Improve the safety and comfort of operators of large mining equipment. Approach Develop an improved driver restraint system that is easy to use, reliable, and cost-effective, while providing increased protection in the event of a collision or rollover. The Novel Restraint System There are several problems associated with conventional lap-belt type restraint systems. Among these are: restriction of movement, lack of comfort, and fear of entrapment. Standard seatbelts become dirty and oily from lying on the vehicle cab floor and can ruin a driver's clothes. Some haulage equipment may not even have seatbelts available to drivers since they are sometimes removed during maintenance activities or as a result of vandalism. Recognizing a need to address such problems by providing a more acceptable means of driver restraint, the Bureau of Mines designed and fabricated a novel vest-type restraint system. The vest is designed to be worn during a driver's 8-hour shift and would be issued much like safety glasses, hard hats and safety shoes, thus becoming part of the operator's individual protective equipment and assuring that each vehicle has a restraint system when in operation. Overexposure to noise remains a widespread, serious health hazard in the US mining and other industries despite 25 years of regulation. Most categories of illnesses and injuries associated with mining have improved, with the exception of hearing loss. The drilling of rock in a confined work environment contributes to high levels of noise exposure in mining. The National Institute for Occupational Safety and Health (NIOSH) is conducting research to reduce the noise exposures of jackleg drill operators and to prevent additional cases of noise induced hearing loss (NIHL) by developing and evaluating low-cost retrofit noise controls for equipment. This report describes the procedure for the measurement and reporting of noise from portable pneumatic tools such as jackleg drills. The technique used in this research allows for the determination of the source A-weighted sound power levels and the radiation patterns in octave and 1/3 octave bands. Overall sound power level is also determined. This paper also reports the results obtained by using this procedure to evaluate a SECO S215 standard production drill and a CSIR Miningtek prototype rock drill incorporating engineering noise control measures. It was found that by using the manufacture?s recommended operating pressure of 496 kPa (72 psi) that the CSIR prototype?s sound power was 10 dB(A) less then that of the SECO S215.

Sudden, violent failures of rock around mine openings influence access, ventilation, and safety in both hard-rock and coal mines. To develop predictive tools for assessing the potential for violent failure, the authors initiated a comprehensive study using (1) multiple linear regression and numerical modeling analyses of geological and mining conditions at 25 sites to identify the most significant factors contributing to stress bumps in coal mines and (2) investigations of the geological and mining factors contributing to rock bursts in the Coeur d'Alene Mining District of northern Idaho, particularly the influence of preexisting structures on rock bursts. Twenty-five factors were initially considered in the study of coal bumps. The most important variables were identified as (1) mechanical properties of strata, (2) gate road geometry and/or gate pillar factors of safety, (3) roof beam thickness, joint spacing, and stiffness characteristics, and (4) stress gradients associated with previous mining and anomalous geologic conditions. In the Coeur d'Alene district, burst damage related to preexisting structures results primarily from (1) sudden buckling and crushing of rock layers where surfaces of development and production openings lie at low angles to bedding, faults, or other planar structures and (2) disturbance of loose ground caused by seismic fault-slip on preexisting faults or previously sheared bedding planes that intersect veins near pillar-stope margins.

ANFO blasting agents may undergo an exothermic reaction when they contact warm ore bodies that contain pyrite and its weathering products. The reaction is very fast at temperatures above 80° C. Urea, when present in sufficient amounts, inhibits this reaction at temperatures below 180° C. But urea-ammonium nitrate mixtures are very hygroscopic and, in certain climates, may be difficult to handle in the field. Reaction-inhibiting characteristics of three compounds were reported by the Bureau of Mines in 1979. Recently, the Bureau investigated the reaction-inhibiting qualities of five additional compounds. Mixtures of ANFO, pyrite, weathering product, and prospective inhibitors were slowly heated, under conditions simulating a hot borehole, to determine prospective inhibitor capability at temperatures up to ~175° C. Small-scale thermal tests of the same mixtures were used for verification and clarification of results. Two organic compounds, phthalimide and xanthine, similar in structure to urea, failed to inhibit the reaction. Zinc oxide and calcium carbonate were found inferior to urea, though zinc oxide raised the onset of reaction from 80° C to about 140° C. Only magnesium oxide was found to be similar to urea in its inhibitory ability at temperatures below 175° C. Based on results from analysis of quenched residues, the use of more than 5 wt-pct magnesium oxide is recommended.

Generate less respirable dust during mining by reducing the clogging and downtime of the water sprays on mining machines, especially on continuous miners. Approach An improved filtering system, having commercially available components, has been designed and tested. How It Works The improved filtering system shown opposite is mounted on the mining machine, where It traps particles of coal and pipe scale which cause most clogging of the water sprays. Water entering the system first flows through a ?Y" strainer, which screens out particles larger than 1/8 inch diameter. Next, the water whirls through a small hydrocyclone. Most of the remaining smaller particles are removed and pass Into the accumulator compartment built into the hydrocyclone. The water also flows through a final filter. A portable radon diffusion chamber has been tested with electrical collection of the radon daughter nuclei for enhancement of sensitivity. The detector size was small enough to be worn suspended from the belt. With a battery-supplied high voltage the sensitivity was found to be 1.43 tracks/cm2 per pCi-hr/l of ambient radon at Sot relative humidity. The track densities on the surfaces of the CR-39 plastic nuclear track detectors were found to be non-uniform, making difficult the determination of average densities with high accuracy. The fabrication of electrets for use in the detector was investigated in accordance with published techniques with negative results.

Grinding experiments were conducted to determine the finest anthracite particles that could be produced in a ball mill. Continuous and batch tests were run in a dry-grinding ball mill. Batch grinding produced the finest coal particles. They averaged 2.2 microns in diameter and were 99.0 percent smaller than 37 microns. Continuous grinding yielded a product 6.1 microns in diameter, with 96 percent smaller than 37 microns.

The work discussed in this report was done by the Bureau of Mines to develop a method for determining trace amounts of fluorine in coal. Samples of coal mixed with calcium oxide as a fixative agent for fluorine were ashed at 600° C and the residue was fused with sodium carbonate. The melt was dissolved in phosphoric and sulfuric acids and distilled to separate the fluorine) which was determined in the distillate by a SPADNS-zirconium spectrophotometric method. Fluorine determinations of 83 commercial coals ranged from 0,001 to 0.019 percent.

Enclosed cabs are a primary means of reducing the silica dust exposure of equipment operators at surface mines. The National Institute for Occupational Safety and Health (NIOSH) has investigated various factor effects on enclosed cab air filtration system performance. Factors experimen­tally investigated were intake filter efficiency, intake air leakage, intake filter loading (filter flow resistance), recirculation filter use and wind velocity effects on cab penetra­tion (inside to outside cab concentration ratio). Adding an intake pressurizer fan to the filtration system was also investigated. Results indicate that the intake filter efficiency and recirculation filter were the two most influential factors on cab penetration. Use of a recirculation filter significantly reduced cab penetration over the intake air filter by itself due to the multiplicable filtration of the cab interior air. Cab penetration was also affected to a lesser extent by intake filter loading and air leakage. Adding an intake pressurizer fan notably increased intake airflow and cab pressure while providing only minor changes to cab penetration.

Presented below is a review of how the objectives, as outlined in the statement of the problem, were achieved. 1. Methods of evaluating the performance of grounding systems must be described. These methods are the subject of Chapter III. 2. Field trips to operating mines should be undertaken, and a cri¬tique of their grounding systems made upon the basis of obser¬vation and the application of the above techniques. An analysis of field trip data, along with practical recommendations, is in¬cluded in Chapter IV, while a complete review of all field trips is given in Appendix I. 3. Because of their thoroughness, present coal mine regulations should be evaluated, and their applicability to open-pit environ¬ments appraised. This has been done in consultation with governmental agency, manufacturing, operating mine, and consult¬ing engineers. As stated in Chapter IV, insight gained through field observations has served to amplify and extend the base of knowledge from which the recommendations were made. 4. The results of these investigations should lead to suggested Federal standards. Such recommendations comprise Appendix II. In addition, several important factors, which are discussed in Chapter IV, were brought to light as a direct result of the field research. 5. "Two source apportionment techniques have been applied by the Bureau of Mines to aerosol measurements in diesel equipped underground noncoal mines. The first technique is based on size selective sampling and the premise that the diesel exhaust fraction of the aerosol is predominately sub-micron in size while the mineral dust fraction of the aerosol is mostly super-micron in size. The second technique, Chemical Mass Balance (CMB) modeling, was used to referee the analysis of diesel and mineral dust aerosol concentrations with the size selective method.The size distribution data were modeled using a log-normal regression to parameterize the sub- and super-micron fractions of the sampled aerosol and to estimate the mineral and diesel contributions to each. For the mines visited, analysis of the size selective: samples yielded an average value for the fraction of the fine aerosol attributable.to mineral dust of 3 pct.'The CMB analysis, applied to both fractions of the respirable mine aerosol, yielded the amount contributed to each by the diesel· and dust aerosol sources. Less than 5 pct of the sub-microm fraction was mineral dust, however, as much as 20 pct of the diesel aerosol was found: ""in the super-micron fraction requiring a correction of the sub-micron fraction to account for the missing diesel mass. More accurate measurement will require a carbon specific analysis of the aerosol."

Reduce shaft sinking costs and workers exposure to mechanical hazards, drill dust, blast dangers, and fumes. Approach Replace drilling and blasting by using a large, cab-mounted impact breaker suspended from the bottom work deck of the galloway. How It Works The pneumatically actuated impact breaker is positioned by an articulated boom con-trolled from an operators cab. The breaker delivers 2,000 ft-lb blows that fragment the rock at the shaft bottom. Mucking is accomplished by a backhoe bucket on an articulated boom mounted on the cab. See photograph. The mucked material can be removed either by dumping into a previously drilled borehole or by being lifted out in a muck bucket as shown in the drawing. Positioning of the breaker, rotating the cab around its vertical axis, and moving the cab support frame around the perimeter of the shaft are all controlled by one joystick. Separate controls position the mucker boom, which can be swung horizontally through a 180° degree arc towards either side of the cab. Because the cab can be rotated to any position around its vertical axis, and can also be moved in a horizontal circle around the shaft, virtually any position on the bottom of the shaft can be reached by the breaker and mucker.

Researchers with the National Institute for Occupational Safety and Health (NIOSH) conducted a systematic study to evaluate seat designs on low- and mid-coal-seam shuttle cars. The purpose was to gather additional data to support earlier findings that NIOSH seats, with unique viscoelastic foam padding, are indeed improved designs for coal mine shuttle cars. This study included a larger sample of shuttle car operators than a prior NIOSH investigation. Eight shuttle car operators participated in evaluating seat designs on the basis of perceived levels of vehicle jarring/jolting and discomfort. Researchers then compared the operators’ perceptions with field-measured levels of vehicle jarring/jolting. Seven seat designs were evaluated on low- and mid-coal-seam shuttle cars during production operations at two underground coal mines in southern West Virginia. These seat designs comprised the one already in use on each vehicle and five NIOSH designs. Experimental data were collected using accelerometers, signal conditioning amplifiers, and filters connected to a data recorder, whereas subjective data were gathered via a visual analog scale (VAS) and a questionnaire. Field trials included shuttle cars operating under full- and no-load conditions. VAS responses indicated that NIOSH-designed seats performed better relative to comfort and isolation from vehicle jarring/jolting than the existing seats used in the shuttle cars. Both mid- and low-coal-seam shuttle car operators, during no-load and full-load conditions, rated lower levels of jarring/jolting with the NIOSH seat design. Questionnaire responses indicated that shuttle car operators rated NIOSH seat designs as more comfortable. Vehicle operators most frequently suggested the addition of armrests as a way to improve the seats on the mid-seam shuttle car. The quantitative levels of vehicle jarring/jolting for the no-load condition (more severe condition for vehicle operation) showed that NIOSH seats for the mid-coal-seam shuttle car performed better than the existing seat in terms of peak acceleration and crest factor. Similarly, for the low-coal-seam shuttle car, NIOSH seats performed better than the existing seat in terms of peak acceleration, root-mean-square (RMS) acceleration, and crest factor.

The breakage of rock by explosives depends largely on the ability of an explosive to transfer its stored potential energy to the rock as strain en- ergy. Therefore, the relative rock-breaking abilities of explosives can be determined indirectly by determining the relative amounts of strain energy transferred to the rock at the time of detonation. This report presents experimental data on the strain energy contained in explosion-generated strain pulses in a granite gneiss. Six explosives were tested. The scaled total radial strain energy E/W flowing outward through a spherical shell of scaled radius R/W1/3 surrounding the point of detonation was found to follow an exponential decay propagation law of the form Analysis of the data showed that the intercept parameter H depended upon the type of explosive used but that the absorption coefficient B was practi- cally independent of the type of explosive. Comparison of the intercept pa- rameter H and the calculated energy of the explosive showed that the percent- age of explosive energy transferred to the rock increased linearly as the ratio of the characteristic impedance (product of density and propagation velocity) of the explosive to that of the rock increased toward unity. From 5 to 9 percent of the calculated total energy released by the explosive was transferred to the rock as radial strain energy.

SUMMARY The objective of this program was to develop a system to extinguish coal mine fires by remote sealing of the underground passageways. The system developed had to be versatile enough to function under a wide range of operating conditions, including large variations in passageway geometry, depth of mine, water conditions, both in the mine and at the surface, and rubble in the mine passage. The system developed had to include instrumentation for the remote probing of the passageway prior to sealing, a system for sealing the mine passages, and instrumentation for remote monitoring of the quality of the seal during and after construction. These objectives were successfully achieved during this program. The remote mine sealing capability of the system was satisfactc rely demonstrated in a field test conducted at the Eastern Associated Coal Corporation Federal No. 1 Mine in Grant Town, West Virginia. The remote sealing consists of: (1) A sonar initial probing system which can operate satisfactorily even in the presence of dense smoke. The system is capable of determining both the local passageway geometry, identifying the presence of cribs and other obstructions, and the position of the borehole in the mine passage. (2) A mine sealing material system which utilizes fly ash for making the complete seal or as a bulk filler in conjunction with a urethane, froth foam, seal topping system. The choice of using fly ash alone or fly ash with foam topping depends on a number of factors, such as quality of seal desired, time available per seal, depth of borehole, passageway geometry, and water holding require¬ment. U.S. supply and demand data for utility electricity by States and regions were tabulated for the years 1960 and 1965. Estimates are provided of State-by-State quantitative data for the utility electricity industry that can be integrated into State and regional energy balances by source, form, and major consuming sectors, and used to determine basic flow-patterns. The difficult problem of compiling interstate and interregional shipments of electricity was resolved by (a) assuming the negligibility of interregional shipments and (b) deriving a theoretical line loss percentage used for determining interstate shipments. The data developed were able to show an estimated total supply of utility electricity available for consumption. The tables also report the distribution of the supply among the major consuming sectors (household and commercial, industrial, and transportation). To compare the various energy sources of utility electricity, quantities were converted to their British thermal unit (Btu) equivalents. The Federal Power Commission, Edison Electric Institute, and Bureau of Mines are the sources of the data used in this study.

Provide the mining industry with a wireless surveying system for increasing efficiency in the drilling of methane drainage or exploration boreholes. Approach The Bureau of Mines has pioneered the technique of methane control by drilling long, horizontal drainage holes from within the mine complex. It was recognized during the early drainage projects that a major portion of the drilling operation was dedicated to hole surveying. In some cases more time was actually being spent on the surveying operation than on drilling. The large amount of time required for hole surveying was the result of having to pump an instrument to the bottom of the hole, then retrieve it with an attached wire line. Naturally as hole depth increased, so did the amount of time needed to perform the survey operation. If the survey operation could be improved it was obvious that overall efficiency in drilling of long, horizontal methane drainage holes would be greatly increased. The Bureau of Mines, therefore, developed, fabricated and tested in an operating coal mine a permissible wireless survey system specifically designed for small diameter methane drainage drilling. The prototype survey system was completed in 1982 and was given the IR-100 Award by Industrial Research and Development Magazine. A second generation survey system is currently being constructed using updated state-of-the-art electronic technology. The second generation system will be more portable, more reliable, easier to maintain, and less costly.
