Safety consciousness is not a constant for which a specific value can be assigned, but is a variable, which is frequently intangible. Its evaluation is not simple. We all know that safety consciousness is the most potent factor in the prevention of accidents. Safety consciousness may be defined as awareness of hazard and alertness to danger, which controls every action of an individual through his desire to remain alive and uninjured.

The Bureau of Mines made laboratory absorption measurements on oil shale samples, which showed that the amount of methane absorbed is proportional to pressure and oil yield, and can be much larger than would be predicted based solely on porosity. Oil shale cores collected in the field were also measured for their gas content using the Bureau of Mines direct method. Cores taken from deep locations and far from outcrops yielded more gas than cores from shallower locations or at outcrops, when taking into account variations in oil yield, and all data indicate that oil shale mines that are both deep and far from an out-crop will emit low levels of methane gas.

The problem of obtaining enough manganese for use in the manufacture of steel appears likely to recur when international relationships are disturbed and to become serious at any time when the United States is cut off from its customary supply. Some idea of the problems that an e under war conditions may be obtained from a description given by Ellicott3/ in 1918 before the American Iron and Steel Institute. This condition arises because in normal times there is an economic advantage in importing available high-grade foreign ores to the neglect of our own less satisfactory resources. That considerable low-grade manganese ore and a much smaller amount of high-grade material are available in this country is well known from geological surveys 4/ and has been confirmed by Bureau of Mines investigations. Locations of the various deposits are indicated in figure 1. The possibility of greatly expanding domestic production was actually demonstrated from 1913 to 1918, when the annual production of manganese from domestic ores rose from about 4 percent to approximately 35 percent 6/7/ of the total consumption of ferromanganese and spiegeleisen. In idea of how domestic production compares with total consumption in the United States can be obtained 1 from figure 2, taken from the Minerals Yearbook8/ for 1970. Assuming that it is possible to increase production of manganese ores sufficiently to supply all our needs, such a program presumably would require 2 or 3 years, and the cost of production would certainly rice considerably, for some time at least. Toxic fumes produced by detonating explosives in surface mining and construction operations pose potential hazards to workers and the public. Blasting operations produce both toxic and nontoxic gaseous products; the toxic products are mainly carbon monoxide (CO) and the oxides of nitrogen (NOx). Since 1988, there have been 17 documented incidents in the United States and Canada in which carbon monoxide (CO) is suspected to have migrated through ground strata into occupied enclosed spaces as a result of proximate trench blasting or surface mine blasting. These incidents resulted in 39 suspected or medically verified carbon monoxide poisonings as well as one fatality. At worst people may be fatally poisoned and the least to be expected is increased public objections to blasting. Local and state agencies could demand a cessation of the blasting requiring more expensive mechanical means to break the rock. This paper discusses the most feasible means of preventing CO migration, mitigating CO that has migrated, and detecting CO in an underground enclosed space and may help reduce the exposure of unsuspecting area residents to carbon monoxide and help prevent the implementation of unnecessary regulations and limitations on blasting. Single-hole shots and small-scale multiple-hole blasts were performed that indicate promising means of prevention and mitigation.

Manufacturers and consumers of steel have come to realize during the past few years that cleanliness is of great importance in steels which must meet rigid specifications for various physical properties. Of equal importance is the consistent production of steel which is uniform in these properties. For maximum utility, steels should be uniform not only from heat to heat, but also from ingot to ingot and within each ingot. In the manufacture of killed steels such as the higher carbon forging grades, uniformity as indicated by the usual chemical analysis is easy to obtain, provided that a normal top discard is taken, as is al¬ways the case in steels poured with hot-top practice. No such uniformity, however, holds true for the nonmetallic matter, which consists for the most part of the products of deoxidation of the steel. For a large tonnage of steels which go into articles manufactured by deep-drawing processes, killed steel has never been successfully applied because with the present deoxida¬tion practice, low-carbon killed steel is almost invariably extremely dirty. To obtain the desired qualities for deep drawing, the steel is rimmed, - that is to say, deoxidized with manganese and perhaps a small amount of aluminum, - the resultant product being of high purity in the skin of the ingot, but very badly segregated at the center of the ingot, particularly in the upper-central section. This segregation necessitates a very heavy top discard, and one of the major segregates is carbon which renders the steel too hard to draw properly. If clean, low-carbon killed steel could be made successfully, much better ingot yields would be obtained than by the present rimming steel practice. Furthermore, banded structures and outside and inside seams, which are undoubtedly due in a large measure to blowholes in the ingot, are defects which are very difficult to control in rimmed steel. These defects would be minimized by clean killed steel.

The Bumpus Cove area is in Unicoi County, Tenn., about 9 miles south of Jonesboro and 5 miles northwest of Erwin. Iron and lead ores were mined in the Bumpus Cove area before the American Revolution. The production of those metals continued intermittently until 1916. In 1850 this area was the most important producer of iron in the South. In 1911 several carloads of zinc ore was recovered from old dumps and shipped to Missouri smelters. In 1913 systematic mining of zinc ores was begun and continued until 1916. After that year, mining again became sporadic and continued so until discontinued in 1943.

The only known large deposits of talc in Alabama occur near Winterboro, Talladega County. Preliminary examinations were made, and work by the Bureau of Mines was recommended. The deposits were investigated to determine the amount and grade of talc present and to search for new talc deposits in the general area. Seventy-five holes, totaling 3370.4 feet, were drilled with Government-owned core drills from August 1, 1948, to February 11, 1949, and 27 samples were taken for assay. This report presents the factual data disclosed by drilling and the results of beneficiation of the talc.

The Vest nickel prospect, in Floyd County, Va., was discovered about 25 years ago. Limited exploration of the deposit had indicated some appreciable nickel mineralization in the sulfide ore. The property was examined on March 9, 1943, by an engineer of the Bureau of Mines in company with C. W. Vest, owner of the property. A limited exploration program was recommended. Two holes totaling 320 feet were diamond-drilled in January 1944. Drilling indicated the sulfides are sparsely disseminated. The only nickel values of interest were at the old prospect shaft.

Inflatable stoppings are currently marketed for production use, and numerous mining companies have become interested in using such stoppings in rescue and recovery operations. The Bureau of Mines therefore evaluated the concept of using inflatable stoppings in emergency situations. The stoppings tested by the Bureau were 12-foot-diameter spheres inflated with a blower operated by a small battery pack. Experiments were conducted with the stoppings in a full-scale wooden mine model to evaluate their ability to withstand sliding or slipping at various internal and differential pressures, puncture resistance, various inflation techniques; and internal leakage from the stoppings. The stoppings were then installed and tested in the Bureau's Safety Research Coal Mine at Bruceton, Pa., to determine their effectiveness as mine air barriers. Despite some encouraging results obtained with the model and in-mine studies, the stoppings did not perform well in two operating metal mines where they proved difficult to erect and inadequate as air barriers.

As part of remote sensing research on an abandoned mine lands (AML) site in the Colorado Springs, Colorado area, a geographic information system (GIS) database was generated. This GIS database contains information on the locations and extents of abandoned underground coal mines, the geology of the area, subsidence features and degrees of subsidence risk, topography, drill hole locations, and lineaments (linear features) related to subsurface geologic structures. A GIS database allows the reproducible and accurate comparison and analysis of any data sets which geographically overlap and are within the same coordinate system. The database has been released to the public domain so that government agencies, researchers, educators, and the general public can access this coherent database for the purposes of better understanding the study area and GIS technology. Data files and maps are available in formats that are compatible with the GIS software used in the research project and with most CAD systems so that as many people as possible can make use of the majority of the database. This document serves as the data dictionary for the database by providing descriptions and origins of the data files.

The Bureau of Mines has developed a quantitative method to determine water vapor in helium in the range of 0.1 to 15 ppm by volume. This method uses the quantitative chemical reaction of H20 with CaH2, which produces 1 mole of hydrogen for each mole of H20 in the sample. A gas chromatograph is then used to determine the concentration of hydrogen in the product. The precision of the H20 analysis is ±0.05 ppm at a concentration of 1 ppm. This method is used to calibrate a commercial platinum-phosphorus pentoxide (Pt-P205) electrolytic water vapor analyzer that has an improved inlet system and digital voltmeter readout.

As part of the goal to maximize minerals and metals recovery from primary domestic resources, design factors associated with minimizing current leakage in bipolar cell configurations were studied by the Bureau of Mines as a means of improving the efficiency of bipolar e1ectrooxidation cells. Initial studies that were conducted in a small bipolar cell operating at 140 to 145 volts and 15.4 amp indicated how design factors could be employed to minimize cur-rent leakage around adjacent electrodes during cell operation. Based on these results, a 40-electrode, 108-kva prototype of an industrial-sized cell was constructed and tested for extracting metal values from offgrade molybdenite concentrates. The feasibility of recovering molybdenum and rhenium from the oxidized pulp also was determined. Feed to the process sequence consisted of flotation concentrates containing 16 to 35 pet Mo as molybdenite and 6 to 15 pct Cu. E1ectrooxidation in the prototype cell resulted in 84 to 97 pct Mo and Re extraction with a corresponding energy consumption of 9 to 13 kwhr/1b Mo extracted.

This paper, which describes mining methods and practices at the Hurricane Creek bauxite mine of Reynolds Mining Corp. in central Arkansas, is one of a series being prepared by the Bureau of Mines on mining methods, practices, and costs in various mining districts of the United States. The Hurricane Creek mine is in sec. 12, T. 2 S., R. 14 W., and sees. 7 and 18, T. 2 S., R. 13 W., Saline County, Ark., about 4 miles east of Bauxite. (See fig. 1.) Bauxite has been mined underground at the Hurricane Creek property since 1942. The operation is notable for relatively high recovery of bauxite under the adverse conditions of unconsolidated water-bearing overburden and unstable clay floor. Controlled caving, timbered stope walls, and efficient drainage systems on the surface and underground have minimized the problems and raised ore recovery about 25 percent above that formerly obtained.

Between 1990 and 1991, the Bureau of Mines studied the mineral resources of the Kaibab National Forest to appraise the resources present and to determine the types of deposits, and their location. The study included a comprehensive literature search and a limited amount of field investigation of minerals and mining activity in and near the Forest. Small amounts of copper with lesser amounts of gold and silver have been produced from limestone-hosted, strata-bound deposits in the North Kaibab and Tusayan Ranger Districts. In addition to these small metallic deposits, volcanic cinders, pumice, flagstone, and sand and gravel have been quarried in the Chalendar and Williams Ranger Districts. At least ten uranium-mineralized breccia pipes have been identified in the Tusayan Ranger District, One of these, the Canyon pipe, contains a high-grade uranium ore body with associated silver, copper, lead, vanadium, and zinc. The mine permit for the Canyon pipe has been approved and the mine shaft head frame erected.

The Bureau of Mines conducted a survey of eight shearer longwall operations to identify factors that affect respirable dust generation from longwall roof supports. The longwalls surveyed were in coal seams located in different geographic regions of the United States. Data were collected on mining (geologic) conditions, support design, operational characteristics, and amount of respirable dust generated from roof supports. Analysis indicated that mining conditions are the main factors that affect the generation of dust during roof support movement. Both roof strength and depth of cover above the coal seam showed relationships with the amount of support dust generated. Several practices are currently employed to effectively control roof support dust; however, some of these controls are limited. More research and development is needed to improve dust control technology for longwall roof supports.

Standard tellurium analytical procedures were modified to obtain the greater sensitivity needed to support a survey of tellurium resources by the Bureau of Mines. Resulting volumetric and spectrophotometric methods for determining tellurium in all types of tellurium-containing materials are described. Sample decomposition and preliminary separations of interfering selenium, gold, and silver are the same in both procedures. The volumetric method is applicable to samples containing a minimum of 10 parts per million of tellurium, In this method the tellurium is reduced to elemental form, and the colloidal suspension is titrated with 0.01 normal iodine solution. The weight of sample for analysis, from 0.25 to 10 grams, should be selected so that the sample contains 0.1 to 5 milligrams of tellurium. To insure accuracy, duplicate samples should be run and the results averaged, particularly on samples of low tellurium content: The limit of determination is 0,001 percent tellurium, which is equivalent to 0.1 milligram of tellurium when using a 10-gram sample. The spectrophotometric method is particularly applicable to low-tenor materials containing from 0.5 to 50 parts per million of tellurium. Up to 10 gram samples are required for making accurate determinations in the low-concentration range. The sample used should contain between 5 and 100 micrograms of tellurium. The turbidity of a colloidal suspension of tellurium prepared from such a sample is determined in a spectrophotometer .t at a. wave-length of 440 millimicrons, and this value is compared with those of standard samples containing known amounts of tellurium.

The Bureau of Mines developed a rapid and accurate flame photometric procedure for determining cesium and rubidium in ores and in products associated with the extractive metallurgy of these elements. The effect of associated ions is neutralized by addition of buffer solution; alkali metal effects are neutralized by parallel analyses made on standard solutions similar in composition to the sample being studied. The overall accuracy of the method is within 2.5 pct of the amount of cesium or rubidium present; the range from 1 to 25 pct is the most accurate.
