Environmental impact assessment (EIA) in South Africa is administered by the Department of Minerals and Energy (DME) for the mining industry, and the Department of Environmental Affairs and Tourism (DEAT) for all other sectors. Thus far, EIA research has focused on the process under the auspices of DEAT but none has focused on the EIA process that has been mandatory in the South African mining industry since 2004. Using the Lee and Colley(Lee et al.13) review package as a basis, a review model specifically tailored to the needs of the mining industry was applied to review the quality of a sample of 20 environmental impact reports (EIRs)approved by the DME. Results reveal that 85% of the EIRs are of a satisfactory quality. Presentational and descriptive components generally achieved higher quality grades than the analytical components such as impact magnitude and alternatives. The results show that in spite of some areas of weakness, and in spite of being conducted in terms of different legislation, EIR quality in the mining sectors appears to conform to the overall standard of quality of EIRs in other sectors in South Africa, and is also on a par with quality abroad. Hence, despite the criticism that DME is usurping the role of DEAT, it is concluded that EIRs of comparable standard are being produced, and that the quality of EIRs in the mining sector do not provide supporting evidence for this criticism. However, EIR quality is only a single aspect of EIA effectiveness, others including action and implementation of EIA proposals and mitigation measures.

In recent years, rapid depletion of the higher grade reserves, allied to decreases in paylimits, has led to the exploitation of secondary, erratically mineralized placer horizons on various marginal and low grade gold mines. On Blyvooruitzicht Mine, the rich Carbon Leader Reef has limited reserves, necessitating exploration of the lower grade Middelvlei Reef. This placer has always presented evaluation and exploration problems, to such an extent that it was, at one stage, considered uneconomic. Despite an extensive underground drilling programme no ore reserve targets of reasonable size were apparent. However, when a certain degree of parallelism between sedimentological trends in the Middelvlei Reef and the underlying Carbon Leader was recognized, a meaningful exploration model could be developed. Firstly, all historical sampling records for the Carbon Leader were entered into a computerized system; the database comprised in excess of 340 000 data points. Variables captured consisted of gold value, uranium value, con- glomerate thickness and total reef thickness. The raw data were then averaged into blocks, and plots of different variables were computer-generated for further analysis. This enabled the Carbon Leader to be modelled sedimentologically and, thereby, exploration targets for the Middelvlei Reef were generated, based on the Carbon Leader facies trends. Geostatistical analysis of sampling data in exposed areas of the Middelvlei Reef underground has confirmed the sedimentological breakdown of the placer into distinct facies areas. A facies model relating value distribution patterns to depositional trends, both for the Carbon Leader and the Middelvlei Reef, has thus been incorporated into a mine planning strategy.

The Constitution of the Republic of South Africa advocates the importance of sustainable economic development and justifiable environmental consciousness by business. The government needs to ensure that every citizen of the Republic has access to an environment that is protected, pollution free, and sustainable by enacting certain regulations. However, there are more than 5 700 derelict and unrehabilitated mines of all types in South Africa. Former asbestos operations were among the first to be targeted for clean-up under the programme instituted by the Department of Mineral Resources (DMR), owing to the proven direct impact of asbestos pollution on health. This paper seeks to investigate the challenges faced by the coal sector as far as mine rehabilitation and closure is concerned. For the purpose of this paper rehabilitation is defined as per the Chamber of Mines Rehabilitation Guidelines publication, which defines rehabilitation as putting the land impacted by mining activities back to a sustainable and usable condition. Some of the current rehabilitation challenges are technical skills (know-how), leadership focus, poor planning, cost saving initiatives, and the government's lack of capacity to enforcement rehabilitation requirements. It is imperative that mining companies identify rehabilitation as a critical strategic pillar that directly influences license to operate. The case study evidence indicates that relevant policies, appointment of accountable people, sufficient leadership support, and the correct choice of rehabilitation equipment can assist to improve the rehabilitation and land management challenge.

There are a couple of dozen junior platinum mining companies coming into existence in Southern African and most intend to mine, concentrate the PGM?s in a flotation product and sell the concentrate to one of the major producers in South Africa. The price they will receive for their product and hence the return they achieve for their investment will depend upon the large number of factors that influence the market for such a product. Unfortunately the number of buyers is severely limited as it is dominated by the two major local producers, Impala Platinum and Anglo Platinum. Furthermore the current smelting technology has limited capacity for UG2 concentrates and high nickel concentrates will quickly fill any available base metal refining capacity. Few if any overseas buyers can compete for the bulky flotation concentrate produced. This paper will explore those factors such as metal recoveries, metal prices, operating costs, capacity constraints, deleterious elements, transport issues, metal premiums and discounts that are in play, types of flotation concentrates, processing capital costs, PGM grades, etc and their impact up on what smelters and refiners might be prepared to pay for such PGM concentrates. Ultimately simple graphs and equations can be developed for probably payment terms for such concentrates. Those who negotiate well will move to the higher return section of the envelope and those who use the concentrator facilities to produce the most saleable combination of flotation concentrates will enhance their returns. A deep and firm understanding of the issues surrounding this market is necessary in order to negotiate the best possible price for the seller.

The phrase ?back to basics? is used to describe the fundamental principles and philosophies on which a successful mining operation is based. At Richards Bay Minerals (RBM), ?back-to-basics? (BTB) has been implemented as a continuous process to probe operational functions with a view to increase production without capital expenditure. It also ensures that the fundamentals of dredge mining are understood and adhered to. BTB is based on the principle that people drive organizations, necessitating an interactive implementation approach. At the RBM mine this entails a three-pronged approach, namely practical training, teamwork initiatives and the use of lean Six Sigma methodology. It is the latter on which this paper will focus. The lean Six Sigma methodology is successful in identifying, managing and documenting BTB projects, while team work initiatives are integral to successful project implementation. This paper describes two examples of how the Six Sigma methodology can be applied to a dredge mining operation. The first example focuses on the improvement of Mining Pond Echo (MPE) plant throughput by reducing the lost opportunity (non-production) due to tails downtime. The project was successful in increasing plant throughput by 4.5%. This was achieved by increasing the tails disposal system availability by running MPE as a four tails lines operation and focusing on causes of tails production downtime. Subsequently, the tails system at MPE is no longer the production bottleneck. Second, the Six Sigma methodology was successfully applied at Mining Pond Charlie (MPC) to increase the primary dredger throughput by 4.6% through focusing on the dredging technique and maintenance issues. This project highlighted the need for trend analyses to ensure an effective dredging technique, coupled with simple production documentation, which also ensures a focus on maintenance. Recent advances in mechanistic ball mill modelling are expected to allow for more accurate predictions that overcome the well-known limitations of phenomenological approaches, including their inability to predict the effect of liner geometry and their wear, in grinding. Although able to describe continuous operation, the UFRJ model of ball mills has only been validated in the past in mills that operate in batch mode, either in laboratory or pilot scale. The present work demonstrates the application of the mechanistic UFRJ ball mill model to predict fine grinding of iron ore in a pelletising plant in Brazil, the first application of such a mechanistic modelling in continuous mode. It shows that the model provides accurate descriptions of flows after iterations in a closed-circuit with hydrocyclones. Keywords: Ball mill, iron ore, grinding, modelling, particle breakage

Underwind and overwind protection system concepts for mine hoist shafts were developed in conjunction with and for the Safety in Mines Research Advisory Committee (SIMRAC). End-of-wind operation of mine hoists is the most hazardous aspect of mine hoisting, carrying the highest risk of loss of life, injuries to workers and loss of production. Systems operating mechanically and with local actuation were developed. This was done in order to remove the increased risk associated with dependency on remote or external energy and information supply associated with most existing protection systems. The proposed underwind protection system concept absorbs the energy of motion of a conveyance overrunning the design lower limit of travel by drawing a metal strip through a set of rollers. This action causes dynamic cyclic plastic bending of the strip material that converts the kinetic and potential energy of the conveyance into strain energy of the metal. In the concept design a pair of cable slings attached to the strips catch the overrunning conveyance and transfer the retardation force. The proposed overwind protection system concept absorbs the energy of motion of a conveyance overrunning the design upper limit of travel by early detaching of the conveyance from the hoist cable. This detaching is carried out via an additional humble hook activation mechanism fitted at a sufficient height below the spectacle plate to allow the conveyance to retard to standstill under gravity before it would crash into the spectacle plate. The conveyance so brought to rest is prevented from falling by means of jack catches on the conveyance interacting with a rack (toothed profile) fitted on the guide rails in the retardation zone. Scale models (1:10 scale) of both protection systems were designed for conformance with established retardation standards. The retardation standards were limited by the requirement of passenger safety in retarding cages. The models were then built and tested in a 1:10 scale shaft model. Retardation performance close to the required levels was achieved. The retardation distance required should allow such systems to be retrofitted to most existing shafts. This paper argues that the scale up of furnaces and the supply of electricity are going to be two major issues that will affect the ferro-alloy industry in the near future, and that economic factors will drive this development. The most common type of furnace for producing ferroalloys at present is the submerged-arc furnace with three electrodes, fed from a three-phase AC electrical supply. The scale up of this technology has now reached a fundamental constraint, which is caused by the electrical reactance of the secondary circuit. If the economy of any further scale up is to be achieved in the future then a different technology will have to be used. The supply of electrical power in future is likely to become amore complex issue than it is at present. Existing submerged-arc furnaces tend to run at fairly steady loads, but the ability to swing the load under demand-side management may offer advantages, and may allow a furnace to obtain cheaper power from the organizations that supply this power. This will have to be counterbalanced against the nuisance factors incurred by having a varying load in the operation of the furnace. Various options are therefore discussed in this paper. The possibility of scale up of Søderberg electrodes is discussed, as well as the use of DC power and multiple electrodes. Some of the issues with load swinging are also examined. A particular scenario is also briefly presented to show that considerable further scale up of ferro-alloy furnaces is still possible.

Managers need quality information for effective decision making. This demand, at the present time, is being fulfilled by the increased use of computers via information systems, decision support systems and management information systems. The idea of incorporating intelligence into computers to aid decision-makers has been evolving for over two decades. In recent years, significant progress is reported on applications to business and sciences. In engineering functions, the Artificial Intelligence approach that seems to have great potential is the application of Knowledge Based Systems. The primary objective of this paper is to identify domains in mining engineering where application of knowledge based systems could be beneficial. In- corporation of the expertise required during the analysis and interpretation stages of an engineering design problem through knowledge based systems is recognized as an area of significant benefit. To this end, the components of knowledge based systems for mine ventilation and strata control design are described. The potential applications and limitations of knowledge based systems are outlined.

Anionic surfactants, such as oleic acid and sodium oleate (OLE), and cationic surfactants, such as dodecyl amine-hydrochloride (DDA), are used as flotation collectors of spodumene. However, recovery is poor even if activating ions are used because gangue minerals are also activated. Some reports demonstrate that OLE/DDA mixtures act as a selective collector to enhance spodumene recovery. From mostly macroscopic tests, it has been argued that anionic OLE and cationic DDA form electroneutral complexes, which are adsorbed on the mineral surface through chemisorption; however, no molecular evidence has been presented. Therefore, the adsorption mechanisms of the collector mixtures remain mostly unknown. It seems necessary to first study the behaviour of these surfactants confined in salt solutions, to determine auto-associations when they are pure and cross-associations when mixed, the transition from monomers to micelles, and the structure of the micelles and the effects of pH, temperature and concentration. In this paper, ab initio calculations are first used to determine the surface charge distribution of OLE and DDA separately. Then molecular dynamics simulations are used to determine the conformation, aggregation, and diffusion of these pure and mixed surfactants in freshwater and saltwater with the ionic strength of seawater in a pH range. In particular, it is interesting to determine the various associations that result in mixtures of both surfactants and the impact of alkali and alkaline earth metal cations on the structures formedp. Cations influence the order of the structure and orientation of water dipoles, reducing the mobility of water, ions, and surfactant molecules. This knowledge is critical to improve the molecular understanding of the adsorption mechanisms on minerals. Keywords: Computer simulation, molecular dynamics, flotation, collectors, saltwater

This paper addresses the problem of technological transfer in geostatistics. Expert systems have become popular in certain fields because the needs of the industry are not provided for by traditional concepts and systems of education. The explicit knowledge approach in developing expert systems is presented through two experiments. The first describes a dedicated system written in GOLDEN LISP and the second a shell, using INSIGHT2, which has more general applications. Using expert systems forces on the user a new approach to parameter definition, and as an example an original method for the research of any anisotropy axes is developed which might well be useful in traditional programming. Two examples of application to a coal and a gold deposit are given.

One of the major deliverables of the AMIRA P754 Project, which was sponsored by several major mining companies, was a code of practice and guidelines for metal accounting for the mining and metallurgical industry. These had the objective of improving the auditability and transparency of metal accounting from mine to product, thus assisting in good corporate governance. The overriding objective of mass measurement for metal accounting is to establish the mass of the particular material or component present at a specific time, or the mass flow of that component over a defined time period, to a defined accuracy suitable for metal balancing. As such, it is the first measurement in the chain that includes sampling, sample preparation and analysis, each of which introduces its own errors. Materials often contain moisture, the proportion of which must also be established in order to obtain the dry mass. They may also have to be measured as a volume or mass/mass flow of slurry, or in stockpiles or storage areas, in which case the relative density must be measured. Both the density and moisture measurement often introduce significant error. Whereas a great deal of effort has been directed at sampling, sample preparation and analysis to improve accuracy and establish the error, the same can seldom be said for the mass determination, including the moisture and density measurements. The possible major causes of error are highlighted and methods of reducing them discussed. Mass measurement can be classified into those measurements necessary for custody transfer and primary accounting of the input and output streams to a plant or operation, and measurements required for secondary accounting, or management control. The latter include intra company transfers and plant area performance, and those required for plant control only. This paper is concerned only with primary accounting measurements. The code and best practice state that the equipment should be certified (as sized) as is required for custody transfer. The most accurate and precise of the various possible methods is the static measurement of mass on a weighbridge, platform scale or a weigh bin. If static measurement is not possible, which is often the case for ore fed to a plant, possible alternatives are electromechanical conveyor belt weighers or in-motion weighing of rail trucks. In all cases the material must be adequately sampled to enable a representative moisture content to be determined to calculate the dry mass. Where material is flowing inside conduits, only certain types of the multiplicity of flow meters available may be used and, in the case of slurries, very few flow meters are suitable. As most flow meters measure volume or velocity, the density of the material must also be measured. The basic requirements in order to achieve satisfactory results for the mass, of the component of interest, are listed, as well as common problems and pitfalls encountered in practice. The measurement of the mass of stockpiles and in-plant stocks, often required for metal accounting, is often the largest source of error in metal balances. The reasons for this and methods for reducing and managing the effect are discussed.

Tata Steel Limited which is Asia?s first and India?s largest integrated private sector steel company, as part of its vision to grow in related industries is also undertaking the Titania project. The project will involve mining, separation of ilmenite and other valuable minerals from the inland heavy mineral sands deposit in the Indian state of Tamil Nadu. The raw material will be beneficiated to synthetic rutile, titanium dioxide pigment and ultimately to titanium metal. The recently concluded feasibility study revealed that the deposit under consideration has 10.4%of total heavy mineral content and 15.2% slimes of the size below 63 µm, over an average sand thickness of 6.9 metres. The presence of about 15% slimes in ROM sand coupled with scarcity of water at the project site complicates the slimes handling/disposal system, requiring the development of an innovative, efficient and effective system for disposal of slimes. Mineral characteristics of slimes revealed the presence of kaolinite clay, which poses its own challenges in thickening/dewatering of slimes. This paper outlines the detailed studies conducted, including slime characterization, settling and thickening characteristics, and ge-technical studies to arrive at an efficient and effective slime handling/disposal system, with a view to plant saplings on the mined-out reclaimed land with species typically suitable to that environment.

A set of six design principles for rock engineering was developed by Bieniawski: design objectives; minimum uncertainty; simplicity of design components; state-of-the-art practice; optimization; and constructability. These principles translate into a ten-step design process. Although this methodology was developed for rock engineering, it is applicable to any design process, feasibility study, etc. Diligent use of such a process will ensure that a defensible design or evaluation has been carried out. Recently a ?strategic conversation? process has been identified by Ilbury and Sunter that includes the following ten steps: scope; players; rules of the game; key uncertainties; scenarios; SWOT analysis; options; decisions; measurable outcomes; and meaning of winning. A comparison of these steps with those of the design process shows a remarkable correlation. This is perhaps not surprising since engineering design is a strategic up-front issue, and front end loading in a project is critical to achieve the expected project performance. Based on the close correlation between the strategic conversation and engineering design processes, a circular design process, rather than a linear process, is proposed. The ?circle of design? better reflects the importance of review and monitoring in the two phases of successful design and implementation?defining the design, and executing the design.

Centrifugal pumps are the workhorse of hydraulic conveying systems but their performance is derated when viscous non-Newtonian fluids, such as pastes and/or coarse solids are present. The reduced performance for purely viscous Newtonian fluids may be calculated using techniques such as the Hydraulic Institute method, but similar deration for non-Newtonian fluids is not so easy to apply. As part of the AMIRA P599 project investigating high concentration suspension pumping, centrifugal pump tests were systematically conducted on a wide range of non-Newtonian coarse particle suspensions. Suspension sup to 38% v/v of coarse particles with mean diameters in the range of 1.1 < d50< 3.4 mm suspended in carrier fluids with dynamic yield stresses of 0 < t?< 17.2 Pa and shear thinning indices in the range 0.35 < n< 0.79 were examined. Techniques such as the Hydraulic Institute de-ration method require a characteristic shear rate to be assigned before application with a non-Newtonian fluid, and a method based on pump geometry, fluid rheology and flow rate is proposed. This method predicts the dramatic characteristic reduction in head at low flow rates that is often observed and explains why larger pumps are relatively insensitive to this form of head deration. Head deration due to the presence of coarse particles in non-Newtonian carrier fluids is seen to follow similar trends to that of Newtonian suspensions and often dominates the total deration procedure.

"Studs are rods threaded on both ends and are used as mechanical fasteners for two or more components. Stud finds usage in industries such as automotive, construction and aviation. The advantage of studs is that they allow for disassembly of components during maintenance. Studs are continuously subjected to both tensile and shear stresses, depending on the application, therefore they should be manufactured from suitable materials that are capable of withstanding all these external forces. Studs are sometimes manufactured from re-sulphurized steel due to its improved machinability; however, there is a certain limit on the amount of sulphur, above which failure may occur. Premature failure of studs has been a common problem, but failed studs are commonly replaced with new ones without conducting failure investigations. The present work investigates the premature failure of two re-sulphurized steel studs used on a rocker arm assembly and recommends alternative materials. The investigation was carried out by conducting visual examination, microstructural analysis, hardness measurements, chemical analysis and a detailed scanning electron microscopy (SEM) investigation on the fracture surface.IntroductionTwo rocker arm studs used on a 16-cylinder diesel locomotive engine failed prematurely after being in service for less than 5 months. The rocker arm studs had a life-cycle of 5 years. The studs were manufactured from resulphurized steel. The paper aims to establish whether re-sulphurized steel is applicable for the manufacture of studs in the automotive industry.BackgroundLocomotives are classified as either electric or fuel-powered. Diesel locomotives are an example of fuel-powered locomotives. This type of locomotive uses a diesel engine as a means for propulsion. An engine converts chemical energy into mechanical energy required for traction. In an internal combustion engine a rocker arm is an oscillating lever that conveys radial movement from the cam lobe into linear movement to open and close poppet valves of cylinders (Husain and Sheikh, 2013). The rocker arms are secured on to the cylinder head by rocker arm studs."

A novel mathematical model is presented which describes the behaviour of beds of particles, of uniform size and shape but different densities, during autogenous separations. The approach used in the formulation of the dispersion model is a phenomenological one based on a statistical view, which leads to a diffusion-like representation of the autogenous-separation process. Although the model currently considers only density-related phenomena, it accounts quantitatively not only for the density-segregation aspects of the process but for the interactions between the particles. Quantitative predictions of the dispersion model are compared with the results obtained in tests using a specially constructed experimental batch jig, and it is shown that the model provides an adequate quantitative description of the process for particles of uniform size and shape. It is pointed out that, for the description of more complicated autogenous separations, a more rigorous formulation of the particle drag and density-segregation terms will have to be incorporated into the dispersion model. Nonetheless it is concluded that the model as presented in this paper provides not only a novel insight into the mechanisms of autogenous separations but a means by which to analyse similar systems.

Froth flotation is well-established and efficient in the selective separation of valuable particles from unwanted material with sizes ranging from 10 μm to 200 μm. However, when it comes to the separation of ultrafine particles (< 10 μm) there are still some challenges, or rather opportunities. This research aims at developing a method for the separation of ultrafine particles based on multiple particle properties. Amongst such properties are wettability, morphology (shape or roughness) and size with applications not only in mineral processing but in general chemical engineering. In this study, three differently shaped fractions are used as valuables for testing: spherical particles, elongated particles and irregularly shaped particle fragments; together with ultrafine magnetite as the gangue material, in order to investigate the effect of particle morphology on ultrafine particle flotation, as well as wettability, which is varied by esterification using alcohols. Flotation tests are carried out using a novel flotation device that was designed especially for the flotation of ultrafine particles, combining advantages from machine-type froth flotation and column flotation. The results showed that, in contrast to previous studies, recoveries for ultrafine spheres were higher than for ultrafine fragments for all wettability conditions, and hydrophobisation generally increased particle recoveries for said morphologies. Tests using fibres showed different behaviour as hydrophobisation had negative effects on their recovery, despite increased selectivities and kinetics. These findings suggest that apart from influences of particle properties within the suspension zone, their effects on the froth characteristics should be studied in more depth. There are many potential uses in gold mining for an initially stiff element of backfill that will yield at a predetermined load and maintain that load to beyond a compression of 30%. Such elements could be used as yielding rib pillars, as replacements for more conventional supporting packs, as con- fining bulkheads for mass backfill, as supports to provide lateral constraint, and load-carrying augmentation to overloaded rock pillars. The paper describes a system of reinforced cemented backfill that can be used to provide the above requirements. The necessary characteristics of the reinforcing and the cemented tailings are described together with the method of design to obtain a predetermined stiffness and yield load. The load-compression characteristics of the reinforced tailings elements are described and the effect of changing various of the design parameters is demonstrated.
