"The Bureau of Mines for a number of years has conducted experiments at its experimental mine near Bruceton, Pennsylvania, on the explosibility of coal dust, with particular reference to dust explosions in coal mines, and the knowledge so rained may well be applied to the handling of coal dust at industrial plants and elsewhere.Powdered coal is coming into use more and more as a fuel, and the dangers incident to its use should be recognized and guarded against, as a number of accidents have occurred in recent years due to ignorance of this danger or to carelessness.Within the past three years two very serious accidents, under almost identical circumstances, have occurred on the surface at two different coal mines in Southeastern Iowa, due in each case to the sudden ignition of a cloud of fine coal dust.The first accident resulted in the burning of six men, three of them fatally; the second burned eleven; three men died as a result of their burns.The mines in the Southeastern part of Iowa, where these two disasters occurred, are operating in a thin coal bed averaging about three feet in thickness, and are worked on the long-wall advancing system similar to that of Northern Illinois.The miners in this section are paid on a screened coal basis; in other words, receive no pay for the fine coal. As a result they use forks in loading the coal into the mine cars, and naturally a considerable quantity of coal is left along the roadways. Subsequently this fine coal, together with the roof rock that is taken down to give sufficient height on the roadways, is loaded into cars and dumped in piles on the surface. This roof rock is a block, oily shale and the contribution of fine coal and oil shale gives ample combustible material to thoroughly burn the rock as it is dumped."

Provide ear protection which allows normal, unaltered hearing at low noise levels, yet protects the wearer from excessive noise. The Approach: A commercial earmuff with integral speakers has been adapted with a special amplifier so that low sound levels are not affected, but higher noise levels automatically reduced. How It Works: The discriminating earmuff developed by the Bureau of Mines has two modes of operation. In the first mode, where input sound levels are less than or equal to 83 decibels, the wearer will perceive noise at its actual level. For inputs in excess of 83 decibels, the second mode of operation begins and the sound perceived by the wearer is progressively attenuated, or reduced, as the input level is increased. A recognizable difference still exists between two adjacent sound levels enabling the wearer to differentiate between them.

Data from the Mine Safety and Health Administration (MSHA) indicate that a total of 44,015 employees worked in underground mining locations in 2003, corresponding to 44,778 full-time equivalent (FTE) workers. • Ninety percent of underground employees (n = 39,735) were mine operator employees. • Contractors comprised 10% of all underground mining employees (n = 4,280) and comprised only 5.8% of all underground FTEs. • The majority of underground employees worked for coal operators (73.0%; n = 32,130).

When two pieces of heavy equipment interact, jolting and jarring can occur. During haulage truck loading for example, there is a chance that the operator of one or both pieces of the equipment will experience jolting and jarring. Additionally, a jolt can occur when an off highway equipment operator drives over a road defect or inadvertently strikes a berm. Aside from the operators, there is seldom anyone else that witnesses the interaction and can accurately describe the extent of the jolting. This makes it difficult for health and safety managers to address jolting and jarring. The devices and software described in this paper constitute a method for installing “black boxes” called Shox Boxes onboard equipment that already have a GPS system onboard. The resulting configuration provides an objective assessment of jolting and a chance to determine the root causes of it. The Shox Box system reviews data in real time, onboard the vehicles, 24 hrs a day, and sends pertinent information via radio to a central database. The data generated shows whether jolts are above or below a supervisor defined target value for the equipment and the tasks being performed. This allows health and safety personnel to demonstrate safe operation of heavy equipment and recommend proactive actions to maintain jolting within a reasonable range.

MINE PROTOTYPE The prototype chosen for application demonstration is from Kingery (1960). The mine and the ventilation plan is presented in Figure 11. A new coal mine is projected with entrance by slope 1,500 feet long. Nine train entries will be standard for development, five as intake and four as return. One return shaft is planned near the slope bottom. The slope will have an area of 150 square feet and a perimeter of 55 feet. The return shaft will be circular with a diameter of 18 feet and will be 500 feet deep. Two hundred feet of the shaft and 500 feet of the slope will be concrete lined. Will it be possible to operate five units per shift with amount of air at each unit not less than 25,000 cfm? Additionally, a shop at the slope bottom will require 10,000 cfm. The problem is completely worked out using standard ventilation formulas and simple manual calculations in the above reference and is reproduced here in Appendix II for ready reference. APPLICATION In this manual, four different applications of the PSU/MVS are outlined. An article by Stefanko et al (1972), outlines how one can move from a mine map to a network for the generation of computer input. Attention is drawn to Figure 12, which is the network line diagram of the mine ventilation system in Figure 11. Note that every roadway junction has been numbered. In December's marketing of 99.5 percent aluminum ingot, domestic producer pricing remained at 53$ per pound, while dealer quoting rose from 47.5¢ to 48.5¢. BORON Domestic production of boron minerals and chemicals reached an all-time high in 1977--1.4 million short tons valued at $236 million. Combined sales of the three California producers topped the 1976 level by 15 percent in quantity and 28 percent in value, a consequence of healthy demand in the glass and insulation industries. Unprecedented demand for boric acid as a flame retardant for cellulosic insulation stimulated producers to utilize fully all available capacity, thereby achieving a record output of 158,000 tons. One company increased output from its existing boric acid facilities and initiated production at another plant that historically had produced only sodium borates. A second company achieved a previously planned 25 percent plant expansion.

The standard heats of formation (?Hf°) of holmium trichloride and terbium trichloride were measured by solution calorimetry. Heats of solution of holmium and terbium metals and their anhydrous chlorides were measured in 4.360 molal HCI at 298.15° K. From these measurements ?Hf° for HoC13 (c) was calculated as -240,290 ±1,700 cal/mo1e, and ?Hf° for TbC13 (c) was calculated as -238,330 ±1,500 cal/mole at 298.15° K.

"Soon after the armistice, an investigation was conducted by the writer on the use of liquid oxygen for explosive purposes in Germany, so far as the conditions of such investigation wore permitted at the time. The results of this inquiry were published in Technical Paper 243, entitled ""Development of Liquid Oxygen Explosives during the War.""Recently, through the courtesy of Dr. C. L. Parsons, former chief chemist of the Bureau, who was visiting Germany, and Mr. Chester L. Benson, of the American Expeditionary Forces in Germany, data was obtained from the Deutsche Oxhydric A. G., Surth near Cologne, (one of the principal manufacturers of liquid oxygen installation) concerning the number of plants which bad been installed in Germany during the period following the armistice. "The Generic Mineral Technology Center on Respirable Dust was established in August 1983, at the request of the Bureau of Mines, to conduct research that affords ""...each miner the opportunity to work underground during the period of (his/her) adult working life without incurring any disability from pneumoconiosis or any other occupational disease"". The Center consists of the Mining and Mineral Resources Research Institutes (MRI) of The Pennsylvania State University (PSU) and West Virginia University (WVU) in association with the MRIs of the Massachusetts Institute of Technology (MIT) and the University of Minnesota (UMN). (FIGURE 34) Michigan Technological University (MTU) is also affiliated with the Center in the area of diesel particulates.The Center brings together experts concerned with particles causing potentially disabling or fatal diseases including pneumoconiosis (""black-lung""), silicosis, and asbestosis. The latter is of deep concern not just to workers in the mineral sector of the economy but also to the general populace. The primary goal of the Center is to reduce the incidence and severity of respirable dust disease through advancing fundamental understanding of all aspects of respirable dust associated with mining and milling, and the interaction of dust and lungs. The research program of the Generic Mineral Technology Center explores these scientific, engineering or medical concerns with the objective of refining existing strategies and developing new respirable dust control techniquesand technology that are consistent with the fundamental dust-lung interaction processes that lead to mine worker disability. Data on health-related illnesses and disease in the mining industry are scarce, and information on rates and costs is not readily available. Substantial amounts of research are being directed to addressing these issues, including work at the National Institute for Occupational Safety and Health’s (NIOSH) mining health and safety laboratories in Spokane and Pitts-burgh. This paper briefly discusses the current status of some miner health-related issues, including those involving coal dust, silica dust, diesel particulate matter, asbestos, noise, lead, welding fumes, and skin disorders, as well as research and other activities aimed at protecting miners from occupational illnesses and disease.

C. 7 Emergency Rescue Hoists There is a need, especially in mine development areas, for portable, on-call, man-rated equipment capable of lifting men through several hundred feet. Wire rope climbing equipment as shown in Figure 37 appears particularly suited to this need. It is portable, weighing approximately 100 lbs. , is currently man-rated for numerous above ground applications and can be electric or air powered. Commercial units currently have a lifting capacity of 1000 lbs. , and can be fitted with bosun' s chairs. Lifting speeds are in the 20-30 FPM range and the equipment is not depth limited. In a situation where miners are unable to climb to the top of a shaft this equipment could rapidly be anchored to the top of the shaft and lowered to them by hand. Since the self contained unit is controlled by the person travelling in the shaft he would be able to negotiate shaft obstruction himself. This would not be possible with other forms of easily deployed free-hanging equipment. The quantitative determination of salt in petroleum ins generally divided into two steps - (1) extraction of salt from the oil and (2) accurate measurement of the extracted salt. This paper presents a method used by the Bureau of Mines for quantitatively extracting the water-soluble chloride salts4/ from petroleum and discusses important details attendant on the success of the method. Among these details are homogeneity in the dispersion of salt crystals, emulsified brine and other impurities in the oil sample, complete solution of the salt, and total extraction and titration of all the aqueous phase. Recently, the chlorides of sodium, calcium, and. magnesium produced with and present in various oils have developed growing problems of salt deposition and corrosion in the petroleum industry. Therefore, a technical study of various emulsions and salts that accompany petroleum is being made by the Bureau of Mines in cooperation with the State of Oklahoma. One report (5)5 reviewing the literature pertinent to the study has been published.

"The prevalence of accidents in the coal-mining industry has prompted a study of the workmen's compensation laws of the various States and the statistics of accident costs, for the purpose of explaining to operators how the compensation laws are regulated and to show the cost of accidents.The subject of compensation laws and accident costs is by no means new, but the prevalence of coal-mine accidents would indicate that the mine operator in general is not thoroughly conversant with their importance. Unquestionably, compensation laws are a large factor in promoting accident prevention, and it is believed that a greater measure of success would be accomplished in preventing accidents if all mine operators were fully aware of their important bearing on the cost of production.Many operators seem to be indifferent to accident occurrence; possibly they do not real¬ize the seriousness of the accident hazards that exist in their mines, even after the hazards are brought to their attention. There is no question that material financial advantages are to be gained by the prevention of accidents and it would appear that when these advantages are thoroughly understood, operators would be anxious to eliminate, insofar as is feasible, conditions likely to cause accidents.The unsettled state of the mineral industry and the irregular operation of mines during the past several years has probably been an important factor in influencing the apparently indifferent attitude of the operator. The chaotic conditions in the mining industry and especially in coal mining are unquestionably a factor that tends to increase accidents, just as mine idleness increases roof hazards and results in deterioration in mechanical, electrical, and haulage equipment, and promotes disorganization of the personnel. During such times greater efforts should be exerted toward the prevention of accidents because of these increased hazards and of the financial advantages brought about by the various savings to be effected when mine accidents are held to a minimum.This report on accidents in the coal mines of Pennsylvania was made possible largely through the cooperation of William J. Maguire, director, Bureau of Statistics, Pennsylvania Department of Labor and Industry, and Rush N. Hosier, superintendent, Coal Mine Section, Pennsylvania Compensation Rating and Inspection Bureau, who made available their records and extended much assistance and numerous courtesies during this study."

The Idol zinc prospect, formerly known as the Comstock, was examined by Harold B. Ewoldt, a Bureau of Mines' engineer, accompanied by Deane F. Kent of the United States Geological Survey on July 22, 1943. Previous to that time, the Geological Survey had contoured and studied the area. As a part of the war minerals program, further investigation of the area was recommended. The Dalton property, a mile and a half northeast of the Idol property, was examined during the progress of the work at the Idol, and it was decided to include this property also in the project. From February 7, 1944, to May 16, 1944, six holes totaling 2,739 feet were diamond-drilled on the Idol property and eight holes totaling 1,850 feet were diamond-drilled, and three pits channel sampled on the Dalton property. The drilling showed sphalerite to be sparsely distributed through a 100 foot thickness of the Kingsport member of the Knox dolomite.

Increase the safety of operators of front-end loaders by providing a means of monitoring the machine's stability. Approach Through a research contract, the Bureau of Mines developed a front-end loader stability indicator which provides the machine operator with a reliable, easily interpreted display assessing the stability of the machine. How It Works Statistics show that front-end loader accidents are the largest single category of machinery-related accidents in the surface mining industry. Many of the fatalities resulting from these accidents occur when front-end loaders rollover and either crush the operator who is trapped within the cab or strike the operator who is trying to jump to safety. Although rollover protective structures (ROPS) are required by law on front-end loaders to protect operators in the case of a rollover, these do not prevent the actual rollover from occurring. In fact, the operator has no way of evaluating the stability of the machine except by using personal judgment. The Bureau of Mines responded to this problem by developing a front-end loader stability indicator whose primary function is to Indicate to the operator when the machine is approaching an unstable situation which may trigger a rollover. The device bases Its interpretation on measurement of the normal loads on the machine's wheels. Strain gage instrumentation located on the machine is used to monitor the magnitude and change of forces acting normal to the front-end loader's wheels. These forces are direct indicators of the machine's center of gravity relative to its position on the ground. The strain gages are connected to electronic circuitry which amplifies and processes the signals. Stability or instability of the loader is relayed to the operator through a display of green, amber and red lights.

Experiments were conducted to determine the optical scattering properties of diesel particulate matter (DPM) and various combustion aerosols from both flaming and smoldering combustion sources at discrete angles of 151 and 301 in the forward direction and at a light source wave length of 635 nm using a simple light scattering module. In addition to the scattering data, simultaneous measurements were made of the total aerosol mass concentration; light extinction at an average wave length of 546nm; and the response of a common bipolar ion chamber typical of residential smoke detectors modified to allow the aerosols to flow through the chamber. The results of these experiments indicate, for DPM and combustion aerosols, the intensities per unit mass concentration depend not only upon whether the aerosolis DPM or combustion aerosol but also upon the type of combustion aerosol. The results also indicate that the ion chamber responses are greatest for DPM, followed by the response to flaming combustion aerosols (FCA)and lowest for smoldering combustion aerosols (SCA). For light scattering, the greatest intensities are found for SCA, followed by the intensities from FCA, and lowest for DPM. This report describes the experiments, their results, and the use of these results to developed sign criteria for early warning fire sensor capable of the rapid and reliable detection of fires in atmospheres that may or may not be contaminated by the products produced from diesel engines. © 2002 Elsevier Science Ltd. This report describes an inexpensive triaxial equipment for testing 2-1 / 8- , 4- , and 5-5 / 8 - inch - diameter rock cylinders subjected to loading conditions comparable to those encountered in underground mining . Only minimal specimen preparation is required . The maximum axial load that can be applied is 250,000 lb , which corresponds to an axial stress of 70,000 psi for the 2-1 /8- inch- diameter specimen . The maximum radial pressure that can be applied is the same for each specimen diameter ; namely , 10,000 psi . The mechanical parts in this equipment are relatively easy to machine and fabricate . The cost of all parts , including the 250,000- lb hydraulic press but not including labor costs , was approximately $ 1,000 .
