In this study, sulfide-type inclusion morphologies of a Ca-treated hot-rolled wheel steel, Grade-X, were investigated. The specimens taken from the hot-rolled products of Grade-X heats were studied. The size and distribution of elongated sulfide inclusions were examined for the heats of different S levels. Elongated sulfide inclusions were either not observed or rarely encountered when ladle analysis S content was below 50 ppm. The size and relative abundance of sulfide inclusions were reported to increase markedly when the S composition was greater than or equal to 70 ppm and the Ca/S ratio was less than 0.50. The effect of Ti addition (0.010?0.020% Ti) on sulfide-type inclusion morphologies was then investigated for heats having a sulfur content higher than 50 ppm. Addition of Ti was found to have a partial effect on decreasing the size of sulfide-type inclusions under real steelmaking conditions. Keywords Sulfide inclusions, Ca-treatment, titanium.

Cave mining is an underground mass mining technique. The largest projects, which are known as ‘super caves’, produce hundreds of thousands of tons of ore per day, which involves large footprints with considerable column height, and have a life of mine of over 20-40 years. These operations are typically located deep, under high stresses and in competent rock masses, making initiation and propagation of the caving process harder to manage. These challenges must be confronted by optimizing the fragmentation of the orebody to achieve smaller size blocks that will result in consistent caving and improved flow of the ore from the drawpoints. To achieve better performance from the drawpoints, preconditioning is applied to fragment and damage the material required to cave. We present a proposed design for preconditioning in underground mines, considering the challenges that these large-scale mines are already facing, based on a comprehensive analysis of current design parameters, case studies, and sensitivity analyses using numerical models.

The BGRIMM process mineralogy analyser (BPMA) is a new automated mineralogy software platform developed in China. This system consists of the BPMA software platform, controlling a combination of commercially available scanning electron microscopy (SEM) and energy dispersive Xray spectrometry (EDS). The BPMA software controls SEM and EDS through their application programming interfaces, to form an auto-SEM and EDS system that automatically acquires BSE images and X-ray spectra, respectively, and classifies minerals by spectrum-matching. After automated measurement and mineral identification, various quantitative process mineralogical data (e.g., mineral composition, mineral abundance, mineral liberation and intergrowth relationships, mineral associations, particle and grain sizes, particle density distributions, calculated assay, elemental deportments, mineral grade recovery and elemental grade recovery, etc.) would be calculated quickly, accurately and automatically. The BPMA could be used for ore characterisation as a new advanced automated mineralogy technology. The location of underground positions in mines has usually fallen to their survey department's. Their usual tasks include: ? installation of a high-precision peg network like the National Survey grid as beacons ? offset measurements to the sidewalls, and sometimes hangingwall and footwalls, of development tunnels and excavations ? offsetting of stoping panels for the calculation of face ? advance and the square meterage of area removed. Other departments build their observations into the plans produced by the surveyors. If more precision is required, they ask the surveyors to `elevate' their points with a theodolite. Apart from the survey peg network and `elevations' these measurements are usually planer measurements suitable for producing plans, sections and projection sheets. When the only representation medium was a sheet of paper or transparency, this was perfectly suitable. However the development of CAD models of the workings has changed all this. Full 3D representation is not properly catered for in the tool sets in current use, and needless hours are spent converting analogue-type observations into digital form. The basic survey models need to be augmented by the observations of other disciplines that are also required to locate positions underground. These include: ? the need for geologists to plott their mapping and ? borehole logs into 3D space ? the need for samplers to position their sample points accurately because the geostatistical models are biased and inaccurate ? the need for stoping width recorders to position their thickness observations to prevent errant evaluation and bonuses ? the need for rock engineers to place their mappings into 3D to build true geotechnical models to manage geotechnical stresses ? the need for production officials to receive updated face ? positions during the month so that they can manage the ? production and utilize their resources properly. This paper covers a new method of positioning profiling points to a suitable degree of accuracy. I believe the method is sufficiently simple and cheap for all to use. Historical methods Platinum and gold orebodies, especially in South Africa, are generally narrow tabular deposits. This made them suitable for depicting on a 2D medium like paper. The determination of stoping or face widths was not a problem, as the ore is removed in a single stoping process. Such 2D representations could be easily positioned using tape offsetting between survey pegs or points tied in from survey pegs. Problems of dip were handled by using 'Stope Sheets' which chose a best fit projection for the whole area depicted or by using true dip section sheets for inclined tunnels. Rolling reef and potholes were the common areas of difficulty. Most mines now model their orebody and plan the extraction in computer graphics. This means that the representation of the current workings has to change to support this trend. It now becomes a truly 3D problem. Mining officials find it inconvenient to have their actual workings in single-line depictions while their orebody is depicted with top and bottom contacts and the planned tunnels in 3D shapes. Geological models which form the basis for the resource model and planning process are often out of date, as the updating process is slow. The geological mapping has to be plotted onto sections and plans. These are then digitized into graphics by a draughtsman and checked by the geologist. Only then does the interpretation and model update take place. Potential methods to create 3D 'Actuals' Global positioning systems (GPS) Surface mines have been blessed by the advent of GPS technology. These simple-to-operate pieces of equipment and compatible software make it possible for all types of mine employees to locate themselves, and therefore to locate their observations. GPS are often inexpensive and give an acceptable degree of accuracy. Only in deep pits or close to the highwalls are observations hindered. Such technology cannot however, work underground. Ground penetrating radar (GPR) GPR is reported to be very useful for estimating the positions of potholes and faults. However it is still considered as providing an estimate, not a definite measurement. GPR is good for seeing into solid rock, not into open spaces. Inertia reading devices Experiments with inertia reading devices have been conducted on the mines. They were the forerunners of GPS for military guidance systems, and were even used for city navigation in the early 70s. They do however work best with heavy or fast-spinning gyros. Anglogold Ashanti's attempt to use them were discontinued in the mid-90s when the developers asked for an additional few million rand for a device that would weigh more than 12 kg and have a limited operational life.

High Voltage Pulse (HVP) technology has the potential to transform traditional mineral processing practice in the mining industry. HVP pre-treatment has been shown to enable ore preconcentration, achieve ore pre-weakening and improve mineral liberation. In order to improve the efficiencies of these novel HVP applications, it is essential to understand how HVP operational factors affect ore breakage in HVP pre-treatment. A two-level fractional factorial experiment using two rock samples, a gold-copper ore and a basalt sample, was performed to determine which factors have statistically significant influences on breakage probability, size reduction, and energy efficiency, and which factors have insignificant influences. Operational factors investigated include applied voltage, electrode gap, number of pulse discharges, the number of rocks being processed per batch, and rock size. In total, 1920 batch tests were conducted. For ore breakage characterised in terms of breakage probability and the degree of size reduction during HVP pre-treatment, the dominant factors were identified to be the number of pulse discharges, voltage, and the number of particles present in the processing zone. As all these three factors are related to the specific energy, it is concluded that the specific energy is the most important factor controlling ore breakage in HVP treatment. In terms of the efficiency by which spark energy is transferred from the generator energy, the factors found to have the most dominating influence were the particle size, the number of rock particles present in the processing zone and the voltage. Increasing the values of these factors reduced the loss of HVP energy during the energy transfer process. The factorial experiment using the two ore samples with vastly different mineralisation produced similar results. "The purpose of this study is to understand how ore loss and dilution affect the mine call factor, with the aim of subsequently improving the quality of ore mined and fed to the mill. It was necessary to know the relationship between ore mined and delivered for processing in order for the mine to operate efficiently. A review of the literature suggested the mine-to-mill integration approach as a standard intervention to address declining mine call factors. A case study was undertaken at a gold mine in the Free State on the influence of the fragment size distribution on ‘free gold’, the effect of ore loss and dilution on the mill efficiency, and time tracking of ore movement from source to the plant. The study revealed that fragmentation, underground accumulation of ore, and dilution have a significant influence on the mine call factor and mine output. It was difficult to quantify the total ore loss due to the time lag between mining and milling, which is extremely variable, when estimating the mine process inventory. However, it was possible to estimate the total dilution with some degree of precision by analysing the daily blast and head grades. It is therefore recommended that mines accept that some gold loss and dilution will always occur during blasting and transport of broken ore, and this loss must be minimized.IntroductionThe mining of high gold grades is obviously very beneficial for the economic viability of an operation, but optimum recovery of the product is required to maximize profits (Chapman and Bindoff, 2010, p. 13). Although integrating these two requirements is very difficult, due to the various activities occurring between mining and processing, it is indispensable. The main driver of this integration is the impact that different ore types and characteristics have on head grade. According to Isokangas et al. (2012, p. 871), mining and processing operations involve a series of well-defined sequential stages that are complementary in an efficiently operating mine, with the performance of one operation affecting that of another. An attempt to optimize each function separately without considering the whole extraction process will not result in the optimum efficiency of the entire mine. Several researchers have developed a proven methodology for revealing these inefficiencies (Dance et al., 2006, p. 1)."

"This paper provides guidelines on performing mass and energy balance modelling involving coal and coal derivatives. Usually, the inputs to a pyrometallurgical process would be specified in terms of elements and compounds. Reliable thermochemical data is more widely available for species involving uniquely defined, relatively smaller molecules. However, in the case of coal, the molecules are extremely large and not uniquely defined. Consequently, modelling processes involving coal and its derivatives have several potential pitfalls. These are outlined in the present paper. The main findings are as follows:•,Coal proximate analysis should not be regarded as absolute; it could vary with several parameters, including heating rate •,For modelling, the use of ultimate analyses should be considered a preferable option to proximate analyses, where, ‘fixed carbon’ and ‘volatiles’ are not defined in terms of chemical composition •,Significant errors could be made if the larger molecules are neglected during calculation of the calorific value (CV) of coal gas (the gas liberated when coal is heated in the absence of oxygen) •,For elemental analyses, the oxygen content (which is calculated by balance) should be checked to ensure it is within the expected range •,For representation of sulphur in coal, double-counting due to SO3 in the ash analysis should be avoided •,Potentially, oxygen in coal could be represented as O2, H2O, CO, or CO2; however, use of some of these species without considering the experimentally determined gross CV results in significant errors in the energy balance. If coal enthalpy is calculated from elemental analyses without correction, representation of coal oxygen as H2O(l) gives reasonable accuracy (up to 6.9% error for a set of South African coals). Coal volatiles could be represented by a complex mixture of compounds, even using different oxygen-containing species than the abovementioned four, provided the enthalpy is corrected •,It is recommended that an ‘enthalpy correction value’ is incorporated in energy balances involving combustion, devolatilization, or conversion of coal and coal derivatives, e.g. coke, char, or tar. That would imply that proximate analysis, elemental analysis, as well as the gross CV would be required for all solid or liquid coal-derived substances being modelled. No other correction due to the form of carbon being different than graphite should be used, as that would imply doublecounting some effects."

The first neutrinos in nature ever detected by man were "caught" in a unique laboratory some 3 km (over 2 miles) underground in one of the world's deepest mine shafts at East Rand Proprietary Mines (ERPM), Boksburg. Only 100 m from where gold is being mined from the rock face a small team of South African and American physicists work on one of the most fascinating and important fundamental research projects that is currently exciting the imagination of the scientific world. Neutrinos are sub-atomic particles just as are protons, neutrons and electrons, but they are unique in that they have neither electric charge nor mass. Cosmic neutrinos travel at the speed of light and penetrate stars and planets. Even a million kilometres of solid lead would not provide a satisfactory shield against them. Stars are believed to "burn" by means of nuclear reactions which produce enormous fluxes of neutrinos. The sun, for example, illuminates the earth with visible light, but also bathes it with neutrinos. After World War II, two American physicists, Profs Frederick Reines and Clyde Cowan, experimenting at a large nuclear reactor, succeeded in obtaining direct evidence of the existence of the laboratory-produced neutrino. It then became very important to establish whether neutrinos also existed in nature. This knowledge would lead to a greater understanding of the forces of nuclear physics, of the behaviour of nuclear particles and, indeed, is also relevant to astrophysics. From the start it was clear that the search for "natural" neutrinos would be difficult. Questions which arose were- * how could they be traced if they were without mass or electric charge? * how could other nuclear particles be screened off? * could these not be wrongly detected, or even prevent accurate detection of neutrinos? Neutrinos were known to be produced along with charged particles, by the reaction of primary cosmic rays with the constituents of the atmosphere. It was also known that when the neutrinos collided with matter, they themselves produced the same type of charged particle which could be detected if the unwanted charged particles from the atmosphere could be screened off. What was needed, therefore, was a laboratory where the particles produced in the atmosphere could be screened out, yet which would receive and detect the particles produced by the neutrons' collision with the matter (solid rock) in the vicinity of the laboratory. This meant that scientists either had to build a laboratory with an enormously thick lead shield for their detection work. . . or they could go as near as possible to the centre of the earth where only charged nuclear particles of the very highest energies could penetrate. ERPM was clearly the most suitable place in the world where so effective a "neutrino trap" could be set. Under more than 3 000 m of solid rock the apparatus for detecting neutrinos is well shielded against unwanted nuclear particles produced in the cosmic radiation which can reach the laboratory only in a steeply vertical trajectory. Other particles are easily stopped by the great thickness of rock. The air-conditioned laboratory is at one end of a 150 m long tunnel, 2,5 m high and wide, blasted from the rock. The electronic recording equipment is housed here, while the rest of the tunnel is filled with the detection system. When a charged particle passes through a detector element, it produces a minute flash of light which is recorded and which triggers a flash-tube array. This then defines the trajectory of the charged particle, which is also recorded on film for analysis. So far 82 neutrinos have been detected, 50 at the present level and 32 at a higher level, and the findings have borne out the physicists' theoretical expectations. In this joint project Profs Reines, J. P. F. Sellschop, Director of the Witwatersrand University's Nuclear Research Unit and M. F. Crouch of the Case-Western Reserve University of Ohio are the Chief Investigators. This unique endeavour has been made possible by financial support from the US Atomic Energy Commission, the University of the Witwatersrand and the Chamber of Mines of South Africa, as well as by the cooperation of the management and men of ERPM.

This paper introduces the Quantified Value-created Process (QVP), a decision-making process for use in mine design and operation. The implementation of the QVP is founded on a ten-step rock engineering design process and a ten-step strategic planning process. The potential of this approach is demonstrated by examples of value created as a result of good research, design, and planning. The QVP is divided into two parts, namely, a ‘planning the process’ section and an ‘implementing the process’ section, and can be considered to be an extension of the risk approach. All costs, direct and indirect, associated with a significant mining decision (design, operational, investment) must be quantified in advance of committing to that decision, to determine the value that will be created in the short, medium, and long terms. Ethical values, associated with health, safety, the environment, public perception, and social aspects, may be difficult to quantify in economic terms, but must nevertheless also be considered. In contrast with a traditional risk approach, the QVP will identify the upside, and allow executives to make more informed strategic decisions. In this context it is essential to actively engage upper management in the decision process.

An account is given of a study on the non-oxidative dissolution in aqueous acidic solutions of nickel sulphides of different stoichiometric composition, in which a rotating ring-disc electrode was used. The rate of dissolution was found to depend on the potential of the sulphide and the nickel-to-sulphur stoichiometric ratio. A maximum rate for the dissolution of nickel from nickel sulphides containing an excess of nickel was recorded at potentials around -0,2 to -O,3V. The rate decreased markedly at more anodic potentials. For nickel-deficient nickel sulphides, the nonoxidative dissolution rate increased with a cathodic shift in potential. Under open-circuit conditions, a nickel sulphide of a composition approximating Ni ,S. reacted most rapidly. The dissolution rate was controlled by either a chemical or an electrochemical reaction at the electrode surface, had an activation energy of between 50 and 65 kJ.mol-1, and was independent of stirring speed.

Raise-boring experiences in the gold mines of the Anglo American Corporation Group by J. W. Wilson M.Sc., M.I.M.M., F.S.A.I.M.M., M.A.I.M.E. and P. C. Graham M.Sc. (Eng.) Gold mining is being carried out at ever-increasing depths in South Africa. For reasons of safety and human comfort, it is becoming imperative for raises to be developed by means other than conventional drilling and blasting. Raise-boring is an attractive alternative method. Initial raise-boring experiences in South African gold mines showed disappointingly high costs due to the abrasivity and difficulty of drilling Witwatersrand quartzites. Consequently, a research and development project was instigated with the objective of making raise-boring an economically viable technique in hard abrasive rock. A Robbins 61R raise-borer was made available to the Research and Development team and a number of raises have been drilled. During these trials two advances in cutter design were tested. This paper presents the results obtained, including drilling costs, and provides details of the equipment used.

Ten Council meetings were held during the year with an average attendance of seventeen and the standing committees held 45 meetings. FINANCE The annual accounts, which are attached to this report, show an excess of expenditure over income of R4,608 compared with R2,124 last year. This deterioration can be attributed largely to two important factors, namely an increase in secretarial fees of RI, 789 and an increase in the loss on the Journal from R2,343 to R3,508. In addition, our contribution to the expenses of the Federation of Societies of Professional Engineers increased by R607 from R549 to R1,156. The increase in secretarial fees is partly due to our increased demand for services and partly to increased salaries. In order to maintain its essential services it has been necessary for the A.S. & T.S. to increase salaries in order to keep pace with commerce and industry. With regard to the Journal, we did not expect immediate dramatic results from the changes that were effected as from the beginning of last year in the arrangements for publication. However, the improvement has been even slower in materialising than we expected. This situation is being watched carefully and we will not hesitate to make further changes if necessary. It became clear early in the year that the financial position was deteriorating and your Council decided that it was essential to meet the situation by raising subscriptions and entrance fees. At the same time it was decided that there are no grounds for a distinction between Town and Country members and that in future the scale for the compounding of subscriptions should be based on anticipated future membership, rather than past membership. These changes have had only a minor effect on the accounts under consideration. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of R132 and the total fund was, therefore, increased by this amount to R4,338. The balance sheet shows that the market value of quoted shares and debentures decreased during the year from R13,059 to R6,567, while accumulated funds now amount to R17,959 compared with R22,567 last year. It will also be noted that we are holding R25,844 on behalf of the Symposium on Opencast Mining. Members of the committee were allocated responsibility for campaigning in sections of industry and for publicising the aims, objectives and advantages of belonging to the Institute.

A simple mineralogical regression model is described, which was devised in order to help the flotation plant cope with rapidly changing headgrades and feed mineralogy. Minerals in the feed were determined by means of quantitative X-ray diffraction and compared with plant performance parameters and flotation reagent consumption rates, using regression analysis. A mineralogical regression model for predicting recovery served to motivate flotation plant personnel and also set standards whereby flotation performance could be measured. The reagent consumption model indicated in which direction any or all of five flotation consumption rates should be altered. All practically measurable parameters, even those showing poor or no correlation, were included in the model, provision being made for the continuous update of a batch of data of 30 lines. Compared with the method of multiple linear regressions, the r2 is poorer at 0,41 (versus 0,50), but the mean standard error of estimate for both methods is identical at ± 6,6 units. The regression model is simpler than the method of multiple linear regressions, and although the accuracy of prediction is not high (41%), the mineralogical regression model proved to be successful in practice. Flotation efficiency, as measured by the mean ratio of head to tails grade, for the 9 month period after the mineralogical regression model was implemented on an hourly basis, improved from 2,8 to 3,2, which is equivalent to an improvement in average flotation recovery of 5% relative.

Calcium minerals such as scheelite, phosphate, apatite are valuable minerals, which have similar flotation properties to the calcium gangue minerals. An additional problem is the fine dispersion and close mineral association of valuable and other minerals. Low polar compounds (non-ionic surfactant), such as fatty iso alcohols, neonol and phosphol, and their combinations with sodium oleate have been studied using flotation of monominerals and ore flotation; ATR IR spectroscopy and TEM for study surface of minerals; UV spectroscopy for control solubility, aggregation and de-aggregation processes. Increase in solubility of fatty acid collectors was confirmed by low soluble (heteropolar) compounds. Oxyethylated esters of phosphoric acid are adsorbed on phosphorite by -O2PO2R2 and on other rock minerals by donation of OH bond. Same effect shows difference of adsorption of fatty iso alcohols on calcite and scheelite. The different forms of adsorption of ionic and nonionic compound on a sparingly-soluble mineral surface creates distinction of the flotation kinetics and technological balance of ore flotation. The results of the separation of flotation of scheelite from calcite depend on the order of pouring into pulp of fatty iso alcohols and oleate, and their ratio in the mixture. Increasing scheelite recovery into rougher scheelite concentrate by 3.6% for both the flotation and sludge classes was obtained. Calcite recovery varied slightly upwards or downwards by 0.8-2.4%. The use of the non-ionic surfactant phosphol in combination with a fatty acid soap allows for obtaining a phosphate concentrate with more than 28% P2O5 content and almost 80% recovery in flotation operation. The susceptibility of experimental low-nickel Cr-Mn-N stainless steels to hot cracking, sensitization, and pitting corrosion in the as-welded condition was investigated. These steels were developed for deep-drawing applications and are similar in composition to type 201 stainless steel. In order to obtain good formability, the rapid rate of work-hardening (characteristic of the 200-series steels) was decreased by the addition of copper. The behaviour of two sets of alloys during fusion welding was investigated: 17Cr-7Mn-4Ni-o.5Cu steels containing 0.001 to 0.27 per cent nitrogen, and 17Cr-7Mn-2Ni-o.1N steels with copper contents varying between 0.01 and 3.11 per cent. Al the steels in these two sets initially solidify as d-ferrite, which transforms partially to austenite during cooling. As the nitrogen level increases, the microstructure of an autogenous-weld metal ranges from large amounts of d -ferrite, martensite, and Widmanstätten austenite, to austenitic structures with small amounts of vermicular d -ferrite. The formation of d -ferrite during solidification and the presence of ferrite retained in the weld metal indicate that the experimental alloys will not be susceptible to hot cracking during welding. Except for the alloy with 0.27 per cent nitrogen, the resistance to pitting corrosion of the experimental steels in the as-welded condition is inferior to that of type 304 stainless steel. None of the experimental steels is susceptible to intergranular attack in the as welded condition. The alloys with 0.19 and 0.27 per cent nitrogen have properties (corrosion and microstructure) similar to those of type 304 stainless steel in the as-welded condition.

"Through the application of the Rietveld method, X-ray diffraction analysis has developed into a fully quantitative method for phase analysis. The Rietveld method itself has progressed from an unstable method that required constant operator intervention to a stable and robust method suited even for routine analysis. The method however, requires a good initial calibration and periodic checks on its precision and accuracy.Several examples from minerals processing, pyrometallurgy, and materials science show the strengths and applicability of the method. The limitations and sources of error are also discussed.1. IntroductionDiffraction of X-rays by matter has been used for more than 80 years, initially to elucidate the structure of crystalline matter, and to investigate the bonding between atoms. The first development of powder diffraction cameras and the later development of X-ray diffractometers saw the development of methods to identify phases and to try to quantify them in mixtures. A comprehensive database and search-match techniques have been developed over the ensuing years. Effective and accurate quantification had to wait for the so-called Rietveld' analysis where the total diffraction pattern is used and where the crystal structure data for the constituent phases are needed as input. Overlapping of diffraction peaks of different phases is handled without difficulty and reliable results can be obtained in spite of this occurrence.The development of methods for structure analysis from powder data has also progressed rapidly and more and more complex structures are being solved from first principles, i.e. without knowledge of unit cell or space group data. Because of the ease of use of the Rietveld method, it is finding increased application in metallurgy, especially in the quantification of phases of importance in minerals processing, in pyrometallurgical processes, and in materials characterization. This study will examine the principles of the Rietveld method, its application in metallurgy, and finally also the common pitfalls that need to be avoided.2. Iron ore pellet feed pressing has been one of the first and most successful applications of High- Pressure Grinding Rolls (HPGR) in the minerals industry. Vale S.A. has been one of the pioneers in this application, currently with six HPGRs in operation in the pelletising plants of the Complexo de Tubarão (Brazil). In spite of the important advances in the technology, risks still exist when scaling-up the process from small-scale information. The present work takes advantage of the recent advances in the mathematical modelling of the HPGR performance, using the population balance model to evaluate the modified Torres and Casali model prediction in iron ore pellet feed pressing for different scales of operation. Results are presented that compare the HPGR performance in different operational scales for iron ore pellet feed pressing, demonstrating the confidence of this model-based approach for scale-up to full-scale HPGRs used in pressing iron ore concentrates. "A recent amendment to Section 36(11)(e) of the Income Tax Act, 53 of 1968 (Tax Act) now extends the allowable deduction of ‘capital expenditure’ incurred by mining companies pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA). In terms of the Taxation Laws Amendment Bill 2016 (TLAB 2016), the allowable deduction has been extended to include expenditure incurred on infrastructure in terms of Social and Labour Plan (SLP) requirements as per the MPRDA. Interestingly, what necessitated the amendment was the need to recognize SLP requirements and to circumvent administrative difficulties for mining companies and the South African Revenue Services (SARS) in differentiating the use of developmental infrastructure by employees or the community. The successful implementation of such a deduction hinges on a sound SLP system. However, given the challenges within the current SLP system, this amendment could be considered somewhat premature. IntroductionSection 36(11) of the Income Tax Act 58 of 1962 (Tax Act) enabled mining companies to deduct certain capital expenditure in lieu of its other sections. In particular, it made provision for mining companies to deduct capital expenditure incurred pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA), but excluding capital expenditure incurred in respect of infrastructure or environmental rehabilitation. As such, mining companies could only deduct such capital expenditure that related directly to their employees and not to the wider community (Clegg, 2018).In terms of the Taxation Laws Amendment Bill 2016 (TLAB, 2016) (South Africa, 2016a), the recent amendment to Section 36 extends the relief provided under section 36(11)(e) to include capital expenditure incurred on infrastructure in terms of the Social and Labour Plan (SLP) requirements of the MPRDA. In other words, the capital expenditure incurred by the mining company for the benefit of the people living in mining communities. To qualify for such a deduction, the infrastructure erected or developed by the mining company should reflect what was agreed between the mining company and the Department of Mineral Resources (DMR) as per the SLP requirements of the MPRDA (TLAB 2016)."

Recent developments in survey techniques and measuring equipment now allow for an accurate assessment of external coating condition and cathodic protection performance. These developments build on 20 years of experience of using Direct Current Voltage Gradient (DCVG) and Close Interval Potential Survey (CIPS) methods. The techniques use the latest advances in measurement systems coupled to a bespoke data processing system. The paper describes tests and trial surveys carried out on a hydrocarbon transmission pipeline in West Africa during 2005. The survey works described and conclusions drawn are from the data collected. Of particular interest are the apparent capacitance effects which are thought to occur under disbonded coating and the characteristics that these may show on the integrated CIPS and recorded DCVG profiles. This paper was originally presented at the Cefracor conference in Aix, France, in June 2006 The pipeline was originally installed on a phased basis between 1989 and 1994. The external coatings were three layer polyethylene factory coating and shrink sleeve field joint coating. An impressed current cathodic protection system was installed. The pipeline has subsequently been affected by disbondment of the coatings. It was a primary objective of the trials to attempt to identify such affected areas. In addition to a technically detailed account of the survey works undertaken and the results obtained the authors will consider the practical and commercial aspects of these surveys with input that provides a perspective from the specifier, pipeline surveyor, pipeline operations personnel and the pipeline owner. It is intended that the data presented will provide greater awareness of the benefits and limitations of the techniques used and their role for both stand-alone interpretation and the integration of the survey information with other inspection methods used for external corrosion assessment. The application of the described techniques is well developed and proven to locate and characterise through?coating defects and to provide a full audit of cathodic protection status. However, the possibility of the techniques being able to indicate disbonded coating is unproven and further tests and trials are planned which may allow a greater understanding of the electrical characteristics which are believed to be associated with disbonded coatings which may or may not be filled with an electrolyte. Further work is currently planned in West Africa, South Africa and Scotland in order to improve the understanding of this technique and to determine if the reported indications do actually represent a method of locating disbonded coatings. Applied geophysical methods such as the surface seismic method have been applied for many years and in many places, mainly for oil exploration and to a lesser extent for mineral deposits? exploration in sedimentary basins. The seismic method fundamental is based on the variations of acoustic impedance in a layered earth model and such variations at each main geological interface create reflected waves that are processed and imaged in order to output a clear picture of the subsurface structure. The geology of South Africa was historically, and even until recently, considered as unfit for seismic exploration and the mines were always reluctant to spend any portions of their exploration budgets on these techniques. Hard rocks and high P-waves velocities were creating quite a hopeless model for any mine geologist or geophysicist (if any), unsuitable for the proper use of seismic waves to image their subsurface problems. Boreholes were considered the only reliable tool to derive a geological image of the mine structural features and were linked sometimes with surface methods such as aero-magnetism. The obvious flaw of this methodology was the inability to derive a continuous image from a discrete set of measurement points. Surface 3D seismic is the tool that gives a reliable solution from the initial model extracted from the boreholes, as even the aero-magnetism mapping gives a flat image, unable to show any depth correlation from well to well. The first 3D surface seismic surveys were recorded in the early Nineties only for the gold mines of the Witwatersrand, after a series of serious new shaft sinking failures. The wrong geological locations of these shafts resulted in financial loss of several hundred million rands. The era of3D seismic just started in South Africa and till 1997, all seismic done in the country was for gold exploration with geological target depths close to the oil exploration average depth of investigation. A very important breakthrough was reached when the depth accuracy of the seismic image was tested in real scale as the stopes were surveyed. An error of amplitude of 20 m was usual when true depth was compared with the seismic image predicted depth and shape. This accuracy, completely unknown in oil exploration, started to gain supporters of seismic methods in the mining community but the cash problems and the concentration/disappearance of gold mines in the late Nineties, led to the belief that seismic would be just a very short exploration activity for the mining sector. ort exploration activity for the mining sector. But starting in 1998 with Impala, a tremendous and continuous 3D surface seismic activity occurred in the platinum mining sector. The seismic world got used to new terms such a Merensky and UG2, which have replaced the VCR and black reef. If the primary expectation of platinum surface 3D seismic was to determine and ascertain new shaft locations, as for the gold mines, the quality of seismic data led the mine geologists to require smaller and smaller imaging of geological objects. In addition to the main structural image, small faults, potholes, and shear zone were common expectations of platinum seismic. In a constant velocity environment, what saved the day was the sharp density contrast between the PGM reef and the embedding geology. A good contrast of impedance exists in the whole Bushveld and is sufficient to have enough reflected waves from the PGM main layers to build a high quality seismic image of the subsurface. Recent advances in technology have led in less than 10years to major improvements in the seismic acquisition by using high frequency vibrating seismic sources, but also in processing and interpretation. With these latest improvements, seismic can detect objects of 7.5 m size, either fault throws, flexures, etc. The PGM formations of the Eastern limb of the Bushveld Complex are now accessible for seismic imaging, with cost per square kilometre comparable to the borehole cost of the same surface unit. The economically acceptable seismic surveys can be used for UG2 structural imaging up to a depth of 210 m below surface. Linked with borehole information, 3D seismic today offers a wide range of information for mine development: structural imaging, small fault detection, pothole and shear zone identification. All users of 3D seismic have also used this technique as a tool in the process to qualify their mineral reserves and especially from the category ?inferred? to the category ?measured?. Junior mining companies, in the feasibility stage of their projects, are also quite eager to use seismic as a reserve certification tool, when they present financial statements to future potential investors. The current high demand on platinum, pushes the seismic towards new technologies to be implemented in order to improve the final image. Using surface and borehole seismic together or acquiring seismic surveys with multi-component receivers have been just introduced in South Africa. In less than 10 years, surface seismic by adapting its methods to the special case of the Bushveld, became a mandatory step in mine development and ore resources evaluation. As part of the ?seismic? world we are proud to be a major player the ?surge? of platinum exploration and production in these last years and we will certainly increase our synergy with the mine sectors in the exciting coming years.
