Many reports have been written about the issues surrounding small scale miners’ challenges in Namibia; yet little has been done to address these challenges. There has been a fragmented approach to address these challenges. Various government arms and donor organizations have utilized piece meal methods in the past in trying to make improvements on the productivities across the sector, but with no meaningful success. This has led to the design and implementation of inappropriate technologies and support services for the sector. The structures of many of the semi-precious stones mining businesses are informal, with very little royalties received by the government. Miners often work informally or illegally and they fear government interference and they distrust outsiders, resulting in them withholding production information. The presence of small scale miners is quite often associated with major challenges, including poor safety and environmental management standards, the spread of communicable diseases and poor working conditions. The majority of the miners employ uncontrolled extraction techniques which damage the crystals and mineral specimens, resulting in intermediate and final products of low quality along with high wastage at the extraction stage. The vision of the Namibian government is to expand the range and value of semi-precious stones and jewelry products processed within Namibia, while curbing illicit flows of raw stones. This will simultaneously secure maximum benefit for the country. This study investigated the interventions aimed at making the small scale mining sector in Namibia sustainable. A baseline study was conducted to analyze the current situation and characterize the industry, including a SWOT analysis. Information was collected through questionnaires, interviews, consultative meetings, field visits and workshops in order to profile the sector. The baseline study results were used in developing interventions for improving artisanal and small scale mining operations. The main challenges for the Namibian semi-precious sector were identified as: factual information about raw material resources and its beneficiation are insufficient or not available, lack of skills, lack of education and access to finances, rudimentary exploration and mining practices, trading and logistics that are not functioning effectively and inadequate sector governance. One key finding of this study was that Namibia is not benefiting through value addition due partly to illicit flows of the uncut stones and to the fact that lapidary is not much pronounced to a greater extent. The following strategic interventions were identified as key in ensuring the sustainability of the small mining sector in Namibia: conducting geological assessment to identify new deposits and quantify the existing ones, improving exploration and mining practices, investing in education and training, creating an enabling environment and improving the sector governance and strengthening the sector organization and supporting the infrastructure.

Newmont Mining Corporation started as one man's investment vehicle. William Boyce Thompson, Newmont's founder, was already a millionaire many times when he incorporated his existing Newmont company in Delaware in 1921. The initial stake in the company was $8 million in capital contributed by Thompson and several close associates. In its infancy the company was truly a holding company. It did not operate or manage any properties. This situation changed drastically over time. By 1939 Newmont was actively mining 12 gold mines in North America. The following year, the first copper mine that Newmont ever managed directly, came into full production in South Africa. The period after World War I1 was a glorious one for Newmont. Plato Malozemoff took the helm of the company, and expanded its operations over the next 30 years into copper in Arizona, oil and gas in the U.S. and the North Sea, into domestic coal and thankfully, into significant gold operations.

Productivity improvements reduced the number of continuous miner sections from seven to three while maintaining full productive capacity. So a decision was made to test an advancing tailgate ventilation system on the shortwall mining section. Having the shortwall mine its own return air system has freed the third mining section for more productive, less costly mining. The advancing tailgate has provided effective ventilation across the face and gob with acceptable pressure losses. The low-productivity, tailgate-development, continuous-miner section has been transformed into to a high-productivity, development-retreat section that is also available for long-term mine development duties, increasing mine planning flexibility.

Mining operations have long been accused of causing a disruption to local, domestic and agricultural water supplies. More recently, concern for water supplies has increased with the advent of high-extraction mining techniques, namely longwall mining. Theoretically, any water-bearing zone in the overburden above a high-extraction mining operation may be affected by mining. In some cases, a confining bed may be fractured causing a loss of water to a particular zone. In other cases, increased fracture permeability may enhance the ability of an aquifer to transmit and deliver water. Unfortunately, only a limited number of studies have been conducted that characterize hydrologic changes and also quantify the magnitude of mining-induced subsidence. The US Bureau of Mines (USBM) conducted such a study at a mine site in Greene County, PA. A total of eight water wells were drilled, and hydrologic parameters, such as specific capacity, transmissivity and well yield, were determined both before and after mining. Electronic water-level recorders were installed on each water well to provide continuous observations of water level fluctuations.

"Trace element analysis of placer gold can be used as a valuable exploration tool in order to determine the original deposit source and locating lode gold deposits. Placer gold collected from multiple districts in New Mexico and Alaska, coupled with a broad database of previously analyzed placer gold samples indicate correlations between chemical signatures (especially gold, silver, and copper) and type of deposits (i.e., Au-rich copper porphyry deposits, Au porphyry deposits, and epithermal deposits). By completing a chemical analysis and determining the particle morphology of placer gold collected from these districts using an electron microprobe, patterns in the chemical signatures from each location can be used to examine chemical variability (1) within the individual placer gold particles, (2) within the same district and (3) among different districts. INTRODUCTION Although there are numerous past studies on the chemical composition of placer gold by Newberry et al. (1997), Melchiorre (2001, 2009), Townley et al. (2003), and McLemore et al. (2014), the gold analyzed tends to be collected from one or few specific districts. Rarely do those studies compare compositional results to additional districts, or elaborate on the correlation between the elemental composition of the placer gold and the original deposit source for the respective districts. This research analyzes the composition of placer gold from multiple districts and within the same district. There are a number of elements, which can, in various quantities, be present in placer gold particles. Native gold can be in complete solid solution with native silver and contain additional elements including Cu, As, Pb, Fe, and S. The chemical signature of the gold is determined by the thermodynamic conditions of precipitation and transport as well as the total metal content of the system. As Townley et al. (2003) explains, “These thermodynamic conditions and metal budget differ from one type of hydrothermal deposit to another, and hence different deposit types will each have a characteristic gold compositional signature.” Identifying this signature can be a highly valuable tool in exploring for gold, as it can not only be used to determine the original source deposit of the placer gold, but provide valuable insight as to the erosion level of the present deposit."

INTRODUCTION The potential health impact from uranium milling operations is mainly associated with long-term releases of radioactive contaminants from the mill tailings.(1,2) The major mechanisms for mitigating these potential releases focus on increasing the tailings containment with the addition of migration barriers such as thick earthen covers and clay liners. Some limited investigation has also focused on reducing the radionuclide source terms. This alternative approach has some desirable features, but stringent cost requirements are placed upon source removal methods in order for them to be economically favorable. A cost effectiveness evaluation is presented herein, in which costs for containment methods are used to establish maximum cost guidelines for the source removal methods. The 230U decay chain, shown in Figure 1 contains the radioisotopes of major concern, 230Th, 226Ra, 222Rn and its short-lived alpha-emitting daughters, When the uranium is removed in the milling process, these isotopes, which are normally not removed remain in the tailings solids. The general pathways to the environment from uranium mill tailings are depicted in Figure 2. The dominant pathways are radon to the atmosphere and radium and thorium to a groundwater aquifer. The magnitude of the contaminants released into these pathways can be characterized by the following parameters: 1. The 230Th and 226Ra content. 2. The emanating power for radon. The fraction of radon generated that is free to migrate. 3. The leach rates. Source reduction methods seek to reduce the magnitude of any or all of these parameters. In general the dose rates are proportional to the source terms. For radon production the source term is proportional to the product of the radium concentration, R, and the emanating power, E, so that the risk is reduced by the same factor that reduces RE. For example, if the radium content is reduced by 95 percent, but E is increased by a factor of two, then the dose rates are reduced by an order of magnitude. There is currently some pessimism over mixing of net-acid-neutralizing (NAN) and net-acid-generating (NAG) rock to obtain indefinite near-neutral seepage from mined-rock piles. This is due in large part to the lack of well- documented, successful cases of blending and layering, and to the knowledge of unsuccessful attempts. Past work often defined a potentially successful mix in terms of the ratio of net-acid-neutralizing rock to net-acid-generating rock. For example, one case study indicated the bulk pile-wide ratio was approximately 3: 1. Since this exceeded a common ratio used in acid-base accounting, no acidic drainage was predicted. However, acidic drainage appeared within two years. A large part of the ambiguity in mixing arises from attempts to predict success based on a ratio. This paper looks in detail at simple discrete-zone mixing, where at least one truckload of NAG rock is placed in a particular location with no further rehandling or dozing. The lack of acidic drainage in this scenario is dependent on the intervening distance between the discrete NAG zones, along flowpaths occupied by NAN rock. Calculations show that the bulk mixing ratio of a mined-rock pile is not an accurate indication of whether near-neutral drainage can be maintained. For example, a pile with a bulk ratio around 300: 1 could still release some acidic drainage. Calculations also show that the minimum separation distance of the NAG zones (L) can be so great, even with typical NAG and NAN rock, that the mixed pile could safely contain only a few percent of NAG rock, which would not be sufficient for many minesites with NAG rock. The comparison to a more elaborate, computer-based statistical model shows that the simple discrete-zone approach will provide a reliable yes-no indication of whether any acidic drainage will leave a pile. However, predictions of whether combined downstream drainages will be acidic depend on numerous site-specific physical and geochemical factors within and below a pile that cannot be modelled in a general way, like the number of flowpaths and the nature of their intersections.

"When considering large-scale infrastructure projects worldwide special attention has to be paid to the large diameter tunnel construction projects that were successfully completed in the Southern Hemisphere. The projects that are highlighted in this paper are large-scale infrastructure projects in the sector of transport. In focus are four road tunnel projects that were constructed in Australia and New Zealand using mechanized tunnelling technology. The tunnel boring machines (TBMs) that were reliably applied to these four major projects all exceed the bore diameter of 12 meters. These TBMs are therefore in the range of large to very large diameter TBMs. The technology used demonstrates state of the art technology with tailored tunnelling technology adapted to the specific project demands. Two Double Shielded Hard Rock TBMs (Ø 12.35 meters) were used for the construction of the Clem Jones Tunnel in Brisbane crossing beneath the Brisbane River and these two machines have been reused for the excavation of a 4.3km long two-lane highway tunnel for Legacy Way in Brisbane creating a new traffic artery towards the city centre. Two EPB Shields (Ø 12.48 meters) excavated and lined the twin-tube road tunnel for the Brisbane Airport Link. Excavation diameters in excess of 14 meters, such as the Earth Pressure Balance Shield (Ø 14.41 meters) involved in the Waterview Connection Project in New Zealand, are understood in the tunnelling industry as very large diameters. The machine is customized to the requirements and subsurface conditions of Auckland. The paper spotlights the large to very large diameter TBMs that were used and focuses on the comprehensive solutions developed by the machine manufacturer to provide a system with benefits for the contractor especially for the Waterview Project. INTRODUCTION Extensive large-scale road infrastructure projects like the ones implemented in Brisbane (Australia) and currently under construction in Auckland (New Zealand) show the tendency of today’s infrastructure construction projects. Functional infrastructures need to be put in place to cope with the demand of mobility and flexibility of people living in cities and metropolises. Impact during construction work to people or environment has to be kept as low as possible to ensure the quality of life is not disrupted."

A review is given of the present applications of random sets and integral geometry in fragmentation and liberation models of ores and minerals. Although attempts have been made in the past to apply such mathematical techniques to the comminution of solids, it is shown that it would not result in major progress. In liberation modeling, it is demonstrated that the approach can lead to fruitful results. Following a recent paper by Davy (1984), a model of liberation prediction is developed that can be calibrated for ore texture and breakage using image analyzers. The model is demonstrated for the case of a Poisson polyhedra ore texture and monodisperse fragment size. The model enables prediction of the complete composite particle distribution and thus is valuable for integration of ore breakage models with minerals separation models.

"INTRODUCTION Successful management of megaprojects, meaning delivery within budget, on time and according to expectations, is a fundamental requirement. Many projects have been successful, some have not. This paper reviews megaprojects1, drawn from the author’s projects over the last 50 years, with “lessons-learned” and a summary of recommendations that, if implemented, would improve megaproject management and delivery. Characteristics of these projects are summarized – including outcomes related to key factors such as politics, management, organizational structure, contracting methods, cost estimates, risk and other elements. The projects include the Washington D.C. Metro, Boston Southwest Corridor, LA Metro, Toronto Rapid Transit Expansion Program, BART San Francisco, MARTA Atlanta, London Underground and the Washington State Highway megaprojects – including the SR520 Floating Bridge and the Alaskan Way tunnel. Other projects that illustrate successful, innovative management and contracting methods include the Madrid Metro (low-cost delivery), the Sydney Northside Storage tunnel (outturn cost, alliancing) and the Lake Mead tunnel (working in partnership, risk management). KEY ISSUES A characteristic of megaprojects is that their complexity increases exponentially with size (Reilly 2010, Galloway et al. 2012). These projects are very visible politically, have many stakeholders who must be satisfied and generally span many years and political election cycles. To be successful they must meet expectations, function efficiently, and be delivered under, at or close to budget and schedule. There is a widely-based perception that large, complex projects are always delivered late, over budget and with problems. Specific examples include projects such as Tren Urbano in Puerto Rico – $1.28 billion over initial budget (+133%), the Silver Line Transitway Project in Boston – $286 million over budget (+90%), the London Jubilee Line Transit Project – 2 years late and £1.4 billion (+67%) over budget, the Channel Tunnel Rail Project – £3.7 billion (+80%) over budget, Denmark’s Great Belt Link rail and road link (54% over budget), the 2003 Woodrow Wilson bridge tender in Virginia (72% over estimate) and Boston’s Central Artery Project – several billion (perhaps 100%) over what would have been a realistic initial budget and years late (Reilly 2001c, 2004a; Salvucci 2003)."

The production of both over- and undersized coal fragments is a constant problem to open pit operators in the Powder River Basin. Operators strive to achieve production blasts that economically minimize the weight percentage of over- and undersize coal. However, natural fractures influence blast fragmentation, and can impose limits on the final fragment size distribution. ARCO&apos;s Anaconda Minerals Company studied the limits placed by natural fracturing as part of a wider geotechnical study of the Wyodak Coal in the eastern Powder River Basin, Campbell County, Wyoming. Measurements of fracture orientation, size and spacing were made at ARCO&apos;s Black Thunder Mine. These data were used to form statistical distributions for natural fracture size, spacing and orientation. An algorithm was created to select fracture properties at random from these distributions and to form hypothetical blocks. The blocks were then numerically "sieved" to derive pos- sible particle size distribution curves. These curves are compared to fragmentation results from samples taken from three test blasts. All test blasts yield very similar lognormal fragment size distributions. The median particle size varies from 1.25 to 2.0 in.(3.2 to 5.1 cm), the mean from 4.0 to 8.5 in. (10.2 to 21.6 cm). The standard deviation was about 1.6 in. (4.2 cm). Coal fines (fragments < 0.25 in. or 0.64 cm) are about 15%. Calculated fragment distributions for the natural fractures predict the median size well but underestimate the variance. Algorithm modifications to account for processes known to occur in the comminution zone near the blast hole significantly improve the match in the fine coal size range. The match suggests that spacing of fractures, rather than fracture length, controls the formation of fine- and medium-sized fragments. On the other hand, the oversize coal is controlled by the fracture lengths, rather than the spacing. Data from subsequent test blasts support this idea. By increasing delay times from 8 msec to 17 msec, engineers were able to reduce fines to 7% - 10% but could achieve no further improvement, despite changes in shot pattern geometry, decking and hole size. The hypothetical fragment distributions show that, even without blast enhancement, about 5% of the natural coal blocks are fine-sized.

The Florida Peninsula has existed as a part of a much broader plateau, since at least the Early Cretaceous. This plateau, the Floridan Plateau, now consists of the present peninsula and a broad submerged shelf of equivalent size extending the length of the state and out into the Gulf of Mexico. Florida Peninsula was separated from the mainland United States by a negative area called the Suwannee Straits. To the south of this feature existed an environment similar to today?s Bahamo Banks where very pure calcium and magnesium carbonates with associated evaporites were deposited. Thus the Eocene and Oligocene contain little or no quartz sand or clay minerals except in the Panhandle west of the Suwannee Straits where some clastics were contributed by rivers from the north.

The service hoisting plant in the mining transportation is an installation serving for the vertical transport of material and persons. An adequate mathematical model is presented for simple evaluation of the project parameters where different plant designs and the ways of transport are take into consideration. The technical and economical optimization procedure is added to the basic mathematical model of the project. This approach enables on one hand the optimization of the reconstruction of the multi-purpose hoisting plants in order to suppress possible bottle necks, while on the other hand it enables the determination of such values of the parameters of the choice and of the operation that the sum of total expenses per a transport unit&apos; becomes the lowest. The optimization procedure is designed in such a way that all numerical data of the optimum hoisting plant are printed out together with the graphical representation of dependencies of the fundamental parameters in broader optimization region.

The U.S. Bureau of Mines conducted copper exchange capacity (CuEC) tests for six common clays under simulated in situ leaching conditions. Regression equations were obtained from the data expressing the CuEC as a function of Cu concentration, pH, and temperature. Further testing resulted in regression equations expressing CuEC&apos;s of Na and Ca montmorillonites and attapulgite as a function of Cu concentration, pH, and the concentration of metal ions which compete with Cu for exchange sites. Using these equations, an analysis was made of the impact each clay could have on overall copper recovery. The results suggest that Ca and Na montmorillonite clays could have a major impact on Cu recovery and that attapulgite and illite clays could have a smaller, but still significant, impact. Kaolinite and ripidolite clays pose little threat to loss of copper from in situ leaching solutions. Copper losses are decreased by the presence of competing ions, and A1 and Mg have the largest impact of those ions normally present in Cu leaching solutions.

Since the 1975 International Mine Ventilation Congress in Johannesburg there has been a trend in South Africa towards making the mine ventilation departments responsible for monitoring the total environment. This includes the taking of noise and illumination measurements and there is in fact a debate taking place as to whether the departmental title should be changed to &apos;Environmental Control Department&apos;. The organisers of the 2nd international Mine Ventilation Congress have decided that noise and illumination will not be included as Congress subjects and &apos;Total Environment&apos; includes only those facets which are open to debate at the Congress. The choice of mine is significant in that while most Congress papers from South Africa will be devoted either to coal mining or to the somewhat unique deep level gold mines, Prieska Copper Mine is a mine which can easily be identified with similar mines in many other parts of the world. The mine is situated some 750 km south west of Johannesburg and about 600 km north east of Cape Town. Current production (ore and waste) is about 340 000 tons per month and the total underground labour force is just over 2 000. The ore body is a massive sulphide, the main minerals being copper and zinc and the method of mining is sub-level open stoping. Daily average surface temperature conditions range from 85°F (29.5°C) dry bulb and 69.8°F (21°C) wet bulb in mid-summer to 42°F (5.5°C) dry bulb and 36.5°F (2.5°C) wet bulb in mid winter. The information presented in-this paper is limited to what can be gathered by mine ventilation staff as part of an on-going exercise and is obviously not as comprehensive as would be the case if a fully equipped research establishment were to become involved. The paper will be divided into three sections 1) Gases 2) Dust 3) Heat In each section statutory and/or other standards will be set down followed by a discussion of assessment and in some cases control methods.

"THAT WHICH WE CANNOT SEE" INTRODUCTION Often it has been stated that the greatest of all fears is fear itself - fear created only by that which we cannot see or by that which we fail to understand. The elimination or minimization of fear can best be accomplished by a thorough understanding of the underlying causes of the fear. As related to the mining industry the omnipresent fear is the dread of acquiring cancer through accumulated exposure to "that which we cannot see" - radioactivity. The understanding of the resulting exposure effects can best be obtained through acquisition of authentic data and the subsequent analysis of the same by a group of highly qualified specialists. I may point out that the nuclear industry and its source, uranium mining, greatly surpass any other industries in the degree of public awareness as to its potential environmental effects. Public out-cry has always influenced major decisions relating to how industries conduct their operations and much of their effort has resulted in many changes. The issues of health and safety in the mining industry have created considerable public concern, but intense concern to those of us directly involved within the industry. Increasing concern regarding the effect of human activity on the quality of the outer environment of air, land, and water has developed within the past two decades. There is now a growing concern about the health and safety of persons at work in their inner environment, of their working-places in industry. Hearings and investigations conducted in Canada by three appointed "Royal Commissions" have all confirmed that this concern is well justified when focused on the health and safety of workers in our mines. REGULATORY CONTROL OF URANIUM MINING OPERATIONS In Canada, the ownership of mineral resources and the control of their extraction, except for uranium, is vested under the "British North America Act" in the provinces. In all provinces the statutory basis for health and safety provisions in the mining industry can be found in the provincial "Mining Acts" with each province assuming the responsibility to produce its own "Mining Act". In particular, all of the Mining Acts in Canada place upon the management of a mine the responsibility to ensure that provincial provisions are met. Computer based signal processing techniques for obtaining empirical dynamic models from measured mill circuit data are discussed. This modelling is the first step towards designing a particle size control strategy. Experimental data from a computerized acquisition sys tern is examined and analysed, and a number of model identification procedures are applied. The resulting models are compared and a suitable model is selected, illustrating the benefits of computer tools for control system design.
