The Interior Department's Bureau of Mines is the Federal Government's primary research arm in the mineral and fossil-fuel fields. In accordance with its Organic Act of 1910, the Bureau's responsibilities have been reinforced since the passage of the Federal Metal and Nonmetallic Mine Safety Act of 1966, the Federal Coal Mine Health and Safety Act of 1969, and the Mining and Minerals Policy Act of 1970. The 1966 and 1969 acts deal specifically with the development of safe working conditions and a healthful working environment for those engaged in the mining industry, while the third sets the national policy as follows: " ... to foster and encourage private enterprise in (l) the development of economically sound and stable domestic mining, minerals, metal, and mineral reclamation industries; (2) the orderly and economic development of domestic mineral resources, reserves, and reclamation of metals and minerals to help assure satisfaction of industrial security, and environmental needs; (3) mining, mineral, and metallurgical research, including the use and recycling of scrap to promote the wise and efficient use of our natural and reclaimable mineral resources, and (4) the study and development of [ ]

The 1965 Lignite Symposium, the fourth in a series and the third sponsored by the University of North Dakota and the Bureau of Mines, was held at Bismarck, N. Dak., on April 29-30, 1963. Them 7 symposia provide a forum for those interested in the technology and utilization of solid fuels, especially lignitic coals. As part of the meeting, a 200-mile field trip was taken including inspection of (1) the 200-megawatt, pulverized Lignite-fired Leland Olds plant of Basin Electric Power Cooperative, under construction near Stanton, N. Dak.; (2) the site of the Glenharold mine of the. Truax-Traer Goal Co., Division of Consolidation Coal Co., where a wheel excavator was being assembled; (3) the operating Beulah mine of Knife River Coal Mining Co., subsidiary of Montana-Dakota Utilities Co., near Beulah, N. Dak.; and (4) the 400-megawatt, hydro-electric Garrison Dam powerplant, near Garrison, N. Dak.

The performance of an adiabatic calorimeter for measuring heats of oxidation of coal is assessed and suggestions made for its improvement and calibration. The use of magnetic analysers for measuring small oxygen deficiencies in air is described and three different methods of measuring the output for such a meter are characterised. The occurrence of spontaneous heating in an 800 tonne heap of Wyoming coal is briefly described. The major part of the report deals with the oxidation of Pittsburgh seam and Wyoming subbituminous coal and describes an experiment in which 1 tonne of Wyoming coal is stored in a 5 metre long insulated container whilst air was passed through. Temperature rises, rates of oxygen absorption and gas compositions of the air stream were measured. The report relates the results of these-experiments to a theory of spontaneous heating developed by Stott and Quan which stresses the importance of the moisture content of the coal and the relationship between the heat necessary to evaporate this water to the heat available from coal oxidation. The work was carried out over a five month period and the emphasis is on demonstrating the effects of moisture transfer and confirming the theory of Stott and Quan.

This report reviews the regulatory environment as it pertains to tailings management and disposal from mining operations, excluding coal and placer gold operations, in the state of Alaska. It is based on the EPA's staff position on an effective program to regulate mining wastes as presented in the May, 1990 Strawman II document, The unique conditions which occur in parts of the state, including a fragile environment, high seismicity and permafrost, are identified. The special waste management practices which are necessitated by these conditions are delineated. The report provides a detailed outline of the current technologies that are suitable for designing, constructing, operating and closing a railings disposal facility to meet environmental protection objectives. Cost implications to the mining industry of potential regulatory actions, such as the degree of groundwater protection are examined.

Under the first phase of this contract as reported in the Phase I report it was determined that certain types of commercially available molded case breakers are capable of interrupting mine dc power supplies of nominally 300 volts or 600 volts rating. These circuit breakers incorporate conventional overcurrent trip units but also can be operated by means of low power signals fed to a shunt trip coil. Further development in the Phase I program produced a means whereby a discriminating circuit breaker detector unit could sense the presence of illegitimate loads on the dc electrical system and cause the circuit breaker to trip. The detector unit operated by detecting the presence of 3000 Hz currents which were generated in the illegitimate loads by means of a 12 volt, 3000 Hz signal applied to the dc system. Further development of the program has continued in Phase II with the aim of verifying the practicability of the complete discriminating circuit breaker concept and developing other types of equipments required to implement a system. These other equipments include electronic means for raising the apparent impedance of high power legitimate loads and static filters for smaller loads. The results of laboratory work and limited underground tests have been successful. This report describes the system and the tests that have been conducted on the various equipments that comprise the complete Discriminating Circuit Breaker Concept.

Three-dimensional velocity tomograms were generated to image the stress redistribution around an underground coal longwall panel to produce a better understanding of the mechanisms that lead to ground failure, especially rockbursts. Mining-induced microseismic events provided passive sources for the three-dimensional velocity tomography. Surface-mounted geophones monitored microseismic activity for 18 days. Eighteen tomograms were generated and high-velocity regions correlated with high abutment stresses predicted by numerical modeling. Additionally, the high-velocity regions were observed to redistribute as the longwall face retreated, indicating that velocity tomography may be an appropriate technology for monitoring stress redistribution in underground mines.

Inadequate engineering design criteria for coal refuse embankments has allowed hazardous impoundment structures in coal mining areas to be created. A necessary first step to develop adequate design criteria is the determina¬tion of basic, respresentative physical property data on the materials that constitute typical refuse embankments. An extensive field and laboratory program was undertaken by the Federal Bureau of Mines. Much physical property data was generated. Additonal petrographic analysis and large scale triaxial compression testing was performed by others. The data presented here should aid in establishing design parameters for coal refuse embankments

One area of study in the Coal Mine Injury Analysis project was to illustrate and enhance the ability of mine safety management personnel to apply analytical techniques to injury experience data and to justify requests for funds for safety enhancement actions on a cost/benefit and other quantitative basis. Four volumes of this final project report detail (1) the objectives and scope of the mine safety management research, (2) the results of literature review, and case studies, and (3) models developed for mine safety management. The four volumes are titled as Volume III: Mine Safety Management, Volume IV: Analytical Techniques for Mine Safety Management; Volume V: Mine Safety Management Case Studies and Volume IX: Training Cost Model. In this volume, the quantitative procedures that have been developed for the mine-specific analyses of accident/injury experience data are presented and their applications are demonstrated in a summary form through case study examples. The quantitative procedures will aid mine safety management personnel to develop focused accident prevention strategies including training, as well as to justify the investment in such proactive programs through cost-benefit analyses.

(l)The direct economic costs to this nation resulting from a decision to embargo South African strategic and critical minerals imports are estimated at $1.85 billion per year.2,3 About 94 percent of these estimated costs are for two platinum-group metals (PGM's), platinum and rhodium. The estimated costs of a 5-year embargo beginning in 1988 for the strategic and critical minerals analyzed are presented in Table 1.4 (2)There are sufficient alternative world sources to South Africa for manganese, chromium, palladium, titanium, and vanadium to meet U.S. industrial demand in the event of an embargo. (3)Alternative world sources to South Africa for platinum and rhodium cannot meet U.S. industrial demand. Non-South African world supply sources can meet about 40 percent of domestic platinum consumption requirements and 50 percent of rhodium requirements. (4)As a result of the increase in prices for platinum and rhodium during the embargo, expansion of domestic platinum-group metals mining and secondary production is expected. During a five year embargo, domestic primary and secondary production expand and together satisfy about one-third of U.S. platinum requirements, one-third of U.S. rhodium requirements, and over one-half of domestic palladium requirements.

"INTRODUCTION During the recent war attention was directed to prevent the destruction of American industries by sabotage. By Executive order of Lay 19, 1942, the Bureau of Mines was required to conduct investigations and make recommendations that would prevent loss of production of essential war minerals. The Health and Safety Branch of the Bureau of Lines was able to extend its activities with minimum loss of time to include security surveys of the important mineral facilities in the United States.A Mineral Production Security Division was established in the Health and Safety Branch with funds appropriated for that purpose by Congress in April 1942. From July 1942 to July 1945 engineers of this division, under the direction of D. Harrington, Chief, Health and Safety Branch, and J. J. Forbes, Chief, Mineral Production and Security Division, conducted investigations of 1,560 metallic and nonmetallic mines and associated facilities in accordance with the requirements of the Executive order.PURPOSEAn analysis of losses in the production of minerals shows that failure or destruction of equipment either from deliberate or accidental causes produces essentially the same result. Maximum production is insured by the prevention of subversive activities, fires, and industrial accidents."

This U.S. Bureau of Mines report describes the development of a yielding steel post for underground mine support. The report covers concept development, laboratory tests, modifications, and field evaluations. The objective of this work was to develop a stiff support member capable both of supporting high loads and yielding when excessive amounts of mine entry closure were present. The 6-to 7-ft steel post was designed to yield nearly 2 ft while maintaining a 45-ton (force) load. The post is a three-piece unit consisting of top and bottom telescoping legs and a separate foot bracket. It develops its load-carrying characteristics when the lower pipe, with an attached interference ring, is forced into the larger top pipe. Laboratory tests were used to determine critical loads and post performance for various post lengths. Field tests showed that the posts could perform in actual mining conditions. The post has the ability to provide support in highly yielding ground and also, because of its slender profile, enhance ventilation and provide more area for travelways and escapeways. The design is simple enough to allow for fabrication at most mine shop facilities.

Electrical power generation was studied in a laboratory-scale, open-cycle vortex MHD generator, which offers several advantages over straight-channel generators that require separate combustors. Compactness, lower capital cost, and high-energy release are obtained by combining the combustor and generator into one unit in the vortex generator. In addition, the vortex generator uses a simple solenoid rather than the more complex and expensive saddle magnet required for straight channel generators. Although the vortex generator must utilize combustion gases with a low Hall coefficient in order to be efficient in direct comparison to the linear generator, the primary motivation for this experimental device in terms of ultimate objective was to investigate the vortex generator with applications to direct coal firing and with combustion taking place in specially designed expansion nozzles. The vortex device offers one decided advantage over the linear device in this regard because slag deposits do not degrade or short-circuit the coaxial electrodes as is the case for a linear machine. The experimental vortex generator consists of a modified cyclone burner 7 ½ in ID by 21 in long, with the inner wall used as one electrode together with a coaxial center electrode. Power was obtained by impressing an axial field of 3,000 G from an air core solenoid magnet. Tests were conducted by seeding natural gas seeded with potassium acetate and burning with preheated oxygen-enriched air. Power generation was lower than calculated because theoretical plasma velocities were not achieved.

This study was conducted to determine the effects of a machine-mounted scrubber and water sprays on face methane levels. Testing was conducted in the NIOSH ventilation test gallery which was designed to simulate a full-scale mine entry. In the test entry, a model mining machine, equipped with water sprays and a simulated dust scrubber, was located at the face of a 20-ft box cut. Blowing ventilation was provided using a curtain with a 40-ft setback distance. Methane released from a pipe manifold located inby the mining machine was monitored at six locations that were 1 ft outby the pipe manifold. Tests were first conducted to evaluate the effects of using sprays and scrubber separately on face methane levels. Additional tests were conducted to determine how a scrubber used with various water spray systems would affect face methane levels. The use of either sprays or scrubber reduced face methane levels significantly. The combined use of sprays with the scrubber further reduced face methane levels a small amount. Primarily the sprays affected methane levels by changing airflow distribution close to the face.

"INTRODUCTION The U. S. Bureau of Mines in 1930 and 1931 made a study of the properties and characteristics of liquid-oxygen explosives (L.O.X.) at the request of one of the largest users, in order to determine and eliminate the hazards attending its use.This report deals with the examination of absorbents for L.O.X. to (1) determine their most desirable and most undesirable characteristics, (2) to find ways and means of desensitizing absorbents to mechanical shock, and (3) to determine the effect that such desensitization of absorbents has on the explosive Characteristics of L.O.X.ABSORBENT MATERIALS The absorbent used in driving the Simplon Tunnel, the earliest project in which L.O.X. was used, was composed of crude petroleum, soot, and kieselguhr. During the World War, powdered cork, soot, sawdust, powdered straw, or other similar powdered materials were mentioned in the German military instructions for use of ""liquid air"" explosives. At that time the common types of absorbent, materials were compounded ones containing the above ingredients as well as kieselguhr, paraffin, gas oils, charcoal, bituminous coal, etc.Kuryla and Clevenger4 investigated absorbents of the above type and made the following statement concerning them:"

"INTRODUCTION In a previous reports results were given of a manhole investigation carried out over a period from June,- 1929, to July, 1930, in cooperation with the Edison Electric Illuminating Co. of Boston, Mass., to determine the general hazards of combustible gases and vapors in manholes and other underground openings owned by this company. Considerable time was spent in this initial investigation in developing a suitable detector for determining the range of explosibility of the gases found in manholes. About 17,000 tests have been made with the detector since the investigation was started and its utility has been verified and its accuracy checked, by having complete analyses made of such samples that showed combustibles present equal to or above 25 per cent of the lower explosive limit, and those found deficient in oxygen.The initial investigation made in 1929 and 1930 demonstrated that the detection, control, and elimination of combustible hazards in manholes can best be obtained by a close cooperation of the interested parties through a systematic and continuous inspection of manholes, under proper supervision.COOPERATIVE INVESTIGATI0N DURING 1931The investigation carried out during the year 1931 has been along lines similar to that conducted during 1929 and 1930. In the present investigation the Edison Electric Illuminating Cc. of Boston and the Boston Consolidated Gas Co., have cooperated with the Bureau of lanes. The Boston Consolidated Gas Co. serves a major part of the territory under discussion with gas, but the tests covered the Edison territory irrespective of the gam company furnishing manufactured gas. A test crew consisting of two men, one an employee of the Consolidated Gas Co. and one an employee of the Edison Electric Illuminating Co., has been continuously employed during the year in the testing of games in manholes served by the Edison system. The test crew was under the direct supervision of John Campbell, superintendent of the special service department of the Edison Electric Illuminating Co., and F. M. Goodwin vice president of the Consolidated Gas Co.As in the previous investigation, all manhole tests were given test numbers. The test data sheets on which the information regarding the tests were recorded were prepared in triplicate, one copy going to the Edison Company, one going to the Gas company, and the third to the Bureau of Mines at Pittsburgh. These test data sheets were then filed (1) according to the town, (2) the street location, and (3) the manhole number; in this way a complete record pf each manhole tested was immediately available. During the past two years the Bureau of Mines has issued a series of mimeographed reports giving the results of research work and experiments conducted as part of its war minerals investigations. In this bulletin the reports on manganese are presented, which range in scope from the beneficiation of the ore to the utilization of the metal. The bulletin is in eleven chapters, each comprising a separate report, arranged in the order given below. 1. General information regarding manganese, by C. M. Weld. 2. Uses of manganese other than in steel making, by W. C. Phalen. 3. Problems involved in the concentration and utilization of domestic low-grade manganese ores, by Edmund Newton. 4. Preparation of manganese ore, by W. R. Crane. 5. Leaching of manganese ores with sulphur dioxide, by C. E. Van Barneveld. 6. The Jones process for concentrating manganese ores; results of laboratory investigations, by Peter Christianson and W. H. Hunter. 7. Cost of producing ferromanganese ores, by C. M. Weld and W. R. Crane. 8. Production of manganese alloys in the blast furnace, by P. H. Royster. 9. National importance of allocating low-ash coke to the man- ganese-alloy furnaces, by P. H. Royster. 10. Electric smelting of domestic manganese ores, by H. W. Gillett and C. E. Williams. 11. Use of manganese alloys in open-hearth steel practice, by Samuel L. Hoyt. As each chapter was originally prepared as a unit, there is neces- sarily some duplication and overlapping. With certain exceptions, however, each paper is reproduced in practically its original form. In chapter 1, covering certain general phases of the industry, such as uses, specifications, prices, and statistics, the subject matter has been somewhat modified in view of changes in conditions.About 95 per cent of the manganese consumed in the United States goes into the manufacture of steel. The remaining 5 per cent is used in a number of minor industries, the chief of which is the manufacture of dry cells. These minor uses are described in chapter 2. No discussion of the geology of manganese eres is presented, but a short bibliography on the subject is appended. With few excep- tions the manganese deposits of the United States are irregular, pockety, and uncertain. Largely for this reason, mining methods are crude and hardly warrant descriptions. The concentration of manganese ores, however, is an important problem and involves some details not common to other ores. Chapter 3 discusses the concentration and utilization of low-grade ones, notes the relationship of concentration to metallurgical prao- tices, outlines concentrating processes, and treats of commercial problems. In general, as regards concentration methods, manganese ores may be divided into two groups, as follows: (1) Ores permitting mechanical separation of the manganese minerals and the gangue, and (2) ores in which the manganese minerals and the gangues are so intimately associated that separation requires some hydrometal- lurgical or pyrometallurgical process. Heretofore, attention has been confined almost wholly to mechanical separation, chiefly by gravity. In fact, so far as known, all production of concentrates has been by wet gravity methods, although during the war some companies investigated the commercial pessibilities of magnetic separation and reported favorable results, the construction of one magnetic con- centration mill being started. The usual wet gravity methods are described in chapter 4. During the war, the Bureau of Mines undertook investigations of methods applicable to ores of group 2. A hydrometallurgical process involving leaching with sulphur dioxide was studied at the mining experiment station of the bureau at Tucson, Ariz. The results of this work, presented in chapter 5, indicate that the process is metallurgically feasible but the cost makes it unattractive. The results of an investigation of a pyrometallurgical process known as the Jones process are presented in chapter 6. The process, which is still in the experimental stage, was found to be metal- lurgically sound. The manganese product is not a concentrate but an alloy, made directly from a lean unconcentrated ore. The custom- ary method is to manufacture alloys from high-grade ores or from concentrates of leaner ores. A discussion of the costs of ferro-grade manganese ores is pre- sented in chapter 7. This discussion is in general terms only, but should be of use in so far as it relates to competitive conditions.

This report presents the results of an investigation of inclined roof bolts, anchored over pillars, in room-and-pillar coal mines susceptible to shear failures of the roof. Although the field data do not support this contention, it is believed on the basis of analyses and other work that inclined roof bolts do offer potential under some circumstances.

This Bureau of Mines report describes the fieldwork and subsequent analysis to determine physical properties, stress distribution, and several aspects of rock behavior as a necessary evaluation for a typical mine opening. All work was done at a test site on the 3300 level, Crescent mine, Coeur d'Alene mining district, Idaho. Free field stress beyond the influence of the opening was also determined. Conventional overcore technique with the three-component borehole deformation gage developed by the Bureau of Mines was used in three drill holes. Three field verification tests were performed using a gage newly developed by the Spokane Mining Research Center in an approach herein termed "initial deformation method." Use of this method validated that aspect of overcore theory which predicts that similar deformation effect occurs in the wall rock around the perimeter of an opening in rock under stress. Also described are all drilling procedures and performances. Physical property determinations were made on rock samples obtained from the three overcore drill holes. Twelve physical properties with a total of [532] values were obtained at various drill hole orientations and depths. Exhaustive statistical tests were utilized in the analysis of these physical properties. Further elaborated are statistical inferences based on these analyses. Extensive analysis and interpretation of Crescent mine geology are also described.
