Considerable current interest is evident[l,2] in the use of transient electromagnetic methods for subsurface remote sensing. A transient method is discussed which uses a periodic video-type pulse containing a wide frequency range. A video pulse is used as an interrogating signal both for "target" identification and detection for relatively short depth (c 20 meters) applications in soil and soft rock media. If the medium is favorable, e.g., hard rock, greater depth applications appear to be feasible. The same procedures would be applicable for deep geological exploration but would require a substantial reduction in frequency and increase in target size. It should be noted that video pulse generators with 35 kv peak voltage and nanoseconds base widths are now within the state-of-the-art, thus significant power over broad spectral ranges is possible. In the design of a video pulse sounding system, 5 main problem areas can be identified; 1 ) selection of the pulse shape or spectral content of the video pulse, 2) design of a radiating structure which effectively couples such a pulse into the medium, 3) isolation of the radiating and receiving mechanisms, 4) realistically accounting for the dispersion and attentuation of the medium and the air-medium interface, and 5) interpretation or processing of the received signal waveform. Each of these problem areas will be discussed and illustrated with experimental and/or theoretical results. The Video Pulse Selection of the proper video pulse signal is dictated by 3 considerations, the maximum desired depth of penetration, the attenuation of the medium and the required resolution and size of the target. For a lossy medium, penetration and resolution are clearly at cross purposes and a compromise is necessary. The exact nature of the compromise is dictated by the application, but the spectrum of the video pulse should not contain any frequencies higher than the predicted cut-off, i.e., that frequency which is attenuated to the threshold level of the receiver. This report describes three cases of carbon monoxide (CO) poisoning in a manhole, including one fatality, from CO migrating through soil after nearby use of explosives. A municipal sewer project involved installation of new pipes and manholes. Work of the general construction contractor was interrupted when a subcontractor detonated 265 pounds of nitroglycerin-based explosive 40-60 feet south of the manhole to break up underlying rock. A construction worker who descended into the manhole 45 minutes after the explosion collapsed within minutes, and two co-workers descended into the manhole to rescue him. One rescuer retrieved the unconscious worker, and the other rescuer died in the manhole. All workers had elevated carboxyhemoglobin levels. In the subsequent NIOSH investigation, air monitoring was conducted with real-time instruments, and air samples were collected in Tedlar bags. Laboratory analyses of the bag samples collected near the bottom showed 1905 parts per million (ppm) CO, 19.5% oxygen, and 3% carbon dioxide. Direct reading instruments showed progressively higher concentrations as the sensor was lowered into the manhole. Subsequent chamber tests on sample explosive yielded 27 liters CO per kilogram detonated. Based on this value, the surface blast at the construction site may have produced about 3,250 liters (114.8 cubic feet) CO. The CO in this incident most likely was released from the nearby explosion and migrated through soil and fractured rock into the manhole. The blasting and construction industries should be made aware of this previously unrecognized CO exposure hazard associated with surface blasting. The extent of CO exposure from explosives used in construction is not known, and additional information on the extent of CO exposure must be collected. In addition, confined space entry procedures (including monitoring confined space atmospheres before entry) should be observed; CO monitoring of confined spaces in the presence of blasting can prevent future incidents such as this one.

"According to the dictionary,3 an accident is an event that takes place without one's foresight or expectation, often an undesigned, sudden, and unforeseen occurrence of an afflictive or unfortunate character. However, actual experience with accidents, the second most important cause of death in the United States,4 and a more extensive and scientific inventigation of their causes indicate that from 75 to 90 per cent of accidents are avoidable.5 This is borne out by the results of a three-year study of the accident records of 64,000 motor vehicle operators in New York6 which show that certain drivers are prone to accidents, that accident experience is traceable to certain causes, and that accidents don't just ""happen,"" It is estimated that 97,000 persons were killed by accidents in the United States in 1929 and 15,000,000 were injured. Of these about 23,000 deaths were due to so-called industrial accidents. In a list of accident rates by industries, compiled by the National Safety Council7 from reports of member establishments, mining heads the list, in both frequency (74.43 per 1,000,000 man-hours worked) and severity (9.9 days lost per 1,000 man-hours worked). These figures are very much higher than for any other industry; theindustries showing figures most comparable to mining are meat packing with a frequency rate of 55.94 and a severity rate of 1.47, construction with a frequency rate of 50.41 and a severity rate of 4.62, and refrigeration with a frequency rate of 43.35 and a severity rate of 3.04.While there is no way to determine the actual cost of all accidents from a monetary standpoint, estimates indicate that the cost will run into hundreds of millions of dollars annually.Cost of accidents in metal mines.- The United States Bureau of Mines obtains accurate figures on the number of lost-time nonfatal accidents as well as fatal accidents in the metal-mining industry.8 In 1926 the metal mines employed 127,823 men; 430 men were killed and 30,350 men received lost-time but nonfatal injuries as a result of accidents. Each of these fatal and nonfatal injuries averaged 114 days lost time, computing a fatality as 6,000 days lost time. This is equivalent to 3,523,944 days time lost due to accident, or at $5 per day per man, to a wage loss of $17,619,720. Deducting one-ninth of this figure for compensation paid, the metal miner loses in wage annually about $15,700,000, or about $122 per individual. This average loss per individual includes the cost of fatal accidents reckoned at 6,000 days or $30,000, but even if the loss in time due to fatal accidents be deducted, the average cost to each individual metal miner each year for nonfatal accidents is about $32. Estimating the loss to the metal-mine employer as about the same as that to the employee, the annual cost of metal-mine accidents to the employer is about $15,700,000 and to the employer and miner is $31,400,000."

Output of ore and waste from metal and nonmetal mines in the United States continued an upward trend and established a new high. The tonnage of ore handled increased 6 percent over that moved in 1964 and the tonnage of waste rose almost 10 percent. Earth moving by these two activities exceeded 3.2 billion tons, an increase of 7 percent over the 1964 total. Crude material from which metal or nonmetal products were derived continued to be about 75 percent of the total material handled. In 1965, surface mining methods were used to produce about 93 percent of the ore, 99 percent of the waste, and 95 percent of the total material handled. These percentages have remained almost constant since the beginning of this decade.

[The tremendous increase in mine mechanization since 1929 has increased markedly the application of electric power in and about the coal mines of the United States. Cutting, drilling, and leading machines have replaced hand-mining methods in nary mines. As a result, expansion of the gathering haulage has necessitated introduction of extensive feeder, trolley, grid other power wires. (1)3/ In spite of this vast mechanization the fatality rate from electric shock has been on the decline. However, there are still too many accidents, and efforts to eliminate electrical hazards cannot be relaxed. It is hoped that an acquaintance with the physiological aspects of electrical accidents will make workers end management aware of the lurking dangers of this very common and extremely dangerous form of energy.]

Two different techniques were used to make measurements of the absolute value of electromagnetic noise in an operating coal mine, Itmann No. 3 Mine, located near Mullens, West Virginia. The electromagnetic environment created by 250-volt-dc and 550- and 950-volt-ac machinery in two longwall panels was measured and is reported. One technique measures noise over the entire electromagnetic spectrum of interest for brief time periods. It is recorded using broadband analog magnetic tape, and the noise data is later transformed to give spectral plots. The other technique records noise amplitudes at several discrete frequencies for a sufficient amount of time to provide amplitude probability distributions. The specific, measured results are given in a number of spectral plots and amplitude probability distribution plots.

This report is an economic evaluation of the production of hydrogen in a continuous system by the steam oxidation of partially reduced iron oxide in a fluidized bed at 7 atmospheres using producer gas to reduce the iron oxide. The oxidation-reduction step is based on experimental data obtained by the Bureau of Mines at the Pittsburgh Coal Research Center. The estimated capital requirement for a plant producing 30 million std. c.f.d.3 of 99.8 percent purity hydrogen at a discharge pressure of 450 p.s.i.g. is $13,100,000, using January 1961 equipment cost data. Based on a 330-day operating year, the operating cost before profit and taxes with coal price as a variable is estimated to be:

As part of its mission to reduce pollution associated with mineral production, the Bureau of Mines is developing a dewatering technique for phosphatic clay waste that uses a flocculant, polyethylene oxide (PEO). This flocculant forms strong, stable flocs, which can be partially dewatered on a static screen and dewatered further on a rotary screen. Using this technique, a field test unit (FTU) was operated at a nominal 100 gal/min. Consolidated phosphatic clay material containing 20 percent solids was produced when feed slurries of 3 percent solids were treated with 0.69 pound of PEO per ton of feed solids. Pit and column tests indicated that the PEO-treated material continued to dewater; compacted products containing 40 percent solids were obtained after 45 days.

An oil well penetrating the Pittsburgh bituminous coalbed in northern West Virginia was plugged and safely mined through 3 months later. A sensitive chemical tracer, introduced into the oil reservoir before the test, was not detected in the mine air following the plugging and during mining of the pillar and penetration of the well. Effectiveness of the plugging in preventing reservoir gas from entering the mine through the well hole was verified by continuous monitoring of the mine air for indications of sulfur hexafluoride, an inert gas detectable in amounts as minute as 112 part per billion. Expand- able cement and fly ash-gel-water slurry were utilized to seal the well above and below the coal seam. Three other wells were also plugged using various techniques.

This report presents a U.S. Bureau of Mines study that incorporates coal mining factors, coal recovery factors, and economic factors into the definition of an economically recoverable coal resource. The relationship between these factors to the Energy Information Administration's estimate of U.S. coal resources-the "Demonstrated Reserve Base"-is discussed. The Matewan 7-1/2 minute quadrangle in eastern Kentucky was selected as the initial study area. Results indicate that of the original 1,193 million tons of resource in the quadrangle, only 89 million tons (7.5%) are economically recoverable at a cost of $25 per ton or less. At the current production rate of 5.3 million tons per year, this represents only 16.8 years of remaining reserves.

The Bureau of Mines through contract with Ultrasystems, Inc., obtained gram per gram data of products formed on thermal oxidative degradation of selected compositions, both under dynamic and static conditions. Four broad classes of materials were studied! Polyvinyl chloride compositions, neoprene compositions, rigid urethane foams, and variously treated woods. Whenever possible, comparisons between pure components and composites were attempted. Thermogravimetric and differential thermal analyses were performed to gain understanding of the processes occurring and to explore the feasibility of using these analyses as a method of material identification. The toxic products detected and quantitated included HC1, H2S, CO, S02, CS2,COS, HCOOH, CH3COOH, formaldehyde, acrolein, C 6H6, chloroprene, chloroethanol, benzyl chloride, aniline, and furfural.

As part of its goal of maintaining an adequate supply of minerals to meet national economic and strategic needs, the Bureau of Mines devised a processing sequence for recovering uranium from carbonaceous ores. Uranium extractions of 97 pct were obtained by contacting the ore with a solution containing 400 grams of ferric sulfate hydrate in 200 ml water for 3 hr at boiling temperature (96° C). Uranium was recovered from the leaching solution by solvent extraction with tri-issooctyl amine. The barren ferric sulfate solution was recycled to the leaching system. The leaching process resulted in no detectable dissolution of carbonaceous material from the ore. Work on the project was terminated in 1978 because of a transfer of responsibility to the U.S. Department of Energy.

Demand for arsenic exceeded supply, and major domestic and foreign producers allocated available supplies to customers for the fourth consecutive year. Major demand for arsenic was about evenly divided between industrial chemicals and agricultural chemicals. Legislation and Government Programs.-Effective April 1, 1981, taxes were collected from companies producing and importing 42 chemicals and petroleum products designated as hazardous, The revenue was used to begin funding of the 5-year, $1.6 billion "superfund" being established under Public Law 96-510, the Comprehensive Environmental Response, Compensation, and Liability Act, designed to help clean up spills of hazardous substances throughout the United States. As hazardous chemicals, arsenic metal and arsenic trioxide were taxed at the rate of $4.45 and $3.41 per short ton, respectively.

"INTRODUCTION Ethyl mercaptan (CH3,CH2SH), a combustible organic liquid of the thioalcohol type, is employed at an odorant in many types of fuel gases and dangerous atmospheres, which in themselves are devoid of characteristic odors, to give warring against leakage of such gases or atmospheres into places where they might constitute health or explosion hazards.Ethyl mercaptan has a penetrating disagreeable odor resembling that of onions, garlic, hydrogen sulfide, or rotting cabbage, that exceedingly low concentrations of it can be detected. The of odorants as a beans of detecting leakage of gases and atmospheres has been investigated extensively by chemists and engineers of the Bureau of Mines, and numerous reports as to its value have been published."

Regardless of how a mineral deposit in first discovered or by whom, any mining enterprise based upon it must pass through a preliminary stage of exploration. The common understanding of ?exploration? among mining engineers is well-expressed by Jackson and Knaebel:3/ Exploration work ranges from that performed by the individual prospector employing only the simplest tool, and equipment to elaborate campaigns involving the expenditure of largo stuns of money end the use of churn- car diamond-drilling equipment, large test-pitting crews, or sometimes a regular mining organization. In any event, the object is to determine as accurately as possible, with the funds available, the size, shape, and other characteristics of the ore bodies and their average value or grade.

In recent years the use of visual aids has expanded the? field of safety education. This is a modern adaptation of a method employed in ancient times, when simple paintings and drawings were the only means of recording current events. In its present application, visual aid employs sound and silent motion pictures, stripfilms, lantern slides, descriptive posters, and color. According to Roberts,3/ "Visual education is a method of imparting information which is based on the psychological principle that one has a better conception of the thing he sees than of the thing he reads about or hears discussed." Dent4/ further defines visual aid as "all the materials used to facilitate the understanding of' the written or spoken word."

A methane emission rate study was conducted in 1969 on a longwall section of a Lower Kittanning coalbed mine in central Pennsylvania. The longwall face was mined with a drum shearer between developed headings on the head end and headings on the tail end that were driven with a ripper-type continuous miner as needed. The study was conducted over 22 consecutive shifts (7-1/3 days). The average methane emission rate from the Lower Kittanning coalbed during mining at the face and developing the headings at the tail end of the face was 34 cfm. Caving of the gassy overlying strata as the result of mining at the face increased the methane emission to rates ranging from 702 to 1,049 cfm.

Crude shale oil produced by gas combustion retorting of Green River oil shale was hydrocracked over a cobalt molybdate catalyst at operating pressures of 500, 1,000, 1,500, and 3,000 psig, an operating temperature of 8900 F, and a liquid hourly space velocity of 1.0. Hydrogen feed rate was maintained at 6,000 scf/bbl. The volume-percent yields of total liquid product were directly proportional to the operating pressure. Weight-percent conversion and volume-percent yields of gasoline were directly proportional to the log of the operating pressure. Catalyst deposit percentages were inversely proportional to the log of the operating pressure. Nitrogen and sulfur removal rates as well as saturation of the liquid products increased as the operating pressure was increased.

Improve the dust control effectiveness of dry collection systems on surface coal mine drills. Approach Use a dust pelletizer to convert the respirable dust particles discharged by the dry collector into dust pellets that present no health hazard. Background Blasthole drills are well-known sources of respirable dust that can contain significant amounts of quartz. The drills frequently use a dry cyclone-filter type collector that can obtain dust reductions theoretically greater than 95 pct. However, surface mine drills using dry collectors typically have three major dust sources that significantly reduce the overall effectiveness of the collection system: (1) the dust collector dump cycle, (2) drill shroud leakage, and (3) leakage around the drill stem seal in the drill table.
