J. van Rensburg. Ten Council meetings were held during the year with an average attendance of eighteen. FINANCE The annual accounts, which are attached to this report, show an excess of expenditure over income of R2,124, compared with an excess of income over expenditure of R4,218 last year. There are a number of reasons for this substantial change. There was a loss on realization of investments compared with a substantial surplus in recent years. The publication of the Journal once again resulted in a large loss in spite of a generous subvention of R2,000 from the Department of Cultural Affairs and other assistance amounting to R750. The revenue from sales of publications was down considerably. This is a figure which fluctuates considerably from year to year. The secretarial fee was considerably higher than previously. Due to pressure of work it was necessary for the Secretary to relinquish his duties with the Institute of Land Surveyors and, therefore, for this Institute to assume the additional staff costs involved. Finally there was unusual expenditure on the 75th Anniversary celebrations. There was a pleasing increase in revenue from subscriptions, due to the steadily increasing membership, but this was quite inadequate to cover the substantial increases in expenditure and losses in revenue mentioned above. The changes that have been effected in the arrangements for the publication of the Journal have been mentioned elsewhere in this report. It is expected that these will bring about substantial financial benefits in the long term. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of Rl00 and the total fund was therefore increased by this amount to R4,206. The balance sheet indicates that the market value of quoted shares and debentures increased during the year from R8,755 to R13,059, while the Accumulated Funds now amount to R22,567 as against R24,691 last year. MEMBERSHIP Fifty-six Members, fifty-five Associate Members, thirteen Graduates, twenty-two Affiliates and twenty- nine Students were elected during the year. Twelve Members were admitted to Life Membership; seven Associate Members were transferred to the grade of Member; four Graduates and two Students were transferred to the grade of Associate Member; five Students were transferred to the grade of Graduate; three Affiliates were transferred to the grade of Member; five Affiliates were transferred to the grade of Associate Member. In making this change it will conform to more general practice today in regard to publications and this should effect certain economies and facilitate selling of advertising space. It has been arranged that in future the publication of the Journal, including advertisement sales, will be handled by Kelvin Publications (Pty.) Ltd. who are already doing this work satisfactorily for the Mechanical and Electrical Engineering Institutes. In making these changes the opportunity was taken of redesigning the outer cover of the Journal to incorporate the new coat of arms. The Presidential Address by Mr R. C. J. "The most commonly used high-chromium white cast iron (HCWCI) is the hypoeutectic white cast iron that contains 2–3.5 wt.% C and 10–30% Cr. This type of material relies on hard, brittle M7C3 carbides to impart good wear resistance. Due to its good wear resistance, this material has found application in the mining industry and cement industry. However, it has low fracture strength and this challenge led to research aimed at refining the microstructure. This was done by the addition of niobium in the range between 0.1 and 0.6 wt.%. In the as-cast condition, the addition of niobium was found to increase the fracture strength due to the finer eutectic microstructure. The hardness was also found to have increased slightly compared to the reference alloy with no niobium additions. Low fracture strength after heat treatment was observed in the Nb-added HCWCI, which is believed to have been caused by the precipitation of secondary carbides and the transformation of the matrix from austenite to martensitic. IntroductionFor the past few years Mintek has been involved in a project in which a number of alloys have been identified for grinding media applications. The high-chromium white cast iron (HCWCI) alloys were among the alloys researched for this application. The knowledge acquired from the grinding ball media research has now been extended to mill liners, which have traditionally been made of manganese-, chromium- and chrome-molybdenum steels. The replacement of worn mill liners costs the mining industry a significant amount of money and this has led to a need for continuous research to prolong the life of the liners. During milling operations, liner wear has an adverse effect on the capacity of the mill, the energy efficiency and milling efficiency and finally leads to relining, to replace worn liners."

Activated carbons used in the precious metals extraction industry are characterized by large internal surface areas and a great affinity for metal ions. The purpose of this research is to prepare activated carbon from a South African bituminous coal by physical activation that is suitable and cost-effective for use in the extraction of metals. The quality of the coal-based activated carbon may not prove to be as good as activated carbon produced from other traditional sources, but the production costs involved may make South African coal a feasible alternative feedstock. The activated carbons produced were characterized by Brunauer, Emmett, and Teller (BET) surface area, activated carbon pH, and phenol adsorption studies and the results compared to the results from a commercially available activated carbon, Norit RO 0.8 (control sample). Bituminous coals from various sources including Witbank Seam 4 and Free State coal were used in this study. The preparation method chosen was physical activation using superheated steam. The effects of process variables such as activation time (1-3 h) and temperature (600-800°C) were studied in order to optimize those parameters. The activated carbon surface area was characterized by means of nitrogen adsorption isotherms at 77K. BET surface area analysis showed that Witbank Seam 4 coal activated at a temperature of 800°C and activation time of 3 hours resulted in a surface area of 340 m2/g. Quality control of each sample was performed by measuring the pH of a known amount of the prepared activated carbon in distilled water over time. Results showed that the pH of some of the prepared activated carbons reached a value of 11. Phenol adsorption results for the different activated carbons prepared corresponded well to the results obtained for the Norit RO 0.8 activated carbon sample.

This study deals with the development of some new theory concerning the bias which will result from the employment of the t-estimator if in fact the underlying distribution of ore values is not lognormal. It is found that the t-estimator is robust as long as the logarithmic variance is small and the shape factors of the transformed distribution are not unduly large. The choice of the threshold parameter [t] for the t-estimator is important, and some hints are given how to estimate it if the sample size is small, as en- countered in borehole valuation problems.

Crushing plant managers need to assess, manage, and communicate the environmental impact induced by their crushing plant operations as a step towards the sustainable development of the company. However, performing reliable environmental impact calculations of crushing plants can be challenging when the availability of operational and emission data is low, and when the company’s environmental expertise is not adapted and connected to plant operations (or does not currently exist). To address these challenges, this paper proposes a practical approach where the lifecycle assessment methodology (LCA) is combined with process simulations in a web-based tool. To describe what functionality such a tool should have to be incorporated into a company’s workflow, the system that surrounds a crushing plant is analysed. Further, a case study with a three-stage crushing plant is introduced to showcase how the simulated power draw results produced with the beta version of the tool can be compared to measured sensor data from the crushing plant for one operational day. The results indicate that the simulation tool can provide an adequate estimation of the specific energy for the different material fractions and give an overview of the environmental impact of the process caused by electricity and explosives consumption. Plant managers and operators can use this tool to calculate the environmental impacts of their plant and simulate how different operational strategies influence them. "Matheron's geoslalislical method for the estimation of ore reserves has been developed to the point at which real-life problem may be handled effectively. The steps involved in the method are:(i) obtalning the variogram,(ii) fitting a model, and(iii) producing block estimates.All three steps may cause difficulty, and would-be users need a deep understanding of the theory if failure is to be avoided.To illustrate these points, specific cause are considered:(i) two almost equidimensional porpbyry deposits, one drilled randomly and the other regularly; and(ii) two iron formation, one drilled extensively and being mined, while the other is still at the stage of early estimation."

A high volume of slimes which are separated out during the mining of heavy mineral sands has a high environmental impact and results in great capital as well as operational expenses. The presence of clay minerals drastically increases the slimes volume that needs to be catered for due to its low settling capability as well as swelling characteristics. By adding coagulants in the form of cations and organics, one can improve the settling rate of the minerals as well as the degree of solid bed compaction. The addition of flocculant, which is currently used in industry to improve settling rate, is detrimental to solid bed compaction. By combining the cations and flocculant one can dramatically improve the solid bed compaction. This combination is, however, detrimental to the settling rate of kaolinite-rich slimes but improves the settling rate of smectite-rich slimes. Organics can also be used to produce a clear supernatant and improve the settling rate.

(Visitor) T his paper highlights the changes that are taking place at De Beers Consolidated Mines Limited in mining methods, mechanization, and employment practices. De Beers has four underground mines in Kimberley itself (Dutoitspan, Bultfontein, De Beers, and Wesselton), and two open-cast mines outside Kimberley (Finsch and Koffiefontein). Emphasis is placed on the new method envisaged for Koffiefontein when it becomes an underground mine. The paper also includes notes on chemical drilling and on winding practices.

(Visitor) The water supply in South African mines is not as good as most mining engineers would like to believe, nor is sufficient care taken to ensure the safe dispensing, transportation, and consumption of water. As long as cases of dysentery and typhoid continue to occur in large numbers, it can be assumed only that the water supplies are not safe, or that the water-dispensing methods are poor. A dual water supply is a real health hazard. The ideal water supply is a single safe source for human consumption and industrial use.

The Minfurn is a novel carbon-regeneration furnace developed at Mintek. It combines the advantages of direct resistive heating in a vertical-tube furnace with those of continuous operation, in a furnace whose capital, operating, and maintenance costs compare favourably with those of conventional rotary kilns. After successful tests under experimental conditions on carbons containing different contaminants, a 3 kg/h unit was installed on the carbon-in-pulp (CIP) plant at the Klipwal Gold Mine near Piet Retief, where it has been operating at, on average, 123 per cent of its design capacity. Since the installation of the Minfurn, monthly average losses of dissolved gold of less than 0,02 p.p.m. have been maintained for several successive months for the first time since January 1989. It is also possible that the monthly average residue values have been reduced. Further improvements to the carbon circuit are possible, and the possibility of making further savings by a reduction in the carbon-throughput rate still needs to be investigated. The mathematical modeling of the furnace has progressed to the stage where the future scale-up and design of the Minfurn can be carried out by simulation of the performance of different designs, and choosing the design that yields the desired performance.

The use of backfill for regional and local support is receiving increasing attention in the South African mining industry. To ensure that fill materials meet the purposes for which they are intended, a test procedure to characterize the load-deformation characteristics for a particular fill was developed. The major variables identified as influencing the load-bearing proper- ties of backfill include particle size distribution, porosity, width-to-height ratio, strain rate, confinement, water content, and additives. The influence of these variables on the performance of backfill is described in relation to crushed waste, dewatered tailings and deslimed tailings. These investigations confirmed that no single test could be used to define the overall stress-strain behaviour of a selected fill. Nevertheless, resulting from this work, a preliminary standard test procedure for uncemented backfill materials, com- prising a suite of tests in unconfined and confined compression, has been formulated. This test procedure is a significant advance towards a more meaningful evaluation of fill materials. Test results will also provide numerical information for input use in computer programs for the design of mine layouts incorporating backfill.

The importance of the chemical and physical properties of lime has been overlooked for years although the quality of lime plays an important role in the production of steel. With the introduction of the oxygen injection process these properties have been re-evaluated. The CaO, MgO, S, and P2O5 contents of lime are important, but so are the physical properties such as granulation, reactivity with respect to slag formation, and the degree of burning. Soft burnt lime enhances de-phosphorisation and de-sulphurisation, and facilitates the smelting process in general, mainly due to its large specific surface. Special lime, prepared as briquettes from quicklime and fluxes or as pellets from limestone and various fluxes with or without binding agents, clearly accelerates lime dissolution during the slag formation process, lowers the melting point, and enhances de-phosphorisation, de-sulphurisatlon, and de-carburisation even more than soft burnt lime. The introduction of special limes in the oxygen injection process for steel production has opened up new fields for commercial exploitation of slags as well as improved operational techniques.

A short review is given of the effects of corrosion fatigue on the materials used in pressurized water-reactor vessels. Selected topics such as testing procedures, test data, and mechanisms in simulated environments are discussed. The main fact that emerges is that most of the data on the growth of fatigue cracks reside below the ASME X1 1980 High-R 'Wet' design-code lines, Le. they fall within that specification. Finally, some recent advances in the understanding of the corrosion-fatigue behaviour of such materials in pressurized water reactors are highlighted.

Although additive manufacturing is fast gaining traction in the industrial world as a reputable manufacturing technique to complement traditional mechanical machining, it still has problems such as porosity and residual stresses in components that give rise to cracking, distortion, and delamination, which are important issues to resolve in structural load-bearing applications. This research project focused on the characterization of the evolution of residual stresses in Ti-6Al-4V extra-low interstitial (ELI) additive-manufactured test samples. Four square thin-walled tubular samples were deposited on the same baseplate, using the direct energy deposition laser printing process, to different build heights. The residual stresses were analysed in the as-printed condition by the neutron diffraction technique and correlated to qualitative predictions obtained using the ANSYS software suite. Good qualitative agreement between the stress measurements and predictions were observed. Both approaches revealed the existence of large tensile stresses along the laser track direction at the sections that were built last, i.e., centre of the top layers of the samples. This in addition leads to large tensile stresses at the outer edges (corners) which would have the effect of separating the samples from the baseplate should the stresses exceed the yield strength of the material. Such extreme conditions did not occur in this study, but the stresses did lead to significant distortion of the baseplate. In general, the microstructures and spatial elemental mapping revealed a strong correlation between the macro-segregation of elemental V and the distribution of the β-phase in the printed parts.

In order to meet society’s ever-increasing demand for metals and address the numerous technical, economic and environmental challenges within the current mining context, a holistic approach to process design, which is grounded in mineralogy, is needed. This would ensure that the impact of varying process mineralogy (and associated chemistry) on technical considerations and the associated economic implications and environmental consequences are taken into account upfront. This investigation focuses on the commodity zinc due to its strategic value coupled with limited resource availability and the wide variety of substantially different process technologies in existence. As the most commonly processed zinc ores contain zinc sulphides, the mineralogy/chemistry of these ores and their associated process routes will be discussed. The findings have been generated through the analysis of two case studies, Teck’s Trail Operations (British Columbia, Canada) and Hudbay Minerals’ Flin Flon Operations (Manitoba, Canada). The flotation of zinc sulphide ores to produce concentrates with varying mineralogy, represents the starting point for both case studies. The hydrometallurgical process routes for the further refining of zinc and other valuable metals include roast-leach-electrowinning (RLE), and zinc pressure leaching (ZPL). The effect of process route choices on primary metal recovery (Zn), coproduction of other base metals (Cu, Pb), potential for other valuable metal production (Ag, Au) including less well known, but increasingly important trace elements (In, Ge), and the production of other by-products (H2SO4, S0) are discussed. The economic and environmental implications of these aspects will also be considered. It is concluded that a quantitative modelling approach must be taken where waste management is integrated into process system design and simulation as a key unit operation. This paper reviews the Mineral and Petroleum Resources Royalty Bill of 2006, identifies potential areas that require further consideration by the National Treasury and, where appropriate, offers alternatives. At its basic level a royalty regime consists of two elements: the base and the rate that must be applied to the base. Deciding on an acceptable royalty rate is a complex matter and can be done only after extensive analysis of all variables affecting the competitiveness of the regime. The proposed royalty rates are in the range of zero to five per cent and are based on sales revenue. It is argued that future investment patterns are more likely to be influenced by market cycles and commodity prices than policy events. Inevitably the current boom in the minerals sector will come to an end and the success of the proposed regime will be known only when profit margins are under pressure. Policy makers must therefore have the long run in mind when developing policies that affect the ability of industry to do business, without the need to renegotiate each time there is a change in the market. A long-run policy must be sufficiently flexible to allow for consistently fair sharing ratios and splitting of revenues between government and industry. Although broadly in line with international practice, the current version cannot be regarded as internationally competitive and efficient. In order for the royalty bill to become internationally competitive, promote beneficiation of mineral production and adequately compensate the State for the loss of a national resource, the National Treasury should heed the following main recommendations in this review: 1. Abandon the notion that each mineral product must have its own royalty rate; 2. Introduce an NSR type royalty that allows for value-addition costs to be deducted from the base; and 3. Provide for automatic relief through the use of a sliding-scale mechanism based on ability to pay, e.g. the X-Factor used in the gold mining tax formula.

In 1969 the Coal Division of the Anglo American Corporation was awarded the tender to supply coal to the new 3000 MW power station to be erected at Kriel, which is situated midway between the towns of Ogies and Bethal in the eastern Transvaal. The coal was to be supplied from the No. 4 Seam in the Kriel Area of the Witbank Coalfield. The No. 4 Seam in this area varies in depth of overburden from 75 m to 6 m, with an average of 55 m. Initially, the mine was planned as an underground mine incorporating a three-shaft system for transporting some 8 million tons of coal per annum to the power station. As the result of negotiations between Anglo and Escom to improve the volumetric extraction of coal from the new mine, the Kriel Division of Anglo Power Collieries was finally planned to produce 4,1 million tons of coal from an underground mine and 4,5 million tons from an opencast mine, with a resultant increase in volumetric extraction. This paper describes the opencast operation at Kriel, with particular reference to the water problems encountered and to the operation of the draglines on sloping ground to a depth of 40 m to the top of the coal seam.

Mr R.D. Beck attended Felsted School in Essex (England) and the Royal School of Mines, University of London, where he ob¬tained the degree of B.Sc.(Eng.), A.R.S.M. in mineral technology in 1969. His other qualifications include Pr.Eng. (1976), C.Eng (1975), and M.I.M.M. (1975). He joined Gold Fields of South Africa in December 1969, and worked at Doornfontein Gold Mine, Greenside Colliery, West Driefontein Gold Mine, Zwartkloof Fluorspar, Gold Fields Laboratories, Gold Fields Head Office, Libanon Gold Mine, and Kloof Gold Mine before being appointed Plant Superintendent at East Driefontein Gold Mine in January 1973. In June 1976, he was transferred to Head Office as Group Metallurgist, followed, in November 1978, by his secondment to Black Mountain Mineral Development Company as Plant Superintendent, to take on-site responsibilities for staff training, plant commissioning, and start up. On his return to Head Office in July 1980 as Assistant Consulting Metallurgist, he was responsible for Black Mountain and new metallurgical projects. Then, in January 1984, he was appointed General Manager of the Zinc Corporation of South Africa Limited. He became a member of The South African Institute of Mining and Metallurgy in 1973.
