In recent years the issue of human stress response in emergency workers has begun to receive attention. This paper presents a rationale for considering human stress as a significant factor in the management of emergencies It discusses the concept of stress, Critical Incident Stress in emergency responders, and intro¬duces the Critical Incident Stress Debriefing (CISD) process. It is suggested that in a disaster, the CISD process can improve the effectiveness of response teams on site, their turnaround time on site, and post disaster time off the job. This paper, prepared by a US Bureau of Mines research psychologist, offers some ideas to the mining industry in general, mine rescue trainers and more universally, to those responsible for developing emergency management plans.

"The size of off-highway trucks has increased substantially over the last decade, bringing about a radical change in truck maintenance practices and procedures. As a result, surface mine maintenance mechanics today are faced with the increased hazards of working with larger and heavier tools and components and doing repairs at greater heights, thereby exposing them to a high potential for serious injury or death. Not surprisingly, the number of accidents involving truck maintenance mechanics is significantly increasing.The Bureau of Mines has assessed the haulage truck maintenance safety problem, analyzing maintenance-accident data over the 7-yr period, 1978- 84, in terms of personnel, job activities, truck components and systems, tools involved, and truck design. This assessment, based on the review and interpretation of 1,225 haulage truck maintenance accident reports, identified major factors contributing to these accidents. Overall, young, inexperienced workers are involved in most accidents. A typical maintenance accident involves a male mechanic under 33 yr old, with less than 5 yr job experience. INTRODUCTIONOver the past decade, surface mine maintenance and repair operations have changed radically. The number of maintenance personnel has grown along with the hazards of working with larger and heavier components at greater heights and with larger and heavier tools. Furthermore, transfer of skills from over-the-road vehicle mechanics is not as feasible as it once was, because of the ever increasing size of mining equipment and the complexity of its design. In short, surf ace mine equipment maintenance and repair has become increasingly sophisticated as well as labor intensive, necessitating further research and evaluation in terms of both safety and efficiency (1, 7-8) 2"

To identify the most successful methods now in use for controlling respirable dust in longwall mines using double-drum shearers. Approach Conduct dust surveys at six longwall mining sections that use double-drum shearers and are regularly in compliance with the Federal Respirable Dust Standard, to identify effective dust control techniques. The selection of mine sites was based on recommendations provided by the Mine Safety and Health Administration. Instantaneous and short-term gravimetric instrumentation make it possible to isolate longwall dust sources and to determine the effectiveness of dust control techniques. (These procedures were developed by the Bureau of Mines, and are described in detail in Technology News Bulletins 134 and 135.) Production levels, and seam heights at each of the six longwall sections were: 53", 700 tps; 60", 800 tps; 72", 1000 tps; 79", 1500 tps; 84", 2000 tps; 96", 1500 tps. Survey Results Three effective dust control techniques were identified. 1. Shearer Operators on Intake Side of Lead Drum-At all mines surveyed, an important factor in controlling dust exposures at the shearer is the use of a cut ting sequence that allows the shearer operators to work most of the time on the intake air side of the lead drum. The U.S. Bureau of Mines has developed an acoustic test for determining if a rock salt sample is from a "normal" nongassy salt face or from a gassy face where an outburst has the potential to occur. The test is based on the observation that a salt sample taken near an outburst-prone zone produces an audible popping sound when it is dissolved in water. The sound is produced when pressurized gas that is trapped in salt samples is released. In the acoustic test, the sound is electronically measured, digitized, and transmitted to a microcomputer; the output is an average decibel value that classifies the sample as "normal" or "outburst." The acoustic test procedure and equipment are described, and raw test results and data analysis are shown. Results are also shown for several salt samples that were analyzed using a laser Raman microprobe.

Table 8 provides data for the estimated value of world export trade of all mineral commodities from 1980 through 1991. It also provides a breakdown of the total into mineral fuels and non fuel minerals. These data have been developed from UN export trade data presented in table 9. The percent distribution and growth of the value of world export by major commodity groups are presented in tables 9, 10, and 11, respectively. In terms of industrial minerals (nonmetals), data in tables 10 and 11 include crude industrial minerals only, while table 8 includes an estimate for other industrial minerals. The 1991 estimates that appeared in the 1991 issues of this publication have been revised. It is typical for this section to review the year prior to the year of review because of the unavailability of data at the time of publication. The aggregated value of export trade in mineral commodities for 1992 was not available at the time of publication. The total value of nonfuel and fuel mineral exports for 1991 was about $616 billion in current (1991) dollars. The value of mineral fuel export trade accounted for about 53 % of the total mineral export trade. In 1980, the contribution of mineral fuel to the value of mineral commodity export trade had been almost 68%. The 1991 world mineral commodity export trade represents a 5.3% decrease (table 8) from that of 1990. The largest decrease was attributed to the decrease of export trade of fuel minerals (5%). The value of non fuel mineral export trade decreased by 4 %. Because the value export trade of all commodities increased by 1.2 %, the share of mineral commodities decreased from 19.2 % to 17.9 % of the total.

Develop new technolgies and techniques which enable recovery of strategic and critical minerals such as cobalt from domestic resources, thereby easing the U.S. dependence upon foreign producers for these valuable commodities. Approach The Bureau of Mines, through research, developed a process which uses mineral beneficiation techniques to recover cobalt-rich products from Missouri lead ores. Before development of this process, cobalt was lost as an impurity in the copper, lead, and zinc concentrates and in the mill tailings because the technology to recover it with minimum impact on present production did not exist.

The following methods have been selected from a large number tried while assaying several hundred samples of placer concentrates. It is thought that some of these methods may be useful to those who are required to assay similar products containing large quantities of metallic articles, such as jeweler's sweepings. No great difficulties will be encountered in assaying black sand from beaches or river bars. Such samples require care in grinding and sifting so that no oversize particles of gold or platinum are lost. It is also necessary to have sufficient silica in the flux to form a fluid slag with the excess of iron, magnesium, or chromium which such samples contain. It is much more difficult to assay black sands, or concentrates, produced in large-scale placer-mining operations. These products are usually much harder and more abrasive than the beach black sands. They also contain numerous metallic particles resulting mainly from wear on the mining machinery. These particles consist chiefly of iron or steel but also contain lead, copper, and alloys such as babbitt, solder, brass, ferrosilicon, etc. Fairly large particles of gold are often found. Some samples will contain as much as 10 percent of such metallic particles. It is not feasible to remove the particles of iron with a magnet and discard them, as they invariably contain gold, sometimes a considerable amount. This gold is attached to the iron particles by rust or wedged into cavities. Scraps of sheet iron are often found which have become tightly folded or rolled and contain gold or amalgam within the folds.

Thls report summarizes work done under Bureau of Mines contract H0357100, "Development of a Crimp Connector for Trailing Cable Splices." The purpose of this effort was to establish optimum connector design conditions to meet flex cycle, pullout and electrical resistance criteria on phase power conductors. Field testing of "optimum design" connectors is briefly discussed. One of the primary objectives of contract H0357100 was to enable one to design better performing phase conductor connectors. Illustrating the practical significance of this 1s a discussion on the development of a new splice kit for trailing cables. The connectors in this kit were designed in accordance with the design methods described in the contract final report. Kit components, test data, and a connector installation tool are also discussed. The successful effort on the phase connector has resulted in contract H0377042, entitled "Design and Testing of Joining Sleeves for Trailing Cable Ground and Pilot Wires." The purpose of this contract (currently in effect) is to improve ground-conductor and pilot-wire performance. Significant findings to date are discussed.

Estimates are given for the distance from a seismometer at which a miner can probably be detected. The procedure in making these estimates was to first establish the natural noise levels at the output of a surface seismometer for the 25 to 100 Hz frequency passband. The noise levels give the range of values which may be expected in areas with no man-made noise. For each noise level, we give the detection threshold which, when exceeded, indicates that a signal has been received. Based on the signals recorded by Westinghouse, curves are given which show the peak signal amplitude as a function of source- to-receiver distance (slant range). Curves are given for the Westinghouse seismic thumper, a 50-pound timber, and a sledge. For a given type of source, the receive signal strength depends more strongly on slant range than on any other factor. However, there is approximately a five-to-one scatter in the amplitudes. Thus, further study of factors affecting the signal amplitude might allow better estimates to be made for any particular geological setting. Combining the signal amplitude with the detection thresholds for the different noise conditions gives the distances at which a miner should be detected. These are given in Table l* below. [ ] The text also gives the increase in detection ranges which should occur if steps are taken to increase S/N by 10 dB. We feel that 10 dB is a conservative estimate of the improvement possible. The Government's ban on all commercial mining operations, except for small-scale artisan exploitation of alluvial gold deposits, continued throughout 1985. Minerals produced were kaolin and lime for agricultural uses, and experimental peat harvesting for energy applications. The total value of the minerals produced during the year was estimated at $1.1 million .2 In early 1985, an agreement between the Government and Amoco International Oil Co. was ratified for a petroleum exploration concession covering 248,000 hectares of Lake Tanganyika. Onshore exploration in the Ruzizi Plain was already under way the last half of 1985. By yearend, enough seismic information was available that Amoco hoped to complete data analyses, determine onshore drilling sites, and begin drilling operations before the end of 1986. Also to begin in the latter part of 1986 were seismic studies of Lake Tanganyika. Throughout 1985, Amoco officials were negotiating with the Government of Zaire for expanding the exploration acreage into that country's portion of northern Lake Tanganyika and the Ruzizi Plain. An agreement between Amoco and Zaire could have important beneficial economic implications for both Zaire and Burundi, and onshore seismic work in Zaire logistically supported from Bujumburi could begin almost immediately.

The performance of Ecuador's mineral industry continued to be affected not only by depressed oil prices in recent years but also by natural disasters. In March 1987, Ecuador canceled foreign debt payments for the rest of the year and appealed for international aid because of a series of earth-quakes that destroyed villages and crippled the nation's oil industry. The earthquake destroyed a key section of the country's main oil pipeline and forced a halt to production and shipment of Ecuador's most important export product. Ecuador produces 240,000 barrels of oil per day and exports 144,000 barrels daily. Oil accounts for 60% of the nation's hard currency earnings. The Government of Ecuador asked the Organization of Petroleum Exporting Countries and other oil-producing countries to assume Ecuador's oil sales commitments. Ecuador agreed to pay the countries back in an equivalent amount of oil when it was able to resume exports.

Develop improved blasting practices that can help to curb overbreak in highwalls at surface mines, thereby reducing the hazards of rock-falls to workers and equipment, The Problem The serious hazard in surface mining is the falling of rock from highwalls. Poor highwall stability is caused in part by geologic conditions, but often is aggravated by faulty blasting practices, where the explosive energy not only fractures the rock to be excavated, but also damages the rock that borders the excavation. This reduces the general stability of the hlghwall and increases the rockfall potential. The probability of injury to mine workers or damage to equipment associated with exposure to the highwall increases with the height of the highwall and the extent of its overbreakage. Most rockfalls occur in the first 15 days after a new highwall is exposed. This statistic is significant since most of the work below a highwall is done during this period. The area of greatest hazard is within 25 ft of the toe for rocks that fall vertically, and up to 90 ft from the toe for falling rocks that are deflected by the highwall during their descent, The workers most frequently involved in such accidents are dozer operators, ground laborers, and shovel operators or oilers.

It was determined that a selection of different types of fire sensors could be used to discriminate mine fires from nuisance emissions produced by diesel equipment. A neural network (NN) was developed for application to coal, wood, and conveyor belt fires in the presence of diesel emissions and evaluated with the successful prediction of twenty-two out of twenty-three mine fires based upon a fire probability determination. The optimum sensor selection for the NN was comprised of a carbon monoxide (CO) sensor, two different types of metal oxide semiconductor (MOS) sensors, and an optical path smoke sensor.

Skin failures of roof and rib in underground coal mines continue to be a significant safety hazard for mineworkers. Skin failures do not usually involve failure of the support systems, but result from rock or coal spalling from between the support elements. For instance, in 1997 more than 800 miners were injured by roof and rib falls, of which 98% were the result of skin failures [Bauer et al. 1999]. Also, nearly 80% of the roof and rib failure injuries occurred at or near the working faces in development sections. The face area is a zone where the potential for skin failure accidents and injuries and for roof and rib failures is high because of mining activity, ground readjustment due to changing stress conditions, and the higher exposure of mine workers. In addition, failures occur where the roof and rib are unsupported. This paper reviews the roof and rib accident statistics resulting from skin failure, and highlights the incidences by type, numbers and percentage, in-mine location, supported and unsupported roof, and worker activity at the time of injury. Also discussed are the causes of roof and rib skin failures, current and improved support methods and materials for skin surface control, and machine design modifications for improved roof bolter operator protection. It also reviews the historical literature on skin failures and control methods.

Laboratory characterization studies have investigated the processing variability of carbonaceous uranium-bearing materials found in-sandstone deposits. This work was conducted by the Federal Bureau of Mines in support of its goal to maintain an adequate supply of minerals to meet national economic and strategic needs. Conventional processing produces only partial uranium recovery from these ore materials. Ore samples from New Mexico, Texas, and Wyoming were examined, and each responded differently. Using direct acid leaching techniques, some of the ores required acid additions of only 50 pounds per ton, while others required 300 pounds per ton of material. Maximum extractions ranged from 83 to 94 percent in the six ores tested. Roasting those ores prior to leaching improved extraction of the uranium to the 90 to 99 percent range. An oxidative autoclave treatment used with five of these ores resulted in extraction of 78 to 97 percent of the uranium. The experimental studies also showed that some carbonaceous materials can be concentrated by froth flotation. The flotation tailings were amenable to acid leaching, and up to 98 percent of the uranium was extracted from this type of material.

The Bureau of Mines conducted preliminary investigations on the use of an acid-alcohol leaching technique for recovering phosphate values from phosphate matrices. H2S04 and methanol were used as the leaching agents. Starting-matrix particle size and acid-apatite ratio were found to significantly affect the efficiency of phosphate leaching. Phosphate extractions of more than 80 pct were obtained when minus 200-mesh ore was used and the acid-apatite ratio was 8:1 or more. The iron and aluminum oxide impurities (R203) present in the crude acid products were monitored, and R203-P205 ratios are reported. Phosphate extractions in excess of 80 pct also were obtained when phosphatic clay wastes were leached. Typically, leach slurries filtered using test leaf filters ex-hibited filtration rates of 100 lb/(h·ft2) or more.

In a survey of the coking properties of United States coals, the Bureau of Mines has accumulated data on more than 500 coals and blends tested by the Bureau of Mines-American Gas Association (BM-AGA) method.4/ The importance of these tests depends upon the fact that a greater number of different coals has been tested in this apparatus than in any other of similar scale, thus permitting comparison of the carbonizing properties of many coals. Evaluation of BM-AGA results with respect to industrial data supplied by member firms of the American Gas Association was one of the first objectives in developing this test apparatus and procedure. Early data showed that, de-pendent upon BM-AGA carbonizing temperature, BM-AGA and commercial results agree closely.5/ Because of limited data, statistical relationships were not established at that time.

Poor lubrication reduces the life of wire hoist ropes when they are used in corrosive environments. Although lubricants are added to ropes during the manufacturing process, these lubricants can deteriorate during use, and it is often necessary to add more lubricant to both the interior and exterior of the rope while it is in service. The U.S. Bureau of Mines evaluated the effectiveness of synthetic lubricants, using electromagnetic nondestructive testing (NDT) to measure deterioration in ropes while they were in service. For nonpressurized lubricant applications, synthetic lubricants appear superior to petroleum-based lubricants in their ability to penetrate to the interior of a rope. Therefore, the synthetics offer better wear and corrosion protection.

Prevent the explosion of methane gas or coal dust by replacing air with inert gas inside highwall mine excavations. Approach Use combustion gases as a source of inert gas with low oxygen content to blanket the cutting, head of highwall mining machines. This gas is placed strategically at the collar of the excavation where it enters the hole to replace the mined coal volume. The elimination of oxygen from the hole prevents explosions of gas or dust. How It Works Highwall mining methods arc used when surface mining becomes uneconomical. One method of highwall mining involves use of a horizontal auger to enter the coalbed from a surface mine bench. The coal is mined in a series of horizontal, parallel, and large-diameter holes. Historically, little methane has been associated with auger mining. However, mining technology has extended the reach of auger mining, which can increase the occurrence of methane. Methane explosions at auger mining operations have been increasing. Methane has been the primary fuel source of these ignitions, but coal dust also may have been involved.
