The gold-silver deposits of the northern Primorye region are located in the eastern part of the East Sikhote-Alin volcanic belt, where the belt overlaps the Kema island-arc terrain of the Aptian-Albian age. There have been four deposits and numerous mineralization points found in the NE-trending Kema metallogenic belt that is about 1000 km long and 100 km wide. The known mineralization is of epithermal type, controlled by faults, and concentrated in quartz, quartz-fluorite-adularia, and, less commonly, sulfide-quartz vein systems hosted by the Upper Cretaceous-Lower Tertiary volcanic rocks. The vein systems extend for hundreds meters along strike, varying from tens centimeters to 50-60 meters in width. They are surrounded by wide zones of low-temperature hydrothermal alteration containing some gold-silver mineralization for which the commercial value was not studied during the early exploration. The ore bodies contain from 1 to 50-80 ppm of Au and from 1 to 1000 ppm of Ag. Gold is native, associated with quartz, and represented by particles from tens of microns to 1 mm in size. Silver occurs in native form as a constituent of argentite, pyrargyrite, stephanite, and other sulfosalts. The test work carried out for three vein systems 20 years ago showed that gold might be easily and almost completely recovered from the ore by cyanide treatment. The paper describes the geology and mineralogy of the deposits, Salut and Primorskoye, that are the most studied properties of the Kema belt. It also presents the data available on disseminated gold-silver mineralization in stockworks, altered explosive breccias, and wide zones of low-temperature hydrothermal alteration. This mineralization should be explored for possible exploitation as large open-pit, heap-leach deposits.

INTRODUCTION Some of the most famous and graphic environmental incidents have arisen from mineral extraction, including oil spills, the Reserve Mining asbestos tailings case, Kaiparowitts surface mining and coal combustion, and other environmental causes celebre. The remote location of much of the mining industry to some extent reduces the human health hazards from pollution, but often times the pristine locale in which mining is conducted provides a sharp contrast to the impacting industry. This prompts questions as to what the research literature says about the true costs and benefits of environmental compliance. We survey the state of this knowledge. Where possible, we discuss studies focused on mining and related industries, such as primary metals production. In many cases, how- ever, the studies pertain to the economy as a whole. For present purposes, the mining industry is defined as companies engaged in the production and refinement of minerals, including metals, fuels, and nonmetallics (e.g., phosphate, sand and gravel). There are several stages in mining, with environmental effects occuring at every stage. The exploration stage comprises the period from initial prospecting to the point where the deposit has been located and delineated in sufficient detail to permit development decisions to be made. Geophysical and geochemical surveys, diamond drilling programs, and exploratory stripping and excavation are activities that may be employed during this stage. Some forms of prospecting are relatively benign, al- though even airborne surveys and motor vehicles generate noise pollution. Roads and the passage of vehicles and equipment affect land surfaces and vegetation, and attract heavier backcountry use. Clearings, stream crossings, and borrow pits can lead to increased erosion and sedimentation of streams. Geological survey grids disrupt vegetation and appearance. Moreover, prospecting can involve the excavation and stripping of overburden, resulting in soil and vegetation disruption as well as in- creased sedimentation of streams and lakes. The effects of exploration are often temporary, and frequently less severe than for other activities. Nevertheless, exploration-related impacts vary with the intensity and type of exploration effort, and can be significant. During the development stage of mining, shafts are sunk, pits excavated, buildings erected, and transportation facilities established. Dust, noise, and other socioeconomic and environmental impacts are generated by the relatively large and sudden influx of people, equipment, and activity. Surface disturbance and solid waste are generated by development, and liquid wastes form when mines are dewatered. The extraction phase is associated with a variety of environmental impacts. These impacts may differ for surface and underground mines. In surface mining, surface disturbance is obviously a major consequence. Piles of overburden and waste accumulation mar land surfaces. Variations in designs between belt cleaner systems are so wide that it is impractical to establish a dimensional stan- dard. The number of variables that affect the efficiency of belt cleaners is too great to assume a required number or style of cleaners for broad classifications of bulk solids or typical applications. The amount of carryback remaining on the belt is more dependent upon the characteristics of the bulk solid and the physical parameters of the conveyor system than it is on tonnage of material conveyed. Therefore, a performance-based standard is proposed. Three levels of cleaning performance are proposed: • Level I cleaning is general specified when concerns about carryback are not critical. Cleaning systems normally associated with achieving a Level I performance are single or double cleaner systems with one-piece blades undergoing poor to average maintenance. Frequent cleaning of the carryback that falls from the return run will likely be required. • Level II cleaning is generally specified when carry- back is of concern but does not create a safety or environmental problem. Cleaning systems normally associated with Level I1 performance are multiple cleaner systems with segmented blades undergoing the manufacturer's specified maintenance. Regular but infrequent cleaning of the carryback that falls from the return run will likely be required. • Level III cleaning is generally specified when con- cerns about carryback are critical. Concerns range from safety to environmental to product contamination. Cleaning systems normally associated with achieving a Level 111 performance are multiple cleaner systems in conjunction with at least one low- volume water spray. Scheduled inspection and the manufacturer's specified maintenance would have to be performed to maintain a high level of cleaning performance. Difficult-to-clean bulk materials may require the use of a washbox system with multiple cleaners using a combination of low-volume eater sprays to lubricate the cleaners and high-volume sprays to keep the washbox and discharge piping freely flowing. Further addition of a water and sludge recycling system reduces the amount of water that ends up in the product to a negligible amount. Very infrequent cleaning of the carryback that falls from the return run will be required. PURPOSE The purpose of this proposal is to propose a standard method for specifying belt cleaner systems based on user expectations and equipment performance over time. DEFINITION In bulk solids handling by conveyor belt, carryback is the material that adheres to the belt after the belt discharges its cargo. PROPOSED STANDARD Required Basic Good Practices There are a number of basic design and operating principles that are good practice for the selection, installation, and maintenance of belt cleaning systems on conveyors in order to achieve "standard belt cleaning performance over time. 1. The Belt Cleaning System shall be designed to meet the performance requirements based on the worst operating conditions and worst bulk solids proper- ties that are expected. 2. Each conveyor discharge point shall be designed to readily accept the manufacturer's recommended minimum number of belt cleaners. In addition, the discharge chute shall be designed to accept, with minor modifications, at least one additional cleaner if it is required.

Introduction Comminution efficiency, as measured by relating circuit performance to the consumption of energy and the time and money required, can be determined by the following comparisons: Theoretical efficiency: The theoretical efficiency is the actual energy consumed in a comminution machine compared to the theoretical energy required to perform the size reduction. Operating efficiency: The operating efficiency compares the operating work index of a comminution machine to the Bond work index of the ore, as determined from bench-scale crushing and grindability tests or pilot-plant tests. Economic efficiency: The economic efficiency is comparing income from production to predicted income. Key words: Comminution, Bond work index, Grinding, Crushing, Ball mills, Rod Mills. Theoretical efficiency In their book Process Engineering of Size Reduction - Ball Milling, Austin, Klimpel and Luckie (1984) stated that, "We have tried throughout this book to avoid the use of the term grinding efficiency because the degree of conversion of energy to useful size reduction is an ill-defined concept. In addition, the only efficiency, which is of real interest, is the meeting of product specifications at the minimum cost." The National Materials Advisory Board, National Re¬search Council (1981), in the abstract of a report titled "Comminution and Energy Consumption" stated that, "Up to 99% of the energy consumed in grinding these ores may be expended in the movement of machinery, with noise and heat the undesirable byproducts, thus leaving only 1% of the energy available for size reduction. Coupled with this is evidence that many of today's crushing and grinding techniques not only are antiquated but have little or no scientific base of understanding." Throughout the past 50-plus years, grinding efficiency has been referred to as being from 1 % to 10%. The measurable basis for these observations is difficult to establish, but they appear to be based on production performance compared to theoretical energy requirements for the work done. The theoretical energy requirements were determined from the energy required to break a single particle or a thin layer of monosized particles by compression or by a single impact from an impact-testing device. King, Tavaras and Middlemiss (1997), in a paper titled "Establishing the energy efficiency of a ball mill" described such a test. These batch single-breakage tests generally do not duplicate the continuous-breakage process in the comminution machinery used in ore concentrators. Operating efficiency The currently available crushers and grinding mills are fed at a controlled continuous flow rate, and they impart the breakage pattern needed to produce the desired size reduc¬tion. While theoretically inefficient, they are the most practical comminution machines available. The operation of this machinery is relatively simple and can be controlled with available control systems. The essential factors in determining the operating efficiency of comminution machines are energy, as consumed in the machinery, and the required energy, as determined from test work. Bond work indices, obtained from bench-scale or pilot-plant crushability and grindability tests are used in the following Bond equation (Bond, 1960) to determine the energy required to produce the required size reduction

This section begins with an introduction to several key environmental laws. This is followed by a discussion of some of the issues raised by such environmental regulation. Finally the subject of regulatory reform is addressed. Overview of Selected Major Environmental Laws The number, type and complexity of environmental laws and regulations affecting mineral resources development have grown at an astonishing rate since the 1960s. The most significant laws and regulations are those addressing the use of the public lands; those concerned with air quality, water quality, and surface reclamation; and those defining government responsibility for its actions having important environmental consequences. The laws and regulations governing activities on the public lands will be taken up in the section 5.15C, "Minerals and Land Management." In this section we will concentrate on five primary laws: the Clean Air Act, the Clean Water Act, the Surface Mining Control and Reclamation Act, the Endangered Species Act, and the National Environmental Policy Act. The Clean Air Act: The legislative and regulatory framework for controlling air pollution has developed in a series of steps. Most important for present purposes are the Clean Air Act of 1970 (P.L. 9 1-604) and the 1977 Amendments (P.L. 95-95). The rather complex air quality control scheme includes four key elements-national ambient air quality standards, state implementation plans, the prevention of significant deterioration program, and the non- attainment program. National Air Quality Standards. The 1970 Clean Air Act is a landmark law because it contains the first explicit recognition that pollution is a nationwide problem requiring a national control program. The federal government through the Environmental Protection Agency (EPA) was to establish national air quality standards for at least the six pollutants named in the Act (sulfur dioxide, carbon monoxide, total suspended particulates, photochemical oxidants, hydrocarbons, and nitrogen dioxide). These standards were to be established so as to protect public health, "allowing an adequate margin of safety." The cost of achieving these standards is not to be considered. The 1970 Act unrealistically required that these standards be achieved in all areas of the country by 1975. As the program has developed, the air quality control regions are now to be designated as "attainment" or "nonattainment" with respect to each of the national standards. State Implementation Plans. Under the Act the states are given the primary role in achieving the ambient standards. States are to develop and implement control plans governing emissions from all existing and new sources. These plans can include emission limitations for existing stationary sources, transportation control plans to reduce emissions from mobile sources, and pre- construction review of new stationary sources to assure compliance with new source performance standards. The EPA must approve all state implementation plans. Sanctions are given to the EPA to be applied if states fail to submit acceptable

(Consol) supports an active research and development effort to improve the safe, productive mining of coal and to use coal in an environmentally acceptable manner: Attention will be focused on degasification of coal seams, continuous coal transport systems, earth sciences activities, and coal combustion. Brief mention will be made regarding the SO2 emissions control programs. The research program constitutes about 1 % of Consol coal sales, which positions Consol as the preeminent coal company supporting broad-based research addressing the full spectrum of the various problems associated with using the nation's abundant reserves of economical, readily available fuel.

Mine site managers reported occurrences of locking assembly bolt failures on the Enlow Fork Coal Mine's slope belt conveyor. The observations were made after a number of years of operation and raised questions as to the status of the assemblies in operation. These questions prompted a detailed review of the situation by independent consultants. Using operational history of the conveyor and confirmation of belt loads by static and dynamic methods, a locking assembly fatigue curve was created to suggest expected service life. From this work, suggestions were made to modify the pulley assemblies for extended service life.

Al unite has been used as raw material for producing alumina and potassium sulfate fertilizer in Russia for many years. In the United States, this mineral has not been commercially processed though reserves of 5 to 10 billion tons of alunite ore have been estimated. Major constituents of these ores are quartz and alunite. The minerals are finely intergrown and liberation occurs below 10 µm. Adequate separation techniques for such ultrafine particles have not been developed. A new method for the beneficiation of al unite ore is proposed in this study. This method utilizes a small amount of fine magnetite upon which the liberated quartz is selectively flocculated. The co-flocculated magnetite and quartz are then separated from the alunite in a high gradient magnetic separator. Clean products, e.g., an al unite concentrate of 90% grade with 80% recovery, has been obtained from Utah ore. Techniques for selective co-flocculation of magnetite and quartz, separation of the carried quartz, and recovery of magnetite after separation are discussed.

The U.S. Bureau of Mines is conducting research on the application of expert sys tens technology to mining equipment diagnostics and predictive maintenance, to increase mining productivity and efficiency. One of the greatest hindrances to mining productivity is the breakdown of equipment, causing lengthy and costly delays. A diagnostic maintenance expert system (DIMES) is being developed for the hydraulic system of a continuous coal mining machine. Through the use of such a system, the frequency of equipment failures and repair time should be significantly reduced. This paper describes the application domain, the functional requirements, and the problem approach for DIMES, the design and implement at i on of the knowledge- based system, the sensor work involved with the project, and the future plans for the continued development of this and other expert systems.

In 2001, the Radomiro Tomic Mine located near Calamq Chile, added a tertiary crushing facility. An 84" wide mobile tripper is used to fill their tertiary crushing storage facility. This paper is a we study to demonstrate the drive and control systems in use on the tripper. Of special note is the design concept used to allow the system to operate multiple motors in both demand and regenerative modes through a single VFD. Also noted is the use of touch screen local controls, handheld radio controls, starting/stopping/ braking philosophies, safety device interfaces, and the local to remote control interface.

Minproc Engineers has carried out the design construction and commissioning of thirty two process plants in the period 1978-87. Twenty eight are gold silver recovery plants, and of these twenty two were gold alone and six were gold and silver. In most plants carbon was used for gold adsorption. Desorption has been carried out using the USBM Homestake method, the Anglo American Research Laboratories method, and the Micron Methanol method. Electrowinning has utilised steel wool, stainless steel wool, and aluminium cathodes. Electrorefining using polished stainless steel cathodes is practised. This paper summarises the experience gained in these operations

Sludge obtained during the production of magnesium (Mg) from molten MgCl2 by electrolysis contains entrapped magnesium particles. The sludge containing the magnesium particles is a friable, continuous matrix of frozen salts that may also contain some oxides and impurities. Due to the high reactivity of magnesium metal with water, a dry process was developed to recover magnesium metal from the sludge. The process utilizes mineral-processing unit operations. The steps include selective comminution, screening, attritioning and tabling. Recovery of the high-grade (>90%) metal was in the 70% range. The novel process was also successfully applied to a magnesium-alloy for the recovery of metal from the sludges.

Mining wastes have received individual attention under the Resource Conservation and Recovery Act (RCRA) since its inception, in recognition of the special characteristics that distinguish mining wastes from other solid wastes. The Environmental Protection Agency (EPA) has recognized that: - Mining wastes are generated in much larger volumes than other industrial wastes. Most material handled in mining is waste (over 99% in many cases) and not marketable product, whereas waste is a small portion of raw materials used in most industries. Consequently, controls used for hazardous wastes may be technically infeasible or economically impractical. - Nearly all mining waste is managed at the site of generation and is land-disposed. . - Mining wastes typically pose lower hazards than other industrial wastes. Mining operations are located predominantly in sparsely populated areas and in arid or semi-arid areas with little surface water runoff and deeper water tables.

The White Pine Copper Company, subsidiary of Copper Range Company, is located in the Upper Peninsula of Michigan. The offices, plant, and mine are six miles south of Lake Superior in Ontonagon County. Employing 1700 people, White Pine is the largest single industry in the Upper Peninsula. 970 underground employees produce 16, 700, tons of ore daily. From this tonnage 363,400 pounds of refined Lake Copper are produced in various shapes as specified by the customer. The following paper explains the geology of the ore body and briefly outlines present mining methods. It enumerates the reasons for considering longwall mining of a hardrock* ore body and the preliminary investigations leading to the decision to undertake the initial test panel. Selection of the initial test panel location is covered in detail. Equipment choice and reasons for that choice are described as well as selection and training of personnel.

Reactive barriers, which consume oxygen, are prospective though unconventional alternatives to physical barriers for Acid Mine Drainage prevention. However, a reactive barrier implies a problem of duration. Pore gases were analysed in several wood waste piles in order to understand the factors which control wood degradation and help to determine the effective life span of such a cover. Long term efficiency seems to strongly depend on the degree of water saturation at the bottom of the pile, likely because the development of a microbial biomass in such an environment helps to keep the amounts of nutriments and readily metabolizable organic substrates at a high level, which in turn promotes oxygen consumption.

Flotation is a surfaced-based separation process that exploits the differences in the hydrophobicities of the components. In the present paper, a review of both established and emerging nonmineral applications of flotation (oil removal, paper de-inking and separation of plastics) is presented and discussed. For each application, the theory of the process is compared and contrasted with mineral flotation. It is shown that the mass-transfer approach to flotation offers a good starting point for the analysis of these separation processes.

GENERAL CONSIDERATIONS The design of a mine or any underground opening in rock is similar to the design of any other structure, such as a building or a bridge, in one important way. This similarity lies in the fact that the stability of the structure is a function of the loads that will be applied during the structure's expected lifetime. In the case of an underground opening, the applied load is the product of the existing in situ stress field and the concentration of this field that is produced by the extraction of a load¬bearing material. Thus, a knowledge of the in situ stress field is considered a basic requirement in the design process and essential to the eventual stability of the underground structure (Duvall, 1976; Obert, 1972; Merrill and Peterson, 1961; Dahl and von Schonfeldt, 1976; Hedley and Wilson, 1975). The in situ stress field can be used along with the physical properties of the rock masses involved, the ge¬ometry of the various rock types, the geometry of the openings involved, and a failure criterion to evaluate structural stability of a planned mine by theoretical or numerical techniques. This same information can be used to investigate ground control problems in existing mines. In situ rock stress determinations can be separated into three categories: the determination of applied stress, also called the absolute or field stress; the deter¬mination of concentrations of the field stress near open¬ ings; and the determination of changes in rock stress as load-bearing material is removed. The applied stress field is more difficult to determine than are stress changes. Various instruments and techniques have been developed to determine applied rock stress and stress changes in rock. ABSOLUTE OR FIELD STRESSES Theoretical Considerations In the absence of actual measurements, it is often assumed that at any point, the vertical stress is equal to the weight of the overlying material. [ ] where S„ is vertical stress, S is average weight density of overburden rock, and h is depth from the surface. This is normally consistent with actual experience. The horizontal stresses are assumed to be equal and related to the vertical stress through the Poisson effect. [] where Sh is horizontal stress, S„ is vertical stress, and v is Poisson's ratio. The derivation of Eq. 2 is dependent on lateral con¬finement of the rock mass. An increasing amount of information is rapidly becoming available which indi¬cates that the in situ stress field at a particular location cannot simply be assumed to be a gravity-induced stress distribution in which the secondary principal stresses in the horizontal plane are due to confinement and Pois¬son's effect. Rather they can be a complex function of gravity loading, regional stresses, structural features, ex¬cavation geometries, and variations in surface and/or possibly basement rock topography. Furthermore, the underground principal stress dis¬tribution is not necessarily vertical and horizontal as is often assumed. The deviation of the three-dimensional stress distribution from vertical and horizontal can be due to a combination of both topographic (Hooker, Bickel, and Aggson, 1972) and structural features.

United states reserves of oil and gas have been steadily declining while consumption of petroleum products has continued to increase. The nut result has been an ever increasing shortfall between supply and demand. This imbalance has been made up by imports of both oil and gas causing a strain on the United States Balance of Payments. To complicate the situation further, exporting nations have recently formed a cartel and dramatically increased the selling price of petroleum products. To meet U.S. energy demand, increased attention has been drawn to the production of synthetic oil and gas from coal. To date, considerable research has been conducted and is continuing on various processes for liquefaction and gasification of coal. Some of these processes are now in the pilot plant stage and at least one demonstration plant has been proposed. The coal conversion complexes envisioned will be very large, requiring substantial capital investments and abundant reserves of coal. Coal production to feed these proposed complexes has been estimated on the order of 75,000 tons per day. With the viability of these projects becoming economically attractive, the Office of Coal Research initiated a contract with Fluor Utah to determine and define the problems of surface mining coal at very high mining rates, under varied physical, geographic, and climatic conditions. The flow of recent events in the Middle East has created a greater sense of urgency for this study.

The determination of mass balances is the first step in analyzing the performance of processing circuits. Although conceptually very simple, the mathematics associated with mass balances can be cumbersome when conflicting data sets and/or complex circuits are evaluated. Fortunately, many of the spreadsheet programs available today include powerful search routines which can be adapted to solve common mass balance problems. To demonstrate these capabilities, a generalized mass balance program has been developed using the Microsoft Excel? spreadsheet. Compared to commercial programs, the spreadsheet format is user-friendly, more versatile and easier to customize. This paper reviews the mass balance problem and describes how spreadsheet tools can be used to reconcile conflicting data.

Waterjets and diamond wire saws have raised the productivity and lowered the cost in dimensional granite quarries. While the cost of diamond wire sawing is substantially lower than waterjet, the judicial use of the waterjet can simplify and improve the overall operating efficiency and predictability. Granite is the hardest commercial stone and only the gem-stones garnet and diamonds are harder. The introduction of industrial diamonds has made it possible to quarry and process granite at costs equal to or less than other natural stones – making granite, with its superior properties, the best value available.
