"The recent discovery and exploitation of petroleum territory have resulted in the enactment of new petroleum laws in most of the South American Republics. The activities in the discovery of these new fields were engendered by the knowledge of the fact that present producing fields must within well defined periods be exhausted. Oil operators were willing to take the initial steps in exploitation in the absence of legislation that applied strictly to petroleum operations. The enactment of modern legislation in many of these Republics encouraging and protect¬ing exploitations may cause tremendous oil activities in these countries, and the results may be comparable with the magnitude of the undertakings and the prestige of the companies now entering this territory.These, oil fields are admirably located for convenient distribution of petroleum by water to all the Nations using oil as fuel for shipping and industrial concerns. The oil markets of the western coast of South America will derive immense benefits from the Panama Canal. This navigation route brings these markets into direct ocean shipment with the Atlantic coasts of the Western and Eastern Hemispheres.One deterrent to oil production in the Republics of South America is the want of inland. transportation facilities, but the recent laws of these Republics without exception provide for acquiring rights of way for pipe lines and other modes of transportation; and doubtless the great interests and. syndicates already operating in these regions will, as production increases, provide ample pipe line transportation sufficient to convey to the coast the oil produced. It way be assumed, from the legal guarantees afforded, and from operating equipment and machinery that are now being concentrated that refineries will be erected at shipping points for the purpose of making these petroleum products accessible to the world."

Probabilities of encountering coalbed discontinuities during vertical or horizontal drilling in a specific coalbed can be estimated based on analysis of mined-out areas of the coalbed where the size, shape, orientation, and distribution of discontinuities are known. The result- ant probability estimates can be applied to cost-risk evaluations of drilling programs proposed for exploratory, developmental, or methane drainage purposes in undeveloped areas of that coalbed. Data compiled from mine maps of the Beckley Coalbed in southern West Virginia were used to estimate the probabilities that discontinuities would be encountered in two illustrative hypothetical drilling programs--one for drilling vertical boreholes and the other for drilling horizontal boreholes. Analysis based on a mined-out area of the Beckley Coalbed indicated that vertical methane drainage boreholes spaced 1,000 feet apart in a square grid pattern would each have a 29 percent probability of encountering a discontinuity in a geologically unexplored area of the coalbed. It was also determined that exploratory vertical drilling could locate most of the discontinuities if a borehole spacing of 2,500 feet were used. For horizontal drainage boreholes in the Beck- ley Coalbed, the analysis indicated a linear relationship between hole length and the probability of encountering a discontinuity.

Contacts with energized conductors are a major cause of electrocutions in underground coal mines. Sensitive ground fault interrupters (GFI's) installed on in-mine three-phase ac utilization circuits would probably prevent the majority of these deaths. A sensitive GFI is a protective device that detects and interrupts small deadly ground currents in the milliampere range before those currents can cause ventricular fibrillation in humans. Commercially available three-phase sensitive GFI's have not been specifically designed for application in coal mines. The Bureau of Mines therefore tested three commercial GFI models to determine their worthiness for mine power systems. GFI design and construction, transient immunity, reliability, and time-current characteristics were evaluated in laboratory tests. No commercial device was found suitable for mine use without design modifications. The tests results will serve as a basis for the development of a mineworthy sensitive GFI in ongoing Bureau research.

Rapidly identify unstable mine waste embankments and similar dam structures. Approach Aerial photography, geotechnical instrumentation, and telephone or satellite data transmission are used to supplement walk-around inspect ions. How It Works Embankment stability and other indicators of structural integrity are evaluated using aerial photography, and on-site unattended instruments and data transmitting systems. Evidence of external movement and water seepage is obtained from aerial photography and photogrammetric evaluation techniques. Surface points marked by stake- mounted targets are monitored photographically at time intervals of several weeks or months. Photographic measurements of x, y, and z coordinates of these points are obtained from flying a series of photo-runs over the dam.

The growing importance of halide metallurgy for preparing high-purity metals has stimulated research to extend halogenation reactions to the direct extraction of metals from low-grade sources. This Bureau of Mines investigation involves a pioneering study of chlorination reactions in the presence of a fluorine donor. Tin slags containing tantalum and columbium and a zircon concentrate containing a relatively high ratio of hafnium to zirconium were studied. Direct chlorination of these materials at 500° C. yields only a 5-percent conversion of tantalum and columbium or zirconium and hafnium to anhydrous chlorides. This investigation showed that small additions of calcium fluoride to the reaction increased the recovery of tantalum and columbium to 95 percent and the recovery of zirconium and hafnium to 27 percent. These results were achieved with ratios of calcium fluoride to mineral or slag of only 0.2. Silica, the major impurity in the materials studied, was found to be converted to silicon tetrafluoride during chlorination in direct proportion to the quantity calcium fluoride added to the charge. However, large additions of calcium fluoride decreased the volatility of the resulting halides of tantalum, zirconium, and hafnium. Smaller amounts of calcium fluoride also favored recovering minor metal constituents in the zircon concentrate (uranium, thorium, and rare earths).

"Introduction;As in the case of TNT previously presented*, this report presents the results of an investigation to discover the safest and best way of utilizing picric acid for industrial blasting purposes. It describes the physical and chemical properties of this explosive, gives precautions to be observed in handling, packing, preparation of cartridges, and holes, presents the results of field tests in blasting stumps and bowlders, and compares the results with those obtained from dynamite.The investigations reported herein were undertaken and this paper has been prepared, solely to aid in the salvage of the surplus picric acid accumulated for war uses and released by the declaration of the armistice. No funds were available nor have any been appropriated with which to defray the expense of converting this picric acid into any other form or to prepare any explosive mixture from it. The sole problem was to find appropriate uses for this military picric acid in existing needs and to show that it can be efficiently used in carrying out essential civil projects.It is not intended by this publication to promote the use of picric acid as an industrial explosive further than is necessary for the proper utilization of this surplus. On the contrary, the authors believe that picric acid by itself is unlikely to come into general use as an industrial explosive, chiefly because of its cost but also as shown by the clouds of smoke it emits on explosion and the nature of the reactions it undergoes because we do not obtain from it its highest efficiency. As demonstrated in its previous use in Joveite, better results and higher efficiencies may be obtained by mixing picric acid in proper proportions with sodium nitrate or ammonium nitrate, to more completely oxidize the picric acid, and another nitrosubstitution compound, such as nitronaphthalenes, with which do desensitize and waterproof the composition formed. By such admixture not only may the energy resident in the picric acid, be more fully utilized but the cost of the resulting blasting explosive should be much less than that of picric acid."

This paper dealing with the mining methods used in producing iron ore from an underground operation located in the central-western part of the Mesabi Range in Minnesota is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts in the United States. The mine here discussed was laid out in accordance with a plan adapted to a rather unusual type of ore body, the nature of which is such that the mining method necessarily differs in certain respects from the method used at most of the mines in this district. A description of it may therefore be of interest.

Methane and other hydrocarbon gases, byproducts of coalification, are emitted from coal at widely varying rates and often present ventilation problems during mining. The air in some coal mines apparently contains no methane. To determine if coals from mines which had no history of detectable gas emission contained adsorbed methane, samples of coal at the shaft bottom and at an active face were obtained and placed in sealed metal cylinders. The atmosphere around the coal was sampled and analysed by gas chromatography. Methane, ethane, ethylene, propane, propylene, and butane were found to have been desorbed from these coals. Hydrogen and helium were also detected. An estimate of the amount of residual gas per ton of coal indicated that coal samples from the active face generally contained more adsorbed gas than coal samples obtained from the shaft bottom, although in both instances the total amount of gas was relatively small.

PURPOSE This report provides an integrative review of 52 recently published research reports that examine the associations between long working hours and illnesses, injuries, health behaviors, and performance. The report is restricted to a description of the findings and methods and is not intended as an exhaustive discussion of all important issues related to long working hours. Findings and methods are summarized as reported by the original authors, and the study methods are not critically evaluated for quality. SUMMARY In 16 of 22 studies addressing general health effects, overtime was associated with poorer perceived general health, increased injury rates, more illnesses, or increased mortality. One meta-analysis of long work hours suggested a possible weak relationship with preterm birth. Overtime was associated with unhealthy weight gain in two studies, increased alcohol use in two of three studies, increased smoking in one of two studies, and poorer neuropsychological test performance in one study. Some reports did not support this trend, finding no relationship between long work hours and leisure-time physical activity (two of three studies) and no relationship with drug abuse (one study). A pattern of deteriorating performance on psycho physiological tests as well as injuries while working long hours was observed across study findings, particularly with very long shifts and when 12-hour shifts combined with more than 40 hours of work a week. Four studies that focused on effects during extended shifts reported that the9thto 12th hours of work were associated with feelings of decreased alertness and increased fatigue, lower cognitive function, declines in vigilance on task measures, and increased injuries. Two studies examining physicians who worked very long shifts reported deterioration on various measures of cognitive performance. When 12-hour shifts combined with other work-related demands, a pattern of more adverse findings was detected across studies. Six studies examining 12-hour shifts combined with more than 40 hours of work per week reported increases in health complaints, deterioration in performance, or slower pace of work. Two studies com-paring 8- and 12-hour schedules during day and night shifts reported that 12-hour night shifts were associated with more physical fatigue, smoking, or alcohol use. Two studies examining start times for 12-hour shifts reported that decrements in alertness or more health complaints were associated with early 6:00 a.m. start times. One study examining 12-hour shifts in hot work environments reported a slower pace of work as compared with shorter shifts. Another study examining high workloads during 12-hour shifts showed increased discomfort and deterioration in performance as compared with shorter shifts. More definitive statements about differences between 8-hour and 12-hour shifts are difficult because of the inconsistencies in the types of work schedules examined across studies. Work schedules differed by the time of day (i.e., day, evening, night), fixed versus rotating schedules, speed of rotation, direction of rotation, number of hours worked per week, number of consecutive days worked, number of rest days, and number of weekends off. All of these factors could have interacted with overtime and influenced study results. Also, some studies did not report how many hours participants worked per week or other details about the work shifts, which complicated the assessment of their results. The many

The cool drills that have received the approved of the Bureau of Mines may be divided into three general classes: (1) Hand drills, small drills that are held in the hands or supported against the body while in use; (2) post drills, drills that are too heavy or powerful for hand operation and therefore require some mechanical mounting when in use; and (3) drilling machines. Besides these three classes, drilling equipment has been incorporated in the design n of a number of permissible coal-cutting machines, but such drills are considered an integral part of the cutting machine and are not given separate approval. The hand drills have been described in Report of Investigations 3363, which is cite of several papers that have been published dealing with miscellaneous types of permissible motor-driven mind equipment not covered in bulletins. The present paper describes post drills and drilling machines approved by the Bureau of Mines up to July 1, 1937.

To develop a magnetic levitation transport system that can reduce the cost and improve safety in transporting coal from the face of underground coal mines to the surface. Background Many conventional mining operations use conveyor belts to transport coal from an underground face to the surface of the mine. The Mag-Lev Transport System design replaces conveyor belts with magnetically levitated coal haulage containers moving through a dedicated pipe¬line. Cost estimates, based on current design data, show the Mag-Lev Transport System would have operating and capital costs that are less than or equal to those of an equivalent-capacity conveyor belt system. The safety hazards associated with conveyor belt systems include exposure to moving parts and pinch points, potential fire hazards due to mechanical friction, and the exposure of miners to respirable dust. These hazards would be eliminated or significantly reduced by this novel technology. Approach The Mag-Lev Transport System uses magnetic levitation technology that allows noncontact, frictionless conveyance of a levitated body within a dedicated transit corridor. The mag-lev technology utilizes two types of permanent magnets coupled with an electronic position control system to achieve noncontact levitation. Levitation is provided by neodymium-iron boron (NdFeB) magnets mounted in the base of the haulage containers and inexpensive ceramic-5 magnets located in the bed of the transit corridor. An electronic position control system is used to overcome the inherent instability of the repelling permanent magnets. Proximity sensors, a signal processing circuit, electromagnetic actuators, and fixed ferrous side rails are the major components of the positioning system.

"INTRODUCTION Retsof mine, adjoining the village of Retsof, Livingston County, New York, is about 5 miles northwest of Geneseo and 55 miles (air-line distance) due east of Buffalo. It is a single-bed rock-salt mine having extensive horizontal workings as much as 2-1/2 miles long and 1 mile wide and has been in continuous operation since 1885. Retsof tine is the largest producing salt mine in North America and is reputed to be the largest active salt mine in the world.Retsof is one of three large salt mines operated by the International Salt Co., Scranton, Pa.; T. Forster Courthope is general manager of Retsof and also of the company's Detroit salt mine in Michigan and has held that position for 27 years. He is assisted by Stanley Martin, general superintendent; R. Goetz, Maintenance superintendent; and John Riordan, mine superin¬tendent. All are old-timers at Retsof and, according to Courthope, contri¬buted the ""lion's share in bringing the mine to its present standard of safety.ACKNOWLEDGEMENTThis circular was made possible by the generous cooperation of T. Instantaneous dust samples were measured by RAH's. for various locations In the longwall faces. Preliminary analysis of the data shows that in addition to the shearer's haulage speed, there are four major factors that influence the airborne dust distribution in longwall face areas: locations with respect to the position of the shearer's cutting, hardness of the materials, characteristics of water spray, and roof conditions. This paper presents the effects of those four parameters in detail.INTRODUCTIONA research project was initiated in September 1983 to measure and construct .a dust distribution map for the longwall face. During the first year, airborne dust samplings were performed in two longwall panels located in northern and southern West Virginia and working in the Pittsburgh and Eagle Seams, respectively. The physical parameters and equipment employed for both panels are 1 isled in Table 1. Figure 1 shows the detailed characteristics of the coal seams. Various aspects of judgment and decision-making are key themes in this book. The model presented here serves as a loose structure for the chapters that follow this one. The notion of a model is introduced because growing research interest in the subjective aspects of group and individual behavior has led to a debate over whether judgment is a skill that can be understood scientifically. A related point of contention is whether such an understanding could lead to the development of methods for estimating people's ability to make good decisions during an emergency. There is some literature that supports the potential usefulness of this approach. However, little agreement seems to have been reached on how to define and operationalize even those basic concepts necessary to assess the soundness of decisions from within their environmental and group contexts [Jensen and Benel 1977; Godden and Baddeley 1979; Baumann and Bourbonnais 1982; Brecke 1982; Stone et al. 1985]. A look at the real-world process is clearly needed. The need to attempt a better understanding of judgment and decision-making properties stems from those occasions in the existence of an organization when there is a lot at stake. The process of decision-making (which is part of the exercise of judgment) has been analyzed in situations such as corporate takeovers [Janis and Mann1977], military combat [Begland1979], clinical emergencies [Baumann and Bourbonnais 1982], and aviation events [Billings and Reynard1984]. The fundamental assumption of these analyses is that, while there are untold successes, there are also notable numbers of failures resulting from decisions that can be ascribed to one or more errors in judgment. From a cognitive perspective, any person engaged in decision-making (either alone or in a group) is actively involved in a process characterized by certain elements. These were mentioned in chapter 1, but are reiterated briefly at this point: (1) detection of a problem, (2) definition or diagnosis, (3) consideration of available options, (4) choice of what is perceived as the best option given recognized needs, and (5) execution of the choice based on what has transpired [Flathers et al. 1982; Baumann and Bourbonnais 1982]. At any moment in this process, there are factors at play that have a large impact on one's ability to solve complex problems in a limited time: (1) an internal state [Hedge and Lawson 1979] is the sum of a person's psychomotor skills, knowledge, attitudes, etc.; (2) uncertainty [Brecke 1982] is caused by faulty or incomplete information received from the external environment; (3) stress [Biggs 1968; Jensen and Benel 1977] is generated both by the problem at hand and any background problem that may exist; and (4) complexity, as it is used here, refers to the number of elements involved that must be attended to. These variables are depicted in figure 5.1, and their relationship to each other and to an outcome is indicated. This schema is designed to suggest interaction, because while the judgment and decision-making process may be conceptualized as discrete stages, experience tells us that this is not the way people function in real-world situations.

The continued growth of steel production in the Western States is contingent upon the development of new iron ore sources. Recent development of economical techniques for concentrating and agglomerating taconites has focused attention on the low-grade magnetite deposits near Atlantic City, Wyo., as potentially important sources of iron ore for blast furnace smelting. Therefore, the Federal Bureau of Mines has made comparative evaluations of blast furnace burdens that incorporate pellets produced from Atlantic City concentrates. The Bureau also has evaluated the relative effect of Utah coke on blast furnace performance, using a high-quality Eastern coke as a basis for comparison. This work was done in the Bureau's experimental blast furnace at Bruceton, Pa. Tests determined the maximum wind rate that could be used while a continuous stock movement was maintained in the furnace. The furnace was operated at wind rates ranging from 800 to 1,400 std. c.f.m., them maximum limit of the blowers for the 1.75 in.-diameter tuyeres used. Using a normal Utah ore burden and Utah coke, the furnace went into a tight hanging condition with a wind rate above 950 std, c.f.m. Using the experimental pellet burden again with Utah coke, the wind rate could be increased to 1,000 std, c.f.m. and probably to 1,050 std. c.f.m, before tight hanging occurs. This represents an increase of 5 to 10 pct. in the wind rate. The experimental results indicate an accompanying increase of iron production, as much as 8 pct.
