There is a saying, the greater the gratitude, the shorter the speech. That puts me in a quandary, because while I am grateful for the honor you do me today, I also want to talk about a subject very important to all of us. A few months ago, when I was asked to submit a title for my talk, I chose "Quality where it counts." I did so because perhaps the most important thing we at Amax did in our restructuring was to commit to quality in all our businesses - quality people, assets, and operations. Together, they create quality performance, which produces quality growth and increased shareholder value - our prime corporate mission. We are dedicated to quality. At Amax, quality means everything. Today, I want to discuss quality in another context - the need for it in American education and what we have to do to achieve it. If we ignore this need, we will all suffer the consequences. And they will be upon us far sooner than the next century, barely a decade away. I think almost everyone in this room works for an organization that had to restructure in the 1980s. Mining companies that did not, just didn't make it. Well, we did. As an industry, we are seeing improved profits, positive cash flow, and a more competitive position in the world marketplace. But all the restructuring we have done, all the hard work, and all the pain that was part of it, will be in vain if, down the road, we do not have the educated people we need as workers. We need them to design, manufacture, and market the products that use the basic materials produced by the mining industry. Simply put, we are at a crisis point in education today. That is no new revelation. Nearly six years ago, the National Committee on Excellence in Education published its report, "A Nation At Risk." Since then, things have not gotten better. The Wall Street Journal, Business Week, US News & World Report, and Fortune have all recently published stories about the sorry state of education in the United States. The subject has become the topic of TV talk shows as well as national commissions, and for good reason. The pool of young people entering the US labor force is dwindling. In the next decade, 10 million fewer will enter the job market compared to the 1970s. But fewer of them will be qualified to do the jobs available to them. Here's why: • 20% of today's high school students drop out before they are 18 and another 20% graduate functionally illiterate; 40% of today's fourth graders think the world is flat; • 20% of today's sixth graders cannot locate the United States on a world map; • one of every three ninth graders cannot figure the change for a two-item meal - and I'm talking about a Big Mac and fries. These are not just problems of minority kids in big city ghettos. Fully 40% of all young working Americans cannot add up their lunch bill. Three out of every five college freshmen need some kind of remedial work. These statistics are frightening. Particularly so because, while the work force is becoming less qualified and our public education system is getting worse, our products and technologies are becoming more complex. We are approaching a time when we will have machines that recognize handwriting but people who cannot write. We will have technology to take voice commands, but people who do not know what they are talking about. The accelerating pace of technology is changing the nature of the job market. The fastest growing jobs now, and in the years ahead, are in professional, technical, and sales positions requiring the highest education and skill levels. Most of these jobs will require the use of a computer. Yet, 95% of today's graduating high school students have never laid a finger on a computer keyboard. It is no longer a question of "If" mining operations will meet standards and regulations set by various governing bodies and the demands of citizen groups. Legislation is fact. The needs of citizens are becoming more of a integral part of mining company planning. "Open Planning", regardless of some frustrations it provides, is working. Climax, AMAX Chemical and AMAX Exploration are successfully employing several citizen involvement techniques in exploration and feasibility study phases of planning for potential new mines.

To recycle steelmaking slags for their iron, manganese and lime contents, removal of the phosphorus-bearing dicalcium silicate and calcium phosphate is essential. Slow-cooling of slags was necessary to promote sufficient grain growth to achieve liberation. In situ grain size distribution determination showed that a high soaking temperature, a long soaking time, a very slow cooling rate and the addition of fluorspar promoted grain growth. High gradient magnetic separation on slow-cooled slags removed much of the dicalcium silicate. Liberation modeling was used to discuss the breakage and beneficiation characteristics of the slow-cooled slags.

Most analysts find that progress has been evolutionary in any technologic field. To be sure, a few discrete breakthroughs can usually be identified, but viewed in its entirety, the curve of technologic progress over time tends to be relatively smooth with few discontinuities. Even in those cases where a major scientific discovery is achieved, the rate of technologic progress is limited by the often surprisingly slow rate of commercializing the concept into usable products. Whereas discovery and invention tend to be discrete events, technical innovation is often a painfully slow process. In spite of overall gradual change, technologic progress in most fields, when viewed in retrospect, tends to reveal certain relatively homogeneous periods where little change is evident, separated by episodes of accelerated progress. Thus, open-pit mining over the past century has changed from predominately train haulage to truck haulage and is now experiencing a major increase in belt haulage. Ore reserve estimation is another field that fits the same pattern, and the history of mine evaluation lends itself to a similar analysis. Evaluating mine investment opportunities is a fascinating aspect of mining. The unique set of risks inherent to every mining project is particularly intriguing. Geologic risks are most obvious, since faulty ore grade and tonnage estimates are among the leading causes of mine failures. Wide swine's in mineral commodity prices are usually cited as another major risk in mining. Because any ore deposit is a finite resource and the miner has limited discretion in selecting a mining sequence, mines are generally at the mercy of notoriously fickle commodity markets. There is a tendency for many mine investment analysts to feel that mineral market uncertainties are unprecedented in severity. Of course, prices in other markets rise and fall also-in some cases as precipitously as with minerals. However, two other mining characteristics tend to compound this marketing risk. First, the preproduction development period for a new mine is characteristically long. Under extremely favorable conditions, a significant mine may be developed in as little as two years, but the norm is four to six years or more. Second, mining is among the most capital intensive industries, consistently ranking near the top among all industrial sectors in assets per employee, and near the bottom in annual sales dollars per dollar of assets. Thus, mine investors typically have large sums invested for a long time before the outcome of the venture is determined by notoriously unpredictable markets. This is not a business for the faint of heart, and the importance of sound investment decision making is obvious. The high risk and technical complexity of mining operations have combined to require greater attention to financial evaluation by mining engineers than by most engineers in other specialties. Nearly all early mining engineering textbooks dealt with problems in mine valuation in a detailed manner; and, today, the sophistication of capital investment analysis is high in the mineral industries. Traditional Mine Valuation Methods Although some evaluation process has no doubt accompanied nearly every mine development throughout history, a formalized quantitative approach first emerged in the last half of the 19th century with the establishment of academic programs in mining engineering. The philosophy and approach to mine valuation that evolved at this time were, with periodic minor refinements, considered the standard for nearly a century. Only after 1960 did major changes begin to occur. The traditional approach to mine valuation reflected the investment community's historic attitudes toward risk. Mines were generally considered too risky for debt financing, and virtually every new mine was financed from internally generated funds or new equity subscriptions. Alunorte is a metallurgical-grade alumina refinery located in northern Brazil. This plant which was designed to produce 1.1 million mtpy of calcined alumina, started operation in July 1995. A process information system was installed before refinery start-up. It has been a main factor in process improvements, which resulted in an increase in production from 1.1 to 1.5 million mtpy. This system has been particularly useful for analyzing data and allowing retrieval of data by process engineers. This paper describes how a quality monitoring system to evaluate all aspects and stages of production, as well as alumina silo level and blending percentage, was developed. This system was designed to give support to ISO 9002 certification, which happened in December 1998. The quality monitoring system was developed using Microsoft Excel 7.0 and makes extensive use of VBA macro. The primary users of the system are shift foremen, managers and engineers, who use it to track the process and avoid variations in alumina quality.

Some basic terms used in cost management and accounting include: - Cost. A sacrifice made to acquire goods or services, measured by the price paid. Technically, the sacrifice is called a cost until the benefits from the goods or services have expired, at which time the sacrifice is called an expense. In this text, the terms "cost" and "expense" are used interchangeably. - Revenue. An increase in the value of the firm resulting from the sales of goods and services. - Income. The excess of revenues over costs for a specified period. The term is often used with modifiers to indicate specific quantities on an income statement (e.g., pretax income; net income). - Activity. A measure of production work. Traditionally, physical production volume (tons of ore or units of product) has been used as the measure of activity. Other measures include direct labor hours, equipment operating hours, and quantity of materials or supplies consumed. - Responsibility center. A segment of an organization that is responsible for a specified set of activities. In mining, individual operating divisions can be treated as responsibility centers, known as profit or cost centers. Departments within a division are generally treated as cost centers. - Cost center. A portion of an organization having responsibility for achieving specified levels of cost. - Profit center. A portion of an organization having responsibility for achieving specified levels of profit (revenues and costs).

Power cable costs are only a small part of total mining costs. So many mine operators consider power cable failure and resultant downtime as part of the cost of doing business. But, viewed in terms of lost production, these costs can be quite significant. Now one company, Cablec, seeks to cut cable costs by upgrading the polymer compounding process used to make cable insulating and semiconducting materials. Cablec is the leading manufacturer of electrical power cables in North America. And with about a third of the market, Cablec is the largest supplier of power cable to the mining industry in the United States. To improve its products, Cable has entered the polymer compounding business. In July, it began producing insulator and semiconductor polymer compounds at its plant in Indianapolis, IN. "This new facility provides a quantum leap over conventional compounding methods," said Harry C. Schell, Cablec's president and chief executive officer. "The Cablec polymers plant is producing a dramatically higher standard of polymer compounds that provide significantly higher levels of performance and improved life cycle costs for power cable." Cablec faces tough foreign competition in the wire and cable business. Competing on price alone is difficult, particularly when foreign producers are state subsidized. So Cablec feels the best way to compete is to establish new quality production standards. The company's new polymers plant is one way to do this. By increasing purity control and uniformity in polymer compounding, Cablec says its power cables will last longer and fail less often. A typical medium voltage cable consists of a conductor, conductor shield, insulation, insulation shield, metal shield, and jacket. The conductor shield and the insulation shield are conducting polymers. Contaminants and imperfections can occur within the insulation, at the conductor shield/insulation interface, or at the insulation shield/ insulation interface. Over time, these contaminants and imperfections can decrease the electrical strength of the cable or cause premature cable failure. The effort to minimize the number and size of any possible contaminants begins with pure polymer compounds mixed in a clean facility. However, most power cable manufacturers manually handle raw materials, use ethylene/propylene (EP) in bulk bales, and mix polymercompounds in open Banbury mixers. The quality and uniformity of polymer compounds is also impacted by temperature variations in the mixing process. This results in wide gradations of product consistency from batch to batch and ultimately contributes to power cable failure. Cablec says the improved polymer compounds from its state-of-the-art plant will be the purest and most consistent insulating and semiconducting materials available. The plant itself RCA spent $18 million to build Cablec's Indianapolis plant. RCA used the facility to mix specialty polymer compounds used to make video disks. RCA had two considerations in mind for the plant, cleanliness and uniformity of the compounds. However, when the video disk market failed to materialize, RCA sold the 46.5 dam 2 (50,000 sq ft) plant to Cablec for $3.1 million. Cablec invested an additional $3 million for modifications and increased production capabilities. Today's replacement cost for such a facility is estimated at $30 million. Cablec says the plant will set a new standard for performance and be economically difficult to duplicate anywhere. One of the essential elements of the plant's clean process environment is the air intake system. It filters contaminants greater than 2 um, less than one-fiftieth the current industry standard. All material handling and conveying areas in the facility are air-locked. This keeps out contaminants such as smoke, dust, and pollen. Banks of pneumatic pumps move polymer components through the system and continually filter the air. The plant also has a backup air intake system. No process downtime due to pump failure here. From the time raw material enters the plant, it is stored, transported, and processed in filtered air by an airtight stainless steel system. The stainless steel resists rust and corrosion. This further eliminates the danger of contamination from paint or rust particles in the conveyance network. An important issue in the use of high pressure grinding rolls when grinding ores is wear of the rolls. Due to the abrasive nature of the ores, significant wear rates have typically occurred. Attempts to address the wear problem require a better understanding of the wear mechanisms. A probable wear mechanism is the abrasion of the rolls surface due to extrusion of the compacted material as it leaves the rolls. This paper presents the results of a study on a number of ores to examine the extent of extrusion that occurs. The study involved laboratory, pilot and full-scale high pressure grinding rolls. The effect of variations in parameters such as grinding pressure, rolls speed, initial gap settings, feed topsize and moisture was investigated. The results indicate that extrusion increases with increasing grinding pressure and rolls diameter, while the use of studded or profiled rolls significantly reduces the extrusion effect compared to smooth rolls. It was also found that rolls speed and feed moisture can have significant effect on extrusion, depending on the material.

Since the Surface Mining Control and Reclamation Act (SMCRA) was passed in 1977, coal mine reclamation has been restricted from utilizing bluff-1ike features in permanent reclamation. This restriction is based on those provisions of SMCRA which require the elimination of all highwalls. In 1987, the Wyoming Mi ni ng Association began an effort to acquire the ability for coal mines to utilize bluffs in permanent reclamation for the purpose of enhancing the post-mining land use. The regulatory reform approach being uti1ized includes formation of a work group with members from industry, government, agriculture, and environmental organizations to prepare a proposal. Advantages of this approach are discussed.

Equations are derived to allow for different mean velocities of axial flow for different sizes of particles in fully mixed ball mills. The equations are modified to allow for the exit classification that occurs in grate-discharge autogenous and semiautogenous tumbling mills. An approximate treatment is given that applies for other forms of residence time distribution, provided that the mill contents are close to fully mixed.

There is a plethora of former industrial sites where coal mining operations have left large slurry impoundments. These contain raw washed fines, which have previously been too expensive to process to requisite grades for commercial use. New technology has been developed for fine material processing, namely the Imhoflot pneumatic flotation G-Cell. This froth flotation technique is a highly efficient means of concentrating coal and is particularly appropriate to the nature of materials encountered in tailings ponds. The high volumetric throughput resulting from the vastly reduced residence time in the cell allows for drastically reduced equipment sizes when compared to conventional flotation cells. This means the process, when combined with innovative pre treatment and filtration equipment can be developed as a mobile plant concept. This is seen as a minimum requirement when re-treating and rehabilitating fine coal ponds.

In this study, the removal of zinc, cadmium and copper from an aqueous sulphate solution, derived from the biomass desorption process, was examined by using a reaction system with a three-dimensional high surface area electrode (RNiF). This reaction system was found to be extremely effective in reducing metal concentrations to the ppb range. The effect of cathode potential and flow rate were studied for three different nickel foam porosities. In addition, current- potential curves were recorded, at a rotating vitreous carbon electrode, to deter- mine the possibility of depositing the aforementioned metals separately.

Extensive investigation has been conducted to determine the causes of a series of roof falls occurring in an underground coal mine located in southern West Virginia. Underground observation, along with laboratory testings and finite element analyses, were conducted to search for possible mechanisms for the roof falls. Results of the investigation have led to a better understanding of the mechanisms involved in the roof falls. Necessary modifications of mine layout and roof support plan are proposed for improving safety and profitability at the mine.

A simulation of batch-flotation experiments was carried out using a simple empirical model to identify the process parameters that would give maximum yield at any given ash level. The relationship between the maximum yield values and the percentage ash-reduction ratio (ARR) has shown two regions where the collector and the frother dosages have individual influences on the flotation performance. Based on this observation, a simple "selection-criterion diagram" is proposed. This diagram can he used to select the process parameters to achieve maximum yield, for a given ash content of the concentrate and at any given flotation period.

Simulating a ventilation network of an underground mine can help in solving complex ventilation systems with many features, selecting proper fan specifications, location and settings. Early computer systems running simple network simulations were able to provide solutions to the most common and immediate problems regarding underground mine airflow. The more advanced systems available today can perform more sophisticated modeling and simulation of a mine?s ventilation network and present their results in a more understandable and easy to communicate form. This paper presents a ventilation network case study from an underground mine. All aspects of mine ventilation network modeling and simulation are discussed as well as the results from the simulation process. The algorithms and techniques used are thoroughly explained. Some useful guidelines for the application of ventilation network software are also provided in the text.

Health and safety issues are very important to the mining industry. Although the application of scientific research and current technology shields workers from many dangerous aspects of mining, accidents do happen. Many companies and institutions worldwide have committed to a continuous effort to minimize such occurrences. In this study, the health and safety data pertaining to the Greek mining and quarrying industry for the last three decades are presented and critically evaluated with respect to factors such as the number of workers and annual production. Appropriate indices are also calculated regarding the incidence and frequency of accidents. Health and safety issues specific to mining in Greece are also discussed.

A preliminary characterization of soil components contaminated at a low level (7 nanocuries per gram) with toxic/radioactive metals has been carried out. Most radioactivity and metals content were present in the minus 100 mesh (<150 µm) size fractions. None of the size fractions examined qualified for uncontrolled disposal at dump sites, thus all material would have to be moved to discharge-controlled landfills. The metal content of the sample was below the limits for economical recovery, therefore eventual processing would be dictated by environmental concerns.

Ultrasonic anemometry is a relatively new method of measuring the air velocity in underground excavations and is not widely used. The method has been mainly used for surface applications, such as meteorology and fluid flow measurement. Several instruments were looked at to determine their applicability for continuous underground monitoring systems. The units fall into two main categories: variable distance units and fined distance units. The method relies on the acceleration and deceleration of ultrasonic pulses transmitted through a moving airstream. This study presents some of the results of the testing of variable and fixed distance ultrasonic anemometers in a wind tunnel and a mine drift.

Polysaccharides have been widely used as depressants in mineral processing for decades. They constituent one of the most abundant family of biopolymers. However, only a small number of them have been used by industry so far because of a general lack of understanding of interactions between these polymers and minerals. In this work, adsorption tests, electrophoretic mobility measurements, microflotation and fluorescence spectroscopic tests were performed along with computer simulation to explore the mechanistic aspects of guar gum adsorption and conformation on talc as a function of relevant variables such as ionic strength, pH, solvent composition and polymer molecular weight. From microflotation tests, it was found that talc hydrophobicity decreased markedly due to the adsorption of guar gum even at very low concentrations and reached a plateau below moximum adsorption. Guar gum adsorption on talc was found to be not affected significantly by changes in solution conditions such as pH and ionic strength, ruling out electrostatic force as controlling factor for adsorption. Fluorescence spectroscopic studies showed no evidence of the formation of hydrophobic domains at talc-aqueous interface. Also urea, a hydrogen bond breaker, reduced the adsorption of guar on talc. All of the above results suggest that one of the main driving forces for guar adsorption on talc is hydrogen bonding in preference to electrostatic or hydrophobic force. This information should help toward designing reagents of optimum molecular architecture for efficient depression, dispersion or other such surface modification of particles.

Diagnostic leaching tests provide a good indication of gold deportation in its various occurrence phases. With the results of these tests, possible flowsheets for difficult ore treatment can be established for further evaluation and plant operation can be optimized. The use of this technique can be extended, including heap leach evaluation and complex copper-gold ores. The results on the use of diagnostic leaching tests in gold ores from Companhia Vale do Rio Doce (CVRD) are presented and discussed, as well as the methodology to select steps and interpret results used at CVRD Technology Center (Sutec).
