Optimizing the public gains from the exploitation of mineral resources By Dr A. AZIS and Dr J. ZWARTENDYK Every nation must decide how it should exploit its mineral resources so as to contribute most to its national objectives. It is argued that the present value of the future corporate income tax flow derived.from mineral exploitation may serve as a useful indicator in moving toward a taxation policy that would contribute optimally toward the greatest public benefit. The future stream of corporate income taxes depends largely on the mineral endowment, consisting of deposits now being mined, known unmined deposits, and unknown deposits. Unknown deposits may be estimated by geological inference. Both known and unknown deposits can be categorized according to grade and size, and divided into economic and uneconomic deposits on the basis of certain prices, costs, rate of return and taxation levels. Computer simulations can be run of discounted cash flow models at various taxation levels to showthe impact of taxation changes on future tax revenues.

This paper deals with the development of the cut-and-fill mining method at the Broken Hill orebody of Black Mountain Mineral Development Company (Pty) Limited, at Aggeneys in the north-western Cape Province of South Africa. Lead, copper, zinc, and silver are produced. Production started in January 1976, being confined to blasthole production methods in the upper, steeply dipping areas of the orebody. This blasthole reserve is 70 per cent depleted, and pillar extraction is in progress. The balance of the production tonnage, 60 kt per month, is produced from three cut-and-fill stopes situated in the flatter-dipping areas of the orebody. The cut-and-fill mining method at Black Mountain is a result of research and planning activities that included the use of modelling, laboratory tests, mathematical analyses, in situ tests, and experience gained from other mining operations. These investigations and the resulting developed methods and designs are summarized in the paper.

Threshold blasting involves the use of small amounts of high explosive to break and fragment hard rock without having to evacuate mining personnel. The method is easily assimilated and effective in rockbreaking, but requires rigid control on drilling, charging and timing. Current underground trials are aimed at fine-tuning the amount of explosive energy and blast hole geometry to allow the firing of multiple sets of shot holes in a continuous manner. Through correct procedures, the after-blast fumes, dust and fly rock can be contained so as to provide a safe working environment. Threshold blasting hugely reduces the volumes of explosives used in mining and brings to maturity the potential of the process begun by Alfred Nobel when he introduced nitroglycerine, and later dynamite, to mining. Its key contribution is its enabling of continuous mining operations with well understood and relatively low cost technologies. The use of batch blasting, employing large burdens holds the greatest potential for delivering high flow rates of ore at minimal cost. There is good potential for rapid evolution of the concept.

Multiphase process design and optimization often depends upon the rheological properties of sludges and slurries. In practice the task of determining these important properties is usually carried out by removing small samples from a process line or process unit and performing tests with proprietary bench-top analysers near to site or at a remote laboratory. Sampling will remain an important procedure in industrial processes, but there is also a strong case for augmenting the routine information obtained using an in situ sensor, as suggested below. ?Sampling protocols can result in extensive turnaround periods from sample collection to the generation of results. The delay can have an effect on a variety of factors such as product quality, process operability and efficiency. ?Sampling of toxic or radioactive material can prove an even greater challenge to minimize human involvement. ?Removal often changes the rheology of a specimen, and might lead to incorrect conclusions being drawn about the condition of a sludge. ?Sludge and slurry in a containment suffers a gravitational gradient, so that a removed sample should be paired with its location, particularly in the vertical dimension.

Methods for the analysis of seismic hazards in mines are reviewed as illustrations of the techniques that are being used in some South African mines. The classical parameters that describe a hazard are the seismic activity rate, ?, the Gutenberg-Richter value, b, and, occasionally, the maximum regional magnitude, mmax The activity rate is calculated readily owing to the inherent simplicity of its definition. The evaluation method presented for the Gutenberg-Richter b value takes into account the presence of mmax Three statistical procedures are described for the assessment of mmax which the maximum observed magnitude, Xmax a crucial role. Often, the configuration of mine seismic networks is changed, or the networks are improved, which inevitably gives rise to changes in the completeness of the seismic catalogues. The routine analysis of seismic hazards must account for these time dependent changes. A method for the evaluation of hazards is reviewed that accommodates varying levels of quality in the catalogues. Finally, the concept of the volume of ground motion (VGM) is presented. This is a technique that allows for most aspects of seismic hazards in mines. The advantage of the VGM is that a hazard can be described by one physically significant value: the volume of rock (cumulated over a time period) in which the ground motion exceeds some critical particle velocity. Data from the gold mining region in South Africa known as the Far West Rand is used in a demonstration of the discussed methods of hazard analysis.

The Rhodesian approach to the vegetating of slimes dams by J. R. C. HILL, B.Sc.(Agric.) (Visitor) and W. F. NOTHARD (Visitor) To prevent environmental pollution from mine dumps, it is necessary to stabilize them either mechanically or biologically. In the long term biological stabilization is more attractive because of its permanent nature. Initially, the basis of stabilization is in the correct siting and construction of the dump. The main toxic factors influencing plant growth on Rhodesian mine dumps are arsenic, antimony, copper, nickel, a high ratio of magnesium to calcium, excessive soluble salts, high pH, and Iow macronutrient content. Root-growth studies in culture solution and pot experiments are used to supplement information on the suitability of plant material obtained from replicated field trials on mine dumps. In addition to the selection of plants for toxic tolerance, it is advisable to provide multiple-layer protection with trees, shrubs, and grasses. Further, a range of different plant species gives greater biological stability. Protection must be provided for young plants against wind erosion and the abrasive effects of windblown sand. Planted wind breaks are preferred to mechanical forms; windrows of garden refuse make good wind breaks and at the same time introduce organic material to the dump and provide a good environment for seedling establishment. The use of artificial fertilizers and sewage effluent is recommended to hasten the development of a complete and protective plant cover.

Skorpion Zinc is located 25 km north-west of the small settlement of Rosh Pinah in southern Namibia. Commissioned in early 2003, Skorpion Zinc became the first mine-to-metal operation to commercially apply a purely hydrometallurgical process route to exploit a zinc oxide orebody. The novel technology, known as The Modified ZincexTM Process patented by Tecnicas Reunidas, comprises sulphuric acid atmospheric leaching, zinc solvent extraction (SX) and electrowinning (EW) to produce London metal exchange (LME) Special high grade (SHG) zinc. Forming the core of the process, the SX step has thrived in its role as a barrier to impurities and also in the upgrading of the pregnant liquor solution (PLS), converting it into a loaded electrolyte (LE) sufficiently rich and pure for EW. Against this successful run, a number of challenges have, however, been encountered in SX due the emergence of upset conditions largely emanating from upstream processes. This paper outlines some of the major deviations that have beset the SX process in its first five years of continuous operation. Impurity excursions, temperature depressions, changes in phase continuity, excess aqueous entrainment, the effect of colloidal silica and the accumulation of rare earth elements on the organic phase will be discussed in detail. Performance testing is often used by project owners and financiers to provide protection from, or assessment of, technical aspects of project design, procurement, construction and commissioning. The performance tests can range from comprehensive performance warranties relating to process performance and production in the case of lump sum turn key (LSTK) projects to less onerous demonstration tests for cost reimbursable contracts. This paper will discuss performance testing from both the contractor's and owner's perspectives and focuses on: ? when performance tests are required, ? what type of performance test/warranty is optimum for each type of project, and ? how project performance should be evaluated. The requirement for performance testing can be driven by the project financiers, particularly in the case of smaller resource development companies. In such cases, differentiation between owner's risk and contractor's risk can become contentious. At the other end of the spectrum, larger mining houses may choose to heavily influence the engineering and design process with the contractor supplying services on a reimbursable basis. In that case, the performance testing process is often limited to demonstration tests that validate performance for the owner's corporate governance requirements. This paper was prepared due to the lack of published benchmarking of performance testing and the resultant differences in expectations between a contractor and a project owner that often surface late in the contract negotiation process. The paper provides a checklist of requirements for both the owner and the contractor that may be used to provide `common purpose' early in the contract negotiation process.

The President: We are very fortunate tonight to have with us Professor Franz Pawlek, Head of the Institute of Extractive Metallurgy for Non-Ferrous Metals of the Technical University, Berlin. In him we have a representative from one of the few mining and metallurgical universities in Western Germany, since I understand there are only three such universities, Berlin, Aachen and Kassel. The latter is represented by Mr Schmelling who has accompanied Professor Pawlek here tonight. The famous Freiberg University is on the other side of the Iron Curtain, and so is Breslau. Professor Pawlek was born in Vienna many, many years ago, and he obtained his diploma and then later his Doctor's Degree in metallurgy, in Vienna. For four years he worked for an Austrian company, and then moved to Berlin and joined the A.E.G. Company. After the war, he joined the Institute, which had been very heavily damaged, and he was closely associated with the rebuilding and re-equipping of the faculty of mining and metallurgy. He has written numerous papers, and I am sure we are going to have a most entertaining and interesting evening's talk. The President: Gentlemen, I am sure you would like me to thank Professor Pawlek for his talk tonight. My knowledge of pressure leaching is particularly small, limited to a friendship with Professor Frank Forward, to whose original work at Fort Saskatchewan reference has been made by Professor Pawlek. I enjoyed Professor Pawlek's talk, and as a mining engineer I managed to follow most of the argument, mainly because it was so lucidly presented, aided by these informative slides; but I never realised how complicated a problem this process can be. I am taking the liberty of asking Professor Howat to express our thanks from a more technical point of view. After Professor Howat has spoken, and possibly posed a few questions, I shall throw the meeting open in the hope that various people here will be prepared to ask questions. I see one or two gentlemen who have been over in Canada studying pressure leaching lately, and I hope they will ask questions, informally if they so wish. We will not record the full proceedings of this meeting tonight, in the hope that there will be more questions of a general nature. Thank you. Professor Howat: Mr President, Professor Pawlek, I am afraid I am up here under false pretences, because the matter that I thought I was asked to do was to propose a word of thanks, and I usually thought that a word of thanks was taken at the end,-however. It is always very intriguing to think that for all these thousands of years that have passed, pyrometallurgical processes have provided the main methods of extracting metals from their ores. Within the last 100 years, hydro metallurgical processes have become of increasing importance, and it is quite interesting to speculate that the largest single hydrometallurgical process is the one that we operate in this country,-which was devised by two distinguished countrymen of mine,-namely, McArthur and Forrest.

Tailings from metallurgical plants, when deslimed with hydrocyclones, provide a valuable source of material for the backfilling of mines. The effectiveness of this material as a support medium is a sensitive function of its particle- size distribution and water content. It is therefore important that the hydrocyclone-classification plants used to prepare the backfill are operated efficiently, and that the effects of feed disturbances on the composition of the backfil are minimized. This paper addresses the problem of the design, control, and optimization of classification plants to satisfy this need. The development of a computer program to simulate the dynamic behaviour of a hydrocyclone circuit of any given configuration is described. The use of the simulator to investigate the relative performance of conventional and innovative control strategies for single-stage and two-stage circuits is discussed in depth. The results of simulation studies are presented that indicate there is considerable scope for improving the performance and cost-effectiveness of backfill-classification plants.

ABSTRACT: Stiffness controlled test procedures performed with servo-controlled shear systems are the most versatile for simulating the wide range of boundary conditions expected in nature. Examples of a function controlled procedure in addition to dilatation controlled procedures are discussed for different characteristic behaviours. ZUSAMMENFASSUNG: Steifigkeitskontrollierte Scherversuche mit servohydraulischer Steuerung eignen sich gut unterschiedliche Bettungen, wie auch in der Natur vorkommen, zu simulieren. Beispiele für spezielle Steuerungsfunktionen und dilatationsgesteuerte Prozeduren mit verschiedenen charakteristischen Eigenschaften werden diskutiert. RESUMÉ: La rigidité a commandé des méthodes d'essai exécutées avec les systèmes asservis de cisaillement sont la plus souple pour simuler l'éventail d'états de frontière prévus en nature. With the advent in recent years qf mechanization in deep-level gold and platinum mines, large quantities of rubber was are being used on both production and support vehicles. Conditions in these types of mines are extremely harsh and, as a result, we performance is significantly lower than in other types of mining such as open-cast base metal mining, where more favourable conditions prevail. Various options are available to the user to reduce tyre costs, including the use of retreads, the filing of tyres, and the repair of damaged tyres. While these methods may be generally successful in open-cast conditions, their use in deep-level mining needs to be carefully evaluated for each particular set of conditions. A basic requirement for any evaluation of we costs is the availability of reliable data on tyre performance and, for this reason, it is essential that proper tyre records are maintained This paper reviews the performance of tyres in deep-level gold and platinum mines in Johannesburg Consolidated Investment Company, Limited (JCI) over a period of about 8 years, and shows how the costs of retreading and tyre filing can be evaluated in practice. It also discusses the cost implications of repairing damaged tyres.

Simulation is a way to obtain quickly today future information on how planned systems will most likely behave in various selected situations. This information may then be used to optimize the system and its components and maximize the performance and output. Simulation is a way to fine-tune the layout, match the mobile fleet and optimize the schedule and the way of working to meet the desired production requirements. Simulation provides a glimpse of the upcoming operation, ‘future today’ and helps to predict its restrictions and sensitivity to various aspects. OptiMine™, the Sandvik Tamrock Corp. and CyberCube Oy developed simulation tool is designed to simulate underground rock flow and match suitable technology with various layout options. This tool can be used to view what-if situations and determine what kind of impact mastered changes have to production. The findings of critical points in the layout and working procedures at an early stage of a new mine can help to optimize the layout and material flow. OptiMine™is modular based simulation tool that combines the supplier machine knowledge and traffic guidance with mine operational know-how and mine environment. It is developed to work in a way that an effect of an individual incident, such as the effect of one additional turn in a continuous loading cycle to the daily capacity can be identified. The reported output can be used for economical impact evaluation of selected options. This paper discusses the use of simulation in general and the way the OptiMine™ simulation tool operates and how it may be used for operation, technology and material flow optimization.

"In my Presidential address last year `The Institute in Retrospect and Prospect', I briefly reviewed the past activities of our Institute, I commented on the dynamic growth of the mineral activity of this country and of the great contribution towards this growth made by members of this Institute. I maintained that there was still further growth to come, pointing out that our future would be very much dependent on the availability and skills of our mining and metallurgical men. This Institute had, therefore, a most important task ahead to ensure that this country would have the necessary skilled engineers to develop our mineral industry so that we would be able to compete successfully in the wide world. In my address I highlighted many of the major achievements of our members and of our Institute. In today's review, I have no wish to repeat myself and I would, therefore, ask members and visitors to regard this review as complementary to my presidential address. I must also refer you to the very full resume of our affairs written for a special brochure in March, 1944, by E. H. Johnson, a founder member, on the occasion of our 50th Anniversary. There is no need to repeat what was given there, rather I will attempt to bring that history up to date. Our Institute was founded under the name of Chemical and Metallurgical Society of South Africa on 24th March, 1894, by a group of chemists and metallurgists The name was changed to Chemical, Metallurgical and Mining Society of South Africa early in 1903, and in July, 1956 became The South African Institute of Mining and Metallurgy. We were not the first technical organisation in South Africa, the S.A. Association of Engineers and Architects having been formed in 1892. In that year also the British Institution of Mining and Metallurgy started in London. In August 1978, the National Productivity Institute invited entries for productivity awards, which it intended making as a recognition of firms and individuals who were contributing to the prosperity of South Africa by effecting outstanding improvements in productivity.
