How It Works Commercially available garden-type sprayers can be used for applying conveyor belt dressing from 12 feet away, or more. Pressure is easily raised and maintained at about 50 psi. Most sprayers have a hand pump, but a battery-powered cordless model is also available. Garden-type sprayers are available in various sizes from 11/2 to 18 gallons, with the larger models wheel mounted. The 3-gallon model evaluated by the Bureau has a shoulder carrying strap, which gives additional safety advantages. Use of the strap frees both hands for climbing ladders or holding onto catwalk rails. When spraying, one hand can remain on a handhold to lessen the chances of touching a moving belt.

The Secretary of the Interior acting through the Bureau of Mines and the Geological Survey is authorized by the Strategic Materials (Public No. 117 - 76th Cong., Chapter 190 1st Sess.) to make investigation concerning essential minerals of which the quantities or grades obtainable from known domestic sources are inadequate. The Bureau of Mines, in carrying out its part of this program, may investigate deposits of such minerals in whatever manner may be necessary, in order to determine (1) the extent and quality of the are, (2) the most suitable method of mining and beneficiating it, and (3) the cost at which it may be produced. The essential objective in doing these things is to determine where and how supplies of minerals and metals of which domestic production is usually inadequate might be obtained in a national emergency, even though at higher cost than usual.

The Bureau of Mines investigated the presence and extent of methane accumulations in mine roof cavities using a full-scale mine model. Methane was released at a constant rate into the roof of a cavity built onto a 700-ft wind tunnel. Two box-shaped roof cavities were used in the study: one had a volume of 114.7 cu ft; and the other had a volume of 57.3 cu ft. Methane concentration was measured at 28 sampling points in the cavities using 21 different combinations of gas emission rates and air velocities. Brattice hung in the cavity helped reduce methane concentrations without auxiliary ventilation. It was also found that the effective ventilation rate increased by a factor of 40 in the large cavity and by a factor of 20 in the small cavity when air velocity was increased from 100 to 600 fpm.

This paper discusses a practical method for enhancing the performance of mining work crews. The method, described as the Work Crew Performance Model (WCPM), seeks to define performance variability within similar tasks of an underground work crew. Key components of the WCPM include: (I) job definition through task analyses; (2) the ranking of job elements by perceived cost consequence; (3) observational techniques to establish performance baselines; and (4) cost linkages between adherence to task procedures and measures of consequence for noncompliance. The components of this model emphasize a reliance on learning from a veteran work force and using that information to reinvest in strategies to enhance safety and efficiency. These strategies are not limited to technologic efforts but include consideration of the so-called "soft-skill technologies" aimed at reducing variability in individual performance and at effecting a continuous improvement in overall system effectiveness.

The modified perchloric--EDTA method devised by the Bureau of Mines for the determination of copper in high-grade samples gives results that are more precise and more accurate than those from the classical sulfuric-iodometric method. Although the perchloric--EDTA method is more costly than the conventional method, the savings in time alone largely offsets this difference. Specifically, the modifications wade in the more conventional procedure comprise (1) use of perchloric acid instead of sulfuric acid for dissolution of copper minerals, (2) precipitation of copper as copper sulfide from dilute perchloric acid solution, (3) wet oxidation and dissolution of the precipitated copper sulfide, (4) use of larger amounts of indicator than those employed in the Schwarzenbach method of titrating low-tenor copper solutions with disodium ethylenedinitri10-tetraacetate and murexide indicator, and (5) use of refrigeration to partially stabilize aqueous solutions of the indicator.

To reduce operator exposure to noise from vibrating screens at coal preparation plants. Background Hearing loss is one of the most common occupational illnesses in the United States. In the U.S. mining industry, hearing loss is 2.5 to 3 times greater than what is expected for the average population that is not exposed to occupational noise. Furthermore, studies by the National Institute for Occupational Safety and Health (NIOSH) showed that by age 50, 90% of coal miners have a hearing impairment versus only 10% of the population that is not exposed to occupational noise. A NIOSH cross-sectional survey of coal preparation plants showed that 43.5% of employees were overexposed to noise. The study also found that vibrating screens were one of the top five loudest types of equipment at these plants?as well as the most numerous?making them a key noise source to address.

"A microscope-based spectrophotometer has been developed to measure superoxide release from single pulmonary alveolar macrophages (PAM) or other phagocytes in culture. Results indicate that PAM respond to stimulation by phorbol myristate acetate (PMA). It appears that some PAM do not release 02 upon stimulation by PMA; however, those that do release 0, show differences in: (I) the total amount of 0, released, (2) the rate of release of 02 and (3) the time delay for release of 02. The significance of measuring 02 release from single cells is two-fold. It allows the simultaneous study of 02 release and electrical potential changes across the membrane of PAM and it allows the study of differences in 02 release among cells. Thus, the function of Normal PAM and the dysfunction of PAM exposed to coal dusts can be more closely studied on single cells.Pulmonary alveolar macrophages (PAM), free cells found in the lungs, protect the lungs by removing inhaled foreign debris and bacteria. The macrophages do this by engulfing and then internalizing the foreign matter (phagocytosis). Stimulation of PAM causes the release of super-oxide radical (02) which has been shown to be the primary metabolite involved in the killing of bacteria by phagocytes (3,8,12). The super-oxide radical is highly reactive and is spontaneously or enzymatically converted to other antibacterial oxidants, including hydrogen peroxide (H202), singlette oxygen ( 02), hydroxyl radical toil'), and hypochlorous acid (HOCl) (2, 3,8,11,12).Exposure of PAM to dusts may lead to dysfunction of this cell-type and to a greater risk of lung damage or infection upon subsequent exposure to toxic dusts. To date, much of the research with this cell-type has used cytotoxicity (cell death) as a measure of dysfunction. Although this is an important end point, PAM dysfunction may occur at doses below those which lead to cell death. In addition, dysfunction has been measured using large numbers of cells. In order to obtain a clear understanding of the mechanisms involved in dysfunction, measurements should be made on single cells. As mentioned earlier, one of the major roles of this cell type is its anti-bacterial actions. Therefore, asessment of release of superoxide radical in single cells is important in determining the functional behavior of PAM before and after exposure to dusts. Since measurements of 02 production have not been made on single cells the purpose of this study is to develop the methodology needed to study release of 02 from single cells.Recent studies have suggested that a relationship exists between the release of 02 and changes in the electrical properties of phagocytes. The change in membrane potential is thought to be the initial step in superoxide production (6,9). Stimulants which cause 02 release also cause changes in the transmembrane potential of phagocytes (9) and in the permeability of the cell membrane to ions (6). For example, stimulants which cause the release of 0, from neutrophils have also been shown to increase the membrane transport of Na+ , K+ and Ca+2 and stimulation of macrophages leads to increases in Na and perhaps Ca permeability with a subsequent change in membrane potential. In some cases, phagocytic activity has been shown to depend upon the extracellular concentrations of these ions (6). Holian and Daniele (7) have shown evidence that the redistribution ofcellular Ca in alveolar macrophages is an initial step leading to 0, release. In order to provide direct evidence that 02- production is related to electrical changes across the plasma membrane of phagocytes, these two phenomena must be analyzed simultaneously on single cells. Ultimately, measurements of 0, release using the methodology developed in this study will be combined with electrophysiological tech¬niques to study both superoxide release and membrane potential changes simultaneiously on single PAM, and to examine the effects of coal and mineral dusts on their physiological fu"

This report (Independent Functional Safety Assessment Guidance 7.0) is the last in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and after-market suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. Groundfalls are much more likely to occur in coal mine intersections than in entries. NIOSH is using the experience of U.S. coal mines to determine the factors which influence intersection instability and provide guidelines for the safe excavation and support of intersections. Detailed field investigations have resulted in a database of U.S. coal mines containing 12 mines and 639 roof falls so far. By using the roof fall rate as the outcome variable, correlations between roof geology (CMRR), intersection span, and roof support have been established. Case studies have indicated that replacing 3- way intersections with 4-way intersections may not reduce the total number of roof falls. Additionally, the size of intersection spans tend to decrease with lower (weaker) CMRR. Protocols have been established for the collections of roof bolt parameters. The performance of individual roof bolts can now be tracked with roof fall rate.

A method to assist in the evaluation and selection of roof bolts using in situ measurements of roof bolt loading has been developed by researchers of the Spokane Research Center, National Institute of Occupational Safety and Health. Both axial and bending forces are measured by strain gauges at many locations along the length of fully grouted bolts during various stages of mining. This information is then used to (1) predict bolt loading for variations in bolt spacing, grade, and diameter, (2) calculate the design changes necessary in zones where bending loads are high, and (3) determine if bolt length is adequate. Results from several case studies of full-column bolt loading in coal mine gate roads are used to illustrate the design method. This knowledge will give design engineers a tool for the selection of roof support systems that will improve underground safety by reducing roof bolt failures.

"The Berkeley safety station of the U. S. Bureau of Mines was recently informed that a geologist was killed through entering an abandoned 90-foot exploratory shaft without making a preliminary test of the shaft atmosphere. He was one of a geological party which was investigating coal lands in California. The only light that he carried into the shaft was an electric flash light. After he had descended a short distance, one of his associates on the surface heard him exclaim, ""This place is full of gas, I am coming up"", He had no more than finished the remark when he was seen to lose his grip on the ladder and fall down the shaft. He was apparently weakened from impure air in the shaft, and could no longer suppers himself on the ladder. When his body was recovered, it was found that his neck had been broken by the fall.This is the ;second recent accident that has been called to the writer's attention where a life has been lost in abandoned exploratory workings; the other fatality being in Minnesota where a mining engineer was overcome while sampling a shallow pit in iron-ore formations. This engineer was on the bottom of the shallow pit and died before help could reach him. It was generally supposed that each of these deaths were due to poisonous gases, but the writer believes, after reviewing the information available, that death in both instances may have been directly caused by deficiency in oxygen.Frequently in the daily press there are items relative to lives being lost through cleaning out old wells, and as a general rule such accidents are also caused by impure atmospheres.In every abandoned shaft or pit, or in fact, any old working where the air has been stagnant for a considerable time, there is always danger of oxygen deficiency, as the oxygen which originally comprised one-fifth of the atmosphere may be appreciably replaced by gases that do not support life, usually by carbon dioxide (black damp) or methane (fire damp). Much valuable information on the subject of mine atmospheres, mine gases, and the effect of oxygen deficiency onthe human system is contained in Miners' Circular 14, ""Gases Found in Coal Mines"" by G.F. Burrell and F. M. Seibert; Technical Paper 122, ""Effects of Oxygen Deficincy on Small Animals and Men"", by G. A. Burrell and G. G. Oberfell; and ''Chit of Properties of Mine Gees"" by G. A. Over the past two decades, there have been significant reductions in industrial exposures to hand-arm vibration, especially when specific tools and work processes have been redesigned to incorporate anti-vibration and ergonomic principles. Nevertheless, Hand-Arm Vibration Syndrome (HAVS) remains a significant occupational health problem as disease symptoms continue to occur even when vibration exposure levels believed to incur low risks have been reached2. This inconsistency may be related to the methodology that is typically used to estimate workday vibration exposure levels, involving laboratory and/or very short duration field measurements coupled with estimates of overall eight-hour tool operation times determined from brief observations of tool tasks and/or self-reported surveys. One solution is to use small, commercially-available, personal vibration dosimeters to calculate, record, and display long-duration vector sums and energy equivalents of vibration. However, since these devices are attached to the worker and require tool-mounted accelerometers, they are incompatible with the worker performing normal duties involving putting down or changing tools. In addition, these commercial systems do not allow for the characterization of the transmission of vibration to the hand such as monitoring the mechanical coupling between the hand and the tool handle (e.g., grip forces). O’Boyle and Griffin showed that variations in applied force can alter vibration transmission characteristics by 50% or more indicating that the measurement of grip force is essential for modeling vibration transmissibility and vibration exposures5. In summary, a need exists for the development of a method and device that will more accurately characterize workday-long vibration exposures. Methods A portable, light-weight, Vibration Exposure Monitor (VEM) system was developed to record user-specific tool-operating times, vibrations, and grip forces throughout all, or a representative part, of a workday. It monitors frequency weighted and unweighted accelerations from a palm-mounted uni-axial accelerometer (Model 352C22, PCB Piezotronics, Depew, NY) and calculates exposure levels using the root-mean-square (RMS) and higher power mean values, such as the root-mean-quad (RMQ) and the root-mean-oct (RMO). Grip forces are also monitored using a palm-mounted force sensor (Model 400, Interlink Electronics, Camarillo, CA) from which average grip force levels and exerted grip extrema are calculated. At the core of the VEM system is a commercially available, battery-powered microcomputer (Tattletale, Model 8v2, Onset Computer, Onset, MA) with one megabyte of memory and eight analog channels using 12-bit sampling at a single-channel maximum of 100 kHz. Analog signal processing (i.e., anti-aliasing, with cutoffs at 4 and 1250 Hz, and ISO 5349-13 frequency weighting) is accomplished using custom circuitry that is directly interfaced with the microcomputer. In 1938 , the Bureau of Mines cooperated with Subcommittee XV on Plasticity and Swelling of Coal ( C. C. Russell , chairman ) , of Committee D-5 on Coal and Coke , A.S.T.M. , by testing various methods for determining expansion and plastic properties of a series of coals of widely different coking properties . One of the tests made by the Bureau was the British Standard Method for the Crucible Swelling Test for Coal.5/ Briefly , this swelling test consists in heating 1 gram of pulverized coal in a silica crucible over a gas flame under prescribed conditions to form a coke button which is compared in size and shape with a series of standard profiles numbered 1 to 9. These profiles are intended to cover the size and shape of buttons obtained from coals covering a wide range in plastic properties .. The number of the standard profile with which the maximum cross -sectional area of the button most nearly corresponds is recorded as the swelling index . Although the swelling test showed poor relationships with the various tests that were used for measuring expansion or contraction of coal during carbonization , it gave indications of having value in measuring free - swelling and caking properties of coals when burned on fuel beds . An opportunity to investigate this occurred when an engineer of an eastern public utility 'company reported pronounced differences in burning characteristics on grates of various shipments of Pocahontas coal . Some of these coals gave trouble by swelling 'excessively and clogging the grates . Samples were ob- · tained , and it was found that the troublesome coals gave decidedly higher free -swelling numbers than did the coals that performed satisfactorily . Also , it was found that the free - swelling index test gave better differentiation between coals than could be obtained from the coke buttons from the · ´`standard volatile -matter test or from agglutinating - value results . The results of the free - swelling tests were considered by the Subcommittee on Plasticity and Swelling , and a special group of the subcommittee , under the chairmanship of R. A. Sherman , was delegated to study the test method . Ostborg , Limbacher , and Sherman , ofthe Battelle Memorial Institute , ' investigated the various factors affecting the test and found that the swelling index was a good indication of the suitability of coal for performance on residential -type stokers from the standpoint of the coking characteristics of the coal . Data were presented also showing that the indexes wer helpful in the selection of coal for industrial underfeed stokers .

Most laboratory sealant studies were carried out in 2.0 inch I.D. Plexiglas tubes of 9.0 inches height containing 4.0 to 4.5 inches reconstructed soil from an 0-8 or 8-16 inch soil horizon at the Lanse site. (When soil was used from the Kato site, the top soil horizon was approximately 0-4 inches. The 4-8 inch horizon was somewhat comparable to the Lanse 8-16 inch horizon.) A 20 mesh Saran or steel screen was placed over the rubber stopper with a bottom drain to a 100 ml measuring cylinder. In some earlier experiments a 1/2 inch bed of 1/4 inch pea-gravel was then added, but in later experiments this was eliminated as it showed no particular utility. Field soil samples collected by a shovel were stored in sealed containers and sieved through a 4 mesh screen just before use. (Moisture content was typically about 25% for A horizon soil and about 20% for B horizon soil.) The sieved soil minus roots was then added in increments of about 1 1/4 inches. Compaction was effected by dropping a weighted ramrod (1-7/8 inches O.D,) five times from a height of two inches. If about twenty tamps were used or if the soil columns were rapped vigorously while water-logged, compaction was high with no detectable percolation. Freezing such samples would then usually cause very slow percolation, e.g. 1-2 ml/day. Using this as a standard procedure, percolation flows were usually stablized after two to three days to rates of about 100 to 200 ml/hour. Percolate was recycled carefully to minimize disturbance of the soil surface. When percolation flows were about 100 to 200 ml/hour, various additives (sealants) were introduced to the moist column in two to three increments to maintain a slight head. Additive concentrations were usually 2-1/2% with some at 5% in earlier experiments. Typical use of 40 ml of 2-1/2% additive corresponds to 4400 lbs/acre. When no more additive was present as supernatent liquid, water washes of about 15 ml were then used several times followed by special additives as needed. More water washes were then used to maintain a head of about 1/2 inch. Percolate was collected in 100 ml cylinders to measure percolation rates in ml/hr. Turbid percolate was evaporated to determine amount of eluted latex. Percolate was sometimes checked for pH by Pan-pH Indicator Paper9,10 reading in 0.5 units. Surface tension measurements were sometimes made by a DuNouy tensiometer10 in experiments using a surfactant for pretreatment.

Occupational illnesses are more difficult to identify than on-the-job injuries. Many illnesses related to occupational exposures may not be diagnosed until years after exposure; by that time, exposed workers may have changed jobs or left the workforce. Other approaches to identifying occupationally related illness are analysis of death certificate data (see chapter 2) and medical examination studies of workers known to have high exposures to hazardous agents. Figures 5-1, 5-3, 5-4, 5-6, 5-8, and 5-10 show, for each commodity, the percent of illness conditions reported to MSHA by nature of condition. Heart attacks that occurred on the job are reported without regard to work-relatedness. Figures 5-2, 5-5, 5-7, 5-9, and 5-11 show rates by year during 1986-1995 for selected conditions. Since there are many limitations on the accuracy of illness reporting, the frequencies and rates shown here should not be considered directly comparable across commodities. Figure 5-12 shows estimates for hearing loss by age among coal miners compared to a nonoccupationally noise-exposed population. These data come from a study by Franks [1996] of a group of audiograms obtained on coal miners by a commercial company. Using the NIOSH definition of hearing impairment, i.e., an average hearing threshold level for both ears that exceeds 25 dB at frequencies of 1,000, 2,000, 3,000 and 4,000 Hz, the figure shows that by age 30, more than 10% of miners suffer hearing impairment; by age 50, 90% of miners have hearing impairment. In contrast, only 10% of the nonoccupationally noise-exposed population suffer hearing impairment at age 51, and 50% of the nonoccupationally exposed population have hearing impairment at age 69. Figure 5-13 shows a similar analysis of commercial audiograms on male metal/nonmetal miners [Franks 1997]. At age 20, approximately 2% have hearing impairment using the NIOSH definition of hearing impairment described above. This increases to 7% at age 30, 25% at age 40, and 49% at age 50. In contrast, only 9% of the nonoccupationally noise-exposed comparison population have hearing impairment at age 50. Franks&apos; analysis showed a different pattern for female metal/nonmetal miners; they developed hearing loss at the same rate as would be expected for a non-noise-exposed female population.

As part of its goal to minimize the requirements for critical and strategic minerals, the Bureau of Mines is conducting research to foster the use of domestically abundant materials such as molybdenum. This report describes the development of an investment shell molding technique that can be used to make castings of molybdenum and its alloys. The mold material is cubic Zr02 with a monoclinic Zr02 binder. The shell, formed by standard investment molding techniques described in the text, is prepared for molybdenum casting by firing for 6 hours at 1,550° C (2,822° F) or for 4 hours at 1,650° C (3,002° F). The resulting castings have predictable and reproducible dimensions with good detail. As-cast strength is poorer than the strength of wrought materials below 1,600° F. At and above this temperature, tensile strengths of cast and wrought materials are nearly equal. Aqueous corrosion of the castings in most media is insignificant.

A satisfactory mean: of beneficiating a Brazilian phosphate rock was developed in a mineral-dressing-research study by the Bureau of Mines. High-grade concentrates well ever the specified minimum grade of 70 percent tricalcium phosphate, were produced, with goad recoveries by agglomerate tabling and flotation. A lower gads but usable secondary product was recovered by sedimentation of the minus-200-mesh fraction of the ore. The ore wan representative of an extensive deposit recently discovered near Recife in the State of Pernambuco, Brazil, which will be exploited in a plant planned to eventually produce at the rate of 500,000 tons of concentrate annually. Although Brazil has been reported to Lave a substantial reserve of phosphate rock,3/ the country has never been more than a small producer of this commodity. From 1945 to 1950 the highest production of phosphate rock attained in Brazil amounted to 10,421 tons. Production in 1949, the most recent year for which figures are available, was 4,553 tons.4/

Untreated timber in a mine or elsewhere may fail prematurely because it may "rot out before it wears out." If such timber is treated with a satisfactory preservative, decay will be retarded for many years, and it&apos;s serviceable life will beg prolonged to several times that usually obtained from untreated timber.4/ Treated timber has many advantages, and although it has been used extensively by railroads and other large consumers of structural timber, the relatively small use in mines seems strange indeed. Timber does not decay if it is kept dry, cool, and well-ventilated or if it is kept constantly wet or sumberged in water. At a mine in Canada the temperature in the upper levels was only 44° F., and the timber did not decay. As operations deepened, however, warmer ground was opened, and, with high humidity, conditions favored timber decay. The life of untreated timber may be only 2 to 3 years under such conditions.

The Bureau of Mines has recently completed a program to identify and evaluate various methods that address control of dust generated outby the longwall mining face. Dust generated by the stageloader-crusher, the panel belt, and the intake roadway can be long-term throughout the shift, contributing significantly to the dust exposure of all face workers. Dust control techniques were identified and tested at a number of longwall mining sections located in diverse geological conditions across the United States, Dust controls investigated include (1) methods that eliminate the sources of intake dust contamination--homotropal ventilation; (2) methods to limit the amount of respirable dust released into the intake airstream--improved water application and the use of curtains and enclosures; and (3) methods to clean the contaminated air prior to delivery to the mining face--scrubber systems. Usually they can be implemented at a low cost and can be very effective. This report describes each technique and its application and presents the resulting conclusions.
