EU have already begun to describe pathways towards decarbonization. Increasing competition between coal mining companies and the mining regions can be expected worldwide if companies want to keep their positions on the global and national coal markets. Companies will focus on the best deposits. European countries like France, Spain, or Germany are only forerunners of this development—their centuries of coal production have been finished. The concept of sustainable development (SD) is fundamentally based on a model of progress where ecological, economic, and social dimensions should be developed equally and positively. But without the idea of competition, the concept of SD is incomplete. Questions arise, such as how can SD be realized on stagnating or declining markets without guarantees for companies “to live forever”? How can SD be a corporate goal in a phase of decline? How can declining mining regions sustainably progress into a better future? The German hard coal mining industry’s lifecycle has ended in 2018 after 60 years of stagnation and decline. As of 2019, all hard coal consumed in Germany will be imported, especially from Colombia, Russia, and South Africa. What has been done in Germany to handle the coal decline in a sustainable way and the lessons learned from this process is described in this paper. It may be useful for mining regions who will face a similar future sooner or later.

"Tell us how you got involved in mining and about your career path.My dad was a coal miner and my uncle was a metallurgist, so when I enrolled at Penn State’s New Kensington Campus, I chose the College of Earth and Mineral Sciences — exact majors didn’t get picked till the end of your sophomore year. Penn State New Ken had an associate degree in mining program and one of the guys in my carpool was going to take Mining 30 in the evening and the other guy (mechanical engineer) was also able to take an evening class. I didn’t want to break up the carpool, so I took Mining 30, complete with essay tests. I could write, so I did well, and the professor said I should go into mining engineering. Fast forward to the end of the next term at University Park, and I realized there wasn’t enough chemistry in mining. Switching to metallurgy would have meant another term at that point, so Dr. Lovell, my advisor, trotted me down the hall and to the next building and said I was a mineral processor. That stuck. I was a summer student at U.S. Steel Research between my junior and senior year and they paid for my master’s degree — all about clay and macerals in coal flotation. During that time, the steel industry tanked, and I thought a Ph.D. would be a good idea — I could always teach at the university level if I had those credentials. The Electric Power Research Institute had a Coal Cleaning Test Facility in Homer City, PA, and I conducted my Ph.D. research on rate and residence time in conventional coal froth flotation cells there and at a local cleaning plant. I went to work at the test facility in 1987 (later CQ Inc.) and stayed there until I started PrepTech Inc. in 1997. PrepTech offers some consulting services for coal cleaning plants and sells mineral processing equipment, mostly to coal companies. I can’t believe it’s been 21 years.And what about your SME career?Of course, I was a student SME member at Penn State. We used many of the SME books in class, so who wouldn’t want the student discount? While in Homer City, I became involved with the Appalachian Plateau Subsection of the Pittsburgh Section. We’d hold quarterly meetings with interesting speakers and had good attendance. I was the secretary. I’m still the secretary and also get the bank statements. We’ll need to close that out some time, but I guess I’ve been hoping for resurgence in the Indiana/Cambria/ Somerset area."

Heat and humidity buildup withn refuge alternatives (RAs) may expose occupants to physiological hazards such as heat stress. The Mine Safety and Health Administration (MSHA) regulations require RAs in underground coal mines to provide a lifesustaining environment for miners trapped underground when escape is impossible. RAs are required to sustain life for 96 h while maintaining an apparent temperature (AT) below 95 °F (35 °C). The National Institute for Occupational Safety and Health (NIOSH) tested a 10-person tent-type RA, a 23-person tent-type RA, and a 6-person metal-type RA in its underground coal mine facilities to investigate the thermal environment over a 96-h period. The test results showed that mine air and mine strata temperatures surrounding an RA occupied by simulated miners (SMs) increased over the 96-h test period. The test results suggest that RA manufacturers should consider this increase in temperatures when calculating and evaluating RA components during surface and laboratory tests. The findings can equip stakeholders with additional considerations for calculating the interior heat and humidity temperature profiles for occupied RAs not tested in situ.

Industrial minerals play a central and dual role in the sustainable development (SD) of natural resources. Over the past decade the mining industry has increasingly focused on sustainably extracting and processing industrial minerals. This trend has been driven by higher energy costs, diminishing water resources and sensitivity towards environmental stewardship. Industrial minerals have been used throughout human history as low cost, naturally occurring, materials. Today they are critical components of recycled packaging, energy efficient building materials, light weight paper coatings, and other products critical to the responsible utilization of global resources. As industrial minerals become more widely used in ?green? products, mining companies have established best practices for the sustainable management of industrial minerals mining and processing. These management practices include reducing energy consumption, minimizing water usage, increasing waste recovery through recycling and process optimization, and maximizing the amount of ore extracted per acre of disturbed land. With the commitment to SD principles, quantitative methods for objectively measuring SD performance have become increasingly important. Measuring sustainability impact is a valuable tool for effectively applying SD principles and for making choices that balance sustainable development against other business objectives. SUSTAINABLE DEVELOPMENT AND MINING Sustainable development is a term that has become a common part of our lexicon; however, it has multiple meanings and interpretations leading to a sometimes confusing and contradictory array of definitions. The absence of a single, precise definition reflects the fact that SD is a broad concept or paradigm that offers guiding principles as opposed to a specific set of criteria or regulations enforceable by government or other oversight agencies. While a principle based conceptual approach allows businesses to broadly apply SD practices that are tailored to their specific situation, it has also led the public to sometimes view voluntary corporate SD programs with a degree of skepticism (Walker and Howard 2002). This is particularly true in the mining industry. One reason for this skepticism is that the relationship between SD and mining is misunderstood and to many, sustainably developing non-renewable mineral resources is a contradiction (Rajaram et al. 2005). However, this view takes a very narrow interpretation of the tenets of SD. The second is that mining carries a legacy of poor environmental stewardship that does not accurately reflect current corporate environmental practices Many minerals companies have adopted the Brundtland Comission?s definition of SD (United Nations 1987): ?? development that meets the needs of the present without compromising the ability of future generations to meet their own needs?. This definition is very broad and can be interpreted in a number of ways. It provides a general context for sustainable development and is not intended to provide detailed guidelines addressing specific aspects of sustainable development. To fill this gap the following SD principles were drafted by the international minerals community in 2003 (ICMM 2003): 1. Implement and maintain ethical business practices and sound systems of corporate governance. 2. Integrate sustainable development considerations within the corporate decision-making process. 3. Uphold fundamental human rights and respect cultures, customs and values in dealings with employees and others who are affected by our activities. 4. Implement risk management strategies based on valid data and sound science. 5. Seek continual improvement of our health and safety performance. 6. Seek continual improvement of our environmental performance. 7. Contribute to conservation of biodiversity and integrated approaches to land use planning. 8. Facilitate and encourage responsible product design, use, re-use, recycling and disposal of our products. 9. Contribute to the social, economic and institutional development of the communities in which we operate. 10. Implement effective and transparent engagement, communication and independently verified reporting arrangements with our stakeholders. These guidelines insure that SD concepts are applied equally across the industry while setting a clear performance standard and benchmark against which to evaluate success. By adopting these principles and issuing the Milos Statement (http://www.sdimi.org/milos_decl_October%206_2003.pdf), which provides a more detailed vision for integrating SD into everyday business operations, the minerals industry has embraced SD as a core corporate value. The unifying and holistic approach embodied in SD principles impacts the entire mine to market life cycle and addresses the economic, environmental and social consequences of mining. INDUSTRIAL MINERALS The world economy relies heavily on minerals; they are essential to economic prosperity and the quality of life. Industrial minerals are non-metallic, non-fuel minerals that provide the raw materials for a vast range of products used in most every aspect of daily life. They are mined and processed worldwide and they span the spectrum from relatively low value, high volume commodities (e.g. common clay, crushed stone) that are usually mined locally to high value, low volume specialty materials that are sourced from unique one of a kind deposits (e.g. barite, talc, mica). High volume commodity mining operations are often located near the end use market which, in most cases, means areas of high population density where construction and other urban activities drive demand. In these situations the strict adherence to SD principles is particularly critical as these are highly visible operations that must meet the public?s demand for good corporate citizenship. These operations are similar to chemical or other manufacturing facilities that operate near population centers. In recent years, economies of scale have continued to drive copper projects to larger throughputs to offset depleting lower grade resources. A decade ago there were only a small number of projects that stretched beyond 100,000 Mtpd throughput rates. Nowadays and moving forward virtually all the major copper projects are sized beyond this, with throughput rates up to 250,000 Mtpd now under evaluation for a number of key projects in Chile and Peru. This paper explores the development from the 160 m3 flotation cells, through to the 257 m3 cells and nowadays to the 660 m3 machines. The contributions of specific copper concentrators to this growth phase are reviewed herein. The historical basis of flotation machine scale-up is also briefly discussed. Metallurgical results as well as layout, maintenance and operational aspects are highlighted.

Introduction Stainless steel has by tradition been a common construction material for hydrometallurgy processes and the most common grades can be found amongst the ASTM 300-series, i.e. austenitic grades of type 304L, 316L and 317L. However, there are a number of new grades available today, which imply more cost effective solutions for those designing plants where good resistance to acids, containing the desired metal ions, often contaminated with chlorides and other halides, is the key issue. There are austenitic-ferritic or duplex grades having the same or even better corrosion resistance than the austenitic grades and approximately twice the strength, which enables design in thinner gauges, which in turn implies less weight and less cost. They have also excellent engineering properties, enabling fabrication of process equipment, machinery and different types of tanks. On top of that, they contain less nickel and molybdenum than their austenitic counterparts, which implies not only lower cost for alloying elements, but also a more stable price when considering the price fluctuations for these alloying elements during the last years. This paper describes briefly the family of duplex stainless steel and it presents a number of relevant corrosion tests where duplex grades have been compared with austenitic grades. The results have in several cases been verified by in-plant exposures in zinc and copper production plants. It also describes applications and experience of duplex grades within a variety of hydrometallurgy plants. Installations of highly alloyed austenitic grades will be described as well. The corrosion tests and service experience reported cover hydrometallurgical processes based on sulphuric acid.

Cross passageways between adjacent tunnels in passenger rail or transit systems may be used during train fire emergencies to evacuate passengers to points of safety in the non-incident tunnel. Rescue trains can be brought into the non-incident tunnel to remove passengers to expedite evacuation times as compared to walking along bench walls to the nearest egress stairs. In cases of multiple train emergencies, the required ventilation capacities can result in high pressure differences between the incident and non-incident tunnels. These pressure differences can make it difficult or impossible for a normal person to open doors of a cross passageway between adjacent tunnels. If opened, the velocity of the airflow through an open cross passageway can reach levels high enough to impede passenger evacuation. This paper describes the analysis of this problem for a sample rail tunnel. A ventilation concept that mitigates the problems of high cross passageway door opening forces and high velocities through open cross passageways is presented.

The report presents the results corresponding to the analysis of a lining system for tunnels in soil and soft rock in creep-active ground. The purpose of the analysis is to evaluate the performance of a lining at each construction stage. The steps include: 1. Accurate representation of the initial undisturbed state of stress 2. Excavation, 3. Lining installation 4. Injection of mortar and its curing, and 5. Short-, medium- and long-term creep behaviour in the surrounding soil/rock. The response of a prototype tunnel is simulated using the computational finite element framework MSC.marc2008.
