INTRODUCTION A two-dimensional approach for modeling narrow-vein deposits using the TECHBASE® software was implemented at Sunshine Mining for its use in the evaluation of mineral properties. This 2-D approach prevents the overestimation of high-grade tons typically associated with the use of fixed 3-D blocks and reduces the size of the model in computer memory. The method consists of constructing a two-dimensional model oriented along the average plane of the mineralized structure. This approach works well for single, multiple and intersecting veins with the condition that each vein is roughly planar with variation in dip or strike less than 30" in order to maintain a reasonable resolution in the process of projecting data onto a plane (Figure 1). Also, a precise identification of the hanging-wall and foot-wall location is critical in ensuring an accurate representation of the vein. By using various modeling techniques, the two-dimensional model estimates metal content, thickness, tonnage, economic and dilution parameters which will be ultimately used in the identification of minable reserves. The following is a generic description of the steps involved in modeling a steeply dipping vein. DATA ENTRY A typical project database consists of drillhole coordinates, survey information, assay data and any other quantitative or qualitative data. This database can be created inside the software or imported from any spreadsheet. TECHBASE® utilizes the concept of "fields" and "records" (columns and rows) for storing data. The use of "calculated fields" enables the user to expand on the manipulation of the database with minimum memory requirements. Another important feature of TECHBASE® is the ability to replicate the structure and format of the "tables" for its use in another project and the capability of running a series of repetitive tasks by means of batch and "runlog" files.

Coal is a major source of energy in the U.S. and more than 51% of the electricity used in the country is generated from coal. Coal cleaning prior to combustion is necessary and often accomplished using wet physical processes at coal preparation plants to remove impurities such as ash, sulfur, mercury. However, the resultant clean coal product still contains a significant amount of impurity due to the fact that impurities are not well liberated from coal particles ranging from several millimeters to inches in size at which wet cleaning processes take place. A cleaner coal product can be obtained if a cost-effective dry process is developed to further clean pulverized and thus better liberated fine coal at the power plants prior to its combustion. The benefit of such a process is a significant reduction in the cost of expensive post-combustion chemical cleaning processes such as flue gas scrubbing employed to meet the stringent environmental air quality regulations. In this study, a novel rotary triboelectrostatic separator (RTS) was investigated for its application to dry cleaning of fine coal samples acquired from the power plants in the state of Illinois. The pulverized fine coal contains well liberated ash and pyrite minerals and is an ideal feed to the triboelectrostatic separator for further cleaning without the use of water or any chemical reagents. The proprietary rotary triboelectrostatic separator (RTS) is characterized by an innovative high efficiency rotary charger, charger electrification, laminar air flow, and specially designed electrodes. Compared to existing triboelectrostatic separators, the rotary triboelectrostatic separator offers significant advantages in particle charging efficiency, solids throughput, separation efficiency, applicable particle size range, etc. Testing with several fine coal samples has demonstrated that this technology can significantly reduce ash content with a process efficiency similar to or better than froth flotation. Important process parameters such as charger rotation speed, injection and co-flow rate, feed rate were investigated for their effects on separation performance.

The effects of induced seismicity caused by mining activities are one of the main problems that the mining industry faces. Although it has been documented by countries with a great mining tradition (United States, Canada, Australia and Chile) for over a century, the problem has been intensified throughout the years due to the greater depths that mineral extraction reaches, where the stress levels and environmental conditions increase the possibility of a rockburst occurrence. Seismic events inside the mine cause important losses of human lives and infrastructure damage. To deal with this problem it is necessary to implement several kinds of safety protocols. For example, seismic indicators allow to identify, through the analysis of a set of seismic parameters -magnitude, energy, time, decay rate, among others-, periods of time when a seismic event of considerable magnitude is most likely to occur. The objective of this work is to use the frictional energy generated by a microearthquake inside the mine as a seismic indicator, linking it with the occurrence of large magnitude seismic events which are outer the background activity. Thus, we seek to determine the set of seismic parameters which allow the best performance of the frictional energy/heat indicator. In the present study, we considered magnitude, frictional energy, and time as seismic parameters to study the efficiency of the proposed indicator. The optimal set of parameters was determined using two different methodologies: accumulated thermal energy and alert bands. The Piece Skill Score and the Accuracy indexes were used to evaluate each set of parameters. Both approaches show a high rate of true positive and true negative hits. Furthermore, it was concluded that both methods show complementary results in terms of the detection of critical events (Mw > 3.0).

This paper will explore the technology behind and applications of smart motor control centers (MCCs) being used today in mineral processing facilities. The two technologies to be discussed are solid-state motor controllers that can be installed in MCCs and the complementary digital communication networks that can transmit operational parameters of the solid-state devices to the supervisory system. The toughness and reliability of solid-state technologies have led to a dramatic increase in their usage throughout the mining industry. Products such as solid-state motor protectors, controllers, and variable frequency drives have demonstrated greater flexibility and performance in a variety of applications than their electromechanical and mechanical counterparts. The three key trends apparent in the solid-state devices are: 1. A shift to smaller, smarter, more integrated devices, which allows a single solid-state device to serve the purpose of multiple electromechanical devices but in a much smaller form factor. 2. Distribution of control logic in motor control devices rather than conveyed through a hard wired connection to a central automation system. 3. Embedded network communication that allows supervisory systems to have an expanded view into critical loads and sensors. In applications, the use of smart actuators and sensors with integral local intelligence and communication allow a supervisory controller to send high level commands and let the smart device coordinate its own work The ability of smart field devices to return noncontrolled, nonpoled information opens a whole array of new capabilities for preventive maintenance and diagnostics and forms the basis for an effective motor management program. The smart motor control devices this paper will explore are the smart motor protectors (SMP), smart motor controllers (SMC), and variable frequency drives (VFD).

In order to monitor/control airflow rate distribution in a complicated ventilation network installed many regulators, an integrated system composed of expert system, exerting programs for simulation to get macroscopic characteristics and drawing diagram, monitoring system and so on is introduced in this study. This system is made up of airflow velocity sensors and computers linked to an local area network. The main results of this study are as follows; 1) Combinations of two branches to monitor aerodynamic resistance change in a branch p in a network can be selected by comparing factor's value in a branch relation table. 2) When the combination of sensor branches for a branch p does not exist in the network at present condition, the system changes aero- dynamic resistances of appropriate branch q placed a regulator by referring branch relation table. And then the system asks other computer to get macroscopic characteristics under altered value of aerodynamic resistance of the branch q. 3) Dot pattern diagram shows airflow rate relation between an active branch and a passive branch. Three relations such as a) a straight line, b) a monotonous curve and c) extremums are displayed in different patterns for all the sets between an active branch and a passive branch at a time. 4) The ranges of airflow rate in coal faces by changing aerodynamic resistance of any one branch placed a regulator are shown in the Pareto diagram using values in the branch relation table. 5) Ventilation transfer diagram with two parameter, one shows airflow rate in a coal face and the other shows energy provided by main fans to overcome aerodynamic resistance in a net- work, is utilized to decide countermeasures for decreasing energy consumption in the network on increasing of airflow rate in the specified branch.

An analysis of an iron-ore processing plant showed that its performance was affected by seasonal temperature variations, resulting in reduced grinding efficiency during the winter months. Laboratory and pilot plant studies were conducted to determine the cause of the observed loss of efficiency at lower temperatures. Two types of experiments were performed: drop tests and wet grinding tests. Drop testing was performed to determine the effect of brittleness and frozen pore water on the breakage characteristics of the ore. The wet grinding tests were divided into laboratory tumble tests and pilot-plant tests. The combined results of drop testing and wet grinding were used to make predictions on the performance of plant-scale autogenous grinding. From the drop tests, it was determined that dry iron ore, basalt and sandstone did not change in brittleness over the temperature range studied (-25º to 25ºC). However, when the rocks were water-saturated, the highly porous sandstone became considerably more fracture-resistant upon freezing, due to "grouting" of the pores and preexisting cracks by ice. This effect was not seen for either the iron ore or the basalt, because they were considerably less porous than the sandstone. Tumble tests on both laboratory and pilot scales showed that both the addition of fines to the test charge and a reduction in temperature caused a decrease in the amount of new fines produced. This reduced fines production was the result of increased slurry viscosity when either the fines content increased or the temperature decreased.

Two recent US Bureau of Mines studies evaluated workers' dust exposures in automated pallet loading processes. The first study involved a Bureau designed dust control system using a push-pull ventilation technique. The unit was shown to reduce workers' dust exposures by 76% during pallet loading at a ground silica operation. A hydraulic lift table was used to automate the bag stacking process. This kept the loading height constant throughout the entire pallet loading cycle. The second study evaluated different commercial, automated-pallet loading systems. These systems automatically stack the bags onto pallets, shrink wrap the pallets, and deliver the pallets to a fork lift pickup location. Results from a ground silica evaluation site indicated respirable dust samples taken were below the Threshold Limit Value (TLV) as established by the Mine Safety and Health Administration (MSHA).

The article cited above reflects the difficulty that is often encountered in interpreting different aspects of kriging. Baafi et al. write: "Due to negative kriging weights, negative block grades may be obtained in some extreme situations, which makes no practical sense." Their solution to this particular problem is to constrain the kriged estimates to data values that have positive weights, i.e., reduce the subset size contributing to the estimation. As Journel (1986, p. 133) has already observed, "Negative weights are no evil." Indeed, they are an ineluctable result of the Lagrangian multipliers in the system of simultaneous equations. The fact that data distant from the estimation point may be given negative weights simply means that the influence of such distant values must be negated because their influence is contradictory to closer values (as illustrated by Baafi et al. in their Figs. 3 and 4). Of course negative kriging weights applied to distant grade values will not in themselves induce negative grade at some central interpolation point. Negative grade values, rather, seem to be a particular artifact of automatic methods of estimation involving accumulations (Philip and Watson, 1985a, 1985b, 1987b). The elimination of negative weights, suggested by Baafi et al., is likely to exacerbate a quite different problem of kriging and piecewise spline interpolation discussed elsewhere (Philip and Watson, 1987a). In interpolating large data sets of scattered observations, changing local subsets or neighborhoods must be selected automatically. Because of the mathematical formulation of kriging and spline interpolation, discontinuities then occur between closely-spaced estimation points as the subset used in the estimation changes. If this subset is reduced in number and size, the discontinuities will be amplified and more common.

INTRODUCTION This paper is for the mining manager, generally meaning mine superintendent, chief engineer, and others who have control over the mine operation responsible for feeding the insatiable beast called the mill or processing plant. The author is not from mine management but from the field of technical mine engineering consulting. This fact illustrates the authors gross inadequacy to comment on this subject. On the other hand, the consulting profession allows visits to many mine operations, worldwide, supplying many different commodities. The common complaints and misunderstandings that have been heard worldwide will be shared within the following few paragraphs. In order to discuss optimization, one must first define it. There certainly will be many papers in the following sessions that claim to optimize something, or other, based on a technical definition of cost, efficiency, throughput or some other quantifiable basis. DEFINE OPTIMIZATION Actual optimization of an operation is not as easily achieved as most of us in the technical world would like. Borrowing terminology from the technical world, the boundary conditions and the optimization function are usually not well defined. The problems in many cases do not lend themselves to quantification. Typical management procedures are to establish goals or strategies that set the approach or general boundary conditions to the overall plant. Three simple cases are listed below as possible corporate strategies to optimization of a mine-process plant complex. 1) Maximized discounted cash flow 2) Minimized long term cost of product 3) Maximized resource utilization This list seems simple when presented in the above context, uncluttered by constraints such as market position, capital availability, or environmental limitations. The storage of energy in one form or another is a well established practice, demonstrated by the familiar sight of large oil storage steel tanks. Today, however, the problems of energy storage are taking on a new complexion. Increased emphasis on large and sometimes untried forms of energy storage is being generated by: (1) The uncertainties we face concerning future oil and gas supplies. (2) The growing need for the storage of peak-shaving energy on large utility systems. (3) The growing volume of highly toxic and energy generating wastes resulting from nuclear power plants. Concurrent with the growth of these pressures, legitimate environmental concerns now demand that the methods of storage which are utilized meet adequate criteria of safety and preservation of surface land, as well as fulfilling technical and economic functions. From these elements, increasing awareness has grown of the potential role that can be played by underground space in providing a storage medium for energy related materials. The vessels which must be built for underground energy storage will be built by the tunnel engineer, and the design requirements of such vessels will go far beyond the classical tunneling requirement to drive a stable, reasonably dry tunnel between two points. Depending on the nature of the material to be stored, the manner in which the storage is to be operated, and the specific risks to the environment which are involved, rock chambers must be designed as special purpose storage vessels. The tunnel engineer may be required to demonstrate that unusual pressure and temperature conditions can be sustained by the rock, or that containment of a toxic material can be assured. Introduction In the decades since silica gel was first identified in material exuding from cracked concrete, a great deal of research has been conducted regarding the chemical reactions between the alkalies found in portland cement and silica found in aggregates. The reaction is complex and one that is not yet completely predictable, especially from the point of view of developing specifications that are appropriate to all situations. This paper is not intended to be a rigorous review of the research findings but is an attempt to provide a simplified review of the mechanisms of the alkali-silica reaction (ASR), so that one can better understand the implications of the specifications, test results and effects on structures. In addition, the contractual relationships between the aggregate supplier and one of their major clients, the concrete supplier, will be examined with regard to the ASR. ASR basics Silica. Silica (silicon oxide) may exist in naturally occurring aggregates in various forms and in combination with a number of other elements. When the silica is completely crystalline, such as in quartz, it is chemically and mechanically stable. Quartz silica is impermeable and reacts only on the surface of the crystal, where the silicon and oxygen bonds are broken. Because the surface area per unit volume of most quartz is low, the reactivity is also low. Completely amorphous (noncrystalline) silica is, on the other hand, more porous and very reactive. The less "crystalline" the silica is in the aggregate, the more reactive. Silica that has melted and cooled quickly without recrystallizing, creating a glassy material (such as in certain volcanic aggregates), has a very low state of crystallization and will be much more reactive in an alkaline solution. Crystalline silica that has been transformed by heat and pressure may have a large quantity of strain energy stored in the crystal lattice. The presence of this higher energy will make the silica more likely to react. The "strained quartz" found in many metamorphic aggregates means that these aggregates are potentially susceptible to deleterious alkali silica reactivity, although the rate of reaction is typically much slower than with aggregates composed of or containing glassy or amorphous silicas. Another problem may exist with aggregates in which the silica is primarily crystalline. In aggregates such as chert, in which the silica exists as very fine crystals (i.e., crypto- or microcrystalline), the very high surface energies between the crystals contribute to alkali sensitivity. Therefore, the potential reactivity of an aggregate is seen to be a function of both the degree of crystallization of the silica in the aggregate and the amount of energy stored in the crystal structure, whether due to a large quantity of microcrystalline silica, a high strain energy stored in the crystals or some combination of these factors. The surface area per unit volume of the reactive silica will also affect the rate of reaction, because a larger surface area of reactive silica will have more opportunity to react. Obviously, the reactivity of the aggregate is also affected by the silica content. However, in this case, the results are not quite so obvious. A discussion of the effect of silica content will be postponed until after a discussion of the contribution of the cement paste. Paste characteristics. Hydrated portland cement is a very alkaline material with a pore solution pH typically in excess of 12. The alkaline environment of moist concrete provides an ideal place for noncrystalline or cryptocrystalline silica to react. However, not all alkalies are equal in their effects. Calcium compounds react with glassy silica to form calcium silicate hydrate, commonly abbreviated C-S-H a poorly crystalline material that can occur in several forms and chemical compositions. C-S-H was at one time called tobermorite gel, because it was chemically similar to the naturally occurring crystalline mineral tobermorite and because it had a gel-like (noncrystalline) structure when viewed under an optical microscope. The formation of C-S-H is the basis for both portland cement hydration and reaction with, for example, fly ash. C-S-H is relatively stable. Although drying will cause some shrinkage and rewetting will cause some expansion, the volume stability of the C-S-H is very good compared to the volume stability of most alkali silica gels. Alkali silica gels with high sodium contents, for example, are nonstable compared to C-S-H.

The growing demand for rare earth elements (REEs) has led to numerous recent studies to recover these elements from various bearing ores and wastes. Therefore, the recovery of REEs from Ras Baroud polymetallic concentrate has been investigated in the current study. Physical beneficiation for the Ras Baroud pegmatite sample was carried out, yielding a concentrate for euxenite (Y), fergusonite (Y), xenotime (Y), monazite (Ce), allanite, thorite, uranothorite and Hf-zircon, which resulted in raising the concentrations of REEs, Th, Zr, U and Ti in the sample. Fusion digestion processes with sodium hydroxide were studied using the conceived predictive diagonal (CPD) technique. The three experimental digestion groups proved the dissolution of 99.9, 95.6, 99.9, 52.5 and 0.47 percent for REEs, Th, U, Ti and Zr, respectively, under fusion conditions of 723 K, 120 min, 1/1.5 ore-to-alkali ratio, and smaller than 100-μm particle sizes. Fusion kinetics, isotherms and thermodynamics were investigated using several suggested models, namely, pseudo reversible first order, uptake general model and shrinking core model, which matched well with the experimental digestion results. Selective recovery of actinide content from the REE content of the digested concentrate chloride solutions was accomplished using solvent extraction with di-2-ethyl hexyl phosphoric acid. About 99.9, 99.9 and 4.2 percent extraction efficiencies for Th, U and REEs were realized, respectively, using 0.3 mol/L solvent concentration in kerosene as a diluent, 1/2 organic-to-aqueous ratio, aqueous pH of 0.2 and contact time of 15 min. Thorium and uranium ions were stripped with 2.5 mol/L sulfuric acid solution with 94 and 98 percent stripping efficiency, respectively. A highly purified REE precipitate was obtained from the raffinate solutions. Zircon mineralization tailings were obtained as a byproduct through the alkaline digestion process.

The demand of manufacturing high-purity magnetite concentrate leads to the advent of various magnetic separators. A novel magnetic drum separator has been developed with an optimal permanent magnet system and a complex-forces field is adopted, involving magnetic force, gravitation, fluid resistance, friction, inertial centrifugal force, etc. Proper ultrasonic probes are inserted into the bottom tank to break up the magnetic floes. The performance of magnetite in the complex-forces field is described and the optimal operation conditions are suggested.

First mining operations in the Tyrone District, located just north of the Burro Mountains in Grant County, New Mexico, commenced in the 1870's. A major operation was undertaken by Phelps Dodge Corporation in the early 1900's when a 2,000 ton per day underground mine was developed and a gravity concentrator was built east of the mine and across the Continental Divide. It was during this time that the picturesque Tyrone townsite was built and occupied. In 1921, however, the underground operation was closed because of high operating costs and low demand for copper. The area was drilled extensively during the 1950's and in October 1966 Phelps Dodge announced the pending development of the new Tyrone with a large open-pit mine, a modern concentrator, suitable support facilities, and a new townsite to be located between the mine and Silver City. Stripping for the pit and construction of shop and milling facilities began in 1967. By the spring of 1969, ore was being stockpiled near the primary crusher. Operation of the concentrator on a 3-shift per day basis commenced on July 17, 1969. The concentrator as initially built had one primary, two secondary, and five tertiary cone crushers, two grinding sections of six ball mills each, two flotation sections, four filters, and four tailing thickeners. 'he capacity was about 30,000 tons per day. In 1971 and 1972, the capacity was increased to 48,000 tons per day by the addition of one secondary and two tertiary crushers, one section of eight ball mills, one flotation section, two filters, and four more tailing thickeners. Brazil is a country with continental dimensions. It hosts many different varieties of terranes and geological environments in its 8.5 million km2 (3.28 million sq miles). This mineral endowment has been important for the country's economic and social development process since the early colonial period, leaving Brazil with a legacy of almost 400 years of mining tradition. Mining in Brazil started in the early 17th century with diamond and gold discoveries. The made the country the leading producer of both for more than a century. This phase faded by the late 18th century when the alluvial deposits were depleted. It finally yielded to competing countries where technology and capital were being applied more efficiently. This period of mining dormancy lasted from the late 19th century until the first decades of the 20th century when Brazilian mining picked up. There was growing pressure on mineral resources by the affluence of the industrial society. The fast-growing demand resulting from the two world wars had brought the Brazilian mineral wealth back to the scene. This second Brazilian mineral boom made the country a leading producer of iron and manganese ore, quartz crystals and other strategic minerals. This expansion in Brazil's mining industry provided the basis for the country's industrialization process. This was led by the Brazilian steel and petroleum industries. Unfortunately, the thrust provided by this modern industrial basis was not properly used as a lever for further industrial development. The upstream industrialization process was not supported by the proper development of the raw materials supplying basis. The resulting industrial model was heavily dependent on imports of raw materials. It did not support the economic growth and faced fierce industrial competitiveness and sophistication that emerged with the postwar economic boom.

In the U.S. today a number of tentative synthetic fuel plants have been sited by a number of major corporations. Each of these for a number of reasons have deferred construction. The only synthetic fuel plants under active development are those being built with the Energy Research and Development Administration (ERDA) under the authority of the Non-nuclear Energy Research and Development Act of 1974 (Public Law 93-577). Under this Act in joint sponsorship with industry, a series of coal conversion pilot and demonstration plants are being built to produce environmentally acceptable fuels from high sulfur coals. Before entering into a discussion of the factors associated with the siting of the ERDA coal conversion program, the difference between a pilot plant and a demonstration plant should be explained. The terms pilot plant and demonstration plant iridicate a size of plant rahter than technology. A pilot plant will vary from an "add-on" to an existing facility to an independent unit. Demonstration plants are a wholly independent, self contained plants, capable of independent operation to demonstrate the environmenta1, economic, and technica1 feasibility of a technology. These plants are from one-third to one-tenth the scale of a commercial operation and often described as plus 1000 tons per day of coal consumption. Their purpose is stated in the Act (Section 6, (3)(E),) "to accelerate the commercial demonstration of technologies for producing syncrude and liquid petroleum products from coal: Provided. That the Administrator shall invite and consider proposals from potential participants based upon Federal assistants and participation through guaranteed prices or purchase of the products .... " In site selection and plant design it has been suggested that special interest groups should be allowed to dictate the site and specify the design. A novel methodology to estimate gold recovery by gravity is presented. It makes use of a population balance model which represents gold liberation, breakage and classification behaviour and applies pre-concentration and recovery data to gravity recoverable gold (GRG) to predict overall recovery. The methodology is designed for gravity circuits located in the circulating load of secondary grinding mills. Gold liberation is estimated by processing a sample of representative ore with a laboratory Knelson Concentrator (LKC) in three successive steps, each at a finer grind than the previous one. Breakage behaviour is represented by a matrix H, which redistributes GRG in the feed of the secondary mill in the various size classes of its discharge. Provision is also made to account for gold overgrinding, which decreases the overall amount of GRG. Classification, pre-concentration and recovery data are estimated from plant performance, and are represented by the diagonal matrices C, P and R. The methodology is demonstrated with case studies of greenfield, retrofit and optimization applications.

While surety capacity for the mining industry continues to shrink, States are demanding greater financial certainty for closure/post closure obligations. To combat these demands, larger mining companies are pursuing a Mining Surety Reinsurance Program that requires a significant up front capital contribution. This paper outlines an alter-native program for middle market mining organizations. The program utilizes a “Blended Finite Risk” environmental insurance solution with surety acting as the “front” in states where insurance is not an acceptable form of collateral. Marsh proposes creating separate programs for each State requiring surety. The reason for separate programs stems from each states’ different surety rules. Insurance companies typically require at least $5 million in future value remediation liabilities for finite risk programs. Since most middle market mining companies have obligations that fall below this threshold, the Blended Finite Risk Program contemplates combining several companies closure/post closure liabilities to accomplish the minimum amount required by the insurance company. Why use a Blended Finite Risk Program? One of the primary benefits is the financial assurance that funds will be available for planned remediation. For example, the financial assurance may be required by a government agency. The certainty may help facilitate a merger or acquisition. Additionally, the funds may be part of a CER-CLA PRP settlement. In all cases, the insurer providing coverage would be a secure independent 3rd party. A Blended Finite Risk Program also provides a long-term solution – up to 30 years and in some select cases longer. The benefit to a state or the BLM is the removal of financial uncertainty. An insurance company writing the policy would have an AA or AAA balance sheet. The hardening of surety markets coupled with the tightening of financial assurance requirements in many states have necessitated the posting of 100% collateral. This program substantially reduces these collateral requirements.

Off-highway tire costs represent a significant portion of the total mining costs in openpit, truck-shovel operations. To extend the lives of tires, the site-specific factors influencing tire life should be investigated Valuable data can be obtained by combining historical operational data captured by a mine dispatch system with detailed tire and maintenance histories. Assuming that failure counts satisfy a Poisson distribution, F-tests can be applied to determine significant deviations from desired or target counts. The methodology developed in this paper can be used to identify the haul routes and loading and dumping zones that have significantly higher incidences of tire failure. Corrective action can then be targeted at these zones by modifying the shovel or truck operator practices; changing the haul route maintenance and clean up practices; or altering the bench, ramp or waste dump design parameters. An example is given of the correlation of tire separation and tire impact failures with haul routes for a fleet of nine Caterpillar 793C trucks in operation at the Chuquicamata Mine in northern Chile. A high incidence of impact failures was observed for the ex pit ore crusher and for tires installed in the left outer rear position on the trucks. The latter was postulated to be due to a preference for drivers to execute right-hand turns prior to dumping. Recommendations were made to revise crusher and dump cleanup practices and investigate the feasibility of super-elevating the surface of dumping zones to reduce ground pressure on the left rear tires.

INTRODUCTION Volatile markets and pricing, increasing imports, constraining but effective laws related to the environment, health and safety and price controls lead to concerns which generated pious laws stating non-fuel policy and authorizing studies but resulting in ineffective implementation. Several commissions, reports by the Secretary of Interior and even the President have led to many recommendations but little or no action. No single comprehensive policy could solve problems which are diverse, commodity specific and not categorizable (Landsberg 1982, 1983). Thirteen laws administered by 27 agencies regulate or affect minerals and materials. Political instability created by communist regimes in Southern and Central Africa jeopardized sources of critical imported materials. This situation led to a Resource War mentality. It was feared that the U.S.S.R. was seeking to control this area and exclude the United States from resources (Vogely, 1980). The success of the Organization of Petroleum Exporting Countries with a petroleum cartel led to fears of an Organization of Minerals Exporting Countries which might create more cartels and/or make the existing ones more effective. Economic needs of developing countries required export to maintain employment and balance of payments have led to world surpluses, weak markets, low prices, and large loans from the World Bank which have under- mined U.S. industry (Landsberg, 1982a). Un- cooperative environmental laws, obsolete facilities and non-competitive costs have led to shipping U .S. ores to other countries for processing into ingot and bars which are imported back to the United States. Yet massive internal turmoil has interrupted supplies, and led to un- certain availability and higher prices. This situation could happen again. Included in this category of critical materials with uncertain sources are metals required in the manufacture of military aircraft, which has led to concern regarding the defense industry base (Morgan 1983). Remedies have been proposed which include: updated stock piles, material substitution, international cooperation and coordination, foreign policy aimed at resolving racial and national stresses in South and Central Africa, relaxing U.S. environmental and public land regulations and action under the Defense Production Act (Goth 1982). The President's report (1983) to Congress has stated a national materials policy which recognizes: that materials play a critical role in our economy, defense, and standard of living; that public lands contain a vast untapped mineral wealth; that the role of government is to identify mineral issues and act on them; and that there is a need for long term high potential pay off research (Bureau of Mines 1983). There is a serious question as to whether or not a comprehensive national mining, minerals, and materials policy is feasible let alone necessary. One solution is to abandon the attempt at comprehensiveness and to target specific is- sues with realistic policies (Comptroller General 1979). In the following sections, the major studies of the 1970s will be reviewed, major issues yet to be faced will be identified, the principles involved in these resolutions will be reviewed,
