Occupational health and safety is regulated by statute and common law. South Africa has, like many other countries, legislated extensively on occupational health and safety. Despite the body of legislation, the common law continues to play an important role as far as it concerns contractual, delictual and criminal liability. Two major Acts regulate occupational health and safety viz. the Occupational Health and Safety Act, No. 85 of 1993 (?OHASA?) and the Mine Health and Safety Act, No. 29 of 1996 (?MHSA?). The MHSA applies to mines and works as defined and related aspects. OHASA applies to other industries but does not apply to employers and workplaces to which the MHSA and certain matters covered by the Merchant Shipping Act, No. 57 of 1951 apply. See section 1(3) of OHASA. 2 The employer?s health and safety obligations in terms of the MHSA 2.1 Section 2(1) of the MHSA provides amongst others, as follows: ?The employer of every mine that is being worked must: (a) ensure, as far as reasonably practicable, that the mine is designed, constructed and equipped: (i) to provide conditions for safe operation and a healthy working environment (ii) ... (b) ensure, as far as reasonably practicable, that the mine is commissioned, operated, maintained and decommissioned in such away that employees can perform their work without endangering the health and safety of themselves or of any other person?.

The need to establish and harmonise methodologies to quantify air emissions, atmospheric dispersion and the consequences of air pollutants (especially hexavalent chromium) from the ferrochrome industry became important aspects with the increasing demands for comprehensive impact assessments. The paper includes a synthesis of current knowledge on the following aspects: ? Locally and internationally accepted methodologies for the quantification of chromium emissions, including sampling methods and emission factors; ? A compilation of recognised and accepted air quality sampling and laboratory analysing techniques; and, ? Dispersion modelling and impact assessment tools. Depositing and removing materials from the chromium ore stockpile and wind erosion of exposed stockpiles result in mainly chromite emissions unlikely to contain significant amounts of hexavalent chromium. Pre-treatment processes such as drying, crushing and screening also produces chromium emissions, but mainly as trivalent chromium. The smelting of chromium is the major source of chromium emissions - open furnaces have the highest uncontrolled chromium emissions, followed by semi-closed and closed furnaces, respectively. Based on the current knowledge on emission rates, interim emission factors for particulate, total chromium and hexavalent chromium releases are provided. Ambient sampling and analytical methods to determine environmental exposure of the general public require that hexavalent chromium needs to be quantified in very low concentrations. Suggested sampling and analytical methods for both source characterisation and ambient monitoring are provided. The selection between dispersion models needs to be based on the size of the modelling domain and the complexity of the terrain. The discussion on dispersion models includes the US EPA?s Industrial Source Complex Model (Version 3), the AERMET/AERMOD suite of models and the CALMET/CALPUFF suite of models. Guidelines are also proposed for environmental exposure assessments including cancer and non-cancer health effects.

Fluctuating SO2 gas streams represent a difficult task for designers of SO2 removal systems (with respect to designing the plant), but in spite of the designers great efforts to solve the problems, the operation of such plants requires much care and attention. A fluctuating gas flow usually results from metallurgical smelting processes. Both gas composition and gas flow rate may vary. The first part of this paper outlines some existing technical solutions and presents the Pros and Cons of the different solutions. These solutions outline are: - Sulphuric acid plants operated with a preheater permanent in operation - Sulphuric acid plants with concentration increase of SO2 gas either using regenerative SO2 removal or cryogenic partial condensation of the SO2 - Sulphuric acid plants with additional burning of sulfur to increase SO2 content - Single-stage sulphuric acid plants followed by a tail gas system (which is) designed for periods of low SO2 input In the second part, this paper describes some existing technical solutions for removal of SO2 at low concentrations (i. e. less than 0.1 - 2 %-by volume), which could be used as tail gas treatment system for acid plants. While selecting an appropriate solution, special attention should be given to operating costs, which usually to a large extend depends on the type of absorption agent and the costs for disposal of the sulfur compound produced.

The properties and deterioration in strength of cemented tailings backfill (CTB )in the underground acidic environment under oxidizing conditions were studied. X-ray diffraction analysis and scanning electron microscopy of the surface of the CTB was carried out, and the sulphuric acid corrosion mechanism elucidated. The properties tested included compressive strength, elastic modulus, cohesion, internal friction angle, variation in the hydrogen ion concentration, and stress-strain relationship in different corrosion periods. The damage model of the CTB was established considering the effects of parameters such as corrosion time and strain on the damage evolution. It was found that the compressive strength, elastic modulus, cohesion (binder effect), and internal friction angle increased at first and then decreased with exposure time. In the long term, the peak stress decreased with corrosion time while the peak strain increased; elastic modulus, and deformation modulus also decreased. The damage caused by corrosion and by load were related by means of a mathematical model, which revealed the relationships between sulphuric attack, load, and damage to backfill in complex underground environments. During corrosion, the expansion of gypsum and ettringite caused microfractures in the CTB. With increasing corrosion time, micro-cracks developed and proliferated. The mechanism of corrosion damage was found to be the dissolution of hydrogen ions and a sulphate ion reaction that produces an expansive substance, resulting in deterioration of the strength of CTB.

Rock density determinations are necessary for ore resource evaluations from estimated block grades in g/t. Rock density depends on the mineral composition and, thus, it is specific for each rock type. The rock density distributions for different rock types are often symmetric. Hence, the arithmetic mean is a good approximation for the average density for lithological units. However, there may exist spatial variation in density values due to alteration, fracturing and original heterogeneities such as layering. This study compares the kriged density model with the one with constant density values for different lithological units in the evaluation of metal amounts in rock blocks. The case study consisted of rock densities measured from the drill cores at Ahmavaara PGE deposit in northern Finland. The used Ni contents were simulated in accordance with the spatial distribution of rock densities. The Ni amounts in 2x2x2 m3blocks are higher for the kriged densities than for the average densities. The difference is increasing with the increasing metal amounts due to the nonlinear correlation between Ni content and rock density. The final effect on the resource estimation depends on the cutt off grade and prices of the metal, for example, for a very valuable metal the small differences are significant

In the 1980s and?90s the gold mining industry in South Africa came under pressure from the continued poor dollar gold price and escalating Rand based costs, furthermore the external impacts on the industry were changing. Thus, the Chamber of Mines (COM) shifted its focus away from many historical areas of support towards the new industry challenges in safety and health, labour markets, environmental responsibility, mineral rights legislation and social responsibility. During 1997 the lack of funds and the changes facing the tertiary institutions were often subjects of discussion at the various sub-committee meetings. The Metallurgical Sub-committee of the Chamber Education Fund or the Sub-committee of Consulting Metallurgists as it was known identified the need for the funding structure to change with the times. Up to this time the Chamber of Mines operated an Education Fund that supported mining industry academic departments at various South African tertiary institutions; these funds were derived exclusively from the country?s gold and coal mines the basis of Chamber membership. Funds of less than R5 million per annum were available for distribution by the three disciplinary sub-committees of mining, metallurgy and geology.

The roasting of sulphide ores and concentrates is often the first step in the production of metals or chemicals. In many processes, the production of sulphuric acid is viewed as a by-product, while in some plants production is an important economic factor. Regardless of the purpose, a pyrite roasting plant consists of mainly three plant sections: roasting, gas cleaning and sulphuric acid. With the addition of air, the pyrite concentrates are transformed into solid oxides and gaseous sulphur dioxide at temperatures of 600 - 1000° C. After cleaning and cooling, the sulphur dioxide in the roasting gas is further processed to sulphuric acid. Two types of reactors are used depending on the application: stationary or circulating fluid bed . For over 60 years, Outotec has progressively been developing the principle of fluidised bed technology in several different reactor types for a multitude of process applications. The versatility of the fluidised bed reactor system has manifested itself in the treatment of minerals, including solid fuels, and for metallurgical processes both in the ferrous and non-ferrous fields. Process applications have included roasting, calcining, combustion and charring of coals, as well as off-gas treatment. This paper provides a summary of the pyrite roasting technology currently used along with a simple cost comparison of pyrite roasting and sulphur burning processes.

Solids suspension influences the quality of mixing and energy requirement in a solid-liquid system, both of which determine the efficiency of industrial processes such as nickel precipitation. Nickel solids concentration distribution in a stirred tank was investigated using computational fluid dynamics (CFD) and experimental methods. The concentration distribution of the nickel solids was compared with that of sand and glass. The laser Doppler velocimetry (LDV) method was used to measure the velocity field for the liquid-only system and an optical technique was employed to determine the axial solids concentration distribution. Regions of in homogeneity in the tank were identified. It was found that, for a given solids loading, the solids concentration distribution depended on both particle size and particle size distribution. High solids loadings were investigated and a difference in the concentration distribution pattern was obtained with nickel, flint glass and sand particles. The CFD simulation results highlighted problems that could be associated with some conventional experimental methods of determining solids concentration distribution in a stirred tank. Artificial neural networks (ANNs) have found their applications in the modelling of unit operations of mineral processing plants. In this research, laboratory-scale tests were conducted, using a three-inch diameter Mozley hydrocyclone. Main parameters included pressure drop at inlet, solid per cent, vortex and apex diameter were adjusted. The corrected cut size (d50c) and the flow rates of underflow and overflow were determined. Multi layers perceptron (MLP) feed forward network architectures were designed to predict the responses. The results showed a good correlation between experimental and network output, for corrected cut size and flow rates. 1. A NEW CONTEXT FOR METAL INDUSTRY Producers and owners of industrial extractive sites are living hard times due to Environmental pressure and liabilities. This is valid whatever the region in the world, it is just a question of time. On one hand, the normative environmental pressure is increasing through more severe regulations and controls on all pollution sources and production materials. [ ] Furthermore, more impurities are extracted and captured, more the volume of the related wastes is increasing. But disposal costs are increasing, disposal areas for wastes are restricted, markets for wastes are limited and technologies for waste treatment are, most of the time, not available. On the other hand, for most of the extractive industries, the costs required to get access to refine primary raw material are killing the profitability of the industry. Definitively, a technological and economical breakthrough is ongoing: extractive industries have to increase their feed from secondary material and to be involved more and more with the recycling business.

This paper investigates the role of vertical integration between chrome ore mines and ferrochromium smelters in the location of ferrochromium production capacity in South Africa and Zimbabwe. Vertical integration is important in understanding the increasing competitive position of these two countries as observations show that an increasingly larger share of the global market has been coming from integrated producers. The paper argues that the increased vertical integration between mines and smelters in South Africa and Zimbabwe has led to a lower cost of chrome ore as an input compared with other producers. Underlying this hypothesis is the basic tenet that, more likely than not, production will take place where the costs are lowest. The paper concentrates on high carbon ferrochromium (HCFC) production in market economy countries (MEC). Using an ordinary least squares model, the study tests the relationship between low chrome ore costs and vertical integration shows a statistically significant relationship. These findings partially support the view that the control of sources of chrome ore is a major source of competitiveness. Hercules? is a low nickel austenitic stainless steel developed at Mintek that has a typical composition of 9 wt% Mn, 0.05 wt% C, 2wt% Ni, 0.25 wt% N and 16.5 wt% Cr. A more corrosion resistant version of Hercules? (Hercules? B) with 0.5 wt% Mo has also been developed. Potentiodynamic tests performed on Hercules? B in a 5wt% sulphuric acid solution showed it to have improved corrosion resistance comparable to that of AISI 304. The effect of a varying Mn content on the corrosion resistance of Hercules? B has also been investigated and the results discussed in this paper. From the corrosion test results, it is clear that decreasing the Mn content of Hercules? B increased the corrosion rate, while increasing it decreased the corrosion rate. Zincite and spinel phases are present in the complex slag systems encountered in zinc/lead sintering and zinc smelting processes. These phases form extensive solid solutions and are stable over a wide range of compositions, temperatures and oxygen partial pressures. Accurate information on the stability of these phases is required in order to develop thermodynamic models of these slag systems. Phase equilibria in the Fe-Zn-O system have been experimentally studied for a range of conditions, between 900 and 1580°C and oxygen partial pressures (pO2) between air and metallic iron saturation, using equilibration and quenching techniques. The compositions of the phases were measured using Electron Probe X-ray Microanalysis (EPMA). The ferrous and ferric bulk iron concentrations were determined using a specially developed wet-chemical analysis procedure based on the use of ammonium metavanadate. XRD was used to confirm phase identification. A procedure was developed to overcome the problems associated with evaporation of zinc at lowpO2s and to ensure the achievement of equilibria. An isothermal section of the system FeO-Fe2O3-ZnO at high ZnO concentrations at 1200°C was constructed. The maximum solubilities of iron and zinc in zincite and spinel phases in equilibrium were determined at pO2=1*10-6atm at 1200and 1300°C. The morphology of the zincite crystals sharply changes in air between 1200 and 1300°C from rounded to plate-like. This is shown to be associated with significant increase in total iron concentration, the additional iron being principally in the form of ferric iron. Calculations performed by Fact Sage with a thermodynamically optimized database have been compared with the experimental results. This paper highlights several management practices from the oil and gas industry to support the proposition that financial performance in the finite, non-renewable resource business relates more to upstream rather than downstream activities. Based on the analysis of nine oil and gas companies, this study supports a previous study involving fourteen mining companies that showed reserves growth is one of the main levers of value creation in mining. Interestingly, this study also finds that the oil and gas industry has been historically more profitable than mining. The reason, it is argued, is that oil and gas companies count on management practices that focus primarily on the upstream segments of the business, compared to the traditional downstream focus of mining. This paper delves into these ideas to conclude that what mining may need to improve its competitive advantage is a new organizational framework. Another conclusion is that the upstream management focus is vital not only for strategy formulation in the resource business, but also for policy formulation in economies based on the export of finite, non-renewable resources.

Qualitative analysis of three mineral samples from northern Mozambique was accomplished by X-ray diffraction (XRD), microscopy, scintillation, and magnetic determination. Chemical characterization was accomplished using ICP-OES and pressed powder XRF after dissolution using microwave-assisted digestion and flux fusion. The samples consisted of a mixture of minerals with tantalite as the major component, with minor amounts of microlite, quartz, mica, accessory garnet, and tourmaline. Incomplete dissolution was obtained using microwave digestion, with maximum recoveries of 90.25 ± 0.06% and 88.90 ± 0.04% for Nb2O5 and Ta2O5 respectively. Complete dissolution using Li2B4O7 resulted in recoveries of 98.5 ±0.2% Nb2O5 and 100.4 ± 0.3% Ta2O5.

1.1 Section 47(1) of the Mine Health and Safety Act, 29 of 1996 (?the MHSA?) establishes a Mine Health and Safety Inspectorate which is administered by the Chief Inspector of Mines. The Mine Health and Safety Inspectorate is part of the Department of Mineral Resources. The Chief Inspector is appointed by the Minister of Mineral Resources (see section 48(1) of the MHSA). 1.2 The Chief Inspector must, amongst other things, ensure that the provisions of the MHSA are complied with and enforced, and that all the duties imposed upon the Chief Inspector and the other Inspectors of Mines in terms of the MHSA and any other law are performed. The Chief Inspector of Mines must appoint Principal Inspectors of Mines and Inspectors of Mines to assist him/her to discharge his/her duties (see section 49(1)(a) and (c) of the MHSA).

In order to optimize carbon injection into oxidizing slags, in terms of carbon and iron yield, we must have a detailed understanding of the kinetics of the reactions involved. The current study measures the rate of carbon oxidation during injection at steelmaking temperature by means of injections of coal into EAF slags. The compositions of analysed outgoing gas were used to calculate gas flow rate and hence the gasification rate of carbon. A fundamental equation to predict residual carbon in slags was developed. The predictions using this model at moderate injection rates are in good agreement with experimental data. The reaction rate of EAF slag with carbon is under mixed control by the slag gas and the gas carbon reactions. The relative importance of each step depends mainly on the v-ratio of slags. A relative reactivity parameter ? has been defined and it is found to be important to carbon-slag reaction kinetics and slag foaming. Key words: carbon-slag reaction, kinetics, slag foaming.

Electricity supply constraints in SA are increasingly challenging mines to operate more energy efficiently without reducing production output. Mining compressed air systems are well known to be operated inefficiently and are also a major power consumer. Two available and proven technologies can be applied on new and existing mines to replace or and optimise available compressed air facilities and achieve meaningful reductions in electrical power consumption; ? Hydro powered drilling and mining is significantly more energy efficient than compressed air and provides drilling rates that are twice as fast. ? Stope drilling systems using compressed-air or water drills allow further energy savings. The technologies are discussed and a broad strategy to selectively apply these them together is presented.
