"Investment in diamond exploration has been declining over the past decade, in spite of positive long-term industry fundamentals and a growing interest in diamonds as an investment category. The lack of new significant discoveries in recent years has eroded investor confidence, yet no new discoveries are possible without investment in exploration. Junior ‘mine finders’ have been the hardest hit. Their agility, tenacity, and appetite for risk are not sufficient to attract the funding required, even at the greenfield stage. Developing new discoveries into mineral resources can be crippling without solid financial support. Junior incubators could play a crucial role, especially at the project evaluation stage – but where are they? Alternatives to traditional funding mechanisms have become available, many still untested in the junior diamond exploration space. Valuable lessons can be drawn from the past and used to inform emerging new strategies. IntroductionDiamonds are the ultimate expression of love. Their ancient and timeless allure continues to influence consumer emotions and behaviours across continents, cultures and age groups. Analysts are predicting a sustained supplydemand shortfall in the years ahead which will trend diamond prices generally upwards. With positive long-term industry fundamentals, one cannot help but wonder why funding for diamond exploration and development projects is so scarce.Investment in exploration across commodities – including diamonds – has been declining for a number of years, reaching a historic eleven-year low early in 2017. The lack of major diamond discoveries in recent years has done little to strengthen the case for investing in diamond projects, yet no new discoveries can be made without investment in exploration.Global estimates of known carats in the ground stand currently at 2.5 billion carats, which equates to around 18 years of production at current levels of 140 million carats (mct) per annum. Sustainable replenishment of depleting diamond resources is possible only through the development of new discoveries. This is what junior explorers are best at – but they need investors to fund their evaluation activities from early in the project development continuum."

Computer control of flotation at the Ecstall concentrator By M. P. AMSDEN, C. CHAPMAN, and M. G. READING Ecstall Mining Limited, a subsidiary of Texas Gulf Sulphur Company, operates the Kidd Creek Mine, a 10000 tons per day base metal producer, near Timmins, Ontario. Two different types of ore are mined and milled: copper-zinc and silver-lead-zinc. At the highly automated Ecstall concentrator the ores are processed by selective flotation in three individual circuits. One of the most important metallurgical tools for process control is a sample system incorporating continuous on-stream X-ray analysis. Recently this system was automated further by the addition of computer control of reagents for two copper-zinc flotation circuits. The computer programs, utilizing optimum seeking methods and smelter contract terms, have increased copper recovery by 1,1 per cent, zinc recovery by 1,4 per cent, and have reduced reagent costs by 16 per cent. Although not expected, copper and zinc concentrate grades were improved slightly as well.

Certain degrees of safety, economic, and financial risk are implicit in any mining operation. At Thabazimbi Mine, slope stability was one of the major sources of risk, largely due to data uncertainties. Consequently, a risk-based approach in slope design was followed. On 6 June 2015, a slope failure occurred in Thabazimbi Mine’s Kumba pit, involving approximately 65 million tonnes of rock failing into the pit and the valley below. Although the failed mass moved rapidly and resulted in a run-out distance of approximately 900 m, controls had been put in place to successfully evacuate all personnel. Risk assessment during the onset of failure supported the decision to not compromise the safety of personnel in any way, leading to unavoidable equipment loss. This contribution presents the failure as a case study in the context of a risk-based approach to slope design as well as the importance of implementing geotechnical controls to effectively manage slope instability risk. Furthermore, a comprehensive back-analysis was performed, on a fully constrained 3D model, utilising 3DEC software, to gain insights into the failure mechanism. In conclusion, lessons from the Thabazimbi slope failure are valuable as they demonstrate the importance of following a risk-based approach in slope design to effectively manage safety and financial risk in open pit mines.

TALK The Chairman invited Mr A. Paschalides to deliver his talk on 'Controlled blasting in stopes and new explosives developments'. The presentation proved to be of great interest to the meeting and lively discussion followed the talk. Mr N. A. Honnet proposed a vote of thanks to Mr Paschalides on behalf of all members of the O.F.S. Branch. CLOSURE The Chairman thanked Mr Paschalides for his talk and all present for their attendance, and as this was the last meeting for 1970 he wished all members a Merry Christmas and a Happy New Year. During the processing of iron ores, a large quantity of low-grade tailings containing abundant iron values in fine particle size range is produced. Due to the increasing demand in the high-grade ores for metallurgical operations and the stringent environmental conditions imposed on mining activity, it is essential to utilise the waste tailing pond slimes. Recovery of iron values from these tailing ponds not only enhances the life of the existing operating mines, but also enables achievement of a sustainable process. Iron ore tailing/slime (-150 μm) is produced after scrubbing and wet screening of a low-grade iron ore. Tailing beneficiation of iron ore has been addressed either by flotation or wet high intensity high gradient separation. The present paper aims to recover iron values from discarded slime containing assay ~56% Fe, ~6.5% SiO2, and ~7.0% Al2O3 from the Noamundi processing plant by using a high gradient magnetic separator (HGMS). In this process, tailings are effectively processed with a vertical pulsating high gradient magnetic separator to produce a relatively high-grade iron concentrate. The results of investigation indicate that this novel process is capable of producing an iron concentrate assaying ~ 60% Fe and ~3.25% alumina with a yield of ~55 % on weight basis and recover > 65 % iron bearing particles from the tailings. More importantly, the corresponding tailing contained ~45% Fe. It was concluded that this novel process may be effectively used to recover iron values from low-grade hematite tailings. Projects or project-orientated approaches have become a common form of work in nearly all sectors of economies. This has led to concepts such as ‘projectified’ and ‘project orientated’ organizations. By defining projectification of a company, industry, or economy as the share of project work in total work, one can reasonably determine the impact that project management, and by default projectification, has had on that company, industry, or economy in terms of staff optimization and allocation. This paper presents the results for such a projectification study of the South African mining industry. This sector has long been a significant contributor to the country’s economy from a gross value added (GVA) and employment point of view. Understanding the impact of projectification and the project management way of work on this industry may potentially add significant value to both the mining and project management knowledge areas. We show that although the mining industry is considered by some to operate in archaic ways, the level of projectification has increased over time, and now represents approximately one third of all work conducted.

The demand for stainless steel is ever-increasing. As an essential element in stainless steel-making process, so is the demand of chromite concentrate. At the same time, the industry proven technologies for beneficiation of chromite are limited. Chromite is only crushed, screened and jigged to produce a concentrate. However, for ultrafine and low-grade material, no satisfactory beneficiation methods for the enrichment of chromite fines exist in industrial operation. This poses a clear challenge for the industry, which Primetals Technologies has addressed with the development of a new beneficiation process. The aim of this process was to enrich low grade chromite tailings to a quality suitable for the smelting process. Required concentrate grades are different over the world, concentrate grades of Cr2O3=40% and lower are found at the Bushveld Complex, South Africa. The target for the present study was a Cr2O3-grade in the area of 49%. Three different chromite tailings with Cr2O3 grades between 16 % and 29 % were part of a study, executed by Primetals Technologies. All three tailing materials were characterised by Mineral Liberation Analysis (MLA). Based on the physical, chemical and mineralogical findings, process flowsheets were developed. The process flowsheets included grinding to ensure a full liberation of the chromite. The liberated material was classified at a cut size of 63 μm to a coarse and fine fraction. Gravity separation and flotation processes were tested with the coarse particle fraction. Due to the limitations of gravity separation with fine particles, only the flotation process is suitable and was tested with the fine fraction < 63 μm. A Design of Experiment (DoE) with six factors, each three levels, was conducted to identify optimal parameters for the fine chromite flotation. Two different collectors were tested: a phosphoric acid ester and a fatty acid type collector. In small scale test work a chromite concentration suitable for the smelting process was achieved. On this basis Primetals Technologies will develop a pilot-scale test program to research recirculation effects and upscale potential of the process. Feasibility studies of the on-stream analysis of lead in mineral slurries by S. K. KAWATRA. P. Eng. (Canada). Ph.D. (Australia). M.Sc. (India) (Visitor) Instruments for the measurement of lead in mineral slurries by the use of isotopes can be based on the absorption of Iow-energy gamma rays, backscattering of beta particles, or X-ray fluorescence. The merits of each method are discussed, and the reasons for the selection of the beta-backscattering technique are given. A system using this technique has been designed, constructed, and tested on samples of concentrates from an industrial concentrator.

"TiCl4 slurry containing valuable metals is an unavoidable by-product of the titanium ore chlorination process. The recovery of these valuable metals, which include titanium, niobium, tantalum, and aluminum, is an urgent issue to tackle in the titanium industry. The results of this investigation show that the valuable metallic elements can be recovered from the slurry by evaporation in a sealed container and leaching with dilute hydrochloric acid. After evaporation at 200°C for 60 minutes, nearly 99% of the titanium was recovered in the form of TiCl4, which was formed by the reaction of the TiO2 in the slurry with AlCl3. After evaporation, metals like niobium, aluminum, and tantalum remained in the residue. By leaching with 2.1 mol/L HCl at a L/S ratio of 6:1 mL/g at 80°C for 60 minutes, the soluble metals, such as aluminum, iron, and copper were all removed from the residue, and the niobium and tantalum were further enriched in the leach residue. A concentrate containing 53.40 wt% Nb and 5.57 wt% Ta was obtained by washing the leach residue with dilute aqueous ammonia under stirring. A potential waste water purifying agent containing 263.75 g/L AlCl3 was produced by purifying the leaching solution with Al(OH)3 and modified polyacrylamide. IntrodutionTitanium tetrachloride (TiCl4) is an important intermediate in titanium metallurgy that is widely used in the production of titania and titanium sponge (Akhtar, Xiong, and Pratsinis, 1991). In conventional titanium metallurgical processes, high-titanium materials such as synthetic rutile and high-titanium slag are reacted with chlorine to produce TiCl4 in a fluidized-bed furnace. Accompanying elements, such as Al, Nb, and Fe also react with chlorine to form chlorides, which are mixed with gaseous TiCl4 (Anderson, 1917). In the condensation process, gaseous TiCl4 is refrigerated and high-boiling-point chlorides are precipitated in the liquid TiCl4 to form a slurry containing 50~60 wt% TiCl4 (Wang, Xiang, and Wang, 2012).Various methods have been proposed to recover TiCl4 from the slurry, including microwave heating and spray drying (Wang, Xiang, and Wang, 2012, Wang et al., 2010a). To date, the only way to recover the TiCl4 is to return the slurry to the fluidized-bed furnace. However, this causes fluctuations in the temperature in the furnace, resulting in incomplete reaction between titanium-rich materials and chlorine. Therefore, the slurry is often rinsed with water and neutralized by adding lime, which caused serious environmental pollution and wastes a valuable resource (Roy, Bhatt, and Rajagopal, 2003)."

In this study, the efficacy of Providencia vermicola KUBT-1 in the leaching and beneficiation of Agbaja iron ore was evaluated under varying conditions of temperature, ore particle size, and pH. Agbaja iron ore is a Nigerian low-grade ore containing about 43%–52% iron and a high amount of gangue materials, including phosphorus (1.4%–2.0%) and sulphur (0.12%). The study was organised in triplicate in shake flasks with 48 samples. One millilitre of washed cells of Providencia vermicola KUBT-1 suspended in normal saline at 0.5 McFarland standard (108 cells ml-1) was introduced into each flask containing 50 g of sterilised ore in 100 ml of bioleaching medium, and the samples incubated at room temperature for eight weeks. The levels of upgraded iron, mobilised sulphur, and phosphorus were determined by atomic absorption and ultraviolet spectrophotometric analyses, respectively. Results showed that a particle size of 0.8 mm was optimal for iron upgrading and sulphur mobilisation while 1.0 mm ore size was optimal for phosphorus mobilisation. Up to 89.60% of the iron was upgraded while phosphorus and sulphur were mobilised, leaving residual values of 0.223% and 0.02%, in the ore, respectively. The organism produced best beneficiation results at a pH of 2.5 and a temperature of 3ºC. Correlation analysis with the Pearson’s correlation model showed a positive correlation between iron upgrading and sulphur-phosphorus removal (r =1.000, and r =0.967), respectively. These results present Providencia vermicola KUBT-1 as a promising candidate for large scale leaching and beneficiation of Agbaja iron ore.

The point load index is a simple, fast, and inexpensive method for determining rock strength and can be applied both in the field and in the laboratory. There are, however, some disadvantages and limitations to the method, and the test results can be affected by the person carrying out the test, the rock characteristics, or the test device. In this study we describe an investigation into how the point load index value is affected by the shape of the conical platens used in the test. Point load index tests were carried out using different devices fitted with conical platens of different spherical radii, and on a modified device which circumvented the limitations/disadvantages. It was seen that the point load index value increased as the platen radius increased, as expected. In the case of testing using non-standard conical platens, an equation is proposed to normalize the point load index value with respect to the standard spherical radius value.

"The Kamoa-Kakula copper project—a joint venture between Ivanhoe Mines, Zijin Mining Group Co. Ltd, and the government of the Democratic Republic of Congo—has been independently ranked as the world's largest undeveloped high-grade copper discovery by international mining consultant Wood Mackenzie. It is a very large, near-surface stratiform copper deposit with adjacent prospective exploration areas within the Central African Copperbelt, approximately 25 km west of the town of Kolwezi and about 270 km west of the provincial capital of Lubumbashi. A phased development approach is currently envisaged. The first phase of the project involves the development of a 6 Mt/a underground mine and surface processing complex (dual stream concentrator) at the Kakula deposit, a discovery announced in early 2016. The second phase involves an integrated 12 Mt/a two-stage development, beginning with initial production from the Kakula mine, to be followed by a subsequent, separate underground mining operation at the nearby Kansoko mine, along with the construction of a smelter. Project description and locationThe Kamoa–Kakula project comprises a newly discovered, very large stratiform copper deposit with adjacent prospective exploration areas, located within the Central African Copperbelt in Lualaba Province, Democratic Republic of Congo (DRC). The Kamoa–Kakula project lies approximately 25 km west of the town of Kolwezi and about 270 km west of Lubumbashi. Ivanhoe owns a 49.5% share interest in Kamoa Holding, an Ivanhoe subsidiary that currently owns 80% of the project. Zijin Mining owns a 49.5% share interest in Kamoa Holding, which it acquired from Ivanhoe in December 2015 for an aggregate cash consideration of US$412 million. The remaining 1% interest in Kamoa Holding is held by privately-owned Crystal River.The Kamoa–Kakula project consists of the Kamoa exploitation licences (exploitation permits 12873, 13025, and 13026, which cover an area of 397.4 km2) and one exploration licence (exploration permit 703 covering an area of 12.74 km2). The Kamoa exploitation licences, approved 20 August 2012, grant Kamoa Copper the right to explore for, develop, and exploit copper and other minerals, for an initial 30-year term, expiring on 19 August 2042. The permits can then be extended for 15-year periods until the end of the mine’s life."

Creatine was used as a lixiviant for gold dissolution from gold ore. The effects of creatine concentration, temperature, leach time, and pH were examined for their influence on extent of gold dissolution. The results show that at a temperature of 75°C and pH 11.5, gold dissolution increased from 51% to 88% on increasing creatine concentration from 25 to 50 g/t. Further increase in creatine concentration showed a negative effect on the gold dissolution. Gold dissolution increased from 47% to 87% by increasing the temperature from 25°C to 55°C, and from 61% to 89% by increasing pH from 10 to 11.5. Under the optimum conditions of solids’ content of 30%, pH 11.5, creatine concentration of 100 g/t, temperature of 75°C, and hydrogen peroxide addition of 2%, about 90% of the gold could be dissolved from the ore after 24 h. A comparison between creatine and cyanide leaching showed that 90% gold dissolution was achieved at a cyanide concentration of 300 g/t, which is three times higher than the creatine concentration under optimal conditions.

Anglo American Kumba Iron Ore (Kumba) continues to implement technologies focussed on improving safety and productivity; this forms part of the groups FutureSmart Mining initiative. The paper provides insights into the implementation of three technology solutions that improves the productivity of heavy mining equipment (HME). Enhancements to the short term mine planning (STMP) process, the effective use of a fleet management system (FMS) and the deployment of drones or Remotely Piloted Aircraft Systems (RPAS) are discussed. The implementation of these and other technologies contributed to a 13% and 22% increase in the overall equipment efficiency (OEE) of the primary HME at Kumba’s Sishen and Kolomela mines respectively. Four key success factors (KSF) are highlighted namely that Kumba’s technology implementation drive is a key enabler to the company’s strategy, has a strong focus on value-add, is underpinned by a holistic and integrated implementation approach and is people-centric.

Your Council, however, is aware that there are still people in our mining and metallurgical industries, who could qualify for membership, but who have not yet joined the Institute. A drive to increase membership was accordingly organised, and members of Council were given the responsibility for campaigning in sections of industry, and for publicising the objectives and advantages of belonging to the Institute. Up to now there has not been much reaction to this campaign, but I hope we will see results in the coming year. At the same time, Council has recognised the need for change in the conduct of the Institute&apos;s affairs in order to meet the changing needs of our membership. Our members, both mining and metallurgical, are in the first place, geographically more widely dispersed than they used to be, and secondly, with the growth of the metallurgical industry, their technical interests are now more diversified. I wish to welcome the new members to the Institute and to congratulate those members who have been transferred to a higher grade.&apos; ANNUAL REPORTOFTHE COUNCILAND ACCOUNTS FOR THE YEAR ENDED 30th JUNE, 1970 The President: &apos;I now have pleasure in presenting to you, the Annual Report and Statement of Accounts for the year ended June, 1970. These have been handed to you this afternoon and, as is customary, I propose they be taken as read. Before moving their adoption, however, I would like to refer to some of the salient features, leaving as is usual, the task of dealing with the finances, to our Honorary Treasurer. It is encouraging that membership has continued to grow, and now stands at 1,613, an increase of 61 over last year&apos;s total. Your Council, however, is aware that there are still people in our mining and metallurgical industries, who could qualify for membership, but who have not yet joined the Institute. A drive to increase membership was accordingly organised, and members of Council were given the responsibility for campaigning in sections of industry, and for publicising the objectives and advantages of belonging to the Institute. Up to now there has not been much reaction to this campaign, but I hope we will see results in the coming year. At the same time, Council has recognised the need for change in the conduct of the Institute&apos;s affairs in order to meet the changing needs of our membership. Our members, both mining and metallurgical, are in the first place, geographically more widely dispersed than they used to be, and secondly, with the growth of the metallurgical industry, their technical interests are now more diversified. A new copper-molybdenum flotation technology developed for a certain coppermolybdenum ore is introduced. We achieved copper-molybdenum bulk flotation in lowalkali conditions. Locked-circuit test results showed that the bulk concentrate contained 21.05% Cu and 1.10% Mo, with copper recovery of 87.37% and molybdenum recovery of 77.07%. For the copper–molybdenum separation process of the bulk concentrate, we use a new depressant, BK511, to replace the traditional sodium hydrosulfide. We achieved copper–molybdenum separation through one rougher, nine cleaner, and two scavenger processes. The results of locked-circuit tests showed that the molybdenum concentrate contained 46.19% Mo and 0.75% Cu, with molybdenum recovery of 93.80%; the copper concentrate contained 21.50% Cu and 0.069% Mo, with copper recovery of 99.92%. This new technology overcomes disadvantages of using large amounts of lime, sodium hydrosulfide, and other reagents in traditional copper–molybdenum flotation.

Thin spray-on liners (TSLs) have been used as sealants and rock support in tunnels for over 25 years. Laboratory tests have indicated satisfactory properties that can provide adequate strength, adhesion, toughness, and elasticity as part of rock support systems in mining excavations. These characteristics are, however, not always demonstrated in practice, when mine environmental conditions do not correspond with laboratory environmental conditions. The shortcomings of TSLs experienced in the mining industry have raised concerns, resulting in scepticism from some operators regarding their utilization. The research described in this paper aims to investigate TSL performance in environmental conditions similar to those experienced in mines. Brazilian indirect tensile (BIT) specimens were prepared from precast shotcrete and coated with TSLs. The specimens were then exposed to different environmental conditions for up to 112 days before BIT testing under various conditions: laboratory room temperature and humidity; saturated room temperature; and combined saturated and high temperature (50°C). Additional uncoated shotcrete and TSL BIT specimens were prepared for comparison purposes. The results of the BIT tests showed that environmental conditions have a significant influence on the tensile strength enhancement of shotcrete by TSLs. Water-based TSLs are most likely to be suitable for high humidity environments, although their performance decreases at higher temperatures. Numerical modelling of TSL-coated BIT samples confirms the potential limitations of designing TSL support based only on laboratory testing carried out under room conditions.

"The Mine, Health and Safety Act No. 29 of 1996, as amended, embodies worker self-regulation to advance health and safety in the workplace. An important provision for this is the Right to Refuse Dangerous Work (RRDW). This paper explores worker perspectives about the implementation of RRDW on South African mines against a backdrop of revised guidance in the sector: ‘Guideline for a Mandatory Code of Practice on the Right to Refuse Dangerous Work And Leave Dangerous Working Places’, gazetted in February 2016 by the Department of Mineral Resources (DMR). A mixed methods study conducted at mines (n = 14) included a survey of workers (n = 293), focus groups (n = 6) and in-depth interviews (n = 16). Workers reported a high level of awareness, a positive attitude, and experience of the formal RRDW. However constraints to the formal RRDW meant that informal worker resistance to dangerous work was commonplace. Evidence of informal non-confrontational consultation, cooperation, and collaboration in the event of a dangerous workplace also emerged between workers, and supervisors. The research underscores the importance of the RRDW and worker health and safety representatives to mine health and safety. The revised guidance addresses RRDW implementation gaps, but of concern is the potential partiality towards management interests. IntroductionEnsuring that mineworkers act on their duties and responsibilities for health and safety remains a concern across the globe. Article 13 of the International Labour Organization (ILO) Convention Safety and Health in Mines (176 of 1995) entrenched the Right to Refuse Dangerous Work (RRDW) as an important mechanism through which workers act in the best interests of their own occupational health and safety (OHS) and is considered a cornerstone of worker self-regulation (ILO, 1995). Countries ratifying Convention 176 are under obligation to make this right available to workers through OHS legislation that frames the circumstances, procedure, and protection of workers from discrimination in the event of a formal work refusal. The Convention has been ratified by 31 countries, with South Africa becoming a signatory in June 2000 (ILO, 2000). Worldwide studies show that workers use this right with caution (Hilgert, 2013) and cases associated with work refusal are rarely presented in court (Gunningham, 2007; Cooper, 2013). Rather, in cases of formal notification of a work refusal, issues arising out of this are addressed either in the immediate workplace or through the site OHS system and/or at industrial tribunals or similar mechanisms (Harcourt and Harcourt, 2000)."
