This paper presents a technique for representing and analyzing random motions and hazardous events in a computer simulated three-dimensional workplace, providing machine designers and safety analysts with a new technique to evaluate ways to reduce operator-machine interaction hazards. Technical data in this paper is based upon a project striving to reduce workers' risks from being hit by underground mining machinery in a confined space. By simulating motions of an operator's random behavior and a machine's appendage, researchers can accurately identify hazards, and use that information to form safe designs for mining equipment appendage velocity. Validating the model provided improvements in the operator's optimal viewing area, work task- starting positions, and operator's motions for a more accurate random behavior. Preliminary simulation results provided (1) an interesting approach to research data gathering in that there was no need for live subjects and test sites and costs associated with experiments become insignificant and (2) that the model was versatile by showing it was capable of accurately mimicking the range collision forces versus speed, operators' size, and risk behaviors found in actual industrial situations and showed (I) that response time significantly affects the number of collisions experienced by the virtual subject and (2) that analysts must be discerning with the model and not read more From the databases than what the simulation model was designed to deliver. This paper summarizes fly rock and blast area security fatalities from 1989 to 1999 and examines the causative factors. Coal and nonmetal mining used about 43 billion pounds of explosives and blasting agents between1989 to 1999. A majority of this consumption was used at surface mines. Accident data indicates that fly rock and lack of blast area security were the primary causes of blasting related injuries in surface mining. Fatal injuries due to lack of blast area security were attributed to: failure to clear blast area; failure to follow instructions; inadequate guarding; inadequate blasting shelter; and unsafe location. Seven fatalities due to fly rock and lack of blast area security were reported in surface coal mines and six in nonmetal mines. Out of these, two fatalities (one each in coal and nonmetal mines) occurred outside the mine property. In the coal mining sector, two fatalities were attributed to fly rock, and five to lack of blast area security. In the nonmetal mining sector, three fatalities were attributed to fly rock, and three to lack of blast area security. Preventive measures include: ensuring that all personnel have evacuated the blast area during shot firing; using adequate blasting shelters for employees whose presence is required in the blast area; controlling and monitoring all entrances to the blast area; ensuring that the blast is properly designed, drilled, and loaded; and emphasizing education and training to enhance skill levels for implementation of engineering control techniques.

THIS CHAPTER of the Minerals Yearbook (Volume III) contains overall employment and injury experience for coal mines-bituminous, lignite, and anthracite; coke, petroleum and natural gas; and peat and slag plants; metal and nonmetal mines; sand and gravel operations; stone quarries; metallurgical plants, including metal mills and smelters; and nonmetal mills for 1959. Volume I of the yearbook contains injury experience and employment data in the metal, non-metal, sand and gravel, slag, and quarrying industries, and the milling operations and related plants. Volume II contains the injury experience and employment data in the fuel industries--coal, coke, petroleum and natural gas, and peat. Surveys conducted by the Bureau of Mines were the source of injury and employment data used to compile the tables and furnish information for the accompanying text. Response to the surveys was voluntary except that for coal mines. The Coal Mine Safety Act requires operators of coal mines to furnish the information requested.

The National Institute for Occupational Safety and Health (NIOSH) has recognized that Noise-Induced Hearing Loss (NIHL) is the most common occupational illness in the United States. The use of heavy equipment, the drilling of rock, and the confined work environment are some of the factors that contribute to high levels of noise exposure to workers in the mining industry. Every day 80% of the nation’s miners go to work in an environment where the time weighted average (TWA) exceeds 85 dBA. Moreover, 25% of the miners are exposed to a TWA noise level that exceeds 90 dBA, the Permissible Exposure Limit (PEL). Furthermore, a NIOSH analysis of a large sample of audiograms showed that at age 50 approximately 90% of coal miners and 49% of metal/non-metal miners have a hearing impairment. By contrast, only 10% of the non-occupational-noise exposed population has a hearing impairment at age 50 (Franks, 1997) (Stephenson, 1998). Simply stated, the majority of miners have a hearing loss by the time they retire. While NIHL is the most common occupational disease in this country, this problem is especially acute among workers in the mining industry. There are several barriers to reducing NIHL in the mining industry. These include: gaps in knowledge of noise dose/source relationships, the unavailability of effective noise controls, and needs for worker education and worker empowerment. A related issue is the difficulty of communication in noisy workplaces by both hearing impaired and normal hearing workers. The Pittsburgh Research Laboratory (PRL) at NIOSH has strategically developed a hearing loss prevention program for overcoming these respective barriers in an attempt to reduce NIHL in the mining industry. This paper provides an overview of the research program being conducted at the PRL.

GLOSSARY Acid- and toxic-forming materials. Rock or coal layers containing significant amounts of pyrite or other minerals which, if exposed by coal mining, will cause acid or toxic drainage to occur when acted upon by air and water. Add mine drainage. Any water with a pH less s than 6.0 draining from a coal mine. Water is often orange-colored because of the presence of oxidized iron. Adit. An underground mine entry at sites where coal seams are exposed at ground level. Apple core. A complete hilltop (360°) left exposed by not backfilling the highwall. Approximate original contour. The surface configuration achieved by backfilling and grading the mined area so that be reclaimed land closely resembles the general pre-mining surface configuration and blends into and complements the drainage pattern of the surrounding terrain. Area mining. A surface mining method that is carried on in level to gently rolling topography on relatively large tracts of land. Active area mine pits may be several miles long. Arid and semiarid regions. Lands, generally west t of We 100% meridian, where water use by native vegetation equals or exceeds that supplied by natural precipitation, and rainfall is insufficient to support agriculture. Annual precipitation is normally 20 inches or less. Auger mining. A mining technique often used by surface mine operators when the overburden becomes too for the coal to be mined economically using traditional surface mining methods. Large-diameter (usually 2'-4') horizontal holes are drilled as much as 300 feet into We vertical Me of the coal bed by an auger. Like a bit used for boring holes in wood, coal augers consist of a cutting head with a screw-like extension. As the auger turns, the head breaks up the coal and the screw carries it back into a conveyor that loads it directly into a truck. Backfilling. The operation of refilling an excavation using material removed during the mining process. Bench. The level or flat working area at the base of the highwall that is excavated between the exposed coal seam and the original surface of the ground. Bucket wheel excavator. A continuous-digging machine that uses a rotating vertical wheel with buckets for large-scale stripping and excavating. Cessation Order. Order to cease mining issued to a coal operator by the regulatory authority due to severity of violations, Contemporaneous reclamation. Restoration of mined land that occurs as soon as practical after coal removal. Contour mining. A mining method commonly used in eastern mountainous topography where coal is removed in a narrow strip around the hillside. The extent of the cut into the hillside is determined by the depth of overburden at the highwall compared with the thickness of the coal seam. Daylighting. A term used to describe a surface mining procedure that exposes abandoned underground coal mine workings to enable removal of the remaining coal. Daylighting is followed by land reclamation. Dragline. An excavating machine, usually used in large, flat areas, that drags a bucket (which holds up to 220 cubic yards of material) toward the machine by cables, loads it with spoil, and then hoists it wit a boom up to 350 feet long, allowing the machine to excavate wide benches by depositing the spoil hundreds of feet away from the highwall. Grading. The process of smoothing the disturbed areas of the mine site, after the coal is removed, to closely approximate the pre¬mining terrain. Haul road. Any road constructed, improved, maintained, or used by mine operators and located within the permit area. Head-of-hollow fill. See "valley rill." Highwall. The cliff-like excavated face of exposed overburden and coal in a surface mine. Hydroseeding. Planting of seed mixed in a water medium. Water, mulch, lime, fertilizer, and seed are blended and sprayed onto regarded soil.

Reduce permanent hearing losses to bulldozer operators. Approach Two types of noise control packages have been developed, that can be readily fabricated and installed into bulldozers by mine personnel. How It Works Both of the noise control packages reduce the noise exposure of the operator by two techniques, blocking the noise paths or absorbing the sound before it reaches the operator. Workers who perform routine welding tasks are potentially exposed to fume that may contain manganese. Manganese may cause respiratory problems and is implicated in causing the occurrence of Parkinson-like symptoms. In this study, a field colorimetric method for extracting and measuring manganese in welding fume was developed. The method uses ultrasonic extraction with an acidic hydrogen peroxide solution to extract welding fume collected on polyvinyl chloride filters. Commercially available pre-packaged reagents are used to produce a colored solution, created by a reaction of manganese(II) with 1-(2-pyridylazo)-2-naphthol. Absorbance measurements are then made using a portable spectrophotometer. The method detection limit and limit of quantification (LOQ) were 5.2 mg filter-1 and 17 mg filter-1, respectively, with a dynamic range up to 400 mg filter-1. When the results are above the LOQ for the colorimetric method, the manganese masses are equivalent to those measured by the International Organization for Standardization Method 15202-2, which employs a strong acid digestion and analysis using inductively coupled plasma-optical emission spectrometry.

A major focus of ground control research presently being conducted by the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) is to incorporate weak rock masses (such as are associated with operations in the Carlin Trend in Nevada) into existing design relationships. The original database that led to most of the empirical design relationships presently employed in hard-rock mining was derived from fair-to-good-quality rock. In this study, the relationship between weak rock quality and opening design (non-entry/entry methods) is being investigated. The common factor in all mines is a weak back or wall. This work attempts to provide tools that will enable a mine operator to make economic decisions that will also ensure a safe working environment. The optimum situation in sealing the soil with latex would be to locate the sealant at the depth where natural permeability is lowest, and to narrow distribution of the latex to a film. To ascertain how closely we were achieving these objectives it was necessary to devise a method to measure the concentration of latex in soil. A number of methods were explored and two were used in actual field tests. SBR latex tagged with c14 was prepared and used to determine the distribution of polymer in the soil. The latex was made by copolymerizing a mixture of radioactive and normal styrene with butadiene in bottles by conventional methods. Average particle size was 600 Å. Diluted aliquots had 1.40 microcuries radioactivity per gram of latex. Tagged latex was mixed with soil in a range of proportions from 0.01 to 0.25% by weight to develop a calibration curve. Analyses of soil in the laboratory and from the field were determined by comparison with this master curve. Styrene-containing polymers have a characteristic peak at 700 cm-1 but crosslinked SBR is not soluble in solvents normally used in infra-red spectroscopy, e.g., carbon disulfide. We developed a method for solubilizing the crosslinked polymer by stirring overnight at room temperature a soil sample in chloroform with t-butyl hydroperoxide and osmium tetroxide. The filtered chloroform residue was dried to constant weight, thoroughly mixed and pressed into a KBr pellet, and concentration was determined by measuring the absorption at 700 cm-1. To reduce operator exposure to drilling noise from roof bolting machines. Background Noise-induced hearing loss (NIHL) is a prevalent occupational illness in the United States. Studies indicate that 70%?90% of miners have NIHL significant enough to be classified as a hearing disability. Mine Safety and Health Administration studies indicated that roof bolting machine operators are among those overexposed to noise. Field studies support the premise that, on average, drilling is the loudest noise source to which a roof bolting machine operator is typically exposed and contributes greatly to the operator?s noise exposure. The National Institute for Occupational Safety and Health (NIOSH) has further determined that the drill steel and chuck radiate a significant amount of noise during drilling. To address this noise hazard, NIOSH developed a collapsible drill steel enclosure (CDSE) to encapsulate the drill steel during the drilling portion of the roof bolting machine duty cycle. In addition, NIOSH is collaborating with J. H. Fletcher & Co. in the continued development of a CDSE.

"It is evident that the incidence of coal worker's pneumoconiosis (CWP) or black lung disease varies in different coal producing regions of the United States. Many people have hypothesized about the reasons for the differing occurrences. Because underground coal mining involves many mining methods under changing geological conditions, several factors may be involved in contracting CWP such as: the amount of quartz in the respirable dust, the trace elements in the respirable dust, the rank of the coal that produced the respirable dust (bituminous, anthracite), the amount and size of respirable dust, etc.Recognizing the uniqueness of underground coal mining and CWP, research investigations involving seam characteristics, mining system and worker position are being conducted in the center to establish standard procedures for characterizing some coal properties that may be involved in workers contracting CWP. This has been accomplished by the in-mine sampling of airborne dust at various worker locations and mining system configuration and by performing laboratory analyses of mined material (coal and rock) taken from the mines. (FIGURE 49 and 50)The investigations includes a method of classifying coal seams according to their potential to generate respirable dust. It includes statistical analyses of the size and locational variations of the elemental compositions of respirable coal mine dust in operating underground mines from seams located in the eastern, midwestern, and western United States, and is currently completing research which is investigating the relationship between the elemental compositions of respirable dust sampled near a continuous-mining machine and a laboratory-produced respirable dust."

Ecuador's real gross domestic product (GDP) increased 6% in 1976 despite persistent shortages of electrical power and essential fuels, which caused factory slow-downs and shutdowns. Petroleum export earnings, which made up more than 50% of total export value in 19716, totaled $565 million, a 9% increase over those of 1975. A new 60,000-barrel-per-day oil refinery at Esmeraldas was scheduled to go on- stream in mid- 1 97 7, operating entirely on Ecuadorean crude. Corpración Estatal Petró1era Ecualtoriana (CEPE) started construction of a 600-kilometer network of product pipelines which was scheduled to be completed in 1977 to coincide with the completion of the refinery.

There is outlined below the essential facts brought out in an investigation into the causes for emulsion difficulties as experienced at many water gas plants . The investigation was conducted under a cooperative agreement between the University of Illinois Engineering Experiment Station , the Illinois State Geological Survey , and the U. S. Bureau of Mines . Funds of the Illinois Gas Association were used to defray a part of the costs . Active assistance was rendered by the Peoples Gas Light and Coke Company , of Chicago , who furnished a laboratory at Chicago for conducting the experiments , and loaned the services of Mr. E. A. Thiele to help with the laboratory work . A full report on the results of this work will be published by the Bureau of Mines later but it is believed desirable to bring the principal results now to the attention of the industry . In almost every gas plant where carbureted water gas is made , some difficulty is experienced , at one time or another , in separating the tar fran the water that condenses from the gas . The fact that annoyance from this source is ever present in some plants , and seldom present in others , leads to the belief that certain operating variables have considerable to do with the formation of difficulty separable tarwater emulsions . Accordingly , when samples of tar were collected for laboratory study , the operating conditions and methods were simultaneously observed and recorded.

" Oil shale contains little or no oil as such , but it contains an organic material from which oil may be produced by destructive distillation" . This statement , or others conveying the same meaning, appears in many popular and techni cal articles on oil shale . It is based on the belief that the ordinary solvents of petroleum have but little action on the organic substances contained in oil- yielding shales , although on distillation these same shales may yield upwards of 50 gallons of crude shale oil per ton . A 50 - gallon shale thus yields by distillation 18.73 per cent of its weight as oil ( assuming the specific gravity of the oil to be 0.900 ) , although only a relatively small part of this can be recovered by extraction with such solvents as chloroform , carbon tetrachloride , and the like . In the course of certain experiments designed to determine the solubilities of different shales after they had begun to yield oil by distillation , it was found desirable to determine the quantity dissolved from certain unheated shales by various solvents , at or near the boiling points of these solvents . The method used and results obtained are presented below. These experiments were made in connection with the oil - shale investigations being conducted by the U. S. Bureau of Mines , in cooperation with the States of Colorado and Utah .

During 1999, there were six fatalities in surface mines involving haulage equipment colliding with a smaller vehicle or person, or backing over the edge of a dump point. All of these fatalities can be attributed to the extensive blind areas around large haulage equipment. Researchers at NIOSH are investigating various technologies that can be used to monitor these blind areas and provide information on nearby obstacles to an operator. So far, the technologies listed below have been tested on dump trucks used in surface mining. The selection of these systems was based on their ability to handle the tough environmental conditions found in mining operations and how well they detected obstacles out to 40 or 50 feet beyond the rear of large dump trucks. Some of the manufacturers of available collision warning and camera systems are also listed.

From time to time the Bureau of Mines has received requests from persons who wish to destroy unwanted explosives, and although the information that follows has been accumulated from sources considered reliable,4/ the. Bureau of Mines assumes no responsibility for accidents that may result from following the suggestions offered. Explosives to be destroyed may be fresh material from damaged packages, usable material for which there is no further need, or material that has deteriorated either from natural aging or from improper storage to the point where it is unfit for use.

This Bureau of Mines review focuses on the extent to which technologically and economically feasible programs in substitution, improved processing practices, including recycling, and design can achieve conservation of cobalt, chromium, manganese, and platinum-group metals, and thus reduce U.S. vulnerability to interruptions of supply. In addition, supply-side options--domestic and foreign resources, ocean minerals, and stockpiles--are identified. The report consolidates four major studies on these strategic and critical minerals sponsored entirely or partially by the Bureau in the last few years. These studies have been updated with further information from the recent literature.
